THE GLEBE IS ONE OF Ottawa’s oldest

suburbs, and it is, by far, still regarded as the place to live in Ottawa. The Glebe is bordered by the Rideau Canal to the south and the east, it runs as far as Dow’s Lake, and finishes at Highway 417.

The Glebe is Ottawa’s ‘it’ place.

From trendy hair salons, to unique clothing stores, people want to shop here, but most can’t afford to live here. Most residents drive to their offices, but many also bike, walk or hop on the bus.

– the Glebe is anything but a sleepy suburb. With an array of artwork, funky shops, and hip restaurants, this area is family friendly with the trendy vibe that keeps you feeling young.

The Queen Elizabeth Parkway is an easy way to get across the Glebe.

This route leads you to Highway 417, downtown, or continue west. There are also many bus routes along Bank Street, which will easily get you where you need to be. The best way to commute in this area? Take your bike along the Rideau Canal. This lengthy route will lead you wherever you need to go.

Ontario’s Fair Housing Plan protecting student renters THERE WERE 600,000 COLLEGE and university students that went back to school this fall, and Ontario has taken steps to protect those renting off-campus from unfair rent increases and evictions.

As part of its Fair Housing Plan, Ontario has expanded rent control to all private market rental units across the province to protect tenants from unfair rent increases.

Students living off-campus, including in condominiums, basement apartments, and houses will have their rent capped at the annual rent increase guideline of 1.8 per cent in 2018.

Students should also know that: • As of Sept. 1, if the landlord wants the unit for their own use, a close family member’s or caregiver’s use, they must give the tenant one month’s rent or offer them another acceptable unit – and they can’t rerent it for a year • Landlords are responsible for maintenance, but tenants have to keep the place clean • Renters have to give landlords 60 days’ notice before they move out if they are on a monthly or fixed term lease • A landlord can’t ban pets or guests, but if renting a condo, tenants have to follow any rules set under the Condominium Act Open communication with a landlord can help prevent problems. Here are some more tips to help maintain a smooth relationship with a landlord: • Know the rights and responsibilities of tenants • Ask for a written lease – student renters should make sure they understand it before signing anything • Keep copies of any documents shared with a landlord 12

As part of its Fair Housing Plan, Ontario has expanded rent control to all private market rental units across the province to protect tenants from unfair rent increases.

If a dispute can’t be resolved with a landlord, student renters can contact the Landlord and Tenant Board. For serious issues such as illegal evictions or disconnecting vital services like water, heat or electricity, contact Ontario’s Rental Housing Enforcement Unit.

Protecting student renters is part of Ontario’s plan to create jobs, grow the economy and help people in their everyday lives.

QUICK FACTS • The Residential Tenancies Act applies to the majority off-campus housing.

• All private rental units in Ontario are subject to rent control, including those first occupied on or after Nov. 1, 1991.

• Ontario is making college and university tuition free for more than 210,000 students.

Ontario curbing abuse of unlawful evictions Province delivering stronger protections for tenants

THE PROVINCE IS INCREASING

security and peace of mind for renters by placing new requirements on the circumstances in which landlords can evict tenants.

Effective Sept. 1, 2017, when a landlord ends a tenancy so that they or a family member can use a rental unit, landlords must: • Provide one month’s rent to the tenant as compensation or offer the tenant another acceptable rental unit.

• Express intent to occupy the unit for at least one year. If the landlord advertises, re-rents or demolishes or converts the unit within one year, she or he will be considered 14

to have acted in bad faith unless they can prove otherwise, and could face a fine of up to $25,000.

The new measures will help protect tenants by discouraging landlords from unlawfully evicting them, whether for conversion of the unit into a short-term rental or immediately rerenting it at a higher rate.

These changes build on other protections for tenants under the Fair Housing Plan such as the expansion of rent control to all private rental units, including those first occupied on or after Nov. 1, 1991.

Making rental housing fairer and more accessible for tenants is part of Ontario’s plan to create jobs, grow

the economy and help people in their everyday lives.

QUICK FACTS • Under the changes, only individual landlords, not corporations, can end tenancies under the “landlord’s own use” provision.

• It is an offence under the Residential Tenancies Act for a landlord to knowingly end a tenancy by giving notice in bad faith. A conviction for this offence can result in a fine of up to $25,000 for an individual.

• There are approximately 1.2 million private rental households in Ontario.

me they don’t know how to make a budget. It doesn’t matter how many articles they read, how many worksheets they download off the web, how many times they try, they just can’t do it.

Once I started doing the show ‘Til Debt Do Us Part and introduced the magic jars, people headed out to buy

their own. But they still couldn’t figure out how much money to put in them.

So I’ve created a step-by-step plan for all those who wish to follow it.

Using this plan and Gail’s Interactive Budget Worksheet, you can build a budget that will not only tell you how you’re doing, but also how much to stick in the jars if you’ve decided to live on cash.

Okay, here we go. #01 On the budget worksheet, fill in all the amounts under income. You’ll need your “gross” income and your “net” income.

If you make $60,000 a year gross, you would enter 60,000/12 (which is $60,000 divided by 12.) Ditto your monthly net income.

Careful now, if you’re paid on any other schedule you have to use your lowest monthly income as your base, and use any extra money you receive to boost your planned spending (for things such as furniture acquisitions, vacations, and the like). #02 Enter any other sources of income you may have. You must use “monthly” amounts. So if you average $6,000 in annual child support received, you would enter $500 for your monthly amount. If you receive income that is irregular – think annual bonus – do not enter it under income. Why? Well, if you bank on getting it and you don’t you’ll be SOL. Better to use that money for things like gifts, vacations, and other extras, things you don’t have to pay for if the bonus doesn’t materialize. #03 Now it’s time for the fixed expenses. Get out your last bank statement(s). Based on what you spent last month, fill in the fixed

Don’t worry if the numbers seem high at first, just put in what you spent last month, based on what went out of your bank account. #04 We’re going to skip down to Saving now. Yep, you have to save.

Don’t bother arguing, you have to save. I want you to divide your monthly income by 100 and multiply your answer by five. There, that’s five per cent, and it’s the minimum you should be saving. Ultimately, you need to save 10 per cent, but let’s start with five per cent and work from there. Under “emergency” enter $100. #05 Next we’ll do debt repayment.

Add up your monthly debt repayment amounts. Include what you’re spending to repay everything except your mortgage and your car loan/ lease. Put it under “debt repayment.” #06 You’re doing great. Now look at the bottom line on the budget – the line that says, “income – expenses.”

What do you have left? Whatever it is that’s what you have to work with

to budget for your variable expenses.

Yep. That’s it. Go ahead and divvy up the money in the various categories under Variable Expenses. If you find you’re left with $20 a month for groceries and you know that just won’t do, then you have two choices: {1} You can go back and cut expenses.

Even up in fixed expenses you can find places to cut like cell phone or cable. {2} You can make more money. Work harder, work smarter. Get a second job, a third job, a better job.

That’s your budget.

Two more things: » You’ll see that the budget automatically calculated how much must go into each of your jars each week/month if you plan to live on cash. » You’ll also see your percentages automatically calculated. The financial rule of thumb says you shouldn’t spend more than 35 per cent of your net income on housing. (That includes mortgage/rent, condo fees/maintenance, property tax and utilities.) If you’re spending more than 35 per cent, either you can look for ways to cut back on your housing costs, you can make more money, or you can trim in other areas (like transportation) so you end up balancing at the bottom line.

It’s your money. You can do anything you want with it except spend more than you make.

Okay, now that you have a budget, you have no excuses. Get out of debt. Live within your means.

Utilities included... or are they?

WHEN I FIRST STARTED RENTING, I used to look for prices that included utilities because I didn’t want to deal with setting up hydro and paying another bill. Ten years later, I still do the same thing because I don’t want to worry about running my air conditioning in the summer. (I know that’s not a great thing to admit, but I’m going to assume that I’m not the only person that does that.)

I’ve heard of landlords adding conditions to lease agreements when it comes to allinclusive rent — for instance, prohibiting space heaters in the winter and/or excessive air conditioning in the summer.

Perhaps you’ve read before that certain clauses in leases are essentially meaningless and in some ways, that is true (in Ontario a “no pets” clause in a lease is void), but it is also true that landlords generally have the right to include restrictions.

Landlord and tenant boards often suggest settling disputes before they escalate and I would suggest the same — but it’s important to know your rights when it comes to utilities and rental legislation.

Ontario As I’ve admitted, I am a little more careless about my AC than I would be if I were paying the hydro bill — which is why it’s noteworthy that landlords can apply to increase rent by more than the set guideline if utility charges become excessive.

In Ontario, there is no legislation that specifically addresses stipulations around allinclusive utilities. A landlord could file against you if you ignored a clause in your lease, but there could also be a case against the landlord should you prove your point. For example, if the unit genuinely needed an appliance like a dehumidifier, it would be hard for the landlord to challenge you, even if the lease stated dehumidifiers were prohibited (according to the Landlord and Tenant Board).

Manitoba According to the Residential Tenancies Branch, a tenant could challenge whether or not a lease condition was reasonable — and something like a space heater ban would likely not be considered reasonable if the case was brought to court.

Landlords in Manitoba are only permitted to increase rent once every 12 months and so they cannot do so randomly to cover extra utilities. If your rent is less than $1,455, landlords are restricted to the rent increase guideline.

Alberta Landlords can include any restriction when writing a lease and if you sign the agreement, you’re bound by it, according to Edmonton’s Landlord and Tenant Advisory Board. Having said that, the legislation doesn’t address utility restrictions and if you weren’t violating any laws as a tenant, it would likely be hard for a landlord to terminate your lease based on a claim about utility usage. You could still be challenged in court for violating your lease.

Landlords in Alberta can only increase rent every 12 months and the province has no limit on that increase — but they can’t just up the rent whenever they so choose.

There are ways around the 12-month increase.

If you signed a six-month lease and your landlord then asked you to sign another with a new stipulation regarding the utilities (like having to pay a percentage of the bills), the landlord would still be within their rights as they would not be increasing rent, but rather having you sign a new contract.

British Columbia As with the other provinces, the utilities specifications fall into a grey zone in B.C. According to the Residential Tenancy Branch, landlords could follow through with legal action as with any lease violation should you ignore their terms.

Landlords in B.C. can only increase rent once a year by the standard allowable rent increase. They can, however, complete an application to request an additional rent increase which would look at the reasons they might have for demanding it (i.e. excessive utility costs).

You know your rights, so let’s just agree — if you don’t need the space heater, don’t run it. If you’re wearing a sweater in the summer, turn down the air conditioning. Wasting energy doesn’t help anyone, and if renters expect landlords to be reasonable, tenants can be too.

can save you lots of work, stress and headaches in the long run.

Industry professionals are accustomed to handling all kinds of moves, from apartments to homes and offices small and large. We understand how to pack, mark and transport items of all shapes, sizes and levels of fragility. We appreciate the importance of what we do, because people’s “stuff” is so much more to them than a collection of items. It represents their lifestyle, memories, emotional connections and fun. Although many consumers move themselves and do a good job of it, enlisting professional movers is the choice of many others. However, you do want to be careful that the company you hire is above board and upholds strict standards.

How can you tell?

Do your research by asking questions: Is the company a member

of the Canadian Association of Movers (CAM)? This organization exists to help people find reputable movers they can trust. To explore a company’s reputation, you can also contact the Better Business Bureau (BBB) and your provincial government’s consumer protection agency. Visit Mover.net to learn more about what CAM has to say – the first three things listed are: • Ask three movers for estimates in writing • Get the terms and conditions of your move in writing.

• Ensure you know how your goods will be protected for loss or damage.

If a company representative does not know how to answer your questions or glosses over them, a red flag should go up.

Communication is the number-one factor in a successful move. At Two Men and a Truck – Canada, we have a Consumer Bill of Rights, the only

one in the Canadian moving industry.

We also have a list of questions to consider when consumers are thinking about hiring a mover.

Of particular importance are the financial considerations. For example, does the company have a minimum charge, and how are you charged after that minimum is met? Will you be charged for fuel or travel time to and from their office to your home or business? Will there be a fuel surcharge or a stairs or long-distance walk charge if they have to park the truck some distance from your door?

Is there a deposit required, and what kinds of payment options are available? Do they offer free quotes?

How do they arrive at a valuation that is covered by insurance? Does the mover have advice for how you can reduce your costs? It is also important to ask if they employ full-time workers or use temps and day labour, and whether their employees are covered

by Worker’s Compensation. Are their movers trained in how to pack and move carefully and efficiently?

Ask how to contact the firm’s office during moving day, in case there are issues. If all the representative offers is a cell phone number, be suspicious. In fact, it’s a good idea to visit the movers’ office to make sure it exists. Remember, anyone can make anything seem real on a website.

It’s best for everyone involved to have a moving contract that outlines what is expected. Read it and ask questions about anything you don’t understand.

Hiring a company you can trust makes for a more comfortable, less stressful and successful move.

CAN YOU THINK BACK to your first IKEA purchase? Maybe it was a BILLY bookcase for your dorm room or a POÄNG armchair for the den. For me, it was a set of black leather KRAMFORS sofas. My husband and I felt like our newlywed pad was complete with our cool new Scandi decor. Can you relate?

Whatever your first IKEA product was, it likely wasn’t your last. For many of us, IKEA products are as comforting as a Tim’s double-double and honey cruller. But, how exactly has Scandinavian design been able

to become a signature in Canadian homes? The answer lies at the core of the company’s mission – to create simple products people love.
