After visiting the armories and speaking directly with them, it was apparent to me that there was a huge gap in information provided to the veterans who, on paper, may not need anything. But the reality is those veterans need it just as much. And that’s where we come in.

The mission of Modern Veteran is to deliver more than just the news and statistics that are relevant to veterans throughout the nation. We also venture into a range of topics that have or will have an impact during the transition from military to civilian life. What exactly does that mean? Each issue of Modern Veteran delivered to each state will be geographically specific to that region. Our partners offering services for veterans will be local to where each issue is delivered.

When you flip through the pages of our premiere edition (as well as our future issues), you’ll find articles about seeking employment in local areas, (page 18), setting up for a bright financial future (page 22) as well as pieces that answer questions you might not have thought about but should be on your radar. For example, are you really able to purchase a home instead of rent? How can you fix your credit? Should you invest in solar panels for your new home

(page 62)? But that’s not all.

What also separates Modern Veteran from the rest of the pack are our informative lifestyle articles, which in our opinion are just as important for achieving balance and adjusting to life outside of the military. We offer information and stories on topics that vets actually want to read about—not just some brochure that gets thrown in the trash because there is zero appeal to the eye. Take our wellness quiz and find out how much you know about health (page 28). Whether or not you ace that test, you should definitely think about trying a rowing class—it’s one of the hottest fitness trends that’s sure to help you stay in shape (page 46). That’ll ensure you’ll look great when you try on the latest men’s and women’s fashions; the best part about these outfits is that they’re all available in your local area (page 36).

Of course you might want to roll up your sleeves if you’ve been inked by one of the talented tattoo artists featured in this magazine, or learn what impacts those tattoos have on job interviews and if you should cover up accordingly (page 34).

We plan to cover many other interesting subjects, people and places in issues to come, all of which will be geared to making your transition to civilian life—a re-bootcamp, if you will—easy and smooth. PUT IT IN DRIVE New Jersey resident Michael Hart, a U.S. Navy veteran, is the recipient of a free 2017 Ford Escape, which was refurbished by M3 Collision of Morganville and Neptune. The project was part of the National Auto Body Council’s Recycled Rides program, which restores vehicles and donates them to individuals in need. In addition, Enterprise Rent-A-Car donated six months of car insurance to ease Hart’s financial burden.

Now that your suit and shirt are ready for your interview, it’s time to consider the last wardrobe piece that’ll make a good first impression: the necktie.

Despite today’s more relaxed work environments, a tie is still necessary for a job interview. Pick one that’s attractive yet not too showy, perhaps one with a non-silk, textured or subtle matte finish. Width is important too; modern sizes range between 3 and 3 ³⁄8 inches. And nowadays it’s not uncommon for a woman to wear one either. (Turn to page 18 for more job tips.)

The tie is a fashion detail that has been worn for centuries. In fact, the custom of wearing a neckcloth has military origins—it was typical of Croatian soldiers to don this decorative element during the Thirty Years’ War in Europe (1618–1648). Look back even further and you’ll find evidence of the tie’s predecessors: Many ancient Egyptians wore a square knot tied around the neck and shoulders, and Chinese warriors during the Qin dynasty wrapped cloths around their necks. Now those are some trend-setting soldiers.

HEALTHY MIND, HEALTHY BODY FIRST AID FUNDING Of the 9 million veterans served each year by the Department of Veterans Affairs, close to half have been diagnosed with post-traumatic stress, depression or another mental health disorder. New Jersey has taken notice, and state hospital and mental health organizations are ready to help. The Health Research and Educational Trust of New Jersey, a branch of the New Jersey Hospital Association, is creating education and training programs to assist Garden State veterans. Thanks to a $375,000 federal grant for mental health first aid, New Jersey’s 355,000 veterans can benefit from initiatives that will increase understanding of mental illnesses in the military community and expand access to services. In addition, seven teams (each comprising one veteran and one mental health professional) will be trained to teach the national Mental Health First Aid course to military members, their families, caregivers and health-care providers.

AN APP A DAY Meanwhile, a Department of Defense study showed the positive effects a brain-training app had on subjects with a history of mild traumatic brain injury (mTBI) and diagnosed with cognitive impairment. When measured over a 12-week period, a sample group that used Posit Science’s BrainHQ program showed statistically and clinically significant improvement in overall cognitive function when compared with a control group that engaged in regular computer games over the same time frame.

Participants in the BrainHQ group improved on the cognitive performance composite measure by 24 percentile ranks—from the 50th to the 74th percentile. “When this study was selected for funding, we were hoping it would help troops impacted by mTBI,” says Col. (Ret.) Dallas Hack, M.D., M.P.H., a physician who led most of the DOD’s research in battlefield trauma when the study began. “These results exceed my fondest expectations.

The broad applicability, modest cost and self-directed nature of the intervention mean it could be scaled very quickly.”

CARING CANINES The Joint Replacement Division of the medical technology company Stryker donated $100,000 and five service dogs to K9s For Warriors, an organization that rescues and trains dogs and matches them with veterans living with trauma. The presentation, which took place at Stryker’s division headquarters in Mahwah, commemorated National Military Appreciation Month and included a screening of A New Leash On Life: The K9s For Warriors Story, a documentary that featured three K9s For Warriors veterans and their dogs.

Perceptions about mental health differ between veterans and those who are in active service, according to a recent survey from the University of Phoenix.

More than 1,000 U.S. residents (veterans and active service members) participated in the poll. n 30 percent of veterans have sought or considered mental health counseling, compared with 72 percent of active-duty service members. n 23 percent of veterans report that during their service their leaders openly discussed the importance of addressing mental health concerns.

That contrasts with 91 percent of activeduty service members today. n 66 percent of veterans believe people who receive professional counseling generally get better, compared with 89 percent of active military service members.

WHERE TO RETIRE? Many civilians retire in their 60s, but the average retirement age for U.S. military officers is 45. At that age one still has lots of energy and ambition, but where are the best places to spend those not-yet-golden years?

The personal finance website WalletHub recently ranked the states (and D.C.) by desirability as a place for military retirees to live.

It drew on more than two dozen metrics, including job opportunities, housing affordability and accessibility to Veterans Administration facilities.

THE FIVE BEST: 1. Virginia; 2. Florida; 3. Maine; 4. New Hampshire; 5. Massachusetts.

THE FIVE WORST: 47. Mississippi; 48. New York; 49. Vermont; 50. Oregon; 51. Washington, D.C. In case you’re wondering, New Jersey landed at No. 42.

OK, so maybe you’re not driving like Tiger Woods or putting like Rory McIlroy, but your golf game still can do wonders—just ask Army veteran Jose Sagal. The North Brunswick native and Rutgers University grad has started a program at his alma mater that gives student veterans weekly instruction in all aspects of the sport while helping them hone networking and other skills to enhance their prospects after graduation.

The program was inspired by Sagal’s own transition from military to student life. After serving three years in the Army at Fort Bragg, Sagal enrolled at Rutgers in 2014. During his time there, he turned to golf when he needed to de-stress from college pressure and began working at the school’s Office of Veteran and Military Programs and Services. The office already had recreational activities that offered a physical outlet to veterans—hiking, skiing, kayaking—and it was Sagal’s idea to start a golf program.

There are roughly 2,400 veterans enrolled in Rutgers’ three branches, with nearly half of them matriculated at the New Brunswick campus.

A COOL COMPANY Tinton Falls-based A.J. Perri Plumbing, Heating and Cooling has been recognized by the Commerce and Industry Association of New Jersey (CIANJ) as a 2019 Companies That Care Award recipient. CIANJ highlighted the A.J. Perri Cares Program, which has helped more than a dozen New Jersey military/veterans and their families, providing them with air conditioning, heating and indoor air quality system upgrades.

JOB ONE: GETTING THAT JOB You know you’re qualified. Now learn to sell yourself to an employer who isn’t Uncle Sam. It’s been 40 years since the U.S. Army first told potential recruits that they could do anything after a stint in the military, which came with the promise of job training and good employment after they completed their service. Back then, engineering jobs as well as positions on Wall Street and in the upstart computer industry fueled the economy, which made many of the Army’s promises come true. Times have definitely changed.

For many, the transition from the military to the civilian workforce today isn’t smooth sailing. And it’s not that job training has ceased—in many cases it’s become more thorough and comprehensive. So what stands in the way?

For starters, many companies have a different perspective on veterans than they once had. Only 17 percent of prospective employers see veterans as strategic assets, according to a 2018 survey by the global marketing and communications firm Edelman. A look at Edelman’s research—which sought opinions from nearly 5,000 active and former servicemen, spouses, nonveterans and employers—reveals that 53 percent of hiring managers believe veterans don’t have successful post-service careers, while 46 percent of employers assume most military members don’t pursue education beyond a high school diploma. And then there are the “too rigid” and “too formal” labels that often are slapped on veterans’ backs.

But the truth is that the majority of veterans are great job candidates. Military.com, the largest online military and veteran membership organization, says civilian employers, in many cases, simply do not understand veterans—from lifestyle to terminology. To surmount this obstacle, the website recommends that job seekers research companies before applying for a position so that they can present their skills better. Using keywords on an electronic résumé, for instance, can help a candidate pass through a company’s initial screening process, which may use a computer program to scan documents for specific words or phrases. If you’re having trouble translating military lingo into private-sector-friendly language, the Military Skills Translator on military.com is a recommended tool. Just enter your service branch and military job title, and the search engine generates a list of jobs that match your qualifications and helps you turn military terms into civilian, work-friendly keywords to put your experience into terms more readily understood.

“In your résumé and cover letters, focus on how your military experience makes you a great employee for any company,” the site advises. “After all, you’ve already demonstrated loyalty, an ability to think on your feet in fast-changing situations and you very likely have specialized skills that are much in demand in many industries.”

Too formal? Can you see yourself dressing like the rest of the staff—for example, is the attire “business,” “business casual” or just plain “casual”? If possible, speak to others in the field who can tell you about particular companies, and don’t be shy about asking any company you apply to about its culture. Look for veteran-friendly companies such as All American Auto Group, which was named a “Best for Vets Employer for 2019.”

PROMOTE AND IMPROVE YOUR SKILLS

ATTEND A CAREER “BOOT CAMP”

Employers are looking for specific abilities, not just potential, so promote the skills you learned during your years of service. If you want to bolster your qualifications, look into taking classes, consider volunteering at a company in your field or sign up with temp agencies that can help you find work that will broaden your skill set. Another idea is to look into internship and apprenticeship programs.

These are great options for the information technology field and the trades, among other sectors, and they’re a chance to get your “foot in the door.”

Bridging the Gap for Veterans, a New Jersey-based, nonprofit, veteran-owned company, offers military career transition coaching, which is designed to help veterans and their spouses by introducing them to veteran-friendly employers. It helps build relationships with corporate executives in order to promote veterans as potential new hires. Its Career Discovery Program provides exposure to various business fields and experience in those areas with the hope that this will lead to a career opportunity. Bridging the Gap even hosts monthly career transition “boot camps” on military installations and college campuses. The boot camps teach career tactics, techniques and procedures, and then match attendees up with employers and hiring managers in “speed interviewing” sessions.

PREPARE FOR INTERVIEWS

Before interviewing for a job, practice how to present yourself in a more corporate way. An easy way to do this is to have a friend or family member pretend to be an employer and ask questions about your experience and qualifications. Record the “interview” on your smartphone and go over it with the person who interviewed you.

BE HONEST ABOUT COMMITMENTS

Many small businesses don’t have the staffing to cover for workers who take extended absences, and that can pose a problem for National Guardsmen or reservists who must miss work for deployments. It’s best to be upfront about this consideration at the outset, and remember to stress to the employer how, schedules aside, your ability to keep a commitment is a good sign for your prospective contribution to the company’s long-term efforts.

RESEARCH THE ORGANIZATION

Companies today make a big deal about their “culture.”

This includes working hours, dress codes, benefits, outside activities and overall “vibe.” So when you are researching prospective employers, ask yourself these important questions: Can you see yourself working

Being an entrepreneur is another option, and organizations like SCORE (formerly the Service Corps of Retired Executives) can link would-be business owners to mentors. SCORE also has special resources dedicated to veterans, such as free financial advice from a CPA, scholarships for business workshops and sessions with mentors.

• Gold Card. If you are unemployed and served after 9/11, the Gold Card offers intensive services to increase your chances of success in today’s job market. Visit the Gold Card website for more information and to print out a card, and present it at your local One-Stop Career Center.

• GI Bill: On the Job Apprenticeship Training. This Veterans Affairs program gives veterans and their dependents an opportunity to learn a trade through an apprenticeship or on-the-job training.

• Veterans Opportunity to Work.

You can access services you may have earned through this 2011 law (which mandated that the U.S. Department of Labor study military skills and improve the translation of those skills into civilian certifications) and other VA training and career assistance programs.

$MART FINANCIAL PLANNING Here are 7 things you can do to balance income and expenses and manage your money wisely.

When you left active duty, it kicked off a time of change to your lifestyle, income, benefits and more. You may have participated in the Transition Assistance Program and received pre-separation counseling, briefings and workshops that covered topics such as education and training, career goals and financial management. However, once you’ve made the transition to civilian life, your plans may have changed or new questions about making smart choices for your finances may have arisen.

Military and veteran families face stress from a number of directions, and at or near the top of the list is financial worry. A 2018 survey by the Military Family Advisory Network found that 86 percent of military and veteran families suffered physical and emotional effects from financial strains. A 2017 survey from the same source revealed that 60 percent of military and veteran families did not have enough savings to cover three months of living expenses without income.

To avoid this type of stress and get a handle on your bottom line, here are seven tips for better financial planning.

UNDERSTAND YOUR BENEFITS There are several benefits available for veterans, including the VA Home Loan program, which offers lower interest rates and higher debt-to-income ratios for veterans looking to buy a home (see related story on page 58). As part of the GI Bill, veterans and their dependents also receive support to go back to school, though many still incur student loan debt.

Veterans should visit the Veterans Benefits Administration website to learn more.

Some veterans, including many officers and senior enlisted personnel, receive a pension upon re-entering civilian life. But for most former service members, private sector employment is the next step. If you have not yet found a job, you may qualify for unemployment compensation, but any retirement or separation pay you receive from the military may affect your eligibility. Because unemployment benefits vary from state to state, you’ll need to contact your local unemployment office for more information about these programs.

KNOW YOUR TAX SITUATION Many service members receive one or more tax-free allowances in addition to their basic pay while they are in the service. If your state of legal residence while serving was an income-tax-free state and you have moved to a state with an income tax, you are experiencing a big hit to your wallet. Before accepting or changing civilian jobs, calculate how much income you will be taking home in each paycheck. To provide a bit of relief, there are many tax-free VA benefits, and a number of states offer property tax relief for veterans.

PLAN FOR RETIREMENT Enlisted personnel can contribute to a thrift savings plan (TSP), a retirement plan for federal employees and members of the uniformed services. There can be advantages to rolling your TSP into an IRA or another retirement plan offered by the private-sector company you work for. Talk to a certified financial planer about your retirement options.

BUILD A BUDGET Once you understand exactly how much money you will have available considering your military benefits and post-tax civilian income and you know more about your fixed expenses, such as insurance fees and retirement savings contributions, it is time to create a budget. This may sound obvious, but in civilian life you have more regular expenses that should be accounted for. In addition to your major expenses—mortgage or rent, car payments and tuition— you have others such as cell-phone service, entertainment, electronics and clothes. Be honest about what you really need (clothing for work, car maintenance, etc.) vs. what you want (a new car, the latest tech gadgets, etc.). Using an app such as Mint can help you set a budget you are comfortable with and stick to it.

PAY DOWN DEBT A survey conducted by debt.org showed that the average military family had $13,700 in debt, much of it on credit cards. Whether you racked up debt, such as car loans and credit card balances, prior to enlisting or you owe money on emergency relief loans from the Army Community Service Department or other consumer loans, paying down debt should be a top financial priority. Be wary of predatory lending scams and maintain a strong credit score, as your score can affect you when applying for jobs, particularly ones that require a security clearance. If you do rack up debt after leaving the service or have had debt lingering for years, there are some programs available to vets, including the Servicemembers Civil Relief Act and the Military Lending Act.

BUILD AN EMERGENCY FUND Cars break down. Water heaters explode. Life happens.

Saving an emergency fund will provide a cash buffer in case of unexpected financial hits such as a major medical expense or a lag in income. The amount you should save in the account will vary depending on your lifestyle. For example, if you live in a dual-income household with no children, three months of expenses should be enough. However, if you are the sole earner and there are three children in your home, one year of expenses is a safer option.

For advice that fits your needs and goals, consult with a certified financial planner.

SHOP FOR INSURANCE The benefits you receive in the private sector most likely pale in comparison to what you were eligible for as a service member. If you are receiving a pension, you may want to devote some of this pay to a savings account to help pay all applicable deductibles and other out-of-pocket expenses that won’t be covered by your new health, dental, vision or disability policies.

If you retire after 20 or more years in the military and qualify for health care insurance as part of your retirement benefits, you may still want to buy supplemental insurance.

If you leave before putting in 20 years, health-insurance premiums in the private sector can be surprisingly steep.

Even employers that subsidize health care benefits require that you pay at least part of your premium. This payment is generally pre-tax and deducted directly from your paycheck.

If neither you nor your spouse has a job that offers health insurance benefits, you can sign up for the Continued Health Care Benefit Program for up to 18 months after leaving the service. Other options include signing up for health insurance on your own or getting VA health care coverage, if you’re eligible.

While enlisted, you had access to Servicemembers’ Group Life Insurance (SGLI), which costs less than most civilian life-insurance plans. During the transition, service

members can convert that policy to Veterans’ Group Life Insurance (VGLI) with no medical examination. However, that coverage is more expensive. You may find a much better deal on your own and be able to lock in a fixed rate for 20 or 30 years.

A TATTOO TRIO Tattooing is an art that transcends generational, economic, ethnic, national and religious divides.

Intricate illustrations and meaningful designs for the skin are not reserved for the high-art elite. Lady Gaga and Caroline Kennedy, Barry Goldwater and Ozzy Osbourne, Andrew Jackson (reportedly) and LeBron James, Kendall Jenner and Helen Mirren—these bold-faced names could not be more different, but have all been tattooed.

While the practice dates back at least to ancient Egypt, tattoos have never been more popular. The U.S. has more than 20,000 tattoo parlors, and new shops open at a rate of one each day. According to a Pew Research Center study, about 38 percent of people ages 18 to 29 have at least one tattoo.

BEYOND THE INK: Tattooing isn’t Aitchison’s only creative medium—she studied classical singing and is an accomplished knitter. Inking is a family business—her brother Guy Aitchison is also a nationally renowned tattoo artist. The siblings are from Ann Arbor, Mich., but found initial fame tattooing in Chicago. Today Hannah and husband Scott White own Pittsburgh’s Curiosity Shop, which offers tattooing and unusual antiques and art.

Luke Wessman Location: Los Angeles, Calif.

BEST KNOWN FOR: The “gangster traditional” style. Such tattoos are characteristic of the street culture where Wessman grew up (in Oceanside, Calif.) and commonly feature Old English font and block letters, Catholic imagery and black and gray coloring. He learned the “traditional” style as an apprentice at Lucky’s Tattoo parlor in San Diego, which favors bold outlines, deep black shading and images associated with sailors, bikers and outlaw culture. Wessman has been a cast member on TLC’s Miami Ink and NY Ink and a judge on Spike TV’s Ink Master. Just don’t ask him for a tattoo of your grandma or an Aztec deity: He avoids doing photo-realistic or tribal pieces.

BEYOND THE INK: Wessman was born on a hippie commune in Tennessee, but his family soon hitchhiked to and settled in an area of southern California where gang violence was common.

He turned to surfing and tattooing to escape, and by age 21, owned a tattoo studio.

Wessman is also a master mason and has been active in freemasonry for years.

Zlata Kolomoyskaya Location: New York, N.Y.

BEYOND THE INK: Born in Russia, Kolomoyskaya moved to the United States in 2011. Besides being a tattoo artist, she is a successful body painter who has collaborated with musicians, photographers, videographers and a variety of visual artists.

BEST KNOWN FOR: Detailed black and gray work that has to be seen to be believed.

Kolomoyskaya’s talent for photorealistic style is beyond reproach, with a level of detail that suggests a camera more than a tattoo needle. The New York Times recently mentioned this up-andcomer when it offered a list of “9 Places to Get a Gorgeous Tattoo,” saying of her: “Humor is not always apparent among realistic tattooers, which is why it’s refreshing to see Zlata Kolomoyskaya inscribe wit into her seemingly flawless fine-line work.” She and fellow promising artist Kate Sv have a midtown Manhattan studio, Dot. Creative Group, and the waitlist to get into Kolomoyskaya’s chair can be months long.

Preheat the oven to 350°F. Put the salmon on a large piece of baking parchment, spoon over the wine, season and secure the edges of the parchment to form a parcel. Cook for 20–25 minutes or until just cooked through. Remove fish from the oven and allow to cool while you prepare the remaining ingredients. When cool enough to touch, remove the skin and flake the fish into large pieces.

Over gentle heat, fry the shallot with salt and pepper in oil until softened, making sure the shallot does not take on any color. Remove from the heat and cool. Once cool, combine shallot and watercress in a food processor and whizz, then add the créme fraiche and pulse until well blended.

Season to taste.

PREPARE THE SALAD

Boil or steam the peas (10 minutes) and asparagus (5–8 minutes), then soak the vegetables in cold water to cool and keep their color.

Roll up in the parchment, place on a plate and transfer to the refrigerator for at least 30 minutes and up to a day.

For the dressing, combine the lemon juice and oil in a bowl and season to taste.

For the salad, the lentils should be at room temperature or lightly warmed in a pan over a low heat. Mix the lentils, prunes and parsley together, add half the dressing and toss to combine—keep the remaining dressing for the last minute before serving. Arrange the lentils on a large platter with the greens, peach slices and dill.

Meanwhile, cook the green beans in another medium pot of boiling salted water for 15 to 20 minutes until soft. (Boil for less time if you prefer crunchier beans.) Drain and allow to cool.

Soak the onions in cold water for about 10 minutes. Drain and set aside.

Boil the eggs for 8 to 9 minutes, then crack the shells and drop the eggs into cold water—this will stop the greenish color from appearing around the yolk. Peel and set aside.

When the potatoes are cool, cut them in half and put in a large salad bowl, along with the onions. Cut the beans in half and arrange in the bowl with the remaining ingredients, except the eggs.

Toss the dressing with the salad. Top with halved eggs and serve.

You can thank the Property Brothers for their help and inspiration, but there’s more to know about purchasing a home than the tidbits you’ve picked up from HGTV. What they don’t explain on reality TV are the ways buyers finance their purchase and begin the process of building home equity, which is one of the most important long-term investments anyone can make.

Presuming they don’t have enough bags of cash on hand, prospective homeowners seek loans with favorable interest rates—usually from banks or mortgage companies—when they’re buying their dream house. For members of the military, there are even more borrowing options.

The VA offers veterans and their families a host of excellent financial benefits, but one of the best—and least understood—is a Veterans Affairs Home Loan. In many cases, choosing the right VA loan can make owning a home less expensive than renting an apartment.

The VA also offers housing-related loans and credit to help you repair, retain or adapt your home—thus helping you build equity. These loans are offered by private-sector lenders (again, banks or mortgage companies), but the VA guarantees part of the loan—which allows the lender to offer one with better terms than it can give to a civilian. A VA loan to purchase a new home, for instance, often comes with a no-down-payment requirement and no closing costs.

OTHER VA LOANS

HOW DO YOU APPLY?

With purchase loans and cash-out refinance loans, the first step is to obtain a COE from benefits.va.gov, by mail or through your lender.

You can work with any lender who is qualified to offer VA loans.

To apply for an IRRRL, you can take your previously obtained COE to prove prior use of your entitlement, or your lender can confirm your eligibility directly through the VA’s email confirmation procedures.

For a NADL, you must first confirm that your tribal organization participates in the VA direct loan program and obtain a COE. These loans are also available through a lender of your choice.

You can apply for an adapted housing grant by either downloading and completing the VA Form 26-4555 from the VA website and submitting it to your nearest regional loan center, or by completing the online application.

Help is also available at your VA regional office. To find the office nearest to you, go to va.gov/directory/guide/state.asp or call the VA at 800.827.1000.

VA LOAN FAST FACTS DOWN PAYMENT AND LOAN LIMITS • 100 percent financing up to the county loan limit. (If loan exceeds county loan limit, a down payment equal to 25 percent of the difference between the county limit and the sales price is required.)

• Maximum loan amount of $1.5 million LOAN PROGRAM TYPES • Conforming 30-year fixed rate mortgages • Conforming 20-year fixed rate mortgages • Conforming 15-year fixed rate mortgages • Jumbo 30-year fixed rate mortgages • Jumbo 15-year fixed rate mortgages • 5/1 adjustable rate mortgage (interest rates are fixed for first five years, then adjust at a rate of one-time per year for the remainder of the loan.)

ELIGIBLE PROPERTY TYPES • 1-4 units attached or detached • Single unit condominium (ask your loan officer for more details) • Townhouses ELIGIBLE BORROWERS • Veterans and reservists who meet VA eligibility and entitlement requirements • Two veterans may be joint borrowers if both occupy the home (ask your loan officer for more details).

• Veteran and spouse (nonveteran) may be coborrowers only (VA approval required).

• Veterans who previously purchased and sold under VA may be eligible with reinstatement of entitlement • One borrower may have two VA loans simultaneously.

OTHER BENEFITS • No prepayment penalty • Veterans can pay non-allowables up to 1 percent if no origination or processing fees are charged.

• VA loans may be assumable by qualified veterans through current servicers.

VA FUNDING FEE EXPLAINED The VA Funding Fee is paid directly to the Department of Veterans Affairs and is the reason it can guarantee this no-money-down loan program. The funding fee is automatically financed in your VA loan and calculated into your payments. The amount of the funding fee is determined by four different factors: loan amount, type of service, down payment (if any) and whether you have used your VA loan in the past.

SELLER CREDITS • Allowable to pay for closing costs, prepaids and buydowns • Seller concessions up to 4 percent maximum

The VA home loan program offers several other options to help veterans with their housing needs. Here are four other borrowing options: • Cash-out refinance loans. For those who already own a home, these allow you to take cash out of your home equity. You can use the money to pay off other debts, make home improvements or pay for school. To be eligible, you must have satisfactory credit, sufficient income to meet the expected monthly obligations and a valid Certificate of Eligibility (COE).

• Interest Rate Reduction Refinance Loans (IRRRL). Also known as streamline refinance loans, these are intended for homeowners and are used to refinance an existing mortgage at a lower interest rate. To be eligible, you must be the recipient of an existing VA-guaranteed loan on the property.

• Native American Direct Loans (NADL).

This loan helps eligible Native American veterans buy, build or improve homes on federal trust land, or to obtain a lower interest rate on an existing VA loan. To be eligible, your tribal organization must participate in the VA direct loan program, and you must have a valid COE. • Adapted housing grants. These help veterans with a permanent and total serviceconnected disability to buy or build an adapted home or modify an existing home to accommodate their needs. There are two grant programs: the Specially Adapted Housing (SAH) grant and the Special Housing Adaptation (SHA) grant. Service members or veterans with a permanent and total service-connected disability may be eligible for up to three of these grants.

According to the VA, the SAH and SHA benefit amount is set by law but may be adjusted upward annually based on a costof-construction index. The maximum dollar amount allowable for SAH grants in fiscal year 2019 is $85,645; for SHA grants it’s $17,130. No individual may use the grant benefit more than three times up to the maximum dollar amount allowable.

Americans are warming up to the idea of solar energy. In fact, by the end of 2018, the solar industry had installed enough systems to power 12.3 million U.S. homes. While this renewable power source has numerous benefits to the environment and human health, one major factor driving the surge in solar power is the homeowners’ potential cost savings. But with confusing cost structures and a litany of potential government incentives, it isn’t always easy to determine if solar power is a fiscally beneficial investment or if consumers are being fed greenwashed promises.

There are a wide variety of federal, state and, sometimes, local tax credits as well as financing options may help make solar a good decision for your own bottom line.

Homeowners who buy their solar power system can claim a federal tax credit worth 30 percent of the purchase price—that comes to a $6,000 return on a $20,000 home solar system. That tax credit decreases to 26 percent in 2020, then to 22 percent in 2021, and it expires Dec. 31, 2021.

Fourteen states and Puerto Rico also offer tax credits or deductions for solar power upgrades. In New Jersey, there is no sales tax on the purchase of a solar system and no additional property tax on the value the solar panels add to homes. In

HOW ABOUT A CAREER IN SOLAR? The Solar Ready Vets pilot program, enabled by the U.S. Department of Defense’s SkillBridge initiative, helps prepare military personnel for careers as solar photovoltaic (PV) system installers, sales representatives, system inspectors and in other solar-related occupations. Students take the North American Board of Certified Energy Practitioners (NABCEP) entry level exam to earn entry-level PV installation credentials, and after graduation are interviewed by national and regional solar companies for a wide variety of jobs within the industry.

New York, residents can receive a 25 percent personal tax credit when they install solar panels. (To learn about other state programs, you can go to the Database of State Incentives for Renewables & Efficiency—DSIRE—at dsireusa.org, which is run by North Carolina State University’s NC Clean Energy Technology Center.)

Veterans and service members have access to financing with the VA Energy-Efficient Mortgage (EEM) program and the Energy Improvement Mortgage (EIM). According to VA.org, an EEM can be used to buy new, energy-efficient homes.

You are allowed six months after the purchase to make the improvements needed to qualify. The financing is kept in an escrow account until all the work is finished. The EEM allows you to add varying amounts to your home loan based on a contractor’s written bid, a completed energy analysis that describes where your utility savings will exceed expenses or an appraisal that details how your solar improvements create a dollar-fordollar increase in the value of your home.

An EIM may be available if you are refinancing your home. This loan, which is added to your refinancing package, allows you to upgrade your existing home with solar power.

ASSESS YOUR SOLAR POTENTIAL

Review your electricity bills to determine your annual electricity needs in kilowatt-hours (kWh).

Then think about any planned changes, such as buying an electric car or adding a family room, which will increase your usage, and assess the potential power your home can collect.

The amount of power that each solar system can generate depends on how much sunlight hits it. Energy.gov has several mapping services and tools to help determine whether your home is suitable for solar and, if not, how you might benefit from solar in other ways. It’s also a good idea to consult with a local solar installation company. Such a firm can fine-tune your solar potential estimate based on things like shade trees, the age and viability of your roof and any neighborhood or homeowner association restrictions or requirements.

One caveat: Be sure you understand how billing and net metering work, if there are any additional utility fees you may be obligated to pay and all the other “fine print” items that can make or break a big investment like this.

MODERN VET

In the past few years, solar energy has become more affordable. Thanks to new technology, the prices of residential solar systems, known as photovoltaic or PV systems, have dropped dramatically, in some cases by more than 60 percent. Today, a 6-kilowatt solar panel system—a good size for most homes—costs between $16,260 and $21,420, according to the website money.com. A similar unit was priced at $40,000 in 2010.

For the initial investment to pay off, the reduction in your electric bills has to offset that expense. So, how much cheaper is electricity provided by solar? That depends on where you live and what your electric company charges per kilowatt-hour, but you can expect to save between $10,000 and $30,000 over 20 years, which means the payoff period is likely 10 years or less.

However, these savings are contingent on buying—rather than leasing—a solar power system. According to Consumer Reports, most people who go solar do so by leasing the setup. While this option offers the appeal of no upfront costs (equipment and installation are both comped), homeowners who lease their systems save far less than those who buy them outright or with a loan. The energy company providing the panels connects them to your home and claims all the tax benefits (which you can read about below) for owning the system. Going forward, the homeowners pay the solar company to meet the bulk of their electricity needs, just as they did to the traditional utility company.

And many leases contain escalator clauses that can further reduce savings by increasing payments 3 percent per year. Leasing companies want to maximize their profit and may install

more panels on a roof than a home requires as a way to harness as much power as possible.

These panels could be installed in highly visible places without regard to a house’s appearance.

What’s more, if you sell your home before your lease expires, the buyer will have to either buy out the remainder of your lease or assume the payments going forward. This can scare away potential buyers.

There are other options besides leasing a solar power system or buying your own. Talk to a local installer and your electric utility to see if community or shared solar programs, power purchase agreements (PPAs) or “solarize” programs are available in your area.
