ew international travel rules issued by the U.S. Center for Disease Control and Prevention (CDC) should help provide a boost to tourism in Puerto Rico, as the island is exempt.

The same is true of the U.S. Virgin Islands (USVI). Since Puerto Rico and the USVI are U.S. territories, the new rules do not apply for travel from Puerto Rico and the USVI to mainland destinations.

The new requirement, effective Jan. 26, states that all international air travelers entering the United States must produce a negative COVID-19 test taken within three days of their arrival.

If the person has already recovered from the coronavirus, evidence should be presented to the proper authorities in lieu of the negative test.

The proof is required for everyone, even if a person has already received the vaccine against COVID-19.

Toyota Exceeds Sales Expectations in 2020 The president of Toyota Puerto Rico, George Christoff, revealed that Toyota and Lexus reported year-end sales of 26,537 units, not counting fleet sales. Toyota continues as the no. 1 automotive brand in Puerto Rico, with a 30.1 percent market share. The best-selling cars were the Yaris and Corolla that, combined, are the leaders in the subcompact segment with 38.3 percent of the market. CONTINUED FROM PAGE 1 To help ensure that the new CDC regulations are followed, airlines have been instructed not to let anyone 2 years old to board an aircraft bound for the U.S. without producing a negative COVID-19 test result or proof that they have recovered from the coronavirus.

Last week, President Joe Biden also expanded on the CDC requirement and direct that federal agencies require international travelers to quarantine upon arrival in the U.S. and obtain another negative coronavirus test.

At the same time, Biden formally reinstated COVID-19 travel restrictions on non-U.S. travelers from Brazil, Ireland, the United Kingdom (U.K.) and 26 other European countries that allow travel across open borders.

Government officials said the new policies are aimed at slowing the continuing spread of COVID-19, especially since new, more infectious strains have been detected, originating from the U.K. and separately from South Africa.

“Recovery is on the horizon. Pent-up demand continues to rise. U.S. travelers are not going to Europe, South America or other Caribbean islands because of the new travel restrictions, and vaccines are on the way,” said Brad Dean, CEO of Discover Puerto Rico, the island’s destination marketing organization (DMO).

In fact, a recent Coronavirus Travel Sentiment Index Report from Destination Analysts showed that consumers’ receptiveness to travel inspiration was at a pandemic high.

With vaccine distribution taking hold across the nation, consumers were feeling the end of the pandemic is near. In mid-January, there was a 5-point increase in travelers who said the vaccines make them “more optimistic about life returning to normal in the next six months,” which was at 61.9 percent.

Research showed 60.8 percent of American travelers have high degrees of excitement about travel in 2021, and many of them are extremely interested in visiting Puerto Rico.

According to new research from online travel marketplace “Koala,” after analyzing the Google data, Puerto Rico was revealed as no. 1 in the list of places that U.S. travelers have been searching for the most over the last six months.

“After the tourism industry has been so heavily impacted by the pandemic, seeing our island on the top of this list of desired places to visit in 2021 by U.S. travelers, provides hope for a strong comeback for tourism in Puerto Rico. It also demonstrates the opportunity that exists to amplify the island’s diverse offerings for visitors.

We will continue promoting our beautiful Island and its 78 municipalities to responsible travelers, to lead the recovery of this important industry for Puerto Rico and the economy in general,” Dean said.

The USVI also seems to be benefiting from increasing travel demand, as Frontier Airlines has recently added twice-weekly flights between Miami and St. Thomas, beginning March 7.

Reactions From Caribbean Tourism Destinations

While Caribbean tourism officials expressed optimism that they would be able to comply with the new CDC requirements, they also said the new rules represent “challenges,” particularly for small

countries that need more time for implementation.

In particular, the Caribbean Hotel and Tourism Association (CHTA) has been calling for a temporary waiver for these jurisdictions.

“The new testing requirements for international travelers and returning residents arriving into Canada, the U.K. and now the U.S. present challenges for most of the small countries and jurisdictions in the Caribbean. Most jurisdictions in the region presently lack the availability and access to the volume of testing equipment, support reagents and lab facilities, which would be required to conduct massive amounts of PCR [serologic] tests within very short turnaround times,” said Vanessa Ledesma, acting CEO and director general of the CHTA. “For that reason, we are pleased to see that the U.K. and U.S. are open to providing a temporary waiver on implementation to allow additional time to build up capacity,” she said to THE WEEKLY JOURNAL. Most of the region needs additional time to rapidly build up additional capacity beyond the short time-window provided, she indicated.

“That capacity needs to consider the volume of tests needed to first serve the resident population as well as travelers. Data on estimated traveler volumes over the coming months has been provided to the Caribbean Public Health Agency (CARPHA) to assist in their needs analysis for testing.”

While there have been some criticisms of the “slow” movement of COVID-19 vaccinations on the island, a report by the London-based Financial Times would belie those critiques.

The Financial Times report ranks Puerto Rico sixth overall – the first in the Caribbean and Latin America – among the countries that have administered the most vaccines per 100 inhabitants, encouraging news for the tourism sector because it has been one of the most economically affected by the COVID-19 pandemic.

The top country is Israel, with 33.8 vaccines administered per 100 inhabitants, followed by the United Arab Emirates with 22.1; Bahrain at 8.8; the U.K. with 7.6; the U.S. at 5.0 and Puerto Rico in sixth place with 4.3.

In recent days, the island’s data has been updated to 352,000 vaccines against COVID-19 received and more than 200,000 people vaccinated, according to Puerto Rico officials.

“We are very excited about the news that we are among the countries with the most vaccinated people and eager for everyone to know about our level of vaccination. This news will greatly favor us because we will be an option when travelers are making the decision where to travel,” said Joaquín Bolívar, chairman of the Board of Directors of the Puerto Rico Hotel and Tourism Association. “In fact, after the first executive order of Gov. Pedro Pierluisi [last week], the hotel occupation rate in some local inns rose to 50 percent with local tourists.”

FG Bancorp, the financial holding company for Oriental Bank, reported results for the fourth quarter (4Q) and year ended Dec. 31, 2020, which included increased earnings and revenues.

“We had another quarter of strong performance in our core businesses, reflecting our larger scale, solid levels of new loan production, lower cost of funds, higher non-interest income and reduced expenses,” said José Rafael Fernández, president and CEO of Oriental.

“On a macro-basis, we are benefiting from the improved economic environment in Puerto Rico and the U.S. Virgin Islands [USVI] due to the continuing nascent rebound from the easing of COVID-19 restrictions and from pandemicrelated stimulus… During the fourth quarter, we also completed the integration of the Scotiabank acquisition and related cost-savings.

“We look forward to realizing the full benefits of our larger scale over the course of 2021. The vaccine inoculations should reduce the threat of COVID-19, and the economies of Puerto Rico and USVI should expand from all the pending federal reconstruction and stimulus,” he added.

Hub and Christiansen Look to Expand Following Acquisition

Hospitality, renewable energy sectors have growth potential

UB International Puerto Rico’s recent acquisition of certain assets of Christiansen Insurance Group LLC will bolster the two companies’ outreach and customer service, the presidents of these companies told THE WEEKLY JOURNAL. “For us, it brings an area of expertise that we did not have; the area of medical plans, as well as the area of construction. That is an important part. The other thing is that it gives us access to Hub International’s resources in the United States,” said Ralph Christiansen, president of Christiansen Insurance Group. “This brings many benefits for clients and prospects in doing business with us due to the technical expertise in the insurance area and the service we can provide, which are beyond what other brokers in the market can provide.”

Antonio Casellas, president & CEO of Hub’s subsidiary in Puerto Rico, explained that the parent company is the sixth-largest broker in the world, which “gives us plenty of resources to cater to our clients that a local broker cannot necessarily do.”

Although the investment for this acquisition remains undisclosed, Casellas revealed that the companies will have shared revenues of roughly $28 million. Of these, Hub PR is

bringing $23 million and Christiansen Insurance Group $5 million. “Our business is measured in commissions… We would be handling about $340 million in premiums. In that sense, we are clear that it makes us no. 1 in Puerto Rico,” he asserted.

Christiansen said that this deal had been in the making since February 2020, when he was approached by Casellas, a longtime partner and colleague. According to him, the companies share a philosophy to “do what’s best for our clients,” and their combined expertise would develop “synergies” for the parties involved.

In addition to placing “clients first,” Casellas affirmed that the philosophy of both entities is to offer the most possible added-value services of products such as risk management, “and things that not necessarily all brokers offer in Puerto Rico.

“We are really excited and ecstatic over the acquisition and here we are in the integration process… and also trying to reinsert ourselves to the offices after working remotely; we are gradually trying to return to normal,” he added.

Plans for 2021

Asked about their plans for this year, Casellas said that Hub and Christiansen Insurance Group will seek to continue expanding and diversifying its offer in Puerto Rico. Among the industries where they will continue to grow is the Restaurant & Hospitality sector. “It’s an industry that we both know very well and in which we have many clients,” he said, adding that they expect a steady comeback in this sector from the financial damage caused by the coronavirus (COVID-19) pandemic.

Likewise, Christiansen pointed to renewable energy as a sector that could take off during this

political term and on which they want to focus for growth.

Meanwhile, Casellas reported that the company will boost its digital platforms so that clients can access their policies without a mediator. This service is currently available for Hub’s cancer policies. “That is going to expand little by little, unlike other products, but there are investments, and it was a significant investment,” he stated.

Local Insurance Market ‘Solid’

Along that line, Christiansen said the local insurance market will likely see a push to adopt more digital platforms or tools in the Human Resources department to manage employee benefits, such as healthcare.

Although he acknowledged that the industry is currently lacking in technology compared to that in the U.S. mainland, Christiansen opined that it remains “solid” thanks in part to the high level of competitiveness in the island, which allows for dynamism and recovery. “[Hurricane] Maria and the pandemic have caused a negative impact on the economy, but the industry remains solid. There have been improvements in premium costs. Puerto Rico’s industry is highly dynamic; it has overcome the pandemic and the hurricane, and I see it as very solid,” he assured.

Moreover, he noted that while property risk-management premiums skyrocketed after the high-end Category 4 hurricane devastated the island in September 2017, this sector has since been stabilized, whereas rising costs are being observed in the mainland now. “So, we already beat the curve and we are improving it,” Christiansen stated.

Architect Institute President Outlines New Design Trends COVID-19 pandemic has made architects rethink strategic design

éctor Ralat, the new president of the American Institute of Architects - Puerto Rico Chapter (AIA-PR), affirmed that the various disasters and emergencies that have afflicted the island in recent years has prompted local architects and developers to rethink effective and resilient design.

Ralat —an associate at the San Juan-based firm Marvel Architects with over two decades of experience in the field— explained that natural disasters like Hurricane Maria and seismic events, as well as the current COVID-19 pandemic, have paved the way for emerging trends, such as passive design. “The strategies of passive design are tied to our tropical scenario, where you aim to bring natural elements to the interior space so that you can give the user the opportunity to enjoy the exterior without necessarily being exposed to weather factors,” he told THE WEEKLY JOURNAL. For architects, this can translate to creating designs that optimize weather conditions or natural resources, such as wind management, natural lighting and shadows. “It has a positive effect on the user’s health and wellbeing. In the project’s conceptualization, when you consider energy or air conditioning systems, it has a tangible effect because as you ventilate a space in a nonmechanical way, this slashes costs and you rely less on air conditioning or electric illumination,” he said.

In the context of the pandemic, passive design strategies amass more importance because, as with tropical architecture, open-spaced planning can help curtail the risk of getting infected with this primarily airborne disease compared to closed spaces with central air conditioning, for example.

Moreover, the fact that homes have become offices for many and that company offices cannot seat as many employees in one area have amplified the need for functional design. The pandemic also “forced us to analyze every single aspect in a constructed place,” Ralat said. “Now the focus is making sure that surfaces are easier to clean, the air conditioning system equipment is easy to maintain, and they have the components that have filters and the ability to maintain the most suitable and hygienic environment,” he added.

“This understanding allows us to focus on our regular roles in this historic moment where the country is still undergoing recovery [from the natural disasters]. We must apply our knowledge and our resources more effectively, and we must use the reconstruction funds and every tool within our reach for the wellbeing of our society,” he underscored.

Ralat wants to shed light on these issues and make a collective call for functional design strategies by bolstering the chapter’s membership. He reported that the collective has sustained growth in recent years; by 2018, there were 265 members, and now the group has over 300 members.

Telemedicine is Sweeping Puerto Rico, and It’s Here to Stay

Necessitated by emergencies and a global pandemic

ven before COVID-19, telemedicine was poised to sweep Puerto Rico.

But the pandemic fast-tracked its use across the island – and providers say it’s here to stay.

Dr. Celia Lozada, a family physician from the community health center, MedCentro, said that one of her patients, a woman in her 50s who had undergone a stroke and was placed in a senior living center, relishes her telehealth access. “She can contact me more consistently, rather than waiting to be taken to the appointment,” Lozada said. “This gives her more independence.”

Community health centers like MedCentro are widely used in Puerto Rico, where a significant proportion of the population is medically underserved.

But for people living in rural communities, transportation is often a barrier to receiving timely healthcare. Coupled with the mass exodus of healthcare providers from Puerto Rico, which has been ongoing for years, this lack of access means real, sometimes serious delays for primary and specialty care.

Some patients have waited as long as eight months to see a doctor.

In addition, most community health centers don’t have specialists on staff. That means that residents living in the island’s more remote, often mountainous communities have to travel to urban centers, like Ponce and San Juan, to receive consultations.

A natural disaster can severely affect road travel – which, in turn, affects the continuity of health care services across Puerto Rico.

For example, the January 2020 earthquakes, which caused serious damage in the municipalities of Yauco and Ponce, halted specialty care in those areas. Even those not in the quake-affected zones couldn’t travel to their specialists.

Increasing Access to Healthcare

To broaden access to these essential services in rural communities, Direct Relief awarded grants to the Puerto Rico Science, Technology and Research Trust and Ponce Medical School Foundation to provide specialty and mental healthcare, respectively.

In collaboration with doctors from the University of Puerto Rico’s School of Medicine, the Trust is providing telemedicine consultations with specialist doctors to patients in clinics in the municipalities of Castañer, Jayuya and Arroyo.

This access has made an essential difference to patients, said Dr. José Rodríguez, medical director at the Hospital General in Castañer. The clinic can now provide once-a-week consultations with a pulmonogist and an ophthalmologist.

“We don’t have nephrologists, or psychiatrists [because] they are hard to find. With the telemedicine equipment we can have all the specialist doctors we need,” said Rodríguez. He expects the clinic to offer these specialty services starting early next year.

In addition, the technology allows hospitalized patients to access remote services.

Ongoing emergencies after Hurricane Maria continue to strain the mental health of many Puerto Ricans. Dr. Laura Domenech, Senior Medical Officer for the Ponce School of Medicine Foundation, reports that the earthquakes and the Covid-19 pandemic have resulted in a broad demand for behavioral therapists and psychiatrists.

And providers of mental health services are in short supply, particularly in remote communities.

Domenech said telemedicine has bolstered their capacity to provide mental health services in over 40 municipalities. At the same time, it’s helped them overcome some of the stigma of seeking mental healthcare. “Since people don’t have to visit a doctor’s office, it is easier for patients to speak from the comfort of their own house,” Domenech explained.

Dr. Virgen Quiñones, a psychiatrist from the Ponce School of Medicine, oversees the treatment of these patients. In particular, she said that

patients with substance use disorders have benefited from access to telemedicine.

She described two patients in particular, both of whom are now in remission after more than 10 years of substance use. “Telemedicine has been a blessing. Their situation would have been different otherwise because of accessibility issues,” Quiñones said.

Looking to the Future

In addition, building on assessments made after Hurricane Maria and in response to the Covid-19 pandemic, Direct Relief awarded $1 million among 16 health centers to implement an islandwide telehealth network designed to deliver primary and preventative care.

While the immediate goal is to protect patients and healthcare workers during the public health emergency, the organization sees telehealth as a sustainable solution to the island’s scarcity of healthcare professionals and transportation barriers.

Physicians, too, maintain that telehealth has been paramount in monitoring their patients’ health in general, particularly for those with chronic conditions.

In the wake of the earthquakes, many patients lost their homes and had to relocate – interrupting their treatment in the process. Since the pandemic, too, some patients with chronic conditions have gone unmonitored because they were afraid to visit health care facilities.

Telehealth is changing that. Lozada, the MedCentro physician, said she’s been able to nearly double the number of patients she sees, and to provide more frequent monitoring. “Follow-up is easier,” she said. “By providing them with telehealth access, they are motivated to seek care, since they can contact us from wherever they are.”

AN RAMON, Calif. (AP) — Samsung’s next crop of smartphones will boast bigger screens, better cameras and longer-lasting batteries at lower prices than last year’s lineup that came out just before the pandemic toppled the economy.

The three Galaxy S21 phones that were recently unveiled at a virtual event will face some of the same challenges in an economy still hobbled by a crisis that has left millions of people unemployed and forced millions of others to do their jobs or attend school from their homes.

But this time Samsung has made some pricing adjustments that reflect the hard times.

All three phones will be less expensive than last year’s comparable models, with the reductions ranging from 7 percent to 20 percent. Part of the price drops stems from the falling cost for making devices compatible with faster 5G wireless networks, but Samsung also is trying to make its devices more affordable to consumers struggling to make ends meet, said Drew Blackard, the South Korean company’s vice president of product management.

“We are always looking at what is happening in the market and try to be responsive of that,” Blackard said.

Samsung also announced it is teaming up with Audi, BMW, Ford and Genesis to enable the Galaxy S 21 phones to be used as digital keys that can unlock vehicles made by those automakers. That is something Apple already started to do last with on a more limited basis with BMW. Samsung didn’t specify when the digital car key feature on its new phones will be enabled.

An escape to the ‘Switzerland of Puerto Rico’

iales is another of the beautiful municipalities located in the “Cordillera Central” of Puerto Rico, which in recent years has captured the eyes of both locals and visitors, thanks to the fact that various digital platforms have shared their natural treasures with the rest of the world.

One of the places that are very popular these days is the Toro Negro Community, located along the PR-612 highway, due to its similarity to European valleys with abundant vegetation. In fact, many people have compared this area of Ciales to Switzerland, Norway and other European countries that exhibit equal natural beauty. But it is not only about the flora and the color of the landscape, it is also related to the architecture of the picturesque wooden houses with extravagant, but modest designs that are spread out in this community.

Locally, Ciales has been dubbed the Switzerland of Puerto Rico, a moniker that throughout the island’s history has belonged to the mountain town of Adjuntas. And it is that - without a doubt - visiting the place is a bit like traveling to Swiss territory without having boarded a plane.

Along with the fruits of community effort, during a tour by car, bicycle or on foot, visitors can appreciate the impressive natural scenery, as well as the farms located on both sides of the road and paths. Many of these farms, or haciendas, have domestic and farm animals, and you should not be surprised if on the way you come across exotic animals such as ostriches and llamas. Yes, these animals are also present in Ciales.

Now, during the winter months, the experience of visiting this town becomes more interesting with the typical cold that is concentrated high in the mountains. So, it is an excellent alternative for those who have been forced to stay on the island, due to the pandemic, but have the desire to travel to colder places during this season.

Likewise, very close to the place - which is located next to the Forest and the Toro Negro River - the so-called “tube bridge” has also become a favorite destination for many people. This is an area where the river passes by, and where families enjoy bathing or sitting down to relax with the soothing sounds of the current.

a wide variety of local inns where you can stay overnight with your family. For example, there is the Casa Collores - between the border of Ciales and Orocovis - an ecological mountain hostel, which will help you feel transported to the simple life of times past.

Many of these farms, or haciendas, have domestic and farm animals, and you should not be surprised if on the way you come across exotic animals such as ostriches and llamas. Yes, these animals are also present in Ciales.

Casa Collores has three structures that can be rented separately or combined, in case you want to share with family and friends. The main house has two bedrooms that can accommodate up to nine people. It also has an equipped kitchen and a bathroom with an outdoor shower. Among the common areas, there is a gazebo, a fire pit and a natural pond created by the river that surrounds the entire area.

Hacienda Negrón Eco Resort - located on the PR-149 highway, km 38 - is another option to spend the night, which you can do in a small tent or apartment. The eco resort also features several recreational areas. The venue has a swimming pool

with a slide, a game room, an activity room, a bar, a restaurant and access to the Toro Negro River.

Visitors can choose between enjoying a day out in nature or staying in the apartments with or without a kitchen, and with accommodations for up to six people.

The place also integrates a camping area that is equipped with bathrooms and showers, with access to electricity and security.

Before going, you must verify if the place will be in operation according to the new Executive Order

by COVID-19. Of course, as with everywhere else in Puerto Rico, a mandatory mask use is required at all times and the recommended physical distance of six feet between people who are not a part of your immediate family or group.

Worth mentioning is that the pool may only be used in 1.5- hour turns per group.

Ciales also has ample restaurant offerings where you can delight your palette with local culinary dishes.

Places to Visit in Ciales

• Paseo Lineal (Road PR-149). A linear park where you can walk and enjoy the mountain scenery. Ideal for taking beautiful photos. Many local restaurants are located in this area.

• Museo del Café (787-313-0925). This private Coffee Museum has an excellent exhibit on the coffee industry in Puerto Rico, from its origins to present day. While the museum itself is likely closed, due to the pandemic, visitors can still enjoy a cuppa at the locale’s coffee bar or buy some fresh coffee to take home. Call ahead to make sure.

• “Chorro Doña Juana” on road PR-149, km 41.5 between Ciales y Orocovis is a waterfall that can be seen from the road. There is also a natural pool on site.

• “Charco Las Delicias” on Road 533, km 3.0 is a site with two waterfall with access on the side of the road, ideal for refreshing yourself while touring the area.
