ONTARIO’S EXPANSION OF RENT
control to all private market rental housing units across the province means that 250,000 more tenants will receive protection from unfair rent increases, and will have their rent capped at the annual rent increase guideline of 1.8 per cent in 2018. The rent increase guideline is the maximum landlords can raise a tenant’s rent without the approval of the Landlord and Tenant Board. It is applicable to rent increases between Jan. 1 and Dec. 31, 2018. The guideline is based on the Ontario Consumer Price Index, a measure of inflation calculated by Statistics Canada that reflects economic conditions over the past year. “The expansion of rent control across our province has ensured that 250,000 more people are 20
now protected from unfair and unpredictable rent increases,” says Chris Ballard, Minister of Housing and Minister Responsible for the Poverty Reduction Strategy. “When I speak to Ontarians, the impact is clear – by making the housing system
fairer, we’re ensuring that everyone in Ontario has the peace of mind they need to put down roots in the communities they love.” The recently-passed Rental Fairness Act, 2017 expanded rent control to all private rental units, including those occupied on or after November 1, 1991. For rent increase notices given on or after April 20, 2017, landlords cannot raise rents more than the rent increase guideline. Expanding rent control and strengthening protections for tenants are key components of Ontario’s Fair Housing Plan, to help more people find an affordable place to call home. Keeping rental housing affordable and predictable while making the rental housing system fairer is part of our plan to create jobs, grow our economy and help people in their everyday lives. “The expansion of rent control is already making an enormous realworld difference in my community of Davenport, creating more predictability and affordability for residents so that they can continue to build a good life for their families,” says MPP Cristina Martins.
Fast facts • The annual rent increase guideline is capped at a maximum of 2.5 per cent and applies to private residential rental accommodations covered by the Residential Tenancies Act, 2006. • The guideline is not applicable to: Vacant residential units, social housing units, nursing homes or commercial property. • Landlords can continue to apply to the Landlord and Tenant Board for above-guideline rent increases [PDF], where permitted. • The annual guideline for a calendar year is the percentage change from year-to-year in the Consumer Price Index for all goods and services. It is averaged over the 12-month period from June to May of the year prior to when the guideline is to be made effective. • There are approximately 1.2 million private rental households in Ontario.

Davis Trail, and officially open them to the public. The opening is the first milestone in the province’s plan to transform the iconic landmark into a vibrant, year-round destination for people of all ages. As progress on Ontario Place continues, the site will be at the centre of the action as the province celebrates Ontario’s 150th anniversary, a year-long celebration that aims to honour Ontario’s past, showcase the present and inspire future generations. “More than 45 years ago, Ontario Place opened as a testament to our province’s potential. Beyond realizing this potential, we have continued to expand it — welcoming new people and building on new ideas,” said Premier Wynne. “Our vision for a transformed Ontario Place honours our history, our people and our landscape. I am so pleased that a new generation can begin to build memories here.” To create the new Trillium Park, a seven-and-a-half acre parking lot was converted into green space using ideas from people across Ontario. Bunz, Freecycle and Craigslist are all great ways to find some free stuff, but it’s not quite the same. Arguably it’s much better than having a ‘donations’ bag hanging around the apartment half full, waiting to be filled in order to warrant a trip to the drop-off donation site. Lifelong renters often claim that renting is a lifestyle. Renters that hate being renters probably disagree. But even if renting is a stopover for you before homeownership, it really does offer a sort of unique lifestyle for a few reasons – one being that specific “spot.” While you still have access to neighbourhood groups, curbside finds and online trading groups when you own a home, the rental “spot” is different and pretty unique to renters.

Even in a big city like Hogtown, that special spot flourishes and reminds us that while we may not know all of our neighbours well, we know we like their stuff. My apartment’s spot is just outside our gate – and occasionally inside the gate if it’s a particularly good item. Almost every time I place something there – from worn-out Sperrys to glassware to empties – it’s gone within the hour. The spot also makes it easy to get rid of clutter. Instead of holding on to unnecessary items, I just leave my stuff in that spot and it’s done – no second guessing. City living often
means tight quarters, so the more often you purge, the better. If you’ve never rented, this probably sounds like dumpster diving, but it’s not – it’s an unspoken trade really. I leave that IKEA lamp I don’t want anymore that is just the thing someone else needs, and sometime down the line, I’ll likely score a new printer. It’s an unspoken bond that renters share, and we may all hate certain things about renting, but this is surely something we can all agree to love. You know the spot. MOVING IS A BITTER-SWEET
milestone that can stir up a storm of emotions. For me, among the excitement and anticipation was frustration. I’ll admit that I haven’t changed homes very many times in my life. I can count my moves on one hand – the most recent one involving a new town, a toddler, two cats, a dog and the kitchen sink. After going through the process of packing, clearing and cleaning a whole house worth of stuff – or “junk,” as my husband affectionately calls it – I can honestly say that moving has officially earned top spot on my list of “most-hatedthings-to-do.” Don’t get me wrong. I love the idea of a new home, a fresh start and a clean slate. It’s the physical move that doesn’t agree with me. The fact that we opted for a doit-yourself move didn’t help matters. Further complicating things, my home sale and purchase closed on the same day. Between running to my lawyer’s office, renting vans – yes, plural – packing up the last of our stuff, moving out and moving in, it was a hectic day to say the least. Sure, a do-it-yourself move gives you some control – of your stuff, your timing and the costs. That is, unless you’ve made some errors in judgment, in which case, all that goes out the window. You’ve “eyeballed” your house and its contents, and you’ve chosen a truck that should be big enough. But half-way through loading it, you realize you’ve only packed a quarter of your belongings. Change of plans. Now your options include 42
renting a second truck, making 20 trips to Mom and Dad’s place with your compact car filled to the brim, or getting rid of a lot of stuff. It’s not a decision you want to make at the last minute. That’s when it hits you – you’re not prepared. In this scenario, a professional moving company is worth every penny. Many movers offer services far beyond just loading boxes and driving them across town. Movers can help you plan your whole move, pack, and even unpack your items. They will assess the size of truck you’ll need, the amount of packing materials and what type, and they know how to handle awkward and heavy pieces that might otherwise leave you scratching your head. Professional movers know to expect the unexpected, ensuring you’re not stuck at crunch time. When you’re shopping for a moving company, don’t expect to find one at the last minute – especially if you’re moving during the summertime, as many Canadians also are. Do your research and hire a reputable company well in advance, to ensure their availability.
