s you know, one of the biggest considerations you’re faced with when it comes to choosing a rental is your choice of location.

Unlike furniture, paint and decor, it’s the one thing that you cannot change, so it’s important to choose well.

What are the critical things to consider when choosing a location? There are so many personal variables it’s really up to you to decide. As an example, if it is just as important to you to be close to your children’s school as it is to your place of work, then look for a place that offers you the best of both worlds. If you own a car and want to use public transportation whenever possible to save on parking and gas costs, a well-connected mass transit location may be a better option for you. If you’re a walker, close proximity to major amenities should be a definite consideration. Doing errands such as grocery shopping and banking on foot has many health benefits and gives you a chance to meet your neighbours and discover new places too.

Don’t let the cost of rent solely dictate your choice of location. Make a list of your priorities first, and then take the time to assess each location for its merits and weigh your options.

If you start getting your move in order well before you actually give your notice and sign your lease there will be much less to do once the 60-day countdown is on.

2014 RENT INCREASE CAP

SECOND LOWEST SINCE 1975 Ontario Government Committed to Affordable Housing THE MINISTRY OF MUNICIPAL AFFAIRS AND HOUSING released its numbers last summer, and they couldn’t have been more favourable for renters. In 2014 the guideline rental increase in Ontario will be just 0.8 per cent.

The Rent Increase Guideline is based on the Ontario Consumer Price Index. This year’s rate will be the second lowest in history. It will help to ensure Ontario families have more money in their pockets while keeping housing affordable.” says Linda Jeffrey, Minister of Municipal Affairs and Housing. The ministry is obligated to release their number by August 31 for the following year. This gives renters the opportunity to budget for an increase – should they be given one – and the opportunity for landlords and property management companies to budget for the increased revenues – should they choose to implement the rent increase.

Ministry of Municipal Affairs and Housing Ontario is capping rent increases for 2014 at 0.8 per cent for the province’s one million tenant households – the second lowest cap since the introduction of rent regulation 38 years ago.

The cap, also known as the Rent Increase Guideline, is the maximum amount a landlord can increase a tenants’ rent without seeking the approval of the Landlord and Tenant Board. Under circumstances dictated by the Residential Tenancies Act, upon successful application by the landlord the rent can be increased above the guideline, but only if specific criteria are met, such as substantial capital improvements.

QUICK FACTS The average rent increase guideline from 2004 to 2013 was 2.1 per cent.

The average rent increase guideline from 1993 to 2003 was 3.1 per cent.

The Ontario government passed legislation in 2012 to amend the Residential Tenancies Act, 2006 to ensure that the guideline is capped at no higher than 2.5 per cent.

The 2014 guideline applies to rent increases that occur between Jan. 1 and Dec. 31, 2014.

A tenant must be given proper written notice of a rent increase at least 90 days before the rent increase takes effect.

The guideline is calculated under the Residential Tenancies Act, 2006, which came into force on Jan. 31, 2007. The calculation is based on the Ontario Consumer Price Index, a measure of inflation that is calculated

by Statistics Canada.

The guideline does not apply to: Vacant residential units – a landlord or property management company is free to set the rent on any vacant apartment, the guidelines only apply to current tenants.

Residential units first occupied on or after Nov. 1, 1991 – Apartment buildings, rental suites and rental condos occupied on or after November 1, 1991, do not have a capped annual increase.

This means that, after 12 months of occupancy the rent can be increased by any amount that the management wishes to implement.

Social housing units – Subsidized, not-for-profit and rent-gearedto-income are based on need an income and follow different legislation.

Nursing homes – Specialized service housing is governed by different rules and fee structures.

Cohabiting with homeowner – If you share a kitchen or bathroom with the owner of the home.

Seasonal or temporary housing – These are also governed by different rules.

Finding the person who does rentals It shouldn’t be an obstacle course or an episode of CSI to get from the parking lot to the person who rents apartments. We call this “The Golden Path” to the product. The “path” should be clean, welllit and have plenty of signs along the way. Ideally, a sign above the enterphone panel should tell you who to call.

First impressions are important Are you made to feel welcome when you arrive? How hard is the person representing the building trying to assist you? Encourage you to rent? If they are distracted or unpleasant would you want to live there? Trust your instincts.

Watch and listen to how the staff interact with one another Do they appear to be working as a team? Listen to the radio chatter if you have the chance. Is the conversation between employees pleasant? Professional? A lot can be learned about the landlord by who they choose to represent them and how they train/motivate their employees.

Yes, you can predict the future!

If, while they are with you, the staff come in contact with an existing tenant, listen carefully to their tone of voice, their willingness to assist that customer and watch their body language. Do they know tenants by name when they meet them in the building?

How effectively do they handle complaints? This could be you next month or next year!

The lobby test After your visit, sit in the lobby and do an informal survey by asking passing/waiting tenants how long they’ve lived at the property and whether they would recommend it. A good sample for your survey is five to seven people.

“Maintaining a home inventory protects you in the event of theft or damage to your home’s contents. Having an inventory helps ensure you have the right amount of coverage and may help speed up the claims settlement process faster after a loss,” says Bill Adams, IBC VicePresident, Western & Pacific.

Here are a few tips to protect your possessions in the New Year: Note the approximate replacement value of each item, along with makes, models, serial numbers, receipts, credit card statements and other identifying marks. They can serve as proof of ownership.

If you have any questions about which items are covered by your policy, contact your insurance representative.

If you are renting, remember that your landlord’s insurance policy typically does not cover your personal belongings or liability. It is up to you to ensure you have coverage in place. Contact an insurance professional to discuss your specific circumstances.

Renters should also keep an up to date list of their belongings in case of theft, loss or damage.

Move room to room and take photos or video footage of all of your valuable possessions. Remember to update your list of inventory as needed.
