President's Message GARTH COLLIER As I sit down to write this, my very first President's Message, I have so much that I want to say. I am extremely excited and very proud to represent this amazing Association.

Just think—a legacy of 60 years—with a very bright future, LOWDSA is stronger than ever.

First of all, I want to thank Chris Semenchuk, our out-going president, for her leadership and hard work. During Chris' term, LOWDSA faced many unprecedented challenges Garth Collier and Chris more than rose to the task. Also, I'd like to acknowledge Dave Christie and Hardy Bock for their long-term commitment to our Association. To both of you, your experience and knowledge were great assets to LOWDSA. We wish you the very best in your futures.

I would also like to welcome three new directors onto our board: Barb Manson (Winnipeg River), Mark Fenny (Granite Lake) and Bob Stewart (Longbow Lake). You can read about their backgrounds and interests in this edition. We are excited to have you with us. Welcome to Team LOWDSA!

and English-Wabigoon Rivers (Wabaseemoong) are flowing at unprecedented volumes. The Lake of the Woods area is in a state of high alert with some areas having been evacuated. Some roads are either flooded, washed out, or both.

Reports from lakes vary. On Deacon Lake, flooded roads prevent access to properties. Ena Lake reports that high water is not only flooding shoreline structure, but rapidly moving water makes it unsafe to travel by boat to one's property. A member reported that Woodchuck Bay (Lake of the Woods) is faced with the dangers posed by uprooted docks and shoreline structures that are randomly floating on the waterways. Debris such as railroad ties and logs are real concerns for boaters. Shoreline buildings are also threatened with not only high water but by damage from natural wave action and wake from boats.

At Ottermere, docks, ramps and cribbing were ripped from their foundations—some were sucked into the waterfalls trapped below in the angry torrent.

We will all need to be extra careful out on the water with changing water levels and debris that could take out a propeller or two. Damage to infrastructure and personal property is extensive and will likely take some time.

Let us hope for a speedy decline in water levels so we can get back to a semblance of normalcy. Be patient and, above all, be kind to one another.

It will be an uphill struggle; but cottagers are a resilient bunch.

As you know, LakeSmart is the flagship program that supports our vision and mission. Brie McCardle and her team exemplify the spirit of collaboration and community building. They help us in making informed choices on the use and protection of our precious and finite resources. We look forward to seeing them at Wednesday's Matiowski Farmers Market and out and about in our lake community.

It would be remiss of me if I didn't discuss the very serious challenges that were faced by property owners earlier this spring. The impact of floodwaters in our watershed was devastating in many ways. As I write this in late May, the water level in Lake of the Woods is at the 95th percentile. This means that the water is now higher than 95 per cent of all previous lake levels since records began. Additionally, both Winnipeg

There is no time like summertime! In just a few short months, we went from wrapping up issue two of Area News and planning our Annual General Meeting (AGM) to moving full steam ahead for the summer.

Around this time last year, I had mentioned that summer would be the season of continued adaptability. With this year being LOWDSA's 60th Anniversary, I'd like to think of this summer as the season of legacy, excitement, and opportunity to connect with our members through our programming.

With many great things underway, I am happy to announce Brie McCardle as LOWDSA's Environment Program Coordinator. Brie has been a great addition to the team and has been doing an outstanding job rolling out LOWDSA's environmental programs.

To learn more about how LOWDSA's stewardship activities continue to evolve, I highly recommend you check out page 24 to see all the wonderful things Brie has planned for the summer. I'm equally thrilled to welcome and introduce to you our LakeSmart team. Our members have come to know Seanna Cycora, who was on the LakeSmart team last year. We are ecstatic that she has returned to LakeSmart to share her passion for lake life for the second summer in a row. I'd also like to welcome Ethan Belrose who has recently joined our team in spreading valuable knowledge to the public. On behalf of the 2022 LakeSmart team, we are eager to see you at our many events this summer.

For those who might not have attended our AGM, you missed our introduction of LOWDSA's new Marketing and Communication Coordinator, Alena Collier. Alena's communications background is a valuable asset to maintaining the Association's communications, marketing, and program development needs. Her keen eye for details is refreshing, and her friendly attitude is the right touch of personality to be the voice of LOWDSA on the other end of the phone line. In addition, Alena will be launching many membership engagement campaigns. If you have any ideas or suggestions for our team or want to let us know what is happening at your lake, please send your suggestions to Alena at communications@lowdsa.com.

With all that said, we are just getting started in year 60. As LOWDSA continues to build and expand its existing network, we continuously seek to improve and enhance our programs. From greater collaboration with the City of Kenora to reimagining our LOWDKids Program to partnerships with IISD-ELA, I firmly believe that this year is a true reflection of a shared passion for lake life.

As summer 2022 begins, we hope you enjoy this issue of Area News with days filled with happiness, sunshine, and good health.

Our Contributors Bill Parrish and his wife Donna have enjoyed almost 70 summers together on the Lake of the Woods. Their family cottage, located on Mackies Island, just south of Keewatin Beach, has provided their children and grandchildren with an idyllic setting and rich environment for summertime fun and adventure. While Bill has greatly enjoyed all the of the joys that lake life has had to offer, some of his most cherished memories are drawn from his boating experiences on the Peggy Lynn, and from the roughly 40 years that he spent racing his laser sailboat out on the lake.

Retired now from the Ontario Ministry of Natural Resources, he divides his time between grandchildren, enjoying Kenora’s hinterland, consulting, commercial diving and volunteering at the Vernon Nature Area.

Congratulations to Ingo & Joyce Ackerschott, the winner of LOWDSA’s first Spring Photo Contest!

The Lake of the Woods area is a highly regarded tourist, fishing, and boating destination and is known for its pristine environment, most notably the water.

We ran our first photo contest this spring to amplify our shared passion for lake life and to connect members with more people from around the area. This was also a chance to highlight how some of our members enjoy the beauty from where we live and learn.

The picture was sent to us by Ingo & Joyce Ackerschott and although it was a close call, we knew that this was the right photo to share as summer kicks into gear.

Introducing LOWDSA’s 2022 Board of Directors Adam Blake, Chair, Membership & Communications Committee From childhood, Adam has spent his summers enjoying lake life at the family cottage in Clearwater Bay, Lake of the Woods. This early connection to the lake led to working at the Clearwater Market, then maintaining cottage properties to continue enjoying full summers at the lake throughout high school and university. During these summers, Adam met his wife, Kendra who cottaged in Deception Bay. Both passionate about lake life, they are now in the process of building their own cottage on Corkscrew Island. Adam and Kendra enjoy the adventures of island life and off-grid living with their three children. Professionally, Adam has spent his career in business development, and has now focused his experience and passion for lake life on starting Clearwater Septic Systems.

His interest in LOWDSA is to engage the incoming generation of cottagers to ensure similar experiences will be enjoyed for generations to come.

Garth Collier, President Garth's grandparents and their families were cottagers at Ottermere in the early 1930’s. His family is in their fifth generation at the lake and continue to share the lake experience with their children. Additionally, Garth and his wife, Marijka, began building a cottage at Schnarr Lake in 2004. According to Garth, true to cottage "do-it-yourself" fashion, they are almost finished.

Garth has been very active and involved in the well-established and vibrant Ottermere Cottage Association and was instrumental in coordinating their winter metal waste collection and their Annual Horseshoe Tournaments. Garth and Marijka have been long time members of LOWDSA and are strong advocates for environment sustainability.

Carley Fyke, Co-Treasurer Carley is a third-generation Lake of the Woods cottager and has been spending time at the lake before she even knew it! Her family's cottage is in the Welcome Channel area, and Carley and her sister Jen have always been avid "Lake" girls. Both had boating licenses before they had drivers' licences, and weekends were spent on or in the lake.

Carley will be the third "Fyke" to sit on the LOWDSA Board of Directors with her grandfather Leverne and her father Terry both having served as directors and presidents of the Board. Carley and her husband Dale have two sons, Hayden and Nolan, the fourth generation to enjoy the lake.

Mark Fenny, Director Mark has been on the Lake of the Woods since a very young age, attending YMCA Camp Stephens in the summers from the age of 9 to 18. In 1972, Mark and his wife Gloria built a cottage on Granite Lake where the family had owned property since 1954. Between renovations, improvements and additions, the building goes on. But he thinks they are almost done.

Like so many others, the cottage has become the centre of family life. Gloria and his two daughters spent summers at the lake. Now Mark’s two grandsons and their parents spend time at the cottage year-round, fishing, skiing, sailing, quadding, skidooing and enjoying those special walks down the road in the late fall.

Mark is hoping that LOWDSA can play a pivotal role in protecting this amazing area for his grandsons and their children.

Lucas King, Co-Chair, Environment Committee Lucas grew up spending summers on Lake of the Woods in Woodchuck Bay at the family cottage. He enjoys spending as much time as possible on the water throughout all seasons on the lake. As a student, Lucas spent three summers as part of LOWDSA’s LakeSmart team and now continues to work with LOWDSA as a member of the Board of Directors and the Chair of the Environment Committee. Currently, Lucas works as the Territorial Planning Unit Director at Grand Council Treaty #3 in Kenora, while pursuing a Masters in Water Resource Engineering at the University of Manitoba.

Chelsea Lobson, Co-Chair, Environment Committee Chelsea Lobson is a Program Director at the Lake Winnipeg Foundation in Winnipeg, where she has managed their community-based water monitoring network since 2017. Chelsea has a Bachelor of Science in biology and a Masters of Science in Environmental Science from the University of Manitoba.

Chelsea and her family began coming out to Lake of the Woods in 2014 and have a cottage on Kendall Inlet. She is excited to work with LOWDSA to protect her favourite place on earth.

Jackie Lowe, Secretary Jackie is a retired executive and General Counsel of National Leasing Group Inc. Jackie and her family moved to Kenora when she was thirteen, where she lived during her adolescence. After leaving for university, Jackie and her brothers maintained a close connection to the community and the lake. She summered in the Lake of the Woods area, first as a guest (thanks to gracious parents), and then as a renter (thanks to a helpful network of friends). Since 2000, she and her lake enthusiast spouse and sons have enjoyed their own lake home on Gun Club Island.

Jackie has experience with both corporate and non-profit boards and is looking forward to learning more about lake stewardship and assisting in the promotion of environmental awareness.

Barbara Manson, Director Barbara is a proud life-time resident of Kenora. Her parents lived in Laclu on Lake Louise and then moved to West Bay, Keewatin, on the Winnipeg River. Growing up on the river was a wonderful experience, so much so, that when Barbara got married, the deal was, they had to have a camp on the river to bring their children to. She and her husband Chuck purchased three acres, just west of the Norman Dam where they enjoy all aspects of lake life. As anyone living on or near the water, their main concern is to ensure it is safe and secure to pass on to the next generation. As a retired Parks Supervisor for the City of Kenora, Barbara has had the opportunity to work, develop and encourage environmental practices within the city itself. She is now, sort of, enjoying retirement while working part-time for MPP Greg Rickford.

She looks forward to sharing her knowledge and working towards securing our area so that it is pristine for many generations to come.

Don Parfitt, Chair Government Affairs Committee A long-time resident of Keewatin and the Lake of the Woods region, Don and his wife Helen live on the Winnipeg River. He has extensive experience in accounting, auditing, and taxation as well as consulting with a variety of industries and governments, all of which is of great value to the board and management of the Association.

Don has been a very active member of the community, sitting on numerous committees and boards, many of them with great relevance to LOWDSA and its members. His knowledge of the community and connections within it are recognized and appreciated.

Jeff Rempel, Co-Treasurer Jeff Rempel is a CPA/CA at PricewaterhouseCoopers and a recent cottage owner, having purchased his family's property on Pine Portage Bay in 2017 with his wife Nicole. Jeff's history at the family "camp" dates back many years as his grandparents acquired the property in 1964. He has been enjoying summers there since he was a child. His interest in LOWDSA was sparked as he was transitioning the property from his grandparents, and he looked to the Area News magazine for articles on succession planning, hydro rates, taxation, and all things a new cottage owner needs to know.

Chris Semenchuk, Past President, Chair, Nominating Committee Chris's time at Lake of the Woods began with her family's purchase of a cottage at Bigstone Bay in 1986. She and her husband, Kevin, purchased their own cottage in 2001 on Storm Bay, selling it in 2008 when they bought their current lake home on Bigstone Bay. Chris and Kevin enjoy the lake in all four seasons and make the most of being outdoors at all times of the year. As a board member, Chris places a high priority on contributing to LOWDSA's initiatives to preserve this beautiful area.

Chris and Kevin have traveled to other places and countries, but always miss and appreciate Lake of the Woods, and look forward to getting 'back to the lake'. They live in Winnipeg, where Chris is self-employed doing business process work, and they rarely miss a weekend at the lake.

Bob Stewart, Director Bob was born and raised in Kenora. He and his wife, Brenda have lived year-round at Longbow Lake (Storm Bay Road) since 1992, acquiring the family cottage/home from his parents, who had owned it since 1970. Bob has been a member of LOWDPOA/ LOWDSA since then. He worked for the Daily Miner and News for 36 years, then in building maintenance, and has been retired since 2018.

For eight years, Bob served on the LOWDPOA/LOWDSA Government Affairs Committee. He sees it as a privilege to now serve on the Lake of the Woods District Stewardship Association Board of Directors. He also believes that as a long-time waterfront resident whose family has always enjoyed the ‘lake life’, the importance of playing a role in maintaining the water and wilderness in the region for future generations is a worthy legacy.

Trevor Templeton, Director Trevor grew up spending all his summers, and many winter escapes in Minaki, Ontario. He has never missed a summer season at the cottage. This includes the 20 years he lived in Vancouver, B.C. His first jobs were in Minaki, and these experiences made him aware of the need for sustainability between local economies and their natural resources. LOWDSA’s 2022 AGM Recap For 60 years, your Lake of the Woods District Stewardship Association (LOWDSA) has been sharing its passion for lake life in the area. To commemorate this milestone, the Association celebrated its 60th anniversary at the 2022 Annual General Meeting (AGM), which was held once again online. While virtual, the AGM provided a great opportunity to connect current and former staff, board directors, and members.

The virtual meeting began with past president Chris Semenchuk acknowledging the lands and waters of Treaties 1 and 3 as the traditional lands of the Anishinaabe, Cree and Métis peoples and stating LOWDSA’s respect for the land and water in the Treaty #3 Territory encompassing Lake of the Woods. These lands and waters hold cultural and historic significance to the Anishinaabe and Métis peoples and in acknowledgment of our shared history, we continue to reaffirm our responsibilities for improving relations through the protection and stewardship of the land and water.

Attendees then watched the premiere of the 60th Anniversary video, which was one year in the making. The video highlighted the Association’s history and included interviews from members and staff sharing their stories and connection to lake life.

Chris then presented the agenda and noted that LOWDSA’s Board of Directors and staff remain focused on increasing membership and encouraging new and younger members to join.

Following her report, a video was shown to outline LOWDSA’s Strategic Plan. See highlights on page 16.

As the Association continues to evolve, LOWDSA hopes to build on its rich history, past successes, and years of dedicated service to the current and next generation of property owners, visitors, lake users, and all of those who share love of the lake.

The remainder of the AGM included updates on developing issues, challenges, and our plans to sustain lake life in the region.

Directors and Chairs from the Membership and Communications, Environment, Government Affairs, and Finance Committees discussed our most recent accomplishments, ongoing initiatives, and what we plan to achieve in 2022.

Finance Committee Report Jeff Rempel, Co-Chair of the Finance Committee, presented the report of the Finance Committee, the 2021 Financial Statements, and the 2022 Budget. For more details, please read the finance report or contact membership@lowdsa.com. Copies of the complete audited financial statements are posted on the LOWDSA website and are available by email on request.

Membership Committee Report Hardy Bock, presented his report on behalf of the Membership and Communications Committee noting that LOWDSA had sent a survey to our members, undertook strategic planning sessions in 2021-2022 and are actively working on the goals set out in the plan. Hardy spoke to the successes and challenges of the Association including increased opportunity to engage with the City of Kenora and LOWDSA staff continuing to work on improving communication with members.

He also welcomed Alena Collier as Marketing and Communications Coordinator for LOWDSA. With the addition of this new role, the Association hopes to continue to expand its presence and attract new members.

Government Affairs Committee Report

• Three webinars were held and recorded (please visit LOWDSA’s YouTube channel to learn more).

Garth Collier overviewed key topics of the Government Affairs committee. He shared the latest updates related to key issues and concerns such as Highway 17, NDMNRF forestry updates, Hydro rates, fisheries, and nuclear waste. He noted that the committee continues to communicate, educate, and facilitate positive relations with government, business, and the larger community of the Lake of the Woods region.

Environment Committee Report Co-chair of the Environment Committee, Chelsea Lobson, reported that the greatest achievement in 2021 is increasing the staff of LOWDSA and hiring the first Environment Program Coordinator to expand new initiatives. She welcomed LOWDSA’s second and current Environment Program Coordinator, Brie McCardle, to share key highlights.

Brie reported on the Environment Committee’s priorities and noted that LakeSmart 2021 was the Association’s largest team and most ambitious year for environmental programming.

With four LakeSmart Students and 1 Environment Program Coordinator, the following highlights were shared:

• A citizen science initiative for members to participate in a Zebra Mussel Settlement Sampler program was initiated.

• The LakeSmart team delivered nearly 1,000 dock kits, visited 20 lakes, and delivered three webinars on the forestry, invasive species, and algal blooms topics in addition to delivering information and resources during the Matiowski Farmers Market.

Going into 2022, the Environment Committee is looking forward to building on the foundation of our award-winning LakeSmart Program. To learn more about the Environment Committee’s plans, please see Brie McCardle’s EPC note on page 24 to get a detailed listing of LOWDSA’s summer programs.

The AGM concluded with a short video presentation introducing the 2022 LOWDSA staff and new Board appointments, and a question and answer session.

Financial Report Carley Fyke and Jeff Rempel, LOWDSA Co-Treasurers presented the 2021 financial statements.

FINANCIAL SUMMARY LOWDSA’s auditors, BDO Canada LLP have completed their audit of the 2021 financial statements of the Association and a summary of the 2021 audited financial statements of the Association for the financial year ending December 31, 2021, was circulated to members with the notice of this meeting.

The 2021 financial statement reported a surplus of just over $2,700, largely driven by government wage subsidies, and the 2022 budget is calling for a modest surplus of just over $5,500.

REVENUE LOWDSA’s 2021 budget was based on expected revenues of $270,000. Actual revenue totalling $306,000 was above budget by approximately $35,000. The significant deviations from budget in 2021 included royalties in excess of budget by approximately $5,000, LakeSmart program sponsorships in excess of budget by approximately $6,000, and government wage subsidies received of approximately $20,000 that were not budgeted for.

The 2022 budget includes a reduction in membership fees based on the declining membership numbers, $10,000 of interest income due to the Association’s partial repayment of the COVID-related Canada Emergency Business Account (CEBA) loan, and an increase in LakeSmart sponsorships, subsidies, and grants.

EXPENSES Overall, 2021 expenses of approximately $305,000 were slightly above budget. We made similar assumptions when budgeting 2022 expenses, other than the Environment Program Coordinator role and environment expense (although as was noted on the revenue slide, the expense is entirely forecasted to be covered by funding received).

STATEMENTS OF FINANCIAL POSITION LOWDSA’s cash position is strong, and we continue to invest in short-term GIC’s to generate a small amount of interest income annually. The other item of note is the long-term debt amount of $60,000. This amount relates to the CEBA loan from the federal government, which was created due to COVID. This amount has increased by $20,000 from the prior year, as the government provided additional funding in 2021. This loan in interest-free, and if repaid before the maturity date, portion of the loan is forgiven. Given LOWDSA’s strong cash position, the Association will repay the loan over 2022 and 2023, which will generate $10,000 of loan forgiveness income in each of these two years.

Or said another way, LOWDSA will receive a total of $20,000 of income from the federal government related to this program, with no expenses incurred.

LOWDSA will continue to pursue government and private sector sponsorships for Environment programs such as LakeSmart and the Mobile Boat Wash Station, but given the uncertainty around government programs, we encourage member donations to the EISP fund and will seek appropriate approvals to transfer funds from the EISP to support relevant programs when needed.

2022 EXPECTATIONS To recap, LOWDSA is budgeting a small surplus in 2022, but we continue to pursue new members and their fees to support the programming that is being budgeted (so please continue to spread the word!). Additionally, we’re always looking for additional LakeSmart sponsors if you, or anyone you know, would be interested in helping with that.

Your Board of Directors and Executive Director are committed to working from a solid financial foundation to deliver the Association's programs and initiatives as planned for 2022.

We will continue to aggressively pursue revenues and closely manage expenses across all areas.

TRANSFER FROM EISP The Environmental Initiatives and Special Projects (EISP) fund includes member donations. Member contributions are held in this fund, with Board approval required to use the funds and reported annually at the AGM. Examples of projects funded by the EISP include addressing invasive species, environment awareness initiatives (i.e., Mobile Boat Wash Station), as well as LakeSmart.

The Association transferred a total of $10,000 from the EISP to operations in 2021 to pay for the 60th anniversary video. While a transfer of $25,900 had originally been budgeted, the full amount was not needed to be transferred based on the COVID-related wage subsidies LOWDSA received.

In 2022, LOWDSA budgeted to transfer $10,000 from the EISP for items including the Watershed Forum, bilge booms, LOWDKids, seedlings, and the Mobile Boat Wash Station.

COVID-19 updates and travel restrictions

Navigational Aids

While restrictions related to Covid-19 are lessening, we continue to recommend the official websites hosted by the governments of Manitoba, Ontario and Canada and the Northwestern Health Unit (Ontario) as your best source for current and accurate information. LOWDSA’S Navigational Aids Committee continues to request a meeting with Canadian Coast guard officials to discuss a list of concerns provided by LOWDSA members. Since meeting with the Coast Guard officials in August 2019, LOWDSA expressed a desire to meet on an annual basis with Navigational Programs/ Canadian Coast Guard. The intent of the Navigational Aids committee is for LOWDSA members and representatives of commercial resorts and other lake-based businesses to discuss growing safety concerns among a diverse group of people with different uses of the lake. LOWDSA continues its efforts to connect virtually or in-person with representatives of the Navigational Programs/Canadian Coast Guard this year to provide further updates.

Flooding Claims Considerable progress has been made since information was last shared regarding the Lake of the Woods/Shoal Lake/Winnipeg River flooding claim settlements being negotiated among Ontario, Canada and First Nation communities. Some settlements are projected to be concluded this year.

Due to COVID-19 restrictions, the Ministry of Indigenous Affairs Ontario (IAO) is unable to host in-person meetings. To ensure that information about the proposed settlement of these claims is available, IAO has developed a virtual information process, available at ontario.ca/page/lake-woods-flooding-claims.

High water and flood warnings The Lake of the Woods Control Board Control Board completed a series of planned visits throughout the basin during the week of June 5 to observe the damage created by the high-water levels this year.

Representatives from LOWDSA and the Lake of the Woods Water Sustainability Foundation met with The Lake of the Woods Control Board on June 7 to discuss the impact and damage that has been experienced by people in the area. Representatives on the control board were taken on a brief tour of the lake and observed affected properties.

high water and flooding events. The Ministry’s priority is the safety of the public, protection of property and the safety of emergency responders.

The Ministry continues to protect and manage ministry infrastructure (roads, bridges, culverts and dams) through dam operations and provide support to municipalities, First Nations and people living in unorganized areas.

We have closed a number of roads in the District due to washouts and damage to water crossings. Please contact the District Office at (807) 468-2501 for updates on the status of those closures.

Floating debris and increased water velocities pose hazards to boaters under these conditions. We would also like to remind boaters to prevent wakes by traveling slowly and avoiding rapid deceleration. Large wakes can have a detrimental effect on the already compromised shorelines and properties located on them.

Nuclear waste The Nuclear Waste Management Organization (NWMO) continues to explore the suitability and community willingness of the town of Ignace as a host site to safely contain and isolate Canada's used nuclear fuel in a deep geological repository.

A decision is expected to be made at the end of 2023.

NDMNRF Incident Response Teams communicate regularly with municipalities and First Nations in areas affected by flooding to share information and assess support needs. We are working swiftly and safely to support response efforts and minimize the impacts of flooding with our partners. This includes continuing to support residents in obtaining sandbag supplies and by providing regular flooding situation updates.

On May 10, NWMO hosted a webinar on the transportation of Nuclear Waste. In addition, the organization has published for public comment the latest version of its five-year implementation plan. The document explains long-term management of used nuclear fuel will be implemented over the next five years.

Postings on the Township of Ignace's bulletins state that the next stage of the willingness journey will involve a series of public engagement activities proposed and undertaken by a third-party consultant—not by NWMO or the Township Ignace.

It is anticipated that the engagement activities will begin this summer and be advertised on social media, various websites, and community bulletins.

The Ministry would like to remind members of the public to be extremely cautious on area waterways until water levels subside.

City of Kenora Due to high lake levels, the City of Kenora has provided the following notice for watercraft users: ATTENTION BOATERS Whether you are boating on Lake of the Woods, Black Sturgeon Lakes, Laurenson Creek, or any waterways in our area, be aware of the impact of your boats wake.

Please USE CAUTION when boating past homes on waterways that are sandbagged. Large wakes make a difference to the integrity of the sandbagged walls built for protection and docks with barrels on them.

Remember, when boating close to shore, within 30 m or closer, you must travel at 10 km per hour or less unless a speed limit is posted.

There are three areas with boat speed limits or a Vessel Operation Restriction Regulation (VORR) within the City of Kenora boundaries:

Seanna Cyncora Environmental Stewardship Technician As a proud graduate of the Natural Environment Technician program at Sault college, I am eager to get back to work with LakeSmart for my second season.

I grew up in Kenora, creating unforgettable memories with family and friends on Lake of the Woods. My time on the lake has given me a great appreciation for all living things in our water bodies.

I hope to make a difference in the conservation world using my environmental conservation and management skills. I am passionate about ecosystem protection and sustainability as well as stewardship. My previous work with LOWDSA has taught me how hard work can transform our environments. I am always excited to try new things, learn as much as possible and use my knowledge to improve our ecosystems for the better. LakeSmart grants me amazing opportunities to further my education, get more involved in improving the health of our lake and connect with our lake life community.

Ethan Belrose Environmental Stewardship Technician I'm Ethan Belrose and I am starting my first year with the LakeSmart team this summer.

I am originally from the Lake of the Woods area, specifically Kenora. I am currently going into my second year in Biochemistry and Life Sciences at Queen's University, with a keen interest in biology. In my spare time, I love fishing, primarily for bass and walleye. I also love exploring the lake and can't wait to get out on the water this summer with the LakeSmart team.

I am particularly interested in preventing the spread of invasive species and promoting the continued preservation of our region for future generations to enjoy. I am thrilled to go out into the community to spread awareness about our programs to help keep our region one of the most beautiful places in the world. I'm excited to join the team and help those who enjoy the lake make the most of their experiences. I hope our LakeSmart team will contribute to those positive experiences. an

I am looking forward to learning from the team and going on lake adventures, while putting my stewardship skills to the test during more adventures this summer. I believe community, passion, involvement and support can create significant changes.

Summer sustainability has begun Each year our flagship LakeSmart program seeks to educate our membership and the general public on the best ways to live and play green at the lake. The team strives to share information with as many people as possible in a variety of ways. Whether it be at the market, during dock visits, or the Mobile Boat Wash Station, our team is here to talk best practices at the lake.

Last summer, our environmental events, programs, and initiatives reached over 2,000 people, not including virtual reach through social media, Area News magazine and website. The LakeSmart team decontaminated 35 boats, spoke to over 175 people at the Boat Wash Station, launched 50 zebra mussel settlement samplers and removed approximately 300 lbs of shoreline litter. On top of all that, we also provided educational material to more than 1,000 people on their properties and at the Matiowski Farmers Market about the importance of protecting this area against aquatic invasive species and steps they could take to be a part of the community's common stewardship goals.

This summer, our goal is to reach even more people and share our knowledge, passion, and up-to-date information during our initiatives. As in previous years, we will be hosting public events like our free Metal Waste Collection Day, Seedling Day, and shoreline cleanups. So be sure to follow us on social media and check the Mark Your Calendar page as we continue to raise awareness of healthy shorelines, water quality, invasive species, septic systems, and everything in between to live and play green at the lake.

Being "lake smart" means encouraging lake users, visitors, members, and non-members to make informed decisions that will minimize the human impact, protect the environment and sustain the value. As it is listed as one of LOWDSA's core values, we believe education is the best tool for success. Here are a few programs where LOWDSA is spreading the word to protect the beautiful lakes, shorelines, and environment we enjoy.

Webinars To support research and mitigation efforts related to environmental issues affecting the Lake of the Woods District, our LakeSmart team hosts webinars with experts in the industry to share the most relevant news to you.

Kids programming related to environmental education We believe educating young people about ways to preserve, respect and care for our natural environment is how we will help create the next generation of stewards for the land and waters we all enjoy. Check our website and watch social media for opportunities to get your young people involved. Matiowski Farmer’s Market The team will have their very own LOWDSA booth at the Matiowski Farmers Market, filled with a variety of informational sources. This is a great opportunity for people that live, visit and enjoy the area to learn about our lake as well as what lake lovers can do to improve our ecosystems. The LakeSmart team will have pamphlets and brochures about LOWDSA, invasive species, healthy shorelines and more importantly, are ready and willing to answer your questions.

Invasive species action on Lake of the Woods Invasive species are efficient in overtaking habitats, reproducing, and wiping out native species. Preventing the spread of invasives is the best management method. LakeSmart will be working on purple loosestrife management around Lake of the Woods, conducting three purple loosestrife cutting events across the area to help control the spread of this beautiful but invading plant.

LakeSmart will also be working with Ontario Beetles to perform a beetle release for purple loosestrife management. It is important to protect our beautiful environment and we encourage everyone to be proactive in the battle to keep our lake free from invaders.

Zebra Mussel Monitoring Program As a leading voice in the Lake of the Woods district, we encourage membership involvement in Association activities. LOWDSA is excited to launch a second season of our citizen science program to help monitor zebra mussels in Lake of the Woods watershed.

Our 2022 LakeSmart team consists of post-secondary students with specialized knowledge in monitoring and managing natural resources. Participating in wide scale distribution of zebra mussel settlement samplers will allow for early detection of zebra mussels in our lakes.

The data generated may identify hotspots and point towards solutions for managing the spread. This citizen science monitoring program is as simple as checking a trap at the end of your dock every few weeks. This will support government monitoring efforts by increasing the monitoring frequency and distribution of monitoring locations. It will also provide data for the Association and its members on the zebra mussel activity on Lake of the Woods.

Shoreline cleanups One of our goals is to create a better community, one shoreline at a time. LOWDSA will be carrying out shoreline cleanups all across Kenora and we hope to get our sponsors, local students, volunteers, lake lovers, and LOWDSA members involved. The City of Kenora will provide litter pickers and bags at the Lake of the Woods Discovery Centre. Once full, these bags can be picked up anywhere with a simple call to the city. LakeSmart hopes to strengthen the community and environment with simple but effective shoreline cleanups that everyone can participate in. Seedling Day and tree planting with LOWDSA LOWDSA carries out their annual seedling day improving ecological communities as a whole. In our 60 years of operation, we have sold over 300,000 seedlings. Events like this mean so much as it brings people together and assists environmental health. This year, the LakeSmart team will be teaming up with Grand Council Treaty #3 to plant 500 red pine seedlings to help build stronger forests. Tree planting helps strengthen wildlife habitats, decrease erosion and runoff, improve air quality, purify water, stabilize soils and more. Although Seedling Day has passed, you can find us at the Matiowski Market where we may have additional seedlings to sell. This is great opportunity to speak with your LakeSmart team to learn more about bettering our ecosystems and more. Mobile Boat Wash Station Aquatic Invasive Species (AIS) play a large role in the continued deterioration of the environment and water of the area, from decreasing fish habitat, spawning, and water quality, to creating navigational and swimming hazards. All of these are economic drivers in the area and contribute to the day-to-day life of cottage owners, the public, and tourists that have come to expect the high-quality environment in sunset country.

On June 2, we launched our second year of our Mobile Boat Wash Station to be proactive in the fight against invasive species. Our plans are to operate the station throughout the summer. Taking action against the spread of AIS through a mobile boat wash station will protect one of the most valuable resources of the Lake of the Woods area and strengthen the quality of life of those that use and enjoy the water. Visit your LOWDSA team at the Discovery Centre on Thursdays and the Kenora Recreation Centre on Fridays to get your boat washed and learn more about how you can prevent the spread of invasive species.

A shared passion for lake life with IISD-ELA

BY CASSIDY MAZUR, EDUCATION & OUTREACH MANAGER A new opportunity to bring science and stewardship into the classroom has emerged with my new role as Education and Outreach Manager. This is a shared position between LOWDSA and IISD Experimental Lakes Area (IISD-ELA), the worldrenowned freshwater research facility right in our backyard here in northwestern Ontario.

LOWDSA has long recognized the value of connecting members with this unique natural laboratory comprised of 58 small lakes and their watersheds set aside for scientific research. LOWDSA is excited to partner with IISD-ELA to further connect their work with the Lake of the Woods area.

LOWDSA and IISD-ELA share a goal of inspiring the next generation of scientists, stewards, and lake lovers. The freshwater research happening at the experimental lakes combined with LOWDSA’s community action around Lake of the Woods make the perfect duo.

I find it incredibly rewarding to see young people get excited about science and how it can help protect the water we all love.

Showing students real-world freshwater science combined with locally relevant environmental issues and solutions leaves them with an idea of how they can help our lakes now and in the future.

I get to watch them connect their lives to our work as I engage them in topics they care about. Between LOWDSA and IISD-ELA, students can see so many versions of what a career in science could look like. I see students picturing themselves doing similar work in the future as I tell them that all it really takes is a love for the environment and a passion for learning.

I’ve been in almost 15 classrooms this spring and by the end of my time with a class, I always feel inspired and comforted, hopeful that I have helped foster the journey of the next generation of environmental stewards. A side bonus is the potential for students to go home excited enough to tell their family about invasive species, water quality, or some other relevant sustainability information they can use in their lives.

Perhaps it encourages them to take action for stewardship, have a visit with the LakeSmart team, or simply develop a curiosity to ask questions and learn more.

I hope more young people will be inspired to get involved in their communities and make positive change for the area.

As this shared position embodies the growth of LOWDSA in its 60th year, growth at IISD-ELA is happening too. After a couple of years having to scale back how many people were on site research is back in full swing with lots of science happening and some big projects on the go.

Scientists are continuing to learn how plastic impacts ecosystems by adding microplastics to limnocorrals (think of a giant test tube in a lake). They are diving into all parts of a habitat as they study everything from frog song meters and bat meters to microbial communities, light, and of course fish.

A new experiment is looking at the toxicity of tire rubber in stormwater runoff, and a long-term study looking at the evolution of lake trout with size-based harvest launches this year, just to mention a few of the many interesting projects going on.

For those that have been to the IISD-ELA site (perhaps on a LOWDSA tour), you know it’s hard to beat seeing it with your own eyes. You’ll understand our regret that we are not quite ready to open back up to in-person tours at IISD-ELA, but with science going strong it is an especially great time to bring the ELA site to the Lake of the Woods area. Programs are free, designed with curriculum in mind, and can cater to topics of interest surrounding freshwater, science, and sustainability of the Lake of the Woods area and beyond.

Lake of the Woods sets 72 year high water mark

BY JEFF POLAKOFF, LOWDSA REPRESENTATIVE ON THE LAKE OF THE WOODS CONTROL BOARD As I write this article in early June 2022, the spring high water levels that we have been experiencing couldn’t be more different in comparison to last year in the Winnipeg River Basin, including Lake of the Woods. The region has gone from an extended drought and extremely low water conditions to record levels of precipitation and runoff with water bodies in the area establishing or reaching near record levels of high water.

Keewatin were increased recognizing the need to also balance interests for residents on the Winnipeg River. Three consecutive Colorado lows, known for producing heavy precipitation, resulted in April being one of the wettest on record and as a result, the Norman dam was fully opened at the beginning of May. The high levels of rain in April continued through May, setting a record with 272 mm (10.7 in.) of precipitation for the two months, more than double the 120-year median of 122 mm (4.8 in.). Continuing wet weather and high runoff resulted in the inflow into Lake of the Woods being more than double that of the outflow through the Norman Dam fully opened. Water flowing into the Lake of the Woods reached 1,978 cubic meters per second (m³/s), which was a new long-term inflow record

As we entered 2022, there was good reason for optimism that our extended period of drought was coming to an end and a return to “normal” conditions was on the way. Fall of 2021 was characterized by increased levels of precipitation that began to replace the extremely low levels of water in both the lakes and the ground that had been lost to drought. This pattern of increased precipitation continued through winter and into the spring. By the end of the winter, the Basin had received over 305 cm of badly needed snow, which broke a 61-year-old snowfall record.

With the arrival of spring, the region began to receive significant levels of rain.

Unfortunately, the rain was accompanied by continuing low temperatures which resulted in rain on snow and frozen ground and a rapid rise in runoff in the basin with no ground absorption. As water levels rose, outflows from Lake of Original Paintings the Woods through the Norman Dam at

On October 15, 2021, levels on Whitefish Bay, Lake of the Woods, were at 322.5 m or 1057.9 ft.

and again significantly above the long-term median of 727 m³/s.

By the end of May the level of Lake of the Woods was 323.9 m (1062.6 ft), which was above the most recent high-water peak of 2014 of 323.78 m (1062.29 ft). By comparison, the level of the lake as shown on your nautical maps is 322.8 M (1059.0 ft) and the highest level of the lake since recording began over 100 years ago was 324.31 m (1064.0 ft), set in July of 1950.

Overall, the record precipitation and flows in the basin have resulted in flood damage throughout the watershed with many communities declaring a state of emergency and evacuations being required in several areas. High water and flooding

have resulted in damage to homes, cottages, businesses, and community infrastructure such as roads and bridges as well as shorelines and shoreline infrastructure. Docks and boathouses have, of course, been impacted particularly hard. The Lake of the Woods Control Board members visited many of the affected areas and communities including Kenora, Minaki, Sioux Narrows, Manitoba’s Whiteshell, Warroad, Minnesota, and others during the week of June 7 to gain first-hand knowledge of the impacts of flooding throughout the watershed.

By the second week of June, we were beginning to see a slowdown of both inflow and precipitation. Estimates at that time were now predicting water level rises over a sevenday period for both the Lake of the Woods and the Winnipeg River at about 1-2 inches as compared to highs in May that were 10-12 inches in a one-week period.

At the time of this writing, the Lake was anticipated to reach its peak by mid-June followed by a gradual decline. However, it was clear that normal summer water levels would take some time to achieve and would also be dependent on continuing drier weather. Quite a different scenario from the previous summer and another example of the growing number of extreme weather events as well as the need for a better understanding of climate change mitigation and adaptation measures.

Despite the challenging circumstances that we have experienced this spring, I hope you and your families are able to enjoy yourselves and your time on the water this summer. While you are on the lakes and rivers in the watershed be sure to exercise caution and keep your eye out for floating debris as a result of high-water conditions and changing water levels.

July 22-23 ArtsFest This partnership event, being led by the Lake of the Woods Arts Community, will take place in the park between the Museum and Art Centre for two days, featuring artists, performances, and activities.

ARTSFEST 2022 is shaping up to be a grand celebration of the arts on the shores of Lake of the Woods in downtown Kenora on Friday, July 22 and Saturday, July 23, from 10 a.m. to 5 p.m. The flagship event of the Lake of the Woods Arts Community (LOWAC) will take place in Memorial Park on the grounds of The Muse, 300 Main Street South, as a lead-up to the Gail Konantz Art Education Fund Reception, happening the evening of July 23 at the Douglas Family Art Centre.

“The lawns of The Muse will be transformed into an artist's hub where creatives from all disciplines will come together to demonstrate, exhibit, perform and explore different art forms,” said ARTSFEST co-coordinator Aimee Baldwin. “This will provide a place for art lovers to see all that our area has to offer and to possibly get their hands dirty creating some art of their own!”

There will be street level exhibits and performances, art demonstrations, and a lively Kids Zone that will run both days with scheduled art activities, facepainting and more.

There is no admission charge but some activities, such as facepainting, may ask for an optional donation.

“We are super excited about re-engaging our artists and the community after a few years of ‘silence’ due to the pandemic,” said Everette Fournier, also a coordinator for the event.

Both coordinators are especially happy that, thanks to grant funding, artists are being compensated and anyone in the community can come and experience the arts for free.

If the little boat didn’t have enough charm of her own, Dr. Stewart McInnes’s oft repeated and concise explanation of her origins certainly endowed the Peggy Lynn with an engaging aura of mystery and romance. With her gleaming white hull, her polished mahogany deckhouse, and bright blue roof, she has been raising eyebrows and triggering smiles in the Kenora area for close to three quarters of a century— delighting passengers and observers alike.

The Peggy Lynn’s journey to Lake of the Woods began in Bermuda in 1947. That year, Winnipegger Jack Spear flew to Bermuda for a vacation. While there, a compact little cabin cruiser caught his eye. The owner of a cottage on Keewatin Beach, Jack decided then and there that he wanted to spend his summers on a boat just like this one. Learning that the craft had been made by W & J Tod Ltd., boat builders in Weymouth, England, Jack contacted them, placed his order, and waited for his boat to be delivered. After her long journey from England to Keewatin, the craft was warmly welcomed and christened the “Peggy Lynn”—named after Jack’s daughter.

She wasn’t a speed boat; she was a leisurely pleasure craft.

With her little 60 horsepower inboard engine, she wasn’t going anywhere quickly. “Slowly but surely” was the name of her game.

Inside, upholstered in blue to match the roof, were two benches that could serve as single beds (if need be) and a small toilet.

Outside, was a wooden steering wheel, a captain’s stool, and additional bench-style seating for the passengers. The Peggy Lynn enriched the Spear family’s summers for about five years.

In the very early 1950s, my father-in-law, Dr. Stewart McInnes, bought the Peggy Lynn and gave her a new home port at the family cottage on Mackie’s Island, less than half a mile south of Keewatin Beach. Stewart and his brother Clare co-owned the cottage. Each family used the cabin for either July or August and everything in and around the cottage was co-owned by the two—but not the Peggy Lynn! Clare wanted to buy a half interest in the boat, but Stewart was so proud of the Peggy Lynn that he wanted her all to himself and that was that. The Peggy Lynn was housed in a little white boathouse that can still be seen from vantage points on Lakeview Drive just to the east of the Keewatin Bridge.

By the time she joined our family, the Peggy had already spent 25 summers on the lake and was becoming increasingly temperamental. Not being much of a mechanic, I found her occasional engine problems to become increasingly frustrating… until Kenora’s Bob Herd came into the picture. Bob proved himself to be extremely adept at diagnosing and fixing her problems and he soon became both our family boat doctor and my good friend. Bob consistently got the Peggy Lynn going in the spring, kept her in good repair through the summer, and put her to bed in the fall.

One year, with Bob’s help, we had the entire 1947 engine rebuilt leading to much smoother sailing. Around the year 2000, half a century after she first slipped into the Lake of the Woods, we treated the Peggy Lynn to a full restoration. A fellow near Landmark, Manitoba painstakingly refurbished every inch of her. When the Peggy Lynn returned to us the next year, she was shining like a new penny!

We have always felt fortunate to be able to share the pleasure of a cruise on the Peggy Lynn with so many friends, relatives, and visitors. The Peggy has been a great favourite with everyone who has encountered her, particularly with children—our kids and their cousins, friends, and visitors. Each has loved the feeling of chugging through the waves on this unique little craft. Letting them take the helm, climbing up on captain’s chair, kneeling on it, and peering out through the small windshield has added an extra measure of magic to so many summer holiday experiences.

One of the highlights of my summers, and certainly of the Peggy’s, was the opportunity to regularly participate in Joanne Hill’s Old Boat Parade in Kenora. We were always excited and proud to join in that venerable flotilla as often as we were able.

For the Stewart McInnes family, the Peggy Lynn became a new focal point of the summer cottage experience.

When family members and visitors arrived in Keewatin from Winnipeg, it was now the Peggy Lynn that met and ferried them to and from the island property. It was the Peggy Lynn that carried us into Keewatin to do our shopping, pick up our mail, or haul in blocks of ice.

Similarly, it was a lovely cruise on the Peggy Lynn that took us on frequent trips to Kenora. Stewart, always replete with his captain’s hat, took great pride and pleasure in his role as the Commander in Chief of the vessel. Over the years, the McInnes cottage grew full to the brim with children, grandchildren, houseguests, and visitors. Evening or afternoon excursions on the Peggy Lynn, winding tours through nearby islands, became a delightful part of everyone’s experience.

Circa 1972, Stewart sold his interest in the cottage to his brother. By that time my wife Donna and I owned our own cottage on the island, and Stewart gifted the Peggy Lynn to Donna. You can’t keep a wooden cruiser like that exposed to the elements, so we hastily built our own boathouse and welcomed her into our immediate family. We had no idea of the adventures that awaited us as we embarked on what would be a 48-year journey with this grand little boat from the British Isles. As she settled into her new home at our dock, the whole family fell in love with her, and we soon dropped formalities and referred to her more affectionately as “the Peggy”.

In 2020, after enjoying her company for almost 50 years, our family made the tough decision that it was time for us to let the Peggy Lynn go. Happily, she was purchased by Mark Boese, who lives in the Kenora area. Many of my friends still report sightings of the Peggy Lynn as she cruises past their cottages. We are thrilled that this exceptional little boat will delight folks for many more years as she continues to sail on the beautiful waters of the Lake of the Woods. an Bill extends his thanks to his nephew Rob McInnes for assisting him in writing this article.

1992 to 2011

Join us for a trip down memory “lake” as we feature different periods of LOWDSA’s 60-year history in each issue of the Area News.

BY LEANNE FOURNIER WITH JACK MCKENZIE, DAVID HEWLETT, TERRY FYKE, TODD SELLERS & DON CAMERON The dawn of 1992 and the ensuing two decades shows a significant shift in recognition of the Lake of the Woods District Property Owner's Association (LOWDPOA) as a major force in the region for issues related to the watershed. Presidents of the time all credit the hiring of Gerri Wilson as Executive Director and then publisher of the Area News for, as Don Cameron (president 2009-2010) wrote, taking “the Association to places its originators had only dreamed of.”

Issues of the day included blue-green algae, composting, septic, water quality, local area government, waste management, blastomycosis, fisheries management, and restricted orders.

And of course, there was always the Association’s efforts for fairer taxation. The June 1992 Area News ran an article under the headline “School Taxes Increase Significantly”. A 28 per cent increase was being levied, which represented the differential in taxes paid by rate payers in Kenora and the unorganized areas. The article stated: “This catchup process is called equalization and it is an attempt to see that all properties of equal assessed value pay the same taxes regardless of where they are located.”

The August 1992 Area News included a letter drafted by then president Dean Magnus to the Chairperson of the Kenora School Board stating that while the Association believed that education was “the most important institution in our country,” and that seasonal property owners should contribute to it, bearing the same financial burden as permanent residents was seen as “unfair”.

Past president Terry Fyke (served 1997-2000) said that the Association realized that the provincial and municipal governments continued to see the region’s unorganized residents as an “opportunity”. “It had been on our radar for some time, premier Mike Harris seeing the unorganized areas in the province as an opportunity for taxation.”

He adds, “We always knew it was going to happen and it was up to us to work toward the best results we could achieve and communicate that to members.”

The 1990s were also dominated by discussions about studies and proposals for the formation of new forms of local government in the Kenora area. First, there was talk of a rural municipality from Kenora to the Manitoba border and then there were suggestions that Kenora would annex the surrounding unincorporated territories. Seeing the need to be at the table for these discussions, the Association’s first Government Affairs Committee was established, headed up by long-time director Jack Hignell. Jack and his committee would appear often at Kenora Town Council. In the end, cottagers in the unincorporated were spared annexation.

It appears the Association’s concerns were being heard at least, in part. When the towns of Kenora, Keewatin, and Jaffray Melick were amalgamated in 2000, unincorporated was conspicuously absent.

Of this, Don Cameron later wrote: “Amalgamation architects apparently realized that the needs of cottagers are different indeed from the needs of urban residents and that it is costly to maintain roads, bridges and to deliver garbage service in cottage country.”

Throughout this decade, many innovations were happening thanks to the work of the Association. This included projects like the Canadian Lakes Loon Survey; consultation of the Lands for Life (Boreal West) project putting 20,000 islands of Lake of the Woods under Environment protection; launch of the Enviro Check project; the Lake Partners Program, and a state-of-the-art septic system biofilter being tested in the region by the University of Waterloo.

There was also a project to give Global Positioning System (GPS) locations to cottagers on Lake of the Woods. At the time, many asked—what’s a GPS?—which director Maryanne Bruce did a great job of explaining in a February 1997 article in the Area News. She shared how, after she got over her relief that this wasn’t another tax, she was intrigued by the Kenora OPP’s presentation on the new device in a 1996 seminar where it was described as “the most effective method of pinpointing or locating cottages, boats or even hikers with a degree of accuracy in an area as vast and remote as the Lake of the Woods.”

Around this time, in the mid 1990s, past president David Hewlett (served 1995-1996) established the first Environment Committee upon which he still sits and spearheaded the biofilter test system from the University of Waterloo. Two test sites were established. “LOWDPOA needed to be intermediary to finance field tests and had the resources to do that at the time.”

Seeing the positive effects for efforts like this, David pushed to establish LOWDPOA’s first Environmental Initiatives and Special Projects Fund. “We were pretty stretched with resources so didn’t have

a lot of money to put toward special projects.” If such a fund existed, members could contribute as they wished and the Board could, at their discretion, contribute money toward special initiatives and activities.

The Association commissioned a State of the Lake Report in 2001, which declared that water quality would be a limiting factor to development of any kind on the lake. In 2004, it also convened the first Lake of the Woods Water Quality forum, a gathering of all agencies—Canadian, American, Ontarian, and Manitoban—that had water quality data on Lake of the Woods.

Heading into the new millennium, the Association was well positioned with a strong, experienced Board and dedicated Executive Director. It also had attracted some new young directors, like Todd Sellers (president 20052006), who had significant expertise in water quality.

On the never-ending issue of taxation, the Province of Ontario pushed through a Property Land Tax (PLT), despite concerns raised by the Association.

During the first decade of the new millennium, the Association faced many changes. Gerri stepped down as Executive Director in 2008 but continued as publisher of the Area News.

Susan McLeod stepped into the ED role in January 2009.

With a strong communication background, Susan began to exert her influence, working with the Board to roll out the Association’s new vision, mission and core values, updating the website to include an online membership renewal form, and numerous other public facing initiatives to fulfill the Association’s mission.

The May 2009 Area News included a letter from LOWDPOA president Sue Bruning reluctantly accepting long-time director Steve Steigerwald’s resignation as LOWDPOA representative on the Clearwater Bay Restricted Order Appeals Board—a role he had held since the early 1990s when the order was imposed by MNR in an effort to protect the lake trout fishery and over development. This was just one of many accomplishments of Steve, who had served in various important roles including LOWDPOA’S president from 2001 to 2003.

Sue wrote: “As ever your work on our behalf has been unique and exacting and ensured a consistent application of the Restricted Order guidelines. We gratefully acknowledge your work and through it we feel that the spirit and intent of the order was balanced with the rights of property owners to use and enjoy their land.”

Heading into 2010, the Association was facing the same challenges as many other not-for-profit organizations— declining membership, funding cuts, and fewer volunteers able to help keep programs relevant and effective.

An idea began to form after Susan attended the annual Federation of Ontario Cottage Owners Associations’ conference. There, she learned that Muskoka Lakes’ Association had been running a Safe Boating summer program for a couple of years with two students visiting property owners by boat and attending public events representing their Association. Goals were to share the importance of boat safety and raise awareness of the organization, hopefully translating into gaining members.

“After spending time delving into the details with their Executive Director, I decided the idea merited discussion with our Board who agreed I should go ahead and build a project proposal,” said Susan.

For its program, the Association decided to focus on environmental education, specifically healthy shorelines, and their impact on overall water quality. Susan adds, “That way, individual members could participate with hands-on projects specific to their own properties, and personally make a positive impact on our lakes and rivers.”

Various logistics, including finding a boat sponsor (thankyou to Woodlake Marine), drafting up the training and education program (thanks to Rosemary Robertson, Kelly Saunders, and Hayley Anderson) and hiring two university students, came together and the inaugural LakeSmart season launched June 27, 2011. During July and August of that year, the first student Ambassadors, Laura Shore and Sam Warden, travelled primarily around Lake of the Woods, educating waterfront property owners on the importance of healthy shorelines.

With membership holding steady at just under 4,000 at the end of 2011, the Association was well-positioned to play a role in numerous emerging issues—Highway 17 twinning, Hydro One rates, the PLT, and an ongoing focus on environmental and water quality concerns.

Presidents from this era look back with pride at what had been accomplished during a time when the Association was increasingly being recognized as a leader in addressing issues that were important to its membership and the watershed.

“There were so many things we needed to focus on and get people engaged with,” said David Hewlett. “We were able to show that we weren’t just communicating through the Area News, but that we were actually doing something and seeing results.”

Terry Fyke was happy to see the Association gain traction with its focus on water quality. “Without that we’ve got nothing. The water will always be the issue that brings us together.”

Playing a leadership role in bringing together the various agencies that needed to be talking to one another, stands out as one of LOWDPOA’s biggest accomplishments, according to Todd Sellers. “The joint agency meetings were a really constructive way to ensure issues were being dealt with by all the relevant agencies and that we were all working together to solve shared concerns.”

Don Cameron said he was always amazed that people “who would not normally do that kind of thing” were prepared to get on a bus and show up at meetings to raise their voices about things they felt weren’t right.

“When it came to protecting the lake, they were prepared to stand up. I was always impressed by that,” he said.

Indeed, the membership has always been the backbone of the Association.

Jack McKenzie puts it like this, “To protect the forest and the waters around the lake for future generations, we need a strong voice and the more members we have, the more we are able to do. an We have done our best to touch on some of the top issues of these busy two decades but there is so much more that we didn’t have room for. We also couldn’t interview all the presidents who made significant contributions: Dean Magnus (1991-1992), Steve Steigerwald (2001-2003), Art McKenzie (2003-2005), Sue Bruning (2007-2008) and Barry Baltessen (2011-2012).

Tips for navigating some favourite

TIGHT SPOTS on Lake of the Woods

BY DUNCAN McEWEN Have you ever shied away from a boating spot because you just aren’t sure, or you are afraid you’ll “kiss a rock”? I think we all have at one time or another. This is actually a healthy boater’s mentality! However, if you shy away from too many places, you will be missing out on some really cool lake attractions.

Depending on your maps/GPS mapping card, some of these tight spots are lacking enough detail, leaving the captain to think, “Nah, not today.” Here are a few of my favourite “tight spots” with a few tips in navigating them. Please note that I (the author) will not be held responsible for any kisses of such rocks. When approaching any narrows, or new water, it is way more valuable to go slowly for your first time or two. Study your depth finder and be looking in the water for the hazards.

Mud Portage Although not a key passage for an amazing gateway to scenery (isn’t it all amazing scenery?), Mud Portage is a very useful one to save time, gas, and a possible rough ride in bigger water. It does, however fall under the category as being a tight spot. Recently, a new green buoy has been added in the portage to aid in alignment.

If approaching from the north (Clearwater Bay side), take it wide to the west. This helps you in two ways—line of site, and the right line through the portage. If you do see a boat coming, you should still have time to curl right out of the way to avoid a collision. (This is one of the busiest tight spots on the lake). If you see that the coast is clear, and are able to commit, simply keep the red buoy on your starboard and two greens to port. There is a gentle “S” turn as you do all of this. Once clear of this tight spot, you have a red, then a green, then a hard right, then another red, and you have officially run the Mud Portage gauntlet and are into Ptarmigan Bay.

Shoal Lake Narrows This gateway will lead you to a beautiful, somewhat secluded part of Lake of the Woods including, The Labyrinth; appropriately named. This pinch point somewhat reminds me of a scene from a James Bond movie, as I usually have a boat or two following me through. When approaching from the north (Ptarmigan Bay side), you want to ensure that nobody is coming out as you are going in. The best way to do this is to go s-l-o-w or have a spotter boat that has already cleared the pinch point. It is a bit of an “S” curve coming through this narrows, so it is very difficult to determine if a boat is coming out. Once in, you are keeping green on your port.

You are now in Lock Lake. From here, I usually put it back on step and go through the second narrow channel, which is quite skinny but straight. This channel has good site lines and as long as you keep it in the middle, you are good to go.

It sure doesn’t look like much room as you approach French Portage Narrows from the north.

Immediately after this narrows you can head west and south down the main channel, which will eventually take you into Shoal Lake. OR you can hang a fairly hard left (east) just after the second narrows into the northernmost of the three Labyrinth bays. I believe the nickname for this gap is, “the hole in the wall”. This is a very nice and direct way into the Labyrinth and saves time to cut in here. I strongly recommend the electric trolling motor or paddle for this passage, as most years it is barely passable with all motors up. The “Lab” offers amazing tranquillity, great fishing, and really neat exploration opportunities. It just keeps on going and is relatively protected. Please use your GPS or map wisely in here, as it doesn’t take much to get turned around.

French Portage Narrows I consider this narrows the gateway to the south end of the lake. It is a passage that cuts down the western side of the Aulneau Peninsula and when it opens up, it really opens up! When approaching this channel from the north, you have plenty of time to view the gap and look for oncoming traffic. I usually run this one on step, but in very low water years, I throttle down, trim up and troll through. If running it with speed, sit up in your captain’s chair and pay close attention.

There are two docks sticking out from either side. At first, it appears that the gap isn’t wide enough to fit your cruiser through, but I believe the gap is closer to 14 ft. or more. This narrows does involve a gentle turn as you cruise through; stay in the middle. You may see some rocks to either side of your boat, but as long as you stay centered, you are good.

You are now in the north end of the Tug Channel. At this point, you can split right (west) through Johnston Passage which will take you over to Monument and Outer Bay or slide south a bit more to the Northwest Angle. The Northwest Angle (Minnesota) is one of my favourite day trip destinations. Once checked in to U.S. Customs (bring your passport), you can stop for fuel and a great lunch at Jerry’s. Fort St. Charles is also one of the greatest historical attractions on the lake. If you decided to run The Tug straight south, you will pass School House Point (some amazing history here with local residents attending school in a very remote part of the world), and further south, the land masses start to disappear, and you are in the Little and then Big Traverse Bays.

You still have the option to curl west and get your gas and lunch at Oak or Flag Island (Minnesota). Again, you are required to clear U.S. Customs before landing. If you decide to carry on straight south, you are committing to some big water. Massacre Island has more rich history and an amazing

panoramic view of a very diverse part of the lake. It’s worth the hike to the top. Look for the cross and hike up. Big Island and Sable Island are within reach from here.

The wind usually dictates whether or not the passage is possible, but it truly is the epitome of a Lake of the Woods cruise, to stop at Big or Sable and enjoy the finest sand beaches the lake has to offer. Something that surprises a lot of lake folk, and my clients is, to get to Sable Island at the very southern shore of Lake of the Woods, you never leave Ontario waters. You ride the line down for approximately 30 miles, and as long as you don’t have a tendency to pull to the right on your steering wheel or tiller, you will remain in Canadian waters.

Writing this article in mid-May gets me very excited to revisit these gems that the lake offers.

The Vernon is accessible by car from Highway 17—turn down McKenzie Portage Road for five kilometres to Fire Road 36—or by boat through Bulman Bay, Lake of the Woods. Day parking and docking are available and access is free.

Located on Crown land, the Vernon is a unique transition zone with representative trees and plants from three distinctive vegetation zones: Boreal Forest, Great Lakes-St. Lawrence Forest and Prairie Grasslands. The property’s eastern boundary borders Lake of the Woods with plenty of chances to explore the beach and wetlands.

There are over five kilometres of designated trails to explore year-round. The trails and infrastructure are primarily maintained by volunteers—“Friends of

the Vernon”—with funds obtained through fundraising, grants and donations. Each of the six trails has its own distinctive attractions and photo opportunities. Two lookouts are strategically located on the Wetland and Lookout trails providing a diversity of photo opportunities. Lookouts 1 and 2 (Wetland Trail) are situated on two separate bays that are frequented by a variety of marsh birds, waterfowl, pelicans and more than the occasional bald eagle and osprey. But there’s more to the eye than just the “big flyers”; a variety of beautifully coloured, dragon and damselflies mate and hunt here. Keep your eyes open for basking turtles and busy muskrats, and beavers. Lookout 2 is also the ideal platform to photograph storm clouds forming over Lake of the Woods.

On the Fern Trail, stroll through waist deep ferns while admiring the over 250-year-old white pine. Keep your camera ready on the Aspen Trail for cavity nesters peaking out of holes or woodpeckers drilling the giant dead poplars.

Lookouts 3 and 4 (Lookout Trail) offer a totally different experience. Perched on the edge of a cliff, Lookout 3 gives the photographer a bird’s eye view of the forest canopy, while a panoramic view of Lake of the Woods with Kenora in the background is Lookout 4’s reward.

In the spring and summer, the trails are dotted with stunning wildflowers, while autumn unveils the brightly coloured berries of many of these flowers. Late summer and autumn rains bring on an explosion of mushrooms with dramatic colours and astonishing shapes blanketing the forest floor.

Four of the trails (Pine, Lookout, Aspen, and Fern) meander through towering stands of 80- to 100-yearold red pines. Here the atmosphere is cathedral-like, with the massive tree canopy filtering the light over a carpet of soft pine needles. Early morning or late evening are the best times to capture the different hues of light. By all means, venture out during the rain and discover why they are called red pines. Their bark turns a beautiful reddish brown when wet.

The Wetland Trail parallels Lake of the Woods, traversing a large wetland via a boardwalk before plunging back into the forest. Here, the photographer will discover a treasure trove of photo opportunities—an extensive rock face covered in mosses, lichens, and ferns that remain vividly green even in the depths of winter. Adjacent to the rock formation is a small creek breaming with brilliant yellow marsh marigolds in the spring.

Of all the trails, the Bur Oak Trail provides the most striking seasonal contrast. In summer, the forest floor is covered with dabbled light streaming through the low lush green canopy of oak and ironwood trees. Winter reveals the twisted gnarly limbs of oak interspersed between ironwood, which retain their dead brown leaves creating an eerie atmosphere on grey winter days. Add a bit of sun and suddenly sparkling snow sweeps the drabness away.

Regardless of the season, the Vernon is the perfect setting for family and wedding pictures. More and more couples are using the Vernon’s idyllic setting as a venue to exchange vows. For the past couple of years, Century 21 has been hosting a family portrait weekend here, raising funds for the Nutrition on Wheels program.

Healthy Shorelines 101

Maintenance

One of the reasons we love ‘The Lake’ is the opportunity to interact with the waterfront environment, sharing our space with the plants and wildlife that are found within our little piece of heaven. Shorelines play a huge role in biodiversity and water quality for all those who use it.

Keeping systems, structures, and vehicles maintained and up to date is important as they can contribute large amounts of pollution if neglected.

CREATE A BUFFER ZONE A buffer zone is one that has a strip of trees, shrubs and other plants along the waterfront that “buffers” the water body from impact. While it may seem overwhelming to create a buffer, all it takes to get started is to leave an area of uncut grass near the shoreline. The best buffer is around 30 metres wide, but any buffer is better than no buffer at all.

LIMIT EROSION Erosion is a major issue with shoreline properties. Erosion increases sediment in the lake, affecting fish spawning grounds and reducing plant growth. The best way to protect your shoreline against erosion is to keep the natural characteristics of the shoreline together—vegetation, rocks, etc. Keeping your shoreline's natural characteristics acts as a glue for the shoreline, keeping everything intact. This protects from actions like wake against the shore and reduces erosion and sediment in the lake.

REDUCE RUN-OFF Waterfront property owners need to be aware that everything put into your yards has the potential to make its way into the water.

Try reducing the number of fertilizers and cleaning products you use at the lake. These products can contribute to increased algae blooms and disrupt the natural environment. You can also help reduce nutrient run-off by using rain barrels to capture rainwater that could otherwise increase nutrients in the lake affecting fish habitat and water quality. This rainwater can also be used to water plants!

MAINTAIN YOUR SEPTIC SYSTEM Upkeeping your septic system produces less contaminants in the water, which is mainly used for drinking and swimming.

A poorly maintained system or one that is not suitable (too small or old) for your daily use requirements can be a source of unwanted nutrients leaching down into the lake or your drinking water supply. In addition to the health concerns to you and your family, this can contribute to algal blooms, weed growth and ultimately damage to the sensitive aquatic balance. Some ways to upkeep your septic system include getting it pumped every two to five years and having it inspected annually. Avoid putting unnecessary items in your system, the only things that should go into your system are human waste and toilet paper.

DOCK CARE While the high water may have wreaked havoc on many docks, it also provides the opportunity for many to reconsider the type of dock they put in. When putting in a dock, especially with the high water this year, it is important to consider many factors, such as reducing impact to fish habitat and the shoreline. One of the most important aspects of a dock is not to use treated wood, as the chemicals used to seal the wood can leech into the water and damage the waterway.

VEHICLE AWARENESS Perform regular maintenance on recreation vehicles to ensure no leaking or oil, gas or any other pollutants will spill into the lake. When using recreational vehicles on the lake, be especially mindful of your wake. With the high-water levels this year, wake from boats can do more harm causing erosion and destroying docks and boathouses.

Mercury: what it does to humans and what humans need to do about it

BY SUMEEP BATH, EDITORIAL AND COMMUNICATIONS MANAGER Just last year, researchers who had been working at IISD Experimental Lakes Area made an incredible discovery, released in the world-renowned Nature magazine.

During the study, conducted over 15 years, scientists intentionally added a traceable form of mercury to one of the site’s experimental lakes and its watershed. They discovered that the new mercury they added quickly built up in fish populations, and then declined almost as quickly once they stopped additions.

Notably, the fish populations were able to recover from mercury much quicker than previously understood, which suggests that curbing mercury pollution through policy initiatives now will have a rapid and tangible benefit regarding the quality of fish we consume.

But why is mercury so harmful to humans? What do we need to do to safeguard human health from mercury poisoning? And where do we go from here?

How does mercury get into lakes?

Mercury is emitted into the environment from many natural and human-made sources.

Industrial processes can release mercury as a by-product into the atmosphere. For example, a coal-burning power plant could release mercury into the air in its fumes. Mercury can travel long distances in the atmosphere—even across oceans and continents—before finally settling in lakes and rivers. This type of pollution is called non-point source pollution because the mercury ends up far away from where it was released.

Point sources, such as mercury released in wastewater from a factory or mine, emit mercury more directly into bodies of water.

It is believed that the water sources in Grassy Narrows—a community close to Lake of the Woods that has been plagued by mercury poisoning for generations— have been poisoned from mercury spilled decades ago at a paper mill. This is an example of a point source.

And, as we discovered in the recently published study at IISD Experimental Lakes Area, systems can recover relatively quickly when mercury is no longer being added.

What needs to happen now?

These findings provide indisputable, science-based support for necessary regulations on mercury emissions that have been undermined in recent years, especially in the USA. They also support the efficacy of existing and new policies around the globe that seek to curb how much mercury ends up in our environment.

As with all international efforts, making mercury history will require regional actions.

In Canada, for example, reducing mercury emissions means action at the federal and provincial levels. The federal government must show leadership in regulating activities, such as hydroelectric reservoir development mining and logging, that release mercury into the air, land, or water.

It should come down to all of us too. While government and industries move to phase out products containing mercury, public awareness campaigns should inform people of the dangers to the environment and on safe disposal of consumer products. an

What effect does mercury have on human health?

Methylmercury is the organic form of mercury that is harmful to humans and many other animals. It has no known function in our bodies.

Once mercury enters bodies of water, bacteria convert it into this toxic form, which is then carried up the food web into top predator species like sport fishes.

When people eat those fishes, they also ingest the methylmercury contained in them. Once the mercury is in our bodies, it is not easily excreted, meaning that it accumulates over time.

Mercury poisoning, or Minamata disease (named after the Japanese town in which it was first documented), comprises a wide range of physical and mental symptoms.

These include hair loss, muscle weakness/ paralysis, organ damage, loss of senses, depression and even death.

What needs to be done to reduce the risks?

Fishes are an important source of protein for humans—many people around the world depend on them. Even so, given the risks, they should be eaten in moderation.

Real impacts can only be made, however, by reducing the amount of mercury that enters ecosystems, and ultimately humans.

During the summer season, Ontario experiences an average of at least one wildfire every day caused by an unextinguished or unattended campfire.

2. Prepare the site • Clear a space about two metres wide for the fire.

On average, more than 200 wildfires are caused every year by recreational forest users, such as:

• Remove pine needles, grass, leaves and twigs.

• Anglers

• Scrape the area right down to the mineral soil.

• Campers

• Ensure you have a pail of water and shovel to control the fire.

• Berry pickers

3. Build your campfire

• Canoeists

• Keep your fire small to a maximum of one metre high and one metre wide.

• Hunters • Picnickers You are responsible for the fires you start. Be careful to only start a fire when the conditions allow it to burn safely and remember to extinguish it correctly. If you cause a wildland fire, you could be charged under the Forest Fires Prevention Act and may be held responsible for the cost of putting out the fire.

Before starting a fire, remember that: • During hot and dry weather, sparks and embers can start forest fires.

• All forest fires are investigated to determine the cause.

Safe campfires Follow these easy steps to build a campfire safely.

• Remember that small fires are safer, easier to control and easier to put out.

• A small fire will also keep cooking tools from blackening and let you get close enough to cook.

4. Stay nearby • Never leave a campfire unattended.

• Remember that you are responsible for tending your campfire, ensuring it is kept under control, and for putting it out.

5. Put the fire out • Pour lots of water on the campfire.

• Stir the ashes with a stick.

• Pour more water over top of the campfire.

1. Choose a site • Pick a site close to a water source and sheltered from the wind.

• Build your fire on bare rock, bare dirt or other non-combustible material (mineral soil).

• Build your fire at least one metre away from any flammable materials.

• Make sure the space above the fire is at least three metres from overhanging branches and vegetation.

• Stir the ashes with a stick again.

If your shore lunch fire escapes and starts a wildfire, you can be held responsible to pay for the suppression costs and/or damages it caused.

• Repeat until: » the ashes are cold to the touch » the ashes don’t hiss » the ashes look soaked » no more smoke comes from the ashes

If you have a shore lunch fire, remember the rules: • Build the fire on bare soil or rock in a location sheltered from the wind.

Safety tips for kids • Always ensure children are with an adult when they are around a fire.

• Never allow children to play with matches or fireworks.

• Teach your children to tell an adult immediately if they see a fire burning out of control.

Shore lunch fire safety There’s nothing like fresh fish cooked over an open fire, unless it turns into a wildfire! While fishing or enjoying the day in your boat, remember to follow campfire safety tips. A wildfire can affect fish and wildlife habitat along a shoreline and can be very expensive to control.

Heaven for your textiles

Let’s face it, cottages are full of old stuff. What is no longer suitable for use at our city homes lands at the lake. Textiles (anything made of cloth, our lake attire, bedding, towels, linens, and décor) are no exceptions. The silver lining, no pun intended, is that at least it extends their lives, and they avoid the landfill a while longer. But ultimately, those well-loved, played in, and worked in textiles have to change purposes or it’s “dum dum da dum” (Chopin’s funeral march).

Where do we begin?

The first step is to assess the fabric condition and choose one of three options. First, if it is beyond hope, you might shred it. Pieces of fabric can be used to stuff decorator pillow covers.

Garden ties are a favourite of mine for using strips. Despite the temptation, we shouldn’t leave bits of fabric for nesting materials as it is a strangulation or tangling hazard for birds. Our most frequent use of torn cloth is as rags. It extends the fabric life twice beyond the original intent, first as a cleaning cloth and then paint rag, until it meets its eventual end. My cupboard is a stockpile of rags for all uses. I get teased about it.

They collected and organized clothes donated by type and size. It was so popular and highly successful that they were requested to extend it indefinitely. You can never have enough rags. At Robertson’s camp there is a cupboard designated for rags, another collection in the garage and yet another in the boat house.

The next choice could be to swap, donate or sell it. Clothing donations have always been a seasonal ritual. Handing things down is still common. The textile recycling movement is

Additionally, companies are developing circular policies to keep products out of the landfill after one use. A brilliant solution to the “one sock syndrome” or any used socks for that matter has been created by Smartwool Socks (smartwool.ca) called The Second Cut Project. Send in your used socks using their free shipping labels and presto, they might produce a new dog bed.

Some animal shelters also accept clean blankets to make into bedding.

Called upcycling, the third option might be to let those creative moments at camp blossom onto fun projects fixing or transforming textiles. This is something anyone can do even if sewing is not your forte. I can sew because of being a Brownie

once upon a time, having a mother who was crafty, and spending part of my career as a Family Studies teacher. However, there are many no-sew projects. Chique sweatercovered pillows, bean bags for corn hole games, rag rugs, and door draft stoppers are just some of the many ideas to be found online. Rainy days at our place may involve old bedding used to build forts. That same bedding could be a drop sheet or cover for furniture in winter or when moving it. Lessons in darning or creating sock monkeys or puppets using worn sweaters and discarded buttons are easy sells to our littles.

The bottom line is there is usually another home other than the dump for most of the textiles you clear out of your cottage. I realize that sometimes it is just time to end its life. It’s okay to let go of that ancient baggy Speedo. But temper your disposal with restraint. There is a lot of history at camps to be had and some is worth saving. I have included a photo of a cover found at the heart of an ancient cushion. It was the 11th (yes, 11th) and last layer that my mom removed from that cushion in the 1970s. The American naval flag with thirteen stars dates to 1912, consistent with the previous camp’s history. It is silk and hand painted. It deserves a new life and preservation.

What costs less than lunch out at a restaurant but will last for years and years? If you are a flower gardener, you have already guessed that it is a perennial. If you are new to the growing game, you may wonder just what a perennial is versus the annuals available widely at this time of year. Our dictionary tells us that a perennial plant is one that produces flowers from the same root year after year.

Perennials grow from roots, tubers or bulbs, best purchased from nursery stock where each comes with specific instructions: the best time to plant, depth, best location and recommended Zone.

In northwestern Ontario the Zone is 2-3, which means anything higher will be at risk during our long cold winters. Most perennials are best planted in the fall of the year, although if planted in spring or early summer, they will have time to become well established before winter. It is important to follow the recommended instructions of your local nursery or gardening catalogue.

Once established, perennials form the basis of the effortless flower garden and their reliability and great versatility makes them the most satisfying of all plants. Allow us to share with you a few of our favourites.

The peony is arguably the longest lasting and most hardy perennial. Over fifty years ago, when we moved to Kenora, the whole west side of our house was planted with well-established peonies. They have since been moved and transplanted to various other spots in our yard, but never fail to produce showy flowers every spring. The blooms are huge, scented, white and tipped with a delicate touch of pink. Every June, we thank whoever had the foresight to plant these lovelies so long ago.

They could not have known of the joy they continue to bring each year.

Tulips are among the earliest and most hardy of spring flowers, often poking their heads up through the snow. Introduced to us from Holland, they have become an emblem of spring and are grown all over the world. The time to plant these most satisfying of all bulbs is late fall for a show of colour and beauty the following spring. They come in an almost endless variety of shapes, sizes and shades. Interspersed with early crocuses, daffodils and hyacinths, they can satisfy one’s craving for something beautiful after a long winter.

Clematis, a very popular climbing vines.

Then, there are Hydrangea bushes, which bloom all summer and late into fall, changing colour as the season progresses, starting off a bright spring green, turning white then pink and finally a rust shade in September. Also known as “Four Seasons” they come as a house plant as well.

Another favourite is the Hosta, which comes in a variety of green shades from light to dark to variegated greens with whites and purples. Hostas are among the hardiest of plants and provide a great background for more showy specimens and along walkways and paths.

Clematis is one of the most popular climbing vines; all it requires is a trellis. Most varieties will bloom on old wood in spring and again in late summer on new growth with striking colours from purple to a light pink and mauve. Old fashioned bleeding heart appears in late spring and has long been a staple in every effortless garden bed. Because it does so well in shady spots all over the yard, astilbe, with its delicate blooms and fern-like foliage, is another reliable winner.

For sheer beauty and fragrance, Oriental and Asiatic lilies are the ideal choice, making an appearance just as the last of the early-summer bloomers begin to fade. They come in a variety

of colours and sizes, even in lily trees. Planted in fall and known for their hardiness, they will fulfill their promise year after year.

Some of them even naturalize and spread for new blooms the following season.

Baby’s breath is an old favourite and a welcome addition to any bouquet of cut flowers. Its delicacy and scent is a florist’s dream.

Then there are roses, probably everyone’s favourites, unrivalled for sheer beauty and romance.

It is wise to check the recommended Zone (2 & 3) for all perennials, and for roses in particular. The “tender” types will sadly not survive for long in this area. One exception to this rule has been the windflower, with its light pink flower resembling a wild rose. It is zoned 4 or 5 yet inexplicably survives and thrives in our front yard garden, a welcome addition when most other plants have finished blooming in the fall.

Other favourites are lady’s mantle, snowdrops, Russian sage, iris, bee balm, day lilies and turtlehead, only a very few of the many specimens available to the adventurous gardener in our quest for an “effortless” flower garden. an

How to cook your own Shore Lunch This article has been reprinted from the February 1997 issue of the Area News with permission from Caitlin, the daughter of Jake MacDonald (1949 – 2020). It's a wonderful peek inside the world and passion of one of the region’s most beloved and dearly missed writers, fishing guides, and outdoor adventurers. Enjoy!

When I used to work as a fishing guide I had a couple of guests who used to be Green Berets. Bob and Kenton told me that they had spent two years in Vietnam, doing long-range reconnaissance patrols with Montagnard tribesmen, sleeping on the ground, eating the odd snake, and generally receiving a pretty good schooling in the art of wilderness survival.

All morning I looked forward to shore lunch, when I hoped that these two hardened bush professionals would show me some of their secret last-ditch methods of wilderness cooking. I imagined that they would teach me how to make a fire by rubbing sticks together, bake a fish with wet mud, or even make pancakes out of pounded root fibers. But at lunch they seemed confused and apprehensive. “I can’t get the fire going,” Bob apologized. “Can we use some gasoline?”

In the midst of showing Bob how to make a campfire I was obliged to rescue Kenton, who had a can of beans clamped between his knees and was avidly sawing at it with a large, dangerous-looking knife.

Cooking shore lunch over an open fire may not be all that complicated a procedure for those who are used to it. But it’s surprising how bewildering it is for even the most self-reliant kind of people. Guides offer shore lunch as a standard service at most fishing lodges, and if you follow the same steps they do, it’s a great way to entertain your guests on a Lake of the Woods outing. (Better check first with the MNR to make sure that open fires are allowed.)

Most fishing guides regard one item as indispensable, their shore lunch list. The shore lunch list inventories everything that you need when you’re cooking lunch a forty-minute book ride from the nearest replacement shaker of salt or frying pan. The list, like shore lunch itself, is very basic so missing a single item can be disastrous.

Tourists have certain expectations when they’ve travelled a thousand miles to go fishing, and some guides have recurring nightmares about forgetting to bring cooking oil, or even worse, matches.

Aspiring shore lunch chefs should make several copies of their shore lunch list and conceal them in various

places around the cottage. I keep a list taped to the inside of my shore lunch box, one in the fridge, and one another someplace I can’t remember.

The shore lunch box by tradition is a heavy wooden container with rope handles. Loaded with canned food, plates, silverware, soft drinks and other necessities the box can be quite awkward and unpleasant to lug around, and you might find that a large plastic cooler is easier to clean and lighter to lug around. Packed and organized the night before you go fishing, the shore lunch box is loaded into the boat in the morning, along with life jackets, fishing tackle, rain gear and guests.

Once you’ve caught some nice plump walleye, pick an idyllic location with a good site for lunch. Guides consider a lot of variables when choosing a shore lunch spot. Is the site located on Crown or private land? What’s the wind direction? The bug count?

Every day brings different costs and benefits to a shore lunch spots. On a cold stormy day, it’s nice to eat in a sheltered cove, out of the wind. On a hot day a breezy exposure will keep the guests cool and blow the bugs away. Rookie guides learn a hard lesson the first time they cook shore lunch on a beach. Fine sand blows around and gets into everything, even the fish batter.

THE SHORE LUNCH LIST Based on lunch for four people.

As soon as the group lands, someone should be delegated to build a fire while the guide—you—cleans the catch and washes the fillets in the lake. The fire should be built on a bare rock, far from the forest so that sparks won’t blow into the woods. Dry branches the size of your finger should be used to start the fire.

Once the blaze is underway, wrist-thick branches are added to give it body. Shore lunch requires plenty of wood, so tell your guests to gather several down sticks this size.

• 5 plates

• 4 large potatoes

• Silverware, can opener, flipper

• 1 large onion

• 4 cups

• 1 lemon

• 2 medium plastic bowls

• 8 slices bread

• 6 ft of aluminum foil

• ¼ lb butter

• 6 ft of paper towel

• Salt and pepper

• Sharp filleting knife

• 1 can peaches

• 1 beat-up old kettle

• 12 cookies

• 1 large frying pan, carried in a burlap sack

• Soft drinks or juice • Instant coffee / tea

• 2 C cooking oil

• Sugar

• 2 eggs

• 2 plastic garbage bags

• 1 C flour

• 3 medium paper bags

• 1 lb bacon

Get out the eggs and evaporated milk from your shore lunch box. Crack the eggs into a bowl and stir in one cup of evaporated milk. Dip the fillets into the liquid, drop them one at a time into a paper bag containing two cups of flour, and give the bag a shake. Once the fillets are covered with flour, put the bag where no on will step on it.

• Matches, you fool!

When the butter and oil are hot, lay the fillets one at a time into the pan, placing the fillets smooth-side down so that they don’t curl up in the pan. In hot bubbling oil fish cook quickly. After several minutes turn the fillets once, cook a couple of minutes longer and they will be done.

Now lay the frying pan down on the fire and throw in a pound of bacon. When the bacon begins to sizzle, cut up the potatoes, but keep an eye on the pan and turn the bacon when required.

Cut the spuds into one-inch cubes and then dump them into a paper bag, then slice the onions but keep them separate from the potatoes. The bacon should now be ready; lay the slices on a section of paper towel, then wrap them in tin foil to keep the bacon hot.

Add one cup of cooking oil to the bacon fat and add half a dozen sticks to the fire. While the oil is heating up, open a can of beans and nestle it in the coals. Throw a tiny piece of potato into the oil.

If the oil bubbles, it has reached cooking temperature. Pour all the potatoes into the pan and season the salt and pepper. Turn the potatoes regularly, but don’t make the mistake of letting the fire die under the frying pan. Potatoes require a hot, ambitious fire. When the potatoes are nearly cooked, add the onions.

Onions cook faster than potatoes, and both PROPANE should be ready in just a few minutes.

Residential Remove the cooked potatoes and onions and wrap them in paper towel. Enclose them in paper towel and a sheet of tin foil.

Carefully throw the oil remaining into the fire (it will flare up) and wipe the pan with a piece of paper towel. Now add a fresh cup of oil and a quarter cup of butter to the pan.

The ideal fire for cooking fish is a bed of coals with a few wrist-thick branches laid on. Fish cooks easily, and you won’t need as much firewood as for cooking potatoes.

• 1 large can baked beans

Lay the fillets on paper towel and let them dry. By now the guests themselves will provide the ultimate sauce—vicious hunger. So heap up those plates with hot beans and fish and spuds and onions. Pull a cold drink out of the cooler, and find a mossy stretch of rock to sit on. The calm blue waters, the clear blue sky, and those puffy white cloud of summer provide a perfect setting. And somehow lunch always tastes better when you’ve cooked it yourself. an

Birding is a great activity for a school’s environment club

Merlin & eBird: Game-changers in birding If you’re reading this article, you probably enjoy watching birds. However, we’re sure you’ve also found bird identification frustrating at times. What are those little black and yellow birds I keep seeing behind the cottage? What’s that song I keep hearing?

Well, bird identification by sight and sound has now become far simpler thanks to two wonderful free apps for Apple and Android called eBird and Merlin Bird ID. Developed by the Cornell Lab of Ornithology, they have become essential resources for both serious bird-watchers and backyard bird enthusiasts all over the world.

A passion for birds is not limited to adults.

With just a little encouragement, pre-teens and adolescents can become obsessed with birding. What’s more, their keen eyes and ears can put older birders to shame. Take our friend Luke Berg. By the age of 16, he was already one of the top birders in central Ontario. We swear he could hear a chickadee burp a mile away!

Merlin Bird ID

Merlin Bird ID helps you identify birds you see and hear.

Unlike other bird identification apps, it is powered by eBird, the world's largest database of bird sightings, sounds, and photos.

To identify an unknown bird, Merlin asks you a few simple questions: When and where did you see the bird? What size was it? What were the main colours? What was it doing? It will then show you photos of the most likely species for your area on that day, based on eBird data for your region. You then choose the bird that’s the closest match and, if you wish, save it to the life list feature.

Merlin will also identify birds from a photo you’ve taken, either directly with your smartphone or using a snapshot of the photo displayed on your camera’s screen. With the Sound ID feature, you simply click on the microphone and a list and photo of the birds singing around you will magically appear.

We love another feature on Merlin called “Explore Birds.” It provides photos of all the likely birds in your area along with ID information, songs and calls, and a continent-wide map of where it’s found at different times of the year. If you’re traveling to a different part of the U.S. or Canada (e.g., west of Manitoba) or a different country all together, you can even download “bird packs” of all the species found there.

eBird will not only help you keep track of all your bird sightings but is an indispensable tool in finding new birds, wherever you happen to be.

The free Merlin Bird ID app makes identification by sight and sound far easier than any field guide.

eBird

A treasure-trove of birding resources comes courtesy of eBird. In a nutshell, it is a simple, organized way to keep track of all your bird sightings. However, it will also help you find more birds by providing the location of local birding “hotspots” as well as the latest sightings in your region. When you submit your checklists, you’ll also be contributing to an international bird database used by scientists, conservationists, and educators.

Access eBird via the eBird.org website or through the app.

The app allows you to collect and submit bird observations directly from the field. You simply enter when, where, and how (e.g., stationary, traveling) you went birding, and then fill out a checklist of all the birds seen and heard. When entering sightings, you’ll be presented with a list of likely birds for that date and region. eBird will help you find any species you’re interested in.

You can receive daily email alerts of rare birds seen in your area as well as birds you’ve yet to see. A feature called “My eBird” gives you access to your life list and year list totals, past checklists, locations, photos, sounds, and much more.

One feature of eBird we really like are the bar charts. For a given district or county such as Rainy River, the charts show what species are present, when, and how common they are. Here’s an example of how it works. Click on Explore, choose Explore Regions and enter Rainy River.

You then click on Bar Charts and choose the desired date range such as Entire Year. The higher the bar, the more common the bird is.

To get started with these amazing apps, check out “How to use eBird: A Beginner’s Guide” and “Explore Merlin Bird ID App” on YouTube. If you’re anything like us, you’ll find yourself motivated to get out birding more often and to find new species. Be careful, though. It can become an addiction. We know!

Some fun activities

1. How many birds can you identify at your feeder, in your neighbourhood, or at the cottage?

2. How many different species can you tally in a day, month, season, or year?

3. Using the Hotspot feature on eBird, explore the best birding areas in your region such as Assiniboine Park in Winnipeg.

4. See how many backyard or cottage birds you can photograph with a camera that will zoom in. Using a smartphone, take a picture of the bird displayed on the camera’s screen. Use the Photo ID function on Merlin to identify the bird.

5. Have a family bird quiz by showing a photo or playing the song of common birds. To hide the name on the screen, just enlarge the photo slightly.

6.Ten of the most common summer cottage birds to learn by sight and sound are: Common Loon, Blue Jay, Northern Flicker, Red-eyed Vireo, Common Raven, Black-capped Chickadee, American Robin, American Goldfinch, Whitethroated Sparrow, Red-winged Blackbird, and Yellow-rumped Warbler.

7. A final tip: Whenever you see or hear small birds in trees, you can often draw them in closer by “pishing.” Take a deep breath and make the sound “shhhh” but add a “p” in front of it. Simply repeat “pshhhh” seven or eight times in a row (i.e., pshhhh, pshhhh,…), stop to catch your breath, then do it again. Sparrows, chickadees, nuthatches, and warblers are especially curious about this sound. an

The art and times of Lionel M. Stephenson

BY LORI NELSON In the collection of the Lake of the Woods Museum are eight similarly sized landscapes painted in oil on board. In each, a palette of muted browns, green earth tones, and muddied blue skies and water dominate and define the land and waterscapes so familiar to us who know Lake of the Woods. There is an atmosphere about each, a moodiness. Tranquillity, romanticism, and history live in these landscapes.

The painter was Lionel M. Stephenson, whose life spanned the years 1854 to 1907. Stephenson was born in France. His mother was French, and his father was British. Although he spent the first few years of his life in India where his father, Lt. Col. John Stephenson, was stationed with the Madras European Fusiliers, the family returned to Europe following his father’s wounding and death in 1857. Young Lionel was educated in an English military college and studied art in the home countries of both his parents.

In 1885 he moved, with his wife and three children, to Winnipeg, Manitoba. From all accounts, he made his living as an artist while there. His works from that time reflect a commitment to providing souvenir art, evidenced by his repetition of subject matter. He is noted for his paintings of Fort Garry. Sometimes there are slight variations, but for the most part, it seems that the artist was painting the same view over and over again— Fort Garry as it would have appeared before it was largely demolished in 1882. Since Stephenson didn’t arrive in Canada until three years later, his interpretations of the Fort were based on photographs or other artists’ renderings. Soldiers who had come from the east on their way to Saskatchewan to quell the Northwest Rebellion in 1885 were his primary audience and so his paintings were of a size that could be wrapped and carried in a soldier’s kit bag. He sold hundreds of paintings of Fort Garry.

Stephenson moved to Rat Portage (now Kenora) around 1894. An ad in the local newspaper, The Semi-Weekly Record, in April of that year, announced that L.M. Stephenson was offering lessons in drawing and painting. In addition, it was noted that souvenirs of the neighbourhood were his specialty. It was during this time that he rendered the paintings in the Museum’s collection.

Sophie Lavoie, Curator of the Douglas Family Art Centre, noted that souvenir art is dominated by familiar settings, recognizable locations, and sites that evoke fond memories. Certainly, these were the spots that Stephenson captured of our area. There is the painting of the entrance to Keewatin brought to life by the small steamboat; Kobold’s Point (later the location of St. Joseph’s Hospital), which features a variety of lake activity, from canoes to sailboats to steamboats; Devil’s Gap with a lone steamboat in the foreground; The Rapids, Rat Portage and Kakebekitchewan Falls.

Stephenson signed his works in red, with his initials L.M.S. often on the lower left corner and the title of the piece on the lower right.

Lavoie notes that his training as an artist is evident—his compositions are balanced, his renderings are fine. The real worth of his paintings, in her opinion, is the history he has captured—the untouched wilderness, the unharnessed rapids, the era of steamboat travel, the simplicity of lake life.

Stephenson lived in Rat Portage for about three years. He eventually moved on. There is little recorded of his life after that although one source notes that after he left Winnipeg, his intention was to “set himself to more serious work.”

Sadly, L.M. Stephenson took his own life in Toronto on Christmas Eve in 1907. He had been living in poverty for some time. He left his wife, two sons, and daughter. He also left his paintings, a valuable legacy from a time gone by. an
