If you’ve always fantasized about buying a brand new home, here are a few tips that can help you make the process a pleasant one: ›› Shop the mortgage market to see what you can afford before you start your hunt; ›› Contract a lawyer who is willing to review your offer and close the deal; ›› Don’t be persuaded by high pressure sales tactics while you’re out shopping; ›› Determine which options and upgrades you want as part of your offer and ensure your lender will finance what’s required, if needed; ›› To save money, consider which upgrades you could purchase and install yourself after the sale closes. Some upgrades such as rough-ins and wiring inside the walls are easier to do before construction.

Factors such as the cost of the home, neighbourhood, lot size and special features play a big role in your final decision. Determining which features your new house absolutely must have, and which features you could live without, should be among your first steps in the home-buying process.

What price Development Charges?

Government fees and other costs are rising to the point that future affordability may be threatened

ant to startle yourself just a little? Dog-ear this page, and turn to page 30 of this issue (but be sure to come back!) and read my column on the increasingly challenging issue of Development Charges and other government fees associated with new-home development.

You may be surprised to learn that such fees are rising at an alarming rate and are becoming an increasingly contentious topic. In Calgary, as well as in other cities across the country, Development Charges are even becoming an election issue.

Why should you care? You should care because these costs are transferred straight on to you, the new-home buyer, when purchasing such property. And they’re rising to the point that they are threatening affordability.

Do you know what portion of the cost of your prospective new home goes toward Development Charges? Do you know if the fees in your potential community are rising (spoiler alert: they are), how fast and what the increases are based on?

These are all questions worth asking, as you explore this topic and how it might influence your homebuying decision.

“Real GDP is on pace to expand 2.5 per cent this year before picking up to 3.3 per cent in 2014 amid postflood spending and continued growth in the energy sector,” says Robert Kavcic, senior economist, BMO Capital Markets.

Flooding in southern Alberta was a major economic disruption in the summer. “While the initial impact was clearly negative for the provincial economy – given the disruptions to consumer spending, tourism, distribution and a pipeline – the province estimates that repair and rebuilding activity will add 0.2 percentage points to real GDP growth in 2013,” says Kavcic.

Alberta continues to draw steady inward migration flows from other provinces.”

Housing markets in Calgary and Edmonton continue to outperform national trends. “Housing sales in both centres are posting double-digit year-over-year gains and average prices in Calgary are storming back to levels seen at the market peak in 2007,” says Kavcic.

WHAT TO EXPECT DURING A POSSESSION WALK-THROUGH

Q: I’ll soon be doing a walk-through of my new home before taking possession. Can you tell me what to expect and things I should look for?

A: “We do an orientation with our buyers usually about a week before they take possession and it often takes an hour or more because we provide them with a lot of information,” says Paul Savoie, safety officer with Shane Homes. “We explain the basics of the mechanical systems and how they work, we talk about care of the furnace and hot water tank, show them the gas shut-off valve and the main water shut-off, and how to adjust the thermostat and the humidifier.”

As well, buyers should expect to walk around the outside of the home, Savoie says, where items such as the necessity of keeping drainage away from the home and putting the downspouts down are explained.

“We also discuss the do’s and don’ts of maintaining items such as hardwood floors, tile, granite countertops, appliances and show them how to operate their jetted tub if they have one,” he says, noting that customers are also encouraged to view home maintenance videos online that provide further details.

During the inspection, Savoie suggests homeowners make sure major items such as paint colours, countertops, cabinets,

flooring and lighting are exactly what they selected, and “don’t overlook the small details.”

For example: make sure all the tile work has been siliconed, especially in the bathtub; check the hardwood floor for any visible damage such as scratches; check baseboards for any gaps at the corners or missing pieces; make sure you have all the towel racks you’re suppose to; ensure drawers, doors and windows open and close smoothly; and ensure doors and windows lock properly.

Most builders install the appliances before you take possession, and Shane Homes’ specialists make sure they’re working before the customer orientation, but Savoie suggests owners turn them on once they take possession of their home to ensure everything is satisfactory.

“Our home care specialists spend a great deal of time going through each home to check all these things and look for any deficiencies,” he says. “We try to be far more critical than our customers and that any issues are dealt with before the customer’s orientation, so when it comes time to turn over the home, we will meet or exceed our customers’ expectations.”

hat’s your favorite colour? Most of us can think of the answer quickly as it is one of those questions we have come across since childhood. Colour is woven through all aspects of our lives and plays a very important part in how we feel and respond. It impacts everything from the colour of vehicle we drive, to the colour of the clothes we prefer to, of course, the mother of all colour... paint !

The colours you use in your home can have a profound effect on the emotional state of those who live there. This may sound very dramatic and scary, but if you read about colour psychology, there has been a lot of documented research on this very subject. Paint colour can send people into fits of panic and anxiety. I’ve been to many clients’ homes where they have a large assortment of mini paint chips which they have been agonizing over. First of all, they are on the wrong track because the lighting in the paint store is fluorescent which gives off a cool, slightly bluish light, thus the colour changes once they get the samples home. This can be confusing. If you are selecting cool tones in a blue or green range, that’s great. But if you’re picking a warm tone, the colour will look very dull on the walls. Light influences how paint reads. If you have incandescent bulbs, they provide a warm amber hue.

This makes paint colours such as red, yellow or orange appear more intense. Halogen lighting is the closest to replicating natural light. It doesn’t distort colour as much as the other light sources, and it’s mostly white and bright.

Of course, natural light, which is what comes through your windows, is ideal, but even that changes depending on the position of the sun. If the room is north facing, the light will be softer and warmer. Southern exposure has the most intense light, which gives you the option of a darker, richer colour as the room will be flooded with sun. The best way to determine how natural light will affect your paint selection is to get either a sample tin or a large swatch that can be placed around the room. Now you can feel better about choosing the “wrong” colour. It’s just not that simple, and the adage that I hear often, and disagree with is, “it’s only

paint.” Although this may be true, it is also your time and money, so getting it right the first time saves both.

There are many elements that will influence the way a colour reads, not just the type of lighting. Objects in the room can affect the colour perspective because they absorb and reflect light. That’s why the paint on the walls may appear to be the wrong colour, even though you agonized over it forever!

Particular colours can be more or less affected by light. Whites and offwhites may seem simple, but they can appear yellow, grey or washed out in different lights. This is also true for pale shades of other colours. However, whites and other light colours can also reflect hues from other objects in the room, such as furniture or flooring. Colours such as beige, khaki and sage green are sometimes the worst offenders when it comes to changing colour under different light. Regardless of the paint chip, if you get the colour rolled out and in one stroke see something you don’t like, such as a green undertone, stop painting because you will always see it that way and not be pleased.

I recently had a client pay a large sum of money for an exterior paint job, and called me because the colour she copied from a neighboring house was all wrong. It appeared to have a pink undertone, and every time she looked at her house she was distraught as she saw pink. The real issue, in fact, was that the door was a cranberry colour, which was bleeding into the new exterior muddy brown. I suggested painting the door, as well as the trim, a flat black.

Problem solved. Unless you have done your homework, paint selection is best left to the professionals. There is nothing worse than rolling out the first few strokes and realizing it doesn’t look like that little paint chip.

Recently, I was at Sherwin Williams looking over the new colour forecast.

Particular colours can be more or less affected by light. Whites and off-whites may seem simple, but they can appear yellow, grey or washed out in different lights.

In general, darker colours make a room appear more intimate and lighter colours make a room look larger.

A couple of the pages looked like wonderful nail polish samples with names such as Feverish Pink, Electric Lime and Gladiola, to name a few. The colours were high voltage, intense and bold. In the right application, these colours could really be fun. Another palette featured was more sedate and featured names such as Safari and Spiced Cider. Even without seeing the actual swatches, it’s easy to envision what these colours look like based on the names. I always think it would be fun to have a stack of paint chips, a group of friends, perhaps some cocktails and pick the names for colours. I am sure that’s exactly how it’s done, too! How else would you get the name Mexican Sand?

If you’re not into the latest and greatest paint colours and are still trying to decide how to begin, think about your favorite colours and what is in your home.

For example, think about your furniture, the flooring, window treatments, stone work and other fixed pieces. Try to select colours based on what you have and build from there. If the space is vacant and anything goes, then simply use colours you like, that are not difficult on the eye, and which can coordinate well with other shades. It is also important to think of the room and function that the paint is going to be in. For example, if painting the master bedroom is the project, then the goal would likely be to have a relaxing, soothing, colour.

Cool blues, greens and lavender are great choices, because they have a calming effect. It is generally thought that the darker the hue, the more calming the effect. In general, darker colours make a room appear more intimate, and lighter colours make a room look larger.

The next time you’re looking at an endless supply of paint chips and perhaps feeling overwhelmed, keep this article handy. There is a lot more to picking a colour than simply liking it.

THE FIRST FEW SNOW FALLS have arrived in Calgary, marking the beginning of our “unofficial” winter season which, at times, can be very cold and seem to last an eternity.

But hey, we all have our own ways of embracing the cold; some look at it as a season to work hard, go home and stay cosy indoors, while others take full advantage of the snowfall and are just as active or even more so than they are during the warmer seasons.

Whether you like to hibernate, enjoy winter activities or find yourself somewhere in between, here are a few ways to embrace Calgary’s winter which will make the transition from warm to cold less grueling.

GET RID OF… Do you remember that piece of clothing you wore throughout winter last year, and maybe the year before that? You know, the one that never really served its purpose all that well?

It could have been that toque that didn’t cover your ears, those gloves with a hole in them, the boots that weren’t waterproof, or maybe that jacket that was never warm enough. If you have one of these items, do yourself a favour and replace it! There’s not much else that can put a hamper on your day more than being cold because of an inadequate piece of clothing, then kicking yourself in the butt for it because of how uncomfortable you are.

I personally am going to take full advantage of what winter has to offer us Calgarians – maybe do a bit of mountain skiing, buy that new toque and indulge in comfort food all around town.

in your general preparedness for buying a home, but for an increasingly difficult – not to mention controversial – issue that’s costing you more money.

And you likely don’t even know it.

Development Charges. If you’re not familiar with the term, you likely will be soon, as it’s a contentious issue facing home builders – and therefore buyers – across the country.

Just what are Development Charges? In short, they are the fees applied by various levels of government when new homes are built, to pay for new infrastructure such as roads, transit and other necessities.

That part you may know. But what you likely aren’t aware of is that these fees are rising exponentially, have been for years, and they’re occupying an increasingly high portion of new-home costs. And they’re passed right on to you, the homebuyer.

It’s even worse in the Greater Toronto Area; a report from Altus Group, an economic consulting firm, estimates fees and charges collected by six GTA municipalities average out to about $116,200 on a new single-detached home, representing 22 per cent of the cost. For a new highrise, the fees average $64,000 – or 20 per cent.

Though the problem may differ slightly from one city and province to the next, with critics arguing the fee increases are largely arbitrary, the concern is universal: newhome buyers are picking up a disproportionate part of the tab for infrastructure development, causing new-home prices to rise to a point that threatens affordability.

“Development Charges are a huge issue in Calgary,” Huntingford told New Home Guide. “In the recent municipal election, the mayor made suburban development charges an election issue.” Essentially, the City wants to increase the levies; developers and builders counter that such fees and hikes need to be proportionate. The industry has asked council for a roundtable on the “cost of growth, so we are all ready for the next round of levy negotiations.” The current agreement expires in December 2015.

How much are we talking about?

The house that Jack James built It’s been months since they donned safety glasses and brushed sawdust from their clothes, but a group of Jack James High School students recently relived those moments when the home they worked so hard to help build was revealed in its completion during an official ribbon cutting ceremony.

The students took on the task of building a home as part of Jack James’ partnership with Homes by Avi. Jack James is an alternative high school that takes a Knowledge and Employability approach to learning in an attempt to successfully transition students from high school to the workplace. By working alongside Homes by Avi staff, students gain insight into the home building industry and learn about possible trade careers.

The unveiling was the first time the students were able to see the finished home, which, for Homes by Avi founder and chairman Avi Amir, is a very important part of the project.

“There’s nothing better than the students seeing the result of their hard work. It’s unlike any other result that they see in school. A family calls what they built their dream home; it’s a source of pride.”

Each year, the build begins on school grounds. The home is then moved to a foundation for completion. This year’s home is located in the northwest community of Nolan Hill. The sale of the home benefits the program in future years.

In addition to Jack James, Homes by Avi works with a number of other city schools, including Ernest Morrow and Bishop Kidd. Artistic expression and the exploration of possible career paths are at the heart of all of Homes by Avi’s initiatives, with students participating in showhome art projects, career days and construction field trips.

Canadians paying off their debt the good old-fashioned way –

spending less: RBC poll Debt levels are on the rise across Canada,

and the number of Canadians who report being debt-free has decreased. Fewer than one-quarter (24 per cent) of Canadians are now debt free, down from 26 per cent in 2012, according to the third annual RBC Debt Poll.

Canadians are focusing on financial fitness with a yearround emphasis on spending less and saving more.

As the number of people carrying debt has increased, the average personal debt (non-mortgage) reached $15,920 in 2013 (up from $13,141 in 2012). Anxiety around debt is still a reality for many, as nearly four-in-10 (38 per cent) Canadians are anxious about their debt levels, up from 34 per cent in 2012, but the same number of Canadians (38 per cent) are comfortable with their debt. According to the poll, in an effort to practice financial fitness and reduce personal debt, Canadians have gone back to basics – reining in spending by putting off big-ticket items, including vacations and vehicles.

“Despite the rising debt figure, there is a noticeable trend to responsible debt behaviour over the past year,” says Kim Taylor, director, personal lending, RBC. “We are also seeing that others need to take a step back to better manage the debt they are carrying. Before you start on any new routine, it is always best to set goals and have a plan in place. Marathon training often begins with a 5k race, and a financial plan with a path to debt repayment is key to your financial fitness success.”

The RBC Debt Poll found that there was a great divide between western and eastern Canada, with debt levels increasing a staggering 35 per cent in the west compared to 10 per cent in the east since 2012. Alberta, faced with regional floods earlier this year, showed a significant increase in debt load, rising 63 per cent from 2012.

Despite the higher percentage of debt in the west, residents of eastern Canada (41 per cent) are more anxious than their western neighbours (34 per cent) about their debt levels.

“Regardless of where you live, it remains clear that Canadians on the whole can benefit from understanding the true cost of debt and responsible borrowing practices,” says Taylor. “If you’re uncertain about debt, talk to a professional and build a roadmap on how to get to where you need to be. Knowledge is power, and a planner can help provide you with the tools you need to move forward.”

Canada’s unemployment rate

headed lower: CIBC Demographic and policy changes mean

Canada’s unemployment rate has room to drop much further before we’ll see pressure on wages that could trigger inflation, finds a new report from CIBC World Markets Inc. The report notes that historically, today’s 6.9-percent unemployment rate would already be generating wage and price pressures. In both 1999 and 2005, the Bank of Canada declared the economy had exhausted economic slack and reached full employment at essentially the very same jobless rate. In both cases, the Bank raised interest rates to cool the country’s overheating economy.

“But full employment ain’t what it used to be, and that’s good news for job seekers,” says Avery Shenfeld, chief economist at CIBC. “Demographic and public policy changes in recent years have lowered the noninflationary rate of unemployment. That will allow the Bank of Canada to keep rates low for long, and press ahead towards further labour market improvements.”

Shenfeld notes that, unlike the U.S., where millions of discouraged workers have given up searching for work and no longer count among the unemployed, discouraged workers excluded from the jobless count represent only 0.1 per cent of Canada’s working-age population. Those saying they want work but aren’t in the labour force represent the same two per cent share that they did when the output gap was zero in 2005.

While the participation rate has dropped, he adds that’s solely due to shifting demographics, as a greater share of the population reaches retirement age. If the population shares of each age cohort are held constant, the participation rate would have been rising since the recession, as other than youth, each demographic group’s participation rate has been steady or rising.

“Underemployment is, however, a factor that has led to an understatement of labour market slack relative to the past cycle,” says Shenfeld. “There are close to 900,000 Canadians working part-time because that’s all they can get, rather than by choice. Canada’s degree of “frictional unemployment,” the inevitable share of the labour market that will, even in a healthy economy, be between jobs or looking for their first job at any point in time, is also contributing to a lower jobless rate. This unemployment category has been in decline and the rate is already lower than at points in 1999 and 2005 when the output gap was zero.

Changes in government policy are a factor in the reduced level of frictional unemployment. “New immigration rules are focussed on tilting the mix of new Canadians towards those with targeted skills and stronger language proficiency,” notes Shenfeld. “Those coming in under the Provincial Nominee Program, focused largely on job-ready individuals who cross the border with a job offer in hand, represent 13 per cent of new permanent residents, up from only two per cent in 2005.”

Tighter rules for unemployment eligibility now require Canadians to accept a wider range of employment offers rather than continue to search for a job that’s either higher paying or closer to home. EI recipients now represent 37 per cent of unemployed in Canada, down from 51 per cent in 2009 and an average of 47 per cent in the ten years prior to the last recession.

Shenfeld also suspects declining unionization coverage could also be a modest factor by reducing worker bargaining power, particularly as Canadian workers now compete with “right to work” states south of the border. He notes that this could reduce the wage inflation pace at any given level of unemployment.

“All of this implies that the labour market has more room to run to lower unemployment rates before wage pressures threaten the Bank of Canada’s two per cent CPI target. Add to that some other factors putting downward pressure on CPI and there are reasons for the Bank of Canada to eschew rate hikes until early 2015.

“By that point, we expect Canada’s unemployment rate to be in the vicinity of 6.2 per cent, well below what had previously been the Bank of Canada’s comfort zone.”
