Student renters: YOUR FIRST APARTMENT By Elisa Krovblit
YOU’RE OFF TO SCHOOL - AND YOUR FIRST APARTMENT. It’s an exciting time, though it can also be overwhelming, not to mention, expensive! Your first apartment is part of this year’s learning - there are a lot of rules, responsibilities and rights you need to know about. “Looking for housing off-campus can be daunting for students, especially those who are renting for the first time. That’s why knowing your rights and responsibilities as a tenant can help you avoid problems and protect yourself,” advises Ted McMeekin, Minister of Municipal Affairs and Housing for Toronto. The most important points to know for your first apartment: The Residential Tenancies Act differs across the country, but rental laws are enforced in each province and territory (See your province’s act). If you don’t know the basics, there can be some serious consequences, from being taken advantage of by an unscrupulous landlord to being evicted for not being a good tenant. Neither is the experience you want. THE DEPOSIT: This ranges from the equivalent of one month’s rent - called “Last Month’s Rent” and can only be applied to the last month of your tenancy, to what deposits are legal (not all provinces permit damage deposits or pet deposits). RENT INCREASE: How often and by how much can the landlord increase the rent? In most provinces it can only be raised once every 12 months, but there are exceptions. Some provinces have rent control so the increase can only be to a maximum 20

as stipulated by the province. Other provinces have no restrictions on raising the rent. RECEIPTS: Make sure your landlord gives you a signed receipt every time you pay your rent, especially if you pay in cash. Unlike cheques, credit card payments and Interac e-transfers, there is no paper trail for cash. It’s always better to have a trail, but at least have a receipt. You will also need those receipts at tax time (talk to an accountant to see if you get a tax deduction for your rent). TERMINATING THE LEASE: How much advance notice you need to give the landlord so that you’re not legally responsible for rent after you move out. PETS: Some provinces allow landlords to refuse pets, or to charge a pet deposit, other provinces stipulate that renters can have pets. Find out what the status is on your furry little friends. EVICTION: Every province has a process for eviction. You can be evicted for disturbance, nonpayment of rent, continual late payment of rent – or if your landlord wants to move in or do extensive renovations on your place. If you’re unclear of what can get you evicted, you may just find out the hard way. ESTABLISHING YOURSELF: Some landlords shy away from first-time renters, as you have no rental history – and let’s face it, mom and dad aren’t the impartial reference the landlord’s looking for. While some properties are better suited to students and first-time renters, you may also find that perfect place

off campus that may need the assurance of a parent co-signer. It gives the landlord the assurance that you’ll be paying your rent and behaving appropriately. While the whole point of leaving home was to get out on your own, having parental co-signers can help you establish your rental history in a very hot, competitive rental market with a low vacancy rate. THERE’S HELP: Don’t be afraid to contact your landlord if you need them – for repairs, upkeep, problems with other tenants or issues in the building that need attention. Your landlord needs these communications to maintain the rental properly. Your landlord cannot discriminate against you based on your age, sex, sexual orientation, ethnicity, marital status or because you have children. These are all Human Rights issues, should they come up. If you feel the landlord is treating you unfairly, keep notes on times and dates of issues and follow up with your landlord, in writing, to communicate the problem, again, so that there is a record. There are enforcement agencies in each city and in every province and territory to enforce the rules, contact them if you have any questions or need clarification on any points in the Act. And congratulations on your new apartment!

Utility usage Save energy and water to help save the planet By Ted Whitehead
TODAY’S ENVIRONMENTALLY CONSCIOUS CONSUMERS UNDERSTAND the importance of reducing their energy and water as means to contribute towards achieving a sustainable future for the planet. If you are shopping for a rental apartment, one of the questions to ask landlords and property managers is what practices they have in place towards that sustainability goal. For example, are the plumbing fixtures water efficient, and are effective waste management and recycling encouraged? If you choose a building that is qualified as part of the Federation of RentalHousing Providers of Ontario’s (FRPO) Certified Rental Building Program (CRBP), you can be assured of these measures being taken, along with many more. In 2014, FRPO added 10 new environmental operating standards as part of the organization’s groundbreaking Living GREEN Together™ initiative. The word “Together” means that through this program, everyone does his or her part to lower the environmental footprint of CRBP member buildings. Hundreds of thousands of people live in rental accommodations in Ontario, so everyday efforts to lower individual wattage and water use add up to a big difference. For example, did you know that your parents and grandparents were right when they asked you to turn off the lights when you leave a room? In

the CRBP brochure on Living Green Together™, it is also recommended that you unplug electronic devices when not using them. Leaving them on in standby mode is a massive watt-waster. On average, 40 per cent of the electricity used to power these items is consumed when they are in that mode. How about light bulbs? Make sure the apartment you are considering to lease is using energy efficient lighting (compact fluorescent lamps and/or LED lighting) as it uses far less energy than standard incandescent bulbs. Another tip for saving energy has to do with lowering your thermostat at night and when you leave your apartment. Even three degrees can reduce your greenhouse gas emissions by half a ton every year. Along that line, consider using a microwave or toaster oven when possible, rather than heating up the oven in your stove. With the increasing focus on leaving less of a carbon footprint wherever possible, over the past few years, there has been a trend in the residential rental industry toward the sub-metering of hydro usage. Metering separately by apartment rather than the multi-unit building as a whole makes tenants more conscious of how much electricity
they use. When you explore rental buildings, ask whether utilities are included in your rent, and whether you will pay an equal portion of the utilities bill or be metered separately. Following the various energy saving tips mentioned above can go along way to reducing you individual consumption and save you money in the long run off your hydro bill. Adherence to stricter environmental standards of practice adds to the high quality of life you can expect in a Certified Rental Building, where property managers are required to have an Environmental Policy outlining its commitments and practices in place. Among these are purchasing and using products and services that minimize negative environmental and human health impacts, and monitoring to identify areas where action should be taken to reduce consumption and improve performance. Progressive thinking and proactive practices also include encouraging tenants to be educated about the environmentally friendly practices they can engage in every day. All efforts are important. Even small changes can help. When we work together, we make a real difference in protecting our environment. MOVING CAN BE STRESSFUL FOR CHILDREN. The change can be overwhelming, but there are ways to make it easier on them. It’s important to inform your kids about the family’s plans to move as soon as you can. The more time they have to prepare, the easier it will be for them, say child psychologists who suggest that children should participate in the decision-making. If kids feel included and take ownership of their newhome decision, the transition will go much easier. Moving is a family process so share the excitement and responsibilities with every member of the family. Give everyone an age-appropriate responsibility. Kids will enjoy decorating their moving boxes. And when you are in your new home, it will be easier for them to find their stuff. Throughout the move, stay as upbeat and calm as possible. Give your children a chance to express their feelings and try to be honest about your own feelings. Most children will feel some anger, sadness or may worry about the move. Reassure them they aren’t alone and it’s OK to have these feelings. Involve your kids in the packing process and start packing items you will not need ahead of time. Sentimental items your children treasure such as special blankets, beloved stuffed animals and photo albums should be kept in a separate bag or box which they can keep close until moving day, and then bring with them to your new home. Plan a date to tour your new neighbourhood with your family. If it’s not a long distance, why not ride your bikes and scope out your children’s favourite activities and even fast food locations, new neighbourhood parks, soccer clubs and the new school. Check with the local school PTA to determine if there is a Welcome Wagon program, arrange a tour of their new school and meet the teachers ahead of moving day. Make sure children say goodbye to the important people in their lives. Help them prepare a list of phone
numbers, emails and addresses of important people in their lives. Prepare cards that have their name and new address on them to hand out to friends. If you are moving within the same city, try to schedule a few play dates with their friends before your move day. Let your children take as many pictures as possible of their friends prior to moving day. This way, they’ll have a reason to stay in touch as they share the photos. It’s easier than every with email. Keep them involved with the sports teams they were associated with until the end of the season, so they can maintain their friendships while they make new friends in their new neighbourhood. Child psychology experts agree that if kids know they can stay in touch with friends and loved ones, it will make the move less traumatic.
