As such, the region has been a powerhouse in job creation adding over 20,000 new jobs from October 2013 to October 2014. Given that Edmonton’s labour market began the year in a tight position, these emerging labour needs were satisfied by a continued influx of new migrants to the region. Recently, the Canadian Mortgage and Housing Corporation (CMHC) estimated that total net migration to the area would reach 31,000 by year’s end. With the exception of last year, this will be the highest net migration seen in decades.

Edmonton the top city in Alberta
FOR REAL ESTATE INVESTMENT // BY WAYNE KARL CALGARY MAY BE CANADA’S “HOTTEST” HOUSING MARKET, but Edmonton beats even its neighbour to the south when it comes to real estate investment. This, according to the latest provincial ranking from the Real Estate Investment Network (REIN), one of Canada’s leading real estate research and education organizations for investors and homeowners. The group recently developed a new ranking system, REIN Score, which rates real estate investment markets across Canada in a way that allows investors to compare markets across provinces and across the country. The REIN Score measures each city or town on five different categories for a total of 50 points, including: Economic Risk (possible 12 points); Yield Growth Potential (possible 12 points); Investors’ Insights (possible 10 points), Political Climate (possible eight points) and Accessibility (possible eight points). “We wanted a more concise and detailed report that reflected the depth of our research,” says Melanie Reuter, director of research. “We realized that not all investors are alike and that everyone has differences in their risk threshold. Some want quick, high yields and are willing to take a chance to get a more dramatic return, while other investors are happy with slow and steady appreciation and decent cash flow. There are different measures of success and the new ranking acknowledges that. “The two most important criteria are the economic risk with a big focus on existing and future jobs and job growth, and the growth potential of yield,” says Reuter. “Will the going-rent rates mean your cash flow is good in relation to the house prices, and is there potential for more and larger growth as the local economy improves? “It is also important to take into consideration the political climate of a community and whether it has a solid growth plan, cash flow squashing taxes, and whether it has restrictive rental policies. If you can raise rents to match demand or your property taxes are expensive compared to other communities, your current and existing cash flow is compromised.” The report also considers the immediate and longterm impacts of Canada’s demographic changes. So, how did Edmonton rank number one over Calgary, which is considered by many sources as the hottest real estate market in Canada? “Edmonton edged out Calgary because the properties are not as expensive,” Reuter told New Condo Guide. “Although rents aren’t as high, there is often better return on investment...It is often easier for investors to get into the Edmonton market, as the down payment requirement is less.” As for property types that would make for wise investment choices, Reuter cites multi-family. “(It’s) definitely an excellent asset, but they are very difficult to find.” HOW EDMONTON SCORED

The worst thing that can happen is to wish it all away, thinking you’ll be happy when it’s all over. Staying organized – and sane – will put the pleasure and joy back in this time of year.
by transforming a spare room (or part of a room) into a gift-wrapping centre for the holidays. Set up a table or use a rolling cart to put out your supplies (gift wrap, scissors, tape, pen, cards, bows) and keep everything you need in one place. Create the right atmosphere by adding some festive music, a scented candle and a cup of hot chocolate to get you into the holiday spirit. ›› Re-purpose your gift-wrap tubes. Use your empty gift-wrap tubes to store light strings. Put a slit in each side of the tube. Insert the plug at one end and wrap the cord all the way around the tube, tucking the bottom of the light strand in the slit at the other end. ›› Run errands efficiently. Keep a collapsible crate in the trunk of your car for easily transporting items to a dinner party or for things to return like library books or store-bought items you want to take back. It folds out of the way quickly when not in use. ›› Get unplugged. Do you feel like there’s so much to do and so little time? Challenge yourself to unplug the TV for one full week and notice how much more you can do in all the free time you’ll have. ›› Let go of the excess – you don’t have to keep decorations forever! When you are unpacking your holiday decorations, consider letting go of the items you no longer enjoy looking at. Our tastes change and styles come and go. There’s no rule that says you have to keep every decoration forever – especially that tacky plastic flower arrangement your ex-mother-in-law gave you 20 years ago! Give some away to charity, or if you have family or friends who have recently moved into their own place, ask if they’d like to have them until they accumulate their own collection. ›› Gift certificate? What gift certificate? Gift certificates are easy to give and great to receive, but are often lost and forgotten until they expire. Keep your gift certificates in an envelope in your purse or your car and put a reminder on your calendar one week before the expiry date so you can use them. ›› Return items in a timely fashion to save money and space. Whether it is buyer’s remorse or dissatisfaction with an item after we’ve brought it home, we all have things to return to the stores at some point – especially after the holidays. A problem arises when these “to be returned” items accumulate and we forget we have them. Most stores allow only seven to 14 days for a full refund. To recoup money and reclaim space, designate a small area (preferably near the exit) to place things that are on their way out. A box or basket may be helpful if you have several items. Tape the receipts to the purchases and schedule a time in your planner to take them back before it is too late. ›› Pay yourself first. Block time now to give yourself a break later. Choose a day (or at least half a day) during the holidays to do what’s fun for you. You can spend it skating, relaxing at the spa, or taking in a movie. The important thing is that you feel renewed and refreshed because you gave the gift of pleasure and relaxation to yourself.

THE DOWNTOWN EDMONTON REVIVAL IS A SPECTACLE IN AND OF ITSELF.
For years, many Edmontonians have felt that the city’s centre was lacking the vibrancy that should exist in a major city’s core. Edmonton seemed to be missing a central hub where people could live, work and play. A spark was ignited when rumours of a multi-faceted arena district began to spread. New and unique restaurants, pubs and cafes began to open in the downtown area, attracting Edmontonians back into their city’s heart. Life was re-injected into Edmonton’s core, and developers took note. Old warehouses began turning into lofts, and new condominium projects started to take shape. The City of Edmonton gave the new arena district plan the green light in February 2014, with construction on the project beginning the following month. Led by the Katz Group, the focal point of the project is a new NHL arena dubbed Rogers Place, which will be home to the Edmonton Oilers. Set to open for the 2016 NHL season, the project will change the landscape of Edmonton’s downtown and will include entertainment venues, shopping outlets, a highly anticipated Delta Hotel, as well as new commercial and residential options. real estate, it’s largely been a seller’s market. The inventory of homes on the market has been low, the demand high, and prices going up, up, up. But Royal LePage’s latest House Price Survey reports a natural slow-down in the nation’s real estate activity in the third quarter, calling it a “Goldilocks market” that is just right. “In the seven years since the Canadian housing market began its recovery from the worldwide recession, home price growth has been robust, often greater than the long-term average of approximately five per cent,” says Phil Soper, president and chief executive of Royal LePage. “We are now experiencing a natural slowing in the rate of year-over-year price appreciation, with real estate markets moderating in most parts of the country – a transition to what our agents refer to as a Goldilocks market, one that is neither too hot, nor too cold. To be clear, we expect home prices to continue to grow in the months ahead, but at a slower rate than we have seen in recent years.”

Survey says... According to the House Price Survey, the average price of a home in Canada rose between 4.4 and 6.1 per cent year over year, with two-storey detached homes averaging $441,714; detached bungalows at $405,101; and condos coming in at $257,377. BUCKING THE GOLDILOCKS MARKET TREND, CALGARY AND EDMONTON SAW DRAMATIC PRICES INCREASES
Calgary’s market was among the strongest across Canada, where high demand and low supply brought on price increases across the board – condominiums saw a sharp increase of a whopping 11.8 per cent year-overyear to $294,156, while detached bungalows increased 10.8 per cent to $515,844 and standard two-storey homes were up 9.2 per cent to $499,811. Edmonton also saw strong price appreciation across all housing types surveyed. Detached bungalow prices showed the strongest gain, increasing 6.0 per cent yearover-year to $357,240. Standard two-storey home prices also continued to climb, rising 5.3 per cent to $379,463, while standard condominiums rose a healthy 5.8 per cent to $232,340. In these markets, if you’ve found a great home, chances are someone else has their eye on it too. Here are some tips to help you conquer a sellers market: BUYING IN A SELLER’S MARKET:
Tip #1: Keep your emotions in check. Combine a hot real estate market with a hot head, and you start to lose sight of the goal: to make a smart purchase and a sound investment. Don’t become a bidding war casualty. Set your budget and stick to it. A home is only worth so much, and it’s up to you to decide what that magic number is.

Tip #2: Go with a pro. Your real estate agent, financial advisor and lawyer are your essential three in the home-buying process, helping you to keep your emotions in check (refer to #1) and make a purchasing decision based on facts and figures – not feelings. Tip #3: Get pre-approved for a mortgage. With a mortgage pre-

EDMONTON strong HOUSING MARKET: and steady

trong and steady – that’s Edmonton’s housing market. Construction of new homes reflects these trends as we close out 2014. Work started on another 739 single-family homes in the region last month and almost 5,700 houses in total so far this year. The forecast for 2014 is 6,400 – or a seven-percent rise from last year. That’s strong growth. Over the last five years, the demand has ranged from roughly 5,000 to 6,000 new homes each year. That’s the kind of trend the Canada Mortgage and Housing Corp. sees continuing. A recent forecast by the nation’s housing agency predicts there will be 6,600 houses built in 2015 and 6,300 in 2016.
That’s steady, especially when compared to the overheated Edmonton economy last decade. Demand spiked to 9,000 homes in 2006 and then nose-dived to below the 3,000-mark just two years later in 2008. Homebuyers also benefit from a strong and steady market. Steep price increases usually follow skyrocketing demand for homes. Sudden plunges in construction can leave buyers with a limited range of purchase options. Builders also face challenges rapidly ramping up or down to respond to quick shifts in the market. Today’s more stable market shows prices are rising, but not at an unsustainable pace. The stats for new homes show the average price has climbed 5.4 per cent over the last year to about $550,000. The same level of price increases is occurring in the resale market. Of course, every property owner is also a potential landlord, so the strong economy that is powering home price increases is also felt by renters. Edmonton vacancy rates are expected to remain under two per cent through 2016. That will drive rent increases steadily higher. That trend is much appreciated by landlords but is a further burden on the people who have to cough up a rent cheque 12 times a year. All of Edmonton’s real estate trends are driven by the flood of newcomers in recent years. Just within Edmonton’s city limits, new neighbourhoods gained an eye-popping 113,000 people in the last decade. These same areas are attracting by far the most buyers – more than four out of five of all new homes built in 2013. Plenty of new homes are also popping up outside the capital city’s borders; almost three out of 10 new homes built in the metro area in 2013 were in surrounding communities. Despite the strong growth in the community, Edmonton remains one of the most affordable major Canadian cities to own a home. When compared to income, a home in Edmonton eats up less of the owner’s budget than in Calgary, Vancouver, Toronto, Montreal or Ottawa. That’s because salaries in Edmonton – like many other things here – have seen strong and steady wage increases. In the old story about the race between the tortoise and the hare, it was the slow and steady approach that led to victory. brand new condo! What could be more exciting? Once the construction has been completed, a buyer might think that moving in is the easy part, right? Well, maybe. Jordan Beach, vicepresident of sales and service for Calgary condo developer Qualex Landmark, says that even though an approximate completion date might be given in the purchase contract, the process can be complicated once construction has been completed. The developer, the City and the Land Titles Office all have to coordinate with each other to ensure that the Occupancy Certificate has been granted and

NOW WHAT? the Condominium Plan has been registered. The timing for these important steps may be affected by many outside factors like contractors, third-party suppliers, and even the weather. For example, Beach says, it is not unusual for the City take to take two to four months to issue the Occupancy Certificate after construction is completed. Once in the position to move forward with occupancy, the developer will send the homebuyer a homeowner’s package explaining the specifics of the possession date and the process for moving in. The package is likely the single most important source of information that the buyer will have. Beach says that “some buyers are busy or don’t realize the importance of the homeowner’s package and to read documentation can be a bore, but we cannot stress how important it is to read the updates.” Generally speaking, Beach says, the lower units will have notice of their actual possession dates three weeks in advance and higher units will receive a little more notice. Once the buyer has a possession date from the developer, it is advisable to start making inquiries to moving companies and other related services, like Internet, cable television and utilities. Not only do the homebuyers have to coordinate their moving plans for the possession date given by the developer, they have to turn their minds to two other extremely important issues: finding a lawyer for their purchase transaction, and finalizing their mortgage financing. Because of the rules related to mortgage funding and Land Titles registration for newly built condos, buyers should meet with their lawyer for document signing at least 10 business days prior to possession date. If the document signing does not take place within this time frame, there is the possibility that the mortgage lender will not be able fund on time and the possession date will have to be moved forward. Buyers should not book holidays or other trips out of the city during the two-week period prior to their possession date. Most banks will not agree to have a mortgage funded on the basis of a Power of Attorney having been signed by the buyer, so the buyer’s availability for signing is critically important. Developers may be able to accommodate requests for specific possession dates, but when hundreds of new owners are moving into the building, alternate possession dates may not be available. Moving into a brand new condo might be one of the most exciting things you’ll ever do, but patience, planning and good communication with the developer, the mortgage lender and the lawyer is essential to ensure the whole process goes smoothly.

STEADY HOUSING OUTLOOK FOR 2015 HOUSING STARTS IN 2015 WILL REMAIN SIMILAR to 2014 and in line with economic and demographic trends, according to the 2014 Housing Market Outlook, Canada Edition released by Canada Mortgage and Housing Corp. (CMHC). Some moderation is expected in 2016. “The trend for housing starts has been up in recent months, particularly in multi-unit structures. This has been broadly supported by key factors such as employment, disposable income and net migration, which are expected to continue to be supportive of the Canadian housing market over the 2014-2016 forecast horizon,” says Bob Dugan, chief economist for CMHC. “CMHC’s latest forecast calls for a slight moderation in multi-unit starts during 2015, which will be offset by an increase in single-detached starts. Looking ahead to 2016, expectations are for total starts to moderate as builders focus on reducing their inventories.” On an annual basis, housing starts are expected to range between 186,300 and 191,700 units in 2014, with a point forecast of 189,000 units. In 2015, housing starts
are expected to range from 172,800 to 204,000 units, with a point forecast of 189,500 units. For 2016, housing starts are forecast to range from 168,000 units to 205,800 units, with a point forecast of 187,100 units. Multiple Listing Service (MLS) sales are expected to range between 467,400 and 482,000 units in 2014, with a point forecast of 476,100 units. In 2015, sales are expected to range from 457,300 to 507,300 units, with a point forecast to 482,500 units. For 2016, resales are forecast to range from 448,000 units to 508,000 units, with a point forecast of 477,200 units. The average 2014 MLS price is forecast to be between $401,600 and $405,400, with a point forecast of $404,800. The average 2015 price is expected to be between $403,600 and $417,800, with a point forecast of $410,600. The average 2016 price prediction is between $407,300 and $424,500, with a point forecast of $417,300. he holidays are just around the corner and only the most savvy of us have everything under control. That’s one of the problems with our very busy lives… there’s just no time. But if you want to have a happy holiday that doesn’t leave you holding your aching head when the bills roll in come January, you have to start planning early. The longer you wait, the more you’re prone to give in to stress, make impulse purchases, blow your budget or even buy a lame gift. Look at your holiday spending as you would any other big-ticket item. While you’re splitting the cost among a variety of expenses, the bottom line is still the same – you’re spending a lot of money in a short period of time. In the best of all worlds, you would have started saving for your holiday spending in January. Yes, you would have made it a budget item and set aside $10, $50, $150 a month so when the season rolled ‘round, you’d be ready. After all, it’s way easier to set aside $100 a month than to come up with $1,200 all at once. This is how I do it, and come August I start keeping my eyes open for “deals” on things I know my friends and family will love. IF YOU CAN’T DO THAT, START HERE, WITH THIS “HOLIDAY SPENDING PLAN”:
›› Write down the amount you want to spend in each category of holiday expenses. Gifts are only the beginning – don’t forget to account for travel costs, postage and shipping, decorating, greeting cards, entertainment and photos. ›› List the people you plan to shop for under the gift category, then divide up your budget accordingly. Limit your budget to what you can afford right now and avoid a financial hangover in the new year. If you spend $500 on a credit card at 18 per cent interest, and pay the minimum each month, it will take you seven years – and cost $365 in interest – to pay it off. Consider setting a dollar limit on gifts or drawing names among extended family, roommates or coworkers. ›› Jot down any gift ideas that you might have for the people on your list. CANADIAN HOMEBUYERS ARE FORGOING LARGER LOTS and extra bedrooms of the ‘burbs in favour of urban conveniences close to home, according to a recent report titled Emerging Trends in Real Estate 2015, released by PwC and the Urban Land Institute (ULI). Urbanization is no longer a growing trend, but rather the “new normal.” Hot on the heels of these city-bound homebuyers are developers who are keen to meet buyer demand and add value to their properties by exploring new mixed-use opportunities, like condos and rental apartments which combine residential and commercial components. “In the Canadian market, the bidding on prime properties can be quite competitive. In response to this competition, the market has become very creative in finding ways to enhance value. The convergence of residential and commercial development is a way to illustrate this value,” says Frank Magliocco, national leader, Canadian Real Estate, PwC. “Residential developers have started to add retail and other services such as health care and education in a bid to attract buyers. Likewise, commercial developers are including residential components to their office and retail projects.” Canadian real estate at a glance: The best places to be in 2015 Edmonton and Calgary have been named Canada’s top real estate markets, scoring high across the board for investment, development and housing. Toronto ranked third, with continuing migration by residents and retailers to the city core, and an already strong condo market further solidified by a lack of affordable housing. Following closely in fourth, Vancouver is expected to lead in growth in 2015, with steady foreign investment pouring into its robust housing sector.
