NEW GOVERNMENT MAY PROVIDE STRESS TEST RELIEF As a Millennial, unless you started contributing towards your RRSP at the age of 16, or have financially savvy and generous parents, it can feel like the odds of getting into the Canadian housing market are somewhat stacked against you.

Even now in a cooling market, first-time homebuyers are still challenged by the nationwide mortgage stress-test parameters placed by the Office of the Superintendent of Financial Institutions (OFSI) in late 2017 coupled with inflated housing prices.

Now with United Conservative Party premier designate Jason Kenney, Albertans can anticipate some renewed focus on curbing the stringent rules and obstacles many have to face to own a home. One of Kenney’s early campaign promises highlighted a need to stimulate the Alberta economy by eradicating the mandatory stress test.

In the meantime, the federal government has put forward a potential list of new changes and incentives in its 2019 budget that may give first-time homebuyers an edge until the new premier’s office can start implementing its campaign’s proposed promises.

ADVICE | INSIDE THE NUMBERS

FRIGID FEBRUARY AT FAULT FOR FALLING FIGURES

Before getting to this month’s look at the most recent Calgary housing start numbers from Canada Mortgage and Housing Corporation (CMHC), let’s first address the elephant in the room – the federal government’s 2019 budget and, specifically, some of the measures aimed at stimulating new homeownership.

On the surface, the federal Liberals’ intentions seem honourable. There’s a definite issue with an affordability gap preventing many would-be 12 New Home + Condo Guide | May 3–31, 2019

homeowners from realizing their dreams. It’s a problem that needs addressing, they’re addressing it – and that’s a good thing.

In a recent CMHC survey, price (affordability) was the most important factor considered when buying a home. The survey found the vast majority (85 per cent) of first-time buyers spent the most they could afford on their home, compared to 68 per cent of repeat buyers. This indicates that firsttime buyers, including Millennials, may be stretching themselves financially to purchase their home.

Indeed, a full 49 per cent of homebuyers put less than 20 per cent for a down payment.

The new program, known as the First Time Home Buyer Incentive,

would see the feds put $1.25 billion over three years into a plan that would mean the CMHC would contribute up to 10 per cent of the purchase price of a new home in a type of “shared equity mortgage.”

Applicants would have to prove an annual household income of less than $120,000 and approvals are capped at four times that amount.

Buyers would still have to come up with a minimum of five per cent down, the requirement for an insured mortgage with CMHC. This is essentially an interest-free loan, bringing down the size of the homeowner’s mortgage — but comes with a bill to be paid later on down the line. And that’s where things get a little murky. The budget is unclear on how much buyers

would actually owe; is it the same dollar amount the CMHC provided up front? Or does the amount due increase/decrease based on how much the house has gone up or down in value?

Exact details of how the program works won’t be announced until fall, but the government is speculating the plan could create as many as 100,000 new homeowners over the next three years.

Local experts are willing to give the government some props for effort, but say that it’s far too early to try to predict the outcome of the program and that further steps are needed to make homeownership more attainable for more people and breathe new life into the home building industry.

“The incentive is a good first step towards addressing housing affordability,” says Brian Hahn, CEO of BILD Calgary. “Combined with adjustments to the mortgage stress test, it’s plausible we could see improvement in our industry.

“A key positive of a shared equity mortgage would be reducing the impact of the federal stress test in markets it wasn’t needed, such as the Calgary Region. BILD maintains the abolition of the mortgage eligibility rules through OSFI would be preferable, as this doesn’t isolate the benefit for any market segment.”

Over at the Alberta Mortgage Brokers Association (AMBA), executive director Amanda Roy says her group and the larger Mortgage Professionals Canada have been lobbying for the past two years for relaxations to the stress test, along with several other recommendations meant to help both homebuyers and builders, such as boosting the maximum amortization period of a mortgage from the current 25 years to 30 years.

plan. “It isn’t what the mortgage industry community was hoping for,” she says, “but they did listen to our concerns regarding housing affordability and first-time homebuyers and try to address it in their own way.” And that’s a start.

In the meantime, here in Calgary, March housing starts were down compared to both last month and last March – a double downer, if you will. Starts were tracking along quite nicely the first couple of months of the year, trending above 2018 totals until March, which was down 37 per cent from March 2018.

The decrease was enough to set the first quarter totals for this year behind last year’s year-to-date pace. Row homes, or townhomes, are the lone standout as being up both in March and year-to-year.

So, why the apparent slowdown in March? Well, one theory is the weather. If March

starts are reflective of January and February sales, then it’s really no surprise the market wasn’t red hot as winter was taking a huge bite out of us here in Alberta – especially in February, one of the coldest ever – keeping folks indoors.

And, of course, there’s still that whole ‘economy thing’ going on as well as the recent provincial election won by the United Conservative Party.

LIVING IN HARMONY ALMOST LIKE BEING ON A YEAR-ROUND VACATION

There are big and new community development projects, there are massive and new community development projects – and then there’s Harmony, a two-time Community of the Year winner at the Annual BILD Calgary Awards – and a finalist again this year.

Just how big is Harmony, a joint venture partnership co-managed between Bordeaux Developments and Qualico Communities? So big that it has its own water treatment plant. So big, says Bordeaux’s VP Marketing and Communications, Ryan Hall, that, at build out, will house more than 10,000 residents. The first lake is 40 acres and the second lake and wetland area will be more than double that size at 100 acres. designed by none other than ‘Lefty’ himself, professional golfer, Phil Mickelson.

In fact, it might be easiest to think of the new development, which occupies more than 1,750 acres of prime Springbank-area real estate just north of the TransCanada Highway and is projected to take 20-25 years to complete, as its own small town.

“We launched the showhomes with a grand opening in November of 2015,” says Hall. “Because of the complexity and amount of infrastructure in Harmony, we had started earthworks and our Advanced Water and Waste Water treatment plants almost two years before that. The land had virtually no trees when we started with it, and Harmony will add approximately 17,000 trees to the project,”

In addition to its own treatment facilities, Harmony was designed with advanced sustainability measures, including a drainage network of bioswales and wetlands and a lot of pathways. “There’s quite a substantial amount of breathing room in Harmony,” says Hall, “which is a large piece of its lifestyle appeal. It’s about 25 per cent of the community if you include the golf course. About 14 kilometres of walking paths have been constructed to date, with an expected total 25 kilometres or so planned to connect the entire community.”

The streets and home styles are named after native plants and trees, while Phase Two homes will feature street names that are types of fish native to Alberta Rivers.

The plan, says Hall, is for an amenity-rich community, offering residents value-added in the form of a future beach club and outdoor adventure park, a village centre, large central playground and park for children, school sites (with the first K-9 school planned by Rocky View County), and commercial development nodes that will accommodate a variety of business potential.

Today, Harmony has the first of its two recreational lakes complete which residents and their guests have enjoyed the past two summers. The golf course is also coming along nicely, according to Hall.

“It’s looking amazing.

It’s been a big, complex course to construct, but everyone who tours it is wowed by the amount of terra-forming and elevation changes. The clubhouse is in design right now and we anticipate the operator of the golf course will offer opportunities to tour and play this spring.

“It’s really a lifestyle experience you are buying into,” he says, with the appeal of a variety of amenities that are part of the design. “Today, families love the lake living experience with one of the biggest residential lakes in Calgary and area and soon the golf course will be another significant draw for recreational fun. and traditional styles that connect the old with the new, and the third is the proximity to the mountains.”

With all this going for it, it’s no surprise that home sales in Harmony have been have been steady since the community launched. “We have 200 higher-end single-family homes and paired villas in Harmony right now,” explains Hall. “We expect a jump in growth this year once we launch our new market segments that will hit a lower price point and allow more families to join us, including the new single-family Poplar collection. Harmony is very much a family community, and many of our households have two

or three young children.” Harmony also supports multi-generational living, he says, with homes suited for empty nesters, and the current Aspen Collection of Carriage homes, which allows for private suites to be built above the rear detached garage.

Home builders in Harmony read like a who’s who in the local industry, with some of the Calgary area’s top builders on site, including Baywest Homes, Broadview Homes, Augusta Fine Homes, Calbridge Homes, Sterling Homes and NuVista Homes. All are single-family residences, many with larger lot sizes than you might find in the city, with NuVista also offering a paired bungalow villa layout. Streetside Developments will begin construction on two new townhome projects later this year.

Pricing starts in the $600,000s for the single-family Aspen collection of laned homes, the Willows collection of bungalows from the $700,000s. This fall, a new collection of Tamarack Estate Homes arrives from the $900,000s.

GRAYWOOD’S PARK SOUTH PUTS CONVENIENCE AND NATURE AT THE DOORSTEP Having both the convenience of the LRT and the beauty of nature steps from the front door has led to such a success story for Graywood Development’s Fish Creek Exchange, that it’s now moving to the next chapter with Park South.

Fish Creek Exchange is the first offering in Calgary by Toronto-based company Graywood Developments, spanning 9.5-hectares with four multifamily sites on the east end of Shawnee Park in southwest Calgary.

The first of the two condo buildings being launched offers 60 suites. Buyers have a variety of styles to choose from, with suites ranging from 579 to more than 1,400 sq.ft. from one bedroom to three-bedroom designs starting from the mid $200,000s. We’re offering new contemporary colour palettes put together by our designers and buyers have the ability to mix and match.”

CONDOS HAVE 3X THE QUESTIONS LINDA PALFI Condominium homes are three times more complex than non-condo homes. A condominium comes with financial and political structures, as well as the physical home.

Because there is three times the complexity of a house on a lot, condo buyers should triple their knowledge before shopping, and rely on realtors who have specialized condominium knowledge and market awareness.

Let’s look at the additional issues we need to consider in condominium homes.

Realize that every condominium home is part of a corporation.

That corporation may be well run and well-funded or be rudderless and virtually bankrupt. It may also own driveways, sidewalks, parking lots, extensive interior common property, mechanical systems, foundations, elevators, boilers and roofs. Any of these components may be new, aging gracefully or downright decrepit. There should be a professional assessment of those corporate assets (“reserve fund study”), and a savings account to fund, in whole or in part, their eventual replacement.

Obviously, then, the condo corporation needs to be analyzed prior to a final commitment to purchase a condominium home.

From the operating budget to the audited financial statement,

and from the current state of mechanical systems to plans for its repair and replacement, the corporation’s assets need to be evaluated, and their condition all affect the market value of the individual condominium home.

Yet a corporation brings with it still another set of questions under the heading of politics. Every condominium corporation has a government not much different in law than a city council. And as we all know, we can be governed well or poorly, and even the tiniest village can be peaceful or suffer “trouble in paradise”.

Minutes of condo board meetings, annual general meetings and special general meetings can all reveal whether a condominium is united and well led or divided and poorly run.

The complexity of a condominium provides the foundation to have an elected board and a paid manager deal with issues of maintenance that you might rather ignore. Fifty or 150 homes under one roof

also means we can afford to live downtown, or riverside, where otherwise only millionaires would reside. Many of our neighbours in condominium communities become our friends in a pleasant semi-communal environment.

Be aware of condo’s complexity, not intimidated. A house is a house: Understand the location, have it inspected, and you’re pretty well-protected. In a condominium you have the “house”, but also a corporation with assets and a political animal you’ll want to know before adopting it. Be as informed as possible, and rely on professional advice beyond that.

Section23 acquires Baywest Homes Mantra to the rescue The Mantra condominium development is addressing affordability challenges for firsttime homebuyers. An example of its savings initiatives, one-bedroom suite owners have the option to choose not to purchase a parking spot with their unit, providing an instant savings of $20,000.

Being at the heart of the Marda Loop district, with a lofty 89 Walk Score, many tenants may not need two cars – or even one car.

That lets them do away with the

cost of insurance, repairs, gas and maintenance, which saves them thousands of dollars per year.

For those needing more space, Mantra has the solution for that, too, in the form of spacious threebedroom suites.

Located at the corner of 21st Street and 35th Avenue SW, the four-storey building from developer Castera Properties & Groupe Denux, is slated to have 33 units ready for occupancy in 2019.

Legends at Cornerstone At Truman Homes, they do things a little bit differently.

The company officially launched its Legends condominium project in Cornerstone, with the unveiling of 16 new showsuites.

If the sheer number of showsuites isn’t unique enough, how about the fact that the entire building is complete, with every single suite finished and ready for sale.

“People want to see that it’s done,” says Oliver Trutina, vicepresident of Truman Homes. “Just having a sales centre isn’t good enough anymore.”

WHY SO MANY SHOW SUITES?

“To show how the same floorplan can suit different lifestyles,” says

Trutina, “like young families, or single professionals.”

The four-storey, twobuilding project will have a total of 220 units and offers several one- and two-bedroom floorplans to choose from.

The living spaces range from 632 to 939 sq.ft. and come with underground parking stall and additional storage space. Pricing starts in the low $170,000s for the smallest homes.

Sales activity has been brisk, says Trutina, with more than half of the first building selling out before they could hold the opening event and first possessions in the next 60 days.

Section23 Developments announced it has acquired full ownership of Baywest Homes.

Under a previous agreement forged in 2015, Bordeaux Properties and Section23 were 50/50 partners.

Section23’s president, Chris Plosz, says the acquisition marks an important milestone in Section23’s growth and evolution.

FEDERAL PROGRAM TO HELP FIRST-TIME HOMEBUYERS

NEW HOMES GET EXTRA INCENTIVE

The federal government’s new 2019 budget may give new-home buyers a shot in the arm toward purchasing their first home; even more if they buy a newly constructed one. The proposed First-Time Home Buyer Incentive program would give eligible first-time homebuyers the opportunity to share a part of the cost of buying a home with the Canada Mortgage and Housing Corporation (CMHC); five per cent for resale homes, 10 per cent for new builds.

This would reduce the size of a new homebuyer’s insured mortgage.

The program is expected to benefit approximately 100,000 first-time buyers over the next three years.

No on-going payments would be required with the Incentive, and families would have lower monthly mortgage payments. For example, if a borrower purchases a newly constructed $400,000 home with a five per cent down payment and a 10 per cent CMHC shared equity mortgage ($40,000), the borrower’s total mortgage size would be reduced from $380,000 to $340,000, reducing the borrower’s monthly mortgage costs by as much as $228 per month. To make sure the program helps those with legitimate needs, the Incentive would have specific eligibility criteria, as well as guidelines to ensure participants are able to afford the homes they purchase. To qualify, first-time homebuyers must have household incomes under $120,000 per year, plus participants’ insured mortgage and the Incentive amount cannot be greater than four times the participants’ annual household incomes.

HIGHLIGHTS INCLUDE:

• The CMHC would provide five per cent of the value of a home for a first-time homebuyer through a shared investment.

• This shared investment would be increased to 10 per cent for a newly built home. This step is to encourage the construction of new housing supply.

• The budget also proposes to increase the Home Buyers’ Plan withdrawal limit from a Registered Retirement Savings Plan to $35,000 from the current allowable amount of $25,000, providing first-time homebuyers with greater access to their RRSP savings to buy a home.
