It would be foolish to pretend that all is rosey in Wild Rose Country. The economy and housing markets in Alberta are feeling the pinch of a prolonged slump in oil prices – plain and simple. It does no good to think otherwise. But, now more than ever, it pays to keep things in perspective. All the talk about Canada’s hottest real estate markets currently involves mostly Toronto and Vancouver. But would you believe, if we take this

discussion to a more historical level, Alberta, in fact, is a stellar performer? Indeed, according to data from ReMax, Edmonton is the top market in Canada in terms of annual rate of return over the last 20 years. Edmonton has yielded 6.64 per cent annually from 1996 to 2015. Those “hottest” markets of Toronto and Vancouver – 6.21 and 6.16 per cent, respectively. Relax, Edmonton, history is on your side.

Landmark Homes to build a 64-unit, fourstorey condominium in 12 working days LANDMARK HOMES began construction on its latest condo project,

Stonehaven, on Jan. 11. In a remarkable 12 working days, the building will be framed, fully insulated, have siding installed and be complete with windows and doors. Landmark Homes pre-builds many elements of their homes in an indoor manufacturing facility, making on-site work take a fraction of the normal amount of time. This is the first time the company is applying these principles to a multi-storey condominium project. The benefits for the homeowner are many. The structure is precisionbuilt through the use of robotics and engineered lumber, making the “bones” of the building straight and sound. Additionally, spray foam insulation results in a tightly sealed building envelope that contributes to increased energy efficiency of the building. Michael Kopp, general manager for Landmark’s condominium division, says, “The timing was right for this project. We had lots of lead time and are excited that we could apply precision building techniques to a condominium build – a first for us.” “A traditional site built project would typically take 3.5 months for the structure alone. To complete it in 12 working days with a higher level of quality is really an accomplishment,” he adds. Not only does manufacturing translate to benefits for the customer, but also the environment. Through this innovative process, construction

waste and carbon emissions are significantly reduced, helping support Landmark’s pledge to Green building. “Landmark has a long-standing commitment to transform the way the industry builds homes and we are thrilled that Stonehaven will embody the qualities we have already integrated into our single-family homes and townhomes,” says Reza Nasseri, CEO of Landmark Group of Companies. “We have always pushed the envelope taking on the newest advancements in technology and energy efficiency whenever we can. Manufacturing and sustainability are always at the forefront of our minds and we constantly aim to improve in these areas. The first Stonehaven homeowners are expected to move in this summer. You can watch the building’s progress by visiting stonehavencondos.ca or by driving by the site located at 812 Welsh Drive SW.

JAN 29 - FEB 26, 2016  |  NEW CONDO GUIDE  19

Today’s “Buyer’s Market” Could Mean Timely Savings On A New Home

The Canadian Real Estate Association (CREA) is projecting that Alberta’s real estate market will favour buyers more in 2016 compared to 2015. Specifically, the CREA believes this year’s buyer will benefit from greater choice and, thus, more negotiating power on price. In January, Intelligence House (IH) noted media coverage on this situation as it pertains to the Edmonton regional resale market where active listings began this year up 66% over last year (+28% across the Calgary region). These media stories mentioned households who have recently reduced their asking price in order to sell their home faster in today’s “buyer’s market”. Stories like this highlight the interesting process by which this market will eventually find a new balance between initial listing prices and what buyers are willing to pay. Eventually, the prevailing motivations of this year’s sellers and buyers will bring the number of active resale listings back toward more historically sound levels, at which point any buyer advantages that exist today will begin to deplete. We believe the positioning of this process can be statistically tracked by watching how current active listings compare with a rolling seasonal average over five years (Edmonton and Calgary regions’ active listings were 45% and 54% above this average respectively, at the end of December 2015). Currently, buyers in the Edmonton or Calgary markets can rest easy as it remains a good time to buy! However, if you are considering purchasing a

new home later in 2016, hindsight may reveal that right now is the best time to buy. IH has come to expect new home builders to be more price flexible when inventories of unabsorbed housing (yet ready for occupancy) is high by historical reference amidst high levels of inventory in their regional resale markets. In December 2015, the total amount of new housing units ready for occupancy in the Edmonton and Calgary regions were 18% and 12% greater than their respective five-year rolling seasonal averages. IH believes these increases are more temporary, rather than long term. Unsurprisingly, we noticed a number of timely promotions being marketed in showhomes and sales centres across these markets in January that were specifically, and in some cases aggressively, designed to move units that were ready for or nearing occupancy (the remnants of which might be viewed throughout the pages of this publication). That said, the key descriptor of these promotions is “timely”, as many were tied to specific units or a specific number of sales in 2016. Regardless, these promotions signal that new home builders are taking action to reduce any negative price pressure that an overabundance of move-in-ready homes might have on their market throughout 2016 by addressing this situation at the beginning of the year. With all of this in mind, the fact remains that the level of choice for buyers has increased, along with their negotiation power. If a new home is on your radar, it may be wise to make that decision sooner rather than later.

Intelligence House is Alberta’s newest and most innovative Real Estate Marketing Agency with a focus on strategic market intelligence which includes full research, marketing and sales / leasing services for the real estate industry. Our Calgary office is now open!

They know the community, they know the amenities and residents, and they know how to build great projects (they’ve built over a dozen projects in the area to date). This is amplified at The Leger. The Leger’s 60 units include two-bedroom, two-bathrooms, and are between 1,250 and 1,550 sq ft. All units features nine-foot ceilings, premier finishings like hardwood and tile floors, granite countertops, seven appliances (stainless steel appliances in the kitchen) and oversized balconies. All homes are self-contained, too, with their own hot water tank and heating system, and in-suite laundry. The building will also have low condo fees because there are no common amenities in the building—other than the heated underground parking. Instead, resources are put toward towards elements like soundproofing and improved construction materials. The Leger is in a prime location, in the heart of Terwillegar. It is steps from the new multimillion dollar Terwillegar Community Recreation Centre (with its pools, indoor track, gym, gymnasiums, ice sheets and indoor playground) and just a quick hop to

Advice | CHBA ALBERTA

Making the right real estate choice By Jim Rivait

WONDERING WHETHER THIS IS THE RIGHT TIME for you to buy a home?

Every homebuyer has doubts, but a new report from Mortgage Professionals Canada shows that purchasers – regardless of whether they bought their home back before Nirvana was leading the rise of grunge music to today’s Auto-Tune generation – are overwhelmingly positive about their decision after they take the plunge. People who bought a home before 1990 and had the benefit of plenty of time to assess their decision were most certain they made the right choice. A total of 95 per cent were happy, and none of the buyers in the survey regretted their decision. Buyers across all generations shared those views, with more than 90 per cent saying they’re happy they bought a home, and just three per cent expressing any regrets. Satisfaction with their home purchase isn’t the only thing homebuyers from different eras share – they also tend to see a home the same way. Whether they are 18 to 34, 35 to 54, or in the 55 years-plus category, buyers see their homes around 75 per cent as a place to live and 25 per cent as an investment.

Where we start seeing a real difference between generations is among those who do not own a home. Almost half the 18 to 34 age group says they need extra time to save for a down payment, and more young people report they are still establishing their financial and employment stability. Young people are also far more hopeful that they can guess the right time to enter the housing market, with 28 per cent waiting for home prices to decrease, compared to only 13 per cent in the 35 to 54 age bracket. Balanced against the concern about market timing – even among the youngest potential buyers – is widespread confidence in the long-term value of a home purchase; only four per cent say they don’t believe homeownership is a good investment. Thinking about owning a home also stresses out a lot more young people, perhaps because older generations have had more chances to observe how people manage the responsibilities of home ownership. There’s no doubt that repair costs are a big concern for first-time homebuyers. When the Canada Mortgage and Housing Corp. conducted its annual survey, unexpected costs for major repairs worried a majority of first-time buyers. More than a third found those concerns were real when they found themselves on the hook for the cost of immediate repairs after they took possession. One way for first-time buyers to relieve stress is to consider purchasing a new home. The many advantages of new homes are a confidence booster when making such a big investment. So is a 10-year warranty that provides assurance you’re still covered even if an issue arises long after construction. To learn more about the advantages of new homes, check out the consumer resources on the CHBA Edmonton Region website. It’s also where you can find CHBA members with the experience and expertise to guide you through your purchase. The Canadian Home Builders’ Association - Alberta represents more than 1,500 business members, including new home builders, renovators, developers, trade and supply companies and professional services. Find a local builder at the CHBA Edmonton region website chbaedmonton.ca

Preparing for the new down payment requirement By Wayne Karl

FEB. 15, 2016 LOOMS large on the

mortgage landscape – that’s when the new down payment requirement kicks in for properties between $500,000 and $1 million. Federal Finance Minister Bill Morneau in December announced changes to the rules for governmentbacked mortgage insurance, intended to contain risks in the housing market, reduce taxpayer exposure and support long-term stability. Effective Feb. 15, the minimum down payment for new insured mortgages will increase from five to 10 per cent for the portion of the house price above $500,000. The five-per-cent minimum down payment for properties up to $500,000 remains unchanged. What does this mean for first-time homebuyers? Buying a house for less than $500,000? » The new down payment requirement will not affect you

For example, if you’re buying a property for $800,000, you would need to make a down payment of five per cent on the first $500,000 ($25,000) and 10 per cent on the remaining $300,000 ($30,000). This would be equal to a total down payment of $55,000, or 6.9 per cent of the total purchase price, or an increase of $15,000. Buying for more than $1 million? » The changes will not affect you. You’ll need a down payment of 20 per cent, before or after the change in regulations on Feb. 15 Regional markets to be impacted While the new down payment requirement was intended primarily to slow the housing markets in Toronto and Vancouver – where average home prices are $630,876 and $947,334, respectively – the impact could be felt most elsewhere. CIBC Deputy Chief Economist Benjamin Tal says Calgary will be hit hardest,

due to the large share of high-ratio mortgages. In this city, the new measures are estimated to impact about 10 per cent of new sales, while in Toronto the figure is five per cent; in Vancouver, just 2.5 per cent. Spike in homebuying activity Toronto-based Mortgage broker and wealth planner Calum Ross expects the new rules to cause a spike in activity before the deadline. “Unexpected changes to the market that make access to capital more difficult historically have had a significant short-term impact, followed by an adjustment,” he told New Home Guide. Expect market activity to go up substantially on homes priced between $500,000 and $1 million through until the deadline.

Buying for between $500,000 and $1 million? You have four choices: » Buy before Feb. 15 to avoid the new requirement, to still be able to put down five per cent » Delay your purchase until you’ve saved the additional funds for the new, higher down payment » Somehow come up with the additional funds now, say, with help of the Bank of Mom and Dad, or » Buy a home that is priced at less than $500,000. Depending on the market you’re in, that could mean you’d then be looking at condo, instead of a lowrise home

The best way to create a custom rug at an economical price is to have it made from broadloom or a typical roll of carpet. If you select an end of roll or something that has been discontinued, you will see an even greater return on investment. Just measure the size you need and then go and see what matches at a local carpet retailer. Once you have selected a style, the store will bind the edges to create an area rug!

Window treatments When our clients purchase a new home from a previous homeowner, we sometimes suggest including the window treatments in the deal, leaving them one less thing to worry about until they get settled. Unfortunately, this is not something that can be done with a newly built home. There are a couple of options here to get immediate privacy without spending a fortune and waiting weeks, if not months, for custom window treatments to be ordered and installed.

Temporary shades For immediate privacy in your new home, you can get temporary shades from stores like Lowes or Home Depot. These come in 27-in. widths and have adhesive along the top. They are accordion in style and are simply affixed to the top inside of the window frame. The bottom is literally trimmed with scissors to the ideal length. You can use several of them in a row for a long window, and as they are made of paper, they can be cut to size width-wise as well. Once installed properly, they look like fabric to the untrained eye and give great privacy until you are prepared for a more permanent option. These come in an assortment of colours and the price range is approximately $7 to $45 per shade, depending on the style and colour.

Panels and tab drapery

…continued from page 32

Flooring It is always nice to have an area rug or carpet to add warmth to a room. This is particularly true over hardwood and tile. Large carpets can be very expensive, especially if ordered in large or custom sizes. Area rugs can be purchased in pre-made sizes such as five-by-seven-ft., six-by-nine-ft., eight-by-10-ft. and nine-by-11-ft. These sizes are fairly universal, but over the years, as homes have become more unique in size and shape, area carpets have needed wider size ranges to them.

Panel drapery is nice to have hung on either side of the window, and is a great option to pull across for added darkness. Again, if custom, these can be costly and take time. For a less custom look, but to provide some softness around the windows, purchase pre-made panels from Ikea, Urban Barn and Pottery Barn. These will suffice until you are ready to tackle custom-made drapes. One word of advice when hanging drapes: attach the rod to the wall above on the outside of the frame on either side. By attaching drapery hardware above the window, it makes the ceiling feel higher and creates a strong vertical feel. In the long run, we all want the best for our homes. Sometimes, that can take time when you are starting out, but smart decorating tricks can go a long way with a small budget.

SOME ASSEMBLY REQUIRED There’s a new trend in the home building industry that has some people scratching their heads and saying, “Huh?” What I’m talking about is the emergence of prefabrication into the normal stream of housing construction. Some forward-thinking homebuilders are prefabricating some, or nearly all, of their new homes in an indoor facility. This really isn’t anything new – the modular home industry has been doing this for years. The difference now is to what degree of industrialization the factory employs. Some companies are building the home in the conventional way, just indoors, and some are even using precision machinery to put the home together. There are several types of prefabrication, but two main ones – modular construction and panelization. Modular construction should be familiar to most Albertans. These are fully-assembled homes trucked to site in one or more pieces. We see these moving along our highways quite regularly. These are complete homes (for the most part) that just require placing onto a foundation. This method is less common in the urban areas as moving a home of this type down the street in a subdivision is difficult and exterior elevation possibilities are limited. The other method is panelization. The panelization method has come over from Europe where it has been used successfully for many years. In this system, walls, floors and roofs are assembled as components in the factory. The components are then taken to site and assembled into a house, townhome, duplex or multistory condominium. This assembly process results in a home coming together in a fraction of the time when compared to traditional site-building. There are a few homebuilders doing this now in Alberta, but many more will come in a short time. The level of completeness ranges from framed walls, to walls insulated with windows and doors in place, to complete closed-wall panels. Building a home indoors, away from the elements, makes sense. I cannot support the argument that a home built in -20°C with wind and snow is put together

as well as a home built in a climate-controlled +20°C. Furthermore, although some of our interior building components can take some exposure to weather, why would we want them to? Quality is usually higher in these products as well, especially if the factory is mechanized. The new European machinery available now is incredibly precise in cutting (less than 1mm tolerance) and the assembly machines put walls together precisely the way they are supposed to – with no variance. There used to be a stigma around “pre-fab” construction. Many of these concerns were quite real. However, with new building codes and stricter quality assurance standards, these issues are long past. The consumer still has to be vigilant though, and look carefully at the offerings from both a traditional builder and a prefabrication builder. Make sure the quality is what you expect. And, most of all, remember that no matter which style of home you purchase, there’s still some assembly required.

Are mortgage rates on the rise? By Alyssa Richard

EARLIER THIS MONTH, a couple of

Canada’s major banks announced they would raise mortgage rates. Is this a sign of things to come? In early January, Royal Bank of Canada announced it was raising rates on several mortgages. Its special offer five-year fixed closed rate increased by 10 basis points to 3.04 per cent. The bank also increased its two-, three-, and four-year fixed closed rates by 10 basis points. And its five-year variable closed increased by 15 basis points to prime minus 0.10 per cent. CIBC soon followed suit and raised its special offer rates as well. Many of the Big Six banks – TD, Scotiabank and National Bank – raised rates in the months before RBC did and no one seemed to notice. But because RBC is the largest bank in the country, people tend to take note. The big banks are raising rates because they expect interest rates to go up in the long term. Also, January isn’t a very competitive time of the year. Fewer people tend to buy homes because they don’t want to move in the winter. And banks aren’t as aggressive with rates because they don’t have to be. It’s not uncommon for rates to rise during a slower buying and selling season. But in the spring and summer, banks tend to be more aggressive and rates will likely go down again. But not all lenders have been raising rates. Recently, some smaller lenders have actually lowered their five-year fixed rates. It’s also an interesting time in the mortgage market because fixed-rate mortgages are heavily influenced by Canadian government bond yields. When bond yields decline, fixed-rate mortgages usually follow. On Jan. 13, five-year government bond yields dropped to a record low as the price 50 YPNEXTHOME.CA

On Jan. 20, the Bank of Canada (BoC) made its key interest rate announcement and there was speculation among many economists that there could be another cut. TD

Economics says a “case exists for a rate cut” and CIBC Economics believes the odds are tilting ever so slightly on the side of a reduction. But not everyone expected a cut to be imminent. Economists at Scotiabank predicted the BoC would pass on the opportunity to reduce the overnight rate, but further reductions are possible in the future. A cut will likely mean lenders would reduce their prime rates, which should lead to lower interest rates for variable-rate mortgages. Last year, the BoC cut the overnight rate twice. It’s remained at 0.50 per cent since July. Alyssa Richard is the founder and CEO of ratehub.ca, a mortgage rate comparison site that aims to empower Canadians to make smart financial decisions.
