September marks the end of summer and the gradual transition into Autumn towards the end of the month.

While we will miss the summer weather, each season brings us new opportunities, occasions, and challenges.

Like all other animals and plants, we adapt and prepare for the change of seasons into Autumn, and then subsequently Winter.

As seasons change, we need to think about how we will prepare for the different hazards the changing conditions will present.

CIRAS reporting CIRAS - a confidential reporting service

CIRAS is an organisation offering a confidential reporting service where safety concerns can be raised. Vital support this important service through membership and active participation.

CIRAS partners with the GB mainline railway industry and has seen significant improvement in safety performance over the past two decades. Their confidential reporting service cuts across organisational boundaries and continues to be an integral part of Rail’s safety management system.

CIRAS will take calls on a wide range of concerns affecting the health, wellbeing and safety of staff, passengers or the public. From rules non-compliance and equipment issues through to fatigue, security and working conditions – these are all early indicators of potential harm. The concerns raised through the hotline often have common themes, allowing the industry to benefit from shared learning and good practice.

Why speaking up matters If you see something that looks unsafe, or think the way you or others are working is unsafe or damaging to health or wellbeing, you have two choices: do something, or do nothing.

Doing nothing is as much a choice as doing something - and we are all responsible for the choices we make.

By speaking up, you are making sure that companies are aware of any issues and have all the information they need to address a concern. You might be the only person who can see that there is a problem, so it’s important not to assume that others know about it or have spoken up.

And when you don’t want to raise your concerns through other channels, CIRAS can pass them on confidentially.

What do people report?

Exposure to fumes and poor air quality. Performing tasks without the right competence. Social distancing measures not followed. Training not suitable for the role. Regular trespass. Worn-out equipment. These are just a few examples of things people have raised with CIRAS. See their Frontline Magazine for more examples.

CIRAS speak to Alex Wilson, Vital Safety Advisor CIRAS asked Alex Wilson, HSE Advisor South at Vital Human Resources, to share a view of his world for them.

Alex’s role involves working with frontline staff day in day out, to help keep them safe. So what do today’s health and safety challenges look like from his perspective? And what does he think makes it easier for people to speak up? Here's what he said.

What does a day in your life look like?

A working day or night in my life is very much ‘boots on the ground’. I enjoy meeting others within our business who are working on the frontline of the rail industry. With 29 years in rail, I can relate to the issues that the staff have and can help them work safer and more efficiently. I find my experience makes it easier for staff to feel they can approach me with any issues they have.

What do you see as the biggest health and safety challenges facing your business?

The railway industry has always been a very fluid place of work with new innovations and working practices being implemented regularly. One of the challenges is to stay abreast of these changes so we can educate and assist those out on track. This we achieve through toolbox talks, newsletters, on site safety conversations and briefings.

Getting out to operatives working across dispersed and remote locations can also be difficult. I drive one of Vital's Safety Units, which lets me brief staff out on site in comfort using three in built television screens for presentations and videos. External canopies and a speaker system allow me to interact with more operatives at a location, reducing the number of briefing sessions we need, so each one can take a bit longer. This gives me and our operatives more time to debate topics.

What challenges do you think people face when it comes to reporting health and safety concerns?

I believe some people feel they would be causing a problem by raising health and safety concerns. We try and overcome this by providing a phone app which staff can use to report to us if they want to. We also work hard to ensure office staff and health and safety professionals are approachable, promoting a ‘no blame’ environment whereby safety concerns can be raised knowing they will be taken seriously and dealt with.

What value does CIRAS have for you at Vital?

CIRAS is a key tool in our health and safety arsenal. It shows our commitment to staff that, if they feel they cannot speak to someone within the business, we are more than happy for them to speak to CIRAS in the hope that any issues can be resolved amicably and safely. We promote CIRAS via our monthly newsletter and safety talks.

Silica Dust: cut the risk What is silica dust?

Silica is all around us - it's in stone, bricks, concrete, ballast and many other common materials - even some plastic composites. Undisturbed silica is safe, but if you work on materials that contain silica, you'll be making dangerous silica dust.

Research suggests that in Britain, nearly 800 people die a year from lung cancer caused by breathing in silica dust at work. In the European Union, around 7,000 cases of lung cancer are caused by this carcinogen annually. Worldwide, it’s estimated that millions of employees are exposed to silica dust.

Silica dust is created when the ‘crystalline silica’ in materials such as stone, mortar or tiles is broken down and released. It happens when you drill, saw, cut, grind or sand the products – or work on them in any way that disturbs the natural silica content. Dealing with ballast on a rail track or sweeping up after a task has been finished can leave unhealthy dust in the air.

How is silica dust dangerous?

Silica dust can be harmful if you breathe it in. Don't be fooled by the word "dust". Silica dust won't just make you sneeze and cough like a bit of normal dust in your house. It can be deadly. Silica dust particles are very small and can get deep into your lungs and stay there inflaming them and causing serious health problems in some people, including chronic obstructive pulmonary disease, silicosis and cancer.

Reduce the risk Ensure you receive a full briefing detailing the hazards and risks. Do not put yourself in the danger zone - if you do not need to be there, do not enter the work area.

Always wear the correct face/dust mask and ensure you have been face fit tested.

Wash your hands thoroughly before eating and drinking. Your food could become contaminated.

Report any issue you have on site to the supervisor. If you think it is unsafe - raise a Close Call

Samaritans: you are never alone Maybe you can't quite put your finger on it, but you’re not feeling okay. You might be feeling tired more often, be feeling emotional, and you might not want to do the things that you usually enjoy right now.

Struggling to cope with everyday life doesn’t look or feel the same in everyone.

You’re not alone in feeling like this. Many people struggle to cope at one point or another and going through a range of emotions during this time is common. You can contact Samaritans any time you like or you might also want to speak to someone else you trust like a family member, your GP or arrange to see a counsellor.

You are never alone When people are going through a tough time they often experience negative thoughts about themselves and feel they have no-one to turn to. Even if you don’t have family or friends close by, you are never alone. Samaritans volunteers are there for you every day of the year, round the clock.

These feelings may not last forever Everyone feels low at some point in their lives and if you’re struggling to cope it may be difficult to see beyond your current situation. Talking about how you’re feeling can help put things into perspective and help you to feel more positive about the future.

Driver health A person's fitness to drive can be affected by a medical condition, by temporary illness, substances such as alcohol and by the environment in which they work, drive and live.

Health impairments, such as stress, sleep disturbance, migraine, flu, severe colds and hayfever can lead to unsafe driving. Sometimes, the treatment for these conditions can also impair someone’s driving. ROSPA's advice highlights some of the factors that can make someone unfit to drive and the importance of assessing your fitness to undertake a journey.

Fatigue and road accidents Driver fatigue is a serious problem resulting in many thousands of road accidents each year. It is not possible to calculate the exact number of sleep related accidents but research shows that driver fatigue may be a contributory factor in up to 20% of road accidents, and up to one quarter of fatal and serious accidents.

These types of crashes are about 50% more likely to result in death or serious injury as they tend to be high speed impacts because a driver who has fallen asleep cannot brake or swerve to avoid or reduce the impact.

Sleepiness increases reaction time (a critical element of safe driving). It also reduces vigilance, alertness and concentration so that the ability to perform attention-based activities (such as driving) is impaired. The speed at which information is processed is also reduced by sleepiness. The quality of decisionmaking may also be affected.

It is clear that drivers are aware when they are feeling sleepy, and so make a conscious decision about whether to continue driving or to stop for a rest. It may be that those who persist in driving underestimate the risk of actually falling asleep while driving. Or it may be that some drivers choose to ignore the risks (in the way that drink drivers do).

Crashes caused by tired drivers are most likely to happen: on long journeys on monotonous roads, such as motorways between 2am and 6am between 2pm and 4pm (especially after eating, or taking even one alcoholic drink) after having less sleep than normal after drinking alcohol if taking medicines that cause drowsiness after long working hours or on journeys home after long shifts, especially night shifts.

Eyesight Good eyesight is vital for safe driving. Drivers and motorcyclists must be able to read a standard number plate from a distance of 20 metres (or 20.5m for an old style number plate) wearing corrective lenses if required.

You must wear glasses or contact lenses every time you drive if you need them to meet the ‘standards of vision for driving’.

Although eyesight often gets worse as we grow older, people can develop a range of eyesight conditions at any age. Glaucoma and Cataract are perhaps the most well known conditions, but diabetes and other age-related diseases, if left unidentified and untreated, can also affect vision seriously enough to prevent safe road use.

The general recommendation is to have an eyesight check every two years, or more often if your optician recommends it. This will help to make sure you meet the minimum eyesight standards for driving and will usually identify the majority of common eyesight conditions early as they develop.

AC electrified lines This handbook is for those personnel who need to go on the operational railway in an AC electrified area to carry out their duties.

Summary Of Changes The rules have been changed to make clear that activities or tasks can be undertaken within 2.75 metre (9 feet) of live overhead line equipment (OLE) as long as there is a method statement or company instruction, all precautions to manage danger from live OLE, pantographs or associated roof-mounted electrical equipment are in place and those in the method statement are being carried out.

In addition to live OLE, the rules have been changed where relevant throughout the handbook to say that they also apply to the danger from live pantographs or associated roof-mounted electrical equipment which can also pose an electrical risk.

Section 3.1 has been changed to state that if it is necessary to access a train roof or to work near roofmounted electrical equipment, the overhead line permit issued to the COSS or SWL must also state that all train and locomotive pantographs and roof-mounted equipment have been isolated and earthed.

The title of Section 3.3 has been amended as the wording of the rule already explains that reports are not always made to the ECO, but through the signaller.

Section 7 has been retitled and expanded to provide a fuller explanation of the precautions that must be in place before attempting to rescue a person, who may be at risk from pantographs or associated roofmounted electrical equipment as well as the OLE.

DC electrified lines This handbook is for those personnel who need to go on the operational railway in an DC electrified area to carry out their duties.

Summary Of Changes The rules have been changed to extend the distance that a person, or anything being carried, can come within live conductor rail equipment (CRE) to 1.5m (5 feet) but to make clear that activities or tasks can be carried out within this 1.5 metre (5 feet) dimension if there is a method statement or electrical risk assessment, all specified precautions to manage danger from live CRE, shoe gear and associated exposed live train-mounted equipment are in place and the precautions in the method statement or company instructions are being carried out.

In addition to live CRE, the rules have also been changed where relevant throughout the handbook to state that they also apply to the danger from live shoe gear and associated exposed live train-mounted equipment which can also pose an electrical risk.

Section 3.2 has been amended to state first the type of defects that must be reported to the signaller and those which must be then reported to the ECO. Section 7 has been rewritten to give a more complete set of instructions.

What to do if you're struggling to pay your energy bills Energy prices are already at all-time highs, and the energy price cap is predicted to rise again by 82% in October. This will leave many facing the stark choice between heating and eating. While the Government has announced a support package, massive increases to the predicted price cap since mean more is needed. In the meantime, this guide takes you through all the help available right now if you're struggling.

If you're falling behind with your energy bills, and finding yourself struggling to pay, the best thing to do is contact your supplier as soon as possible. Under rules from regulator Ofgem, your supplier has to help you – usually by negotiating a payment plan that you can afford.

There are a range of options suppliers could offer if you're struggling, including: A full payment plan review Affordable debt repayment plans Payment breaks Payment reductions More time to pay Access to hardship funds What help you can get is decided on a case-by-case basis, but importantly, repayment must be based on your ability to pay. So get in touch with your supplier as soon as possible.

Almost all households to get £400 this winter to help with rising energy bills One of the measures announced back in May as part of the Government's 'cost of living support' package was that all households in England, Scotland and Wales will get a £400 energy grant. All households with a domestic electricity meter will get it. However, since it was announced, predictions for the price cap from October have increased even more – meaning the £400 won't have as much of an impact if they rise as much as expected.

For most, the grant will be automatic, paid by your supplier between October 2022 and March 2023. However, those on non-smart prepayment meters will have to take action to get the money. It'll come as six separate payments – £67 in October and November, then £66 for the remaining four months. How it's paid depends on how you pay for your energy: Monthly direct debit customers. You'll get the grant automatically, as a deduction on your monthly payment, or as a refund into your bank account shortly after your direct debit payment is taken each month. British Gas, EDF and Ovo/SSE have all confirmed they'll issue refunds as opposed to reducing your monthly payment, while Bulb and Shell Energy say they will reduce monthly payments. We're checking with other suppliers and will update here when we know more.

Standard credit customers. This includes those who pay by cash, card or cheque after receiving a monthly or quarterly bill. You'll get the payment automatically – in the first week of each month between October 2022 and March 2023. It'll be added as credit to your account, so you should see this added to your bills over this period.

Smart prepayment customers. You'll get the grant automatically as credit applied directly to your meter in the first week of each month.

Traditional prepayment customers. For these customers, the grant ISN'T automatic – you have to redeem it to get it. You'll need to ensure your supplier has up-to-date contact details for you as your money will be sent as six separate vouchers via text, email or post – which you'll need to redeem by topping up your electricity meter as normal in a shop or post office.

Crucially, the Government has said you'll have three months to redeem each voucher – and if you lose them or they expire, they can only be reissued up until 31 March 2023. So you could miss out if you don't act to redeem all of them in time.

You won't get this if you're in Northern Ireland, but the Government has said it will deliver equivalent support – we'll update this when we know more.

Energy saving tips: How to save energy at home These figures are largely based on calculations from the Energy Saving Trust, but MSE have also crunched the numbers where possible to check they add up and updated them to reflect the current price cap (savings are based on a typical three-bedroom household with a family of four, correct as of August 2022). Source: Money Saving Expert Turn your thermostat down. This is one of the easiest things to do on this list. For each degree you cut the thermostat, expect to cut bills by 4%-ish, or about £78 a year on average for a typical home. Of course, it might cause some arguments with family, flatmates or fussy pets, but the World Health Organisation says that 18 degrees is enough for healthy adults, with slightly higher temperatures needed for the very old or young.

So consider popping on a jumper at home and seeing what temperature your household is comfortable at.

Fit a free water-saving shower head. Reducing your water usage can cut bills for those on water meters, help the environment, and reduce energy costs too, as when you use less water, you usually heat less water.

There's no shortage of free water-saving gadgets available from water firms. What you can get depends on where you live and varies throughout the year – see free water-saving gadgets for what's available and how to get them. And if you're not on a water meter, you can get one fitted for free in England and Wales.

Some – especially in homes with fewer residents than bedrooms – can save large. You can use a water meter calculator to see if you can save.

Don't assume all energy-saving light bulbs are equal.

LED uses about half the energy of the bigger fluorescent spiral 'energy-saving bulbs'. Obviously turning them off when you're not in the room helps too.

There will be an initial outlay, but you should recoup it fairly quickly. Some worry that constantly turning lights on and off wastes energy but, according to the Energy Saving Trust, you're better off turning them off when you leave the room, no matter how long for. It reckons you could save £21 a year doing this.

Turn draught detective. Walk round your home spotting window and door draughts. Decent draught-proofing can cut 2% off energy bills, so about £39 a year on average for a typical home. This applies to chimneys too, where you can get a 1.5%-ish further reduction.

Again, this is subject to an initial outlay, but you will make it back over time.

Cut your shower time. Cutting just a minute off your shower time could save £115 a year in energy bills, and a further £105 a year in water bills if you have a meter – £220 a year for an average four-person household. Try buying a shower timer to keep your eye on the ball (or just set an alarm on your phone).

Try to do one fewer load of washing a week and make sure you fill up the machine each time. No more washing just one shirt or dress that you need for a big night out. The savings aren't huge, around £15 a year for modern machines, but can be much more with old ones. You could also try doing your washing on a colder setting. By washing your clothes at 30 degrees, you could save £43 a year, leading to a £58 overall saving.

Think 'How many cuppas am I making?' The more water you boil, the more energy you use. Be conscious about this when filling the kettle, so you don't overfill. Simple, but effective, with a saving of £12 a year possible.

Don't leave your devices on standby. Switching off your devices is better than leaving them on standby, of course, as otherwise you're using energy for something you're not making use of.

Use radiator thermostats.. Don't heat the whole house when you're spending all day in one room. Thermostatic radiator valves are an extra control which you can use to set the temperature of each individual room (other than where your main thermostat is). When the temperature in that room rises above what's set on the radiator valve, it will stop water flowing through that particular radiator – the boiler will still be on to heat other rooms, but it will use less energy. Installing them and using them with your thermostat allows you to control the temperature room by room, and could save you almost 6%, so about £118 a year on average for a typical home, although an initial outlay is needed.

Use 'eco' mode on appliances where possible. Many appliances have modes which make them operate at different speeds, temperatures and levels of power. Often, they have an 'eco' mode, which is marketed as being more environmentally friendly. For most appliances, 'eco' mode means operating at a lower speed, and often, heat. It's frequently an option on washing machines and dishwashers. Using these modes will use less energy, in some cases even less than washing on a short cycle, and therefore will save you money on your energy bills.

Fill the dishwasher up. It might be tempting to run your dishwasher when it's only partially full, just to get your stuff clean, but it's an extremely inefficient way to use energy. If you wait till it's full, you can manage one less run of the machine a week. According to the Energy Saving Trust, reducing your dishwasher use by one run a week could save £21 annually. Obviously, it's best to not use the dishwasher at all if you can avoid it, but we know time and energy are precious.

Avoid using the tumble dryer. You could save by avoiding using the tumble dryer where possible, as it uses a lot of energy. The Energy Saving Trust reckons you could save £92 a year if you never use it. Try drying your clothes on an airer, but make sure you leave a window open, as it can cause damp in poorly ventilated homes. In the warmer summer months, if you've a garden or balcony, dry them outside.

Use the microwave instead of the oven. If you can use your microwave instead of the oven to cook certain foods, do. They use less energy than ovens because they only heat the food, not the air around it. To take the example of a jacket potato, we calculated that cooking it in the microwave uses 25% of the energy it takes to cook it in the oven.
