President’s Message Did you enjoy the March issue of the Area News? If the feedback and positive comments we’ve had so far is any indication, everyone loved it! Countless hours and a lot of hard work went into creating the first issue. A big thank you to Mike and his team at Fifth Hammer, Susan McLeod and all the contributors for making the premiere issue the first class publication our members have come to expect.

At the time of this writing we’re experiencing somewhat of a cold snap so my bold prediction of an early “ice out” may have been hasty. Thanks to the website “Ice Patrol” for keeping us up to speed on the ice conditions. Perhaps I was thinking too positively given the above average temps over the winter. Have no fear, summer is coming and I’m confident everyone has begun their plans for the season. If you attended our AGM and Cottage Show I’m sure you left with lots of ideas for projects, trips on the water in a new boat or water craft or just a plan for some R&R with family and friends at the lake!

Ensure you leave time in your summer schedule to attend the events planned by the association for the summer of 2016.

The LOWDKids in the Wild program will once again have a kids day, this year hosted by B’Nai Brith on Town Island July 21. Registration information for summer programs is in this issue of the Area News.

An ELA tour geared toward the teenage group is planned for July 28.

The annual Summer Meeting will be held Thursday, July 14 and will include an information session about Succession Planning for your lake properties. The past session was well attended and several members have asked us to present this information again.

After last summer’s successful Free Metal Waste Collection Day in Sioux Narrows we have scheduled a second one, this time at Pye’s Landing, Clearwater Bay to cover the west side of Kenora. Mark your calendars for August 6 and begin your Spring cleanup by starting a metal recycling project!

The summer goes by all too quickly, so remember to enjoy your lake time with family and friends and of course some personal quiet time to enjoy your copy of the Area News!

My Favourite Month of the Year!

May marks my favourite month of the year, as we return to sunshine, warmth, blossoms, bees, and the resumption of the full swing of life at the lake. It’s the time when I revel in getting my hands dirty in my garden, and getting them clean again with a planned (or inadvertent paddleboarding misadventure’s) dip in the lake. Nothing beats the joy of feeling all the stiffness and tension of the winter’s chill fade away into, well, the stiffness and tension that comes from too much digging, raking, weeding, and paddling!

In this issue, we bring you a variety of stories aimed at getting your hands, hearts, and minds busy. Whether you are inclined to tackle small fix-up jobs around the cottage, including starting a small garden or patio planter, or the more substantial undertaking of constructing new buildings using timber frame techniques, we have provided some inspiring concepts for your consideration.

We are also presenting a few stories on the wilderness, wildlife, and recreation in the Lake of the Woods region.

As always, a fish story appears in these pages, but so too do articles about other freshwater friends including mussels, carnivorous plants, and wakeboarders!

And of course, in keeping with the magazine’s name, we bring you several updates on local and regional news stories, issues of interest to the membership, and notices of events coming up this summer.

As always, we’d love your feedback – and, in fact, we request it in response to Dyke William’s article about how to adapt the cottage to meet the needs of ever-changing family demographics! If you have ideas or tips you’d like to share with other readers, please submit them to me at editor@areanewsmagazine.ca.

Let Summer Be Around the Corner!

Notes from your Executive Director Susan McLeod

It’s the 11th of April, and as I write there is a fresh layer of snow, solid ice on the lake as far as I can see, and a howling north wind buffeting our point. Pity those pure snowbirds (both winged and two-legged) who arrived back to their northern base thinking spring had arrived! We can only hope that by the time you receive this issue, life is much different and we’re enjoying a lovely, warm May and June in lake country.

Despite the snow, LOWDPOA staff are planning for a busy summer in 2016, full of member programs and events including: • LOWDKids in the Wild for a full day at B’nai Brith Camp (ages 7 – 12) • Another trip for older LOWDKids to the Experimental Lakes Area (ages 13 – 17) • Cottage Succession Planning Seminar will be held immediately following our Annual Summer Meeting • Our 2nd annual Free Metal Waste Drop Day is taking place at Pye’s Landing on August 6 See page 7 for more details and registration information.

And don’t forget LakeSmart is back on area waters for our sixth year running! We’re happy to have Will Jackson and Katie Appleby back for their second season so please welcome them if they drop in to your dock. You can contact us to arrange a neighbourhood presentation on healthy shoreline living and its impact to your waterfront. We’re also happy to set up individual appointments for a personal evaluation of your waterfront, provide suggestions for improvement or congratulations on a job well done.

As always, there is no shortage of action in LOWDPOA’s world. As you will have noted in the March issue of the Area News, we’ve got ourselves a great new team helping to build and roll-out a suite of new communication tools over the next few months. These new initiatives will simplify administration, and offer members new and improved ways to communicate with us and take advantage of the benefits of belonging to the association.

Area issues continue to concern members and we make sure LOWDPOA is engaged and active on the various related committees. Efforts by our staff, directors and volunteers allow us to have a strong voice in decision making, and to provide members with the information needed to act independently when required.

After more than 50 years, LOWDPOA remains an active and effective association, but only as a result of the commitment to lake life by members, directors, volunteers and staff. It is important to ensure we maintain our existing strength, and work towards growing our membership numbers into the future. That’s where you can help as our most effective ambassadors. We ask that you talk about the strength and impact LOWDPOA can provide to friends, lake neighbours and family members. Think about purchasing gift memberships for those who love lake life and would appreciate being a part of a larger community working to sustain the experience for their children. Share a copy of our Lake of the Woods Area News magazine to help someone better understand our goals, and some of the issues faced in the region.

As members of LOWDPOA, we’re all in this together: working to sustain one of the most beautiful places on earth for future generations. We truly appreciate your ongoing support.

10 Members - Need to Know 2015 Financial Summary We are pleased to present our financial position for year-end 2015. The 2015 financial summary provides a financial overview that demonstrates the sound direction and dedication of your Executive Director and your Board of Directors.

As a membership driven organization, the bulk of our revenue comes from members like you who believe in and support the work of the Association. Our financial position has been strengthened by the support of partners like Woodlake Marine, Qualico, City of Kenora, Copperfin Credit Union, Ontario Power Generation, Lake of the Woods Water Sustainability Foundation, Ontario Federation of Anglers and Hunters, Garriock Insurance, and the Federation of Ontario Cottage Associations. Their generosity is most appreciated.

In 2015, we continued to review operational and financial systems. This year, we completed a review of our overall marketing and communication programs. Over the course of the past five years, the board has been looking at how we can most effectively communicate with our members. To that end, we have made some changes that we believe will allow us to better integrate our existing communication vehicles and take advantage of additional technology that will improve the member experience.

Our 2015 fiscal period proved challenging as we were unable to meet our revenue expectations. However, by carefully managing expenses, we were able to end the year with a modest deficit, while still maintaining all of our great programming and outreach efforts.

The other transmission companies in the province are Canadian Niagara Power, a Fortis-owned company, which owns and maintains high voltage lines to serve its 25,000 customers on the northeastern shore of Lake Erie between Port Colburne and Fort Erie area along with a connection to the U.S. grid system across the Niagara River.

Hydro One, the former provincial transmission and distribution utility transformed into a private company in 2015, is continuing to expand.

The company wrapped up the purchase of the Haldiman local utility last year; the third of three local utilities acquired since 2013 and is now negotiating to purchase the Peterborough utility.

Five Nations Energy owns and operates 270 km of high voltage lines connecting five First Nations communities extending from Moose Cree Island at Moose Factory Island north to Attawapiskat along the James Bay coast. The co-operative built the transmission system in 2000/2001 to end reliance on diesel generators for the communities. Five Nations also maintains the connection to the provincial grid and a 90 km high voltage line to the De Beers Victor diamond mine.

As well, Hydro One’s transmission division is buying Great Lakes Power Transmission, one of the two remaining privately owned transmission companies in the province.

The $373 million deal with Brookfield Asset Management consists of $222 million in cash and $151 million in debt assumption. It will add Great Lakes’ 560 km of high voltage transmission lines to Hydro One’s existing 29,000 km system. The purchase will consolidate Hydro One’s ownership of the provincial grid system, giving it 98 per cent ownership.

Cat Lake First Nation northeast of Sioux Lookout also owns its own transmission line through Cat Lake Power, however the 70 km line along with the local distribution system serving 100 customers has been maintained and operated

by Hydro One since 2006.

News & Notes 13 Service Board Budget Focuses on Housing, Ambulance Improvements

Improvements to the district’s social housing stock and changes to the land ambulance supervisory structure were key elements of the Kenora District Services Board 2016 budget.

The board oversees the delivery of social programs including housing, income support, child care and early education programs along with land ambulance service throughout the district.

The board approved its 2016 budget in late December.

The $39.25 million in spending is co-funded by the province and a property-assessment based levy shared by nine area municipalities and unincorporated areas in the district.

Unincorporated areas account for about 45 per cent of the board’s local levy.

Local funding provides 40 per cent, or $16 million, of the board’s overall revenue with land ambulance and social housing being the largest share of that. Provincial program funding accounts for about half of all revenues. The support varies from program to program, ranging from full funding for some programs, 90 to 95 per cent for child care, early learning and income support, to 50 per cent for housing and ambulance services. Tenant rents from social housing units, reserve funds and other minor revenues make up the balance of revenues.

Land ambulance services accounted for another third of the budget, $12.35 million in total. The board operates Northwest EMS, which employs 111 full-time and part-time paramedics based at nine stations throughout the district.

The service handles close to 1,000 calls a month.

In addition to ambulance service in municipalities and unincorporated areas, Northwest EMS provides ambulance service to over two dozen First Nations communities that do not operate their own services. The province provides full funding for the First Nations service, with the balance of ambulance costs split 50/50 between the province and the local levy.

In 2014/2015 the board undertook a review of the ambulance service and a new supervisory structure is in place for 2016 intended to better utilize staff and vehicles going forward. A long-term equipment replacement program includes the purchase of two new ambulances this year and three new power stretchers.

On average, the local services board levy represents about $100 on a typical yearround or seasonal residential property tax bill.

Key expenditures in the budget included investments of $1.97 million in upgrades and repairs to the current social housing stock for low-income earners and seniors, along with moving forward on a 10-year plan to develop new housing units.

The board directly owns 528 housing units, provides funding for a further 560 non-profit units owned by other agencies, and has a rent subsidy program for 42 families in privately owned units.

The board is in the process of selling a number of vacant or under-utilized housing units in rural areas such as Minaki, Dinorwic and Hudson. Proceeds from the sales will be used to fund new units in areas of higher demand.

The board will be spending a total of $13 million, about one-third of its budget, on housing programs this year, with 50 per cent of the costs covered by the local levy.

14 News & Notes Province Turning Attention to PLT Rate Disparities

A two-tier residential rate and comparatively low business/ industrial rates may be the next focus of the ongoing Provincial Land Tax review.

A Provincial Land Tax to fund services has been levied by the province since 1926 on properties in unincorporated areas. In 2013 the province announced it would be undertaking a major review of the tax to address concerns it was no longer covering a sufficient share of costs and to resolve inequities in the way it was levied.

The tax had undergone changes in 1998 and 2008, but those changes had dealt mainly with creation of an interim PLT in school zones to reflect changes in the province’s education tax system and in 2008 to provide for a shift to current value assessment for tax rate application purposes.

After public consultations were held in the summer of 2014 and in December 2014 an initial summary was released.

The summary itemized the services funded in part through the PLT — the primary ones being policing, land ambulance, public health, social programs including income support, housing and child care and local roads — and the provincial funding those services received.

The review noted the province contributed some $89 million

towards those service costs. After accounting for co-funding programs similar to municipalities, it left a balance of $65 million being paid by the province, offset by just $11 million in PLT collections.

In addition to provincial funding, direct taxes levied by Local Roads Boards and Local Services Boards, primarily for fire protection, contributed over $10 million towards local service costs.

The largest share of the $65 million spent by the province in 2013 went to policing, a $22 million cost, followed by social programs at $14 million, of which social housing was the largest component, local roads support at $13.5 million, and land ambulance at $6.5 million.

As a result, the province initiated a two-year rate increase for the PLT and raised the minimum tax to $50 per property effective in 2016. The measures were forecast to double PLT revenues.

In setting the increased rates, the province stressed the aim was not to fully recoup its service cost expenditures, but to raise PLT revenues to a more reasonable level compared to total costs, and address inequities among the various types of properties paying the PLT.

A second round of public consultations was held in 2015 and a second summary released in February 2016.

The 2016 summary noted that in addition to increasing revenues, the 2015/2016 tax measures had helped address some of the tax inequities in the PLT system, however major issues remained. Those included the two-tier residential rate, and disparities in business/industrial rates.

Even with the 2015/2016 increases, residential properties outside of school tax zones pay one-third the PLT rate of those inside school zones — $75 per $100,000 of assessment compared to $212 as of 2016. ​ Approximately 31 per cent of PLT properties are outside school zones according to the summary.

Business and industrial properties in unincorporated areas pay substantially lower rates than residential properties, the reverse of municipal areas where business and industrial property tax rates are generally two to three times higher than residential rates. Inequities between certain types of business and industrial properties were also noted. For instance, pipelines pay a very high tax rate compared to other corridor/right-of-way properties such as railways and electricity transmission lines. Pipelines account for over 25 per cent of PLT revenues. Property taxes are calculated differently with pipelines paying a value rate with the value determined by a pipe usage and diameter calculation, while railways and electrical utilities pay fixed per acre charges. Conversion to a per acre basis for pipelines shows them paying approximately $250 per acre, compared to just over $4 for electrical corridors and 24 cents an acre for railways.

Going forward, the February 2016 summary said the province was awaiting the results of the 2016 province-wide property tax re-assessment before determining further PLT rate changes.

As well, further consultations would be held to determine ways service delivery through Local Roads Boards, Local Services Boards and other service groups in unincorporated

areas could be improved. These initiatives were endorsed in the February 25, 2016 provincial budget.

Referencing the Open Houses held as part of the PLT review, the budget noted: “One commonly raised issue was the lower PLT rate for residential properties outside school boards compared to those inside school boards. Open house participants also noted that businesses should contribute their fair share towards any future PLT changes to better support local services.”

In summary the budget stated: “The second stage of the PLT review will continue to address inequities in taxation and in how important services are paid for in the north. As part of the ongoing PLT review, the government will consult with northerners on ways to further address tax inequities in the north before determining PLT rate adjustments for 2017.”

In April, the ministry added an online questionnaire to its consultation process. PLT area residents have been asked to complete the questionnaire by June 1. As well, a onepage overview of the PLT Review process was included with interim consolidated property tax bills mailed out in April.

16 News & Notes Busy Construction Season for Kenora

The 2016 construction season in Kenora will be a busy one for the commercial and public sectors.

Along with a number of smaller renovation projects such as roof replacements and interior work at area businesses, two major projects began this winter and spring, with a third scheduled for the summer months.

Seven Generations Education Institute Upgrades Work began in January on a $3.5 million renovation project at the Seven Generations Educational Institute.

The Institute offers secondary and post-secondary programs at facilities in Thunder Bay, Fort Frances and Kenora. The Institute acquired the former Lakewood School in 2012 and the current project includes transforming the gymnasium into a conference and performing arts space with retractable seating, accommodating up to 450 people.

Other aspects of the upgrades, which span four floors of the former public school, include adding a technology and communications centre and upgrades to the cafeteria/ kitchen area for the culinary program, one the Institute’s main local programs.

Kenora Shoppers Mall Redevelopment

The redevelopment of the Kenora Shoppers Mall began in March. The mall, built in 1974, was purchased last year by Plaza Retail REIT and renamed Park Street Plaza. The main part of the mall is being re-configured to a strip mall design with 10 stores fronting on the main parking lot rather than

off a central concourse. The multi-million dollar project includes demolition of the former Zellers store at the west end of the mall and the possible sale of a portion of the parking lot fronting on First Street South.

Four of the mall’s stores along with the No Frills food store remained open for business during the spring construction phase that focused on the west end of the mall. The new owners hope to have the new spaces ready for occupancy in July, after which re-construction will move to the east end of the mall. The Ted’s No Frills store will remain open throughout the work.

The Beer Store and Pet Valu occupy stand-alone buildings on the mall property and aren’t part of the renovations.

Keewatin Bridge Improvements

For the city, and for motorists, the major summer project will be rehabilitation work on the Keewatin Channel Bridge.

The need for the work was identified in a 2011 study that estimated $12 million in remedial work was needed for five of the city’s 19 bridges. The Winnipeg River Bridge and the Keewatin Bridge were cited as the highest priority. Other bridges identified for work in the next few years were Darlington Bay Bridge, the Bay Street Overpass and the Seventh Avenue Bridge. The latter two may require complete replacement.

The work on the Winnipeg River Bridge between Norman and Tunnel Island was done in 2013 and 2014.

News & Notes 17 In January, city council approved a $2.42 million contract for Keewatin Bridge work for this year. The city is moving ahead with the work without provincial funding, which it is still pursuing.

The Keewatin Channel Bridge will be undergoing $2.4 million in repair work this summer.

“We have to fix the bridge, that’s the bottom line,” noted Mayor Dave Canfield.

Without the work to replace expansion joints and deteriorated concrete, the city would have had to impose weight and vehicle-size restrictions on the bridge.

The city had also begun the Winnipeg River Bridge work without a firm commitment of senior government support.

In the end the province and the federal government provided $5 million towards the $5.2 million cost of that project and it is hoped the same will happen with the Keewatin Bridge.

Plans to add a second ice surface to the Kenora Recreation Centre complex and relocate the baseball diamonds from there to another location remain under consideration.

In approving the work, councillors noted it was short-term fix. The bridge, opened in 1938, will need to be completely replaced in 15-20 years time.

And over the winter the city approved a re-zoning of part of the 160-acre former paper mill property. The mill was closed in 2006 and most of the buildings and structures demolished in 2008/2009. Developers are proposing a mixed residential/commercial project including a marina and strip mall for 22 acres of the property along Veterans Drive and fronting on Rideout Bay.

Other Urban Infrastructure Projects In addition to this year’s major projects, several other large-scale projects are potentially in the offing.

Council has also endorsed improvements to Keewatin Beach Park and Norman Park.

18 News & Notes Appeals Underway on Proposed Minaki Lodge Redevelopment

by Mark Engebretson, Minaki Cottagers’ Association In early April, the Ontario Ministry of Municipal Affairs and Housing (MMAH) approved preliminary plans for the proposed redevelopment of the Minaki Lodge site. The approval imposes a set of conditions on the redevelopers that must be met before the project can proceed, with a deadline for compliance of April 2019. After reviewing the conditions, the Minaki Cottagers’ Association (MCA) and a large group of year-round residents have filed separate appeals of the MMAH action.

Manitoba developers Bob Banman and Bob Schinkel have proposed a project with 138 seasonal residential condominium units, some in existing buildings on the Lodge site and some as ready-to-move units on new platted lots, and with re-use of the Dockside restaurant, all serviced by the former Minaki Lodge sewage treatment plant. The project is to be called “Minaki on the River.” Under the Ontario Planning Act, the proposed subdivision required MMAH review and approval. The review has been lengthy; Banman and Schinkel first filed applications with MMAH in August 2012.

Year-round residents, joined by the Wabaseemoong First Nation, and the MCA raised an extensive set of local concerns with MMAH through the review, beginning with written submissions in 2013 and continuing with submissions and communications through this past March.

“Everyone wants to see the Minaki Lodge site redeveloped,” says MCA President David Hewlett, “and the proposed type of use -- seasonal residential, or basically cottages -- is fine. More cottagers in Minaki, supporting local businesses, is a good thing. But the extraordinary scale and density of the project in that spot in Minaki would destroy the special character and nature of Minaki that the people who live and visit there now love so much.”

More specifically, the appeals assert that, based on the analysis of two engineering firms, the sewage plant is too small to handle the waste from the project, that under Ministry of the Environment procedures the plant is not allowed to operate for a communal use in unorganized territory without government back-up, and that the plant cannot meet Federal Fisheries Act requirements for emission of chlorine. They add that the associated boat and dock activity in the Lodge channel will be unsafe, and that the project layout will impair the cultural historical landscape of the Stanley Thompson-designed golf course.

Condominium projects are rare in unorganized territory in Ontario, and the appeals also warn of the dangerous precedent set for the region by approving the “Minaki on the River” concepts without any pre-existing standards for when condominium and condominium conversions -and the extra density and impacts they bring -- would be allowed.

The appeals take the proposed redevelopment plans to the Ontario Municipal Board (OMB), for a hearing on the project and the issues raised by the local interests. OMB decisions are final. No hearing date has yet been set.

“It always seemed that this large proposal was headed to the OMB for an ultimate decision, no matter how MMAH ruled,” said Hewlett. “These are big issues for Minaki and unincorporated territory, and we’re glad for the chance for participation at the OMB by all the local people with concerns and for a full evaluation of the impacts.”

IISD Experimental Lakes Area and Climate Change

by Matthew McCandless, Executive Director, IISD Experimental Lakes Area It has gotten to a point where, day to day, we really can’t escape the impacts of climate change, especially in northwestern Ontario. From the shorter and more moderate winters we have been experiencing over the last few years, to the early springs, floods and fluctuations in temperature, it is clear that the effects of warming global temperatures can now be seen on our very own doorsteps.

And the world is taking notice too. At the end of last year, the United Nations hosted a summit (COP 21) in Paris in order to bring countries together to decide on the best ways to tackle climate change, and collectively bring global temperature increases down to a minimum. As we enter 2016, we need to start taking climate change seriously.

At IISD Experimental Lakes Area (IISD-ELA) not far from Lake of the Woods, not only were we researching climate change before it was “hot”, we were actually researching climate change before we even knew we were researching climate change.

This is because the significance the data (lake temperatures, PORTRAIT PAINTING fish sizes, dissolved with master teacher organic carbon levels) we have been collecting since 1968 when the facility first opened, is only revealing itself now that we better understand the phenomenon of climate change.

Our research not only provides an understanding on how climate change has influenced our lakes over the past five decades in Northwestern Ontario, but is helping to

understand and quantify those relationships so we can understand climate impacts across Canada and the world.

But what exactly have we discovered?

First, our air is getting warmer. Our data indicates that in Northwestern Ontario annual air temperatures are increasing by 0.5 °C each decade, which is much more rapid than the global average temperature change. However, our data also reveals something a little more nuanced. We have discovered that autumn and winter months are warming up much faster than the summer months (which may explain why our winters have been so moderate in the past few years). For example, December air temperatures are nearly 6 °C warmer now than they were in 1970. Climate change is also much more than changes in temperature; changes in precipitation are also extremely important. Eastern Canada is set to get wetter with increased levels of precipitation, while our friends in western Canada will see drier weather becoming more common.

Along with warmer temperatures comes a shortened period of ice-cover on our lakes. On average, the period of ice cover is declining by a little more than 4 days per decade.

Future climate projections suggest this rate will increase over the next 50-100 years. For our local communities, this really has an impact. For example, the duration of ice cover on lakes is important for winter roads into remote northern communities, and recreational activities such as snowmobiling and ice fishing. These activities are of large economic importance, bringing in supplies and significant tourism during the winter period. The duration of ice cover is also very important to a large number of physical, chemical and biological processes in lakes.

The effect of climate change on lakes and their watersheds are strongly related. For example, increased precipitation in the watersheds of Lake Erie and Lake Winnipeg, which are primarily agricultural, have contributed to increased nutrient runoff and loading to lakes causing severe algal blooms. In watersheds that are more forested, like the ones

we have in Northwestern Ontario, the increased rainfall we have seen over the past decade has increased the amount of dissolved organic carbon flowing into our lakes, which results in our lakes becoming darker. If you have ever looked at a wetland or marshy area and noticed the brown or tea coloured water, that is dissolved organic carbon.

Darker lakes spell danger for certain plant species that need light for vital photosynthesis and for fish species that require light to search out food.

That is not the only effect of climate change that will affect our fish. Some fish like Lake Trout require cold water to survive and thrive. Thus, in the summer, these fish live in the deep and cold parts of lakes…but with climate change these habitats are starting to disappear.

In fact, we may be experiencing the early stages of their elimination from lakes in northern Ontario. Our preliminary data indicate that Lake Trout are already getting shorter and thinner. Measuring the fish from their snout to the fork in their tails, our data suggest that your grandpa is right: the large trophy-sized lake trout, prized by recreational fishermen, appear to be getting smaller and smaller over time.

Perhaps these changes don’t come as a surprise to you, as you have already seen some of them with your own eyes.

But as the world in 2016 really becomes serious about combatting climate change, and the debate rages in the media and on world stages, let’s not

forget we have a great resource here in our backyard that not only has taught us so much about the effects of climate change, but also intends to work actively towards a solution.

22 Environment Canada Says “Yes” to Lake of the Woods

IJC Plan for Lake of the Woods To Be Funded by Todd Sellers Canada to Provide $5.5 Million for Lake of the Woods Plan of Study Fantastic, absolutely fantastic news.

Lake of the Woods made it into Canada’s Budget 2016, released March 22. Canada is committing approximately $5.5 million over four years to the International Joint Commission (IJC) for the Lake of the Woods Basin Water Quality Plan of Study. This funding will allow Canada to participate with the USA in the studies needed to address water quality and ecosystem health problems on Lake of the Woods.

This is a milestone achievement for Lake of the Woods and for the International Joint Commission! Key outcomes of the Lake of the Woods Basin Water Quality Plan of Study will be the key pillars of a sustainability plan for Lake of the Woods, namely international strategies for: nutrient pollution and toxic algae, invasive species, surface and groundwater contamination, and binational monitoring.

We expect a study board to be formed and up and running

by August – more details will become available in the coming weeks and we will have more information in the July Area News.

In late 2004 the Foundation was formed, spun off by LOWDPOA to take on the tasks of getting research underway and elevating Lake of the Woods water quality to be an international priority with governments worthy of attention by the IJC. It took some time but our governments agreed and got behind it – thanks for believing that it was possible and for sticking with us for the past twelve years.

A special thanks to the vocal and engaged audience of LOWDPOA and Foundation supporters who, year after year, packed the meeting rooms throughout the watershed demanding action and urging governments to “get on with it”. You made an indelible impression – one that could not be ignored.

Although much has been achieved for Lake of the Woods, the effort is not over. As the IJC Plan of Study proceeds, the Foundation will need to count on your continued support to ensure that the study outcomes translate into action by our governments to protect Lake of the Woods for generations to come.

Making Lake of the Woods a provincial priority was the focus of a meeting March 31 with Glen Murray, Ontario Minister of Environment and Climate Change and Foundation representatives Tony Stephens, Todd Sellers, and the Right Honourable John Turner. Minister Murray, self-described former mayor of the “largest suburb of Kenora”, indicated enthusiastic support for Ontario becoming more engaged in the studies and follow-on provincial actions needed to ensure protection of Lake of the Woods, similar to what the Province has done for Lake Simcoe. Environment 23 months, the Foundation will be working closely with the Minister and his staff to put together a comprehensive plan and suite of needs for provincial implementation.

IJC Watershed Board Presents 3rd Annual Report Foundation Executive Director, Todd Sellers and other members of the International Rainy-Lake of the Woods Watershed Board, met with Commissioners and staff advisors of the International Joint Commission in Washington, DC at the end of April.

The Watershed Board presented its third annual report (www.ijc.org/en_/RLWWB/reports) to the IJC, highlighting activities during the past year. During 2015-2016 the Board organized itself into three committees. In addition to the Water Levels Committee for Rainy & Namakan Lakes and the Engagement Committee for communications public engagement, the Board formed an Aquatic Ecosystem Health Committee to fulfill the Board’s mandate for monitoring and reporting on water quality and other aquatic ecosystem health indicators.

The Board appointed Nolan Baratono (US) and Foundation Executive Director Todd Sellers (Canada) as the co-chairs if the Aquatic Ecosystem Health Committee. The Committee submitted its first annual water quality report highlighting basin conditions including the severe algae blooms on Lake of the Woods in 2015, that approached full-lake coverage during late summer and early fall. The committee is also participating in a review of international water quality objectives and alerting levels in boundary waters.

How to Dispose of your Composting, Recycling, Household Hazardous Waste, and Garbage Kenora

the scale building to pay for your load. Do not pull off the scale before you pay. Some people think that it will help to speed things along, but it actually takes longer because the attendant has to wait for you to pay and enter it in the computer before they can help another customer.

The City of Kenora Transfer Station is located at 401 Mellick Ave in Kenora. To get there: from the roundabout go under the train bridge, follow Veteran’s Drive until the stop sign, turn right and then turn left on Mellick Avenue (the intersection just before Luby’s store). The Transfer Station is on the right hand side at the top of the hill. There are 2 entrances, the first entrance that you come to is for the residential recycling drop off, and the second is for the scale.

If you have less than 7 bags, or sorted recycling you can park in the recycle area and walk your bags over to the dumpster next to the shack. In the summer, there is a student in the shack who will take your payment for your bags if they are not tagged, and you can also purchase bag tags there. The recycle bins are labelled: cardboard, paper, plastics and cans, and glass.

Costs: • $2 per bag up to 7 bags • After 7 bags, $15 for a load up to 250kg • After 250kg the price goes to 0.9¢ per kg

Environment 25 • Recycling Building: The Recycling Building is right next to the Garbage Building, and is divided in to 3 sections; mixed cans and plastics, paper, and cardboard. Residential recycle is free of charge, while recycle from businesses is charged at $6 up to 200 kg.

Bag Tags: Bag tags are red stickers that can be purchased from Safeway, Keewatin Place, Luby’s on Highway 17 E, City Hall, or the Transfer Station. They cost $20 for a sheet of 10 tags. These tags can be placed on your garbage and put out for curbside pickup (if it is available in your area) or brought in to the Transfer Station.

Batteries: Batteries can be recycled free of charge at the Transfer Station. There is a white bin next to the “one way traffic” sign just past the scale where they can be dropped off.

Books: Paper cover books can be recycled in the paper recycling. Hardcover books must have the hard cover removed (it goes to the garbage) prior to recycling.

Compost and Brush: Starting this year from May 1 to October 31, the Transfer Station will be accepting leaf and grass clippings, garden waste and small brush (under 25mm width) free of charge from residential customers (not businesses). The compost or small brush must be in a PAPER bag (not plastic) and can be dropped off at the Transfer Station. Also, you can bring the materials in a container and dump them in to the bin, but the containers will not be accepted.

Cooking Oil: There is a bin for used cooking oil, which is then taken to Winnipeg and recycled. It costs $3 for up to 20 litres. You dump your containers of cooking oil in to the bin, and then throw away your containers.

Electronics: The City of Kenora has a fabulous electronics recycling program. Televisions, printers, cell phones, computers, and other electronics can be left there free of charge. They are then picked up and brought to Southern Ontario for recycling. Please note that microwaves, toasters and kitchen appliances are NOT considered electronics, and go to the regular garbage.

Fluorescent Bulbs: Intact fluorescent light tubes up to 4ft in length are accepted for recycling from residential customers. There is a bin next to the summer payment shack for these bulbs. Also, Canadian Tire accepts all sizes of fluorescent bulbs for recycling.

Hazardous Waste: There used to be only 1 day per year where hazardous waste was accepted, but last year, a building was erected to store hazardous waste. Now it will be accepted once per week throughout the summer.

Call the Transfer Station (467-2980) to see which days are acceptable. Hazardous waste includes items like paint, oil, gasoline, antifreeze, aerosols, and diesel.

Tires: It costs $5 and up per tire to dispose of them at the Transfer Station. Kal Tire on Railway Street will take them for free if they are already off the rim, or for a small fee if they are on the rim. They are then recycled.

26 Environment Air Conditioners, Refrigerators, Dehumidifiers, Freezers: These items are not accepted at the Transfer Station, due to containing Freon. Even if the hose has been damaged or cut, they will not be accepted. In Ontario, you can face a fine for not disposing of these items properly. Sunset Maytag on Railway Street will recycle them for a fee.

Propane Tanks: Can be left at the Transfer Station.

They are included in the cost of the load if they are less than 20 pounds, or $20 each if they are more than 20 pounds. They are then re-claimed by suppliers.

Plastic Bags: There is a container in the recycling area for the recycling of plastic grocery bags. These are free of charge.

Scrap Metal: There is a separate bin in the Construction area for scrap metal. There is a charge for dropping it off (same price as garbage or construction materials). You can also bring scrap metal to the Godbout Auto metal recycling bin on Highway 17 east.

Shrink Wrap: Shrink Wrap from boats in good condition is accepted for recycling. Ask the Scale Attendant where to place it.

LAKE OF THE WOODS CONSERVATION RESERVE

The Energy East Pipeline team provided Kenora City Council with an update on their project in the Kenora area in a deputation delivered April 19, 2016. Jon Pitcher, the company’s Ontario community relations lead, and Tammy Manz, an engineer overseeing the conversion section of the project, described revisions to the placement of emergency shut-off valves intended to protect area waterways in the event of an incident on the proposed 42” diameter west-to-east crude oil pipeline.

The original project application described two shut-off valves in the region between Falcon Lake, MB and Vermilion Bay, ON, in addition to one at each of the two proposed pumping stations in the area. As of the December 2015 amendments to the project, two additional shut-off valves have been added: one 5.6 km upstream of the Winnipeg River crossing, and another to the east of Kenora near Black Sturgeon Lakes. The chart below details the location and distance between valves in the region.

Adaptations How to Keep Right on “Cottaging”

The “Dude Bar”

“I don’t know about you, but I find I am considerably older than I planned to be at this time.”

This has caused me some consternation, since I’ve always been able to do pretty much whatever I chose. This has included boating to and from the island, tree planting, paddling, sailing, hiking, repairing, moving essential gear around – in short, “cottaging”.

This age thing seems to have changed a lot of that. I find I have gradually “adapted” a number of things in boats and on the island so I can “keep on cottaging” into an even older age. I thought I’d share some adaptations, most of which just kind of came about as needed. I found that, until the usual ways of doing something failed, I didn’t really know what I would need as an alternative. As I tell the doctors: “I don’t know. I’ve never been old before.” Happily, many of these ideas work for us, and, ironically, often just as well for the younger set too.

The primary adaptation is to arrange to have grandchildren who are coming into their own just as we are gracefully waning. Or, “rent” local kids to do some of the heavy lifting for you. As we grow older (and more circumspect), it is no sin to “buy your way out” of several tasks and chores which were once a piece of cake. Those kids really need summer jobs, and there aren’t that many around. They need to earn

some of their own income, and they need the experience of working for someone else and of learning to do some hard things well.

Also, if there are extended family members about, ASK for whatever help you need or would be useful. I know – we’ve spent our lives being self-sufficient and not asking. I came to this one kicking and screaming, with my kids and grands telling me over and over again “just ask – use your words, Dude.” But we can do it, and then everyone is better off!

And I’ll make you a deal! I’m going to write this first article about some allegedly bright ideas that have worked for us.

Maybe the hardest part here is getting in and out of boats and getting vertical on docks. Turns out the normal stair

Inflatable PFDs

Series of Steps riser is about 7.3.” I find that my thighs at least no longer work if the rise up is much more than that. I have needed to find ways to use upper body strength as well to do really big steps up (and to balance stepping down). For example:

The “Dude Bar” This clever design lets me pull myself both up and dockward using arm and back muscles as well as legs. Works with a wide range of angles and water levels. Lagscrews into dockboards and joists. Variants are swim ladders with high U-shaped tops, wooden posts and boat house vertical roof supports with grab handles attached. A push from behind helps, as does someone on the dock pulling and lifting on one arm. Remember the wrist-to-wrist grasp is the surest.

Series of Steps Look carefully and you’ll see that I found three steps out of this boat. Onto the low foredeck, onto the small space near the windshield and then out onto the dock. Always step over (not on) the gunwale if possible. We also use a sturdy box or stepstool (kept onboard) where built-in steps are not present.

Inflatable PFDs I grew up when there were no PFDs. I hate wearing them and even worse paddling in them. But in truth I’d be hard pressed these days to swim very far on my own, so I now have an automatically inflating vest and a compact, manually inflating belt that I’m willing to wear most places.

Floater Docks With Lake of the Woods water level varying as much as 4 feet, a floating dock makes getting in and out of motorboats MUCH easier.

They are available now pre-built as needed. Use an even lower dock (8” - 10” above the water) for kayaks, canoes, small sailboats and small fishing boats.

Quintessential for all ramps – they all get slippery. Screw cedar or treated 3/4” x 1+” cleats to an existing ramp every other or every third board so your toes and ball of your foot come right up against it with each comfortable stride going down.

Building new – use 5- or 6-quarter decking boards and add a 2” x 2” between every other board – it sticks up just the right amount. Even so, powerwash a slimy ramp often.

Biodegradable boat bilge cleaners claim they do no harm to our water, and they really do cut the slime.

Green Stripes

Always have a handrail for ramps and stairs. Build one or buy a metal one. In places where a “hard” railing won’t work, we really like using 1/2” Dacron soft sailing rope (very slightly slack) and stainless screweyes, and I think they are actually easier & safer to hold onto than wood or metal.

Green Stripes I paint a 1.5” or so green stripe on the top and front edge of every top step on decks and docks. “Hunter Green” outdoor enamel (dries fast). Recoat as needed. Catches your eye so you don’t pitch off a top step you didn’t see.

For pruning dead branches and “releasing” brush around growing trees, I love all “ratcheting” pruning shears (helps with the arthritis). Also Corona 7” folding saws, long-handled loppers and the longer extendable shaft pole saws. (All at Amazon.ca and elsewhere).

Exploring the World Around Us:

When my sister and I were kids, our parents did many things to share with us their love for nature, wildlife and wildflowers. We were a family of birders and wildflower hunters, always equipped with binoculars and a few very well worn field guides.

When late winter finally started giving way to the warmer days of spring and early summer, our parents would often pull us out of school periodically to go on family Nature Day excursions. These were a chance for us to get hands-on experience discovering and better understanding the world around us. Usually, we would put the canoe on the back of the truck, and drive to a remote creek or lake, and paddle until we hit an impassable bog or swamp. There, we would put on our hip waders or strip to our bathing suits and go exploring the wetland in search of precious wildflowers.

Wetlands are amazingly lively, exotic places. Northwestern Ontario is known for its abundant muskegs, or bogs, that feature deep layers of peat, sumptuous cushions of mosses, amazing carnivorous plants like pitcher plants (Sarracenia spp.) and sundews (Drosera spp.), and beautiful, rare orchids like the Dragon’s Mouth (Aretheusa bulbosa), and Calypso (Calypso bulbosa). For many years when I was a child, I remember searching the far corners of the Lake of the Woods area to check off the rare and short-lived orchids and other wildflowers in our Peterson Field Guide to the Wildflowers. I’ve included some of the real prize finds in the photos here.

Please don’t touch!

Because these flowers are so rare and special, it is important to never disturb them if you find them. Do not pick them, and don’t try to dig them up to move them because they are unlikely to survive in an environment other than the one where you find them. Many of our wetland plants, and orchids in particular, have very special helper relationships with the fungi and bacteria that live around their roots, and if you dig them up and move them, they lose these important neighbours who help them to drink water and nutrients from the soil.

The bogs themselves are gigantic, often floating mats of mosses that support all the other plants and animals you find in the bog. Each year, a new layer of moss grows on the previous year’s layer, and the old layer starts to decompose.

Over many, many years, eventually a thick layer of mossbased soil called “peat” forms.

Peat is a type of organic soil created when mosses, usually Sphagnum species, and other plants and wetland critters decompose. People use peat for a few different purposes, but the one that is probably most familiar to people around here is its use in gardening to help soil retain water. In other parts of the world, dried peat is burned for heating fuel, and the smoke from burning peat is used to flavour Scotch whiskey, too.

Making peat takes a very, very long time.

The bog is a very acidic environment, and decomposition is slow because everything is so water logged. It can take hundreds of years to form a shallow bed of peat, and for this reason, many groups around the world are encouraging gardeners to use less peat and to substitute other organic materials like straw or dried leaves for mulch to help improve soil quality.

The Sphagnum moss that makes up most of the plant content in our bogs is a fascinating plant. Alive or dead, these plants can hold up to 25 times more water than their dry weight. The plant’s cells are built much like a sponge, with massive air pockets that are able to hold all that water. The ability to hold so much water makes these mosses extremely drought-resistant, and also very good at colonizing very wet places like the edges of quiet lakes and beaver ponds.

Sphagnum is also useful for on-the-go bandaging if you get injured in the woods. Sphagnum’s ability to soak up lots of water means it is also good at soaking up blood, and its natural acidity means it is resistant to bacteria and other infections microbes. For these reasons, Sphagnum has long been used to dress wounds, and it’s still used today in absorbent medical padding. Sphagnum has also long been used as the lining for tikinaagans, the traditional Anishinaabe cradleboard infant carrier because it is absorbent like a diaper.

I wowed my son last summer with the magic of the Sphagnum “bush band-aid” when he cut his foot on a stone while swimming in a lake. We’d hiked to this lake, and it was quite a distance to get back to the band-aids in the car, so we made do with a wad of Sphagnum tied over the cut with a long tube sock. He was skeptical, but it worked like a charm!

Meat-eaters in the bog

Other really cool plants that you can find in a bog are the carnivorous (meat-eating) plants. We have two different kinds of carnivorous plants around Lake of the Woods: pitcher plants and sundews. Pitcher plants are quite rare – we’ve only found them in a few places north of Kenora, but sundews are plentiful in every bog I’ve ever visited.

Both plants “eat meat” in the form of insects that they trap using different methods. They do this because meat is an excellent source of nitrogen, a nutrient that plants need to survive and usually get through their roots from soil, but is hard to get in a bog.

Pitcher plants have leaves that have evolved into a large, cup-shaped structure, or pitcher, that holds water, with a hood over top which secretes nectar that attracts insects to the plant. The insect tries to land on the lip of the pitcher, but falls in and drowns. Plant enzymes in that water start to slowly digest the insect, providing the plant with nitrogen that is in short supply in the bog.

Sundews have leaves that have evolved into fleshy little pads, covered in small hairs that have that same insect-attracting nectar at their tips. The hairs and leaves are very sticky, and when an insect lands on the sundew, it gets stuck and dies there.

Bogs are magical places, and there are loads of them to explore around the Lake of the Woods area. If you plan on visiting one, be sure to bring an adult, pack a good lunch, a bottle of water, your field guides and note books, and wear appropriate protective gear. Bogs can look stable, like they’re safe to walk on, but they can be really dangerous, too. Remember that they are usually floating mats of plants above a waterway, and if you hit a thin spot, it’s easy to fall through. It’s often a good idea to wear a life jacket while out walking in a bog. You’ll also need good rubber boots (or brave bare feet), and a bug hat and insect repellent because blackflies and mosquitoes love these wet places as much as I do! Happy exploring!

The Rotary Club of Kenora has been working hard on getting a Splash Park built in Kenora.

Since the start of this project last July, community groups and local businesses have come forward to support this project. Different fundraisers have resulted in more than $70,000 being raised to date.

The Kenora Hospitality Alliance and the Lake of the Woods Lions Club have both stepped forward and added $10,000 each to this project.

Both of these groups will be recognized on a feature wall within the Rotary Splash Park as Silver sponsors. This feature will recognize the larger donations and will become a permanent part of the park. Categories for donations will include $25,000+ Founder, $15,000+ Gold, $10,000+ Silver, $5,000+ Bronze, or $ 1,000 + Friends.

The City of Kenora is developing Norman Park as part of their Parks and Beaches Capital Projects and the Splash Park will be a major draw for families and children. The splash park will be fully accessible and will allow children of all ability levels access to fun through water play.

Children will interact with features in the splash park, pushing buttons to turn the water on or moving through a spray to get wet and stay cool.

The park theme is The Lake, with large and small pieces depicting life on the lake. Structures are still to be determined and may include hoops, towers and feature boating, fishing and playing at the lake. The Kenora Rotary Splash Park will be a meeting place for families, and offer a new form of outdoor exercise for children in this area.

Guests and residents alike will have full access to the park.

The water system will be developed with full consideration given to make it environmentally friendly.

SUMMER READING

This summer, the Kenora Public Library offers a host of programming activities all perfectly suited to life at the lake. At the centre of it all is the TD Summer Reading Club, with its 2016 theme: WILD! We invite kids to come to the library to sign up and collect their Reading Club package. The more they read, the more chances they get to win great prizes!

Summer at the kids’ department will be jam-packed with nature and wildlife programming, and we will also be bringing back popular activities from past years, such as the Fancy Nancy Tea Party (Ooh La La!) and Drive-in Movie Day (kids decorate their own cardboard cars to sit in for a special movie screening). Like us on facebook (Kenora Public Library – Kids) to find out more, or stop by the kids’ department to pick up a calendar.

You may not realize this, but libraries can be pretty wild places! To be sure, there are times for quiet reading and study, but there are also times when we learn where the wild things truly are. To start off our season of nature programming, in April we welcomed special guest Chris Martin (Ontario MNRF) for a presentation on owls. Throughout April and May, we watched a nest of Barred owlets as they developed and fledged, via live broadcast from the Cornell Lab of Ornithology (allaboutbirds.org). It was amazing to see the owlets eating, playing and learning the skills they will need to thrive. The Cornell Lab portal is one of my favourite nature websites for kids, because we can watch what happens in the nests of various birds – Barred owls, Red-tailed hawks, Barn owls, and even an albatross! There is also a lot of great science-based information to satisfy the curiousity of fledging birders. My only caveat is that kids will probably see prey/scavenged dead animals being fed to the babies, and of some of the babies might not make it to adulthood. From this site, kids gain one critical piece of knowledge: baby owls are very, very, very ridiculously cute. May the hallowed art of bird adoration carry them far in life!

Another online nature resource that I’ve been using a lot is worldbookonline.com (you can find the link to World Book Kids through the ‘Kids and Teens’ tab at kenorapubliclibrary.org).

This site abounds with fascinating reference material – online museum collections, virtual tours of swamps, species profiles… an abundance of information to help budding nature enthusiasts interpret the world around them, and to deepen their experience of “lake life”.

I am passionate about nature-based programming: I love northwestern Ontario, and I absolutely love animals. Awareness of the creatures around us – even the common urban species – enriches our lives in countless ways. For kids, learning about other living things is the pathway to empathy. Witnessing animal lives helps kids to understand how they fit into the world, and to understand their own significance. Their actions matter. They can choose every day to make the world a better, kinder place for animals, and for each other. In my opinion, the ability to really “see” animals is one of the greatest gifts we can give to kids because it helps them to know that they are always connected to other lives, and they are never, ever alone.

With this in mind, and to start your summer off wildly and well, here are some nature book suggestions for younger kids:

nest, by Jorey Hurley. This book is extremely simple,

with just one word on each page. Even so, with gorgeous illustrations and biological accuracy it conveys a beautiful story of a robin from egg to maturity. I love this book for preschoolers, because they are able to use visual clues to identify the male and female robins, the life stages of the robin baby, and the seasons. This book is a perfect read-together, because kids can basically tell the entire story. nest is one of those books that encourages reverence without being heavy-handed. I have had the opportunity to raise many robin babies over the years, and this book perfectly celebrates the beauty, grace and spirit of these special birds.

One Hungry Heron, by Carolyn Beck and Karen Patkau. This book is one of the few counting books that I really like. With lovely wetland imagery, One Hungry Heron has engaging lyrical rhyme and a subtle story arc. Lake kids will recognize many of the creatures profiled in this book.

The last page has a bit of a look-and-find. This is a really nice bedtime read for little ones.

Wild Berries, by Julie Flett. The simple, graphically stunning artwork in this award-winning book frames a gentle story about Clarence’s experience picking blueberries with his grandmother – the animals that they encounter, and the reverence of the experience. With words in both English and Swampy Cree, this story is a quiet manifesto of the power of being deeply rooted to a home, and feeling secure and loved by one’s grown-ups.

Blueberries for Sal, by Robert McCloskey. There is

probably no more iconic northwestern Ontario experience than picking blueberries. I was fascinated to learn, as an adult, about the blueberry economy that supported many families in our area. This story is about a girl, Sal, going blueberry picking and then canning blueberries with her mother. As with Wild Berries, this story deals with feelings of being securely connected to family.

Owl Babies, by Martin Waddell. This is basically a story about separation anxiety, and having faith in one’s caregiver. It is also a book about baby owls. There are three owl babies Sarah (the eldest), Percy (the middle child), and Bill (the youngest). I like the sister’s leadership skills and her ability to manage the situation: “I think we should all sit on my branch”. When I’ve used this book as a read-aloud, kids find it funny that Bill always says the same thing, no matter what the scenario: “I want my mommy!” Singlemindedness that is very, very toddler-esque. The three Barred owlets that we watched on livestream from the Cornell Lab looked exactly like the ones in the book!

Here are some more advanced nature books that I would recommend for slightly older kids: all of the non-fiction animal books by Gail Gibbons are information-packed and visually appealing; I also like The Magic School Bus: Inside a Beehive,

by Joanna Cole and Bruce Degen. Another beautifully illustrated book that is ideally suited to summer lake reading is Loon, written by Susan Vande Griek and illustrated by Karen Reczuch.

I was extremely lucky to grow up “in the bush” – surrounded by animals, with our very own lake to explore. Animals and reading were absolutely formative to who I am as an adult.

As a kid, one of my favourite summer activities was to lay on the lawn swing reading The Chronicles of Narnia over and over and over and over again. In fact, I read them so many times that my poor mom had to ask the school not to let me sign them out anymore. I loved the magic in these books, and I especially loved that the animals could talk. I can still hear the repetitive creak of the lawn swing as I kicked it idly back and forth with my foot, the smell of jack pine needles in the hot sun, the mechanical whirr of pine beetles, the sparkle of the lake through the trees. Encounters with good books and animals have enriched my life in ways I can’t even put into words. I love the idea of the summer being a less structured time for kids to remember how to use boredom to fuel their creativity and love of exploration, to reconnect with internal and external wildness, and to take the time to read just for fun! Mussel-ing in

on Lake of the Woods

Do you have a collection of shells from shorelines that you’ve been to? When you think of a shell, do you think of a nice sandy beach near the ocean? Most people do, because the saltwater of the ocean is home to most species of mussels or clams. But did you know that in our lakes, we have them too!

Have you ever seen a clam shell on the bottom of your lake?

If you have, you may have come across a freshwater mussel.

There are over 800 species (kinds) of freshwater mussels worldwide, and we have about 41 of them in Ontario.

Freshwater mussels are actually the animals that live in the shell; their shell is their home and protects them. As they grow, their shell does too, so they never have to move out!

The mussel has some muscles (say that 5 times fast!) that attach to the shell to help them open and close it. If you have ever tried to open one, you know that it is not very easy to pry them open (also, please don’t do this because it can hurt or kill them). This is because they have some “teeth” on the inside of the shell that fit together to lock it closed, they do this to keep the two shell halves from moving around too much. The different species of mussels can have shells that are as small as a fingernail to as big as a dinner plate, and can be green, yellow or brown, or a combination of these colours.

Freshwater mussels spend their lives on the bottom of the lake or river. They have something called a “foot” which is actually another muscle that sticks out of the back of their shell. They use their foot to pull themselves along the bottom and to settle in to the sand, sometimes in calm lakes or bays; you can see the trail that they’ve left in the sand as they move. Mussels are called filter feeders, because they suck in water and filter out small plants (like algae) or animals to eat. This helps to clean our water and makes it clearer. They are important as food too, and mussels are eaten by raccoons, ducks, fish, herons, geese, otters, and muskrats. Because they are filter feeders and can store any

pollutants found in the water in their tissues, freshwater mussels aren’t suggested as food for humans, plus they are really tough and do not taste good.

Some mussels use fish to complete their life cycles.

Their larvae (young), called veligers do not have shells at first, and will temporarily attach themselves to fish gills or fins to grow larger (they don’t hurt the fish by doing this). Once they are big enough, they will drop off and start growing their shell. The larvae of some species do not use fish, and instead float in the water currents until they find suitable habitat to attach to and start growing their shells.

These larvae are called trocophores.

Mussels can live for up to 100 years, depending on the species. Because they are long lived, they make good indicator species. They live in the same place for a long time, so scientists can use them to study how clean and healthy the water is. Mussels prefer clean water and good habitat to live, so if they go missing from an area where they used to be found, it can be a hint that there might be pollution or water changes that scientists need to get to the bottom of before it hurts other fish or wildlife. So if you see a mussel when you’re swimming or fishing, let it be and thank it for mussel-ing along!

Watch Your Wake Look Behind!

The wake from boats can be a very contentious issue, and one that is not unique to the Lake of the Woods district area.

Managing wakes is a concern common all across North America and presumably other parts of the world too.

Wake can be a real annoyance and also dangerous for the people, their property and environment on the receiving end.

But for water skiers, tubers and wake boarders, large wakes create the fun and challenge of the sport. Whether the wake is created by boats “just driving by” or it is intentionally created for watersports, it is important for boaters to realize what their wake may be doing to others. Common courtesy and the law requires that we all make ourselves aware of how our wake is behaving and control it in areas that can impact others. This will allow all of us to enjoy the lake together.

What is wake?

The technical definition of wake is the disturbed column of water around and behind a boat as it makes its way through the water. Many people refer to wake as the bow and stern wave, those long V-shaped waves trailing out from the stern of a powerboat.

The wake carries on for quite a while and travels a long distance in a wide path from the boat before it reaches the shorelines. The size and power of wake varies with the boat type, stages of acceleration, whether a boat is turning and the depth of water and so on. The science of wakes is quite complex and we will not get into the details here today.

• Wake can damage boats tied up to docks (damage to both the boat and the docks). A large wake will cause a boat to rock and jar no matter how tightly it is tied to the dock. The wake can pull cleats and hardware right out of the docks, boat or both. The combination can do extreme damage to docks.

Watch how far your wake travels (behind you and out to the sides) and what impact your wake has on other boats, people and shorelines.

Watch your wake! Turn around often and follow

• As an example, when you pass a smaller boat, your wake may not hit them immediately, but as the wake moves away from your boat’s track, it travels a long distance.

It could be 30 to 60 seconds before your wake hits that smaller boat. Watch carefully to know what you have done with your wake.

• Watch the shallow areas and be aware that the size of wake increases in shallow water.

• Travel a minimum of 30 metres (100 feet) from the dock or shore before accelerating over 10 kilometres per hour (or whatever speed required for no wake). In addition to being courteous, it is the law! (Review the Vessel Operation Restriction Regulations.)

• When you are creating a wake, operate your boat as far away as possible from shore, docks and other boats – especially if you are waterskiing, wakeboarding or tubing.

Coping with other boats’ wake • When approaching a wake from another boat, slow down but don’t stop. Boats are more stable when underway, so stopping makes things worse.

To wakeboarders, waterskiers, tubers & wakeboard boat owners Many participating in watersports want a larger wake and wakeboard boats have different devices or use different techniques to increase their wakes. This may help you have a better wakeboarding experience, but it can have a significant impact on others as this article outlines.

With the increase in the growth of the sport, so have the complaints increased. More and more areas in both Canada and the U.S. are proposing regulations to prohibit the use of wake enhancing devices and/or restricting areas that anyone can wakeboard or waterski at all.

So please, please, please, be aware of the concerns and safety for others, and play well away from any shoreline (more than the required 30 metres). Don’t be one of the wakeboarders that causes a change in local regulations that result in banning of all wakeboarding and/or wake enhancing devices in your area!

44 Boating Planing Hulls

While all boats create a wake, a planing hull’s wake can react quite differently at different stages of power. Boats with planing hulls are designed to rise up and glide on top of the water when enough power is supplied. They ride almost on top of the water rather than pushing it aside.

Flat-bottomed and vee-bottomed hull shapes act as planing hulls. Most small power-driven vessels, including personal watercraft (PWCs), and some small sailboats have planing hulls, allowing them to travel more rapidly across the water.

The danger zone in a planing hull is before you get up on a plane.

How Planing Hulls Operate Understanding the steps a planing hull goes through to get on a plane is very important.

1. Displacement Stage A planing hull, when operated at very slow speeds, will cut through the water like a displacement hull. Wake is smallest at this stage.

2. Plowing Stage As speed increases, a planing hull will first plow. It will have a raised bow and lowered stern and throw a very large wake. Avoid maintaining a speed that keeps your boat in plowing stage. This stage - can be very dangerous and has caused many accidents because of the size of wake and/or lack of visibility! Always be aware when you are in the plowing stage.

3. Planing Stage Your boat is in planing stage when enough power is applied so that the hull glides on top of the water.

Different boats reach planing stage at different speeds.

The wake will be larger than in displacement mode but smaller than in the Plowing Stage.

Boaters renting docking space from the city faced a significant increase in lease fees this year.

In February, Kenora council approved an increase in annual leasing charges for people using municipal docks ranging from 50 to 70 per cent depending on location.

A background report on city docking cited two reasons for the increase. One was to bring city fees in line with annual lease fees charged by private marina and dock businesses in the area, the other was to help fund repairs and maintenance at the city’s public docks.

The review identified $276,550 in repairs needed at city docks ($65,000 for leased docking spaces and $211,550 for public use docks).

The largest expenditure would be an estimated $100,050 for replacement of Dock #1 at Coney Island Beach.

The dock repair estimate did not include work the city is already doing at the north shore Coney Island dock which is to be used by the MS Kenora cruise boat when docking at Coney Island. That project has a $250,000 budget.

“The city should not be providing subsidized docking and having taxpayers pay for repairs year after year,” commented Councillor Dan Reynard in endorsing the report.

In addition to the fee changes, the city is increasing the number of public spaces at the Keewatin Arena docks by taking three spaces from the leasing list and adding them to the existing two public spots.

The report noted the city currently has 282 docking spaces at 18 locations throughout the city with 109 designated for annual leasing and the balance available for casual day-use.

Commercial and private operators in the city and immediate area control 1,500 docking slips, most of which are leased annually with some available for weekly or daily lease.

In approving the new fee schedule, council agreed with a recommendation by Councillor Sharon Smith to remove the security gates installed last year at the Keewatin boardwalk finger docks as they impeded people wanting to use walking trails in the area. Council also agreed that the majority of the finger docks be left for public use rather than leased.

Commercial docking space charges vary depending on location and available on-shore services such as parking, fuel, boat ramp use and garbage drop-off, noted the report, with the average, per-foot charge for only docking working out to $39 per foot.

The city used the $39 per foot measure in calculating its new rates and rather than set rates based on locations and approximate slip sizes as in the past, set universal rates for three boat lengths — 16 feet, 18 feet and 21 feet.

In addition to the report on the fee increases, city staff had prepared a comprehensive report on the condition of city docks based on a review conducted by Docks & Lifts in 2015.

Wildlife & Wilderness 47 There are few places that can compare with the Lake of the Woods area when it comes to multi-species fishing opportunities. Not only can you find world-class fishing for several species of fish but you also have a shot to catch trophy fish of all of these different species as well.

The spring period begins as the ice melts from area lakes.

This is one of my favourite times of the year because many fish are in predictable locations and they are often eager to bite after a long winter.

Let’s take a look at strategies to catch more fish this early season.

Walleye Walleye are the most popular fish species across the Sunset Country region because they are widely available, easy to catch and they taste so good.

Across the region, the walleye season opens every year on the third Saturday in May. The opening weekend is a popular event for many anglers, both locals and visitors, who are eager to put a feed of walleye on the table.

Look for early season walleyes near areas where they spawn

shortly after the ice goes out. These are usually places with current and if you can find some sand bottom nearby you likely have a hot spot.

The traditional jig and minnow is tough to beat this time of year!

Northern Pike Like walleye, pike spawn shortly after ice-out in the back of shallow, weed-filled bays, so very early in the season you want to focus your efforts in shallow water. This is a great time of year to catch a big fish! After spawning, pike hang around these shallow areas to recover for a few weeks before heading out to deeper water in the main basin of the lake where they will spend the rest of the season.

Cast these weed-filled bays with soft plastic swimbaits, daredevil spoons and suspending jerkbaits to catch a bunch of fish.

Smallmouth Bass Some of the finest smallmouth fishing in North America can be found across the Sunset Country region and Lake of the Woods is at the top of that list.

Bass don’t eat a lot during the winter so immediately after the ice departs smallmouths turn into very aggressive eating machines.

Look for the warmest water you can find by watching the temperature on your sonar unit. Cast suspending jerkbaits at shallow points and drag grubs on middepth humps. These fish stay in large schools until they disperse to spawn in late May so if you find one, it likely is not alone.

Lake Trout More than any other fish in Northwestern Ontario, lake trout love cold water. Early in the open water season before water temperatures warm up, lake trout are active in shallow water eating whatever they can before heading out to deep water (often 100+ feet) for the rest of the season.

Lake trout can be caught in several areas of Lake of the Woods as well as countless smaller, inland lakes. Some bodies of water have lake trout specific fishing regulations so be sure to check out the 2016 Ontario Sport Fishing Regulations book before heading out.

An easy way to find trout in the spring is to troll large crankbaits and spoons on windblown, rocky shorelines. Baitfish will often be active in the rougher water and trout will be feeding on them.

Crappie Many people may not know it but crappies spawn in the spring as well, usually about a month or so after the ice goes out. They look for shallow areas with emergent vegetation like bulrushes or reeds and make little nests on the bottom in these areas. They are usually in this shallow water for two to three weeks before heading out deeper for the rest of the year.

These panfish grow big in this part of the world, up to two pounds, and are quite aggressive most of the time. The best way to catch them in the spring when they can be found in two to six feet of water is to use a slip bobber with a small hair jig or tube jig about 18 inches beneath it. The float holds your jig above the fish and out of the mud bottom.

Crappies are great eating and fun to catch because they can usually be found in large schools.

Don’t wait for the lake to warm up too much before you go fishing. There are plenty of fish to catch now that the ice is out, so get out there and have some fun!

2016 Ontario Fishing License Regulations Fishing and hunting are two significant contributors to the Ontario economy.

A Minnesota angler was fined $2,500 in Kenora court this spring for importing live baitfish into the area.

When you buy a fishing or hunting license in Ontario, the fees go directly into MNRF’s Fish and Wildlife Special Purpose Account (FW SPA), which contributes to the management of Ontario’s world class fish and wildlife resources.

During a routine patrol in November of 2015 in the Sioux Narrows Nestor Falls area conservation officers questioned the man about the source of his minnows. He claimed they’d been purchased at an Ontario bait dealer and provided a receipt.

MNRF has no plans this year to change the rules on Outdoors Cards or fishing licences for those over age 65.

An investigation determined the receipt was falsified and the minnows had actually been purchased in the United States.

Ontario law bans the importing of live bait as it can introduce invasive species or pathogens into local waters.

The man was fined a total of $2,500 for illegally bringing in live bait and for providing misinformation to the officers.

What is paradise? Could it be a timber frame cottage?

The ancient Vikings apparently very much looked forward to an afterlife in “Valhalla”.

This place of paradise was to be a site of much celebration and feasting. It would probably involve boats and all sorts of great family times. Like those ancient Scandinavians, we, too are looking for great family times, especially at the cottage and while we are still on this earth!

This vision of family-friendly celebratory paradise is exactly what lottery ticket promoters try to sell through milliondollar lakeside dream cottage contests. Television ads and colourful flyers often feature a rainbow of Adirondack chairs neatly lined up on that expansive dock with double boathouse.

The lottery cottage portrayed is absolutely gorgeous and often boasts a timber frame and stone front entrance porch with even more timberwork detailing inside. Boy, do people fall for that pitch and eagerly buy those $100 tickets!

For decades, high-end tourist lodges have recognized the appeal that timber frame construction has on attracting many affluent guests to relax in their getaway vacation

paradise. Now, timber frame building is moving to a more accessible scale as many people are turning their dreams about a timber frame cottage into reality. Most local bookstores now carry a selection of magazines glorifying with pictures and plans the enticing possibilities of lakeside home building, involving rustic looking timbers and stonework. Here, we explore some of the basics of timber frame building.

What is a timber frame?

Going back many centuries, early craftsmen often used large hand-hewn wooden timbers and wooden dowel “nails” to construct almost any kind of major dwelling.

Be it for a large house, church, warehouse, livestock barn or other structure, these timbers were used to frame up and support the weight of a usually very heavy upper structure, especially if slate roofs or large lofts were involved. This extra frame strength was a must and steel girders didn’t exist. Today, with other support materials available, the option to build with timbers is based more in visual appeal than construction strength.

There has definitely been a timber frame “revival” in the last few decades as people are opting to bring back this old world form of very attractive and extra solid construction.

The timber framing method differs somewhat from its cousin, the post-and-beam system. True timber framing does involve posts and beams but not metal fasteners.

Instead, it uses wooden dowels to further secure slot-andtongue connections, also known as mortise and tenon joinery. This practice firmly locks together lengths of timbers to both themselves and to accompanying braces.

Post and beam woodworking, however, uses sturdy metal plates and bolt fasteners instead of dowels.

Dowels, real wooden dowels, pounded deep into drilled holes to tightly fasten together already strong timbers...

It’s called “pegging the joints” and it’s what gets a carpentry

lover’s heart racing at full speed! But you don’t have to be a carpenter to enjoy looking at this type of joinery. It has drooling admirers of all ages and professions.

The required timbers are usually planed down to a smooth surface and then after construction they are oiled or varathaned to accentuate the grain and knots. Most often pine beams are used because of their beautiful knot appearance and their ease of planing and joint shaping.

The tongues and the slots they fit into are all hand chiselled and later pounded tightly together with large wooden mallets when assembled. These mallets are usually of similar wood density to that of the beams so that “hammer marks” are not produced. Strong ratchet strapping is also used to pull the timbers snugly together.

Since nails or bolts are not used, timber framing can also use notched or dovetailed joints where beam ends intricately fit together under their own weight and pressure.

Here no dowel is required. Alternatively, a timber frame tongue/slot joint can be put together with a dowel hole drilled through both the beam and the inside tongue through which a wooden dowel is pounded to permanently lock everything securely.

People who admire timber frames also love the architecturally interesting styles available in post bracing.

For example, a classic timber frame “Ponderosa Ranch” look results when two shorter brace pieces form a “v”. The side brace pieces span the sides of the joint between the vertical post and its upper crossbeams, creating a look that is very appealing to the eye. This is a design element frequently used both outside and inside timber frame dwellings.

How is a timber frame constructed?

When a timber frame structure is raised it is truly a sight to behold. The wall ends, called bents, are assembled on the foundation floor. They are then pulled upright (raised), usually by a crane and/or winched strapping and temporarily braced with long 2x4’s. These bents are then joined together by long upper horizontal beams called connecting girts. The long roof beams, known as purlins, form the pitched open vault ceiling structure. You’ve just got to love all these great terminology words that make timber framing sound so extra special!

For the raising of our first personal timber frame cottage, a crane could not be easily brought in to our island location, so our contractor, Denis Desorcy of Denacy Timber Frames, used

a sturdy homemade telescopic hand winch nicknamed “Big Blue” to get the two-storey job done. It was amazing to watch!

Right after a bare timber frame structure is completely erected, it resembles a giant wooden skeleton that the wind can blow right through. But even the strongest gale is not much bother to this monument of sturdy scale. This is not flimsy construction by any means. Most timbers average 8” x 10”, making the posts and horizontal beams comparable to complete tree trunks.

Earlier, we spoke of Viking traditions, and one noteworthy timber framing tradition called “topping out” derives from an ancient Scandinavian ceremony. The topping out tradition continues to this day, with builders attaching a temporary fir bough to the top of the completed timber frame structure. The ceremony is meant to appease the spirits of the forests from which timbers have been sourced, and in modern times it symbolizes the completion of the monumental task of raising the timber frame. We continued with this appeasement ritual after our own cottage timber frame skeleton was raised up, and celebrated with a toast to a hard day’s work and job well completed.

Once the frame has been raised, the next step in our timber frame construction involved nailing 1” x 6” tongue and groove knotty pine boards across the top of the roof purlins. The undersides of these beautiful knotty planks are forever visible from the inside of the cottage since they form the open vaulted ceiling. Atop these boards went a waterproof roof membrane, followed by insulation. Finally a metal or “tin” roof is a great choice for a timber frame. It looks great and lasts a long, long time just like a timber frame structure. It requires strapping over the insulation but this is easily done. The tin sheets are factory ordered to required length and the screw holes are predrilled on the ground before being hoisted up. Later, metal soffit and fascia will go up quickly and will be maintenance free.

If you love it – don’t burn it.

The walls of a timber frame dwelling are actually built in reverse as compared to a conventional home. The drywall gets screwed on to the outside of the heavy frame posts, which sure reduces the number of drywall seams. Less taping and mudding required here! Plus with this method, you get to forever see three sides of the beautiful interior posts. Next the vapour barrier and the 2” x 6” stud wall goes on outside of the drywall, then the insulation, and OSB (oriented strand board sheeting), Tyvek wrap and finally the exterior wall finishing boards. One might consider low maintenance green pressure treated rough spruce 1” x 6” planks (board on board style) for this outside finish, which is what we used.

The Ontario Ministry of Natural Resources and Forestry (MNRF) reminds the public that no burning is allowed during the day from April 1 to October 31.

For flooring, there are many options, but we chose 1”x 6” red pine floor planks that have a little harder density than the white pine framing timbers. Of course the floor had to be sanded a bit before being varathaned but it came out beautifully.

Pine floors look very rustic with all those darkened knots but because this is a soft wood, over time it will likely get many little dents and scratches. To us, these marks just add extra character to the charm of living in a “wooden wonderland”.

Permits are not required for most smallscale burning of wood, brush, leaves or wood by-products if the following conditions are met: All Fires • The fire must be at least two metres from any flammable materials.

• All fires must be tended by a responsible person until extinguished.

• Adequate tools or water must be available to put the fire out.

• The fire is to be started no sooner than two hours before sunset and must be put out no later than two hours after sunrise.

For the interior of a timber frame there is a lot of visible woodwork. Posts, beams, braces, floors, ceilings, doors, window frames, baseboards and finally the halfwall wainscoting. Wainscoting looks fabulous and is quick to install. All of this woodwork will darken or yellow a little bit over time but that’s okay because the contrast with the light coloured drywall will look terrific.

Is a timber frame much more expensive?

Obviously, heavier duty framework and some extra carpentry labour is going to cost more, but for us it only added 15-20% more for the overall building costs. This extra cost is going to be recaptured not only by the enjoyment of living in a more beautiful dwelling, but it will also be returned in spades on resale. Realtors claim that the popularity and desirableness of timber frame construction not only sells

for more value per square foot but also translates to a much shorter time on the resale market. Interestingly enough, timber frame structures are apparently more fire resistant than the more common stick framed buildings, since heavy timber will remain intact considerably longer under fire conditions. Some contractors claim that over the long run, the increased lifespan of a timber frame structure makes it even less expensive than conventional building techniques.

Maybe they are right when you consider that many of those 500-year old European timber frame buildings are still intact.

What is “checked” timber?

“Checking” of some timbers refers to the harmless but character-creating cracks that can appear in some posts or beams as they continue to dry out after construction.

There is no loss of strength in these massive beams when they check but it does make them look extra rugged and appealing.

Full timber frame or hybrid?

If a person’s construction budget is a little bit tight but they still want to get some timber frame look to their cottage project, they can build a partial timber frame or “hybrid”.

This means that the number of beams or intricacy can be reduced, or they can just do selected living spaces like the common areas but not the bedrooms. Porch entryways that incorporate some beam and brace work absolutely add to the timber frame curb appeal. Also even a guest cabin, attached screen porch or gazebo can be done with timbers.

A touch of stonework?

The ancient stonemasons were always up to the task of adorning a timber frame building with some eye-popping and decorative stonework. Whether it is a full outside front wall façade, an entryway, a fireplace or just an outside retaining wall, stonework looks great anywhere near rustic timbers.

With all the reasonably priced and good quality cultured stone now available from many suppliers, this attractive addition to your future timber frame project is very doable and certainly adds a lot of character. Many accomplished do-it-yourselfers can handle this job quite nicely.

“Perceive gardening as an adventure. It is truly one of life’s great joys,” says author Fran Sorin. Abe Lincoln himself predicted that, “The greatest fine art of the future will be the making of a comfortable living from a small piece of land.”

Though it is entirely probable that in Abe’s view, a container on a deck or patio would not constitute “a small piece of land”, we are about to challenge him with today’s topic: the tomato.

First of all, may we share with you an abbreviated history of the tomato? You’ll have to regard this as a rhetorical question, because here we go.

History tells us it originated in the Andes, probably Peru, and made its tortuous path to Europe via the Spanish explorers. Widely regarded with suspicion due to its close resemblance to the deadly nightshade, its use there was strictly ornamental in people’s gardens. Over the years it was variously known as “pomo dei Moro” or apple of the Moors in Spain, “Pomi d’oro” or golden apple in Italy, and “Pomme d’amour” or love-apple in France. In Germany, it was called “wolf peach”, not a name to inspire much confidence. Its early reputation in Europe may account for the probably apocryphal but intriguing tale of a prison cook’s attempt to assassinate Napoleon by slipping tomatoes into his stew.

There were some grounds for its bad reputation, as the rest of the tomato plant except for its fruit, is indeed toxic.

Cottage How-to 57 For quite some time, people in Europe and North America couldn’t decide whether the tomato was poisonous, edible, ornamental, or even exactly what it was. Originally classified as a fruit, later as a vegetable - the latter a ploy in order to charge a tariff tax in America - it is generally listed today as a fruit, though most of us call it a veggie. In actual fact, the tomato is a berry and belongs to the potato, chili pepper and eggplant family. Though grown as an annual, it is a perennial in its wild state, and if kept indoors over winter can be set out in the garden again the following year.

Having found its way from South America to Mexico, it did not travel northward, reaching Canada later through the circuitous route of European settlers. Today, the tomato forms an important part of the North American diet, to the tune of 20 lbs a year per person, on average. Its eventual acceptance in the culinary world is credited in part to American Founding Father, Thomas Jefferson, who grew tomatoes for food at his Monticello Plantation. By the 1870’s and 80’s, tomato seeds were available in seed catalogues, and in 1897, Joseph Campbell presented the world with his canned tomato soup. And the rest, as they say, is history.

Tips for Container Growing Growing food on the deck or patio can be challenging if no one is around to monitor the moisture content of the soil.

Containers tend to dry out quickly. Composting then becomes a priority for the gardener. Covering the soil surface with grass clippings, leaves or peat moss will help slow the rate of evaporation.

Planters should not be placed directly under the eaves of the roofline, though watering with rainwater is the absolute best. Your vegetables will bless you for not exposing them to chlorine.

The Tumbler: Aristocrat of Small Tomatoes Our first encounter with a Tumbler Tomato was on the deck of a friend’s cottage on Lake of the Woods. It was love at first bite.

The tumbler is aptly named because when grown in a container it does just that: tumbling in profusion from its pot, reminiscent of a 60’s afro hairdo.

The tumbler is only one of a number of small tomato types developed through recent technological advances in plant breeding. Our relationship with this particular variety was first inspired by the quality of its flavor, as well as its proclivity to produce large numbers of fruit. One of our earliest efforts yielded four hundred or more tomatoes.

Yes, we counted them, but admittedly gave up around three hundred and fifty. A healthy plant will continue to produce abundantly till frost. In the event that there are too many to eat fresh, pop them in a plastic bag and presto, they will languish in the freezer until required for soups, sauces or chilies on cold winter days.

Altogether, the growing of tumbler tomatoes has been most satisfying, providing us with a steady supply of delicious, organically grown fruit.

There are also several varieties of patio tomatoes equally suited to container growing. On sunny decks, the variety called Patio will grow to a fairly large size given the right environment. It thrives on rich soil, warm weather, a large enough container, regular watering, and good drainage.

The variety of tomatoes available today is truly awe-inspiring.

Every shape, size, color and flavor are at our fingertips at local nurseries and in seed catalogues for even the most inexperienced gardener. We are limited only by gardening space and our imagination. At least three of our local nurseries have regularly stocked tumblers. Hopefully they will do the same this year. Patio tomato plants are always available locally as well.

So far we have only touched upon container gardening as it pertains to tomatoes. Cucumbers, lettuces, green onions, herbs and many other green things will produce well on decks and patios. Cool weather tolerant plants such as lettuce and green onions can be started in early May. There are few more delightful experiences awaiting you than stepping out on the deck, scissors in-hand, to clip fresh lettuce for your salad. And who has not swooned while biting into the first sun-ripened tomato of summer?

Only one thing could possibly be more satisfying, and that’s if you grew that tomato yourself.

Sourcing Tomatoes: Seeds or Bedding Plants?

A Note from the Editor

After reading the Rasmussens’ article on tomatoes, I was curious to know a bit more about their preferences for growing tomatoes. Here’s what Anita shared with me in a follow up conversation.

our original source of the Tumbler tomatoes. We have no idea where other local large commercial suppliers grow or source their plants, so we cannot advise whether organic, pesticide-free options are available from these retailers.

Editor: Do you prefer to grow your plants from seed, or to buy bedding plants?

AR: We feel that is a matter of the time and space involved in starting seeds indoors. Because we personally use greenhouses, we grow most of our tomatoes from seed either indoors or directly in the greenhouse. We also buy the odd plant because we get impatient when things are slow!

Authorizations for Docks and Single-Storey Boathouses Submitted by MNRF

As a result of a 2015 decision by the Ontario Superior Court of Justice, authorization is required to construct or place a dock or single-storey boathouse that occupies (i.e., that is on or above) more than 15 square metres of shore lands.

This includes the placement of seasonal structures on shore lands as well as expansions or replacements of existing structures that are greater than 15 square metres. The area of shore lands occupied by a dock or single-storey boathouse can be calculated based on the perimeter of the structure.

This is a change from how MNRF authorized the majority of structures in the past and at this time, there is no fee associated with applying for and receiving an authorization for this activity or occupation of Crown land.

Applicants should contact their local MNRF District Office to initiate the application process. District staff will provide an estimate of the time required to process your application.

Northern Serenity

Having enjoyed the experience of a previous group creation, “The Dahlia”, prepared for the 2013 LOW District Hospital’s Lifesavers Dinner and Auction, the Group of Eight art quilters have created an award winning landscape piece entitled “Northern Serenity”.

Connected by their love of their craft, the northern woods and the works of the Group of Seven, the eight quilters chose Tom Thomson’s watercolour, “Northern River” as an inspiration for their most recent challenge. Quilters Nancy Bergman, Judy Christie, Alice Fenelon, Rhonda Glofcheski,

Zimmerman worked independently and in collaboration for over three years preparing their interpretation of Thompson’s work.

Beginning with the division of the picture into eight vertical panels, each measuring 5”x 48”, the task for each of the quilters was to create a small one panel quilt. Two handdyed fabrics were chosen as a connecting background fabric through every panel, creating the water and sky. The quilters then worked independently on their panels, choosing their own materials – fabrics and threads, occasionally sharing materials to help with the transition to adjacent panels. It was an exciting process for the quilters to watch the eight individual panels being set in place, ready to be stitched to the black fabric covered canvas. The individual quilts connected to become a dramatic 50” x 50” whole picture quilt for the first time.

As the quilt was being prepared and finished, leader Nancy Bergman, encouraged the group to submit photos of Northern Serenity for jury to the 2015 Grand National Quilt Show, “Connections”. The quilters were excited to receive the invitation and have their quilt hung in the 2015 show.

After input in the framing process from Tammy Zebruck, the finished quilt was first shown at Gallery Z, in Kenora, in February and March 2015, prior to being shipped. “Northern Serenitiy” hung in the Grand National Quilt Show at Joseph Schneider Haus, Kitchener from May through September of 2015. At the completion of the show, the Group of Eight quilters were thrilled to receive word that “Northern Serenity” had won the Viewer’s Choice Award for the 2015 show from amongst the 52 other exceptional entries.

Before donating the quilt to the 2016 LOW District Hospital Foundation Lifesavers Dinner and Auction, the Group of Eight Quilters will display the simply stunning “Northern Serenity” one last time at the Lake of the Woods Quilter’s Guild Annual Quilt Show May 31 through June 25, 2016.

Matiowski Farmers’ Market Ready for Summer Season Organizers anticipate another full house for the popular Matiowski Farmers’ Market at the Kenora Harbourfront this summer.

Weekly Wednesday markets begin June 22 and continue through to October 5 this year, with a special Canada Day market on Friday, July 1.

The Matiowksi Market began in 2005 and has grown substantially over the years to become a fixture of Kenora’s summer scene with just over 100 vendors from Kenora, Northwestern Ontario and Southern Manitoba offering a wide range of handmade crafts, fresh baking and regionally grown produce.

The key upfront addition for 2016 will be a food kiosk selling coffee, other beverages and light snacks. Josh Nelson of Tourism Kenora, the market’s manager, noted the kiosk vendor has committed to operating for the entire season.

In the past, several vendor booths offered coffee and cold beverages, but not for the full 16-week season.

No other major changes are planned for the market this year, although there was some behind-the-scenes work done over the winter.

Following consultations with vendors a revised set of rules and regulations was established for the market to ensure it remains faithful to its theme of Make It, Bake It, Grow It. Nelson explained the revamped rules will help make it clearer to vendors what they can sell at the market.

The regulations also provide for a designated booth for local retailers to promote their goods and services on a rotating basis, as well as a designated booth for local service clubs, charities and not-for-profit groups to promote events and activities. The businesses and groups will share the booths on a rotating basis.

Studio and Residency Program

The idea of tiny studios peppered across the landscape that stretches north and south on highway 71, connecting the streetscapes of Sioux Narrows and Nestor Falls, is taking shape. There is a built-in and hoped-for regeneration of the Lake of the Woods region mirrored in the construct of the tiny studios themselves.

In the last two decades, communities across northwestern Ontario have taken on the daunting task of re-inventing themselves. Economic downturns related to the boom and bust cycles of the mining sector and the precarious positions of the logging and mills industries, along with the long-forgotten commercial fishing trade come with mass migrations and people looking elsewhere for work.

What brings people here? Fishing, hunting, camping, and what is quintessentially Lake of the Woods, naturally!

A three hour commute from Winnipeg, the closest major urban centre, the communities of Sioux Narrows and Nestor Falls really are in the middle of nowhere. It is a perfect place to host a residency program that caters to creativity, research, and development. It is off any beaten path, with no sidewalks in sight. What the communities do offer up is incredible lake views, hiking trails, old growth pine forests, and an escape from the everyday.

With the tiny studios and residency programs, we are creating a new dynamic for shared experiences and cultural awakenings. There is a philosophy about art, artists, idea professionals, crafters, researchers and scientists, all at play here. The Bridge & Falls Studio and Residency Program is forging a connection: bringing together a love for the outdoors, the ruggedness of the region, and making “culture” accessible in the remotest of places.

With broad community support, we will build three tiny studios: On the Water, On the Move, and In the Forest. And, in the summers of 2016 through 2018, we will invite creative people, artists and idea professionals to come to rural and remote northwestern Ontario, to the communities of Sioux Narrows and Nestor Falls, to work from the tiny studios as part of an artist-in-residency program.

Summer Active

by The Northwestern Health Unit This summer, do one thing for good health.

Getting active is a great way to get involved in your community, and build lasting memories with family and friends. It is also an easy way to help prevent disease and stay strong and healthy. Put down your phone, turn off the TV, tablet and computer, get up and get active!

Get into the swing of being active your way every day. Here are a few easy tips: • Try the 10-minute rule. A little is better than none. If you don’t feel like being active, commit to just 10 minutes – it can help to keep you motivated. Park 10 minutes away from work, take a 10-minute walk at lunch or after dinner, or get off the bus earlier and walk the rest of the way.

• Make it convenient and enjoyable. Start with something you like to do. Choosing activities you enjoy will help you stick with it. Beach walks, run, outdoor yoga, sunrise bike ride, tennis match or a nature walk- the summer options are endless.

• Use the buddy system. Make health a reason to get together with your friend. If a friend is waiting for you, you might be less likely to cancel.

• Limit screen time. Let’s face it, many of us are addicted to our screens. Try a no TV night and replace screen time with active time. Limit TV time to one hour. Take the challenge to stay off social media for one night per week and talk to friends and family.

• Make the active choice. Park a block away from work and walk the rest of the way. Walk or bike to do errands such as going to the bank machine or post office.

• Join a team or sport league. Be a part of a recreational soccer, baseball, or volleyball league. It’s a great way to try a new activity and meet new people in your community with similar interests. Remember to protect your teeth.

Adults and children playing contact sports or engaging in aggressive activities should wear a mouth guard.

• It’s a family affair. Try activities that are fun for the whole family – swimming, biking, hiking or even a morning yoga session to start the day. Your children look up to you. If you model a healthy active lifestyle it is more likely that they will too!

• Schedule time with yourself. Make an “appointment” with yourself to be active, revitalize and reflect – have a back-up plan just in case you can’t keep this “appointment”.

Healthy Living 67 Summer is a great time to be outside! We are so lucky in northwestern Ontario to have beautiful lakes, beaches, parks and campsites, and trails where we can get active with friends and family. Pack a healthy lunch in a cooler with an ice pack and head out on an active adventure in the great outdoors. Remember, if heading to the beach check out the health unit website for up-to-date beach water closure information.

If you are enjoying time in the great outdoors please stay safe and healthy by keeping the following tips in mind: • Beat the bite – Prevent insect bites by wearing light coloured clothing, long-sleeves and pants. Use a bug repellent with ‘DEET’ (follow the directions on label) and check yourself for ticks after being in long grass or bushy areas.

• Slip, slap, slop! – Protect yourself from the sun’s harmful rays by slipping into sleeved clothing, slapping on a hat and sunglasses, and slopping on a broad-spectrum sunscreen and lip balm of SFP 30 or higher.

• Buckle up - Wear a properly fitting lifejacket when doing any water activities such as fishing, boating, or waterskiing. Children should wear a lifejacket at all times when on a boat or dock.

• Be aware – Blastomycosis is an infection caused by a soil fungus found in moist dirt where there is a lot of rotting organic matter. People with weakened immune systems related to age, chronic illness, or medication, should avoid

digging and other activities that stir up soil dust. Ask your doctor to consider blastomycosis if you get sick with lung or skin symptoms, which can develop weeks to months after exposure.

If you are hosting family and friends over the summer season think about how you can make your gathering a healthy one. Plan active outings and events, and plan to offer healthy food and drink options. Try ice water infused with mint, cucumber or lime for a refreshing summer beverage!

Should you or your guests choose to drink alcohol remember to follow Canada’s Low-Risk Alcohol Guidelines, avoid physical activity and water sports while drinking, and pre-plan to make sure everyone gets home safely. The Back Porch Larry the Lake Guy At last Mom Nature had packed away her winter blankets and now displayed gentler colours for spring. Joy reigned throughout the little northern town of White Polar Bay as the May Long Weekend approached, heralding the season when the people and the critters feast on all that is good.

To top it off, this year the town council was planning to award its first ever ‘Most Hospitable Citizen Award’ and entrusted the project to Joanna Barques the town veterinarian who readily accepted the chair-ship. She built a fine committee of community volunteers who worked ceaselessly taking recommendations and spending hours debating who deserved this prestigious honour.

At the end of their deliberations it was clear that one name rose above the others as the most worthy. Surprisingly, it was an unassuming retiree by the name of Larry the Lake Guy who had turned a hobby job into a nice little summer business maintaining properties on the lake.

At the council meeting before the May Long Weekend, council met ‘in camera’ while committee members supported their choice for the newly-minted hospitality award.

Debra Khind, the head of the Critter Care Club, supported Larry the Lake Guy because it was documented on numerous occasions that since breakup in March he had rescued Alice Nader’s border collie pup named Bonk from a sure death by drowning. The collie continually tried to herd ducks that paddled across to Makwa Island. Larry the Lake Guy regularly passed through the area on his return trips to town and rescued the exhausted, stranded pup five times.

Committee member Roland Pye supported the recommendation because of Larry’s insistence on purchasing supplies from local small businesses, eschewing the big box and chain stores in larger centres. Roland insisted that his decision had nothing to do with the fact that he was the proprietor of Pye’s Hardware.

Gilbert James, Chief of White Polar Bay’s Volunteer Fire and Rescue Service, recommended Larry the Lake Guy for the award because of his wisdom in teaching water safety through personal example. To drive the safety message home, Larry had personally sunk his 16-foot aluminum runabout six times in the last three years by overloading it with building supplies. Boaters witnessing these events shied from repeating the same errors.

Father Sam Goldstein assured council that Larry the Lake Guy personified the friendliness and warmth that ensured visitors would want to return to White Polar Bay. In fact the good priest was witness to such behaviour one day last summer when he was visiting the camp of a parishioner on the lake. Larry the Lake Guy’s boat was parked at the dock on the neighbouring island. Father Goldstein sat outdoors for hours and watched as Larry the Lake Guy gave a cheerful wave to every single boat that passed that day and noted that every passenger on those boats waved back enthusiastically. Only when darkness fell did Larry cease this most welcoming behaviour. Mayor Freeman nodded, recalling that this was the incident when Larry the Lake Guy had lost his glasses while clearing brush and being as good as blind without them, was frantically signaling for help. However, the good Father’s interpretation was friendlier.

Finally Agnes Dickens, vice-president of Boreal North Quilters Guild and director of White Polar Bay’s mixed choir, reported that Larry the Lake Guy’s wisdom and forethought saved her family the horrendous expense of having to rebuild their family cottage because he had the foresight to cut down a dangerously close giant red pine the very day before a huge windstorm swept across the lake like a scythe flattening hundred of trees and wreaking untold damage.

To top it off, Agnes’s family wasn’t even one of his clients.

Larry accepted an appreciative and unexpected fee for his services and vowed to himself that the next time he was commissioned to take down a tree, he would double check the address.

At the May 24th kickoff of the tourist season held in Polar Bay Park, Mayor Freeman, assisted by councillor Edith Cosgrove, thanked the committee for their hard work and announced the recipient. Larry the Lake Guy was the runaway winner of the first annual Most Hospitable Citizen Award and his picture decorated the front page of the Daily Sentinel as he humbly hoisted his take-home trophy. Len Scriber, the editor of the Sentinel was unapologetic about not using Larry’s surname in the article. After all, he was best known and best loved simply as Larry the Lake Guy.
