Tax time – embrace it

Preparing for this unsavoury topic earlier helps reduce the sting at deadline time

W

e’re approaching February already – a period we often associate with blahs, but also a month worth celebrating, given that it’s the shortest of the year, and March and spring soon follow. And while the deadline for 2012 Registered Retirement Savings Plan contributions isn’t until March 1, and April 30 for filing your 2012 income tax return, perhaps we need to start thinking of February in a different light altogether.

Indeed, coming up in our two February issues is our Tax Matters content; the idea was to explore this topic in advance of filing deadlines, to help readers learn about opportunities to take advantage of while they still can.

But, heeding the advice of experts, perhaps “tax time” should instead be a year-round task. From making regular RRSP contributions to comparing RRSPs and tax-free savings accounts to learning of the various credits available, tax planning for some is as necessary as the inevitable taxes themselves.

Preparing as best you can throughout the year might help minimize the sting come deadline time – and help you learn to embrace the opportunities to save, not just fear what you have to pay.

housing market ‘soft landing’ to dissipate by mid-year EXPERTS ON THE CANADIAN HOUSING

market from BMO Financial Group and the industry participated in the inaugural BMO Housing Panel for 2013 to discuss the past year and provide their outlook over the next 12 months.

The first BMO Housing Panel of the New Year kicks off a series of national and regional updates from BMO throughout the coming year.

According to Sal Guatieri, senior economist, BMO Capital Markets, after a decade-long boom, the so-called soft landing appears to be underway in most regions; the expectation is that this trend will continue into 2013.

“Home sales and housing starts will continue to moderate and prices will generally stabilize in most regions in 2013,”

says Guatieri. “In the year ahead, the housing market will be supported by moderate job growth, steady immigration, growing demand from echo boomers entering their prime first-time home buying years, and a gradual shift toward more single-person households.”

He added that the real estate market will benefit from continued low interest rates with the Bank of Canada likely on hold for another year and the U.S. Federal Reserve’s quantitative easing keeping a lid on longerterm mortgage rates.

Guatieri also notes that Alberta – particularly Calgary – and Saskatchewan could buck the national trend and see higher prices due to continued healthy economic growth and wage increases. Meanwhile, pricier Toronto and Vancouver are likely to have a bumpier landing than most other regions, with prices declining moderately.

“People who are into walking, lifestyle and entertainment, the farm-to-table trend and buying local are going to fuel that market for the first half of the year. continuing into the future,” says Ungar. “And despite the continuing strength, we still have a high level of affordability in Calgary, although that may begin to change over time.”

However, Ungar adds that Calgary continues to attract workers from all over Canada and the rest of the world.

“We’re looking at an expected net migration numbers of 18,000 people coming into Calgary this year. By 2017, just under 120,000 people will have chosen to call Calgary home,” says Ungar. “Those numbers are staggering for our marketplace, and we are going to face some challenges in housing supply.”

Affordability and consumer preference Conrad Zurini, Broker of Record, ReMax Escarpment Realty, says affordability is in question in major cities including Calgary, Toronto and Montreal, with first-time buyers likely staying out of the market for the first half of the year.

Zurini adds that those looking to upgrade will still dominate, given lower interest rates. “People who are into walking, lifestyle and entertainment, the farm-to-table trend and buying local are going to fuel that market for the first half of the year.

“These consumers are all about amenities and lifestyle – they’re very established economically,” says Zurini.

According to Zurini, consumers buying for the first time will likely look to other cities in search of greater value.

“These buyers move with opportunity, following employment and searching out homes with their desired space, ultimately single-family residential homes,” he says. “In 2013, consumers will be paying close attention to the investment side of their buying decision.”

Mortgage and financing advice John Turner, national director, specialized lending, BMO Bank of Montreal, outlined a number of factors buyers should keep in mind for financing the purchase of a home.

“The pre-approved process remains a very important keystone in the home buying process, whether you’re a first time homebuyer or a move-up buyer,” says Turner. “Generally speaking, most folks will need to borrow most of the purchase price of the home, so getting a pre-approved mortgage is a smart thing to do even before the home search starts.”

Turner adds that the down payment buyers are able to afford is another important aspect, and that there are strategies buyers should put in place to ensure they can maximize that amount – ultimately lowering their overall housing costs.

“There are a number of different strategies to save for a down payment. With RRSPs, for instance, customers can withdraw up to $25,000 for the purchase of a home,” he says.

Turner also reminds that consumers who pay off their debt quicker pay less interest, and that most mortgages have options embedded in them that help to save money in this way.

“At BMO, we’ve been encouraging customers to take a shorter amortization for some time,” he says. “In addition, rates are as low as they’ve ever been, so it’s certainly a good time to take advantage of this to pay off your debt sooner so you can retire comfortably and with as little debt as possible.”

adds unnecessary costs to doing business

by John W. Herbert Anyone interested in how costly government bureaucracies are created needs look no further than the Province of Ontario. Most taxpayers are already familiar with some of the more highly publicized programs and capital project spending failures of the McGuinty government. But the general public hasn’t heard much about the massive growth in bureaucracies, including the new College of Trades.

Whenever we hear the term “college,” we naturally think about some type of educational institution where new knowledge or skills can be acquired to broaden our horizons in the workplace. But in this case, the college doesn’t hold classes or teach courses; its sole purpose is to extract money from the pockets of tradesmen and women across Ontario. Invoices were to start going out this month requiring payment from hard working men and women, for nothing more than the privilege of working in Ontario. That’s it. Nothing will be received for payment other than a receipt.

Ontario already has the most complicated trades system of all Canadian provinces.

There are a total of 157 different trades in Ontario with 22 classified as compulsory and the remainder as voluntary. Compulsory means that the trade must be certified, thereby requiring formal recognition by the Ministry of Colleges and Trades. In order to be certified, candidates must graduate through an apprenticeship program that includes on the job training as well as classroom study. A voluntary trade is one that can be learned on the job through experience, the way all tradesmen used to learn their craft. Lastly, there are provisions for some voluntary trades to take training to achieve certification, but not for others.

One of the biggest roadblocks to entering the apprenticeship program is simply finding a company that is willing to undertake the necessary training. With most compulsory trades, Ontario requires the presence of at least three fully qualified journeymen for each apprentice on a job site. Compare this to other provinces where the ratio is one to one and in some cases there can even be more apprentices than journeymen on a job site. This is the main reason why Ontario is falling further behind other provinces. The vast majority of Ontario’s trades comprise small and medium sized companies that simply cannot meet the ratio requirements. Instead of making some simple changes to the apprenticeship system that industry has been requesting for years, the Ontario government has opted to create a new union bureaucracy called the College of Trades.

The College has set up a “trade board” consisting of eight people from across the Province for each of the 157 trades. These boards must meet on a regular basis to discuss issues that arise regarding their trade. This means that the College will operate with 1,256 staff directly related to the trade boards, plus full time staff to monitor each trade group and assist the boards in their meetings, plus an untold number of executive board members. Each will be reimbursed for expenses covering all travel, accommodation, meals and incidentals plus a per diem of between $200 and $400 per meeting.

In 2012 the Government of Ontario budgeted $24 million for the College and in 2013 this increased to $32 million. Once the College becomes fully operational

there will be a need for significant numbers of enforcement and industry liaison personnel, and so the bureaucracy will continue to expand. It is important to stress that no new service or product will be produced by the College, it will simply collect money from one group of workers in Ontario called trades and use it to pay another group employed by the College There are an estimated 427,000 compulsory certified Trades in Ontario who must now pay a $120 annual fee and of these, 163,000 are directly employed in the construction sector.

New trades needing to be certified will now pay a $150 examination fee. The College proposed that employers should also pay a substantial fee however public opinion against this rapidly escalated and so the initiative has been temporarily dropped. Students enrolled in an apprenticeship program will pay a $60 annual fee. The list goes on and on.

There are two important lessons to be learned from the College of Trades.

Firstly, once bureaucracies are created, they can rapidly spin out of control, consuming an ever-increasing amount of taxpayer’s money and inventing new classifications of jobs to be filled that provide no needed service or product.

The second lesson is that Ontario’s apprenticeship system is an overly complex and obsolete relic that must be completely scrapped along with the College of Trades so that we can develop a modern educational program that is easily understood and better serves Ontario residents interested in entering the skilled trades sector.

While the deadline for contributing to one’s Registered Retirement Savings Plan (RRSP) for the previous tax year is March 1, and for fi ling a return April 30, many Canadians take it right down to the wire – especially on the fi rst point.

With these deadlines not too far around the corner, it’s an appropriate time to discuss how consumers tend to begin most of their tax planning.

goes, the only constant in life is change. Nowhere is this statement truer than in the world of design. Every year we are exposed to new and exciting design trends and movements in the industry. Often, the word “trend” can be associated with a negative connotation, suggesting a style that will inevitably pass just as fast as the current season. However, I believe that if properly executed, a trend can become a classic staple rather than a temporary essential.

Colour Colour is usually the first trend everyone is curious about. What’s the big colour to hit the design world?

In my opinion, there have been a few. First is yellow – a creamy bright hue that will dominate with its vibrancy. Yellow can be combined easily with neutrals to create the perfect colour palette. Pair it with white and grey for a modern look, or accent it with navy for a fresh design approach. Yes, you read that correctly, navy as a neutral. This is a design trend which deserves some serious note taking. Forget brown and beige, blue is the new chief in town. It’s much more subtle than black although the intensity of navy has

Not all lines of credit are

Canada have both expressed concerns over the amount of debt Canadians have been carrying. Indeed, a predictable result of an economy wherein the government is forced to keep interest rates low for an extended period is that consumers will find it hard to resist the temptation of borrowing beyond their means. Although there is an increased trend among Canadians accessing equity in their homes, it is important to note there are two differences between those who borrow to support lifestyle and those who leverage to increase wealth.

Over the past few years, the number of Canadians who have taken out a line of credit on their home for anything from home improvements to vacations has increased to the point that the government has raised a red flag. Real estate investors need to be aware of who the government is really targeting – and that is the homeowner who is using his home equity to subsidize his current lifestyle. This is a valid issue, and the government should be concerned about this behaviour. However, this should not be confused with the prudent investor who uses home equity to increase his net worth.

While the government worries over the “lifestyle subsidizer,” the savvy real estate investor recognizes that this extended period of historically low rates creates a unique opportunity to leverage home equity into wealth, creating real estate investments. Investors understand that in order to purchase cash-flowing rental properties, they will need to either come up with the down payment themselves or attempt to put together a joint venture partner. The simplest and least expensive source of capital (outside of cash on hand) is home equity. As such, it is common for almost every investor to set up a line of credit on their home in addition to their mortgage as a way of converting home equity into increased net worth. But what a lot of investors don’t understand is that not all lines of credit are created equal.

There two different types of lines of credit (LOC) in

the Canadian mortgage market and it is critical for a savvy real estate investor to understand the difference. One is a traditional “static LOC” and the other is a “re-advanceable mortgage LOC combination.” On the surface, they may appear similar, but what makes them different is critical to the savvy real estate investor.

A static LOC is the LOC that most homeowners are familiar with and one that the majority of banks and lenders have been offering up for years. It is, quite simply, a line of credit that is placed behind the first mortgage.

If a homeowner has more than 80 per cent of equity in their home they can apply to access that home equity (up to 80 per cent) in the form of a line of credit. The challenge with a static LOC – also known as a Home Equity LOC or HELOC – is that it is static, meaning that if the amount of equity you have in your home were to increase over the course of the mortgage, the maximum amount of money that you would be able to draw out would remain the same, regardless of how much you may have reduced the original mortgage amount by. For example: Home Value Mortgage Amount 80% of Home Value Amount of accessible Home Equity

= $400,000 = $250,000 = $320,000 = $ 70,000

In the above example, a HELOC can be arranged for $70,000. This in itself is a fairly straight-forward transaction and one that the majority of Canadians undertake when arranging for a LOC. However, let’s assume that the homeowner in the above example took advantage of every pre-payment privilege available and also had excess cash available through employment bonuses or commissions.

Let’s further assume that this homeowner was able to pre-pay as much as $50,000 of their mortgage over the next two years and were now at a point where they wanted to access some of the additional $50,000 in built-up equity to purchase

an investment property. Unfortunately, for our investor, since the product they chose was a static HELOC, the majority of lenders would need them to re-apply to have the limit on their HELOC increased. Aside from the inconvenience of a new application process, which could be declined if there were any changes in employment (such as shifting from an employee to being self-employed, or simply having a spouse go on maternity leave) our investor would also be subject to additional legal and appraisal costs. All this because they didn’t get the right advice in the first place.

What they should have arranged is a re-advanceable mortgage/LOC combination. The difference is simple and obvious, but unfortunately many Canadians are still not familiar with the fact that they exist. As the name would suggest, a re-advanceable mortgage is created in such a way that every dollar of equity that is created by paying down the mortgage portion of the loan, is re-advanced to the line of credit.

In the above example, the $50,000 that was used to reduce the mortgage would be automatically re-advanced to the client and made available to them in their line credit.

The original mortgage would be structured exactly the same with $250,000 set up as a mortgage amount and $70,000 made accessible in the LOC. The difference with the re-advanceable mortgage is that as the $50,000 of equity is paid off the mortgage, the accessible equity in the line of credit is increased by that same $50,000. In other words, every dollar of equity that is paid off your mortgage is automatically re-advanced to your line of credit. There is no need to re-apply to have it re-advanced – it is done so automatically. And the best part is that any time you use money from your line of credit for an investment that has the intention of making money – the interest on the line of credit is tax deductible – a process that is commonly referred to as the Smith Manoeuvre.

The proper use of this product is critical for the savvy real estate investor as it addresses two critical areas. The first and most obvious is the fact that access to money for down payments is one of the biggest obstacles to the real estate investor. Using a re-advanceable mortgage/LOC allows an investor to build up funds toward their next down payment simply by making their mortgage payment every month and allowing it to accumulate in their LOC over time. The second less obvious advantage of this product is that it should forever eliminate the argument among couples over whether they should use a particular lump sum of money to pay down their mortgage or invest.

Proper utilization of this product will allow them to do both. Simply apply the excess cash onto your principal residence mortgage, thereby reducing your immediate mortgage costs, and then have those same funds re-advanced to your line of credit where it can remain indefinitely available to you until

such time that you are ready to invest.

At this point, it should be noted that there is absolutely no additional cost to having the limit on your line of credit increased. You pay interest only on the amount of money you access and only when you access it. It is for this reason that investors looking to access potential equity for the purposes of investing should always use this tool instead of refinancing with a brand new mortgage. If the entire amount of equity were to be accessed in the form of a mortgage, then you would be paying principal and interest payments on the entire amount from the very start of the mortgage.

When used for the purpose of making an investment that has the intention of making money, not only is this a prudent tool for tax purposes but it is also a tool that will help add to your net worth. So as we move into the spring and summer markets, remember, you’ll continue to read headlines about how Canadians are using their homes as ATMs and we should all be cautious about accessing too much equity in our homes to subsidize our lifestyles. You, on the other hand, will be utilizing the right tool to access equity to purchase properties that have enough cash flow to service the debt on the subject property and pay the interest on the line of credit. So don’t worry too much about what you read in the headlines, they’re talking about the other guys…

The awards celebrate excellence in new homes, home renovation, innovative technology and construction, outstanding presentation and marketing across Canada.

Twenty-three CHBA National SAM Awards will be presented at the Association’s 70th National Conference on March 8 in Lake Louise.

“This year’s SAM Award theme – Awe – speaks to the ingenuity, imagination and creativeness that drives new home builders, renovators and developers to build homes and communities that are truly awe-inspiring,” says CHBA President Ron Olson. “We take great pride in the achievements of our 2012 SAM Finalists.”

The awards are given for projects of varying sizes in the following categories: New Home Awards (eight in total); Home Renovation Awards (five in total); and Marketing Awards (six in total).

In addition, single awards are presented for Marketing Excellence; Green Home; Community Development; and, the Grand SAM, which recognizes the new homebuilder who demonstrates the highest level of excellence in both building and marketing.

Calculate the combined monthly before-tax income of you and your spouse.

Multiply this figure by the amount you need to borrow.

Divide by 1,000.

Divide by three. This figure is the monthly payment you can afford to make on your home.

Add to this your estimated monthly heating costs and monthly property taxes.

Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.

Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice.

(Most first-time buyers take the 25-year amortization.)

If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream home.

Bear in mind that this is a rough estimate. If you have several other large loans already, you may qualify for less.
