It’s easy to say NIMBY, “not in my backyard,” when it comes to new development. After all, construction often brings increased congestion and inconvenience. But as with every story, this one has two sides.

According to the City of Edmonton’s 2015 Annual Growth Report, the Capital Region is expected to grow to just under 2.2 million people by 2044, with Edmonton reaching 1.4 million during this time. Based on this anticipated increase, Edmonton will require 270,000 new housings units. If “not in my backyard,” then where?

Hey NIMBYs, listen up! Because the development industry is listening, too

WE’VE ALL HEARD THE ACRONYM, yet not everyone knows what it means – what it really means. NIMBY, or “not in my back yard,” implies just what it says. “Yes to new housing, schools and community development, just not right where I live, thank you very much.”

Metathesiophobia – the fear of change NIMBYism isn’t just about antidevelopment. It can be viewed as “anti-change,” and its ripple effect is far-reaching. What happens when cities stop attracting new residents and business? Let’s just say that aging populations and infrastructure typically do not support growth. “[Residents] see towers going up around the city, new retail springing up, and they experience the congestion and traffic that comes with, what seems like, constant construction,” says Bob Finnigan, president of the Canadian Home Builders’ Association and COO Acquisitions & Housing at Herity. “Then, when they see a proposal for a building close to home, whether it’s a small infill project or a multi-storey tower, they tend to view it in a negative light.”

It’s easy to sympathize with the NIMBYs when residents consider the congestion, traffic and general unrest that typically comes with construction, but Finnigan is quick to point out that once construction ends, life returns to normal and the new developments bring positive change. For example, Finnigan notes that after seeing 15 to 20 years of intensification developments in Toronto, it’s a better place today than it was before change came about.

Get schooled “Developers don’t just build what they want and where they want it,” Bryan Tuckey, president and CEO of the Greater Toronto Area’s Building Industry and Land Development Association (BILD), wrote in a recent column. “There are numerous government policies and plans at all levels that dictate where and how development happens.”

Tuckey points to the Ontario government’s Greenbelt and Growth Plan, which has changed how development happens in the GTA by mandating that 40 per cent of all new homes be built within existing communities. As a result, there’s now an equal split of highrise condos and single-family homes under development.

Still, there’s little understanding for the provincial plan, and even less support for intensification.

Bob de Wit, CEO of the Greater Vancouver Home Builders’ Association, calls NIMBYism a property rights battle between today’s residents, who are numerous, well-organized and fighting to maintain a lifestyle, versus the growth required to house tomorrow’s residents, who are not as organized.

With more people come more amenities like shops and restaurants. All this leads to higher property values and means local governments collect more property taxes, which they can invest in things like parks and transit.”

In Toronto, Calgary, Vancouver, or any other growing municipality, the issues are very much the same.

De Wit says the impact of delaying development has negative ramifications on future homeowners and cities as a whole. “Delays in rezoning and building permits increase the estimated project completion time, and ultimate cost, which gets passed onto the homebuyer,” he says. “At the same time, a lack of housing inventory will continue to drive the price up of available housing stock as Vancouver struggles to deliver appropriate housing supply. It also puts the city in a position of catching up rather than being proactive.”

Now, replace “Vancouver” with “Calgary,” “Toronto,” “Montreal” – it still makes sense.

Guy Huntingford, CEO of CHBA-UDI Calgary Region Association, says the biggest problem with NIMBYism is the misconceptions on which it is based – namely the belief that change and densification are negative. “In nearly all cases, it is actually a way to revitalize and drive increased property values for existing communities.

“A lot of issues are fear-based and founded in hearsay and disinformation.

Therefore, a constant and positive education and dialogue on the issues that create NIMBY tendencies is key to success for the city and region.”

“You have to include constructive criticism and reasoning into any decisions – especially because development decisions can affect a neighbourhood forever.”

From this perspective, a NIMBY “win” could be considered a victory for all.

“If they win, it implies things like an adjustment to a development proposal, made based on their concern,” Finnigan says – often valid concerns about a development proposal that may have originally been too aggressive in nature.

“Whether it be height, coverage, use, architecture or some other item, the fact that their concerns were listened to and acted on allows us to take these concerns into consideration on our next project. This way we can use special care and attention when putting together a new proposal.”

A new era of energy efficiency

THE ENERGY EFFICIENCY OF HOMES is getting plenty of media

attention these days as the provincial government focuses on reducing greenhouse gas emissions.

At a recent news conference, Municipal Affairs Minister Danielle Larivee highlighted the transition to new construction codes for buildings.

“A more energy-efficient home is a comfortable home, one that keeps the heat in, the cold out and money in your pocket. These new requirements will ensure that Alberta continues to be a leader in the fight against climate change and a competitor in the carbon-constrained economy,” Minister Larivee told reporters.

Changes included updating or adopting a half dozen codes, including building, energy and electrical standards. Alberta’s buildings of all types – residential, commercial, industrial and institutional – are responsible for about seven per cent of greenhouse gas emissions.

For new-home buyers, this will mean more energy-efficient windows, lighting, building envelope, insulation, heating, service-water heating, ventilation and air-conditioning.

In addition to lower energy bills, homes will be more comfortably and evenly heated. Tighter air sealing will have another benefit – quieter homes that screen out more noise from outdoors.

surprise to CHBA members who make it a priority to stay on top of changes in the industry.

Builders have been getting ready for the recent energy efficiency code changes for the last couple of years, and many were already exceeding the new code requirements when they took effect on Nov. 1.

Development of new energy codes starts with the National Research Council and includes a procedure that gathers input from all three levels of government, the construction industry and the public.

It’s a rigorous process that dates back to development of the first National Building Code in 1941, when construction technologies and techniques were vastly different from today. To ensure that the latest innovations are applied safely, a new edition of the national code is published about every five years.

That means new codes are always coming down the pipe for adoption by individual provinces. For example, updated natural gas and private sewage codes kick in on Jan. 1, and a new round of energy efficiency

changes is already in the works that will continue to raise the bar for new homes.

Construction codes are just one of the increasingly complex challenges involved in building a new home these days.

CHBA members in Edmonton meet monthly to hear expert presentations to help them stay ahead of the curve. The annual Residential Construction Industry Conference provides technical presentations on advancements in building science and updates from suppliers and manufacturers on the latest technologies.

Holidays without hassle: 10 tips to get you through the festive season

opportunity to see old friends, enjoy time with family, celebrate the events of the year past and dream about the year approaching. But it’s also hectic, with shopping, wrapping, travelling, entertaining, and cleaning up after it all. The worst thing that can happen is to wish it all away, thinking you’ll be happy when it’s all over. It’s a lot of work, but these 10 tips will help keep you organized – and sane – putting the pleasure and joy back in this time of year. » Create a gift-wrapping zone. Save time and make wrapping presents a pleasure by transforming a spare room (or part of a room) into a giftwrapping centre for the holidays.

Set up a table or use a rolling cart to put out your supplies (gift wrap, scissors, tape, pen, cards and bows) and keep everything you need in one place. Create the right atmosphere by adding some festive music, a scented candle and a cup of hot chocolate to get you into the holiday spirit. » Store items near their point of use. Save steps and precious time by storing things close to where you use them. For example, save yourself a trip up the stairs to the linen closet by keeping your tablecloths in a drawer, cupboard or chest in the dining room. It makes entertaining a breeze!

» Repurpose your gift-wrap tubes.

Use your empty gift-wrap tubes to store mini-lights. Put a slit in each side of the tube. Insert the plug at one end and wrap the cord all the way around the tube, tucking the bottom of the light strand in the slit at the other end. Store the tubes in a garment bag hanging from a hook on the wall, or the ceiling in the basement or garage. » Run errands efficiently. Keep a collapsible crate in the trunk of your car for easily transporting items to a dinner party or for things to return like library books or storebought items you want to take back. It folds out of the way quickly when not in use.

» Get unplugged to create more time over the holidays. Do you feel like there’s so much to do and so little time? Challenge yourself to unplug the TV for one full week and notice how much more you can do in all the free time you’ll have. » Let go of the excess – you don’t have to keep decorations forever!

When you are unpacking your holiday decorations, consider letting go of the items you no longer enjoy looking at. Our tastes change and styles come and go. There’s no rule that says you have to keep every decoration forever – especially that tacky plastic flower arrangement your ex-mother-in-law gave you 20 years ago! Give some away to

charity, or if you have family or friends who have recently moved into their own place, ask if they’d like to have them until they accumulate their own collection. » Gift certificate? What gift certificate?

Gift certificates are easy to give and great to receive, but are often lost and forgotten until they expire. Keep your gift certificates in an envelope in your purse or your car and put a reminder on your calendar one week before the expiry date so you can use and enjoy them. » Return items in a timely fashion to save money and space. Whether it is buyer’s remorse or dissatisfaction with an item after we’ve brought it home, we all have things to return to the stores at some point – especially after the holidays. A

problem arises when these “to be returned” items accumulate in every part of our home and we forget we have them. Most store return policies only allow seven to 14 days for a full refund. To recoup money and reclaim space, designate a small area (preferably near the exit you use most) to place things that are on their way out.

A box or basket may be helpful if you have several items. Tape the receipts to the purchases and schedule a time in your planner to take them back before it is too late. » Pay yourself first. Block time now to give yourself a break later. Choose a day (or at least half a day) during the holidays to do what’s fun for you. You can spend it skating, relaxing at the spa, or taking in a

movie. The important thing is that you feel renewed and refreshed because you gave the gift of pleasure and relaxation to yourself. » Avoid holiday over-load. Limit social engagements to only those you truly want to attend.

Book some downtime between social events so you don’t feel overextended. Schedule only 75 per cent of your day to allow for traffic delays, long line-ups and other unexpected occurrences.

SOME ASSEMBLY REQUIRED There’s a new trend in the home building industry that has some people scratching their heads and saying, “Huh?” What I’m talking about is the emergence of prefabrication into the normal stream of housing construction. Some forward-thinking homebuilders are prefabricating some, or nearly all, of their new homes in an indoor facility. This really isn’t anything new – the modular home industry has been doing this for years. The difference now is to what degree of industrialization the factory employs. Some companies are building the home in the conventional way, just indoors, and some are even using precision machinery to put the home together.

There are several types of prefabrication, but two main ones – modular construction and panelization.

Modular construction should be familiar to most Albertans. These are fully-assembled homes trucked to site in one or more pieces. We see these moving along our highways quite regularly. These are complete homes (for the most part) that just require placing onto a foundation. This method is less common in the urban areas as moving a home of this type down the street in a subdivision is difficult and exterior elevation possibilities are limited. The other method is panelization. The panelization method has come over from Europe where it has been used successfully for many years. In this system, walls, floors and roofs are assembled as components in the factory. The components are then taken to site and assembled into a house, townhome, duplex or multistory condominium. This assembly process results in a home coming together in a fraction of the time when compared to traditional site-building. There are a few homebuilders doing this now in Alberta, but many more will come in a short time. The level of completeness ranges from framed walls, to walls insulated with windows and doors in place, to complete closed-wall panels.

Building a home indoors, away from the elements, makes sense. I cannot support the argument that a home built in -20°C with wind and snow is put together

as well as a home built in a climate-controlled +20°C. Furthermore, although some of our interior building components can take some exposure to weather, why would we want them to? Quality is usually higher in these products as well, especially if the factory is mechanized. The new European machinery available now is incredibly precise in cutting (less than 1mm tolerance) and the assembly machines put walls together precisely the way they are supposed to – with no variance.

There used to be a stigma around “pre-fab” construction. Many of these concerns were quite real. However, with new building codes and stricter quality assurance standards, these issues are long past. The consumer still has to be vigilant though, and look carefully at the offerings from both a traditional builder and a prefabrication builder. Make sure the quality is what you expect. And, most of all, remember that no matter which style of home you purchase, there’s still some assembly required.

Canadian homeowners not prepared for emergency expenses: Manulife Bank survey DESPITE THE POPULAR BOY SCOUTS MOTTO, almost half of Canadian

homeowners are not prepared to deal with a financial emergency, while four in 10 have some difficulty managing common expenses associated with home ownership, according to a new survey by Manulife Bank of Canada.

About one-quarter of those polled have $1,000 or less set aside for an emergency, and another quarter of respondents don’t even know how much emergency savings they have.

Millennial homeowners (those aged 20 to 34 years) report the lowest amount of emergency funds among the respondents, at just $3,500.

Among homeowners with mortgage debt, 38 per cent said they have some difficulty affording their mortgage, utilities and maintenance.

“It’s undoubtedly stressful living paycheque-to-paycheque,” says Rick Lunny, president and CEO, Manulife Bank of Canada. “If you don’t have extra cash at the end of the month, it’s very difficult to build a rainy-day account. For those who find themselves in this situation, a good place to start is working with an advisor to create a budget. Many people are surprised at how much of their money is going toward things that they don’t consider that important.”

On average, Canadian homeowners with a mortgage reported $174,000 in mortgage debt, and more than one-quarter of their net income goes toward making mortgage payments.

However, almost three in 10 homeowners spend more than 30 per cent of their net income on mortgage payments.

have difficulty making their regular mortgage payment within three months if the main income earner in their household lost their job.

Manulife Bank recommends homeowners have enough emergency savings to cover three to six months of expenses. “A financial buffer is an important part of a financial plan,” Lunny says. “A highinterest savings account is a good option. Or, if you’ve got a home equity line of credit, you could use your savings to reduce your debt and save interest – and still have access to that money if an emergency arises.”

One-third of mortgage holders say they could manage a mortgage

payment increase of up to 10 per cent without encountering any financial difficulty, and about 40 per cent could manage an increase of 20 per cent or more. However, one in six respondents would encounter financial difficulty with any increase to their mortgage payment.

According to Manulife Bank’s mortgage calculator, a homeowner with a mortgage balance of $174,000, an interest rate of 2.89 per cent and a 20-year amortization period would have monthly payments of $954. For payments to increase 10 per cent to $1,049 per month, the interest rate would need to increase by just over one per cent.

Many are taking advantage of low interest rates to reduce debt More than four in 10 homeowners say they are taking advantage of the low interest-rate environment to pay down their debt quickly, while just one in 10 are using low rates to place less focus on debt repayment.

Almost half of Millennials and Generation X (those aged 35 to 51 years) are using low rates to accelerate debt repayment, while just one-third of Baby Boomers (52 to 69 years) are doing so.

Millennials and their money Millennials were more likely to say that mortgage rates are currently too high, with 36 per cent of them feeling that way, compared to just 11 per cent for Baby Boomers.

“The survey results may be more reflective of monthly mortgage costs, which are a function of debt and interest rates,” says Philip Petursson, chief investment strategist at Manulife Investments.

“Perhaps the emphasis is misplaced on interest rates, given the fact that interest rates are at decade lows, as opposed to the real driver of higher mortgage costs, which is housing prices.”

The average chartered bank posted five-year fixed mortgage rate was at 4.64 per cent in June, a 40-year low, according to Statistics Canada. By comparison, the rate was 21.75 per cent in September 1981.

In addition, almost four in 10 Millennials indicated their home needed repairs that they couldn’t afford, higher than Generation X and Baby Boomers.

Millennials are also more comfortable than other generations with carrying a credit card balance.

Thirty-one per cent of Millennial respondents felt it’s not a “big deal” if they carry a balance on their credit cards. By comparison, only 24 per cent of Gen X respondents and 21 per cent of Baby Boomers felt the same way.

Among those surveyed, 17 per cent of Millennials have no mortgage debt. That compares to 24 per cent for Gen X respondents and 57 per cent for Baby Boomers.

Gen X concerned about saving for retirement About one in three Gen X respondents expressed confidence in their ability to maintain their lifestyle in retirement, compared to 41 per cent for Millennials and 45 per cent for Baby Boomers. Not being able to save for retirement was noted as the top source of stress for Gen X respondents (41 per cent), followed closely by not having enough time for everything (40 per cent).

Boomers confronted with expectations versus reality in retirement Seventy-nine per cent of Baby Boomers said they would prefer to live in their current home in retirement. Yet, 22 per cent indicate their home will represent more than 80 per cent of their wealth when they retire, and a further 18 per cent say it will represent between 61 and 80 per cent of their wealth.

Budgeting for holiday shopping

THE HOLIDAYS ARE just around the corner, and only the most savvy of us have everything under control. That’s one of the problems with our very busy lives… there’s just no time. But if you want to have a happy holiday that doesn’t leave you holding your aching head when the bills roll in come January, you have to start planning early. The longer you wait, the more likely you are to give in to stress, make impulse purchases, blow your budget or even buy a lame gift.

Look at your holiday spending as you would any other big-ticket item. While you’re splitting the cost among a variety of expenses, the bottom line is still the same — you’re spending a lot of money in a short period of time.

In the best of all worlds, you would have started saving for your holiday spending in January. Yup, you would have made it a budget item and set aside $10, $50, $150 a month so when the season rolled ’round, you’d be ready. After all, it’s way easier to set aside $100 a month than to come up with $1,200 all at once.

This is how I do it, and come August I start keeping my eyes open for “deals” on things I know my friends and family will love.

Failing that, start here, with my holiday spending plan » Write down the amount you want to spend in each category of holiday expenses. Gifts are only the beginning — don’t forget to account for travel costs, postage and shipping, decorating, greeting cards, entertainment and photos.

» List the people you plan to shop for under the gift category, then divide up your budget accordingly. Limit your budget to what you can afford right now and avoid a financial hangover in the new year. If you spend $500 on a credit card at 18 per cent interest, and pay the minimum each month, it’ll take you seven years – and cost $365 in interest – to pay it off. Consider setting a dollar limit on gifts or drawing names among extended family, roommates or co-workers.

A dash of planning and a dab of creativity can also help you keep your entertainment costs under control » Invite guests to bring something to share at a potluck dinner. » Serve brunch, throw a finger-food party or host a wine and cheese tasting instead of a full-blown turkey dinner.

» Co-host a party with a pal or sibling, and share the cost. » Make sure you set a dollar limit for your soirée. And list the items, ingredients and décor you’ll need and how much each will cost. » Remember, that the best gifts don’t have to cost money. If you’re financially challenged this year, offer up your time babysitting, cooking meals, house cleaning, massaging, sewing, knitting, transporting, or whatever else you’re good at. Clip a picture of the service you’ll provide and be clear on how often, as in “I’ll babysit one weekend a month from February to June.” Or better yet, make your own coupon book.

There now, you don’t have to worry about starting the new year with a financial hangover.

in the daily forecast isn’t a popular choice for many Canadians. It’s cold and slippery; but with some extra safety precautions, winter moving also has many advantages.

Moving last minute? No problem, if it’s during the cold months.

Choosing to move in the “off season” – sometime between November and March – can save you time and money.

Summer is the busiest season for moving companies. This means you must be well prepared, booking six to eight weeks in advance to ensure your preferred moving company is available. Not only are they higher in demand but generally their rates are also more expensive.

Some companies may be more willing to negotiate their rates during the winter months as they’re competing for business during the slow season. Likewise, less rush and stress for companies in the winter means you get their best employees resulting in a higher quality of service.

With everything booked, now comes the packing. Follow these tips for a relaxed and toasty move – no matter what’s going on outside those frosted windows. » Have a contingency plan. Keep up to date with local weather forecasts and change your plans accordingly.

If a big snowfall or freezing rain is expected the morning of your move day, don’t risk it. » Carry extra warm clothes for you 58 YPNEXTHOME.CA

and your family – including hats, gloves and snow pants. Pack these ahead of time and clearly label them so you can locate them immediately. » Remember your items will be in a non-heated environment for a while. Ensure your plants, electronics and liquids are properly packed and protected from the cold. » Allow extra time on the move day – cold weather slows things down.

Additionally, rushing in the winter can lead to accidents and injuries. » Have driveways and sidewalks cleared of snow before the movers arrive. Your driveway needs to be ploughed wider than usual – enough to allow the moving truck’s loading ramp to be positioned as close to your front door as possible. Lay plywood down on muddy or slushy areas. Slipping can not only lead to dropped boxes and broken possessions but also personal injury.

» Quality movers will use floor runners to protect your floors in high traffic area but for extra protection inside, cover your floors to protect them from tracked-in snow, mud, and salt. » Drive safe. Make sure maintenance and service on your vehicles is current. Check the air pressure on your tires and ensure the trunk is equipped with emergency kits (matches, flashlight, food), blankets, and shovels. Drive slowly with extra caution. » Be certain that your heating company for your new home is aware of your move in day.

Wintertime moving doesn’t have to be wet and miserable. With these reminders, you’ll be packed up, moved and basking in the warmth of your new home before you know it.
