espite Central Office for Recovery, Reconstruction and Resiliency (COR3) executive director Manuel Laboy’s announcement that the disbursements for reconstruction and recovery projects for this year’s first semester had surpassed those of the previous two years, less than a fifth of the almost $28 billion originally allocated have been disbursed. Next September will be five years since Hurricane Maria devastated Puerto Rico.
Still, Laboy is confident the pace will pick up from now own, as the bigger, more complex reconstruction projects enter their construction phases. “We have implemented a series of policies and initiatives during the first six months of the year that have allowed us to disburse some $462 million, so far. That is more than the $457 million of 2020, and the $358 million of 2021,” said Laboy. “We are confident we will be able to meet our $1 billion goal by the end of the year.” While not necessarily an impossible task to GO TO PAGE 4
