What rules your new-home choice? Lifestyle increasingly influential for buyers

N

ew-home buyers are often driven by different influences, but there’s no doubt lifestyle is an increasingly important factor. Whether you’re considering a home near the beach, a golf course or a city penthouse or pied-à-terre, you’re likely looking to compensate for what you don’t have in your current residence. The amount of living space is usually the issue – either too much or too little. Most young families are looking for more living space, which is why builders are designing homes with interiors that maximize every square foot of living space to make the most of your money. As we get older, the quest for living space may take a different direction. Downsizing is usually the answer, although many homeowners with existing homes in suburban or rural areas are acquiring townhomes or pied-à-terres in the city. An urban location gives owners and their friends a chance to enjoy the social and cultural activities of the city without having to drive for hours to get home. In today’s hectic world, your new home will be your retreat, so it’s important to find is to find a home that suits your needs and lifestyle. What’s the real price of government fees? Development charges, taxes and other costs keep rising and threaten future housing affordability

L

et’s start with a basic premise: housing starts – meaning, new-home construction – are an important barometer of economic health. And an assumption: no one would argue that new communities don’t need critical infrastructure – roads, water, sewers, transit, parks and other essential services. The question is this: what is an appropriate cost to pay for these and other items, without which new developments simply cannot exist? In the Ottawa area, at least, the answer is this: about 23 per cent of the cost of a new home, or about $100,000 – and growing. This, according to John W. Herbert, executive director of the Greater Ottawa Home Builders’ Association, who does an excellent job of breaking down government fees and taxes in his column on page C30. Twenty-five years ago, these charges amounted to only about three per cent. Ottawa is hardly alone in dealing with this issue; the City of Toronto recently passed a new bylaw that will see development charges rise by 75 per cent over the next two years; the nearby City of Markham is considering an additional development charge to help fund a new arena – meaning, future homebuyers may be asked to fund a private facility they never asked for and might never use. What’s the real price of government fees? If allowed to rise unchecked, it could well be future homeownership affordability.

Corporate Canada poised to take advantage of strong U.S. economic recovery in 2014: CIBC Corporate Canada has never been in a better position

to capitalize on a U.S. economic recovery, CIBC World Markets Inc. reports in the latest Composite Indicator of Corporate Canada’s Strength. “While it is widely expected that stronger growth in the U.S. next year will have an upside benefit for Canada, what might surprise many is how quickly and significantly corporate Canada will ramp up spending to capitalize on the long awaited rebound in global demand,” says Benjamin Tal, deputy chief economist at CIBC. Using the bank’s Composite Indicator of Corporate Canada’s Strength, he finds that, while softening somewhat recently, the index is still hovering around an all-time high and is almost a full point above its long-term average. “That’s important since the higher the level of our index, the more responsive corporate Canada has been to a shift in U.S. demand.” Tal notes that, on average, a one-per-cent change in U.S. growth has led to a full three-percentage-point change in capital expenditures by Canadian corporations. However, during periods of high-index readings like we have currently, the same increase in U.S. demand has translated into a fourpercentage-point acceleration in capital spending by Canadian companies. “The response by corporate Canada is directly linked not only to the speed of the recovery south of the border, but also to its financial position at the eve of that acceleration,” he says. “Given the highly elevated level of our index, the ability of Canadian corporations to respond to improving U.S. demand has never been better. “What’s more, this is not a tale of one or two major industries that biased the aggregate results. The index performance is widely based. In fact, improvement in key measures such as cash position and profit margin in recent years actually appears more impressive when the mighty energy sector is excluded.” CIBC Economics is calling for the U.S. economy to expand by 3.2 per cent in 2014, more than double the projected pace in 2013, with the global economy growing by four per cent next year. For some, it works out fine; others have problems resulting from a lack of foresight, poorly packed boxes and inexperience in loading moving trucks. Here are a few tips to help you avoid finding damaged items at your destination:

Every fall, Tarion sends customer satisfaction surveys to approximately 40,000 homeowners. We’re looking for feedback on your builder’s customer service and your experience with Tarion. You’ll be asked questions about most stages of the homeowner-builder relationship beginning with the signing of the agreement of purchase and sale, through to construction, the pre-delivery inspection, and finally your builder’s after-sales service. You’ll also be asked about your interactions with Tarion. Your feedback is important to us and helps shape the way we do business. For example, last year’s survey showed us that homeowners who used our online warranty service, MyHome, had a significantly higher level of satisfaction with Tarion than those who didn’t manage their warranty through MyHome. This kind of information tells us we’re on the right track with our enhanced MyHome initiatives and lets us know that the changes we’re making are providing a better homeownership experience. Your feedback also helps us educate builders, letting them know what they are doing right, or where improvements can be made. Once the survey results are tabulated, Tarion sends qualified builders a copy of their individual results (without identifying the participants, of course). The new home marketplace is highly competitive and I can assure you that most builders give a lot of weight to their survey results and use them to evaluate and improve on their customer service practices. Survey results are also used to determine finalists and recipients of the Tarion Awards of Excellence. The Awards of Excellence are the only awards in the province that recognize builders solely on the basis of their customer service. And they are judged by the people whose opinions matter most – yours. For Ontario home builders, good customer service means going above and beyond to make sure buyers have the best new homeownership experience possible, and that’s why we want to hear from you. By taking 10 minutes out of your day to complete a survey, you can tell us about your homebuying experience and influence whether your builder should be recognized for their customer service. Happy, satisfied homeowners are the best indicator of good customer service. As the regulator, I was heartened to hear some of the 2012 award recipients’ approaches to customer service. One of them told us that their buyers are not just customers, but also their neighbours. Providing open communication and top notch customer service is always a priority. Another recipient told us that their key to success is their availability to buyers on site, after hours and on weekends to answer questions, not only at the time of purchase, but long after homeowners move in. We know that good customer service can mean the difference between a positive homebuying experience, and one filled with headaches. We also know that building a home is not a perfect science. New homes can be constructed in a harsh climate and are susceptible to human error, so it isn’t uncommon for a new home to need repairs after its owners move in. Most homeowners have realistic expectations and know that repairs are often a part of the new-home ownership process. We usually see about 50 per cent of new-home owners submitting 30-Day Tarion Warranty forms. But our actual claim numbers are much, much lower, because builders who take customer service seriously will fix any warranted items in a timely manner, which results in happy homeowners. That’s not only good customer service, it’s good business sense. Builders who respond to their homeowners’ concerns understand how important their reputation is and often find themselves with repeat buyers and positive referrals. So, if you have taken possession of a new home in the past year, look for the Tarion survey arriving in your mailbox or inbox this month. What really goes into the price of your new home by John W. Herbert

Most new-home purchasers are surprised to discover how much of the selling price is comprised of government taxes of one kind or another. On average, 56 per cent of government charges are levied against land owners, developers or builders which are then passed on to homebuyers. The other 44 per cent of government charges are imposed directly on new-home buyers. There are many different charges, but the main ones are: Municipal Development Charges: Levied where the need exists for municipal services such as parks and recreation, fire services, water, sewer, roads and transit. Education Development Charges: Collected by municipal government on behalf of public and separate school boards, and used to acquire school sites and other related costs. Planning Review Fees: Projects always require some degree of planning work that would involve such things as official plan amendments, zoning bylaw amendments, plans of subdivision, site plan approvals and in some cases a condominium plan. Building Permit Fees: Charged for the review of house design plans to ensure they comply with the Ontario Building Code. Engineering and Servicing Fees: Comprise a variety of charges for the development, review, inspection, connection and assumption of a development’s water, sanitary sewer and storm sewer services. Hydro/Utility Fees: Connection charges levied by Ottawa Hydro to cover plan review, design and installation. Property Taxes: During the development process, owners are required to pay property tax on the vacant land until construction is complete and new-home buyers assume responsibility. These costs are accumulated over the many years it takes for a property to reach the land development and construction phase. Parkland Dedication: Municipal government acquires parkland and other forms of open space through parkland dedication requirements imposed on new developments. Tarion: This is an enrolment fee that builders are required to pay in order to cover the new-home warranty. The fee varies based on the sale price of the home. As an example, the fee for a home in the $350,000 to $400,000 range would be about $900. CMHC Mortgage Insurance: To obtain this insurance, lenders are required to pay a premium that gets passed on to the borrower. The insurance is calculated as a percentage of the mortgage loan; the higher the mortgage, the larger the insurance premium becomes. If we assume a buyer with an 85-per-cent loan-to-value ratio, then a 1.75-per-cent loan insurance premium would be required. Harmonized Sales tax: New homes are subject to the Harmonized Sales Tax of 13 per cent, of which five per cent is the federal portion (GST) and eight per cent the provincial portion (PST). The GST is eligible for a 36-per-cent rebate on homes priced at $350,000 or less with the amount declining as the home price increases. The PST rebate is calculated by applying a 75-per-cent factor to the PST payable, up to a maximum rebate of $24,000. The full 13-per-cent HST is also applied to the purchase of all materials and services throughout the entire land development and home construction process. Land Transfer Tax: Provincial land transfer tax applies to the purchase of homes in Ontario and progresses with price. At the low end it is 0.5 per cent on amounts up to $55,000 and two per cent on amounts exceeding $400,000. First-time home buyers are eligible for a rebate up to $2,000. Only 25 years ago, prior to GST, PST and Development Charges, the total government fees, charges, taxes and levies added about three per cent to the cost of a new home. The items summarized above now total about 23 per cent, and they’re rising quickly. This amounts to about $100,000 on the cost of a new single-family home in Ottawa. This $100,000 must be added to the purchaser’s mortgage and paid for with interest over its 30-year term. Before you call, make a list of questions you would like to ask, such as: » In general, what was the builder like to buy from? Was it a good experience? » W hat particularly did they appreciate about the company? What did they not like about it? » Did they run into any problems, and if so, were the problems solved to their satisfaction? » Was the home completed on time and on budget? If not, what were the circumstances? » Were there missing or incomplete items at the time of possession, or items that had to be fixed? » Were all of their colour selections, upgrades and extras done as requested? » How was the company’s after-sales service? » A re they happy with their home? If not, why? » Would they buy from the company again? » Would they recommend the company? You may also want to do a random check of past customers. Visit communities on a Saturday morning and talk to people who may be outside doing chores, “I’m considering buying a home from such and such builder. Can I ask you a few questions about your home and the community?” Most people are happy to talk about their experiences and offer their opinion and advice.

Who is who in home building? The type of builder you will be looking for depends on the area you live in, and the home you want. Here is a general overview of different types of home building companies. Developers are responsible for getting large tracts of land ready for building. This can involve infrastructure and services (utilities, roads, sewers), community layout and design, including recreational spaces – whatever it takes to turn the land into a neighbourhood. Developers may also construct the homes, or the lots may be sold to individual home building companies. Large building companies specialize in building homes in bigger developments. These companies generally offer a selection of homes designed specifically for the development. Minor customization by homebuyers is usually permitted, but there are usually limits to the amount of change possible. Most will also have a set process for all aspects of the purchase, from the contract signing to the pre-delivery inspection. Medium-sized companies range from 10 to 50 homes a year, depending on your region. Medium-sized companies can be quite diverse – building in developments as well as on individual lots; constructing single-family dwellings as well as townhouses and other low-rise buildings. Small-sized companies build less than 10, and often less than five homes a year. Custom builders build one-of-a-kind homes, each one usually designed and built for a particular customer who may or may not already own the lot. The custom building process allows for complete flexibility, within the limits of municipal regulations and what’s possible technically. Construction contractor is another term for builder. Most commonly, it is used for companies who are contracted by purchasers to build a home on land they already own. Manufactured housing builders construct homes in a factory and bring them to the building site as panels, modules or fully completed units. The amount of work required on-site to complete the home depends on the type and size of the building, the type of foundation and the customization required.
