TREB commercial leasing and sales report: Q4 2017 Leasing activity up compared to last year
T
oronto Real Estate Board President Tim Syrianos announced commercial leasing and sales statistics reported through TREB’s MLS system for the fourth quarter of 2017.
TREB commercial network members reported more than 5.98 million sq. ft. of combined industrial, commercial/retail and office space leased through TREB’s MLS System. This result was up from 5.82 million sq. ft. leased during the last three months of 2016. The great majority of leased square footage was accounted for by the industrial market segment, at 75 per cent of the total, or approximately 4.5 million sq. ft. This result was down slightly compared to Q4 2016. Average lease rates reported on a per-square-foot net basis for transactions with pricing disclosed were up for all major market segments. The average industrial and commercial/ retail lease rates remained at similar levels to last year, whereas the average office lease rate was up by a more substantial annual rate. Much of the growth in the office lease rate was accounted for by a different mix of space leasing in larger size categories compared to 2016. “The fact that Q4 2017 leasing activity was up compared to last year is a positive sign and is in line with the consensus view that economic growth in Canada will remain relatively strong in the coming year with business investment intentions remaining positive. Businesses take on new space when they are confident that their business will expand in the future,” says Syrianos. Combined industrial, commercial/retail and office sales reported by TREB Commercial Network Members amounted to 211 in Q4 2017 – down from a total of 366 sales reported in Q4 2016. Average sale prices on a per-square-foot basis for transactions with pricing disclosed were up for the industrial and office market segments and down for the commercial/ retail segment. Year-over-year changes in selling prices were due to both market conditions and changes in the mix of properties sold. For office properties in particular, a change in the mix of properties sold between Q4 2016 and Q4 2017 was a major factor. 8G

Avison Young releases 2018 commercial real estate forecast Change and opportunity will abound in 2018
R
apid change is underway in the world’s commercial real estate industry. The industry continues to contend with differing property fundamentals across asset types, markets and regions, with occupier behaviour, innovation and technology acting as key sources of change that are taxing the sector. The current interestrate environment is another contributor to this change – albeit a somewhat limited factor. These are some of the key trends noted in Avison Young’s recently released 2018 North America and Europe
Commercial Real Estate Forecast. The annual report covers the office, retail, industrial and investment sectors in 67 markets in six countries on two continents. “We have spent the better part of three years debating where we are in the real estate cycle; for 2017, we dragged out a baseball analogy, pondering what inning we were in,” says Mark E. Rose, chair and CEO of Avison Young. “We concluded that the real estate industry was in the late stages of the game, but could be headed into extra innings. As we start 2018, the game is still going, but there is a clear and palpable difference. Change is underway and the dynamics on the field are in flux. Our industry needs to decide what to do next.” Rose continues: “As we greet the new year, however, a critical difference is that change is in motion – change that is positive, powerful and moving very quickly. This is the type of change that creates opportunity and allows …continued on page 32

FUND STUDY (RFS) PLANNING (also r e f e r r e d t o a s a S TAT U S REPORT) for an individual building project, townhouses, portfolio of single family and townhouse, commercial property and/or any mixed occupancy new or old is an integral part of an owner ’s/property/facility manager’s planning process. PREVENT DISAPPOINTMENT AND WORTHLESS STUDIES BY ASKING FOR: 1. Scope of Services - must c l e a r l y d e fi n e t h e c l i e n t ’s requirements. Far too often the property manager’s request is simply an email asking for a quote for a project and an address. A well prepared scope of services will ensure an equal playing field in that the bidders are bidding “Apples with Apples” not “Apples with Oranges.” 2. Provincial Requirements Some provinces require condominiums to have various levels of RFS review every three years with the initial year and every six years include a full Building Condition Assessment. 3.. Portfolio Planning use the RFS as a future planning tool for portfolio Capital Asset Planning. 4. SPECIALTY CONSULTANT Recommend commissioning a Professional Engineer and Professional Quantity Surveyor with extensive experience in Building Engineering and Cost Engineering.
STEP ONE: BUILDING CONDITION ASSESSMENT (BCA) 1. A building condition assessment must be undertaken by an experienced professional to document the existing conditions and issues and provide an opinion on the Remaining Useful Life of all building components and building systems. 2. The BCA information will form the basis for the reserve fund study. The consultant should provide a Standards of Practice to explain what they will be provided in the report.
STEP TWO: RESERVE FUND STUDY (RFS) 1. The BCA - Using the information provided in the BCA the professional quantity surveyor will estimate the approximate cost for major repairs or replacements of all building comments, systems and equipment which need attention beyond the normal regular maintenance items. 2. The RFS - is generally based on a 30 year period with provision to review on a regular bases, usually every 3 years. Based upon our experience the most important information includes the items which will require attention in the first 10 years. 3. The RFS - provides itemizes Present Worth and Future Worth values for items documented in the BCA and/or based on experience and normal life cycle expectancy

New data shows federal tax proposals to have harmful effects on small businesses
A
n overwhelming majority (95 per cent) of tax professionals – who are small business owners – say the proposed federal tax changes will hurt middle-class business owners and their families, according to a survey released in 2017 by the Canadian Federation of Independent Business (CFIB).
Dan Kelly, president of CFIB, presented the new data to the Standing Committee on Finance (FINA) in Ottawa last fall.“The government is trying to convince the public that these proposed changes are meant to support the middle class – that they are only targeting high income business owners. The reality, however, is these are broad-brush proposals that are going to affect businesses at every income level across the country,” says Kelly.“Nine out of 10 business owners have told us that these tax changes are significant to their business.” One of the government’s proposals would have made it more difficult for small businesses, including familyrun enterprises, to share income with family members.
Please say you saw it in The Commercial Investor
According to the survey, this change would affect twothirds of small businesses, including more than 50 per cent who share income with their spouse. Another proposal would have limited a small business owner’s ability to keep certain investments in their business as a safeguard against future emergencies or economic downturns. Notably, 65 per cent of small businesses hold some form of passive investment in their companies, most commonly income from property or land. These two changes alone would have affected the majority of small businesses in Canada. “The implications of these changes for small businesses – and by extension to the national economy – are huge,” added Kelly.“These aren’t loopholes for the wealthy, as the government claims. These are legitimate ways for small business owners to grow their business, ensure the stability of the firm during uncertain times, or to save for the retirement. Without these measures, businesses will not be able to create as many jobs for Canadians.” OTHER FINDINGS INCLUDE:
• 88 per cent of business owner respondents indicate that the proposed changes will make it more difficult for their small business to grow and create jobs. • 95 per cent of tax practitioners say that the proposed tax changes will further complicate the tax system and increase the cost of tax compliance for their small business clients. • 94 per cent of small business owners and 95 per cent of tax practitioners do not support this set of tax changes. PRESSURE FROM CFIB SWAYED GOVERNMENT:
Pressure from CFIB and small businesses swayed the government to adjust some of the changes of the proposed tax reform. While some measures were taken off the table and one old promise was reinstated, others were only slightly adjusted and may still be a concern for those business owners that use them. PROPOSED CHANGES AS THEY STAND NOW:
Income-splitting: added red tape for family businesses: Currently, business owners can lower their taxes by sharing income (salaries, dividends) with their family members. The government announced new rules around income-sharing that came into effect January 1, for the 2018 tax year and going forward. These changes mean that businesses will face more red tape if they employ family members. Business owners will now need to meet a “reasonableness test” to prove to CRA that their family has made a meaningful contribution to the business through labour or property, or by assuming risks. Though the government says this test will be simple for business owners, it does not reflect the many
formal and informal ways family members contribute to a business. The government said that it will not create new rules around family members splitting the Lifetime Capital Gains Exemption (LCGE), something they had said they would do in the original proposals. This is good news if you’re looking to sell your business to retire. Passive income: new taxes on some savings in your business: As a small business owner, you are able to keep certain investments in your business in order to set money aside for business investments, emergencies or retirement. The government will apply higher tax rates to income over $50,000 from these passive investments, but the small business rate will continue to apply to annual passive income up to $50,000 (equivalent to $1 million in savings, based on a nominal five per cent rate of return). While the government says this change will only target the very wealthy, this threshold may be too low if your business is saving to grow and get to the next level. Further details on these changes are expected in the 2018 Budget. Capital gains: more work to be done : The government had planned to restrict small business owners’ ability to convert income into capital gains. This would have made it more difficult to retire and sell or transfer the business to children. The good news is they have announced, after months of nonstop pressure from CFIB and business owners, that they will not be moving forward with these changes. While this is a positive step, it still remains more expensive and complicated to sell a business to children than to a third party. We have come a long way from the original proposals, but the changes may still have a negative impact on small business. That’s why we’re still pushing the government to: • Delay implementation of new income-splitting rules until at least 2019, so people have time to prepare; • Exempt spouses from the income-splitting test, to recognize the crucial formal and informal roles they play in a business; • Do not move ahead with the $50,000 threshold on passive investment income. If the threshold goes ahead, it should be increased to $250,000. The online survey of CFIB members included two samples: 8,553 business owners and 410 tax practitioners. The survey was conducted between Sept. 6 and Sept. 14, 2017. Business owner results are statistically accurate within +/1.06 percentage points, 19 times out of 20; Tax practitioner results are statistically accurate within +/- 4.84 percentage points, 19 times out of 20. CFIB is Canada’s largest association of small and mediumsized businesses with 109,000 members across every sector and region.

Commercial Real Estate & Business Opportunities
Building value on a rental property… By Dino Nicosia, Broker of Record, Investpro Realty Ltd., Brokerage
Hamilton
T
he real estate market is divided into many submarkets, such as commercial, industrial, vacant land and residential. The sub market for residential can be separated into two categories; the owner occupied and tenant occupied properties. The value of the owner occupied property is mostly determined by supply and demand. This demand is significantly influenced by disposable income, interest rates, consumer confidence and political and economical climate. Although the tenant occupied property value is influenced by the same factors, in addition it is affected more importantly by the income it generates. With this type of residential property, you are not just buying the bricks and mortar, you are also buying the income that is being produced from the rent. Therefore, a tenant occupied property is also classified as an investment property. Since the value of an investment property is largely determined by the income it produces, we should relate this to running a business where the goal is to end up with money in our pocket at the end of the month. After collecting the rent
and paying all the bills, the amount of money left over, (before making the mortgage payments), is called the Net Operating Income (NOI). To determine an accurate NOI, the expenses must include property taxes, insurance, maintenance, vacancy reserve, utilities, garbage removal, lawn service, plowing, wages and management fees if any. The NOI is directly tied into the Capitalization Rate (also referred to as the Cap Rate). The Cap Rate essentially represents the percentage return on an all cash purchase (not taking mortgage debt into account). Simply refer to the Cap Rate as being the return on the investment, and note that the Cap Rate will be determined by the current market sales in the area of the subject property. For example, let’s assume you purchased a 20 unit apartment building which generates an annual NOI of $100,000.00, and the purchase price of this property was $2,000,000.00. Therefore, based on this purchase price, you are receiving a 5% return on the investment; or in other words, the Cap Rate on this purchase was 5%. Combined with the Cap Rate, the NOI will be instrumental in establishing the investment property’s value. Therefore if you want to increase the value of your tenant occupied property, you must improve your NOI. There are three major ways to increase the NOI: 1. Find ways to increase rents without affecting the vacancy. 2. Reduce property expenses without neglecting the property. 3. Do not rent the equipment… own them.
Please say you saw it in The Commercial Investor
1. INCREASING RENTS: We will demonstrate the tremendous impact on value from rent increases, with this real life example. The ownership of a recently purchased 21 unit apartment building created a business plan to renovate all units that became vacant and attempt to maximize their rents. They knew the great potential of increasing the NOI, which in turn would escalate the value of their property. The plan was to renovate and increase each unit by an average of $200.00 per month ($2,400.00 per year). Assuming, that the current market Cap Rate is 5%, then the value of the property would escalate by $48,000.00, by just increasing rent on one unit ($2,400.00 divided by 5% cap rate). In a period of one year, they were able to maximize rents to ten apartment units for a total annual increase to the NOI by $24,000.00. This amount translated to an increase in value by $480,000.00. Before an investor undertakes this task, they should ask themselves; • Does today’s market conditions make it worthwhile to spend the money for major renovations for the purpose of increasing rents?
8171452_0318
It’s all about the NOI.
Volume 18 Issue 01
23 8171394_0318
Commercial Real Estate & Business Opportunities
What is the maximum rent increase that I will need, to justify the major expenses? • With the expected higher cash flow, how long will it take to pay back the cost of the major expenses? First let’s establish how long will it take to recoup the renovation costs. In the above example the renovation cost was approximately $5,000.00 per unit. After the renovation was complete the rents were increased by an average of $200.00 per month or $2,400.00 annually. It will take approximately 24 months to recoup the cost of expense or in other words the payback on the investment is 2 years. That equates to an approximate 48% annual return on the renovation investment, ($2400/$5000 = 48%). But most importantly the total value of the property based on a 5% cap rate, had increased by $48,000.00 per unit, or $480,000.00 for the 10 units. In this example, it’s clear that the renovations at a cost of $5,000.00 per unit ($50,000 for all 10 units) was a prudent investment
BEFORE RENOS
AFTER RENOS
2. REDUCING EXPENSES: Reducing property expenses is often the most cost effective way to improve the NOI and increase value. Utilities:
Assess how much you are paying for heat, water and hydro and then establish how you can reduce these charges. • Water: Conduct routine checks for water leaks and running toilets in each unit • Heat: Check for loss of heat from windows, dirty radiators, old boiler system • Hydro: If you are paying for the unit hydro, remember that old fridges consume more; charge extra for the use of A/C window units and check the timer to the common area and exterior lights. Educate your tenants on the benefits of energy conservation. Realty Taxes: Are you paying too much realty tax? Let’s face it, paying too much realty tax on investment properties could significantly impact the NOI and dramatically reduce value. Unfortunately most investors take this large expense for granted and assume that the assessment on their investment property is correct and never bother to investigate it. Do your homework by obtaining the assessments on similar properties and compare. If your property is in Hamilton, do a quick check by taking the gross rents from the property and multiply by 23%. This result should be very close to the Realty taxes for the said property. If you are convinced your property is over assessed, then simply go to the MPAC website and follow the instructions; download and fully complete the Request for Reconsideration (RfR) form. A local assessment officer will be appointed to review your application. Once the officer completes his investigation you will be notified on their decision. Should you not agree with the results from the reconsideration process, you still have the option for an appeal. The
Please say you saw it in The Commercial Investor
appeal process is more involved and will not be covered in this article. 3. RENTAL EQUIPMENT: Another relatively easy way to reduce your expenses and increase the NOI is to eliminate rental equipment. Make a plan to owning them instead. We continue another real life example of how the property value was increased for a 21 unit apartment building. The hot water tank rental was approximately $250 per month (including taxes) which equated to $3,000 per year. The cost to purchase and install the equipment was approximately $5,000.00. The purchase of this hot water tank was a great investment because of the quick payback! But more importantly, this change also increased the property value by $60,000.00 by simply reducing the operating expenses (or increasing the NOI) by $3,000.00 per year. Summary The above scenarios demonstrate how simple investment undertakings produced a tremendous return rate and helped generate a huge increase in property value. One can now clearly see that increasing rents and or lowering expenses, (even if it requires expenditure to do so), is a wise decision. REMEMBER, IT IS ALL ABOUT THE NOI.

Key Findings from 2017 CMHC Rent Market Survey by Canada Mortgage and Housing Corporation Vacancy Rates Drop as Demand Outstrip s Sup p ly cc ding t anada tgage and H using p ati n s H a enta a et Su ey nta i vacancy rates moved lower to 1.6% in the fall of 2017, from 2.1% in the fall of 2016. New units added to the rental apartment universe fell short of increases in rental demand - resulting in lower apartment vacancy rates. Ontario vacancy rates hit their lowest levels since October of 2000. The province registered a broad based decline in vacancy rates with 10 out of 15 urban centres posting declines. The sharpest declines in vacancies were in ingst n hunde ay and Ha i t n hi e sha a was the only CMA posting increases in vacancies. Tont ue ph and ingst n p sted the est acancy rates across the province. Demand and Sup p ly Rates
Factors Imp acting Vacancy
Greater Toronto Area
Se e a fact s added t enta demand and exerted downward pressure on vacancy rates. A synchronized expansion in the global economy has lifted growth prospects this year especially in Europe and Canada. The Ontario econy has enefitted f this and is set t g at its fastest pace since Si i a y nta i employment levels in 2017 are on track to grow at one f the st ngest ates in ecent yea s Since ast fa creation was exceptionally strong particularly for households aged 15 to 24. Younger residents have a high propensity to rent and when j ob markets improve renter household formation follows as some young adults are encouraged to leave the family home and seek rental accommodation. Indeed, there is a strong positive correlation between unemployment rates and vacancy rates across time in the province of Ontario suggesting the rental market is pro-cyclical. A second factor supporting rental demand, was the rising cost gap between ownership and rental accommodation. Despite some cooling in home prices in the second quarter, Ontario monthly mortgage carrying costs are up strongly and were outpacing the growth in incomes and average apa t ent ents in S e p specti e fi st ti e uye s e e a e t pu chase a home but chose not to as the introduction of new policy easu es educed the u gency t act ndeed H nta i data f th high and ati fi st ti e buyers shows a decline in mortgage approvals from the same period one year ago. This suggested fewer renter households were vacating their rental units in favour of home ownership.
A third factor exerting downward pressure on vacancy rates was continued population growth. Roughly three quarters of growth in Ontario` s population is driven by migration. While International migration dipped from the near term high reached in 2016, immigration levels in 2017 will be the second highest since 2001. Immigrants lack the savings, j ob and credit histoy e ui ed f tgage financing s such a ut t thirds move into rental accommodation immediately upon arrival in Canada. Besides permanent immigrants, Ontario also registered strong growth in non-permanent residents which includes temporary workers on work visas and international students. Both groups, due to the temporary nature of their status, typically live in rental accommodation. Declining rental vacancy rates in recent years, encouraged more investment activity - resulting in more primary and secondary rental completions during the current year. e specifica y itchene a ie and ue ph egiste ed the strongest increases in the primary rental universe growing well above the provincial rate. In addition, condominium apartment completions, some of which are owned by investors, rose from this time last year, exerting upward pressure in the condo rental universe pa ticu a y in itchene and tta a Hist ica y th new primary and secondary rental units added to the rental stock compete with newer existing units in the primary market that charge comparable average rents. Turnov er Rates Remain Stab le But Low The Ontario turnover rate stood at 18.3% in the fall of 2017, unchanged from the fall of 2016. The turnover rate measures the share of units changing occupancy in the past 12 months. The maj ority of CMAs saw turnover rates d p e ain sta e n gene a fi st ti e uye acti ity resulted in fewer tenants vacating their existing rental accommodation – keeping turnover rates stable. The highest turnover rates were recorded in markets with above average vacancy rates. This includes, Barrie, Windsor and Thunder Bay. High acancy ates p ided e ch ice in the market and encourages more mobility. Meanwhile, the lowest turnover rates were recorded in Toronto and Peterborough CMAs which were home to rental markets with below average vacancy rates. Markets with low vacancy rates enable landlords to pass on higher rent increases when units become vacated. Less choice in the marketplace and a higher potential to face above guideline rent increases discourages mobility among prospective tenants. Canadians keen to support local small businesses: RBC Poll
F
rom the local coffee shop, to the neighbourhood handyman, Canadians are passionate about small and local businesses.
In fact, according to the 2017 RBC Small Business poll, 88 per cent of Canadians will choose to support a local business when possible, and 57 per cent would pay more for a product or service that is offered by a local business. In addition, today’s consumer is demanding more payment choice and opportunities to engage online and through social media. “Canada’s small businesses are the driver of our local economies and when given the choice, Canadians want to support their small and local businesses,”says Jason Storsley, vice-president, small business at RBC.“Owners and operators need to capitalize on this affinity for small businesses by satisfying consumer needs, like offering more payment options and engaging with customers online.”
items under $25, but declines sharply costing more than $25. Almost 70 per cent of Canadian adults say that they would spend more at a small/local business if it accepted more than just cash as a payment option. Seventy-seven per cent of Canadians wish that more of the small businesses they frequent had ‘tap to pay’, and 47 per cent wish they had greater access to mobile payment options such as Apple Pay or Android Pay. The majority of Canadians (63 per cent) have thought about owning their own business. One in every three Canadians who has ever thought about owning a business has actually started or purchased a business at some point in their lives. Greater control and money top the reasons why some Canadians want to own their own business, with 88 per cent saying that owning a business would allow them to have control over their future and 83 per cent saying that it would allow them to make more money. And our affinity for small businesses doesn’t stop there – 63 per cent of Canadians said that they would prefer to work for a small business.

for success. Those who cannot accept this new reality will dismiss it at their own peril.” He adds: “Interest rates are at historic lows and continue to stay low, but are moving up incrementally, as they really only have one way to go. Short-term interest rates are being properly – and effectively – normalized by central banks. There is stability and growth in the GDP of the G7, and rising interest rates are typical in this environment. Capitalization rates are another story. Commercial real estate has printed trades at historically low cap rates, but the bid-ask spread is widening – and acting as a brake on transaction volumes in major markets. The theory that interest rates will rise at the short end, but thinning spreads will keep cap rates in place, is not logical or supportable over the mid-to-long term. Cap rates and corresponding return requirements will eventually move as financing acquisitions becomes more expensive.” Occupier behaviour, states the report, is another source of change that is challenging the market and more fundamentally driving innovation and performance. “Ultimately, these trends will prove beneficial as real estate is used more effectively and with greater cost efficiency,” says Rose. Technology, including its impact on real estate solutions, is potentially the most exciting element of change in the commercial real estate industry. Technology adoption – including artificial intelligence – is gaining so much momentum that it is driving profitability and expanding capabilities exponentially. Wellness in the workplace is another emerging trend that intersects with occupancy solutions, the hunt for talent and technology. Whole health, or the combination of physical and mental wellness, is critical to the success of all enterprises. “Change is good when it benefits an industry and its stakeholders,” says Rose.“Rising interest rates and capitalization rates in 2018 – and beyond – will allow for more traditional pricing of assets based on a risk-adjusted real rate of return. Once the stalemate over prior cycle strategies and underwriting ends, growth should fuel more demand, reduce vacancies and cause rental rates to rise. When this change is combined with efficiencies captured by the latest technologies, we will welcome a new wave of demand, performance and innovation.” In Canada, the commercial real estate sector continues to possess varying, but largely healthy, property market fundamentals across the country’s regions and asset classes – supported by a stable economy, which is the envy of the G7 countries. “Despite the favourable market conditions, there is a sense that we are late in the cycle and a slowdown is inevitable,” says Bill Argeropoulos, principal, practice leader, research

(Canada) for Avison Young.“The commercial real estate sector is having to re-evaluate challenges and opportunities in a technologically transforming world – a world that Canada appears to be making a concerted effort to lead, rather than follow.” Argeropoulos notes: “Office leasing fundamentals are reasonably sound, and even the challenged markets in Calgary and Edmonton are showing promise. Open Debate:
Open vs. Private Workspaces
M
any Canadian companies feel they offer collaborative workspaces, but do workers agree?
Canadian companies may want to consider mixing things up when it comes to their office arrangements. While 81 per cent of workers surveyed by Robert Half reported open arrangements help collaboration, they also noted at least some privacy contributes to a more productive, less stressful office environment; yet only 35 per cent of workers said their employer offers both options.
A separate Robert Half survey of HR managers revealed the majority (57 per cent) feel their workspaces are already collaborative, and most don’t have plans to update their offices. “Workspaces should be as unique and versatile as the employees who use them,” says Greg Scileppi, president of Robert Half, International Staffing Operations. “By taking into consideration various work styles and preferences, companies can establish an office design that encourages improved performance, comfort and productivity.”
Additional findings from the surveys: • While 81 per cent of workers conceded that open floor plans help with collaboration, they also said that other office configurations, including semi-private cubicles (62 per cent), a combination of open and private spaces (58 per cent), and private cubicles (54 per cent) can be collaborative. • Employees who work in semi-private cubicles and a combination of open and private spaces cited the least amount of productivity due to their workspace. Workers with private offices felt the most productive. • Nearly one-third (30 per cent) of professionals working in private cubicles said their workspace configuration hinders collaboration. • Sixty per cent of those with private offices said their workspace makes them feel relaxed compared to only five per cent who reported feeling stressed. Those working in semi-private cubicles (33 per cent) reported the most amount of stress due to their workspace configuration. Adds Scileppi: “Organizations need to be aware of the effect office design can have on current and prospective employees.

CONS: Impromptu conversations can be disruptive to nearby workers trying to focus.
The look and feel of an office represents the company and reflects the corporate culture; the right layout can attract candidates in the hiring process, and keep current staff feeling engaged and supported.”
4 | Open floor plan
Robert Half identifies pros and cons of different workspace configurations to help managers decide what’s right for their office:
PROS: This option saves on overhead costs, and is best for roles, departments or industries that require a high level of collaboration.
1 | Private offices
CONS: It’s not ideal for introverted personalities or those who require a quiet space for concentration. It also lacks private spaces for confidential discussions.
PROS: Employees and management can make business and personal phone calls, hold meetings or have private conversations without being seen or heard. CONS: They’re expensive and require more space to implement. Workers who close their doors can seem unapproachable.
5 | Combination of private and open spaces PROS: It isn’t as disruptive as other types of configurations, and allows for employees to gather in common areas. CONS: It’s more expensive to implement and can take more time to design this type of space.
2 | Private cubicles PROS: They provide some privacy. CONS: Outside discussions can be distracting, and employees worried about disrupting others might avoid conversations, prohibiting collaboration.
3 | Semi-private cubicles PROS: Professionals can see each other, making it easier to have spontaneous conversations. This option offers an open floor plan feel, but also allows workers to feel ownership of their space.
The surveys were developed by Robert Half and conducted by independent research firms. The HR managers’ survey includes responses from more than 300 HR managers at Canadian companies with 20 or more employees. The survey of workers includes responses from more than 500 Canadian professionals age 18 and over and employed in office environments.

Strategic objectives Provincial economies and markets vary, and so should your investment strategies by Melanie Reuter
I
t is often said that there is no such thing as a Canadian real estate market. You can simply look at your own city or town to see the performance variation across neighbourhoods. The same can be said for inventory choice: Some asset classes such as multi-family, student housing or furnished rentals do better during certain economic times in different cities. Boiled down to its most basic, real estate is based on employment — simply, people need to work and live where there are jobs. The decisions coming from the U.S. will have a huge impact on resourcedriven regions and we wait with bated breath to see what will happen to forestry, oil and gas and manufacturing if NAFTA meets its demise.
12G COM
ONTARIO
“Double, double, toil and trouble…” If Bank of Montreal Chief Economist, Douglas Porter is to be believed, the Greater Toronto Area real estate market is in a bubble that could burst. Although climbing real estate prices have become a humdrum topic at cocktail parties, if you already own property in Canada’s biggest city, making doubledigit growth on your asset in one year is not boring, it is nothing short of unbelievable. Most of the GTA is feeling the price explosion. Ontario’s economy (the largest in Canada and twice that of Quebec, which is second), continues to grow. Its diversified economy is still heavily in favour of manufacturing, and much like almost all other provinces, will feel the effect of the decisions made by the Trump administration, which can heavily impact the car industry. In November, the unemployment rate fell to 5.5 per cent – the lowest since July 2000. The GTA remains the biggest draw to people moving to Ontario, with most new people immigrating from overseas. People are flocking to Hamilton as well, a city with solid economic fundamentals that many never believed would be a draw for so many. Transit improvements and relative affordability compared to the GTA means it is a more affordable option.
FIX AND FLIP (OR JUST FLIP)
Depending on your time horizon and your ability to get it done, quick transactions in a market appreciating the way Toronto’s is, can net you some sweet pocket money. Know that this is a very risky strategy, especially if you don’t know what you are doing or the market makes a sudden turn. And keep in mind to factor in realtor fees upon sale. MULTI-FAMILY BUILDINGS
If you can find them, multi-family buildings are a solid investment. You don’t have to deal with (or pay) strata if you own the whole building, contend with owneroccupiers and, of course, can often get the units at wholesale prices. Property management is often much cheaper and repairs and maintenance are scalable, saving money all around. No one can time the market. Perhaps we are not on the precipice of more price appreciation, but unless you have deep pockets and nerves of steel, there are high risks. If you are looking to buy a rental property, the near impossibility of generating positive cash-flow, given the high prices, makes looking outside Toronto more prudent.
BUY NEAR TRANSIT
DON’T BUY
If you already own a property or two in Toronto, this may be the time to execute a not often talked about real estate strategy – sell. Even if it is your own primary residence, consider cashing in on the 20 per cent equity appreciation you just made in the last year and rent. Hang on to the equity and buy two properties if the market does indeed crash.
This strategy makes sense for a few reasons: Students, especially those from overseas, use and seek public transportation; more and more aging baby boomers and older seniors rely on transit (particularly in lower socioeconomic neighbourhoods); immigrants used to it or out of necessity seek it out; and Millennials often embrace their freedom to not own a car. Rents and values are often 15 per cent higher within walking distance to rapid transit, compared to similar properties outside of the transit scope. West is best:
Canada’s two western most provinces lead economic growth in 2017 and 2018
A
lberta’s economy led the country last year, with robust economic growth of 6.7 per cent. This year, however, the province will take a back seat to British Columbia, who will emerge once again as the provincial growth leader, according to The Conference Board of Canada’s Provincial Outlook: Autumn 2017.
“Thanks to rising oil production and a swift turnaround in drilling levels, Alberta surged out of recession this year. But, the rebound has been unsustainably fast, implying the pace of recovery will moderate in 2018,” says Marie-Christine Bernard, director, provincial forecast, The Conference Board of Canada.“With strength in many sectors, British Columbia’s economy is poised to outpace all other provinces and will be one of only three provinces with growth above two per cent.” BRITISH COLUMBIA was forecast to enjoy real GDP growth of 3.2 per cent in 2017. And, while a slightly weaker
14G COM
growth of 2.7 per cent is anticipated for 2018, B.C. will still outpace all other provinces in economic growth. One of the factors behind the slowdown in 2018 is the cooling off in the housing sector. Measures implemented to cool demand and continued challenges related to housing affordability led to a small decline in housing starts last year and they are forecast to remain virtually flat this year. The cooling off in the housing sector will trickle down through the economy and lead to slower growth in employment, income and, most significant of all, consumer spending. Meanwhile, the province’s forestry sector is expected to be either flat or negative over the next five years due to ongoing problems with the mountain pine beetle infestations and duties imposed by the U.S. on Canadian softwood lumber imports. Having faced a milder recession than Alberta’s in 2015 and 2016, SASKATCHEWAN’s rebound in 2017 was more muted. Real GDP in Saskatchewan is expected to advance by 1.6 per cent in 2018. Labour markets remain stuck in neutral and are not powering consumer spending. On a more positive note, prospects for the province’s primary sector are brighter. The potash industry increased production and global market conditions improved in 2017, and that is expected to carry over into 2018. The
While the compensation increases will give more than one million workers earning less than $14 per hour more money to spend, consumer demand is expected to grow at a slower pace in 2018 due to elevated consumer debt. Meanwhile, more stringent mortgage-qualifying requirements and rising mortgage rates will cut into new housing construction in 2018–19. QUEBEC’s economy saw significant improvement, with the provincial economy forecast to grow 3.2 per cent in 2017. The province did well on several fronts, but it was solid consumer demand that was the decisive factor behind the renewed strength and optimism in the province. The recent strong economic momentum is expected to lose speed quickly, however, as the pace of consumer demand is forecast to weaken. Overall, real GDP growth is expected to slow to a still-solid 2.0 per cent in 2018. The province could also be facing challenges on the trade front. With 70 per cent of exports destined for the U.S market, the renegotiation of NAFTA could change the playing field for many exporters, and that provides risks to the outlook. The Atlantic provinces experienced economic growth well below the national average in 2017, as the region was hurt by weak job creation and the aging of the population. This year, growth will be even more modest in all of the Atlantic provinces, with the exception of NEWFOUNDLAND AND LABRADOR. Newfoundland and Labrador’s economy contracted by 3.1 per cent in 2017, but is forecast to see real GDP growth of 2.4 per cent in 2018 thanks to new oil production at the Hebron platform. energy sector is benefiting from new technologies that are stimulating investment, and the recent strength in oil prices will help sustain the number of wells drilled in the province. MANITOBA has been benefiting from heavy investment by Manitoba Hydro since 2015, which has provided a big boost to real GDP growth. However, with the development of the Keeyask generating station still under way and construction of the Bipole III transmission line moving ahead, investment in the province is expected to peak in 2018 and their completion will be a headwind to growth in 2019. A second blow to economic growth are the large declines in metal mining production expected until the end of the decade. Overall, real GDP in Manitoba is expected to slow to 1.3 per cent in 2018. A cooldown in consumer spending will hold economic growth to just 2.0 per cent in Central Canada this year. ONTARIO’s economy is expected to grow at a robust pace of more than three per cent, but difficulties on the trade front, as well as slowdowns in the housing market and consumer spending will limit growth to 2.0 per cent in 2018. Ontario’s increase in the minimum wage will temper the pace of job growth. The higher cost of labour with reduce the pace of employment growth by 29,000 positions in 2018 and an additional 12,000 in 2019.
Underpinned by a competitive Canadian dollar, PRINCE EDWARD ISLAND’s tourism and export sectors grew at a solid pace, bolstering overall economic growth by 2.3 per cent in 2017. However, P.E.I.’s economic growth is expected to dip to 1.3 per cent this year as construction of the electric transmission line to New Brunswick is completed. NOVA SCOTIA and NEW BRUNSWICK have some of the weakest near-term growth prospects in the country. Both provinces will see health care spending grow at a strong pace, while at the same time, limited gains in employment will hold back household spending. In Nova Scotia, real GDP growth was forecast at 1.3 per cent in 2017 and 1.0 per cent in 2018. With the delivery of the first vessel under the Arctic and Offshore Patrol Ship (AOPS) program scheduled for this year, activities at the Halifax shipyard will continue to support growth in the manufacturing sector. International immigration has been exceptionally strong in recent years, and that has boosted the labour force numbers in Nova Scotia. As for New Brunswick, the decline in the labour force limited economic growth to 1.5 per cent in 2017 and just 0.8 per cent in 2018. The prospects for the mining sector are favourable over the near term, but the forestry sector faces more difficulties with trade tariffs.
