It is a profound honor to serve as your Mayor during this historic era for our Village. As we reflect on a year of terrific progress for our community and look towards the future, I am reminded that Burr Ridge is not just a place to live - it is “A Very Special Place” to call home. Our success is built upon a foundation of rich community values, disciplined leadership, and a shared commitment to excellence that continues to set us apart.
We are entering a season of immense pride. On July 4, 2026, our nation celebrates its 250th Anniversary. To ensure we share in this historic spirit, the Village is pleased to offer complimentary 250th Anniversary flags to our residents. Seeing these flags proudly displayed across our neighborhoods is a beautiful reminder of the patriotism that thrives in our Village. Please be sure to refer to page 9 to find out how you can celebrate our 250th anniversary at a special event in Burr Ridge or in one of our neighboring communities. Additionally, we join the region in celebrating the 100th Anniversary of Route 66 - the “Mother Road” that symbolizes the same spirit of discovery and growth that defines our own history.
Our progress is guided by five core pillars: being high-performing, financially sustainable, community-focused, infrastructure-proactive, and ensuring secure neighborhoods. These aren’t just goals; they are our commitment to governance and stewardship. This year, we achieved “Bronze Level” in the Metropolitan Mayors Caucus EV Readiness Program, which has helped provide the framework for a modern future for electric vehicles in our community with the same thoughtfulness we apply to every other Village service.
As affordability and tax burdens continue to be front of mind for all residents of Illinois, Burr Ridge remains an island of fiscal stability. For the sixth consecutive year, the Village’s Board of Trustees maintained a flat property tax levy rate. Your property taxes remain among the lowest in DuPage County, yet they fund the gold standard of municipal services. We also continue to operate debt-free. This ensures that we are building for your future, not borrowing against it.
Following the Board’s approval of an above-market offer, we have finalized an agreement to sell the 7660 County Line Road property while retaining the Veterans Memorial site. Our team looks forward to serving you from our temporary administrative offices at 451 Commerce Street, while we move forward with plans for our new, modern Village Hall at 7700 County Line Road, complete with a larger Board Room for expanded community use. We anticipate breaking ground in 2026 and opening the new Village Hall to the public in 2027.
We are also finalizing the master plan for the 110-acre CNH Industrial property. Based on feedback from our workshops and open houses, we plan to create a communitycentered destination that reflects your desires for a mixed-use development with open space and thoughtful land use. Our Police Department continues to hold its CALEA gold-standard accreditation, and we are further investing in community safety by adding new officers and technology to aid them in protecting people and property. Finally, we continue to lead the National ZIP Code Advocacy Coalition in Washington, D.C., fighting for the unique ZIP code our residents deserve to ensure better emergency response and fair tax allocation.
Thank you for the continued trust and faith that you put in our Village to lead with distinction. We are “A Very Special Place” because of the people who live and work in Burr Ridge!

Gary A. Grasso, Mayor
As we step into the warmth of another summer, I find myself pausing to reflect on the incredible journey we’ve shared over the past year. In our local government, we often talk about the Village as “A Very Special Place,” but that isn’t just a slogan on a sign. It is a promise we make to you every day - a promise rooted in our Statement of Culture, which prioritizes integrity, respect, and collaborative problem-solving.
The past year tested, but proved, our organizational capacity for service delivery. We processed more building permits and fulfilled more FOIA requests than in any other year. The Village replaced a record amount of water main, including aging infrastructure in the Carriage Way subdivision. While the Police Department reached a milestone of over 31,000 calls for service, what makes me most proud is that a very high percentage of those calls are our officers who are proactively out in your neighborhoods looking for ways to keep you safe. Our commitment to professional excellence was recognized on a national stage this year, as the Village received the 2025 Strategic Leadership and Governance Award from the ICMA for our innovative work in employee engagement and organizational Culture.
The first half of 2026 has been defined by significant transitions and strategic milestones. As of June 1, we have officially moved administrative operations to our temporary Village Hall at 451 Commerce Street. While this transition is temporary, it is the logistical key that allows us to finalize the sale of the aging 7660 County Line Road building, putting that property back into productive use on the tax rolls while maintaining the Veterans Memorial site. We look forward to reopening our services to you at our new Village Hall at 7700 County Line Road in 2027, at the traditional municipal campus in Burr Ridge.
Operationally, we continue to modernize how we serve you. We have transitioned to a fully online permit application system, providing quicker processing for residents and contractors alike. We have transitioned payment systems to provide better security and ease of payment processing, while introducing AquaHawk to all utility users to provide additional transparency on your water usage. Our Fiscal Year 2027 Budget remains a testament to fiscal discipline. We are not just maintaining our debt-free status; we are investing in our future. This year’s budget includes the addition of two Police Officers and the launch of a new CORE Unit (Community-Oriented Response and Enforcement) in the Police Department to address specific safety priorities, while adding staff in Public Works and Community Development. We are also pursuing APWA Accreditation for Public Works. Once successful, Burr Ridge will be among the few municipalities in Illinois to hold accreditation in Public Works (APWA), Police (CALEA), and Finance (GFOA Triple Crown).
We pursue these goals because you deserve a government that operates at the highest level of professional excellence. Thank you to the Board of Trustees for their steady leadership, to our staff for their “people-first” dedication, and most importantly, to you - the residents - for your continued trust and partnership in public service.
To celebrate the vibrant community spirit that makes Burr Ridge so special, I invite you to turn to page 9 for a full list of our upcoming summer events.

Evan Walter, Village Administrator

The Secretary of State’s Mobile Driver Services Facility visits are canceled due to the Village Hall transition and construction at the Police Department. We appreciate your understanding and will look forward to resuming these services in the future.
THE BOARD OF TRUSTEES continues to shape the future of the community through the ongoing review and refinement of the Village’s Strategic Vision. This Strategic Vision serves as the cornerstone of the Village’s commitment to public service and governance. The Board, in collaboration with staff, regularly assesses projects against the Strategic Vision and long-term goals, ensuring alignment with the community’s needs and aspirations. To learn more about the Strategic Vision, please visit the website at burr-ridge.gov

Your voice is shaping the next 20 years of Burr Ridge. Following a successful Visioning Workshop in February and a Community Open House in April, the Village has actively integrated resident feedback into the CNH Subarea Master Plan, ensuring this development path reflects community values. Work will begin on updating the full Comprehensive Plan in summer 2026.
To better honor those who serve and have served, the Village rebranded its Veterans Banner Program to the “Hometown Heroes Banner Program.” This initiative honors both active-duty military and veterans with custom banners displayed along Burr Ridge Parkway from Armed Forces Day through Veterans Day.
The Police Department has operationalized the new Community-Oriented Response and Enforcement (CORE) Unit. This specialized team is dedicated to proactively addressing neighborhood-specific concerns, such as speeding and property crimes, without pulling resources away from our normal patrol operations.
As part of a phased plan to revitalize our facilities, the Village has successfully relocated its administrative operations to a temporary facility at 451 Commerce Street. This transition allows us to finalize the sale of the aging 7660 County Line Road site while we prepare to break ground on a new, permanent Village Hall later this year.
The Village has transitioned to a new, highly secure online payment platform. This upgrade offers real-time data synchronization and flexible payment options, making it easier and more efficient for residents to manage their utility accounts and Village fees.
Burr Ridge has introduced AquaHawk - a premium, service provided at no cost to our residents. Designed to make managing your home easier, this service gives you the power to view your household water usage in real-time. Whether you are tracking the hourly consumption of your lawn irrigation system, monitoring water levels while filling the family swimming pool, or simply looking out for unexpected spikes, AquaHawk puts the data in your hands instantly. Instead of waiting for a monthly bill, you can set custom thresholds and receive immediate alerts for potential leaks. It is a proactive way to protect your property, manage summer usage, and gain total peace of mind - all courtesy of the Village.
The Village has expanded its public safety toolkit by partnering with Northeast DuPage Family and Youth Services (NEDFYS). Our new shared Police Social Worker serves as a vital bridge between the department and the community, providing crisis intervention and social service referrals to those in need.
To ensure we continue to attract the highest caliber of public servants, we launched “Join Burr Ridge.” This digital recruiting platform serves as the “front door” for prospective employees, starting with a streamlined application experience for the Police Department to help reach our goal of 35 sworn officers.
This month, Burr Ridge proudly achieved the Bronze Level designation in the Metropolitan Mayors Caucus EV Readiness Program. Far from just a title, this certification confirms that the Village has successfully modernized our local building codes and permitting processes to seamlessly support residents who choose to transition to electric vehicles. By preparing our infrastructure, we are ensuring that the future of our community is met with the exact same care, safety, and thoughtful planning we apply to all Village services.
AT THE VILLAGE OF BURR RIDGE, our “Statement of Culture” is more than words on a page, it is a daily commitment to integrity, respect, and collaborative problem-solving. This past year, we established the Healthy Culture Award, intended to recognize those employees who best embody our organization’s mission, vision, and values. We are proud to recognize our first twelve Healthy Culture Award recipients, as nominated by their peers.

PRESENTING THE FISCAL YEAR 2027 BUDGET, effective May 1, 2026, through April 30, 2027. The Village Board of Trustees is committed to exceptional service delivery for the community through ongoing discussions, resolutions, and policies. This budget thoughtfully reflects these expectations for the Village of Burr Ridge: A Very Special Place. To sustainably support and organize its service delivery model, the Village continues to build a mature state-of-the-art financial architecture, diversify revenue streams, maintain strong reserves through consistent discipline, and remain debt-free.
The budget is the Village’s most critical policy document, reflecting where it chooses to allocate its resources within the community. Each year, as part of the overall budget process, the department heads and Village Administrator review and update the multi-year plan, prioritizing projects based on the Village’s overall goals, department priorities and anticipated funding. The final CIP, including requests and funding for the upcoming budget year, is presented to the Board of Trustees based on the consensus of staff. The Village’s FY2027 capital improvement program amounts to $3,103,550, reflecting projects budgeted in the General, Capital Improvement and Utility Funds.
GFOA Triple Crown Winner For the third consecutive year, the Village received all three awards (Triple Crown Winner) from the Government Finance Officers Association (GFOA). The GFOA Triple Crown Award recognizes that the Village has received the GFOA’s Certificate of Achievement for Excellence in Financial Reporting, the Award for Outstanding Achievement in Popular Annual Financial Reporting, and the Distinguished Budget Presentation Award for a single fiscal year. This achievement reflects the Village’s unwavering commitment to upholding the highest standards of financial reporting, reinforcing our goals of fiscal transparency and prudent fiscal management.
New Village Hall Project The Board of Trustees has approved a design concept for the new Village Hall at 7700 County Line Road, with construction scheduled to begin in mid-2026. While the new Village Hall does not appear as a budgeted item in the FY2027 budget, staff have created a budget that anticipates likely action on this matter, and the budget, as presented, is prepared to accommodate amendments to its statements when this occurs. No debt or new taxes/fees are required to fund this project.

SIDEWALK / PATHWAY
INVESTMENT AREAS OF THE VILLAGE’S FY2027 CAPITAL IMPROVEMENT PROJECTS
VILLAGE REVENUE SOURCES REMAIN STRONG. Projected sales, non-home rule sales, use, and income tax projections for FY2026 are 12.8% higher than FY2025. FY2027 forecasts for these revenues are 2.6% lower than FY2026 levels. In FY2027, raterelated revenues within the Utility Fund are forecasted to increase by approximately $326,365 as compared to FY2026 projections.
Total Revenue
$31,138,677
34.71% CHARGES FOR SERVICES $10,688,984 34.33%
REVENUE HIGHLIGHTS
The Village of Burr Ridge relies on sales tax revenue, comprising 35.96% of FY2027 General Fund revenues, totaling $4.65 million. This revenue is generated by both in-person and online retail purchases and is based on where the physical purchase is made or where an online order is shipped. Burr Ridge’s strategic location attracts visitors, bolstering our tax base and funding essential services. Additionally, the 1% Places-of-Eating (POE) tax on restaurants is projected to contribute approx. $605,000 in FY2027, constituting about 4.7% of General Fund tax revenue, reflecting the vibrant dining scene in Burr Ridge.
Property taxes constitute 10% of General Fund revenue in FY2027, with the Village currently boasting the thirdlowest municipal tax rate in DuPage County. Property taxes are the sole funding source for the Village’s Police Pension Fund. The Village has reduced its municipal tax rate for six consecutive years and continues to focus on reducing property taxes, both the rate and the total collected, as a long-term strategy. The Village plans to collect fewer property tax dollars in FY2027 than in FY2023.
Illinois levies income taxes on all residents, with local municipalities like Burr Ridge receiving a portion based on population through the Local Government Distributive Fund. For budgetary purposes, the Village projects income tax revenues utilizing assumptions provided by the Illinois Municipal League, who estimate income tax collections based on economic projections that historically have been consistent with actual receipts. The Village estimates its per capita revenues on the 2020 Certified Census population of 11,192 at $180.66 for FY2027, totaling approx. $2,020,231, a minor increase from FY2026.
FY2027 Utility Fund revenues amount to $10,569,758, or 38.2% of total FY2027 revenues. Revenue from the sale of water & sewer to users of the system accounts for approximately 95% of total Utility Fund revenues. Other revenues of the Utility Fund may consist of grants, penalties for late payment, tapon fees, water meter sales, and other misc. revenues. Water rates approved for FY2024–FY2028 and subsequently amended for increases from the City of Chicago or Bedford Park, provide sufficient revenues to cover the operating costs of the fund, significant capital projects, and transfers to the Village’s General & Capital Funds.
THE VILLAGE MAKES A CONCERTED EFFORT to anticipate expenses and plan for them within the budget document. Every budget is built from the ground up using two simple rules to evaluate spending requests: priority and value. If the community demands an item, it is a priority, and if it is a priority, it must be delivered at an objective financial value.
Total Expenses $30,085,063
$4,186,183 13.91%
EXPENDITURE HIGHLIGHTS
Personnel represents the largest component of the Village’s overall expenditures. The FY2027 Budget reflects a total personnel count of sixtythree full-time and two parttime positions, investing in staff development while remaining focused on optimizing efficiency and enhancing service delivery. The Village is grateful to have a skilled and diverse workforce whose unwavering dedication to serving the community is integral to maintaining the Village’s high standards of service and quality of life.
In FY2027, the Village’s capital investment remains strong, with expenditures totaling over $3.1 million. Key allocations include $1.7 million for Pump Center & Water Distribution System improvements, $1.1 million for Road & Pathway projects and $300,000 to purchase new fleet and training equipment. Through the capital planning process, the Village strategically addresses long-term capital needs, allocating over $22 million for planned investments over the next five years.
In collaboration with the Downtown Business District, the Village added 16 cameras to the Village Center and surrounding areas. To address traffic complaints from residents, two portable speed-monitoring devices were added. In partnership with the Northeast DuPage Family and Youth Services (NEDFYS) and the Clarendon Hills, Hinsdale, and Willowbrook Police Departments, a police social worker was hired to serve as a liaison among the Police Department, the community, and social service agencies serving Burr Ridge residents.
Contributions to the Police Pension Fund are one of the largest expenditures for the Village. The Fund acts as a fiduciary for eligible, retired officers, as required of every municipality in Illinois with a police department. The Village’s annual property-tax levy provides the funding for the Village’s contribution to the Fund. In 2023, the Village Board passed a resolution modifying its formal police pension funding policy, setting a goal to annually contribute 100% of the recommended contribution. The Village commits its Police-Pensionproperty-tax levy solely to fund contributions, prioritizing pension obligations over other expenditures.
