VNCW PREFACE I
n this edition of the Dutch Association of Chemical Storage Companies we explain the way we store chemicals in the Netherlands and present a couple of members of the association. These companies show that the Netherlands is the gateway to Europe. They also show that the companies represented by the VNCW can provide safe storage of chemicals and fulfill a vital link in our society. The Netherlands is Europe’s second largest import destination for non-EU countries; especially petrochemical products and specialty chemicals like paints and other coatings enter the EU through Rotterdam. The Netherlands imported over ₏11 billion worth in chemicals from the United States in 2015. The Dutch government has qualified the chemical industry as a priority sector as part of its new economic policy. The majority of European
chemical and industrial clusters are within a 500 km radius and the storage of chemicals is an important part of the chemical chain. Providing safe storage before a chemical product goes to the end user or the next in the chain is a vital role in society. The storage of chemicals is a profession. The companies that fall under this category are required to have a broad knowledge of the facts. From external risk, health and safety policy, training courses for risk management, storage and dangerous goods to fire-resistant buildings and standards for firefighting systems, flooring, ventilation, scaffolding and emergency lighting. Together with my colleagues in the board Mrs. Mieke van Ginkel-van Maren and Mr. Machiel Faeseler we invite you to learn more about safe storage of chemicals in the Netherlands.
Mr. L.J.C.M. Govaert Chairman / Director VNCW
The VNCW is the Dutch association representing the interests of chemical storage companies within the Netherlands and abroad. Founded in 2008, the association has experienced constant growth and it also expects to continue to grow in the coming years.

‘Storage requirements of dangerous goods in packaged form in the Netherlands’ The requirements for the storage of dangerous goods in packaged form in the Netherlands have been established in a clear guideline: the PGS15. This “best practice” was created by representatives of business and government in the Netherlands, and is regularly updated by these same parties. It is used for licensing and is included in national laws and regulations. The PGS15 is subdivided into several chapters. The most important chapter is chapter 3, which outlines requirements for the storage of dangerous packaged substances up to a weight of 10 tonnes. Chapter 4 of the guideline specifies the requirements for the storage of packages above 10 tonnes. In chapter 3, the general rules state that the fire resistance between a storage location for dangerous packaged substances and another area needs to be at least 60 minutes in both directions, which can also be achieved through distance. The doors in the fire resistant walls need to be self-closing and close during periodical inspections, to ensure that, in case of an emergency, liquids cannot move from one storage facility to another. In the interest of employees’ safety, there must be instructions present in the facility that specify the measures that must be taken in case of a leakage or an incident with
dangerous substances and/or CMR substances. Management must keep these instructions up to date and inform employees of them. A storage facility must be constructed in such a manner that leaked or spilt dangerous liquids are caught in a containment facility. The storage facility must have a capacity of at least 110% of the largest package. However, if 10% of the total content of the packages is more than 110% of the content of the largest package, the storage capacity must be equal to 10% of the combined content of the packages. If a facility is required to store more than 2,500 kg of dangerous packaged substances and/or CMR substances, a representative log system must be present in this storage facility. This log system must give emergency services a clear view of the hazards that the stored substances may cause. Instructions regarding measures that must be taken in case of a calamity must be placed by the entrance to the facility or by the facility’s porter. These instructions must contain contact information of organisations or persons that must be contacted in case of an emergency. In addition to many technical requirements, the PGS15 also specifies many organisational rules. The stacking of dangerous goods in packaged form and/or CMR substances must be done in accordance with the user

manual supplied by the packaging supplier, whereby the strength of the packaging and pallets with dangerous packaged substances and/or CMR substances, which must be properly constructed, is taken into account. For each method of packaging, a maximum stacking size, independent of the weight and strength of the packaging, must be established. Additionally, the dangerous packaged substances and/or CMR substances in a storage facility must be regularly checked for damage or leakage of their packaging. Attention must also be paid to the separation of substances. Dangerous goods and CMR substances that could cause dangerous chemical reactions if brought together must be stored separately (with the exclusion of limited quantities). The PGS15 also outlines the expertise requirements. Working with dangerous substances primarily requires the awareness of dangerous substances. Additionally, in relation to the storage of dangerous packaged substances of a weight exceeding 2,500 kg, one company-appointed expert must be present in the storage facility whenever work activities are being conducted in a storage area in which dangerous goods and/or CMR substances are stored. This expert must have sufficient, demonstrable professional competence in dealing with an incident relating to the dangerous substances and/or CMR substances that are present in the facility, as well as combatting the incident with the resources that are available in the facility.
scaffold is being used, appropriate measures must immediately be taken. The scaffolding construction must be visually inspected on a yearly basis for effective and correct usage. Attention must also be paid to smaller storages. Safety storage cabinets, first used after 1 January 2006, must adhere to NEN-EN-14470-1. A safety storage cabinet, first used before that date, must adhere to NEN 2678. Chapter 4 details the storage of substances above 10 tonnes. So-called “safety levels” are introduced here. The safety level classification is primarily determined on the basis of the flammability of stored substances. Safety level 1 applies to the storage of large quantities of flammable substances, and requires that an automated extinguishing installation is present. The dangerous packaged substances and/or CMR substances that are stored in the storage facility must be stored in separate compartments, depending on their protection level. The size of a compartment may not be more than 2.500 m2. In relation to the drainage of fire extinguishing water, the rule pplies that if the fire extinguishing water drainage of multiple storage facilities is connected to one central storage acility, the storage capacity can be dimensioned on the largest storage facility. This does not apply if the fire extinguishing water reception facility has been realised in the storage facility itself.
Requirements are also set in terms of soil protection. Soil-protective provisions and measurements that are in adherence with the Netherlands’ Soil Protection Guideline for industrial activities (NRB) and which lead to a negligible soil risk must be taken within the storage facility. It is forbidden for there to be gaps in the floor of the storage facility that are in direct contact or can be brought into contact with the public sewage system or the surface water.
In addition to the storage of dangerous goods in packaged form – the PGS15 – there are other PGS guidelines, such as the one that outlines the storage of dangerous goods in tanks.
Scaffolds in the fire compartment may not be burdened above the capacity for which they have been designed and must be secured against collisions. If a scaffolding part is permanently deformed while a

Communicating with the government “Best Practices” It is all a question of trust. Trust that companies will do the right thing, and vice versa. Or not quite? This is the challenge, according to Mieke van Ginkel – van Maren, consultant at VNCW Consultants. This is also the topic of conversation with organisations and the government when talking about safety; how to act when things are not running smoothly, and how to improve communication.
Because this is in the interest of both parties, Mieke explains, speaking from experience with a professional history working for the government and business. Of course rules are important, but much can be said regarding rules’ stretchability. Companies and their employees often find it challenging to communicate effectively with the government. This is inherent to the fact that they serve different interests. However, the interests are often not as far apart as one might think. Ultimately, we all value safety. “This is why we have developed a course through which participants can
learn what a successful approach is by experiencing best practices; best practices relating to how to accomplish the realisation of plans, raising difficult subjects and maintaining control over your (substantive) message, just to name a few examples. Additionally, we cover the consequences of exceeding deadlines and the role of communication in the event of a crisis. The skill of effective communication with the government cannot be learnt from a brochure, but must be practised.

Well-educated through E-learning awareness dangerous goods In most countries, employees who frequently or incidentally have to work with dangerous goods must, by law, have knowledge of dangerous goods. This is no different in the Netherlands. Working with dangerous goods requires a broad and demonstrable awareness of these substances. Certification is required. Education relating to dangerous goods is not only required to ensure safe working conditions, but also to ensure that transportation regulations (the ADR) are met. Additionally, in the Netherlands we are also faced with regulations applying to the storage of dangerous goods, the PGS15, which also determines the direction of education. Employees must be able to demonstrably show that they possess sufficient professional competence in dealing with dangerous goods and/or CMR substances, and combatting incidents with the resources available in the facility. Information regarding the professional competence of the expert must be present within the facility. Courses can be participated in by means of open registration and in-company, but location and language are often problems. SafetyNet Education recently developed an e-learning course specifically for the English-speaking market. Employees from around the world are able to participate in these courses. With the online e-learning course Awareness Dangerous Goods, employees can participate in the course in their own time, whenever it suits them.
The course is presented in clear and expansive online presentations.
The online course consists of four modules: Also interested in this course? More information; www.dangerous-goods.org.
• Storage laws and regulations, transportation and use of dangerous goods. • The classification of goods according to the GHS, WM and ADR, and the properties of substances.
• The functional requirements of compiling consignment notes, the storage check, 1,000-point table, substance separation, etc. • Incident control dangerous goods and safe working.
Each module is completed with a list of practical questions. Upon completion of the course and the adequate completion of the last list of questions, the course participant will receive the Certificate Awareness Dangerous Goods.

VNCW Glossy l blz. 17
Like no other, the industry is aware of the safety risks involved while working with hazardous substances. Engineering and Consultancy Agency DGMR sees organisations taking their corporate responsibilities. Ensuring the safety of employees, clients and the environment. It is much more about the appropriate tuning of different interests however. About the right balance between enterprise and safety. “The safe usage, processing and storage of hazardous substances is the expertise of companies. These activities are carried out with the utmost caution. Rightly so, the same goes for safety. At the same time they struggle with the consequences of changing laws due to European policy. Many organisations consider alterations in SEVESO III, PGS and BEVI as difficult challenges. DGMR offers the expertise needed in this area”, according to Remko Kreton, Consultant Environmental & Industrial Safety. Safety themes Some organisations choose for a partial solution, others desire complete support. Starting off with the connection of the theme safety to the business plan. Followed by gaining insight through risk analyses and helping with the applications of environmental permits. Up to and including tuning to the authorities and further implementation. “The strength of DGMR is that we can easily expand these safety themes with fire safety in buildings. We employ experts who excellently combine fire prevention and suppression with transport and storage of hazardous substances”, Ronald Oldengarm, Senior Consultant Fire Safety, adds.
safety
Kreton: “Clients appreciate DGMR’s cost saving safety expertise conveniantly located in one company. Our advisors do not need to acquire extra knowledge outside their own organisation.
Also, embedding integral safety advice into the strategy of organisations is a big plus. Meanwhile, we know the conditions at many companies, because we already have a seat at the table as strategic environmental policy advisor. The same applies to our connections with external authorities, thus making DGMR a most valuable link between the organisation and the government.” Developments Not only companies with safety or environmental themes are DGMR customers. Environmental Agencies, Port of Rotterdam Authority and Port of Amsterdam Authority, large infrastructural constructors and organisations such as ProRail and Rijkswaterstaat, part of the Ministry of Infrastructure and the Environment also belong to our customers. This is why our advisors are so much acquainted with all sorts of important developments. Essential for companies is their ability ‘to think on their feet’. The world changes rapidly. Kreton: “It is disastrous for the competitive position of an organisation, when it has to wait for years for a permit to an organisational activity. This is an intriguing theme. Precisely because of our knowledge and experience in all fields we can help companies to properly streamline their communication with the authorities. Not just regarding this urgent question of today. But also the issues of tomorrow, and those in five or ten years have our attention. Only then can you find a balance between enterprise and safety.”

Total Provider of Company Premises Hercuton specializes in the integrated design and construction of sustainable company premises using prefabricated concrete. We are an innovative, fullservice organization that takes on full responsibility for the entire construction process. Each building as a whole is fire-resistant without the need to install costly and vulnerable fire-safety measures.
Total Customer Satisfaction
In-House Expertise
We take care of the entire construction process on your behalf. In doing so, we aim to achieve maximum customer satisfaction.
We can guarantee the quality of every building, because we use our own in-house designers, engineers, draughtsmen and excavation/assembly crews. Our approach involves gathering the expertise and experience from all parties involved as early as possible in the construction process. This is the only way to operate, especially on more complex projects. Our buildings help you maintain your competitive advantage in terms of sustainability, cost savings, efficiency, maintenance, aesthetics and value retention.
We’ll advise you about site selection, we’ll draft a design and plan the project, we’ll apply for building permission, and we’ll construct and then fit out your new premises to specification. In other words, we’ll hand over a complete, new and ready-to-use building. This is what we mean by ‘turnkey’.
