t was about this time last year that parts of Ontario were left reeling from severe rainfall, flooding and power outages, and homeowners were learning the hard way about home insurance and new-home warranties. Indeed, you wouldn’t dream of buying a new car, TV or other big-ticket item without first inquiring about the manufacturer’s warranty. But when it comes to buying a new home, you should be even more diligent. Some people may be so excited about their purchase that they’re more interested in choosing finishes than reading the fine print of a sales agreement. Or maybe they assume all builders are created equal, and that certain things are covered, when in fact they may not be. Or it might be

a lack of awareness of just how newhome warranties work in Ontario. Tarion Warranty Corp. is a nonprofit company designed to protect the rights of new-home buyers and to regulate builders (see pages C20 and 31). With four main responsibilities – homeowner education, warranty enforcement, builder licensing, and identifying and prosecuting illegal building – it is, unfortunately, a necessary but extremely valuable body. It is also one you should get to know. Just like for cars or electronic devices, all manufacturers and products are not created equal. Learning about your new-home builder’s warranty – before the time when you actually may need it – is a crucial part of the homebuying process.

ust imagine what it would be like to live in a condominium where every intricate detail has been designed to awaken your sense of style, while simultaneously satiating your desire for comfort. With Mastercraft Starwood’s in-demand Soho Champagne Condominiums, your dreams can now become a reality. This luxurious building is destined to be the new hot spot in town, and it’s now under construction with a completion and delivery date of spring 2015. Located in the heart of one of Ottawa’s most sought-after neighbourhoods, Little Italy, SoHo Champagne combines prime location and luxurious living. Mastercraft Starwood, the developer of Toronto’s finest boutique hotel, The SoHo Metropolitan Hotel, and Toronto’s first five-star hotel, The Hazelton Hotel, introduced Ottawa to its first hotel inspired condominium in 2009, redefining the expectations of condo buyers in the national capital region. As a bonus, all new buyers will receive a prestigious black card which gives them free stays at the SoHo Met Hotel in Toronto and the Metropolitan hotel in Vancouver. It also provides VIP access and discounts at some of hottest bars and restaurants in Ottawa. Located one block west of the bustling Preston St. and a few steps to the new Hickory St. bridge, SoHo Champagne will be a short walk to the
MASTERCRAFT STARWOOD | Soho Champagne Condominiums
existing O-Train Carling station, which will connect to the new $2-billion Confederation Line – a light rail public transportation system connecting East and West Ottawa, scheduled to begin service in 2018. Not only does the new LRT benefit your commute around town, but it also increases your property value – substantially! According to new research, performed by The Centre for Neighbourhood Technology, “consumers are willing to pay more for housing located in areas that exemplify new urbanist principles.” Furthermore, “these neighborhoods are walkable, higher density and have a mix of uses as well as access to jobs and amenities such as transit.” Regions that are walkable and easily accessible transit will outperform other regions with less transit options by about 41 per cent. What does this mean for you? Your new SoHo Champagne condo will likely only increase in value as time goes on! With the O-Train and the LRT, Little Italy will be the newest hotspot in town. This is an ideal location: downtown is only a short ride away, and you are steps from superb parks, hiking trails and Dow’s Lake. Each of the earth’s four elements will be represented in the indoor and outdoor Gluckstein designed common space – an amazing 15,000 sq. ft. This area includes a third-floor landscaped terrace and gardens with raised hot tub, 60-ft. lap pool, fireplace and outdoor kitchen. The amenities are managed by the staff of the SoHo Metropolitan Hotel who will provide personalized service to a luxury hotel standard. SoHo Champagne offers you more than you could ever expect from condominium living. The luxurious amenities in this building are unrivalled. At SoHo Champagne, the theatre room is more than a TV and a couch – you have surround sound, a digital projector and luxury seating. The fitness centre is equipped with all of the top end equipment. And best of all, the finishes and furniture in the common areas are the same as used in million-dollar estates and penthouses designed by Brian Gluckstein. SoHo is a whole new level of living. With a concierge on staff 24 hours a day, seven days a week, you
will never have to worry about a thing. Each SoHo suite will be invested with the same high quality materials and standards demanded by elite clients who desire living spaces equivalent to the comfort of expensive homes. You’ll find nine-ft. ceilings, marble bathrooms with large shower stalls and a rain showerhead. Kitchens will be designed with the fine cabinetry similar to what you would find on a yacht or private jet, with an island and integrated European appliances concealed behind lacquered doors. The entrance to SoHo features a hotel-like drop-off to the front door with its signature SoHo granite 10-ft. entry doors, a canopy and security desk off the entry foyer. Gluckstein has designed the two-storey lobby to luxury hotel standards with marble floors and elevator walls clad in marble. The SoHo Champagne Club all feature 16-ft. ceiling heights with a library, lounge, bar, private dining area, fireplace, wine-tasting room and private screening room. The second floor features a Dalton Brown gym with access to an outdoor terrace. Steam rooms and washrooms are adjacent to the gym. The Sky Collection is ideally located on floors 16 to 19, offering some of the best views in the city. Whether you want to overlook the lights of Downtown and the Rideau Canal, or face Dow’s Lake, or perhaps you want to look out over the Gatineau Hills, you will enjoy beautiful views. Buyers of these exclusive units can now enjoy the added bonus of buying a luxury condo for zero down. Some of the most popular floorplans which were previously sold out, have now been released. Visit skycollection.ca for more information. Visit the sales presentation gallery Monday to Thursday noon to 6 p.m., weekends noon to 5 p.m. For more information, visit sohochampagne.com

What’s in your new-home warranty? Ideally, that’s a question you’ll never have to answer for real – at least not the hard way, be it filing a complaint or, worse, proceeding to a claim settlement. But, life is sometimes not fair, and despite the best intentions of home builders, things do go wrong. To put it nicely – stuff happens. Indeed, according to Tarion Warranty Corp., nearly every new home built has some form of defect. Such is life when you’re building outside, dealing with the elements and working with natural materials. In most cases, issues get resolved, and builders large and small are getting better at responding to customer concerns. Still, there are unscrupulous – or worse, illegal – builders that try to circumvent everything from relatively minor registration fees to taxes, all under the guise of “saving you money.” But when there’s a problem or issue that needs to be resolved, good luck. That’s why it’s important to ensure your new home builder is registered with Tarion – to provide the peace of mind that Tarion is backing the warranty, as well as to learn what parts of your new home are covered, for how long, and what the steps and procedures are. BECAUSE STUFF DOES, INDEED, HAPPEN. TYPICAL EXAMPLES INCLUDE THE FOLLOWING, TARION’S TOP 10 LIST OF FIRST-YEAR CLAIMS:
» » » » » » » » » »
Paint: Inadequate application or coverage Doors: Improperly installed or finished Floors: Damaged, cracked or installed with gaps Drywall: Blemishes on walls, ceilings or corners Stairs/steps: Inadequately built Water/moisture: Moisture inside the home Concrete: Cracking Baseboards: Improperly installed Trims: Improperly installed or finished Cabinets/vanities: Improperly installed or finished
You can understand how prevalent such “defects” would be in new homes, and how action is required in many cases. Nine times out of 10, for homes backed by Tarion, they’re resolved without issue. C20 NEW HOME & CONDO GUIDE EASTERN ONTARIO | JUL 12 - AUG 9, 2014
MORE DRASTIC IS ANOTHER EXAMPLE INVOLVING 23 HOMES BY ONE BUILDER IN ONE DEVELOPMENT IN ONTARIO, ALSO, THANKFULLY, BACKED BY TARION:
» A fter the homes were built, the water table shifted, causing differential soil settlements » The problems arose three to five years after construction » 23 homes were monitored and repaired over a period of five years » 10 homes required major repairs – causing the homeowners to be relocated to hotels for an average of 38 days
The cost to Tarion to rectify the matter? More than $5 million. The cost to homeowners? Zero. The benefit of having the peace of mind of a Tarion backed warranty? Priceless. Think that would happen if your home was built by an unregistered or illegal developer? More and more builders, Tarion says, are improving their customer service. And it’s not just the large companies. “The advantage of using a small builder might be that you often get to know the principal,” says Tarion president Howard Bogach. “But large builders are closing the gap. “The large builders that do well are the ones that behave like small builders.” And with real estate and new home prices rising, homebuyers, understandably, increasingly expect more. So, what’s in a new-home warranty? In short, your builder is not just building your home, it’s building a relationship.

Canadian home sales up in May According to new statistics released by The Canadian Real Estate Association (CREA), national home sales activity posted a sizeable month-over-month increase in May 2014. The number of home sales processed through the MLS Systems of Canadian real estate Boards and Associations rose 5.9 per cent from April to May 2014. This marks the largest month-over-month increase in nearly four years. Sales rose in four out of every five local housing markets in May, including almost all large urban markets. The largest gains driving the national increase were posted in Calgary, Greater Toronto and Montreal. “The monthly increase in May activity was widespread among local housing markets, with some 80 per cent of them reporting stronger sales compared to April,” says CREA President Beth Crosbie. “Over the past 25 years, that widespread a monthly sales increase has been recorded only a handful of times. Even so, the improvement varied by location.” Actual (not seasonally adjusted) activity in May stood 4.8 per cent above levels reported in the same month last year, and 3.8 per cent above the 10-year average for the month of May. May sales were up from year-ago levels in about 60 per cent of all local markets, led by Greater Vancouver, Fraser Valley, Calgary and Greater Toronto. Monthly activity trailed levels reported last May in Montreal and Halifax-Dartmouth. The national trend for new listings has mirrored the trend for sales in recent months. The number of newly listed homes rose 3.8 per cent in May, marking a fourth straight monthly gain. Also in line with sales activity, new listings were up in about 80 per cent of local markets. “In markets where supply had become tight, we expected sales to improve in tandem with listings,” says Gregory Klump, CREA’s chief economist. “Had it not been for such a brutal winter that delayed the launch of the spring market, the improvement in new listings and sales would likely have been more spread out over the past few months.” Combined sales over the past three months are roughly in line with the 10-year average for that three-month period.
May sales were up from year-ago levels in about 60 per cent of all local markets, led by Greater Vancouver, Fraser Valley, Calgary and Greater Toronto. Monthly activity trailed levels reported last May in Montreal and Halifax-Dartmouth.
C22 NEW HOME & CONDO GUIDE EASTERN ONTARIO | JUL 12 - AUG 9, 2014
The actual (not seasonally adjusted) national average price for homes sold in May 2014 was $416,584, up 7.1 per cent from the same month last year. The national average price continues to be skewed upward by sales activity in Greater Vancouver and Greater Toronto, which are among Canada’s largest and most expensive housing markets. Excluding these two markets from the calculation, the average price reaches a relatively more modest $336,373 while the year-over-year increase shrinks to 5.3 per cent. The MLS Home Price Index (MLS HPI) provides a better gauge of price trends because it is not affected by changes in the mix of sales activity the way that average price is. The Aggregate Composite MLS HPI was up by 4.98 per cent year-overyear in May, which is slightly smaller than gains of 5.03 per cent and 5.19 per cent in April and March respectively. Year-over-year price growth gained strength for two-storey single-family homes and townhouse/ row units, and lost a bit of momentum for one-storey single-family homes and apartment units. Year-over-year price gains were led by two-storey single-family homes (5.98 per cent), followed closely by price increases for one-storey single-family homes (5.19 per cent) and townhouse/row units (5.04 per cent). The price increase for apartment units was comparatively more modest (2.93 per cent). Year-over-year price growth varied among local housing markets tracked by the index, with the biggest gains having been posted by Calgary (10.12 per cent), Greater Toronto (7.08 per cent) and Greater Vancouver (4.27 per cent).

The first time you pull up in front of your newly completed home, you should be dazzled. Here it is – your carefully selected architectural model, brick, trim colours, front porch – exactly as you wanted. Welcome home, indeed! The good news is that your home’s curb appeal is only going to get better. How? Well, the one aspect that usually remains to be completed is the landscaping. (The exception here is for condominium properties, which tend to include full landscaping and lawn maintenance.) Most of you will be met with a nice green lawn and, often, the single planted tree that many builders include among their standard features. That’s a great start – but it’s only a start! Now, I’m not recommending that you go over-the-top in terms of money or style. Gazebos and waterfalls are lovely, but simple gardens can be just as beautiful. Trees in particular are one of the best investments you can make: they increase in value every year until they reach maturity. Trees add beauty, shade and a sense of neighbourliness to your home and the whole community – just think how dramatically a streetscape is changed when a big oak or maple is struck down by lightning. As an added benefit, large shady trees can decrease both your air-conditioning costs in summer and, acting as a windbreak, your heating costs in winter. When selecting a tree, talk to an expert at your local nursery. They’ll help you decide on the right tree and the proper location, taking into account such variables as your home’s exposure to sun and wind, the size of a tree’s root system and the amount of upkeep necessary. Keep in mind, you don’t need to have a green thumb to have gorgeous gardens. Again, rely on your nursery

experts to help you choose low-maintenance plants. Planting perennials (plants that return each year) is one way to reduce labour. If you time it right, you can often pick up incredible flowers, shrubs and ornamental grasses for half-price towards the end of summer. The love you give your lawn will not only increase your enjoyment of your home, it will also pay off years down the road when you put your home on the market. Take it from me: great landscaping can dramatically increase interest from buyers, and can definitely boost your asking price. So get out there and get your hands dirty! $1-million gift
SUPPORTS PETER GILGAN EMERGENCY DEPARTMENT
From left: Douglas Lamb, Get Better Campaign Chair; Paul Hammond, Chair of the South Muskoka Hospital Foundation; Peter Gilgan, founder and CEO of Mattamy Homes; Natalie Bubela, MAHC Chief Executive Officer; and MAHC Board Chair Larry Saunders.
The Peter Gilgan Emergency Department at the South Muskoka Memorial Hospital Site was unveiled during a special reception this afternoon in recognition of the largest single donation from a seasonal resident in the history of the South Muskoka Hospital Foundation. Peter Gilgan, founder and CEO of Mattamy Homes, made the $1-million gift to set the stage for a $6.5-million capital campaign, of which he has agreed to serve as Honourary Chair, to better connect patients to care through technology. The donation will support much-needed equipment in the hospital and ultimately help to make emergency care better in Muskoka. A longtime cottager in the Muskoka region, Gilgan’s gift was inspired by the care and courtesy of the staff and physicians that his friends and family members have received over the years. “I have always been so impressed with the high level of care, kindness and warmth that South Muskoka Memorial Hospital brings to our community and wanted to do my part to help raise awareness and interest in the importance of good community hospitals,” says Gilgan. “They are the front line of care in our province and are so important to the health and well being of great communities.” The major gift to the SMMH Site is one of Gilgan’s many acts of philanthropy. As a respected and dedicated community leader, he has supported various projects and

organizations ranging from health care to physical activity to higher education and community legacies. “This gift that Peter has given us today will help further improve the care we provide by helping to ensure we have the leading edge equipment and technology that we rely on,” says Natalie Bubela, chief executive officer at Muskoka Algonquin Healthcare (MAHC). The role technology plays in patient care and the impact of state-of-the-art tools and equipment cannot be overstated, says Dr. Jan Goossens, chief of staff at MAHC. “Technology is critically important to delivering health care services and saving lives,” says Dr. Goossens. “Having access to electronic health records means that when seconds count, everything we need to know will be at our fingertips. An expanded telemedicine system means access to specialized care. An automated medication management system means peace of mind for better and safer drug administration, while new Diagnostic Imaging equipment, will give us faster and more accurate ways to diagnose our patients.” Paul Hammond, chair of the South Muskoka Hospital Foundation, says Mr. Gilgan’s significant donation brings the Foundation’s fundraising tally to $38 million over 28 years. “A strong hospital has competent and caring staff. A strong hospital has solid infrastructure and up-to-date technology,” Hammond explains. “Peter, you have helped to make us even stronger and on behalf of everyone who benefits from your generosity, I thank you for that.”

SEVERE THUNDERSTORMS CAUSE DAMAGE TO HOMES ACROSS ONTARIO
What consumers need to know about insurance
The violent thunderstorms with heavy rains and strong winds that caused severe damage across parts of Ontario recently serve as a strong reminder to consumers about the importance of home insurance. The Insurance Bureau of Canada (IBC) is informing consumers about what they need to know if their property was affected. “First, make sure your family is safe,” says Ralph Palumbo, vice-president, Ontario, IBC. “Any property damage to homes and personal property will likely be covered by home insurance policies. Ontario’s home, car and business insurers will be there to help residents and businesses recover from this storm.” Consumers should contact their insurance representative as soon as possible to discuss coverage and deductibles and to report damage claims. To facilitate claims processing, homeowners should document all property losses. And, if safe to do so, they should protect their property from further damage.
IBC REMINDS CONSUMERS THAT:
›› Most home and business insurance policies will cover damage caused by wind, including broken windows and removal of debris. ›› Auto policies cover wind damage if comprehensive coverage has been purchased. ›› Marine insurance policies will usually cover damage to boats from wind. ›› Homeowner’s and tenant’s policies usually provide coverage for additional living expenses if a home is uninhabitable resulting from an insured peril. Affected residents can also call IBC’s Consumer Information Centre in Ontario at 1.800.387.2880 for answers to insurance-related questions.

//CHOOSING A BUILDER
FINDING A NEW HOME BUILDER
you can trust
When you decide to buy a brand new home, choosing the right builder is as important as choosing your home. When you purchase a home, you also “buy” the company that will build it. Your satisfaction will depend on their experience, their skills and their commitment to customer service. An important part of the home-buying process lies in determining that you are dealing with a builder who has these qualifications and is able to meet your needs and expectations – for the home and for the buying experience. WHAT YOU WANT TO KNOW There are thousands of builders in Canada, ranging from small companies building a few houses a year to large builder-developers constructing thousands of homes annually. Whether you live in a large urban area or a smaller community, you will have a number of builders to choose from. Each company may offer a different selection of homes. Some may focus on specific market segments or neighbourhoods. Others may specialize in particular types of homes or have certain distinctive expertise, such as adult lifestyle design or energy efficiency. And every company does business in its own unique way. As you look at homes and communities, also think about the company behind them. Before choosing which one to buy from, take a close look at each builder you are considering and ask these questions: » W ho are they? » Do they build a quality home? » W hat are they like to buy from? » W hat is their after-sales service like? » W hat’s their reputation, what do others say about them? 28 NEW HOME & CONDO GUIDE EASTERN ONTARIO | JUL 12 - AUG 9, 2014
BEGIN YOUR SEARCH 01 Check your newspaper (and New Home Guide) to find out which companies are building in your area, the types of homes they offer and the prices you can expect to pay. 02 Ask friends, family and coworkers for names of reputable builders they have dealt with. 03 Contact the provincial or local builders’ association and the Canadian Home Builders’ Association for the names of builders in your area. 04 Contact new-home warranty providers for a list of registered builders. 05 Visit the websites of builders in your community. 06 Call builders to find out where they are building, or where you can see some of their homes. 07 Check the Yellow Pages. 08 Go to home shows to meet builders and to explore the latest in features and finishes. 09 Visit builders’ sales offices, model homes and communities. As you go through your home search, collect as much information as you can – pamphlets, brochures, builder’s packages, product literature, warranty information and so on. Read through it all and create a file of everything that interests you. 10 A lways carry a notebook with you and write down information about the builders and the homes that you see. If you don’t, it can be difficult later to remember the details of a particular home or discussion, or to recall which builder said what. You may also want to bring a camera along. When you keep track, it is easier to remember to collect the right information from every builder you visit. It also makes it
much easier to compare the companies, their products, their selling process and their reputation, when you are ready to make a decision.
WHO IS WHO IN HOME BUILDING?
PREVIOUS BUYERS Builders should be able to give you a list of references – past customers who have bought from them within the last couple of years. Do check the references – too often homebuyers neglect this step. Don’t worry about disturbing people; they have agreed to let the builder give out their names and will not mind you contacting them. Before you call, make a list of questions you would like to ask, such as: » In general, what was the builder like to buy from? Was it a good experience? » W hat particularly did they appreciate about the company? What did they not like about it? » Did they run into any problems, and if so, were the problems solved to their satisfaction? » Was the home completed on time and on budget? If not, what were the circumstances? » Were there missing or incomplete items at the time of possession, or items that had to be fixed? » Were all of their colour selections, upgrades and extras done as requested? » How was the company’s after-sales service? » A re they happy with their home? If not, why? » Would they buy from the company again? » Would they recommend the company?
The type of builder you will be looking for depends on the area you live in, and the home you want. Here is a general overview of different types of home building companies.
You may also want to do a random check of past customers. Visit communities on a Saturday morning and talk to people who may be outside doing chores, “I’m considering buying a home from such and such builder. Can I ask you a few questions about your home and the community?” Most people are happy to talk about their experiences and offer their opinion and advice.
Developers are responsible for getting large tracts of land ready for building. This can involve infrastructure and services (utilities, roads, sewers), community layout and design, including recreational spaces – whatever it takes to turn the land into a neighbourhood. Developers may also construct the homes, or the lots may be sold to individual home building companies. Large building companies specialize in building homes in bigger developments. These companies generally offer a selection of homes designed specifically for the development. Minor customization by homebuyers is usually permitted, but there are usually limits to the amount of change possible. Most will also have a set process for all aspects of the purchase, from the contract signing to the pre-delivery inspection. Medium-sized companies range from 10 to 50 homes a year, depending on your region. Medium-sized companies can be quite diverse – building in developments as well as on individual lots; constructing single-family dwellings as well as townhouses and other low-rise buildings. Small-sized companies build less than 10, and often less than five homes a year. Custom builders build one-of-a-kind homes, each one usually designed and built for a particular customer who may or may not already own the lot. The custom building process allows for complete flexibility, within the limits of municipal regulations and what’s possible technically. Construction contractor is another term for builder. Most commonly, it is used for companies who are contracted by purchasers to build a home on land they already own. Manufactured housing builders construct homes in a factory and bring them to the building site as panels, modules or fully completed units. The amount of work required on-site to complete the home depends on the type and size of the building, the type of foundation and the customization required. SOURCE CMHC. It’s a fact that new homes and condos are not perfect. The home building process is the work of craftsmanship, where many tradespeople collaborate to bring your new home to life. This is why it isn’t uncommon for a new home to have some imperfections – ranging from minor cracks and squeaks, to more major issues such as water leakage. Over the years, Tarion has tracked our most frequently asked questions. If you are a new home or condo owner, chances are you may be wondering the same things, such as, is that crack in my basement something to be concerned about, or are those squeaky floors warrantable? From minor issues to more serious ones, I’ll explain how to determine what you should note on your warranty forms.
loonies) should be something to note on your 30-Day or Year-End form. As for a squeaky floor or stair, ensure the flooring is not loose, as this is also something to note on your warranty form before your first year deadline.
CRACKS AND SQUEAKS
Granite countertops have become a much desirable upgrade in many new homes, and it can be extremely frustrating to a homeowner if a scratch is noticed. However, solid-surface countertops can be brittle and easily damaged by impact. Pay close attention to the condition of your countertops during the Pre-Delivery Inspection (PDI), as cracks are generally only covered under warranty if it can be shown that it existed prior to you taking possession of the home. If a crack is not listed on the PDI form, it will likely not be covered if listed on a 30-Day or Year-End form since after you take possession of your home, we will not be able to determine whether the crack was caused by the builder or the homeowner. The same logic holds true for scratches or dents to flooring or other interior fixtures such as a bathtub. Noting these imperfections on your PDI form is a must. If the house is not clean enough to assess such imperfections, request that the PDI be rescheduled so that it is in suitable condition for an inspection. Remember that proper home maintenance is essential to the health of a new home, and it is your responsibility to maintain your home once you move in. Visit tarion.com to view an online video about seasonal home maintenance tasks.
Notice a crack in your drywall, or a squeaky floor? Most new-home owners think that a new home should not have any imperfections, but that isn’t so. A crack in your drywall, concrete basement floor, or garage floor could all be due to “shrinkage,” caused by the drying of materials. This is a normal and common process that all homes experience. Since this does not have an adverse affect on the condition of your new home, it is not covered under warranty. The same goes for a squeaky floor or stair, which may also be the result of shrinkage. You can still point these issues out to your builder, as he or she may be able to determine the cause, and possibly make a simple repair. Although many cracks and squeaks are nothing to be concerned about, take note of the width of the crack. For example, a crack in a garage floor that is more than six millimetres in diameter (approximately the thickness of three
WATER LEAKAGE
There is a big difference between water condensation, and an actual pool of water in your home. Many homeowners inquire about dampness or condensation, usually in the basement of their new home. Depending on the weather outside, condensation may occur in a new home, but should not be cause for major concern. Check the moisture levels in your home to help prevent excess condensation. Reduce dampness by using a dehumidifier or increasing ventilation to the area. Only actual water penetration through an opening in the wall or floor may be covered by the statutory warranty. In a basement, trickling water leakage should be included on your 30-Day, Year-End and Second-Year warranty forms as the cause will need to be identified. INTERIOR FINISHES

STARTING A NEW CONVERSATION ABOUT HOUSING AFFORDABILITY:
How to expand housing opportunities for younger Canadians » by JOHN W. HERBERT Let’s begin with some key numbers that illustrate the challenges faced by many young couples seeking to enter the housing market in Ottawa for the first time:
JOHN W. HERBERT
is executive director of the Greater Ottawa Home Builders’ Association. He can be reached at 613.723.2926, ext. 224, or visit gohba.ca
» In 2011, the most recent year for which data are available, the average employment-related income of families between 25 and 34 years old was $85,800. » The average new single-detached home in central areas of Ottawa that year was $739,394, according to CMHC data, or 8.6 times the average income.[1] » In Kanata, it was $504,556, or just under six times the average income. » In all of the city of Ottawa, it was $492,380, or 5.7 time the average family income. » Only in smaller rural municipalities such as ClarenceRockland, at $323,181, was the ratio (3.8) under the guideline for a sustainable payment-to-income ratio of 4.0. These are local illustrations from recent research into the homeownership prospects of the Millennial generation – aged 25 to 34 – that is raising significant concerns. Young families who rely on their incomes and/or personal savings are facing increasing difficulty owning a home in many urban centres. This matters because, for the past six decades, homeownership has been a central part of the Canadian dream, and our financial well-being. Today, this milestone is under threat in virtually all major urban areas, including Ottawa. Indeed, those born between 1977 and 1994 could be the first generation not to achieve the standard of living of their parents. Nationally, the average house price in 2011 was $422,000 – more than six times the average income of 25 to 34 year olds. Between 2005 and 2011, the average house price in Canada increased by 58 per cent. At the same time, the salaries of Millennials increased by just six per cent. The financial independence of young adults is falling. Between 1981 and 2011, the proportion of 25- to 29-year-olds living with their parents more than doubled, increasing by 123 per cent. These overall trends are reflected in significant delays in the formation of new households, with huge potential economic and social consequences for the future. The CHBA proposes that these younger first-time homebuyers need special consideration when it comes to mortgage and mortgage insurance rules. Well-qualified first-time homebuyers should have access to longer mortgage amortization periods (30 years). The First-Time Home Buyers’ Tax Credit, and the Home Buyers’ Plan, which help first-time homebuyers save for
32 NEW HOME & CONDO GUIDE EASTERN ONTARIO | JUL 12 - AUG 9, 2014
down payments, should be indexed to inflation so young people can have the opportunity to own a home. Beyond the reality that restrictions on lending tend to most affect those with limited savings, there is the reality of local cost drivers in the form of rising municipal taxes on first-time buyers, and the younger generation of those buyers in particular. It is little known that at present, the application of the GST to municipal and provincial developmentrelated taxes on new housing constitutes a “tax-on-tax.” This increases home costs, and adds to the already significant affordability challenges faced by younger, new homebuyers and families. The CHBA believes developmentrelated charges and taxes levied by other levels of governments should be GST exempt, so that the federal government is not “taxing tax.” Many first-time buyers purchase existing homes that need renovation. This is a benefit not only for the buyers themselves, but for their neighbours and for the natural environment. However, high levels of taxation on home renovation are a major incentive for underground “cash” businesses, allowing them to offer discounted services while still earning outsized profits through tax evasion. The CHBA believes a permanent federal tax credit measure would curb much of this activity. In recent months, there has been a steady stream of reports underlining the growing concern about housing affordability for younger Canadians, with commentators ranging from the Organization for Economic Cooperation and Development, to the Royal Bank of Canada, to individual newspaper columnists. The new conversation about housing affordability that the CHBA is calling for is already underway.

Is your outdoor space a bit of a killjoy?
For those of you seeking inspiration to spruce up your small patio or balcony space, I have some fabulous design tips from my own outdoor living area to help get you started. First things first, consider how you want to use your space. Do you want to lounge with friends or have dinner around a table with family? In this space I created for myself, I opted for a living-style hangout area, where I could sun on the sofa when I needed to relax. When it comes to your space, always keep sizing in mind. I chose to go with small profile arms and lower backs
Before
In small spaces, try to stay away from adding too many different colours with plants and decor. Keep it simple so that it is easy on the eyes, creating the illusion of a larger area. Last but not least, I added a water fountain to drown out the road traffic and to give the effect of being near a lake. It’s also a nice visual and conversational piece. I hope these tips help spark your creative juices. Remember, your patio becomes an extension of your home, make it flow from the inside out with a stylish design that everyone can enjoy. Happy patio season!
on my outdoor furniture, so that I didn’t close in the space or make it seem cramped. When dealing with a balcony in the city, privacy is always an issue. I found this great white lattice at The Home Depot that I turned sideways and attached to the balcony railing. I added greenery in front for an intimate and functional privacy screen. The other thing I did was add an umbrella, not to block the sun, but to block the view of the neighbours above me – taking away that fish bowl feeling and creating a relaxing outdoor room. Adding planters of different heights to any balcony helps keep the space interesting and cosy. Choosing low maintenance plants ensures they will look great all summer long without the fuss. Bring the indoors outside, by adding mirrors or decorative pieces, such an outdoor shag rug, or solar lanterns for ambiance at night. For that extra touch of comfort, I added a small fire ball heater to the coffee table, for warmth and mood lighting during night time entertaining. Plus, it doesn’t take up much space or need firewood.

CALCULATE YOUR MORTGAGE PAYMENTS INTEREST RATE
AMORTIZATION PERIOD
CHART FIGURE
EXAMPLE: 5%
25 YEARS
5.82
MORTGAGE AMOUNT ÷ 1,000 (MORTGAGE AMOUNT $125,000)
125
FOLLOW THESE STEPS TO SEE IF YOU’LL QUALIFY FOR A MORTGAGE ON YOUR DREAM HOME
01
05
Calculate the combined monthly before-tax income of you and your spouse.
Multiply this figure by the amount you need to borrow. Divide by 1,000.
02
06
Divide by three. This figure is the monthly payment you can afford to make on your home.
Add to this your estimated monthly heating costs and monthly property taxes.
03
07
Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.
04
Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most first-time buyers take the 25-year amortization.)
If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream home. Bear in mind that this is a rough estimate. If you have several other large loans already, you may qualify for less. Also, banks and trust companies vary in their policies. The best way to know what you can afford is to go to the lending institution of your choice and get pre-qualified.
