Professionaliseren en klaarstomen voor de toekomst

Sinds de oprichting in 1947 behartigt de NVAF de belangen van funderingsaannemers, eigenaren van funderingsmaterieel en aanverwante bedrijven. Hiermee vervult zij binnen de funderingsbranche een belangrijke platformfunctie. Waar de belangen aanvankelijk draaien om een gerespecteerde plek binnen de bouwketen en een goede CAO, ligt de focus nu op duurzaamheid en professionalisering. Jaap Estié, directeur en kartrekker van de vereniging, vertelt over het hier en nu van de NVAF.

Met ruim honderd leden is de NVAF een bloeiende branchevereniging. Zeker als we ons hierbij realiseren dat funderingsbedrijven opereren in een niche. De realiteit is dat vrijwel ieder zichzelf respecterend bedrijf in de funderingsbranche is aangesloten bij de NVAF. Binnen het platform bundelen zij hun krachten op het gebied van funderingstechnieken, opleidingen en normeringen. Buiten het platform brengen zij de belangen van de funderingsbranche onder de aandacht van derden in binnen- en buitenland. Naast de gewone leden telt de vereniging zo’n twintig geassocieerde leden.

Breed spectrum aan activiteiten

Met deze doelstellingen ontplooit de NVAF activiteiten op een breed terrein. Deze vinden plaats in werkgroepen, commissies en contactgroepen. “Alle groepen worden voornamelijk bezet door vrijwilligers”, vertelt Estié meteen met enige trots. “Zij ontwikkelen opleidingen en cursussen, bepalen mede normalisaties – nationaal en Europees - en formuleren richtlijnen, standaardbestekteksten en algemene voorwaarden. Zij onderhouden samen met de sociale partners de arbo-catalogus Funderingen (www.arbocatalogus-funderingen.nl) en regelen keuringscertificaten voor funderingsmachines. Zij bedenken oplossingen om de geluidsoverlast van funderingswerken te minimaliseren en de begaanbaarheid van bouwterreinen te verbeteren. En dan nemen ze ook nog de promotie en publiciteit voor hun rekening.”

Risico’s beperken

“Dankzij deze gezamenlijke inzet – al 75 jaar lang - is het nu binnen de funderingswereld behoorlijk goed geregeld”, vertelt Estié. “Er zijn richtlijnen voor veilig hijsen, voor werken op hoogte, voor werken vanaf drijvend funderingsmaterieel en voor werken in de publieke omgeving. Deze maken de werkomgeving zo veilig mogelijk. Iedereen begrijpt dat werken langs de snelweg, langs het spoor of in binnenstedelijk gebied risicovol is. Zeker wanneer hier ook nog een boor wordt bevestigd aan een makelaar van veertig meter. Dankzij de actuele richtlijnen zijn de risico’s tot het minimum beperkt en is de funderingssector onderdeel van de bouw-CAO.”

Nieuwe thema’s

Toch is er nooit een moment om tevreden achterover te leunen. Net als iedere andere branche heeft de funderingsbranche te maken met een constante stroom van ontwikkelingen op het gebied van arbeidsomstandigheden en eisen voor funderingsmachines. Hier neemt de NVAF de taak op zich om de bestaande richtlijnen aan te passen aan de nieuwe inzichten. Daarnaast dienen nieuwe thema’s zich aan, bijvoorbeeld bij de werkgroep Duurzaamheid, waarvan de leden zich op dit moment buigen over de vertaling voor de funderingsbranche van de internationaal gestelde duurzaamheidsdoelen en maatschappelijke vraagstukken zoals de CO2-reductie.

UN sustainability goals

Estié: “De European Federation of Foundation Contractors – beter bekend als de ‘EFFC’ – heeft uit de UN sustainability-goals de doelen geselecteerd voor de funderings-branche. Deze selectie geeft ons nieuwe handvatten voor verdere professionalisering en dus ook weer een hoop werk om de bestaande richtlijnen en algemene voor-waarden bij te stellen. Als individueel funderingsbedrijf krijg je dit niet voor elkaar. Op dit moment wordt gewerkt aan de juridische inbedding van de nieuwe richtlijnen. Zodra de Nederlandse Arbeidsinspectie deze heeft getoetst, nemen we deze op in de Arbo-catalogus Funderingen, die ook onder ons beheer valt.”

Contactgroepen en Jong-NVAF

Binnen de contactgroepen - ter versterking van de onderlinge relaties - zijn de mensen verzameld met eenzelfde specialisme, zoals micropalen, funderingsherstel, grondgevormde technieken of watergebonden funderings-technieken. Binnen de contactgroepen neemt Jong-NVAF een bijzondere plaats in. “De naam zegt het al; deze contactgroep is er voor funderingsspecialisten tot veertig jaar. Binnen deze club ontmoeten zij leeftijdsgenoten in de niche. Zij kunnen ideeën uitwisselen en elkaar hulp bieden. Het is natuurlijk ook een kweekvijver voor toekomstige besturen.”

NVAF-vakboekje Veilig Funderen

In een jaarlijks verschijnend informatieboekje beschrijft NVAF de hoofdpunten van de vereniging, de structuur en de vertegenwoordigingen. “Daar zijn we best trots op”, vertelt Estié. “We zijn dus de uitgever van het Vakboekje Veilig Funderen, een drie- honderd-pagina’s-tellend boekwerk met heldere beschrijvingen van de hedendaagse funderingstechnieken, compleet met de richtlijnen om deze veilig en verantwoord uit te voeren. Het Vakboekje heeft zijn bestaansrecht inmiddels wel bewezen; van de uitgave van 2018 zijn nu ruim 3.000 exemplaren verkocht. Je vindt hierin niet alleen de ontwikkeling van nieuwe technieken, veranderende wetgeving en VGM-inzichten, maar ook de kennis vanuit incidenten zijn in het Vakboekje verwerkt. Een musthave voor iedereen die met funderingswerk te maken heeft.”

Vriendschappen voor het leven

“NVAF is een dynamische club die haar taken serieus neemt. We pakken onze verantwoor-delijkheden en houden de contactlijnen levendig. We onderhouden contact met toeleveringsbedrijven en aanverwante brancheorganisaties. Met al die kenmerken – hoe kan het ook anders? – is NVAF ook een club met een goede sfeer. De contact-momenten zijn plezierig, de ambitie is hoog en er ontstaan vriendschappen voor het leven.”

Professionalisation and preparing for the future

Since its founding in 1947, the NVAF has represented the interests of foundation contractors, foundation equipment owners and related companies. In doing so, it fulfils an important platform function within the foundation industry. Where the interests initially revolved around a respected place within the construction chain and a good CLA, the focus is now on sustainability and professionalisation. Jaap Estié, director and initiator of the association, talks about the here and now of NVAF.

With over one hundred members, NVAF is a thriving industry association. Especially if we consider that foundation companies operate in a niche. The reality is that virtually every self-respecting company in the foundation industry is a member of the NVAF. Within the platform, they join forces in the field of foundation engineering, training and standards. Outside the platform, they bring the interests of the foundation industry to the attention of third parties both domestically and abroad. In addition to the regular members, the association has about twenty associate members.

Broad spectrum of activities

With these objectives, NVAF engages in a broad spectrum of activities. These take place in working groups, committees and contact groups. “All the groups are mainly staffed by volunteers”, Estié proudly explains. “They develop training and courses, co-determine standardisations – national and European – and formulate guidelines, standard specifications and general conditions. Together with the social partners, they maintain the Health and Safety Catalogue for Foundations (www.arbocatalogusfunderingen.nl) and arrange inspection certificates for foundation machines. They devise solutions to minimise noise pollution from foundation work and improve the accessibility of construction sites. And then they also take care of the promotion and publicity.”

Reduce risks

“Thanks to this joint effort – for 75 years – things are now pretty well established within the foundation world”, Estié says. “There are guidelines for safe lifting, for working at height, for working from floating foundation equipment and for working in the public environment. These make the work environment as safe as possible. Everyone understands that working along the motorway, along the railroad tracks or in urban areas is risky. Especially when a drill is also attached to a forty-metre piling frame here. Thanks to current guidelines, risks are minimised and the foundation industry is part of the construction CLA.”

New themes

Still, there is never a moment to sit back satisfied. Like any other industry, the foundation industry faces a constant stream of developments in working conditions and requirements for foundation equipment. Here the NVAF takes on the task of adapting the existing guidelines to the new insights. In addition, new themes are emerging, for example in the Sustainability working group, whose members are currently looking at the translation for the foundation sector of the internationally set sustainability goals and social issues such as CO2 reduction.

Estié: “The European Federation of Foundation Contractors – better known as the ‘EFFC’ – selected the goals for the foundation industry from the UN sustainability goals. This selection gives us new tools for further professionalisation, as well as a lot of work to update the existing guidelines and general terms and conditions. This is not something you can get done as an individual foundation company. The legal embedding of the new guidelines is currently in the works. As soon as the Dutch Labour Inspectorate has reviewed it, we will include it in the Health and Safety Catalogue for Foundations, which is also under our management”.

Contact groups and Jong-NVAF

Within the contact groups - to strengthen mutual relationships - people are gathered with the same specialty, such as micropiles, foundation repair, displacement techniques or water-based foundation techniques. Within the contact groups, Jong-NVAF occupies a special place. “The name says it all; this contact group is for foundation specialists up to forty years old. Within this club, they meet peers in the niche. They can exchange ideas and offer each other help. Of course, it’s also a breeding ground for future boards.”

NVAF professional booklet Veilig Funderen

In an annual information booklet, NVAF describes the main points of the association, its structure and representations. “We are quite proud of that”, Estié says. “So we are the publisher of the Veilig Funderen professional booklet, a three-hundred-page

volume with clear descriptions of today’s foundation techniques, complete with the guidelines for performing them safely and responsibly. The professional booklet has already proven its worth; over 3,000 copies of the 2018 edition have currently been sold. The professional booklet not only contains the development of new techniques, changing legislation and HSE insights, but also the knowledge based on incidents. A must-have for anyone dealing with foundation work.”

Friendships for life

“NVAF is a dynamic club that takes its duties seriously. We take our responsibilities and keep the lines of communication alive. We maintain contact with supplier companies and related industry organisations. With all these characteristics – to nobody’s surprise – NVAF is also a club with a good atmosphere. The contact moments are enjoyable, the ambition is high and friendships for life are formed.”
