ou’ve decided now is the time to rent a new space. Now you have another decision to make – choosing your property management company. How can you check the reputation of the company or landlord you’re considering renting from? First, find out how long the company has been in business by asking the staff or visiting the company’s website. Most property management companies have well-established business practices in place to ensure that the customer comes first . If possible, drive around existing communities managed by the company you’re considering and speak to some of the renters in the building. Many property management companies will be able to put you in touch with people who would be happy to provide a testimonial. Get a feel for each company and the staff. You should be comfortable and courteous asking questions and in turn you should be treated with respect. Think twice about any property management company that doesn’t willingly provide any information you respectfully request. Putting the customer first and offering the best quality rental space for your money is the company’s ultimate goal. Once you find the perfect space, don’t hesitate in going for it and making it your own! Let us know how your search for a new apartment goes. We’d love to hear from you.

Understanding when your rent can be increased – and by how much

Renting an apartment in Ontario brings with it numerous privileges and responsibilities. Tenants should know where they stand when it comes to what they are entitled to under the Residential Tenancies Act because it protects renters’ safety and privacy, and also outlines tenant responsibilities. At the Federation of Rental-housing Providers of Ontario (FRPO), we find that consumers often do not understand the parameters of the landlord-rental relationship, especially when it comes to issues around rent and when it can be increased. The rules governing the amount of rent are stipulated in great detail in the Residential Tenancies Act. Landlords can increase rent only in accordance with this document, and in an amount that is not greater than the lawful rent permitted under the appropriate sections. Property managers and property owners, who are members of the Certified Rental Building Program (CRBP) pay strict adherence to these rental-increase regulations. Tenant’s living in CRBP-approved buildings can expect a consistent and straightforward approach with regard to any increases in their rent – no unlawful surprises. For example, there is the “12-month rule” which states that a landlord who is entitled by law to increase rent to a tenant for a rental unit can do so only after at least one year has elapsed. This time frame begins on the day of the last rent increase for that specific tenant in that exact rental unit if there was a previous increase, or since the day the unit was rented to that tenant. In addition, the guideline for each calendar year is determined by the percentage change from year-to-year in the Consumer Price Index for Ontario for the prices of goods and services, as reported monthly by Statistics Canada. These prices are averaged over the 12-month period that ends at the end of May of the previous calendar year, rounded to the first decimal point. Landlords can apply to the Landlord and Tenant Board for permission to raise rents over the established guideline if they are engaging in costly repairs or renovations. TheRentersGuide.ca If the landlord makes such an application, tenants must receive access to a copy of this form and notice of the hearing date. As a tenant, you must receive at least 90 days’ notice in writing of a rent increase, with the amount of increase mentioned. If you don’t receive this notice, you do not have to pay the increase, but are still responsible for the rent. TheRentersGuide.ca 14G

This gives you some idea of the level of detail covered in the Residential Tenancies Act, and there are many more points to consider. There are some exceptions to all of these guidelines, so it is important to check the Act if you are in doubt about your landlord’s responsibilities – or your own. The Certified Rental Building Program (CRBP) was created by FRPO to help ensure a high quality of life for tenants in certified buildings. The apartments that qualify under the program comply with the conditions stipulated in the Residential Tenancies Act. This is a useful tool in helping you to locate buildings that are safe and professionally run. Canada’s Rental VaCanCy Rate InCReases The average renTal aparTmenT vacancy raTe in Canada’s 35 major centres1 increased to 2.7 per cent in April 2013, from 2.3 per cent in April 2012, according to the spring Rental Market Survey2 released recently by Canada Mortgage and Housing Corporation (CMHC). “While demand for rental units remains high, substitutes to purpose-built rental market units, such as rented condominiums, have taken some of the overall demand for rental units,” said Mathieu Laberge, Deputy Chief Economist at CMHC’s Market Analysis Centre.“Sustained demand for rental housing from net migration was partly offset by moderating employment growth, notably for young workers aged 20 – 24.” The results of CMHC’s spring survey reveal that the major centres with the lowest vacancy rates in April 2013 were Edmonton and Calgary (1.2 per cent each) and St. John’s (1.5 per cent). The major centres with the highest vacancy rates were Saint John (10.4 per cent), Charlottetown (8.7 per cent) and Moncton (7.4 per cent). The Canadian average two-bedroom rent in new and existing structures was $911 in April 2013. With respect to the Census Metropolitan Areas, the highest average monthly rents for two-bedroom apartments were in Vancouver ($1,255), Toronto ($1,202) and Calgary ($1,202). The lowest average monthly rents for two-bedroom apartments were in Saguenay ($560), Trois-Rivières ($562) and Sherbrooke ($586). Overall, the average rent for two-bedroom apartments in existing structures across Canada’s 35 major centres increased 2.7 per cent between April 2012 and April 2013, up from 2.2 per cent in the previous year. The major centres with the largest increase in fixed sample average rent were Calgary (7.2 per cent), St. TheRentersGuide.ca John’s (5.5 per cent) and Regina (4.7 per cent). Year-over-year comparisons of average rents can be slightly misleading because rents in newly built structures tend to be higher than in existing buildings. Excluding new structures and focusing on structures existing in both the April 2012 and April 2013 surveys provides a better indication of actual rent increases paid by tenants. TheRentersGuide.ca

s the years pass, our lives all become a little cluttered. We acquire and we accumulate and eventually those closets and storage rooms just won’t hold anything more. It’s then that you should look to shed a few ‘excess pounds’ and clear out the old furniture, unused clothing, and idle sports equipment that you no longer need. There are times when doing so is absolutely necessary, as when you’re downsizing – say, moving from a large house to an apartment. Even if you’re moving to a similar-sized space, it’s a good opportunity to dispense with some of the junk that you’ve collected along the way. But don’t just heave it all into a dumpster, because one person’s trash is another’s treasure. And remember, the three R’s always apply – so look to reduce, reuse and recycle wherever you can. Don’t consign that unused item to a landfill when someone else – someone in real need – can use it and would be grateful for it. The Canadian Diabetes Association and The Kidney Foundation of Canada both offer a pick-up service for clothing, small appliances, household goods, furniture and – depending on the condition – major appliances excluding refrigerators. You can even call your charity of choice and see if they have a clothing/household item donation service. Charities sell what they collects to Value Village, putting proceeds towards their charitable programs and research funding. Goodwill Industries operates a number of stores which accept clothing and small household items like toasters, lamps and VCRs. Their larger stores will also accept furniture and they also have numerous tractor trailer donation centres where staff can give you a hand unloading . Check the agency’s website at www.goodwill.on.ca for the store or donation centre nearest you. Skates and hockey pads that you haven’t worn since high school? Cross country skis that you haven’t used since you made the leap to downhill? The old 10-speed that’s been gathering dust since you bought that new European racing bike? You can sell them to a store that buys and sells used sports equipment. Or give a kid a sporting chance by donating it all to a nonprofit group. How about books? If you’re like many people, you’ve got boxes of them TheRentersGuide.ca that you will never read… or, having read them, have no desire to keep in your personal collection. You can always pass them on to a friend or neighbour. Donate them to a local charity bazaar or hospital. Magazines can also be passed along or perhaps your doctor would appreciate a few new additions for the waiting room! There are many charitable TheRentersGuide.ca organizations that could benefit from your generosity.

So open that closet and take a long hard look at what you’ve got. Is it worth hanging on to for another decade or two? Is it worth paying to store it somewhere? If not, get rid of the clutter and get on with your life!

emon Posset is a traditional British dessert that was based on a drink popular during the Middle Ages, when access to lemons was a sign of wealth and power. Known simply as Posset, it was originally made with milk beaten with eggs, sugar, and spices and curdled with ale or wine. Over the centuries, the word posset has come to mean a simple pudding, and although this recipe is over five hundred years old, the hallmark of any great dish that has stood the test of time is simplicity, and Posset is no exception, containing just three ingredients: heavy cream, sugar and lemon juice. Simple, elegant and deliciously tangy, Lemon Posset delivers great results with very little effort. Similar to Italian panna cotta which is made with milk, Posset is made with cream for a more velvety, rich and smooth texture. Add the flour and corn starch and beat just until a smooth dough forms. Add the chopped pistachios and mix until well blended. Turn dough onto a lightly floured surface and divide in half. Divide the dough into two parts, and roll each into a log about two inches in diameter. Wrap each log in plastic wrap and referigerate for at least two hours or until firm.

Pour the cream and the sugar into a small saucepan over a low heat and bring to the boil slowly, stirring constantly to dissolve the sugar. Once it comes to the boil, let the cream bubble for three minutes, stirring continuously. Remove the pan from the heat and pour in the juice of one lemon, stirring the mixture thoroughly as you do so. It should start to thicken instantly. Taste the mixture and add a little more lemon juice if it’s not tart enough. The Posset should be sweet, tangy and creamy. Allow to cool for about five minutes, then pour into individual glasses, pots or decorative bowls. Cover with plastic wrap and chill in the refrigerator for at least three hours or overnight. If the Possets are very firm, take them out of the refrigerator 15 minutes before serving to soften. Serve with Lemon Pistachio Shortbread Cookies.

Bake on a parchment covered baking sheet for 10 to 12 minutes, until lightly golden. Remove from the oven and let cool about five minutes, then gently toss the warm shortbreads in the extra icing sugar and allow to cool completely on wire racks.
