2024 ANNUAL REPORT

“Our National Standards Accreditation is a testament to our dedication to excellence at the Watertown Area Community Foundation. This recognition reinforces our commitment to strong policies, transparency, and accountability – giving our donors, community partners, staff, and board confidence in the work we do. It also enhances our ability to foster philanthropy, connect donors with meaningful causes, and lead initiatives that make a lasting impact in our community.”
-Cammie Mengwasser, WACF Executive Director

Dear Community:
What a year - and what a legacy!
For 45 years, the Watertown Area Community Foundation has been rooted in one simple but powerful idea: when we come together, we can build a stronger future for the Watertown area. What started as a vision has grown into a driving force for good—one that continues to thrive because of donors like you.
Your generosity is making a real difference. In 2024 alone, the Foundation awarded over $1 million in grants to local nonprofits that work every day to strengthen our community. Whether it’s helping families in need, expanding opportunities for youth, or supporting the arts, these dollars are changing lives right here in Watertown.
Today, the Foundation’s assets exceed $35 million, and together, we’ve reinvested more than $12.9 million back into our community. But these numbers represent more than financial milestones—they reflect the trust, generosity, and shared commitment of those who believe in giving back.
As we celebrate this milestone year, we recognize those who had the vision to start the Foundation, those who have continued to build it, and all of you who keep it moving forward. Because of you, the Foundation isn’t just a source of funding—it’s a partner, a leader, and a champion for our community’s future.
Thank you for believing in what’s possible. Thank you for choosing to invest in Watertown. You are the heart of this mission, we are so grateful for the passion and dedication you bring to making Watertown a better place for everyone. Together, we’re not just making a difference today—we’re shaping the future for generations to come.

Rachel’s Hope Takes Top Spot
In Annual Christmas Tree Fundraiser
Rachel’s Hope earned first place in the Watertown Area Community Foundation’s Annual Christmas Tree Fundraiser, just months after its launch in mid-2024. The nonprofit, which provides essential hygeine and household items to community members in crisis, raised an impressive $3,547—including a Foundation match and the top grant award.
Held at the Watertown Regional Library, the fundraiser invited the public to vote for decorated trees representing local nonprofits. Each vote, just $1, helped raise awareness and funds, with the Foundation matching up to $300 per organization and awarding an additional $500 grant to the winner.
“Seeing Rachel’s Hope win shows how quickly their mission has resonated,” said Foundation Executive Director Cammie Mengwasser.
The Foundation thanks all participating nonprofits, the library, and donors for making the event a success.

Oh, Christmas Tree
The Foundation’s Annual Christmas Tree Fundraiser raises awareness for area nonprofits and provides unrestricted gifts to them during the holiday season.
$16,245 AWARDED to 15 local nonprofits

In 2024, the Foundation and KXLG Radio launched a new nonprofit marketing program called Local Roots – Growing Awareness & Connecting Community.
Each month, one area nonprofit is selected for Local Roots. Organizations selected for the program receive 56 radio ads, three live interviews, two social media posts, and a spotlight in the WACF newsletter, all complimentary.
“The Foundation has always been good to share with our listeners the importance of our area nonprofits,” said KXLG Radio Station Owner Melissa Herrboldt. “Local Roots expands their efforts. Now for an entire month, we will spotlight an organization, learn about its mission, and hear stories from its volunteers and the people they serve. By knowing more, we can all do more for our community and that’s certainly worth sharing.”
Funds of the Foundation
When individuals, families, and local organizations establish a charitable fund at the Foundation, they partner with us to maximize the impact of their giving. We carefully steward and grow their contributions, seek out innovative grant opportunities, and combine resources to address our community’s biggest challenges.
Together, we’re making a difference today while building a stronger, brighter future for Watertown.

Carter Family’s Generous Gift
Supports Emergency and Transitional Housing in Watertown

Milt and Chris Carter once again demonstrated their dedication to improving life in Watertown with a $10,000 donation to Watertown Cares in the fall of 2024. This generous gift from the Milt & Chris Carter Family Fund reflects their commitment to addressing local challenges, including the growing need for more emergency and transitional housing in our community.
Watertown Cares provides temporary living arrangements with support services to help individuals and families experiencing homelessness transition into more permanent housing.
Unlike emergency shelters, transitional housing often consists of private rooms or apartments paired with resources to support stability and growth. Watertown Cares operates 612 Flats, a transitional housing facility centrally located near the intersection of Highways 212 and 81.
Chris Carter participated in a recent initiative to explore solutions to Watertown’s housing issues. Through this effort, emergency and transitional housing was identified as a key priority to support individuals and families during times of crisis. Both Milt and Chris believe in supporting local organizations that build a stronger community.
“Everyone needs a little help sometimes and food and housing are basic needs that everyone should be able to access,” said Chris Carter. “Watertown Cares is helping individuals and families during a time of transition in their lives. We hope that this donation provides immediate support to Watertown Cares and also shines a light on the importance of emergency housing in building a stronger, more resilient Watertown.”
The Foundation is grateful for the Carters’ leadership and vision in helping build a brighter future for Watertown.

The First 45 Years
For 45 years, the Watertown Area Community Foundation has been a steady force for good, turning vision into action and generosity into lasting impact.
Built on the foresight of past leaders and strengthened by the commitment of today’s supporters, the Foundation continues to shape a vibrant future for Watertown— one grant, one project, and one partnership at a time.
The Watertown Community Foundation is officially founded on February 2, becoming South Dakota’s first community foundation. The inaugural board includes Floyd Snyder, Dr. Robert Cockle, Robert Carey, Loretta Hoff, and Clark Redlinger.
The Foundation is seeded with $3,000 from Watertown’s Centennial funds and a visionary $35,000 gift from Dr. Edwin Harper, dedicated to outdoor concerts and tree planting.
The Foundation awards its first grants, totaling $7,480. At this time, grants are distributed annually.
A grant from the Foundation is the catalyst for Foundation Fields, a fourfield baseball complex in northwest Watertown.
As assets surpass $1 million, the Foundation awards its first multi-year grant: a $100,000 commitment to the Boys & Girls Club of Watertown over five years to support their capital campaign.
The Foundation celebrates 20 years of impact by highlighting 17 organizations that have benefited from its grants, with a special event hosted at Bramble Park Zoo.
A $250,000 grant propels the Watertown Trail Committee forward, enhancing local recreation opportunities. The Foundation also launches its Youth Council, empowering high school students to assess community needs and award grants to programs that support their peers.
Women & Giving is launched, inspiring and equipping women to become leaders in philanthropy.
The Foundation leads Watertown’s Vision 2015 initiative, reinforcing its role in shaping the community’s future. The community has continued to turn to the Foundation for leadership in visioning projects, including H2O20 and H2O-50.
A $100,000 multi-year grant fuels Lake Area Technical Institute’s Excellence by Design campaign, supporting campus expansion.
The launch of Giving Back 365 taps into the power of collective giving, making philanthropy accessible to all. A $150,000 commitment helps bring Ottertown to life at Bramble Park Zoo, creating a high-quality habitat for Watertown’s otters.
Inspired by the H2O-20 visioning process, Artwalk brings vibrant public art installations to downtown Watertown.
Reflecting its growing regional impact, the Foundation adds “Area” to its name and establishes the Area School Partnership Program, strengthening local education. The Foundation also makes a $500,000 commitment toward the expansion of the Boys & Girls Club of Watertown.
The Foundation awards $300,000 to the Friends of the Goss Opera House to help purchase the historic Goss building and assist in the renovation of Watertown’s last remaining opera house.
In response to the COVID-19 pandemic, the Area Relief Fund is created, ensuring rapid support for those in need. Nearly $100,000 in emergency grants are distributed to nonprofits within 48 hours of expedited board approval, demonstrating the Foundation’s ability to act swiftly in times of crisis.
A new downtown gathering space is unveiled as the community celebrates the ribbon-cutting of the Watertown Area Community Foundation Plaza on May 25. A $500,000 grant from the Foundation helps bring this vision to life, enriching the heart of downtown.
With assets approaching $36 million, $12.9 million granted since 1979, and a bold new visioning initiative underway, the Foundation remains the catalyst for a brighter future for Watertown. The next 45 years promise even greater impact, growth, and generosity.

Instead, he asked Smithfield to initiate a scholarship fund through the Watertown Area Community Foundation so his legacy could continue in a more impactful way - through the gift of education for the next generation who choose to also dedicate their lives to agriculture.”

Helping women & children overcome barriers to achieve their goals.
Women & Giving supporters gifted nearly $62,000 for immediate granting needs and scholarships in 2024. An additional $26,755 was designated to the Women & Giving Endowment Fund. The Foundation’s Women & Giving Advisory Committee granted $53,820 to the following organizations:
• Boys and Girls Club of Watertown
• Rachel’s Hope

• East-Central CASA
• Friends of the Goss Opera House

• Joy Ranch of South Dakota
• Lake Area Zoological Society
• Lincoln Elementary PTO
• Watertown Area Snow Queen
• Watertown Cares
• Watertown Christian School
• Watertown PACH
• Watertown Middle School
• Watertown School District
Traditionally used to launch new programs, this year’s Women & Giving grant requests reflected growing financial challenges with several organizations seeking funding to maintain services.
Sigma Phi Sorority Presents Gift To Women & Giving
Several members of Watertown’s Beta Delta Chapter of the Sigma Phi Sorority visited the Foundation office to present a gift to Women & Giving in memory of their late sorority sisters, Barb Erickson and Carol Zillgitt. The sorority sisters designated half of the gift to the Women & Giving Endowment Fund to honor their sisters who have passed and allow their legacy to live on through future generations of women and children in Watertown. The other half of the gift was allocated for immediate granting needs, allowing the living sorority sisters to witness the impact firsthand.

Cammie Mengwasser, WACF Executive Director accepted the gift from (pictured L to R): Pat Crom, Patty Veeder, Kathy Crank, and LuAnn Strait.

The program also awarded $28,000 in scholarships in 2024 to twelve non-traditional, female students attending Mount Marty University and Lake Area Technical College. Both $2,000 and $3,000 scholarships were awarded to make a meaningful impact on the recipients’ educational journeys.
“We are grateful to the founders of the Foundation’s Women & Giving Program for their foresight in establishing an endowment fund that allows the community to endure challenging times. Our donors understand that community needs fluctuate. It’s important to designate gifts for immediate granting needs while also continuing to grow the endowment to support those evolving needs well into the future.”
-WACF Executive Director Cammie Mengwasser

Rebecca “Becky” Weber: A legacy of leadership and generosity
Some people leave footprints so deep their impact is felt long after they’re gone. Rebecca “Becky” Weber was one of those rare and remarkable individuals. Though her time with us was far too short, Becky filled her 32 years with purpose, passion, and an unwavering commitment to make Watertown a better place for all.
Becky’s connection to the Watertown Area Community Foundation began in high school when she served on the Foundation’s Youth Council. As an adult, she continued her dedication to philanthropy through the Foundation’s Women & Giving Advisory Committee. Yet, for Becky, simply serving wasn’t enough—she led, she inspired, and she got things done.
A true beacon for Watertown, Becky embodied what it meant to be a next-generation leader. Whether advocating for local nonprofits, spearheading community projects, or supporting causes close to her heart, she never backed down from a challenge. She saw beyond dollars and cents—though, as an accountant and selfproclaimed “numbers person,” she certainly had a sharp mind for them. Her true gift was in seeing the people behind the numbers, using her intelligence, compassion, and drive to turn visions into reality.
Her leadership was evident in so many ways. Becky played a key role in making the Kiwanis Splash Pad at Foundation Plaza a reality, championing the project from its earliest stages and helping to raise the necessary funds. And when Watertown set out to complete the world’s largest puzzle, Becky was there, organizing a community puzzle party to bring people together in a shared accomplishment. No idea was too ambitious, no task too daunting—if it benefited our community, Becky was all in.
Her deep dedication to Watertown was also reflected in her service on the Boys & Girls Club Board and the EXCITE Watertown Board. She recognized that a thriving community starts with supporting young people and fostering opportunities, and she poured her heart into these efforts.
Of course, her dedication to Watertown did not go unnoticed. In early 2024, Becky was recognized as one of our community’s “Top 4 Under 40 Leaders”—a fitting tribute to a woman who led not for recognition, but because she believed in the power of service.
Although her time with us was far too brief, her legacy will endure. In her honor, Becky’s family has established the Rebecca Weber Memorial Fund at the Watertown Area Community Foundation, ensuring that her passion for community will continue to make a difference for generations to come.
Becky Weber showed us all what it means to live with purpose, to give with an open heart, and to lead with determination. Her light will never fade, and Watertown is forever better because of her.

While in college, Becky spent her summers volunteering at Camp Kesem in Minnesota, a camp dedicated to supporting children coping with a parent’s cancer diagnosis. She poured her energy into creating a place of joy for kids facing incredibly difficult circumstances.

“It is truly rewarding being able to give back to the community and directly impact the youth in Watertown.”
-Becky Weber in her 2008 Letter from the Youth Council Chairperson
Future Philanthropists in Action
The Youth Council started in 2001 with the idea that young people care about others, their community, and they would like to have a voice in the issues, challenges, and opportunities they face both now and in the future.
The Council is made up of three seniors and three juniors. Members learn about our community’s nonprofit organizations, learn from local leaders, and become involved in philanthropy. More than 60 students have served on the Foundation’s Youth Council.

Ways To Give
Many assets can be donated for charitable purposes, often with potential tax benefits. Contact the Foundation to explore these and other ways to create a lasting impact.
Cash Gifts
Cash gifts are the most popular and simplest way to make a charitable contribution. Gifts can be made via cash, check, or credit card.
Real Estate
Land and properties offer a variety of gifting opportunities.
IRA Charitable Rollover/Qualified Charitable Distribution (QCD)
Even though required minimum distributions from a traditional IRA do not start until age 73, you can begin making charitable distributions directly to the Foundation up to $100,000 annually at 70 ½.
The Community’s Piano
Life Insurance
Donate a fully-funded policy during your lifetime and/or name the Foundation as a beneficiary.
Retirement Plan Assets
Naming the Foundation as a beneficiary of a 401(k), 403(b), traditional IRA, SEP or any other type of qualified retirement plan can be a tax-efficient asset to facilitate a legacy gift.
Commodities
Stocks & Securities
Gifts of appreciated securities are a very effective asset to gift and often provide significant tax benefits. Donors are encouraged to consult with their tax advisor regarding their specific tax situation.
The Foundation awarded a $35,000 grant to the Watertown Concert Association non-profit for a new-to-Watertown Steinway grand piano.
The piano is used for Watertown Concert Association concerts, Watertown High School music performances, and regional music events held at the D.D. Miller Auditorium.
“This is the community’s piano,” said Watertown Concert Association board member Renae Mack. “The ‘new’ piano was made by the Steinway & Sons company in the 1960s and was used by the Butch Thompson Trio of Minneapolis. This piano is in excellent condition. Visiting artists and local musicians will find it a pleasure to play on this piano and audiences will continue to enjoy performances on our Steinway Grand.”
Gift grain, corn, or another commodity. Simply drop your gift at your local elevator and tell them you would like to transfer ownership to the Foundation, and complete a transfer form. The Foundation will work directly with the elevator to arrange immediate sale, and the value of the commodity will benefit the community.
