Next year looks like another strong one for the housing market in Calgary

I

t’s certainly been an interesting year, 2013. At press time, the U.S. economic recovery is gathering steam – boding well for our economy – Canadian interest rates remain at historic lows but are expected to inch up over the coming year, and the housing market in Alberta and especially Calgary is strong.

RBC Economics Research, meanwhile, says homeownership affordability in Calgary saw some deterioration in the third quarter of this year, but a hot labour market and fast-rising population continue to drive homebuying demand. And Canada Mortgage and Housing Corp. forecasts that housing starts in 2014 will increase by 12 per cent.

Indeed, against the backdrop of what’s going on elsewhere in the world and even Canada, and prognostications for steep declines in the housing market, Calgary’s performance in 2013 is worth celebrating. With smart fiscal policy and prudent lending practices – and awareness of key market fundamentals

by Canadian homebuyers – here’s to more of the same in 2014.

Whether a couple is cohabitating in their 20s, getting married in their 30s or remarrying in their 60s, at some point in any serious relationship, the conversation about joint finances will surface. Regardless of life stage, successfully integrating finances requires open and honest communication to determine how to best combine and plan for the future together.

According to research from TD Canada Trust, which surveyed adults in committed relationships, the top three personal finance products that Canadians combine with their partner are a joint bank account (64 per cent), a mortgage (60 per cent) and a joint credit card (50 per cent), compared to only 36 per cent of couples who have a joint financial plan.

“A common first step in combining finances with a partner is a joint account for shared household expenses, and like other aspects of the relationship, communication is key to keeping things harmonious,” says Janice Farrell Jones, TD Canada Trust. “It’s important that both parties

Paying down student debt and saving for a home in the future, for example, are common goals for many couples in their 20s. As with any financial goal, it’s important to discuss and align on key considerations like timing, affordability and overall expectations. In the case of homeownership, couples should also make sure they agree on whether they are buying for the long or short-term as it will have a financial impact down the road.

“First and foremost, couples at this life-stage should focus on what will make life easier, financially, together,” says Farrell Jones. “Consider working with an expert to make sure each individual financial strategy aligns with the other to maximize savings potential and keep all of the household financial priorities on track. Couples can also further streamline by making savings automatic with pre-authorized transfers into a TFSA, RSP and a child’s RESP.” Some couples may choose to merge certain aspects of their finances, while retaining individual accounts for additional saving or discretionary spending. Whether a couple decides to combine everything, keep everything separate, or somewhere in the middle, it’s important that both parties are ultimately working towards the same financial goals.

The 60s Likely, many couples in their 60s have a solid financial base, but with fewer peak income earning years remaining, it’s important to have a clear picture of what retirement looks like and what it will take, financially, to get there.

“Spending time with the grandkids will have a much different price tag than travelling the world, so alignment on the retirement vision is essential,” says Farrell Jones. “If there is not enough saved for the type of retirement a couple wants, they should work with an expert to help determine how much more needs to be saved and ensure each individual financial plan complements the other to maximize savings and investments.”

Whether married or common-law, couples should also ensure their retirement savings strategy takes advantage of spousal RSP contributions to help reach their retirement goals faster while lowering income taxes now and in retirement.

CANADA HAS BEEN NAMED AS one of the top five nations in the world for its entrepreneurial activities by the Ernst & Young (EY) G20 Entrepreneurship Barometer 2013 released in August of this year.

According to EY, the Canadian government fosters entrepreneurial activities through several regulations that help lower taxes, provide better access to funding, and make the initial costs of starting up a business some of the lowest amongst all G20 nations.

Another factor that scored high was the amount of new business start-ups and activity; Canada was well above the average of the G20 nations!

FACTORS AND CANADA’S SCORE The EY G20 Entrepreneurship Barometer 2013 looks at five different factors to come up with its rankings. Alongside Canada’s score for each, they are: › Entrepreneurship culture: 3rd place – 7.45 › Tax and regulations: 2nd place – 6.34 › Training and education: 9th place – 5.81 › Access to funding: 4th place – 6.62 › Coordinated support: 16th place – 5.29

Fact is there are well over one million small businesses in Canada responsible for: › Employing 48 per cent of the total workforce (source: Statistics Canada) › Generating 30 per cent of Canada’s annual GDP (source: Statistics Canada) › Making up approximately 25 per cent of total exports (source: Statistics Canada) › Making up approximately 98 per cent of Canadian companies (source: Globe and Mail) Of these businesses, 4.7 per cent are categorized as rapidly growing enterprises and are responsible for creating 45 per cent of new jobs! Alberta Government Introduces Mandatory Home Warranty Protection Owner-builders are eligible for an exemption from the mandatory coverage and can apply for an owner builder authorization. If it is sold within the warranty period time frame, the owner-builder will be required to provide the remaining warranty to the new home buyer.

“It is expected that the new home warranty would cost about $1,700 to $2,000 for an average home, or less than one per cent of the cost of the average house.”

Effective February 1, 2014 all builders are required to provide new home warranty coverage for all new homes built in Alberta.

Alberta now has one of the strongest coverage in Canada as mandated under the new Act. Under the Alberta government legislation the New Home Buyer Protection Act, all new detached homes and condominiums would, at minimum, include a warranty for: • One year labour and materials; • Two years for defects in labour and materials related to delivery and distribution systems; • Five years building envelope protection, with a requirement for the warranty provider to offer the consumer the option to purchase additional years of coverage; and, • 10 years coverage for major structural components.

“With this new program, Albertans buying new homes will have some of the strongest warranty coverage in the country. This is important, given that a home is the largest purchase most people will ever make,” said Heather Kaszuba, spokesperson for Alberta Municipal Affairs.

The new legislation will expand the current coverage to two years on the various systems, such as electrical and plumbing, ten years on major structural and five years on the building envelope. Building envelope refers to the exterior shell of the home, including the roof and walls.

The mandatory warranty will offer a greater protection and comprehensive coverage for home buyers.

This extension of time is important as many defects, such as those found in windows and insulation to name a few, can take some time to appear. Currently about 80% of all new homes only have a one year warranty covering the building envelope, fit and finish, delivery and distribution system and major structural covered for five years.

Potential buyers will be able to go onto the registry and see how much warranty is available on the home of their interest. The registry will not cover homes that predate the new mandated warranty legislation. Anyone can go online, type in the address, find out if the home has coverage and what remains. Even if the home has had previous owners the coverage transfers to the new buyer as the warranty resides with the home. The public registry will also show current status and who the warranty provider is so you can find out who to contact to make a claim. The Public Registry will be in place Feb 1st.

The Act’s additional warranty coverage for new homes will ease home owner’s minds and make their home owning experience one of enjoyment, not of worry.

Calgary reclaims title of Canada’s strongest major housing market: BMO Economics

Calgary has reclaimed its title as the strongest major housing market in the country, according to a new report from BMO Economics on Canada’s major housing markets.

The report, titled Canadian Housing Update: Tale of Four Cities, examines the state of the housing markets in Canada’s four largest cities: Vancouver, Calgary, Toronto and Montreal.

“In the three months to October, home sales have run 23 per cent above year-ago levels – nearly twice the national rate – and stand a heady 20 per cent above past decade norms,” says Sal Guatieri, senior economist, BMO Capital Markets. “While preliminary data suggest the pace of sales slowed somewhat in November, listings are lean, giving sellers the upper hand on pricing.”

According to the report, although construction has picked up, starts have barely kept pace with an exploding population. Inventories of new homes are very low, while benchmark prices are climbing the fastest among major cities and have now all but retraced the 16 per cent collapse from 2007 to 2009.

Guatieri notes that despite heady price gains, valuations remain reasonable, with prices running about four-times median family income and mortgage service costs consuming a manageable 23 per cent of earnings.

“About half of the increase in prices is supported by rising income. Hourly wages in Alberta are up 4.4 per cent year over year in the first 10 months of the year, double the national rate.”

The report stated that immigrants and young Canadians are flocking to the city, drawn by better job prospects, faster wage growth, and healthier housing affordability than in Vancouver and Toronto. Alberta attracted a record 53,000 more people from other provinces than it lost in the past year, and a similar number from other countries.

“Strong economic and population growth will encourage an upward trend in Calgary’s house prices, though higher borrowing costs will moderate the gains,” says Guatieri.

Laura Parsons, mortgage expert, BMO Bank of Montreal, adds that in light of expected increases in longer-term interest rates in the year ahead, Canadians need to examine ways to reduce overall housing costs.

“While survey numbers tell us that the majority of Canadians will be able to service their mortgage in the face of rising interest rates, it’s still crucial that Canadians stress-test their mortgage against a higher rate to ensure they can afford what they sign up for if conditions change,” says Parsons.

Making selections for your new home

Q: We’ve just bought our first new home. Can you tell us about the selection process?

A: “The selection process can be overwhelming for some because there are a lot of decisions which need to me made. To make the process easier we supply our customers with a what’s next letter that outlines what they need to do and when,” says Kal Macdonald, interior design supervisor for Shane Homes and Creations by Shane Homes. “We also do an orientation and explain the building process so they know what to expect at different stages.”

Many homebuilders have design centres to make the selection process easier – Shane Homes’ customers do the majority of their selections at the Expressions Design Studio, although they still need to visit various suppliers for some items. Other builders may require the homeowner to visit individual suppliers to choose all of their selections.

Regardless of how your selections are made the first priority is selection of exterior colours, front door and hardware details and elevations. “We combine this appointment with cabinet selections because they take time to produce,” Macdonald says. “People also need to select their appliances early in the process because they need to be co-ordinated with the cabinetry openings.”

It’s also a good idea at this point to consider tubs and showers,

especially if you’re going to replace the typical standard acrylic tub surround with tile, because that needs to be done during framing.

“Also think about your fireplace,” Macdonald says. “If you want to change the fireplace box and do something fancier than the firebox that is included, it may require different framing.”

Next, you’ll need to decide on wiring for your home theatre, speaker system, computer connections and Smart technology. This is followed by selections for your plumbing fixtures.

About eight weeks into the process you’ll be required to make your interior selections for items such as flooring, countertops, fireplace cladding, paint colours, hardware and finishes. Finally, you’ll make decisions about customizing your closets, mirrors and shower doors and then select your lighting fixtures.

Because the selection process is so involved, Macdonald suggests buyers do their homework on the products and finishes they want early in the process. “Be informed about standards, upgrades and customization that can be done and visit showhomes and homzz.com where you can see a ton of ideas to help you create a home that reflects your style and personality.”

With all of the changes in recent years to the

mortgage industry, and in particular, the way clients get qualified for mortgages, it’s becoming more and more difficult to get approved these days if your mortgage application doesn’t meet the banks and/ or insurers strict criteria. Thankfully, we still have lenders that “look outside the box” and use a more “common sense approach” to their lending practices.

For most, the two biggest reasons that clients are turned away and told they don’t qualify for a mortgage is that they can’t prove the income they have declared on their application, or their credit score isn’t high enough to meet the bank’s and/or insurer’s requirements.

“Alternative lenders” use “stated income” to qualify clients for their mortgage financing. So for clients who operate their own business, whether it be for less than a year or more than three years, these lenders will ask you to sign a letter stating what your income is on an annual basis, and will not require confirmation of this via the standard Notice of Assessments or personal tax returns that the banks and other financial institutions request. These programs can also be an excellent option for clients who are on commission-based income, require their year-end bonus to qualify, but haven’t received it yet, or perhaps they work in an industry where tips represent the majority of their compensation. Thankfully, the documentation that is required to qualify with these lenders is reduced significantly compared to the regular channels.

Like income, past credit history is looked at very closely by the banks when determining whether they are going to finance a mortgage.

For those clients who have had recent challenges with their credit, regardless of the reason, depending on how “bruised” the credit is, there is a good chance they won’t be able to approve a loan based on the rating that exists at that moment. The problem is, the good, the bad and the ugly stay on a credit report for six years, so this can be a long time to wait in order to qualify through a bank. With access to these other lending options, these lenders don’t place nearly as big an emphasis on a client’s credit history. It’s certainly worth mentioning, however, that the better the credit rating, the better the interest rate that is offered by the lender. The good news is, even if you pay a slight premium to be able to qualify for your mortgage now rather than waiting for your credit score to creep up to acceptable levels by the banks, you only need to consider a short-term mortgage. …whether your income is unconventional or your credit has been tarnished for any reason, there are still mortgage financing options that exist. a one- or two-year term is sufficient to allow clients to “get their ducks in a row,” and once the mortgage comes up for renewal, the chances of transferring the mortgage to any financial institution at that time will increase dramatically.

The bottom line… whether your income is unconventional or your credit has been tarnished for any reason, mortgage financing options still exist. Regardless of whether you are purchasing a new home, or wish to refinance your existing mortgage for whatever reason, there may be a mortgage solution that allows you to accomplish your goals.
