hen Eastern Ontario Home Builders’ Annual sat down to plan this issue, particularly the question we would pose to our Expert Panel (see page 41), the issues to address were clear. The economy is expected to perform well in 2015, but housing affordability is being increasingly tested. Location has always been central to real estate, but for a myriad of reasons, lifestyle and housing type are increasingly entering the equation.

That’s a lot of information – very serious information – for homebuyers to digest.

by KIM MCKENNEY WHEN IT COMES TO SECURING A MORTGAGE for a home, many buyers – and some lenders – focus only on the interest rate. Remember all the attention that was paid in January when the Bank of Canada announced a quarter point reduction in interest rates? Of course you do – it was front page news!

Interest rates are important, but if you really want to maximize your savings, you need to also consider your payment terms. While not as obvious as the posted interest rates, when and how you pay your mortgage can have a huge impact on your wallet.

Over the past number of years, banks have come up with a rather confusing set of payment frequency options that have left some mortgage clients a little disappointed five years down the road.

Let’s cut to the chase, if you want to reduce your mortgage payments by several years and several thousand dollars, you should consider an accelerated bi-weekly plan over a monthly or even bi-weekly payment plan.

Here’s why: Paying your mortgage monthly means you are making the minimum payment – one a month for a total of 12 payments a year.

Bi-weekly payments – twice a month for a total of 24 payments over the year – is not better for you. In fact, you may actually be paying more for this option.

But for even more savings, accelerated bi-weekly payments are the way to go.

This way you make your mortgage payment once every two weeks – for a total of 26 payments over the course of a year. In essence, you are making a couple of extra mortgage payments, which gets applied directly to the mortgage principle, saving you thousands of dollars in interest.

DO ACCELERATED PAYMENTS REALLY SAVE ME MONEY? Let’s use a $100,000 mortgage amount (to make working out your own numbers simpler) with a 25-year amortization, a 2.74 per cent interest rate and a five-year term.

Now let’s calculate bi-weekly payments and the balance remaining at the end of the five-year term.

The balance is 42 cents higher.

This is because you did not effectively pay anything extra over the 60 months to the lender. The sum of the annual payments is identical. Now let’s insert the word ‘accelerated’ (bi-weekly) into the equation.

Bi-Weekly Payments: $212.18 Ending balance 60 months later: $85,043.60

Accelerated bi-weekly Payment: $230.00 Ending balance 60 months later: $82,563.13

Monthly Payments: $460.01 Ending Balance 60 months later: $85,043.18

Ah-ha, now you have a $2,480.47 lower balance, and you have paid $163.87 less interest over the five years. Excellent!

How did this happen? When one opts for accelerated in the above scenario, the payment increases by $17.82 per payment, or $463.32 per year. That’s a total of $2,316.60 in additional funds going straight to the mortgage balance.

The big picture is improved as well, as you have effectively lowered your amortization from 25 years to 22 years and five months.

Shaving 2.5 years off a 25-year mortgage might not seem huge, but in 22.5 years it surely will make you happy.

Imagine having $460 more per month (per $100,000 of mortgage balance) to play with for 2.5 years. Now imagine the savings over the entire term of your mortgage!

Knock on wood Innovative, affordable six-storey wood housing design is coming to a neighbourhood near you

Last year, the Ontario government made changes to the Ontario Building Code (OBC) that will now permit six-storey wood residential construction in our province as of January 2015. And that’s great news for consumers, municipalities and builders.

The arrival of six-storey construction in Ontario means there will be new housing, rental and mixed-use options for consumers, businesses and municipalities – and that ultimately means more choices for homebuyers – offering a variety of sizes and design features for people of all ages and different budgets. Prior to these OBC amendments, builders in the province

LAST YEAR, THE ONTARIO GOVERNMENT MADE CHANGES TO THE ONTARIO BUILDING CODE (OBC) THAT WILL NOW PERMIT SIX-STOREY WOOD RESIDENTIAL CONSTRUCTION IN OUR PROVINCE AS OF JANUARY 2015 were restricted to four-storey wood frame construction.

Six-storey wood construction is currently being built in many countries around the world, and has been available in British Columbia since 2009. Since then, more than 5,000 units have been built in BC. When the Ontario government initiated a technical consultation on six-storey wood, it wanted to balance two primary “made in Ontario” objectives – to help increase opportunities for designers and builders to create innovative, flexible and affordable new buildings and to maintain Ontario’s high fire safety standards for both the public and fire service personnel.

Thanks to wide-ranging, extensive consultations with many organizations involved in the residential construction industry and with Ontario fire officials, both of those objectives have been accomplished within the new Code amendments. The Ontario Home Builders’ Association (OHBA) and other stakeholder groups including the Building Industry and Land Development Association (BILD), RESCON, the Canadian Wood Council and the Ontario Architects Association (OAA) fully supported the provincial government’s desire to allow this innovative housing option in Ontario. And here are some reasons why: » The idea of building midrise residential and mixed-use buildings on urban corridors throughout the GTA and Ontario is a fundamental component of creating sustainable cities and regions.

Ontario is confident that six-storey wood construction will be a safe, community-friendly option for midrise construction. And with an increasing planning emphasis on the need to build higher density, mixed-use communities in the GTA and across Ontario, woodframe buildings will provide yet another opportunity for builders, architects and designers to be creative with some innovative housing designs.

Builders and developers in Ontario’s housing industry are excited about this new housing option for their customers and are already meeting with municipal planners to develop best practices to provide this form of housing in communities across the province.

Buying from a builder

by GRANT R. POULSEN MANY PEOPLE WILL BUY THEIR FIRST HOME FROM A BUILDER, as almost one-third of all homes sold in Canada each year are brand new.

Buying from a builder means you can customize your home to your tastes. It means better energy efficiency ratings and lower maintenance costs. A new home is less likely to surprise you with serious issues such as foundation or plumbing problems.

Buying a house from a builder comes with different pitfalls that are best considered early in the buying process.

THE AGREEMENT OF PURCHASE In most new home transactions, the builder will have a standard agreement.

These agreements are lengthy and contain a great deal of information, including: • Financial specifics of the purchase (taxes, purchase price, deposits, development charges and other fees; • Items included in the purchase price (landscaping, fencing, air conditioning); • Timelines for selecting extras and colours; • Timelines for closing and how it may be delayed; • Any restrictions on what can be done with the land; • Items to be rented (such as a hot water tank); • Mechanism for dispute resolution; • Stipulation of whether the agreement be transferred or assigned.

Most builders won’t permit changes to their standard forms. It is essential to have the contract reviewed by a lawyer to learn your obligations and rights.

The fine print could mean you are responsible for additional taxes or fees.

Your lawyer should be able to review the agreement while it is still conditional, and provide you with a summary and advice before you sign.

Without legal advice before you sign, you could end up with a utility box on your front lawn, the floorplan altered or other changes you won’t be able to do anything about. If something is important to you, make sure it’s in the contract.

TARION WARRANTY COVERAGE All new homes bought in Ontario must include coverage under the Tarion Warranty Program, and builders must provide an information package about the warranty. A schedule to the agreement must list important dates and any expected additional costs due on closing.

Carefully review the additional costs, as you may find large charges that suddenly materialize for hooking up gas and electricity meters, mortgage discharge fees, development fees and deposit verification fees.

Homebuyers can also visit the Tarion website under the Licensed Builder Directory to see how many homes the builder has built in the past 10 years, whether they have won any awards and if any complaints have been filed.

TITLE INSURANCE All home purchasers should ensure they get a title insurance policy. This is arranged by your lawyer and is often the easiest and most cost effective way of protecting you from various problems that may occur before or after closing.

Although not all title insurance policies are the same, a good policy will protect you from title problems (such as unpaid debts or building violations) and legal errors and omissions. Some policies will protect you in the future if you lose your property as a result of a fraudulent property transfer or mortgage fraud.

CITY PROPERTY TAXES Municipal property taxes on new homes often have not yet been calculated. Although the builder has often paid the property taxes on the land itself, the house portion cannot be billed by the city until the assessment is completed. This can take a year or more to occur, but then buyers will receive a supplemental tax bill for property taxes from the purchase date.

Make sure you save up this money as it can often be a considerable amount to pay at once, and often the municipality gives only a short time to pay it.

GETTING YOUR KEYS Normally, you meet with your lawyer to sign documents a few days prior to the closing date. On the closing date, your lawyer will ensure that your money (both the down payment and the mortgage) goes to the builder. In exchange, the builder will send over the keys. Once all the items are exchanged, the lawyers will register the purchase through the Ontario Electronic Land Registry System and will contact you about picking up your keys and documents.

Buying a home is one of the most exciting of times, especially when you get to visit so many beautiful builder models.

YOU FACE MANY DECISIONS WHEN BUYING A NEW HOME: downtown or suburbs, two or three bedrooms, hardwood or laminate. But the one thing you don’t have to worry about is your new home’s construction.

That’s because almost every new home and condo sold in Ontario comes with a builder’s warranty, backed by Tarion Warranty Corp.

The warranty process starts before your builder even breaks ground, and lasts for seven years from when your new home or condo is completed and ready for possession. Although it is often lumped into one warranty for simplicity’s sake, in reality, just about all new homes in Ontario come with deposit and delayed closing protection, in addition to three separate warranties that provide different types of coverage at different points in the life cycle of your home.

Your deposit protection and delayed closing protection begins before you move in. Deposits are protected up to a maximum of $40,000 for freehold homes in the event that your builder goes bankrupt, breaches the purchase agreement or in situations where you are legally entitled to back out of the purchase agreement before closing.

The delayed closing and occupancy provision means your builder guarantees that your home or condo will be ready for move in either by a date specified in the purchase agreement or by a date that has been properly extended if circumstances occur that delay your condo’s completion. In some cases, your builder will be required to compensate you if a delay occurs.

The one-, two- and seven-year warranties begin when your home is complete and ready for possession. The one-year warranty covers defects in work and material, protects against unauthorized substitutions and ensures your home is fit for habitation and constructed according to the Ontario Building Code. The first-year warranty includes almost everything inside and outside your home that was provided by the builder, from flooring to drywall to heating and air conditioning systems, and is in place for one year from your home’s date of possession.

The two-year warranty protects against defects in work or materials in the electrical, plumbing and heating delivery and distribution systems owned by your unit. It continues 40

to provide protection against violations of the Ontario Building Code that affect health and safety, and applies for two years beginning on the home’s date of possession.

The seven-year warranty, referred to as the Major Structural Defect Warranty, provides coverage for any defect in work or materials that results in failure of a structural, load-bearing element of the building or one that would reduce the expected life span of a structural element. It also includes protection against a defect that adversely affects the use of the home.

Voices of Experience While the economy is expected to perform well in 2015, housing affordability is increasingly being tested. Location, lifestyle and housing type are factoring more in homebuyers’ decisions. How would you suggest consumers weigh these considerations to make the best homebuying decision?

Rahul Kochar Vice-President, Operations, Phoenix Homes

THERE’S NO SUBSTITUTE FOR EXPERIENCE – so we’ve spoken to a few of our experts for insight into what homebuyers face today.

“We are experiencing an economy that forces us to be much more pragmatic about our purchases,” says Rahul Kochar, vice-president of operations at Phoenix Homes. He suggests that your home purchase can be leveraged towards other expenses. “Selecting a home that helps to offset costs in other areas is a prudent decision.”

But that’s only part of the reason to be careful where you choose to buy. “I’ve always felt that location was one of the most critical factors,” he says. “The cost of commuting as well as the time that it steals from your life is something that should be kept to a minimum.”

Having a home where most family activities are close seems obvious, but Kochar cautions, “This isn’t always going to be possible if family members are split across the city for work or education.”

So, keeping housing affordable may mean buying a more affordable home. “Lifestyle and housing type go hand in hand,” says Kochar. “We all want as much house as we can get, that is human nature, but getting a home that is the right size for your life-stage will help to reduce not only the explicit cost of your mortgage but also property taxes, utilities and maintenance costs.”

If you can’t afford your dream home, should you wait or buy smaller and more affordable? “At the end of the day, homeownership is the most sensible approach in the long run for building wealth and financial security,” he says. “Even

if this means you must compromise on your housing type for the short-term.”

His message, then: buy what you can afford in as convenient a location as possible, then move up as you build more equity in your home.

for multi-family/condo dwellings with that of consumer choice for single-family suburban dwellings, land costs have spiralled upwards.” He also points to increasing Tarion costs and trade costs as a result of certifications under the new College of Trades. Changes that tightened lending rules and reduced amortization times haven’t helped either, especially for first-time buyers, and an upcoming federal election impacts the Ottawa marketplace.

“All this said, Ottawa remains one of the more affordable cities to live in,” says Graham. “Our prices for new homes are significantly lower than Toronto, Vancouver and Calgary.

Our city’s amenities, the cultural environment and the relative stability of the economy make it a great place to live, work and play.”

GREG GRAHAM You don’t necessarily have to give up on lifestyle by buying an affordable home either. “While the size of lots are smaller and homes’ square footage is reduced, we are seeing some creative elements in housing design to ensure the feel of space,” says Greg Graham, president of Cardel Homes. “Consumers are personalizing their homes and in some cases finishing basements with nine-ft. ceiling heights and deeper windows to increase livable square footage.”

He agrees that affordability remains a major concern. “As the municipalities increase Development Charges and continue to explore special levies against the new home industry, it drives prices up. Compound that with the HST paid on top of these charges and now approximately 25 to 30 per cent of a new home’s cost is government charges and taxes.”

Land prices are another factor affecting pricing. “As the municipality tries to balance the tensions of intensification

Graham also mentions the new light rail transit system, which will improve transportation. He says Cardel Homes remains bullish on Ottawa. “We think it is a great community with solid leadership, the basis for future growth and for continued migration which will support our economic engine.

Homebuyers should buy what they can afford, he says, because costs will continue to go up, including prices for materials as the U.S. housing market recovers. “Buying decisions are based on location, product type desired (singlefamily home, townhome, condominium), builder reputation, specifications and finishes, community, local amenities such as transit, schools and parking and, of course, value for dollar.

Do your research, plan your purchase and ask yourself a lot of questions. Know the builder you are buying from. Are they reputable? Are they in good standing with Tarion – meaning, how safe is your investment? What do current customers say about the buying experience? What amenities does the community have that address your short- and long-term needs?”

O’Shea has been in the business since he got his first summer job as a labourer on construction sites, and he now oversees staff and projects across the Ottawa area. Because he understands every step of the process, he stresses preparation. “Know what you want to buy. Have a game plan when walking into the sales centre or design studio. Feeling hurried is a by-product of not being prepared. Ask yourself if this is a home that you are keeping long term. If so or not – what upgrades should you buy that can help your investment grow, or make your time in that home comfortable?”

Like all our experts, he sees affordability as something needing careful consideration. “Make sure that you can afford a home and still enjoy the simple pleasures in life. You do not want the constant burden of overwhelming mortgage payments.”
