President's Message CHRIS SEMENCHUK With yet another change in plans in response to the continually evolving Manitoba provincial public health regulations, we held our AGM virtually on September 30, 2020. Typically held in the spring when we are all preparing for the upcoming summer at the lake, it was a bit different this year, as we’re now getting ready for winter. There was a lot of last minute work and things to learn to accomplish holding a virtual AGM, but thanks to Diane, Shelley and other board members, we managed to do it. We appreciated all of the members who joined us. For those who were unable to, a recording of the meeting is posted on the LOWDSA website.

During the AGM, we welcomed Chelsea Lobson, Jackie Lowe, and Jeff Rempel to the LOWDSA Board and said farewell to others as we’ve highlighted in the AGM report (page 11). The new Board members have quickly assumed key roles and are all actively contributing to initiatives underway with LOWDSA committees. We continue to look for additional Board representation from across the region with a key priority now being to find individuals with marketing expertise to assist in our objective of retaining and increasing membership. More information is provided in the Board Nomination bulletin on page xx. In addition to the marketing role, we also always looking for volunteers to serve on Board committees so please consider joining us.

Membership growth remains a challenging goal for LOWDSA. We recently held a strategic planning session and the Board is now “rolling up their sleeves” to dig into the action items we collectively agreed upon to retain and increase LOWDSA members. Key to our success is understanding what is important to our members, and we know that it is not the same for everyone.

We would love to hear from you to better understand what compels you to renew your membership each year. And we encourage you to help grow your association by considering gifting friends or family members with a LOWDSA membership for Christmas. It’s easy to do online through the LOWDSA website or by calling us (details on page 19).

We are also preparing to say farewell to our Executive Director, Diane Schwartz-Williams at the end of 2020. Diane has been with LOWDSA for five years, having been the Assistant Executive Chris Semenchuk Director for one year and Executive Director for the past four years. She is well connected and respected with all LOWDSA partners including local businesses, government associations and members. Through Diane’s continual hard work and initiative, LOWDSA has expanded our presence with environmental initiatives through the LakeSmart program and invasive species response, and plans are underway to develop a mobile boat wash. On behalf of the LOWDSA board and members, a special thank you Diane, for your enormous contributions, and all the best as you are finally able to enjoy more time with your family and at your home on the lake.

We are actively underway with the recruitment process to fill the LOWDSA Executive Director role and will welcome the new Executive Director in 2021. We will keep you apprised of the new Executive Director via eNews, our website and social media and will include a formal introduction in the next Area News.

And with winter approaching and 2020 year-end around the corner, we wish you all the best for the New Year and will keep you apprised of LOWDSA’s 2021 planned activities and events.

With the 2020 year-end approaching, it’s time for many of you to renew your LOWDSA membership and you will have received your membership renewal notice. After much deliberation, we introduced an annual fee of $60.00 for regular memberships and $52.00 for virtual memberships with those notices. We’ve been listening to our members and recognize LOWDSA needs to be equipped to take on new initiatives and enhance existing programs in response to the increasing number of environmentrelated issues in our watershed. This includes our award-winning LakeSmart program, responsiveness to blue-green algae and invasive species, a “go-to” for resources and information and publication of our Lake of the Woods Area News magazine. All this and more, while continuing to meet the administrative requirements and naturally increasing operation expenses of the association, will only be possible with the support and

Four years; forever memories

Usually, about five or six weeks before you are reading your copy of Lake of the Woods Area News, I can be found sitting at my computer putting the finishing touches on the LOWDSA content in the magazine, reviewing other articles and layouts while wondering exactly what I am going to write about for this page. And, here I sit ready to tackle this pesky note but oh notso-ready. This one's just so much harder because it’s going to be the last one I write, and there’s a whole lot of thoughts and emotions swirling about as I reflect on the past four years.

Four months ago, when I announced my decision to step away from my role as LOWDSA’s executive director at the end of the year, December 31 seemed a long way away. It’s looking pretty close right now! With everything we have in the works right now the time is going to fly by in a flash, just as it has since I first started. But for a moment or two, I can sit back and look back on a pretty amazing career stop.

If I were to very literally sum up my time as executive director it would look something like… 4 years, 4 AGMs, 7 LakeSmart students, 20 ED letters on this page, 25 directors, 40 board meetings, 40 Matiowski Farmers’ Markets, dozens of collaborative initiatives, 150 committee meetings, over 250 partner/community meetings, 250 Cottage Show exhibitors, several hundred phone calls, a few thousand emails, and of course as many as 3,300 members. And that doesn’t include the nine months I served as your assistant ED. But those are only numbers.

What really counts are all the people I have been so fortunate to encounter along the way and what we have taken on and accomplished together, but especially the people. I have quite a storehouse of memories and it’s filled with hundreds of snapshots

of LOWDSA members, directors, staff, partners and colleagues, from casual conversations to intense discussions, short meetings to marathons, collaborating on fun projects, to larger scale initiatives. What stands out most is the ‘shared passion’ and dedication to preserve and protect this most beautiful corner of the world we all love so much that I saw all around me.

It’s been quite a ride, admittedly sometimes a bit of a roller coaster, and a ride unlike any other I have taken on throughout my career. Hard work, sometimes challenging and other times fun, fast paced and busy, yet energizing and so very rewarding, and I wouldn’t give a minute of it away. (Well, perhaps a couple minutes, but no more.)

There’s no question, I will miss being on the inside and in the mix of things with LOWDSA. There are so many important ongoing initiatives and new ones being developed as the association moves forward with your support under the leadership of a committed group of directors. But, I am going to enjoy settling into my seat on the sidelines in Laclu and becoming, once again, another LOWDSA member who looks forward to receiving her Area News and eNews bulletins, making use of LOWDSA resources, picking up my seedlings in June, visiting the LOWDSA booth at the market and encouraging others to join the association. There might even be an opportunity to do a ridealong with the LakeSmart team for old time’s sake.

To each of you I had the opportunity to meet or talk to over the past four years, it’s been a pleasure! Thank you for your ideas, suggestions and feedback. Thank you for your support of the association and its initiatives and programs. Thank you for caring about our watershed and for making a difference.

I’m eager to see where we go as an association in the next four years, as a member at the sidelines in Laclu.

Jeff Polakoff spent his early summers at the family cottage on Long Bay close to Sioux Narrows. He and his wife Deb built their cabin on Whitefish Bay in 1982 along with son Mason and daughter Jamie. Jeff was a Director for LOWDSA for 12 years serving as Vice-President and Chair of the Environment Committee.

He has spent his career in the public and not for profit sectors in positions including President/ CEO of a Crown Corporation and Deputy Minister. Most recently, Jeff was Regional VicePresident of the Nature Conservancy of Canada (NCC) and is currently NCC’s National Strategic Advisor for Conservation, Policy and Planning.

Elsie Neufeld is retired and lives on lower Black Sturgeon Lake with her husband and two little dogs. Since retiring from a career as a power engineer, she focuses her energy on writing and has rediscovered a passion for cycling.

Todd Sellers is Executive Director of the Lake of the Woods Water Sustainability Foundation and has been leading the Foundation’s activities to initiate water quality research and the development of a water quality sustainability plan for the Lake of the Woods basin. Todd is a third generation summer resident of Minaki and former fishing guide on the Winnipeg River. He is also a past president of LOWDSA. Todd holds a Master of Science degree in aquatic biology from the University of Alberta, with his thesis work on lake trout being conducted at the Experimental Lakes Area east of Kenora.

All Nations Hospital Project update The All Nations Hospital Project continues to move forward.

This summer saw an expansive list of potential sites for a new hospital shortlisted to three. While work was being done to assess each site in detail (against a comprehensive 80-item evaluation matrix), two of the three short-listed sites became unavailable. It is proving extremely challenging to identify sites which meet minimum size requirements and other important priorities (i.e., opportunity for expansion, accessibility, serviceability, proximity to other health care providers, water access, etc.). The current hospital site remains an attractive option and two development possibilities will be drafted on this location as well as determining a second site. The Ministry of Health and Long Term Care, the capital project’s major funder, requires three options be presented.

The hospital project timeline was slightly affected by the COVID-19 pandemic; however the project continues to move purposely forward as it is evident a new facility is necessary now more than ever. The project remains within budget and well within Stage one timelines. The total redevelopment cost is not yet known, as a project of this scale must factor in many elements and requires specialized expertise. A Request for Proposal process was used to select a cost consultant to examine the existing situation onsite, consider repairs and upgrades that would be required to the existing facility, as well as costing out developing a new facility.

Stewardship: we all have a role to play Throughout the past year, the Area News reached out for perspectives from some of our members about what stewardship means to them. Following are highlights of what we heard, as well as suggestions for how we can all do our part to help achieve, among other things, LOWDSA’s vision, which is to “To preserve one of the most beautiful places on earth as a high quality environment for future generations to enjoy.”

Dyke Van Etten Williams (Early spring 2020) We began with Dyke Van Etten Williams, a frequent contributor to the Area News whose credentials in environmental stewardship are a mile long. He shared this in answer to the question “What on earth is stewardship?”

Is it just a matter of doing good? If so, what is good for today, for tomorrow, for Dyke Van Etten Williams believes that now is decades from now? Good for the time to act. whom? How is it measured?

How can we envision the needs and then act decisively. Who benefits? Why should we bother?

In the middle of all this, the climate crisis presents everybody on earth with their very first and existentially critical global challenge. In a very real sense, all of us must—right now—think about stewardship differently and act accordingly.

Dave Schwartz (Spring 2020) Dave Schwartz is a former science and outdoor education teacher, long-time resident of Kenora with a long-standing interest in environmental and conservation issues. Like Williams, Schwartz believes we can learn from history as we consider stewardship for the future. He wrote this.

The modern stewardship movement was born in the 1960s in response to issues like air, water and land pollution and the careless use of pesticides. Its first major success was the 1972 banning of DDT in the USA, Canada and most of Europe. DDT had caused the precipitous decline of top predators such as eagles, pelicans, osprey and peregrine falcons. Their populations have since recovered.

Since then, environmental organizations have pressured governments and industry. The result has been cleaner, safer cars, clearer skies, cleaner air and water, safer food and healthier forests.

The visionary actions of [these] environmental organizations have left us with a much better world than we would otherwise have. They deserve our financial and political support, especially in fighting climate change Do your research, pick your favourite(s) and shell out. Your grandchildren will thank you.

To date, most humans have been accustomed to taking and using or profiting from whatever resources we could control.

Now we find that there are more demands and more people than there are some of those resources. We have also felt in the past that we could readily discard the leavings—the ashes—of our various uses with little thought as to the consequences. The climate crisis has abruptly notified us that this will no longer do.

Philosopher William James (1842-1910) saw that disparate peoples and communities could be brought together in common purpose through the vital challenges, shared experiences and camaraderie of war. Could that also be true through other sorts of crises—bonding widely varying folks and nations in common purpose, working toward a good end? I can remember the profound sense of community focus and effort during and right after World War II. More of that might work for us now.

We will flourish or flounder in how we treat the earth from now on. Now is our chance to act in the best interests of the planet, its living beings, its resources and ourselves.

Kelli Saunders (Summer 2020) Next, we heard from Kelli Saunders, another long-time Kenora area resident who has a 30-year career working as an environmental consultant focused on For Kelli Saunders stewardship is all environmental impact about respect. assessment and resource management. Saunders attributes her lifelong passion for doing what she can to protect the environment to her parents who modelled stewardship. Here are her words.

When I really think about it, I now recognize that any understanding of the word stewardship grew throughout my childhood when my parents would take us every single summer on a road trip somewhere new in North America. It would always be camping, in a trailer or a tent trailer or an RV—whatever model my mom and dad had ventured into trying that particular year.

So, when I stop to think deep and philosophically about “stewardship”, it’s actually quite easy. For me, it’s really about respect. I respect my life, I respect the forest, I respect the land, I respect the water. Why wouldn’t I? I have gained so much from just experiencing it and it has impacted my entire life in a very positive way, so it certainly deserves my respect.

2020 LakeSmart team (Fall 2020) Finally, we turned to the 2020 LakeSmart team of Jordan Amatuzio, Abbie Friesen and Brie McCardle. All three echoed Saunders’ wisdom about respect but also had their own perspectives, drawing on their personal connections to the land and waters as well as their post-secondary studies, which are all related to the environment.

Amatuzio, who admittedly wasn’t raised in an “outdoorsy family,” came to the realization on her own of how important

protection of the environment is at an early age. She said, “I believe that stewardship is a love for protecting and preserving our environment for all species for years to come. I also believe that every person has a unique connection to nature and a duty to protect our environment.”

Friesen grew up spending summers at her grandparents cottage on Coney Island, which she credits for her passion for the water.

“Everyone who spends time here wants to keep the lake beautiful for their children just as their parents did for them and mine have done for me. This is what stewardship means to me, ensuring the lake and all life that calls this land home can thrive for generations to come.”

McCardle had the great fortune of growing up on Black Sturgeon Lake. I would wish for everyone to have something that is so special to them preserved and cherished forever. I want my kids and their kids to know, love and learn from the area like I did.”

All wise words indeed that give us much to think about that aligns with LOWDSA’s vision of environmental stewardship, which is one of its core values: WE BELIEVE… in maintaining a current understanding of best environmental practices through the experience and knowledge of our members and the counsel of experts. We will share this information with our members and others, encouraging them to make decisions on their own properties that will minimize the human impact, protect the environment and sustain the value.

A Plan for Lake of the Woods Water Quality

Your Help is Needed

• Environment & Climate Change Canada (ECCC) has completed its nutrient and algae research on Lake of the Woods. The next step is developing a plan to reduce phosphorus from Canadian sources to combat algal blooms on Lake of the Woods.

• The Lake of the Woods Water Sustainability Foundation is organizing a series of public engagement sessions this fall and winter for Environment and Climate Change Canada (ECCC) to: 1. Communicate science and ecosystem conditions related to nutrients and algal blooms on Lake of the Woods.

2. Seek input from the public on desired ecosystem objectives and a suite of options for reducing phosphorus loadings from Canadian sources.

The virtual venue and fall timing for our meeting this year may have been quite different from past years, but the attendance and format were very familiar. With over 60 LOWDSA members logged on to the AGM webinar, many of them watching with other family members, our best estimate is that approximately 90 people attended our 2020 Special and Annual General Meeting (AGM), which is similar to previous years.

President Hardy Bock opened the meeting with the presentation of the by-law amendment which was included in the notice of meeting. The amendment was approved unanimously, adding the following provision as subsection 9.3:

For the last several years we have spoken about change at this association, some changes were significant, like our name change; others were minor but still important in positioning us as a leader and giving us a voice in many things that affect our lake lives. Even though we’ve made some changes, one thing remains consistent and that is our responsibility and responsiveness to our member’s concerns.

Hardy continued with his president’s report, highlighting the past year’s accomplishments, addressing issues we face as an association today and concluded with comments on our look ahead to 2021 and beyond. Treasurer Chris Semenchuk (and incoming president) then presented the 2019 financial report (page 13).

Our committee structure reflects the topics that are important to our members, Environment, Government Affairs, Membership/ Communication and of course Finance. The committees and their members continue to strive to stay on top of developing issues and ongoing concerns. This has become more challenging in the current era of fiscal restraint and devolving of government programs to the private sector. The COVID-19 pandemic has made for even more challenging times for the association. We have moved to virtual meetings, but were able to continue our flagship programs including LakeSmart thanks to our great team of LakeSmart ambassadors and our administrative team, Shelley and Diane.

Our greatest challenge continues to be maintaining our membership numbers and encouraging new and younger members. We’re not alone. It seems all membership driven organizations face the same challenge and it’s one we continually strive to change. Our membership and Communications committee has been concentrated on this for the past year and you will hear more about them in the committee reports later.

Even though the majority of our members are still in the 60-plus age group, we are working to expand our demographic profile by marketing to a larger audience using a variety of traditional media, social media platforms and some specialized marketing tools. Many of these initiatives were begun in 2019 and we have continued to concentrate on them in 2020.

LOWDSA’s Government Affairs committee continues to strive to stay on top of developing issues and ongoing concerns.

Financial Report We are pleased to present our 2019 year-end financial statements and 2020 budget as circulated to LOWDSA members prior to the Special and Annual General Meeting and subsequently presented and approved at the AGM on September 30, 2020.

Financial Summary We recently participated in a strategic planning session led

by Robert Bulman, one of our past presidents, which led to some very productive discussions to address the future of this association.

Of course, our most important means continues to be current members. I encourage everyone to “share the love” and give a gift membership to a family member or friend. Please spread the message about the importance of becoming a member.

Like many other membershipdriven organizations, LOWDSA continues to need new members and is working to expand its demographic.

We ended 2019 with a surplus of $12,293 and the 2020 budget planned for a small surplus in 2020. In 2019, similar to prior years, we had reduced membership revenues and continued to carefully manage all operations and program expenses.

Comparing our balance sheet position at the end of the 2019 fiscal year to the prior year, the operating reserve increased by $1,420 and the Environmental Initiative & Special Projects Fund was reduced by $10,786.

As we previously informed you, we combined the restricted Environment and Tax Funds into one fund—the restricted Environmental Initiative & Special Projects Fund or EISP. Member contributions are held in this fund, with Board approval required to use the funds and reported annually at the AGM. The EISP fund will be used for planned future environmental initiatives and special projects that would not otherwise be viable within the operating budget.

In 2019, members contributed a total of $3,214 to the EISP.

Revenue Talk to your neighbours, family members and your local lake associations about LOWDSA and the benefits of joining. We need to grow to remain a vibrant and robust organization.

Although we remain the largest association of this type in Ontario, sustaining and growing our membership remains a top priority. Our name change is an important part of the effort to engage the next generation of property owners, campers, boaters, sailors and all those individuals and families that share our vision and love of the lake. With your help we are looking forward to keeping the organization alive and growing as we enter the 2020s.

Today, we will be welcoming new directors to your Board.

On behalf of the Board, I would like to extend a heartfelt farewell and thank you to Nancy Salmijarvi who is retiring from the Board after 10 years of dedicated service. Thank you, Nancy! Her contribution and commitment to LOWDSA, its programs and members have been significant and valuable. We are hoping that she is agreeable to remain as a consultant to the Board. She will be missed for her insights, expertise and experience.

Our 2019 budget was based on expected revenues of $270,465.

Actual revenue totalling $256,593 was below budget by $13,872.

We exceeded budget for royalties (+$5,429) and interest but were below budget for membership (-$12,930) and cottage show revenues (-$9,654).

We were also below budget for both the Canada Summer Jobs Subsidy and LakeSmart program sponsorships.

The 2020 budget included a conservative estimate of membership revenue with continued focus on implementing strategies to increase membership.

In 2020, we planned to support the LakeSmart program through partner donations/sponsorships versus government program support.

Expenses Overall 2019 expenses of $244,300 were below the 2019 budget by $31,837.

Contributing factors include reduced AGM/cottage show expenses (-$6,654), and reduced operations expenses (-$8,033) which included deferred purchase of cyber insurance and reduced Director and ED travel, membership, communication, website and Stripe fees.

We made similar assumptions when budgeting 2020 expenses, and adjusted membership and communications expenses in conjunction with reduced membership fees.

Transfer from the Environment Fund The EISP fund includes member donations. Examples of projects funded by the EISP include - addressing invasive species, environment awareness initiatives (i.e. boat wash), and research & sharing tax, government and legislative issues (i.e. Coastguard/ Buoys), as well as LakeSmart.

We transferred total of $14,000 from the EISP in 2019 for four items—Watershed Forum, LakeSmart, Septic Brochure and updating of the LOWDSA Tradeshow Display.

In 2020, we budgeted transfer of $10,100 from the EISP for six items including the Watershed Forum, updating of the Living Green at the Lake brochure, LOWDkids activity, both the LOWDSA and LOWDkids websites and $5,000 to support development work on the Mobile Boat Wash.

We will continue to pursue government and private sector sponsorships for Environment programs such as LakeSmart and the Boat Wash but given the uncertainty around government programs, we encourage member donations to the EISP fund and will seek appropriate approvals to transfer funds from the EISP to support relevant programs when needed.

We budgeted a small surplus for the year 2020. The budget includes a conservative estimate for both membership fees and expenses and a planned transfer of $10,100 from the EISP. These assumptions are included in the 2020 budget, but we will continue to aggressively pursue revenues and closely manage expenses across all areas.

Federal Meeting with MP Eric Melillo Early in October LOWDSA met again with MP Eric Melillo (Kenora).

Past president Hardy Bock was joined by Don Parfitt, director and Government Affairs committee chair and Diane Schwartz-Williams, Executive Director. Although it had been six months since our first meeting, the same issues were addressed and remain priorities for LOWDSA members: • The importance of highway twinning/four-laning and growing frustration with no updates and further delay • Limitations and inequity of current broadband and connectivity in the district, which is having significantly increased impact in COVID-19 times • Health care, specifically interprovincial restrictions

COVID-19 updates and Canada-U.S. border closure We continue to monitor COVID-19 announcements and updates from all levels of government that have particular relevance to our members who travel to and from the Lake of the Woods district. At time of writing, the Canada-U.S. border remained closed to nonessential travel with another announcement expected any day. Prime Minister Trudeau did announce on October 2 that some extended family members and those authorized to travel to Canada on compassionate grounds would soon be able to seek permission to travel to Canada.

Given the many layers of information and differences from one province to another as well as the ongoing changes to the regulations and restrictions, often with little notice, the best and most current sources for all COVID-19 information remains the official ones for individual provinces and federally. We have posted links to Ontario, Manitoba and Canada websites at tinyurl.com/LOWDSA-COVID-19-updates.

Over the past several months we have exchanged emails and talked to a number of LOWDSA members who live in the U.S. and are unable to access their summer homes in Canada. We can only imagine how frustrating and disappointing this must be and truly do sympathize. We have missed our American members—who represent almost 20 per cent of our membership. Their absence has been noticeable.

Unfortunately, this is a matter that goes far beyond the scope of what LOWDSA is able to have any real influence on. The negotiated agreement and rules that come out of the agreement apply to the entire Canada-U.S. border. International border control decisions are a matter of discussion and negotiation between the federal governments of Canada and the United States with decisions being made on behalf of all provinces and territories.

We have been asked about, but are not aware of, any programs allowing for non-resident property owners access to their property anywhere in Canada other than the exceptions for Canadian citizens, immediate family of Canadian citizens, and in some cases extended family as mentioned above. This issue of concern is not unique to Northwestern Ontario but one that affects U.S. and other international residents who own property all across Canada.

From what we have observed, the recommendations of health authorities at all levels in Canada factor heavily into all decisions and restrictions related to travel, and not just international.

There currently are different levels of restrictions for some interprovincial travel within Canada. From the early days of COVID-19, LOWDSA has encouraged members and friends of the association to follow the recommendations of the health authorities for the benefit and safety of all concerned given their level of knowledge and expertise. While we do so regret what that means for our American members and our international members from even further away, we are not in a position nor do we have the knowledge/expertise to argue the ’science’ behind the recommendations of health authorities.

We had a summer unlike any most of us have ever seen on both sides of the border and the balance of the year and beyond remains unpredictable at this point. As mentioned early, this is deeply regretful for us and the reality is that the border closure decision is a multi-layered and multi-faceted one that is very complicated. The steps towards opening the border will continue to be measured and gradual.

Provincial Hydro One seasonal rates to be eliminated— Rate increase for seasonal customers to be phased in On September 17, 2020, the Ontario Energy Board (OEB) made its decision on Hydro One’s appeal to review the seasonal rate elimination decision first made in 2015. The ruling was against Hydro One so the process will go ahead.

The increases won’t be immediate. It will be a phased in process that could take up to decade.

Hydro One was given until October 15 to submit a new plan for how this phase-in will proceed, the bill impacts and mitigation plans for those facing increases greater than 10 per cent a year.

The details of that plan and OEB’s approval/response to the plan will be provided to LOWDSA members when available.

OEB has always maintained (since it began the move to fixed rates in a 2013/2014 decision) that fairness outweighs bill impact.

The major factor in the variance in billed amounts between year-round and seasonal is government subsidies over which they have no control nor a mandate to take into consideration when setting rates, which is primarily based on approved costs to provide the service.

To summarize, Hydro One seasonal customers will be moved to the normal residential rate class in their area. For the majority of our members that means R2 (Low Density). Since their seasonal homes are not primary residences, these rate payers do not qualify for provincial subsidies and will be faced with paying the full R2 service (meter on the wall) rates—currently about $100 a month and expected to rise to about $140 monthly by 2024.

Seasonal residents currently pay about $40 in a fixed monthly rate.

This change can be equated in some ways to the Provincial Land Tax (PLT) changes, ending the low non-school board tax rate and moving everyone to the same billing basis. By comparison to Hydro One customers, Kenora residents are served by Synergy North where there is no separate seasonal class and the phase-in of a fixed monthly rate has been completed.

Your Government Affairs committee will be reviewing the plan Hydro One submits and taking note of OEB’s response. Watch for updates in future issues of the Area News and in eNews bulletins.

Ontario Environmental Registry (ERO) The Ontario Environmental Registry contains public notices about environmental matters being proposed by all government ministries covered by the Environmental Bill of Rights and provides details on how to get more information, make comments or appeal decisions. The public notices may contain information about proposed new laws, regulations, policies and programs or about proposals to change or eliminate existing ones.

LOWDSA monitors the ERO on a variety of topics, but we will not always be able to zero in on what interests and affects all our members. The good news is that you can use the search function on the website to find out about proposals that affect you or your community and to create personalized search requests to help you track the progress of specific environmental proposals. Turtle Portage operational with one-time funding Some significant repairs were completed this summer with more planned for this fall, the intent being to make the system safe, functional, reliable and user-friendly.

Ministry of Natural Resources and Forestry (MNRF) staff stressed that these repairs were only possible through the one-time funding. How Turtle Portage’s operation will be managed is still uncertain. With the completion of the repairs and upgrades, Turtle Portage Marine Railway will essentially be a turn-key operation, and the MNRF is still seeking a private operator or group to assume all aspects of the facility's operation.

Four-laning Highway 17 update There have been no significant updates to the project website since November 2018 and repeated requests for any information to the project team have not been fruitful. Correspondence received September 24, 2020 from the senior project manager indicated that we would receive a full response ‘shortly’.

Forestry and forest management The Kenora Local Citizens’ Advisory Committee (LCAC) met in September. Garth Collier, LOWDSA director and our representative on the committee, was in attendance and provided an update on key items of interest to members.

The primary pillar of the Crown Forest Sustainability Act is the stewardship and sustainability of growth, health and quality of forests. A critical aspect of the Forest Management Plan (FMP) is that the harvested areas be regenerated back to a forested state that emulates nature. This ideally provides a forest environment to which animals of the area are adapted. Values and features are critical components of the report: Forest Management Guide for Conserving Biodiversity.

It is uncommon; but herbicide is sometime used in groundbased work (back pack sprayers) to directly target certain undesirable species. Serial spraying of herbicides on the forests is not conducted.

Whiskey Jack Forest Management Plan (FMP) amendment review

Experience in marketing, business, organization management, government affairs or environmental science?

LOWDSA members have asked about proposed “new” cutting areas referred to in the Whiskey Jack Forest Management Plan amendment. These areas are not new and were initially included and listed as “preferred/optional” in the strategic planning which includes the available harvest area by forest unit that was identified as sustainable for 10 years. To begin with, they were not chosen for the current harvest. These areas that are now shown and approved for operational planning, combined with previously planned and approved harvest blocks, cannot exceed that which is identified in the original Long Term Management Plan (LTMD).

Regarding the protection of water quality, all new areas are subject to the same scrutiny with the same value protection that is required under the Stand and Site Guide and are protected similarly to previously approved harvest areas.

Additionally, the MNRF invites us all to inspect the approved 2020/2021 Prescribed Burn Plans for Slash Pile Burning that will be carried out in both the Kenora and Whiskey Jack Forests. The locations and maps of the approved slash burn plans can be obtained at nrip.mnr.gov.on.ca/s/fmp-online until March 31, 2021.

Municipal LOWDSA president Chris Semenchuk, directors Don Parfitt, Jeff Rempel, and Garth Collier, and executive director Diane Schwartz-Williams met with City of Kenora Mayor Dan Reynard, Councillors Sharon Smith and Rory McMillian and several city managers in mid-October. We were able to present an overview of ongoing initiatives, plans for 2021 and to thank the City for their longstanding sponsorship of LakeSmart and support of our successful funding application for Kenora and Lake of the Woods Regional Community Foundation. In return, the City presentation provided preliminary updates that will be of interest to LOWDSA members, which will be posted when available at lowdsa.com, on our social media platforms and in an eNews bulletin. Opportunities for collaboration between the City and the association were also discussed. This meeting was also our first opportunity to introduce LOWDSA to the City of Kenora’s new Chief Administrative Officer (CAO), Kyle Attanasio. an

Lake of the Woods in the “Fall”

BY JEFF POLAKOFF As we experience the changing of seasons in Northwestern Ontario, the water levels on the Lake of the Woods and associated waterways have brought new meaning to the “Fall” season. Water levels have continued to go down throughout summer and now through the fall. While lower water levels in comparison to summer for this time of year are not unusual, the continuing drop in the level of the lake that we have been experiencing for the last months is very different from what we would generally consider to be typical. As a matter of fact, water levels for Lake of the Woods between January 1 and September 30, 2020 are the twelfth lowest they have been in 115 years.

The continuing trend of low water due to lack of runoff, evaporation, and, in particular, low amounts of precipitation, means that we are going into the winter of 20/21 with lake levels that are unusually low. Conditions this year are dramatically different from this time last year when water levels on the lake were much higher and we were experiencing increased precipitation going into winter. Based on the most recent meeting of the Lake of the Woods Control Board (LWCB) on October 14, 2020, the lake level was measured at 1058.2 as compared to the 1059.0 ft. / 322.8 meters (adjusted) as noted on your nautical charts. For those of you on the Winnipeg River system there is a similarly low level being experienced along the river, at Minaki and further upstream.

to provide for satisfactory freeze up conditions, to the extent possible, given the low levels. A focus will be on storage of water this fall and maintaining a close watch on levels going into 2021 in order to manage water levels for ice off and monitoring of adequate levels for fish spawning in the spring.

The good news is that a lower water level and focus on storage should reduce the ice draw down damage to docks, boathouses and other structures adjacent to the lake this winter as well as a lessening of under ice currents. This of course is dependent on the levels of precipitation we get before freeze up. With this in mind, and for those of you that may be still be on the water in late fall, care should be taken given the abnormally dry conditions and low water. Once we are into freeze up, please ensure that you maintain an awareness of the potential rise in water levels and changing condition of the ice and emergence of slush. Increased snow load through precipitation and rising waters after freeze up can result in increased slush on the ice. An awareness of ice conditions is particularly important in areas with current when planning on going out on the ice.

Lake of the Woods Area News Winter 2020

Thank you, Jack Mckenzie

BY JEFF POLAKOFF This issue of the Lake of the Woods Area News marks an important milestone in the reporting of activities of the Lake of the Woods Water Control Board (LWCB) and water levels in the lake as well as its tributaries and downstream into the Winnipeg River. Jack Mckenzie, long time Lake of the Woods District Stewardship Association (LOWDSA) member, director and past president has been reporting on lake levels through his role as the representative of the association to the LWCB since 1975. This fall, Jack retired as the representative for LOWDSA’s interests in relation to water levels and member perspectives with the LWCB. I am honoured to take on this role and effective this issue of Area News will also be taking over Jack’s byline for the “Water Levels” articles.

Saying these are big shoes to fill is putting it mildly.

Jack’s reporting and writing in Area News has been a dependable and comprehensive source of water level information and opinion. In fact, Jack, along with former president Ernie Schell and board member Norm Fisk, established LOWDSA’s first water level committee when it was known as the Lake of the Woods District Property Owners Association (LOWDPOA). Through this committee, the association petitioned the governments of Canada, Ontario and Manitoba to consider operational changes related to the interests of cottagers as well as formally recognize the views of watershed interest groups, including LOWDSA. As a result of this advocacy, LOWDSA members have benefitted for over four decades from Jack’s knowledge and passion for the lake as well as his representation of our interests at meetings of the Control Board. As a member of the association, I would personally like to thank Jack for his dedication and work with LWCB. While I am committed to carrying on the legacy of commitment that Jack has established, I anticipate that Jack will continue to be a source of lake information, history and advice.

Jack’s dedication to keeping LOWDSA members informed and their interests so well represented to the Lake of the Woods Control Board has been extraordinary.

We are very grateful for his many years of service to the association and its members. We have counted on Jack to let us know what’s happening with lake levels and to alert us when levels are dangerously high or low.

While Jack may be stepping back from his official role as our representative, we know he will remain actively interested and look forward to him sharing his insights from time to time.

We’re most fortunate to have Jeff Polakoff, a longtime LOWDSA member and past director, for taking on this important role. Jeff has been a cottager and resident of Sioux Narrows since 1958. The original Polakoff family cabin is located on Long Bay. Jeff and his wife Deb, daughter Jamie and son Mason built their cottage on Whitefish Bay in 1982. Jeff is currently National Strategic Advisor, Conservation, Policy and Planning with the Nature Conservancy of Canada (NCC) and has held many positions in the public, private and not-for-profit sectors related to environmental issues, active living and inter-governmental affairs. Community-based water monitoring: Grand Council Treaty #3

Over the last several decades in Canada (and across the world) ecological problems and crises have steadily been growing in number and severity. From global climate change and declining bee populations to concerns such as blue-green algae blooms on Granite Lake and early ice melts on Lake of the Woods, ecological issues are affecting Canadians in a plethora of different ways. It has often been said “you can’t manage what you can’t measure.”

Whether you believe that or not is up to you but it has always been a persistent belief when it comes to environmental management.

With finite resources, environmental management organizations are limited in the scope of their projects and unfortunately, it has reached a point for some organizations of too many environmental issues and too little resources/capacity to deal with them. However, some environmental organizations have begun to use a widely available resource across Canada—concerned citizens—to create and enhance environmental monitoring initiatives. This is referred to as community-based monitoring.

Community-based monitoring initiatives can range from professionally organized water quality monitoring to a group of friends keeping track of water levels across their local lakes.

But they all have one thing in common. They are comprised of like-minded people concerned about the health of their local environment and want to contribute what they can to help improve it. The benefits of community based monitoring are numerous: it addresses environmental concerns of the community, participants are trained on how to collect monitoring data, data is collected frequently on a large scale (municipal or up to province wide), participants become more connected to their environment, and the data can be used to guide environmental restoration projects and influence decision makers. Grand Council Treaty #3 is one organization

in Northwestern Ontario that has used such an approach—and experienced its benefits—with its community-based water monitoring program (CBM), established in 2018.

Grand Council Treaty #3 is the traditional government of the Anishinaabe Nation and its goal is the protection, preservation, and enhancement of Treaty and Aboriginal rights. As Treaty #3 moves towards a Watershed Management Planning process, guided through the vision of the Nibi Declaration, communities identified concerns over declines in the health of their traditional waters. This is due to issues such as increased algae blooms, contaminates entering the water, natural resources projects, water level fluctuation, and cumulative impacts. It was identified that baseline water quality was necessary to guide decisionmaking alongside traditional knowledge. With sparse water quality data, on a project-by-project basis over an area of 142,000 km2, it was decided community-based monitoring would be the most effective way of collecting water quality data across the Territory. The CBM project would also empower Treaty #3 members with opportunity, training, and resources necessary for the collection and management of baseline water quality data.

The long-term vision for the CBM program is two-fold. First, is to fulfill the sacred responsibilities as stewards of the lands and waters as the Anishinaabe Nation of Treaty #3. This includes the data collection and guidance of decision making through baseline water quality data analysed and stored in the Treaty #3 Geospatial Database. Second, the program aims to provide capacity-building opportunities in environmental monitoring, by providing resources, knowledge exchange opportunities, youth engagement, and the space for traditional knowledge and western science to support each other in relation to lands and waters of Treaty #3.

Participating Treaty #3 communities work with Grand Council to monitor essential water quality parameters (water temperature, dissolved oxygen, conductivity, pH, and clarity), and collect fish tissue samples for methylmercury analysis during the spring, summer, and fall seasons. As part of the process, each community discusses with Grand Council Treaty #3 the priorities for monitoring and specific areas where it is important to collect baseline data. This includes conversations with leadership, elders, technicians and youth in order to set up a monitoring plan that meets the needs of the community.

Before communities begin to collect data under the program, participants volunteer or are selected by their community for environmental monitoring training. Grand Council has partnered with the International Institute for Sustainable Development - Experimental Lakes Area (IISD-ELA) to offer environmental monitoring capacity building workshops.

Community participants stay at the IISD-ELA field camp for three days where IISD-ELA staff lead teach-the-teacher style workshops focused on instructing participants in environmental monitoring best practices, how to collect water quality data using program equipment, equipment maintenance, and how to collect fish tissue samples. After the workshops, Grand Council staff provide follow up capacity for participants and work in partnership to collect data from local waters.

Using YSI (Yellow Springs Instruments) water quality meters and secchi disks, Treaty #3 participants have collected over 300 sets of water quality data from 90 unique monitoring locations across the territory. A YSI water quality meter is a portable professional grade instrument that measures basic water quality parameters from surface water (lakes, streams, etc.) using a variety of sensors which enable its users to collect high quality water data in real time from the field. Secchi disks are black and white circular disks (30 cm in diameter) that are used to measure water clarity.

To do so the secchi disc is attached to a rope and slowly lowered into the water until it is no longer visible. The length at which it was lowered into the water is then recorded as water clarity.

Through the Grand Council Treaty #3 watershed management planning initiative, the Territorial Planning Unit has commissioned the development of a Treaty #3 Geospatial Database. This database will be accessible by all communities to securely store and analyze data, such as environmental monitoring data, traditional knowledge maps and interviews, information about resource projects, and cumulative impacts.

The baseline data collected through the CBM program will continue to provide a tool for decision-making and guidance for communities and the Anishinaabe Nation to exercise sacred responsibilities as stewards while moving forward towards self-governance and affirmation of jurisdiction in relation to lands and waters of the Treaty #3 Territory.

Snowmobiling is a great winter sport that already has you social distancing and wearing a mask!

PHOTOS AND ARTICLE BY SUNSET TRAIL RIDERS Think about it. There’s usually only one person per machine, balaclava (mask), helmet (face shield), and most riders bring their own food and beverages. Snowmobiling or sledding as the diehards call it, may be the most COVID-friendly winter activity around!

And even better… there is already a passionate group of sledders that maintain an amazing network of trails winding through the breathtaking landscape of Northwestern Ontario. What better way to enjoy winter if going south isn't an option this season?

Sunset Trails Riders (STR) started in 1989 when a group of snowmobilers from throughout the Kenora district met at the PUFF Fire Hall in Laclu. Originally STR was a part of SnoMan, which is Manitoba's governing snowmobile body. In 1991, STR snowmobile club joined the Ontario Federation of Snowmobile Clubs (OFSC) which now provides the club with industrial groomers and liability insurance. Today around 600 OFSC permit holders select STR as their local club and primary trail system.

Nearly 50 per cent of OFSC permits Sledders striking a pose along one of STR’s magnificent sold in our area lake trails. are purchased by Manitobans with the remaining being local Ontarians and other out of country/ province riders. STR's trail system consists of six warm up shelters, dispersed over nearly 560 km of marked trail. This trail system connects Kenora, West Hawk, Falcon, Redditt, Snook Lake, Vermilion Bay, Sioux Narrows, and all the way down to the Northwest Angle (USA) on Lake of the Woods. Most of these destinations have restaurants and fuel.

There are multiple trail loops throughout the system so sledders can take different trail combinations when riding to favourite destinations. Many of these trails contain beautiful large rock cuts (cliffs/bluffs) that protrude like miniature mountains throughout the landscape. Creeks and streams wind their way through snow covered riverbeds, creating breathtaking miniature frozen waterfalls. STR’s trail system contains multiple locations to view these amazing wonders of Mother Nature.

Each year the clubs small core group of about 30 volunteers put in thousands of hours to keep these trails open, signed and marked. Starting in early fall, volunteers take to the accessible land portions of the trail system to do signage and inspect what treasures (fallen trees, wash outs, etc.) have happened in the last five months.

As December rolls in and the ice thickness increases on the lakes, the daunting task of installing nearly 4,000 reflective lake stakes that mark the nearly 320 km of lake trails begins. These sections of marked lakes connect the remaining 240 km of land trails throughout the system. During the lake staking, portions of the land trails that were water locked become accessible unveiling a whole other set of issues that need to be dealt to open up the trail system for the season.

After trails are marked, the task of ice thickness checking begins. In order to have the large groomers safely cross the frozen lakes and ponds, each water portion of the trail system must be checked before the equipment is allowed to cross.

740 hours of excavator time was put in for work on four main trails: A113A to Sioux Narrows, AWest to Falcon Lake, L101 to West Hawk and L103 to Snook Lake.

As spring approaches, usually around April, the task of removing all the lake stakes begins, and equipment is brought in for repairs so that everything is ready to go when the season begins all over again.

Early season grooming occurs thanks to the light duty trail groomer, provided by Enns Brothers.

Volunteers use a donated light duty trail groomer, courtesy of Enns Brothers, that helps create the required ice conditions for the larger trail groomers. It will be another four to six weeks before the trail marking and ice checking is completed. The trail system is now ready for the three large industrial trail groomers, which maintain the trails great riding surface, filling in obstacles, smoothing out bumps and creating the “Table Top” conditions that sledders love to ride on!

In a bygone era, ice harvesting was a major winter industry in the Lake of the Woods district. Until the middle of the last century, ice was needed all year round to chill residential and commercial iceboxes, pack fish, and provide air-conditioning in railway passenger cars. It was stored in the icehouses on Kenora’s harbour front, and ice wagons delivered the ice to houses and businesses. With the development of mechanical refrigeration, ice harvesting has nearly disappeared, but it remains a tradition for at least one group.

The Charlebois family, who has a large property dotted with individual rustic family cottages on upper Black Sturgeon Lake, put up ice each winter. For three generations, this family, along with friends, has gathered one day in the winter to harvest ice to fill the icehouse. When Rick Charlebois told me about this, I was eager to witness it.

After years of trying to coordinate calendars, on December 22, 2019, the stars finally aligned and my husband and I rode out to the Charlebois camp with Rick to watch, and perhaps help, harvest ice.

Seven Charlebois siblings share the over 100-acre property, which was originally purchased by their grandfather and was operated as a tourist camp for a time. Now family members own the cottages on the property. Since it is off the grid, the ice is used during the summer for drinks and coolers, lightening the demand on solar power and propane refrigeration and manufactured (store-bought) ice. In the past the ice was also used in several iceboxes, but now only one of them is still in use.

The icehouse (or ice shack), which is a short walk from the cottage occupied by Rick’s sister, Sandra, and her husband, Howard Olafson, has been readied for this day. The bottom row of ice is often still there at summer’s end, Howard explains.

This old ice has been cleaned out.

This day is a perfect for this outdoor project, sunny, about -5°C but the weather is not always so cooperative. Last year, Rick tells me, a cold north wind and less than ideal ice conditions made the work difficult. Sometimes it can’t be avoided.

What is more important than good or bad weather, is when a team can be pulled together. The thickness of the ice is also a factor. Leave it too late and the ice will get thick, making the blocks heavy. Today the ice is one foot (30 cm) thick.

On the ice, an area has been plowed and scored into rectangles precisely measured to maximize the number of blocks that can be packed into the icehouse.

Gilbert, Rick’s brother, cuts the ice with a chainsaw of a length and power way beyond anything most of us ever see—a 36-inch bar driven by an oversized

engine. This is a specialized tool used only for cutting ice. It runs without chain oil because you don’t want oil contaminating the ice, which might be used to chill someone’s drink. The cold lake water cools and lubricates the chain.

The saw appears to cut through the ice like a hot knife through butter. But there is nothing "hot" about this operation. The chainsaw penetrates the ice into the water, and a spray goes up like a rooster tail from a high-speed boat. Most of the water flies off to the side but not all. Frigid water falls on Gilbert’s feet and lower leg while the breeze pushes the lighter spray over him. All in a day’s work for Gilbert. He goes through this in much worse conditions and with far less assistance several times a winter as he sets minnow traps and supplies ice to their own and other outpost camps.

Rick told me an experienced hand like Gilbert on the saw is invaluable, as the blocks are cut uniform and square. One year the blocks weren’t cut true, didn’t fit closely together, and warm air flowed through those gaps. The ice turned to water and flowed away.

It is also important that the blocks go in as they come out of the water so the pieces fit together like a jigsaw puzzle. At one point, Howard calls a halt to the process. He and Neil Rasmussen, a relative, who are positioning the blocks in the icehouse, have noticed the pieces aren’t fitting as they should. The blocks are out of order. After a discussion and a reshuffle, they are back on track.

Black Sturgeon Lake is called black because of the colour of the water caused by the tannins in it. If you make ice cubes in a tray from the water, they have a brown centre where the impurities get concentrated.

Because the ice freezes from the top down, air bubbles and impurities move out into the liquid water as the ice forms.

Lake ice in the glass is crystal clear and dense, lasting much longer than freezer ice.

Precision cutting reduces a large block of ice to cubes.

When the process is in full flow, it is easy to see these people have done this a few times. Using the ice tongs one of the team pulls the blocks out of the water and hauls them to the ramp leading up into the house. Others fit a harness made of belting material over the blocks. A rope connected to the harness runs through a pulley inside the icehouse and out again to a quad. Marg, Gilbert’s wife, drives the quad. As she backs it up, the ice block is pulled up the ramp into the icehouse.

Howard in the shed calls down for the quad to pull a bit slower. Too much momentum sends the block flying through the house, possibly taking someone out in the process. That is just one of the hazards in this process.

Open water, sub-zero temperatures, heavy ice blocks, and chainsaws all present innumerable opportunities for scrapes, sprains and falls, frostbite, hypothermia—and hazards unforeseen.

So, how often does someone get hurt doing this? Bev, Rick’s sister, who is now working in the icehouse, laughs at the question. "Never" is her first response, but then she corrects herself. "Someone got stitches once," she said, and shouts the question out to the group. Yep, just stitches—hardly worth mentioning. Of course, this is a group of people who have lived this kind of life from the time they were children. They have the physical strength, courage and know-how.

she attends university. "None of my friends believe what I’m doing right now."

Even people in this Lake of the Woods area, full of frozen lakes, would find it hard to believe what we were doing that day.

Bev told me that when the kids, the fourth generation of Kenora’s Charlebois family, were young, they joined in, running and building ice castles from the broken bits of ice from the blocks. The kids are all now young adults. Many have left Kenora, or simply have their own places and families demanding their time.

Will the next generation take up the job when the older ones can no longer lift, heave, shovel and push? Time will tell, Rick said. He is holding out hope that these traditional activities will continue.

Once the icehouse is full, Gilbert takes his saw to a few left over blocks of ice and cuts them into ice cubes of a size that will overwhelm most glasses. Christmas is just around the corner. The ice cubes will come in handy. A few of them land in glasses on the spot to toast another successful and enjoyable ice harvest.

by Garry Bolton, Minaki History Society and Fourth Generation Minaki Cottager First named Winnipeg River Crossing, Minaki came into being when Leonard “Skipper” Holst founded his “stopping place” in July of 1906, and with the selection earlier that same year as the location for the Grand Trunk Pacific Railway’s 400 foot bridge across the Winnipeg River.

The community started to grow soon after and with the arrival of passenger railway service, it became known as Minaki in May of 1911. As part of our ongoing history development for the area, we have gathered many stories and memories from both cottagers and residents. A few of our cottagers have agreed to share stories of their life long summers spent enjoying our slice of paradise. Some had summer jobs in the area, they all still summer here, and four of the five are of multi-generational, boat access only cottage families. In the early years, they each commuted to Minaki by CNR train from Winnipeg until the road was opened in the spring of 1961, forever changing the nature and fabric of our community.

Fremming/Norrie family—Early cottaging by boat, train & dentistry Rosemary Norrie’s Grandfather Fremming, a dentist in Winnipeg, had two Swedes build their log cabin on Gun Lake’s west shore in 1918.“Family lore has it that the Swedes built the cottage for free in exchange for having their teeth fixed,” said Rosemary. As with so many other cottagers of the time, Minaki local Fred Cassie would load the Norrie family and their gear, upon arrival at the train station, into his boat and off to their cottage.

It was a time of coal oil lamps, carrying water, filling the icebox, wood being chopped for the stove, outdoor biffies, chamber pots placed under every bed, and hand washing of clothes. Rosemary recalls, “My sister Lorraine and I would put on our soapy clothes and jump into the lake for a good rinsing!” (Oh the things we didn’t know in our innocence as detergents in our rivers and lakes are no longer recommended.)

Rosemary’s father Dr. Allison and his brother Carlyle loved to paddle everywhere. As teenagers they decided to paddle from near Harbour Island in Big Sand to Kenora to attend the Lake of the Woods Yacht Club dance. The strong current forced them to tow their canoe through the lee side channel around the east side of the Dalles rapids.

They were forced to disrobe and wrap their clothes in oil skins, all the while being eaten alive by mosquitoes. There is no report as to how/if they ever made it to the dance.

Rosemary also tells how she and her family were shipped by the last eastbound train to Minaki as the 1950 flood was taking hold in Winnipeg. “Our family rented a home, and my brother Richard and I attended the one room school, along with several other Winnipeg children, for the remainder of the school year.”

The Chapman family’s resounding recollections Parker/Hodgson family— Soothing summers with a few interruptions Nora Hodgson’s family cottage ‘White Pines’, just north of Minaki on the Winnipeg River, was built in 1907. Her parents, Bill (BW) and Agnes Parker, first rented it for 14 years from 1932, before purchasing it in 1946. The Parkers had six children –Ed, Peggy, Bill, Nancy, Kitty and Nora.

In the early years of World War II, rationing curtailed many activities. Minaki was no exception where rationing of gas reduced motor boat traffic. Limits on tea, coffee, meat, sugar, rubber and butter, implemented through the use of ration books, also had an impact on cottage life. Nylon women’s wear was no longer made; the silk being used for the troops’ parachutes. While this may not have been as big a deal in Minaki, Nora writes that “in warm city weather the girls would draw a line down the back of their legs to resemble the nylon’s seam.”

But there were happier times that are embedded in our memories, such as these shared by Nora: “I picture being put to bed as a child in my little room while it was still light outside. I would lie there listening to the frogs trilling and croaking down by the shore and hear the mumble of my parents’ voices from the veranda. In the evening, Dad would often lie on the swing and Mother sat beside him in a rocking chair, sometimes sewing or knitting, but often just holding his hand. I remember listening to the rain on the roof before I went to sleep. A lovely, soothing sound. And the not so soothing sound of the mosquitoes buzzing outside the mosquito netting Mother placed over the head of my bed.”

Rod Chapman’s family roots are also long and deep with four different family member cottages both along the river and at the south end of Pistol Lake. Rod grew up at his family cottage in Placid Bay next to the 9th tee of the Minaki Golf Course, and now enjoys his own place at neighbouring Trout Lake. The original family cottage was built in 1912 for Dr. W.L. Watt who sustained severe injuries in WWI and had to give up the cottage.

Rod tells of the tea room and band stand located on the island in front of the Minaki Lodge, with orchestras brought in each weekend from Winnipeg. “My brother and I would caddy in order to earn two or three dollars, which we used for day trips on the local train to stations east and west.” A fellow cottager had a cannon from which he shot croquet balls out into the lake every day at noon, and Rod recalls “its booming sound from miles away”.

John Carson’s mother Jean first visited friends at Minaki in 1929, but it was not until June of 1948 that his family spent their first summer at ‘The Lake’ in their newly purchased cottage, ‘Snug Harbour’, just north of Minaki Lodge. As it was boat access only, John describes “the hauling of water, groceries and all goods 75 steps UP from the dock.”

Victor Curtis recounts that his grandfather, Boyd, purchased their cottage on an island on Gun Lake in 1930, from Reg Harman who owned the famed Harman’s Drugstore on Portage Avenue.

Like so many, Vic and his family travelled from Winnipeg by the “Campers’ Special” steam train.

“Grandfather Boyd would get off and always walk to the front and congratulate the engineer on the good ride,” Vic fondly remembers. Decades later, Vic still vividly recalls “the smell of the cedar wood when our cottage, named Dunedin, was first opened for the season.”

The season started with the rowboat being sunk for a couple of days to allow the wood to swell. Power did not arrive until 2006, allowing for the replacement of kerosene and naptha gas pressure lamps, and the traditional ice box with kerosene and later propane fridges. The summers included cliff jumping, Monopoly, Chinese Checkers, Pick up Sticks, and lots of reading under the minimal light of a kerosene lamp.

Vic’s grandparents did not allow comic books or liquor on their island. Vic admits to “hiding out at our neighbours and binge reading their comics for hours.”

One of the paths across the island goes to Victor’s Park, which Vic says, “is named for my Uncle Victor who loved the place and, having last visited in August of 1944, was killed in action in December of the same year in Holland”. Vic’s wildlife memories mirror many of those shared for our history project contributors and are wide and varied, with multitudes of mice infiltrators, swarms of mosquitoes, bats in the belfry, ducks down the fireplace chimney, and a duckling that imprinted onto Vic as soon as it hatched.

The cottage was built early in Minaki’s history, and within five years, was expanded and modernized with a propane stove and fridge. As with so many of the mom's, John’s mother worked hard to run their household all week until his father arrived on the Friday night train. For several years in the 1950’s John worked at Minaki Lodge as a caddy, greens mower, dishwasher, launch driver and boathouse cashier; which was a higher paying position. He also worked at Holst Point, “as a boat and gas jockey for Ray Gustafson”. He drove the railway station boat to pick up Lodge guests while their luggage went overland. He also operated the Kenora boat, navigating the Millers Rapid’s rock pile when, in low water, he would have to dock at Luigi Villeneuve’s Bay Marina.

John recalls watching Edgar Bergen, the noted American ventriloquist, give an impromptu performance at the Lodge. “With a large felt pen he drew a face on his hand; with the eyes and nose on his finger and lips on his thumb, and along with a white handkerchief from his pocket the puppet “Effie” was introduced to one and all.” John’s grandfather, D.W. Campbell, was the financial right hand man to J.D. McArthur, the prime contractor who built the Transcontinental Railway through Minaki.

All of us who grew up at Minaki share many experiences, as evidenced from some of the stories told. The cottage smells upon opening, the chores to keep it running, meeting the dads at the Friday train, the different and some say better life before the road’s arrival, summer jobs on the river or at one of the resorts, the challenges faced by the mothers and kids while Dad was home working, and the lifelong friendships forged in those early days. Part 2: Phosphorus variability in the headwaters and Rainy River This is the second in a two-part series brought you by the LOWWSF on the value Lake Partner Program volunteers contribute to unlocking the phosphorus story throughout the watershed. In the summer Area News, Bev Clark, an environmental scientist and consultant, presented the Lake of the Woods story in Part 1. In this issue, Bev focuses on the upstream waters that feed into Lake of the Woods, including the Rainy River and beyond.

BY BEV CLARK, FOR THE LAKE OF THE WOODS WATER SUSTAINABILITY FOUNDATION As noted in Part 1, we need to monitor the phosphorus concentrations throughout the Rainy-Lake of the Woods basin because we are concerned about algal blooms. Higher phosphorus concentrations will allow the growth of more algae with the eventual potential for blooms. Lower phosphorus concentrations reduce the growth of algae. These growth control aspects of phosphorus hold true except at very high concentrations. Climate is also influencing algal blooms but the link between phosphorus and bloom intensity remains.

Water with less than 20 µg/L phosphorus got a blue marker. This is water that the Ontario Provincial Water Quality Objectives (PWQOs) indicate should be at reduced risk of nuisance algal blooms. Water with 20-30 µg/L (micrograms per litre) got a green marker. These concentrations are OK for rivers but too high for lakes according to the PWQOs. Finally, the concentrations over 30 µg/L have a red marker but there is only one of these and it may be in error. These data are shown in Figure 2.

The Ministry of Environment, Conservation and Park’s Lake Partner Program provides the tools for volunteers to monitor more than 130 locations throughout the basin and these data are presented online with an interactive map at ontario.ca/environment-and-energy/map-lake-partner.

I’ve inserted the map (Figure 1) that we used in Part 1 to remind us of the variability throughout the entire basin, before we focus on the upstream/Rainy River portions.

Lake Partner data is helpful in describing phosphorus variability here for the headwaters, but we will need to examine other datasets to capture variability in the Rainy River due to an absence of Lake Partner sample locations within the river itself.

Lake Partner Program data from the headwaters upstream of the Rainy River For this summary, I examined variations in present day phosphorus concentrations from place to place in the headwaters. I used the most recent data (the last five years) for those areas where there are long-term records and the best available data for those areas where there are data only for a shorter record. I divided the sites up into trophic status compartments, assigning colours to the site markers depending on how nutrient-rich the water was.

Most areas have phosphorus concentrations below 20 µg/L. This is acceptable water quality according to the PWQOs. There are some spots where concentrations are between 20 and 30 µg/L, indicating the potential for algal blooms and in fact these headwater areas do have algal blooms from time to time. It is not clear why there is one measurement over 30 µg/L. Although there may be some room for improvement, the water quality of the headwaters that contribute to the Rainy River is acceptable. It is important to note that these phosphorus concentrations are higher than those measured elsewhere on the Canadian Shield where concentrations are closer to 10 µg/L. Because the concentrations in the Rainy headwaters are in the 10-20 µg/L range, the potential to support algal blooms is somewhat higher.

The Rainy River The only Lake Partner data available for the Rainy River is for several of the inflows that were studied by Cathy Eimers. These data are shown in Figure 3 (the red balloons) and represent higher concentrations than are usually measured in the River. The PWQO for phosphorus in rivers is 30 µg/L and this concentration is exceeded at all locations in the Canadian inflows to the Rainy River. If we look at data from routine MPCA monitoring stations within the Rainy River itself, the concentrations are around 20 µg/L or lower (blue balloons). (webapp.pca.state.mn.us/surface-water/search)

These concentrations are generally not representative of the average values which would include elevated concentrations that follow storm events or times when particulates provided by the large inflows on the U.S. side of the river are high. For example, the Minnesota Pollution Control Agency (MPCA) long-term average based on several datasets collected at Manitou Rapids is 33 µg/L (the bullseye marker near the middle of the river)—webapp. pca.state.mn.us/surface-water/station/05133500. This concentration was ~40 µg/L in 2010 so the numbers have been decreasing at that location.

It is important to note that water quality considerations for the Rainy River are more focused on loads than on concentrations. This is the case with recent Total Maximum Daily Load studies in the south portion of Lake of the Woods.

The goal is to reduce loads to a level where the south end of Lake of the Woods will no longer be impaired. The actual concentrations that these load reductions will produce will also vary with inflow characteristics and weather. You can read more about the TMDL study in past articles.

So, what does this all mean?

The simplest take away is that the headwater lakes and streams feeding into the Rainy River are in good shape (the blue markers) and conditions on the Rainy River, while vastly improved since the 1970s, is still experiencing slightly higher but not alarming nutrient levels. The Rainy River, in fact, is now considered to be in excellent condition—pca.state.mn.us/water/rainy-river-recovering Efforts by MPCA and Environment Canada and Climate Change to establish loads (through modeling) that will lead to improved water quality in Lake of the Woods are currently underway and we should see results soon.

LOWWSF remembers John Turner, a champion and great friend of Lake of the Woods

The Lake of the Woods Water Sustainability Foundation (LOWWSF) and its Directors mourn the loss of the Right Honourable John Napier Turner, P.C., C.C., Q.C., former Prime Minister of Canada and LOWWSF supporter and mentor.

Lake of the Woods has lost a great friend and champion for the lake. Mr. Turner was passionate about water, its importance to Canadians and our responsibilities as citizens to protect it. He had a special passion for Lake of the Woods and for protecting its water quality. Mr. Turner said in a video interview with LOWWSF: “We are fortunate as Canadians to have a great share of the world’s water and we have to consider the gift we have been given as a trust for future generations. Lake of the Woods is a majestic piece of that great gift.”

Mr. Turner’s words always had actions behind them, and this has left a great legacy for Lake of the Woods. His determination to bring attention and action to protect the lake water quality led to the formation of the LOWWSF and to the establishment of the International Joint Commission (IJC) watershed board to coordinate water quality efforts on this binational great lake.

Lake of the Woods, as an international lake, falls under the auspices of the Boundary Waters Treaty of 1909 and the attention of the IJC, if Canada and the USA jointly agree there is a need.

Mr. Turner was instrumental in persuading governments of this need, starting in 2004 when he invited the Right Honourable Herb Grey, then Canadian Co-Chair of the IJC, to the lake to see water quality conditions first-hand and to hear public concerns.

Mr. Turner’s inspiration was a key driver for establishing the LOWWSF and for a focused effort to seek an IJC mandate for Lake of the Woods. By 2012 these efforts paid off, with both countries directing the IJC to establish an international watershed board and to develop a master plan of study for the lake. Subsequently, Mr. Turner’s advocacy for the lake helped secure federal funding for the Canadian Lake of the Woods science program aimed at developing nutrient objectives and targets for Lake of the Woods to combat algae blooms.

Throughout, Mr. Turner provided key advice and mentorship to LOWWSF and was particularly generous with his time and experience in securing and leading our meetings with governments. We all also greatly appreciated the passion for the lake he showed at the many public meetings and his exhortations to government officials to “get on with it”.

Without Mr. Turner’s determination, passion and expertise with governments and international water governance, we would not be where we are today. Lake of the Woods is now an international priority and the building blocks of a sustainability plan are being put in place with: research completed to solve the water quality problems; plans to cut phosphorus to combat blue-green algae blooms being developed by Canada and Minnesota; and an international water quality board established through the IJC. Mr. Turner’s legacy for Lake of the Woods is substantial and reflects his care of our waters as a gift and a trust for future generations.

Canadians and Americans who share Lake of the Woods have lost a great leader and friend of the lake who understood that we must cooperate closely to protect our shared waters. We will miss him deeply. an

A research season at the world’s freshwater laboratory like no other

BY SUMEEP BATH, COMMUNICATIONS MANAGER, IISD EXPERIMENTAL LAKES AREA This is not the update we had planned for the wrap-up of the 2020 summer season—but this was no ordinary summer season.

To cut a long story short, due to COVID-19 restrictions, we limited the number of staff that could access the site, and while we successfully maintained our critical long-term monitoring of our lakes (a dataset that has remained unbroken for over 50 years) and our current research, we didn’t start any new research.

While this was clearly not ideal, it meant that we could take stock and plan some new research for the future—some of which will directly focus on the impact of COVID-19 on fresh water, such as increased use of detergents (more on that in a subsequent article).

It also means we have time to look at some of the findings of the research we have already conducted in greater detail. And so, we wanted to outline for you some of what recent research at IISD Experimental Lakes Area has taught us about the health of our freshwater lakes and about the world around us.

What happens when oil spills into a freshwater lake

• This all matters because bacteria, phytoplankton, and zooplankton all exist in the lower levels of food webs, and the higher levels (fish, amphibians, birds) depend on them for sustenance and growth. It is likely, therefore, that a change in bacteria, phytoplankton, and zooplankton populations will represent a considerable change to the rest of the food web.

The researchers are still exploring those impacts.

What happens when you create a new stream About a decade ago, we created an artificial stream from scratch so that one of our lakes could flow into another. The overall research project is large and complicated, but basically, we wanted to increase how much water flows into one lake to mimic what we think will happen in the Boreal zone due to climate change—namely more precipitation.

As we had created a whole new stream, we wanted to discover what would happen to the wildlife in and around the stream.

With approximately 840,000 km of oil and gas pipelines in Canada and 3.9 million km in the United States, we can always learn more about what occurs should one of those pipelines or rail cars leak into nearby freshwater lakes and how the wildlife that depend on them may be affected.

In 2018, a group of scientists set out to learn more.

The researchers simulated small and large spills of diluted bitumen (or dilbit)—the form of petroleum in which oil travels through many pipelines—into secure enclosures (or limnocorrals) that were safely isolated from the rest of the lake.

What did they discover?

• Within the first 24 hours, the volatile hydrocarbons quickly evaporated from the dilbit, making it much denser and thicker. These changes resulted in the dilbit sinking to the bottom after eight days, following a heavy rainfall. This is important for those who respond to and clean up spills.

• The next discovery involved phytoplankton (those selffeeding components of the plankton community that exist at the lower rungs of the food web) and zooplankton (small organisms that feed on phytoplankton). Both were greatly affected by the oil exposure. In fact, their overall amounts were 70 per cent lower than a community not exposed to oil.

• Some bacteria seemed to benefit from the oil spill, and their populations increased substantially, especially those that are known to breakdown hydrocarbons—a key component of the crude oil that was added into the limnocorrals.

So, what did we discover?

• Researchers looked at the growth of riparian vegetation.

Those are the plants that grow where land and stream meet.

Throughout the study, the diversion’s riparian vegetation increased from 0 per cent to almost 40 per cent in some areas (2011-2015). Compared to a natural stream, though, the diversion still had less riparian vegetation overall.

• They also discovered that the macroinvertebrates (tiny animals that live in lakes) that came to live in the new diversion channel, became more diverse over time. In fact, after only three years, the diversion’s macroinvertebrate community became more like that of a natural stream!

It appears these new channels can actually start to resemble natural, productive streams in a relatively short time (years, rather than decades).

Silent winter footfalls are a small disturbance to the land.

This may sound way out there, but in order to do this we are obligated to live in oneness with the earth. Easier said than done? Not really.

It begins by awakening consciousness about our actions. Historically, shared resources on the land were known as the Commons—land or resources belonging or affecting the whole community. The Commons includes land, waterways, forest and air.

It envelopes everything that makes life possible and its health is vitally important to all. In these times, it is easy to become aware of just how important it is.

That first breath of fresh air when stepping out your door should trigger the impulse to protect air with fervour. The lights should come on when we fire up a burn pile with non-natural garbage hidden beneath branches. As that smell wafts around us, we should instantly become aware that something about that whole scenario is not doing the Commons any good.

Do we make these mistakes? All the time. I am often digging debris from under that stinky pile. We are influenced by the world our parents lived in. Their reality was that, after enduring wars and

depression, ownership of property was desired.

Having possession of material wealth was a source of pride. Some of us are by-products of that belief. We are works in progress.

A transition to the recognition that land needs safeguarding rather than a means to monetary gain is needed. The easiest way to begin being people of the land is to accept that we are but transient tenants.

A favourite wise old tree stands tall and strong near Devil’s Elbow.

And just as a renter would be expected to maintain and leave a property flawless, so must we. We are the recipients of a loan. The land can provide us with sustenance, serenity and great beauty. What the land does for us is endless. It shares its bounty, provides rest and safety, is spiritual, provides us an identity, is where we belong and where our family is, and it determines who we are. By being stewards and listening to the land, we can return the favour.

Staying Warm: A new look at an old idea

BY ANITA & HENRY RASMUSSEN Surviving winters and staying warm has been a preoccupation of human beings since the dawn of time. Picture our early ancestors crouched around a flickering fire in a dark smoke-filled cave, gnawing on a bone and wrapped in malodorous furs. For millennia, life was pretty much like that: uncomfortable, dirty, dangerous and precariously short.

Scandinavian-style tile wood stoves, providing a heated concrete mass that requires very little fuel are still rare here, though common in Northern Europe. In order to keep living and working spaces comfortable during the long winter months, combinations of different heating methods are not uncommon in rural settings.

Viewed from this perspective, winter in Northwestern Ontario doesn’t seem quite so bad. If we are fortunate enough to live in one of its well serviced towns or cities, we can take for granted a heating device that will blow or radiate lovely heat into our living spaces at the mere touch of a dial. But what about those of us who reside outside the secure all-encompassing circle of modern conveniences, either by choice or from necessity?

A few summers ago, Razberry Lane found itself in the throes of a major renovation project, which, with concerted family effort, resulted in a brand new workshop. While still basking in the afterglow of this major accomplishment, we were faced with a fast approaching winter season and a serious heating conundrum. Having served us well for over thirty years, our faithful and efficient outdoor wood-burning furnace packed it in and joined the remains of the old shop in the scrap heap. We learned that a connection to the closest natural gas line would be impractical at our particular location, so the search began for other options. The pressing problem of how to heat the new well-insulated twenty-four by forty foot structure became a source of major concern, influenced in equal portions by budget constraints and frugality.

Beyond the Northwest’s urban centers where reliance on natural gas is nearly universal, a number of creative and practical ways to keep homes and businesses from freezing in winter months are tapped into and adopted. Heating systems can span the gamut from propane, electric, fuel oil and wood burning installations and furnaces to ground and water sources; the latter more easily

Our first love was wood burning and would have remained the preferred heating method of choice had we not felt it was time for something more innovative. After delving extensively into information on electric hot water heating systems of the past, and with some trial, error and experimentation, a fresh take on the solution emerged. The result: an electrically heated water system producing a comfortable workspace at an affordable and competitive cost. Taking advantage of off-peak hydro rates by the judicial use of timers has also helped keep heating bills at a reasonable level for the past four winters.

In addition to elements of comfort and affordability, this system has proven to be flexible, adaptable and virtually nonpolluting. Its inherent storage component is an added bonus, as in the event of an ice storm or blackout, the mass of heated water will continue to radiate warmth for some hours. So far it has been a win-win situation.

On a larger scale, a more intriguing question is how effective such a system could be in reducing a continuing and widespread reliance on the fossil fuels that contribute to the extremes of climate change. It is not a new idea; central hot water heating having been developed

Chocolate filled cream puff recipe sweetened with family memories

BY DIANE SCHWARTZ-WILLIAMS Not only do I look forward to eating this creation, I swear I can taste it already, and as I write this I wander through a kaleidoscope of all the wonderful memories that come along with this recipe.

Even though it is only a coincidence that family, food and fun all start with an ‘f’, it sure makes sense because they certainly are connected. I am hard pressed to think of many family occasions that didn’t involve food and fun. Menu items may have changed depending on the season and the occasion, but there are those stand-outs that over time became synonymous with special family events taking centre stage on the menu. This is my all-time favourite!

As young child, cream puffs were a very special treat thanks to my great aunt who made sure to make enough for my mother’s family Christmas dinner so that we could each have one or maybe even two. One day, Mum found a recipe for a cream puff ring, added a few personal touches creating what was to become a treasured family recipe. Those now ordinary cream puffs suddenly slid way down on the scale of favourites. They couldn’t compare to a huge cream puff filled, surrounded and topped with three different chocolate textures and flavours.

Mum made making the new favourite look easy, but it was definitely a little fussy and quite time consuming. Most remarkable was the patience she displayed as she accepted ‘help’ from three budding chefs – me and my two sisters – who were young and fairly inexperienced at the time but oh so eager to learn. I’m sure it took three times longer to make it with all our help as each of us had to have a turn of stirring, pouring, drizzling and sprinkling.

And then there was all the finger dipping and tasting that went on, but we sure had fun. I think those lessons in the kitchen with my sisters were almost as much of a highlight as eating the dessert was.

(You’ll note I said almost.)

Over the years Mum experimented with a few variations on her cream puff ring. Somewhere along the line, I was brave enough to try my hand at making the cream puff ring myself. I am sure I spent most of the day working on it, thankfully passing the first major test of success—the cream puff rose! Everything else from there on was smooth sailing with the finished ring up to Mum’s standard.

Although I’ve made it several times, I haven’t made the cream puff ring for a while now. Somehow, finding the better part of a day to make it has been a bit of a challenge for the past few years, but it’s high on my “after LOWDSA I will ….” list. I must own up to not having a photo of this irresistible dessert because it always disappears before there’s time to take a picture. You’ll just have to imagine it... and then give it a try!

Chocolate Filled Cream Puff Ring Butter a 9” circle on a cookie sheet. Drop cream puff batter by ¼ cupful inside the circumference of the circle, forming a ring. Bake at 400°F oven for 40 minutes, until puffed and browned. Cool thoroughly.

Carefully slice the ring horizontally with a very sharp knife and gently lift off the top. Fill with chocolate filling and replace the top. Drizzle with chocolate glaze and sprinkle with almonds. Chill several hours. Serve with whipped cream.

Cream puff batter 1 cup water ½ cup butter

¼ tsp salt 1 cup flour

4 large eggs

Combine water, butter, sugar and salt in heavy saucepan.

Bring to a boil. Add flour all at once and then beat with wooden spoon over low heat for 1 minute or until mixture leaves sides of pan and does not separate. Remove from heat and beat another 2 minutes to cool mixture slightly. Add eggs one at a time, beating until mixture has a sheen to it.

Chocolate filling 1 cup soft butter 1 cup sugar 4 oz (4 squares) unsweetened chocolate, melted & cooled 2 tsp vanilla 6 eggs Cream butter and sugar until light and fluffy. Beat in chocolate and vanilla. Add eggs one at a time, beating 2 minutes after each. Continue to beat until sugar is thoroughly dissolved, then chill. (I use an electric mixer.)

Chocolate glaze Melt 2 squares of semisweet chocolate and 2 tbsp butter, stirring to combine.

Chocolate whipped cream Beat 1 cup whipping cream and 2 tablespoons sugar until stiff. Add unsweetened cocoa to taste while beating (and perhaps a splash of Kahlua or your favourite liqueur).

Ice Safety Tips Never assume that ice that has been safe in the past will be again, especially if water levels during freeze-up were dramatically higher or lower than normal. Always proceed with caution.

Is the ice thick enough?

• 10 cm (4”) ice fishing, walking, cross-country skiing • 12 cm (5”) one snowmobile or ATV • 20–30 cm (8–12”) one car or small pick-up • 30–38 cm (12–15”) one medium truck Know ice: • Clear, blue ice is the strongest.

• White or opaque ice is much weaker—double the thickness is needed.

• Stay away from ice that looks honeycombed, common during thaws or in the spring.

Ice doesn’t freeze in uniform thickness: • Near-shore ice is often much thicker and safer than ice farther out, especially at the start of the winter season.

• Check thickness regularly with a spud bar or auger as you move farther out.

• Ice that formed over flowing water, springs, pressure cracks, old ice holes or around the mouths of rivers and streams can be weaker than surrounding ice.

• Heavy snow insulates ice and slows down freezing.

Be prepared: • Check ice conditions. If you aren’t familiar with the area, talk to local people who are.

• Let others know where you are planning to go and when you plan to return.

• Wear appropriate clothing and equipment for safety and comfort.

Winter checklist for septic systems Cleaning the effluent filter before freeze-up so you don’t have to do it in the middle of winter.

Put up a snow fence to keep animal and human traffic off the septic field.

Don’t pump out the tank. The weight of the water is needed to prevent the tank from being pushed out of the ground by the high water table. If you have a crowd turn up at Christmas, just be easy on the system for a couple of days, conserve on water and only flush when it is brown, to wake up the microbes and get the system working again.

Add straw or hay bales to insulate the tank if snow cover is inadequate and you are a seasonal resident.

Add a neutralizing (calcium carbonate) filter to neutralize the PH in furnace condensate water that is acidic and kills septic microbes. Consider installing condensate pump to deliver larger volume of water similar to flushing a toilet or draining a sink.

Protect the pump if you are shutting the system down for the season using anti-freeze, heaters, or lifting the pump up to be above the effluent.

Prepare for the worst: • Go with a buddy.

Checking your baseline and avoiding energy vampires

statistically correct equation to calculate your savings. For the less technically inclined, you can compare your monthly gas usage against the monthly HDDs and come up with a reasonably close approximation of the gas used per HDD (see Table 1).

In order to determine the true energy savings of any project you will need to establish an energy baseline. By comparing energy use to your baseline after your project is completed, you can calculate your true energy savings. This can be fairly easy to do with the aid of some commonly available software.

To calculate your savings, you can use the average value from Table 1 (0.672 m3 of gas used per HDD) to calculate the expected baseline gas use and then compare that to your actual gas used to generate your estimated savings (see Table 2).

Let’s use the example of establishing a baseline for home heating.

We replaced our old gas boiler with a new high-efficiency one along with new windows and upgraded weather-stripping as an energy saving project. The first step in establishing the baseline is selecting the factor that can be used to normalize your energy use. I selected Heating Degree-Days (HDD). An HDD is a function of the time the outside temperature is below 18°C. The number of HDDs in any month should correlate fairly well with your energy use. Current and historical HDD data can be found at Environment Canada’s website (climate.weather.gc.ca) for many locations across Canada.

In order to calculate your savings, you would multiply the current month or year HDD by the average baseline (0.672)—the result being the expected baseline energy use. Compare that to your actual use for the same time period and you can see your true energy savings that resulted from your energy project.

Your energy bill is your source for pertinent data. Our gas bill shows the amount of natural gas consumed during the billing period. If you are a proficient spreadsheet user, you can use this data to generate a scatter diagram and come up with a Table 1: Heating Baseline Calculations Month '07-08

For this example the calculated baseline use for 2019 was 3,970 m3 and the actual use was 3,088 m3 giving us a calculated saving of 881 m3 which translates to an annual CO2 emission saving of 10.64 metric tonnes—a pretty substantial amount.

This same process can be used for other forms of heating, such as oil, propane, wood or electricity.

Lighting replacement example Another common energy savings project is replacement of incandescent lighting with LED lighting. A slightly different approach can be used to establish your baseline. The first task will be to inventory all of the lighting fixtures you intend to change out. I would suggest going room by room and identifying the number of fixtures and the current wattage of the bulbs.

Because there is no easy way to track the number of hours that each fixture is on, you will have to come up with a “best guess” by estimating the hours of operation (see Table 3). The hours of operation for each month are going to be different since the hours of daylight vary over the year, so you should make sure you take that into account.

In the fictitious example presented, we show a net estimated saving of 283 kWhr of electricity for the month or the equivalent of 0.022 metric tonnes of CO2 (Ontario electricity generation has a very low CO2 emission factor since most electricity is generated by hydroelectric, solar, wind or nuclear).

consume small amounts of energy when they are plugged in or connected to your energy supply. Computers and entertainment systems can be the worst offenders. The power they use keep these devices on a sort of standby mode or power things like digital clocks and pilot lights. Though the energy use is small, it can add up over the long haul. According to Duke Energy (see examples at duke-energy.com/energy-education/energysavings-and-efficiency/energy-vampires) the following are some of the worst offenders:

• Desktop computer—on but idle = about 250 kWhr/year • Digital cable box—on but not in use = about 230 kWhr/year • DVR—on but not in use = about 140 kWhr/year With a multitude of devices and appliances in your home, these power grabbers can eat up a significant amount of energy over time. The best defence against these is the use of power bars that you can turn off or simply unplug the device when not in use.

Energy reduction strategy

Non-routine uses If, when you are developing your baseline equation and you see some obvious outliers in the data, you should investigate these irregularities to determine if they are the result of some nonroutine activity. In our heating example, if you had some work done on your house during a cold month that required workmen to be constantly in and out, you may see a significant increase in gas use that is not related to the HDD for that billing period. In this case you can eliminate that data point as a non-routine use.

Energy vampires and phantom power There are some things you need to be aware of when you are examining you energy use: energy vampires and phantom power.

These are energy consumers that work behind the scenes to boost your energy use. Many appliances and electrical devices

Now that you’ve established your baselines, you can set your goals for reduction and select the appropriate strategies to achieve your goals. Installing more energy efficient heating or cooling systems, switching to LED lighting, reviewing your use of electronics or just modifying your energy use behaviours—each of these strategies can kick-start the energy reduction process.

OUTDOOR LEARNING IN WINTER

iNaturalist We are big fans of a nature app and website called iNaturalist. In short, it’s a nature information and identification platform by which you record your family’s observations—be they flora, fauna, or even fungi—using photos.

In addition, you automatically connect with other users in the iNaturalist community who can confirm your identification. All the while, you are creating important scientific data. And, you don’t have to be an expert. Most people begin by exploring their own backyard or neighbourhood.

Start by downloading the iNaturalist app on your iPhone or Android or visit the website at iNaturalist.ca. After creating an account, head outside with your smartphone, making sure the location (geotag) function is turned on. The location, however, can also be added manually. Look for anything living or a sign of something living. In winter, this might include things like lichen, bracket fungi, animal tracks, winter weeds, and scat. Your photo will appear on the iNaturalist “Details” page, along with the date, time, and location. Click on “What did you see”, and the app will compare your photo to the iNaturalist photo library. Click on the suggested species that looks most similar. Even if you can only make an identification at a general level (e.g., lichen), this will help others identify it. iNaturalist is set up as a community network in which members can review each other’s observations for accuracy. Users can suggest changes or confirm another user’s identifications. You can also join or set up iNaturalist projects. These are often for a specific group of species (e.g., invasive plants) or for a specific location (e.g., Biodiversity of North Central MN).

It’s also fun to go to the Observations page, enter your location, and see what other people are seeing in your area. Be sure to check out the many iNaturalist guides such as “Animal Tracks and Signs”. There is even a very handy Teacher’s Guide to help implement iNaturalists in classrooms. iNaturalist has developed an introductory app, too. It is called SEEK. This app is primarily for younger children but also fun for families who want to spend more time exploring nature together. A live view through your phone tells you what you’re looking at.

This need not stop in the fall. Exploring nature in winter is great fun, too. Just dress properly and head outside!

The Great Backyard Bird Count (GBBC) is an online citizen-science project held each February to collect data on wild birds and to display the results in near real-time. People of all ages and from all over the world take part. In doing so, participants are helping to provide scientists with an annual snapshot of the distribution and abundance of different species. The 2021 count will be held February 12 to 15.

Taking part couldn't be simpler, even for children.

Simply tally the numbers—an estimate is fine—and kinds of birds that are observed over the course of 15 minutes or more. You can count from any location—a backyard feeder, for example—for as long as you wish.

You then go online and submit a separate checklist for each new time and location. The only requirement is that someone in the group is able to help identify the birds. The free “Merlin” bird app is a great identification resource.

You will also need to create a free online account at www.ebird.org. To make the event more kid-friendly, invite other children and their families to join in for a safe, socially distanced outdoor event. For more information, go to gbbc.birdcount.org.

Winter nature trail In this activity, kids observe, tag with a ribbon, and record interesting elements of winter nature along a trail they create.

Preferably, at least one other group will also make a trail. Points of interest could include some of the items in the Winter Scavenger Hunt. Depending on the age of the children, a dozen or so points of interest would be appropriate.

Take the kids outside to a location that can be the starting point for one or more trails. Give them pre-numbered (1 to 12) strands of ribbon, a pencil, a clipboard with a sheet of paper, and a bundle of sticks. Preferably working in pairs, they then set out to make a loop trail (if possible) with 12 points of interest. Each point is identified by tying a numbered ribbon to a twig.

Where necessary (e.g., a track in an open area), tie the ribbon to a stick and poke it into the snow. On the paper, the kids write a short description (e.g., rabbit tracks) for each point of interest.

When they have completed their trail, ask the kids to re-write their descriptions, but this time putting them out of order. The groups then exchange their sheets and follow each other’s trails. At each ribbon, they write down the number beside the description that they think is the right one. When everyone is finished, each group checks to see if the points of interest were accurately identified. Depending on the number of kids, the groups could also give a guided tour of their trail to the others.

Kat the Nature Dog Snow Gnomes

I always romp and play outside cause I love snow.

Kat’s fur coat helps to make winter one of her four favourite seasons. And she really loves snow. One day she was skipping along her favourite forest path, singing her winter song while new snow made the trees prettier than ever. Then she saw something behind a spruce tree.

She jumped off the path to take a closer look. It was two really tiny children, so small that they looked no bigger than pine cones. They laughed when they saw Kat.

“Are you elves?” asked the little dog.

In the side of the hole, she saw a small tunnel about as big around as a loonie.

Suddenly a mother deer mouse and two of her children came out of the tunnel. The children were shivering and crying. The mother squeaked angrily as she stared at Kat. “Shut the door before we freeze to death.” Kat immediately pawed some snow over the hole. The mouse shouted, “Thank you. Now go away.”

Kat filled the snow hole. “You must be right,” she said to the gnomes. “Snow makes a warm blanket.”

“Of course we are right because we know snow,” said the Snow Gnomes together. Then they disappeared.

A SCIENCE TEST In deep snow on a cold day, dig a hole down to the ground.

Take the temperature of the air at the top of the hole.

Then put the thermometer in the hole and measure the temperature at the bottom. Get ready to be surprised.

“How do you know my name?” Kat asked.

WHY SNOW MAKES A GOOD BLANKET Snowflakes have a lot of air spaces in them. In your house you have lots of air spaces in the insulation in your walls and ceilings. This helps to keep the warmth in and the cold out.

“Why would the forest need more snow?” asked Kat.

STUDYING SNOWFLAKES Use a magnifying glass to study fresh snowflakes. Letting some snowflakes fall on something dark will make them easier to see. How many points do most of them have?

“Oh no. We are Snow Gnomes. My name is Nicole and this is Aubrey. You must be Kat the Nature Dog.” “Our boss told us,” said Nicole. “We work for Old Man Winter. Our job is to check the forest to see if it needs more snow.”

Aubrey’s eyes grew wide. “What? Don’t you know that snow keeps everything warm? It’s good for plants and animals in the forest.”

Kat smiled showing her nice little doggie teeth. “You’re kidding me, right?”

Nicole shook her head. “Old Man Winter makes lots of cold weather so Snow Gnomes have to make sure there is a warm blanket covering everything.”

Kat still didn’t believe the little gnomes.

Aubrey said, “We have to get back to work. But we’ll be back to prove that snow can help keep the forest warm.”

A week later another big storm dropped a huge load of snow and the air was so cold Kat’s breath came in big clouds. Kat ran to the forest path and saw the two Snow Gnomes.

“Nice to see you,” they called in their high voices.

“We want to show you something.”

Aubrey said, “Okay Kat, scrape some snow away until you get to the ground.”

Kat jumped from the path into fresh snow and dug down until she hit the forest floor.

The Hawk Lake Monument

BY LORI NELSON Nestled in a small overgrown plot just north of the train tracks at East Hawk Lake is an unassuming stone monument. The neatly constructed cairn stands about nine feet in height and on each of its four sides is a brass plaque. The south-facing plaque reads: In Loving Memory of Those who Worked and Died Here Below the inscription are the first two verses of a poem entitled “The Sons of Martha”. On each of the east, north, and west sides are two more verses of the poem.

A flurry of questions comes to mind: Who are the Sons of Martha? Who wrote this poem? Who erected the monument and why at Hawk Lake? The answers reveal two individual but related stories.

First, the poem. It was written by Rudyard Kipling in 1907 and was based upon a biblical passage from the Gospel of Luke which relates Jesus’ visit to two sisters in the town of Bethany.

While Mary sits at Jesus’ feet listening to his teaching, her sister Martha is labouring, preparing a meal and getting more and more annoyed that Mary isn’t helping. When she finally addresses this with Jesus, He tells her that Mary has chosen the better way. Kipling’s poem is a tribute to the workers, “the sons of Martha” who toil in their service to the sons of Mary.

Fast forward to 1922 when University of Toronto civil engineering professor Herbert E.T. Haultain proposed that graduating engineers be initiated into their profession with a ceremony and a commitment to a standard of ethics. Haultain asked Nobel prize winning writer Rudyard Kipling to create what became known as the Ritual of the Calling of an Engineer.

His poem “Sons of Martha” became part of the ritual as did the conferring of the Iron Ring. The ring, worn by engineers on the small finger of their working hand, is to remind them of their professional obligations.

In 1925 the inaugural ceremony was to be held in Montreal.

Enter into the picture, Harry F. McLean, railway and hydroelectric contractor. Apparently McLean met Kipling to discuss the details of the ritual. It was a fateful meeting, for the poem

McLean’s outfits were most active between 1920-1940 in Manitoba and the eastern provinces and their projects included railway lines, power dams, tunnels, harbours and highways.

It was at the Deeks Quarry in Kemptville in 1925 that McLean had the first “Sons of Martha” monument erected. Work at the quarry was dangerous, which often resulted in injuries or death. The monument was a means of honouring those who worked and who died at the site. In the years that followed, McLean was responsible for erecting seven more “Sons of Martha” monuments that can be found from Manitoba to Nova Scotia. Each is inscribed as the Hawk Lake one is and each is situated at the site of a McLean project: Grand Falls Hydroelectric project in New Brunswick, Sherritt Junction in Manitoba, Wolfe’s Cove Tunnel in Quebec, Abitibi Canyon Generating Station in Ontario to name some. Most, made of local stone, although some were concrete, were built in the late 1920s and early 1930s.

The Hawk Lake Monument was installed in 1946 near McLean’s quarry which had been in operation since 1928.

Today the quarry has been fenced off and just south of the fencing is the monument. It’s a fitting tribute to the many who worked hard, who carried the weight of the responsibility of their jobs, and who did it for the benefit of others. an

The two companies often worked in concert with two quarries, one south of Ottawa near Kemptville and the other at East Hawk Lake, supplying Title photo: To visit the Hawk Lake monument, travel east on Highway 17 from Kenora about 40 minutes and turn right off the highway onto the Hawk Lake Road. Travel down the road and turn to the east (left) just before you cross the railway tracks. You will be on what might pass as a road by some standards! Travel about a minute along this road keeping your eyes peeled to the left. There is a path to the stone monument which sits on a slight hill above the tracks.
