Summer is a busy time for moving. University students, be they local or from away, want to be set up before classes start. Families with children prefer to settle into a new neighbourhood by the time school begins. But perhaps the number-one reason it’s the busiest time for moving is the weather. The warm summer months make this stressful event well, less so than when it’s cold, snowy and icy outside.

If you’re young and strong with lots of friends, moving can be as easy as borrowing a van and paying friends in pizza and beer to help lug your stuff to the top floor of your new digs.

But for many people, moving means hiring professionals. Some people look on Craigslist or Kijiji to find someone to do the job at a bargain price. While this can work out, be aware that there are many scams and ‘rogue movers’ who may end up costing you more than you anticipated. Check out our story on page 13 and find out how you can avoid being duped by a rogue mover.

LINDSAY FORAN Carlingwood is an expansive neighbourhood that runs eastwest from Golden Ave. to Woodroffe Ave., and north-south from the Sir John A. MacDonald Parkway to Hwy. 417. Nowhere else in Ottawa will you find such an interesting mix of people. A group of seniors out for their daily walk could easily bump into one of the many Ottawa Senators who call Carlingwood home.

Carlingwood could be your home if you have the budget for a luxury property in Glabar Park or McKellar Park, but there are also some budget-friendly deals to be had.

Nestled between upscale Westboro and the more modest Britannia, Carlingwood offers an appealing balance. The population ranges on the economic scale, but neighbours cohabitate comfortably with one another

“ROGUE MOVER” SCAM Moving season is in full swing.

Families want to settle into new homes before the school year starts. College and university students are moving into residences and apartments.

Wherever you’re headed, beware of the “rogue movers” scam, which is a real threat!

Typically, rogue movers will find victims through ads on popular classified postings websites, quote a low price, claiming “no surprise fees” or that “everything is included.” The fraudsters will deal with you by phone, insisting that a verbal contract is enough and that the paper copy can be signed on the day of the move.

However, when they arrive at your doorstep, they present you with a very different contract, containing unexpected clauses and extra charges, such as warehousing and pickup fees.

They pressure you to sign the contract or be left in the lurch.

In some instances, the fraudsters will hold your possessions hostage until you pay what they want for their delivery. You’re left scrambling to find the money, hoping that you will get everything back in one piece.

Moving is stressful enough without these unpleasant surprises.

Follow these tips to make sure that your move goes off without a hitch.

SEEK CERTIFICATION: Some

provinces require professional movers to have specific permits or registrations. This is a good starting point to find a legitimate company. Consult your provincial consumer protection agency for more information.

Do not trust companies providing quotes or contracts over the phone. Get both in writing before the move and take the time to read the information carefully.

DO YOUR HOMEWORK: Take the time necessary to research the company and consult multiple reviews. Contact your provincial consumer protection agency or the Better Business Bureau to see if they have received complaints about the company.

GET AN ESTIMATE: Legitimate

companies will send representatives to assess your

needs, ensuring your quote is detailed and complete. This is an opportunity to inquire about any surcharges, insurances or additional fees and to ask questions.

GET IT IN WRITING: Do not trust companies providing quotes or contracts over the phone.

Get both in writing before the move and take the time to read the information carefully. Ask questions if clauses are unclear and keep records of responses.

TRUST YOUR INSTINCTS: If it

looks too good to be true, it probably is.

If you’ve been the victim of a rogue mover or other fraud, or if you have information about this type of scam, report it to the Canada Anti-Fraud Centre, the Competition Bureau or your local police. You can also file a complaint with the Better Business Bureau or your provincial consumer protection agency to help others who might consider hiring the same company.

ONTARIO SETS RENT INCREASE GUIDELINE AT

1.8 PER CENT FOR 2019

by MARLENE EISNER For the second year in a row, the provincial government has set the rent increase guideline to a limit of 1.8 per cent. Released earlier this month, the guideline – in effect from Jan. 1 to Dec. 31, 2019 – applies to most private residential units covered under the Ontario Residential Tenancies Act. This means rental units in apartment buildings, condos, houses, a room in a rooming or boarding house and basement apartments.

Your landlord can raise your rent 12 months after the last rent increase or when you first moved in. In terms of the 2019 guideline, here’s an example of what could happen: If you moved into your apartment on June 1, 2018 and your monthly rent is $1,000, 12 months later on June 1, 2019, your landlord can lawfully increase your rent by 1.8 per cent. This would mean an additional $18 a month for a total of $1,018 a month for the next 12 months. However, to increase your rent, your landlord

has to give you at least 90-days’ written notice before the increase takes effect, and he or she must use an N1, N2 or N3 form.

Landlords can only raise the rent once in a 12-month period.

It is important to note that in some cases, your landlord can ask for a rental increase greater than the government limit, but they can only do so under certain circumstances, and they must first apply to the Landlord and Tenant Board (LTB) to get approval. Examples of reasons to ask for a larger increase include: If your landlord’s municipal taxes and charges have increased significantly; if he or she has done major repairs or renovations (these are called capital expenditures); if they have operating costs for security services done by people not in their employment.

Rent increases for special circumstances can’t be more than three per cent above the guideline each year. If your landlord justifies

an increase that is more than three per cent above the guideline, the increase can be taken over three years – up to three per cent above the guideline per year. For increases in the cost of municipal taxes and charges, there is no limit on the amount of rent increase that can be approved.

If your landlord wants to do major repairs, renovations, buy new equipment for your rental unit, or add a new service, you and your landlord could agree to a higher rent increase, but it must be done in writing. The proper form for this agreement (N10) is available from the LTB. The highest increase that can be agreed to is still three per cent above the guideline, but if you and your landlord agree to the increase, he or she does not have to apply to the LTB for approval. You have five days after signing this agreement to change your mind and tell your landlord, in writing, that you no longer agree to the rent increase.

Add vintage finds and family antiques for character and a relaxed feeling in your space. Summer is the perfect time of year to go to antique markets and wander around consignment stores to find that special vintage piece.

Fabrics such as cotton, wool and jute can add a relaxed feeling to any space. It’s okay if they wrinkle or aren’t perfect – that’s the idea! Jute rugs are fantastic and can withstand a lot of wear. Summer is a time for bare feet and shorts so keep in mind that it’s always nice to have natural materials to stand or sit on. A great cotton slipcovered sofa will make your guests feel at ease; they may not want to leave.

DO YOU HAVE AN EMERGENCY FUND?

When the experts say that you need an emergency fund, they’re suggesting that you set aside some money just in case something really big comes along to throw you off your well-planned financial path. We’re talking a job loss.

We’re talking an illness that has you sidelined for a few months or longer. We’re talking major unpredictable events.

Over and over I meet people who are battered by emergencies.

Their computer needs to be replaced. Couldn’t see that coming, right? Their 15-year-old microwave gives up the ghost.

Totally out of the blue, eh?

Most of the emergencies people site are actually events that could be predicted and planned for – with a little insight and a willingness to set some money aside for a planned expense. Truth is, most people would rather spend the money now! So they close their eyes to the inevitable arrival of an “unforeseen expense”, and then claim it’s an emergency.

Then there are the folks who turn their little “emergencies” into big expenses. Sure your fridge isn’t working and you need a new one.

Might as well upgrade if we are getting another one. But heading out to find a shiny stainless-steel job where a less expensive fridge would do without the money set aside for it isn’t considered an emergency, it’s an excuse to go shopping on credit. Now you’ve turned your small need into a big ol’ want and you can’t wait to scratch your itch.

People love new. And they love bigger, too. They are loath to look for the less-expensive way to do things when the “emergency” has supplied them with the perfect excuse to blow a wad of cash credit.

Sometimes the fix makes more sense in the grander scheme of things. Yes there are times when buying new is the right solution, but it isn’t in an “emergency,” it’s when you’ve made a plan to replace whatever it is you need, done your research and saved the money you’ll have to spend.

It makes no sense to label every financial setback an “emergency” and then panic as you search for the quickest solution. Panic leads to irrational acts. Irrational acts are expensive. It makes far more sense

to look at your stuff and think about it in the context of when it will likely need to be replaced. I know I’ll need another car in about 150,000 or so kilometers. So I’ll make allowance for that in my planning. If it comes a little sooner than I expect, I’ll still be well on my way to my planned spending. If it comes a little later, all that extra time is gravy!

If you find you just can’t get ahead of all the little “emergencies” that keep cropping up in your life, you need to build a “contingency” fund into your budget. This is a good alternative for people who just can’t seem to plan ahead.

Setting aside some money to deal with the unexpected will not only give you the wiggle room in your budget, it’ll stop you from tapping into your emergency fund. Now you have a way to deal with all the unexpected expenses that keep cropping up in your life while you continue to build a safety net for the really big stuff that may come along.

Your emergency fund is meant to hold you through the toughest of times. Leave it alone so it can grow. In the meantime, take an inventory of what you have and when it’s likely to expire. Start planning to eliminate all the “emergencies” that have been draining your just-in-case fund.

Here are five good reasons why renting is preferable to owning.

1. PROPERTY MAINTENANCE.

Shovelling snow, raking autumn leaves, mowing the lawn – outdoor tasks are your landlord, superintendent or management company’s responsibility, unless your lease dictates otherwise.

2. FIXTURE REPAIR. If your

shower stops running properly it’s your landlord’s responsibility to call and pay for a plumber.

Pools, gyms, party rooms and libraries are all fairly common features of upscale modern apartment buildings. In addition, high-density housing is often situated in the heart of the city, close to entertainment and shopping.

4. CHEAPER INSURANCE.

Unlike homeowners, renters do not have to insure the property – only the contents.

When you get your renters’ insurance, expect to be paying approximately half of what you would if you owned your home.

ENJOY THE HEAT OF THE SUMMER

Living in an apartment in the heat of the summer isn’t easy at times, especially if the building doesn’t have air conditioning. The biggest problem is that many of us don’t know how to take advantage of summer living conditions. We choose to survive, instead of flourish, in the heat.

The first step is to make use of your balcony. It’s not a storage area, so stop using it like one.

Get the lawn chairs out, a little side table, your coffee and a good book. Bring in the flowers and you’ve created a little oasis of tranquility. Early morning and early evening hours are

often wonderful times to sit on the balcony. Do you know that balconies are the least-used space in your home? Balconies or patios should be an extension of your home. There is nothing more invigorating than fresh air.

Second, stop using the stove if you don’t live in an air-conditioned apartment. When it’s hot, there is no point in making the apartment hotter. In turn, many buildings today have barbecues set up outside the building. Take your favourite meat down and spice up your life. Just because most provinces don’t allow barbecuing on balconies doesn’t mean you can’t barbecue anymore. If you don’t like to barbecue, make salads – and if you have to cook, use the microwave because it doesn’t create heat.

Third, make good use of

windows and fans. Try leaving more than one window open in your apartment to create a cross breeze. A well-positioned fan can often work as well as an air conditioner. You should also make sure the fan is set to circulate.

The job of the fan is to provide a light breeze and circulate dead, hot air. We recommend one on its own stand, as they seem to provide the best results. Two well-positioned fans can create a great effect on summer living conditions in an apartment.

We also recommend that you don’t forget about the lights.

Keep your lights turned off in the summer – you don’t need artificial light anyway. Remember, these are the sunniest days of the year and light bulbs still give off heat. If you have enough of them turned on, they contribute to the sense of warmth inside your apartment.

And finally, don’t take hot steamy showers. We’re certainly not advocating cold showers, but steam just adds to mugginess and humidity in an apartment.

So when you feel like you’re boiling, try one or two – or all of the above. We’re sure you’ll see the difference, and more importantly, feel the difference, in the heat of the summer Happy renting!
