It is in this region that we find unique and vibrant communities marked by the salt-of-the-earth, hard-working attitudes of good people with strong values. Communities where values are both spoken and lived, where neighbors support one another and where the spirit of generosity is woven into the fabric of everyday life. Residents of our three counties are bound together by a common ground that extends beyond geography – it is a shared resilience and deep commitment to the well-being of our communities. In every corner of the Wabash Valley, individuals, families and businesses are rooted in the belief that by working together, we can overcome any challenge and build a better future. Our work this year has reinforced our belief in the unwavering spirit of the people who call these three counties home. The devastation our neighbors in Sullivan County experienced during the March 31, 2023 tornado was overwhelming; however, we were moved by the resilience of its residents and the support offered by those near and far. Generous individuals from 32 states donated to the Help Sullivan Recover Fund, which has since received over $1 million in gifts to help those in Sullivan County rebuild their lives. On behalf of the Board, I thank you for the support of our Sullivan County community. Throughout the pages of this annual report, you will find stories of impact, initiatives that have flourished and lives that have been touched. Thanks to over three decades of generosity, nearly $40 million has been granted across the Wabash Valley, helping our communities to thrive on our common ground. As we navigate the future, we remain committed to being a catalyst for positive change. The grants we have awarded, the projects we have supported and the partnerships we have forged are all reflective of the collective power of a community standing firmly on common ground. The Community Foundation will continue to support initiatives that strengthen our bonds, empower individuals and enhance the quality of life for all. Together, we will continue to forge a path forward for the betterment of our counties, standing firm on the common ground that unites us. responding to pressing needs The evening of Friday, March 31, 2023, changed the lives of hundreds of residents within our service area. That night, an EF-3 tornado carved a path through Sullivan County — killing three and destroying or damaging more than 150 homes. As the day began to break, Sullivan County and City officials were overwhelmed by the extent of the devastation, yet moved by the outpouring of support in terms of food, water, essentials, volunteer assistance and financial contributions. Harmony Walsh, Engagement Officer for Sullivan County, arrived on site in the early morning hours to relay information to and from the Community Foundation regarding immediate needs. By 2:00 PM the next day, the Community Foundation had launched the Help Sullivan Recover Fund on its website and had received the first donation on its online giving platform. Donations rapidly poured in from across the state and nation to support those affected by the tornado. As of the date of this publication, the Fund had received over 900 contributions from more than 32 states totaling more than $1.1 million. The Help Sullivan Recover Fund will continue to provide funding for the Sullivan County Long-Term Tornado Recovery Coalition (hereinafter the Coalition) to respond. The Community Foundation worked closely with Mayor Clint Lamb and other Sullivan City and County officials regarding the Help Sullivan Recover Fund. These storms deeply impacted our Sullivan County community, which is why we waived all administrative and processing fees typically associated with a fund held at the Community Foundation. It is our assurance to donors and the tornado survivors that 100% of the gifts given to the Help Sullivan Recover Fund will go directly to the long-term recovery efforts in Sullivan County.
How is funding allocated from the Help Sullivan Recover Fund? Residents of Sullivan have volunteered their time to serve on the Coalition with the Community Foundation acting as the Fiscal Sponsor. Relying upon guidance from the Indiana Voluntary Organizations Active in Disaster (INVOAD) and direction from the Internal Revenue Service on providing funding to individuals for disaster relief, volunteers work diligently through the Coalition’s case management system to determine each family’s unmet needs related to the disaster before presenting each case to the Unmet Needs Table. The Unmet Needs Table is based on a national relief model and is designed to maximize donor impact and eliminate fraud and/or duplication of services. The model invites local businesses, churches and nonprofit organizations to join state-wide members of Voluntary Organizations Active in Disasters (VOAD), a national 501(c)(3) organization, and listen to anonymous individual cases that have been financially vetted by volunteer case managers. These participants can then pledge to contribute monetary aid, building materials and/or volunteer construction services to specific rebuilding plans or projects. Once these resources have been allocated, the Coalition’s Unmet Needs Committee made up of local Sullivan volunteers can then tap into the Help Sullivan Recover Fund to complete the required assistance for the project. 4
Assessing Community Needs The Community Foundation also provided additional support in light of the tornado destruction. Harmony Walsh lived through the storm at her parents’ home in Sullivan and noted that, shortly after the tornado, EMAs, the fire department and local volunteers went to every door to check in on residents. “You could feel the heaviness flow throughout Sullivan,” said Walsh. “Daylight revealed the remains of homes and businesses and lives that had changed in a matter of moments. Seeing the devastation in the area took my breath away. However, I was inspired by the unity and support from our fellow Hoosiers. People from all over the county and state rallied together to provide food, shelter and support for those affected. Hundreds of volunteers, a semitruck full of water and two locations overflowing with essentials — all assembled just hours after the tornado touched down. It was a sense of hope in a time of hopelessness.” That morning, Walsh reached out to The Salvation Army to see what was needed. Learning that snacks and water were requested for those working the response, the Community Foundation purchased and delivered water, food and snacks. As an added response, Ally Orwig, Chair of the Sullivan County Services Committee, and Beth Tevlin, President & CEO of the Community Foundation, joined Walsh as she visited the impacted area to determine the greatest areas of need. Shortly thereafter, the Sullivan residents serving on the Community Foundation’s Sullivan County Services Committee met and voted to award a $10,000 emergency grant to The Salvation Army of Sullivan, Indiana. This funding was awarded from the Sullivan County Community Foundation’s unrestricted grant monies — unrelated to the Help Sullivan Recover Fund. “In times of crisis, the Community Foundation may initiate Rapid Response or Urgent-Need grants to support nonprofit organizations,” explained Orwig. “Once Michele (Smith) reached out to us for help, we initiated the process to make an emergency grant of $10,000 to support the recovery efforts made on behalf of The Salvation Army.” “That’s the beauty of an unrestricted endowment fund,” added Walsh. “Because these individuals didn’t set any restrictions on the use of their gift, it enabled our local volunteers to do what they do best — assess our community’s greatest needs in the wake of this disaster and respond accordingly.”

Closing Gaps in Access & Opportunity Our vision is for a healthy, educated and thriving community — a community that looks after each other and builds upon common ground. We do this by promoting philanthropy, encouraging effective giving and facilitating volunteerism. We also provide leadership on issues that are important to our community.
African-American Board Leadership Institute In February 2023, the United Way of the Wabash Valley launched the inaugural African-American Board Leadership Institute (AABLI) to increase and broaden the participation of African-Americans in leadership roles in the Wabash Valley. AABLI aims to develop cohorts of leaders by providing them with skills and knowledge as community leaders, and by offering a deep-dive look into board governance responsibilities through various activities. Those who complete the AABLI program are eligible for assistance with placement on governing boards or commissions across the Wabash Valley. This program will exemplify the power of community collaboration in building not only leaders but strengthening business connections and representation at all levels of leadership. “The AABLI is something that our community needed to empower and lift voices that don’t typically get asked to sit around the table,” said Abby Desboro, Co-Executive Director of the United Way of the Wabash Valley and AABLI Facilitator. “The program has created opportunities for diverse thinking throughout the community, opening doors for African-American voices.” To assist with the development and start-up costs of the program, the Community Foundation awarded the United Way of the Wabash Valley a grant of $20,000. This program ran from February 2023 to July 2023 and consisted of a cohort of African-American leaders across the Wabash Valley. Each month, the cohort worked collaboratively to gain skills and knowledge to help better their communities. The goal of the program was to serve as a bridge between the cohort members and the community, connecting African Americans to resources and helping build their leadership skills. “We learned that a variety of leadership traits exist, and one is not better than the next, but each uniquely defines one’s own experience,” explained Garien Woods, AABLI Cohort member. “My goals while in the program were to challenge myself to evolve my ways of doing and thinking and to broaden my scope. I wanted to share and learn from other perspectives, and to put forth the work towards building a unified vision of extraordinary Black leaders from diverse backgrounds and lived experiences.”

Rose-Hulman — EMERGE program Rose-Hulman Institute of Technology’s EMERGE program (Electronic Mentoring Environment to Recruit Girls to Engineering) was developed to raise awareness among young women at West Vigo High School regarding engineering careers and education. Women in the field of engineering are highly underrepresented, and EMERGE seeks to expose students to the STEM field on a realistic scale to not only benefit the community but the entire STEM field as well. Composed of an annual cohort of 9th-grade female students who possess an interest in STEM careers and/or education, the program is focused on three core objectives: character, academics and career awareness. EMERGE strives to help students develop socio-cognitive skills, provide a consistent support system of encouragement and help students adopt a proactive stance on building their career and educational plans. Each program runs for one year, with students being assigned a mentor from Rose-Hulman Institute to work with throughout the school year. At group meetings, students and mentors participate in numerous social, academic and STEM activities. Individually, students receive consistent communication from their mentors via text, Zoom and email. To help maintain the program at West Vigo High School, the EMERGE program was awarded a grant of $20,000 in the spring of 2023. These funds were allocated towards student tutor wages, stipend for the professional supervisor and a scholarship for a high school mentee to attend Rose-Hulman summer camps, as well as resources for field trips, instruction materials, promotional items and student recognition.

Investing in Community Pride For decades, school districting, consolidation, competition and geography resulted in distinct silos of resident interaction for those in Clay County. Over the past several years, residents have challenged themselves to find common ground and work to connect Clay County communities as vibrant, healthy, family-friendly and prosperous.
Center Point Park Expansion The Town of Center Point strives to meet its mission and commitment to elevating the quality of life for all citizens by maintaining, improving and enhancing its existing natural resources and recreational opportunities for current and future generations. The Center Point Park is a community hot spot and includes a wooden playground, basketball court and picnic tables. Residents often host gatherings and parties, and local churches and daycares often utilize the park for recreational activities. When the Town of Center Point saw a need for more outdoor facilities, members turned to the Community Foundation for assistance. The Park was built in the 1970s and underwent renovations from 2017 to 2021; however, residents of Center Point expressed the need for new play structures, including slides for ages five and older. To help fund new playground equipment to accommodate more residents and children of all ages, the Community Foundation awarded a grant of $18,000. The Park expansion has greatly improved the quality of life in Center Point and can now accommodate more residents, thereby further enticing people to gather, celebrate and engage with one another.

Brazil Main Street Throughout the past five years, Brazil’s main street has received upgrades for all 90 of its street lamps. However, due to the design of the street lamps, it became increasingly difficult for the City to decorate for the holidays and enhance community pride. In late 2022, the Community Foundation awarded Brazil Main Street Inc. with a grant of $21,500 to assist in funding their holiday decor project. This grant allowed the Brazil Main Street to purchase wreaths, brackets, lights and bows to decorate the main street and City Hall. “Not only did these decorations make the City look nice, but they also played a role in the overall community pride and happiness,” said Josh Alsip, President of Brazil Main Street. Brazil Main Street also partnered with Clay County Chamber of Commerce for its “Hometown Christmas” event, which particularly highlighted the new decorations. People gathered from all over the county to visit small businesses, see the decorations and enjoy the holiday season together. The wreaths are estimated to last a minimum of ten years, further adding to the enrichment of the City of Brazil and surrounding communities for years to come.
Connecting Community As part of its Community Builders Institute, the Community Foundation awarded $5,000 to the Town of Poland to add free public Wi-Fi to its downtown area. “After reviewing surveys distributed in both areas of Poland and Bowling Green and small group discussions, it was determined our small community needed an enhanced Wi-Fi connection which would enable residents and travelers to our community to have access to the internet in a central location,” said Anna Long, Institute participant and Clay County Services Committee member. Public Wi-Fi is now available in the downtown Poland area thanks to the installation of a router on the centrally-located Lions Club Den building. This has allowed area residents and visitors access to communication which they did not previously have. This includes community students who currently do not have residential Wi-Fi for e-learning. “The Wi-Fi router [has been] installed outside the Poland Lions Club [Den] as a part of an ongoing plan to improve the downtown and make it more friendly to visitors,” said Doug Smock, Treasurer of the Poland Lions Club. “The grant was administered by the local Lions Club and [launched] in the spring.”

We encourage you to give back to the community you love by choosing one or more of the following options. The Community Foundation is able to accept a wide array of assets as contributions and, as a 501(c)(3) charitable organization, contributors will receive the maximum tax benefits available under law.
Cash is the easiest way to contribute, whether it is actual cash or a check. The Community Foundation’s website, wvcf.org, is also a convenient way to give using a credit or debit card. Appreciated Securities, when donated directly to the Community Foundation, allow you to avoid paying the capital gains tax while providing an accompanying income tax deduction for the current fair market value. IRA Charitable Rollovers provide several benefits. If you are age 70 1/2 and older, you may make a gift of up to $100,000 from your IRA directly to the Community Foundation. For those aged 72 1/2 and older, the gift can also be used to count against your IRA required minimum distribution (RMD). You can specify the way your gift will be used for creating opportunities for tomorrow while paying no taxes on the transfer. (Congress does not allow you to create a donor-advised fund with an IRA Charitable Rollover.) Gifts of Life Insurance, with the Community Foundation named as the beneficiary, allow you an immediate tax deduction and usually approximate the cash surrender value of the policy. Real Estate or Personal Property may be given to the Community Foundation. Of course, all gifts qualify for a charitable tax deduction in the year the gift was made in accordance with IRS rules. Retirement IRA and Pension Assets can be given to the Community Foundation by designating the Wabash Valley Community Foundation, Inc., as a beneficiary. Private Foundations or Trusts often require significant time and money to manage. By transferring your private foundation or charitable trust to the Community Foundation, all responsibilities for reports and administrative duties will be carried out by the Community Foundation staff, allowing you to focus on the charitable purpose.
Since the Community Foundation is a public charity and does not pay an excise tax, more income is available for charitable purposes. A Deferred Gift, made through your will or estate plan, will provide you the opportunity to leave a legacy of giving that will help shape opportunities in the Wabash Valley. The Community Foundation will work cooperatively with you and your financial adviser to create an endowment that will ensure that your wishes are properly followed when the gift is ultimately received. The following are considered to be deferred gifts: A Testamentary Gift, or Bequest in your will. A Charitable Remainder Trust allows you or someone you choose to receive an income for life from assets transferred to a trust. A Charitable Gift Annuity is a simple way to make a substantial gift while retaining the right to a fixed annual income for life. Giving Circle membership is an excellent way to collaborate with like-minded individuals to make a collective difference for neighbors in need.
