Welcome Group Director, Health, Safety, Quality and Environmental Compliance, Gareth Morris Welcome to our May newsletter.

As we enjoy a significant improvement in the weather and look forward to entering a holiday period, it is hoped that you will have an opportunity to recharge and refresh body and mind. It is important to set aside time to rest and relax to maintain a healthy balance.

As ever, we are all busy delivering excellent work on behalf of our clients for which I offer the thanks of Vital’s Executive and Leadership teams.

This is especially true for those of us with a few years’ experience. It is all too easy for complacency to influence our thinking and delude ourselves that “it will never happen to me”.

It is important that we need to treat each day like day one, and not to become complacent.

Please follow the rules and finish each workday without harm.

The safety message for May is that we want to revisit basics to ensure we remain fit and well and do a great job, safely.

This year we have, unfortunately, had some accidents. All of them could have been prevented.

None of them needed to happen.

Approximately half of those accidents were related to manual handling, and the other half were related to slips, trips, and falls.

Simple preventative measures, a little more thought, and better planning and preparation would have prevented those accidents.

There is an article in this edition focussing on the key railway rules which govern safe working behaviours. Please take a moment to review the Lifesaving Rules and reflect on what impact they have on keeping you safe at work.

The idea behind the Lifesaving Rules is to follow simple steps that we should embrace and not ignore.

We are glad that accidents are rare, and not a common occurrence, but the absence of accidents may give us a false sense of security.

This may give us a false perception of risk.

Harassment at work is criminal In the UK workplace, harassment because of someone's age, disability, race, religion or belief, sex, sexual orientation and other protected characteristic is unlawful under the Equality Act 2010.

The law protects individuals from harassment, which is defined by the Equality Act 2010 as, ‘unwanted conduct related to a relevant protected characteristic, which has the purpose or effect of violating an individual’s dignity or creating an intimidating, hostile, degrading, humiliating or offensive environment for that individual.

Harassment is also a contravention of the Company’s Ethics and Code of Conduct Policy (MG/HR/POL/014 Issue 3 – June 2021) As part of its legal duties and good practice Vital operates a zero tolerance of workplace harassment or discrimination.

If you feel you are being treated unfairly: Ask the person causing the issue to stop If the unwanted behaviour persists, advise your line manager or supervisor You can also contact the Human Resources Department, in confidence, and explain the problem.

You can invoke the company’s grievance procedure (MG/HR/PRO/005 Issue 9 – June 2021) by contacting the H.R. Dept.

What will happen if you make a complaint The H.R. Dept. will initiate an impartial investigation to establish: The facts of the situation Who is involved?

What has occurred Interview the parties concerned and any witnesses Recommend actions and outcomes arising from findings Inform all parties of the decisions Prevention is better than cure When dealing with harassment at work, prevention is better than cure.

Vital invite any member of the workforce to raise concerns and allow the issue to be dealt with in a timely manner.

Vital will always engage and work with the workforce on tackling unacceptable behaviours by raising awareness of the company’s zero-tolerance policy for unacceptable behaviour which is key to avoiding incidences of any form of harassment occurring in the first place.

Our aim is to offer a workplace environment which values difference, is free from hostility and is based on tolerance. Vital believes that this will enable people to contribute more effectively and achieve higher levels of job satisfaction.

People cannot make their best contribution if they are working in fear of harassment or bullying.

Alongside policies, employers should promote the importance of respect between employees at every level of the organisation, encouraging a supportive and inclusive culture so that people's behaviour reflects the right values.

Operative On-Call Procedure At Vital, we run a 24/7 On-Call facility for our operational workforce. With 80% of our work taking place outside of ‘typical’ office-hours – week nights and at weekends - it’s imperative around the clock support and advice is available at all times.

Our approach is two-tiered and involves the use of our dedicated On-Call Control Centre and Team, alongside the support of our regional branches. Each week an On-Call Escalation is appointed for each Vital office who will be appointed to answer and advise on any issues throughout the midweek period.

At the weekend, our On-Call Team take up control of the On-Call Centre and our 24/7 coverage continues throughout the busy weekends.

Each Friday at 2000 until Monday at 0800 all On-Call concerns should be directed to 0161 836 7070.

For midweek shifts, your Vital branch will communicate the relevant On-Call number for that particular week.

On-Call issues can include the following: 1.Reportable Health and Safety Incidents/Accidents 2.Potential shift over-runs (requiring emergency accommodation) 3.Vital vehicle issues or breakdown assistance 4.Reportable on-site close calls 5.Operative non-attendance 6.Shift Detail clarifications – contact numbers, site locations etc.

Our On-Call centre will also call each operative scheduled for a shift roughly 2 hours before their shift start time to confirm their attendance and that they have the correct details. please make sure this call is answered. a 1 minute phone call confirming the information will prevent repeat calls and save some much needed time!

CIRAS reporting CIRAS - a confidential reporting service

CIRAS is an organisation offering a confidential reporting service where safety concerns can be raised. Vital support this important service through membership and active participation.

CIRAS partners with the GB mainline railway industry and has seen significant improvement in safety performance over the past two decades. Their confidential reporting service cuts across organisational boundaries and continues to be an integral part of Rail’s safety management system.

CIRAS will take calls on a wide range of concerns affecting the health, wellbeing and safety of staff, passengers or the public. From rules non-compliance and equipment issues through to fatigue, security and working conditions – these are all early indicators of potential harm. The concerns raised through the hotline often have common themes, allowing the industry to benefit from shared learning and good practice.

Why speaking up matters If you see something that looks unsafe, or think the way you or others are working is unsafe or damaging to health or wellbeing, you have two choices: do something, or do nothing.

Doing nothing is as much a choice as doing something - and we are all responsible for the choices we make.

By speaking up, you are making sure that companies are aware of any issues and have all the information they need to address a concern. You might be the only person who can see that there is a problem, so it’s important not to assume that others know about it or have spoken up.

And when you don’t want to raise your concerns through other channels, CIRAS can pass them on confidentially.

What do people report?

Exposure to fumes and poor air quality. Performing tasks without the right competence. Social distancing measures not followed. Training not suitable for the role. Regular trespass. Worn-out equipment. These are just a few examples of things people have raised with CIRAS. See their Frontline Magazine for more examples.

Vital Care Calls: how are you today?

How often does someone ask, ‘How are you?’ and you answer, ‘I’m fine,’ without really thinking about the question – or your answer? What if they then said, ‘How are you, really?’

Vital recognises the power of asking, 'How are you, really?', and it has inspired an initiative which is making a real difference to the welfare of its staff. CIRAS spoke to Jane Hepburn, our Safety Advisor, who was behind the Vital Care Calls scheme.

How did Vital Care Calls come about?

I was off work for an extended period after I lost my mum during the pandemic, and when I returned, I expected things to be tough. My colleagues were all fantastic, but it was one manager who asked me, every time he saw me, how I was. I always said, ‘I’m fine thank you.’ Then, one day, after getting the usual reply, he asked me to take a seat and tell him how I really was.

So I did. He let me know he was there if I ever needed to talk to someone. Afterwards, I felt better than I had in a long time.

Going over the conversation later, it struck me that people often ask but then leave it at that – possibly because they are in a rush or may even fear a different response. And what a difference it made to me that this manager really did want to know. I also realised how often our operatives just said, ‘I’m fine’ – but many of them had lost loved ones too or could be going through other difficult times.

So I did some research. Men are far more likely to have a ‘my problem, I’ll sort it’ mentality, and never reach out for help – and most of our industry, including our operatives are men. I recalled an ‘Ask Twice’ campaign that Vital ran in the past – maybe we could take that idea and develop it further?

That’s how Vital Care Calls were born.

How does it work?

I spoke with our safety advisors, and they reached out to the business operations managers to see if there was anyone they knew of who might be struggling with their work or home life. We asked the managers to let them know we’d be getting in touch.

Initially, we called for a general chat about how things were, and if there was anything we could do to help.

Mostly, they said, ‘No, I’m fine,’ but we said we’d be in touch again and reassured them that they could contact us if they needed to talk. Over the course of a few weeks of calls, we gained their trust, and many began opening up more and more during each call.

Asking twice how they really were helped open up the conversations. Some even started to contact us directly.

We were not trying to solve their problems – we’re not qualified to do that. We were there as an impartial sounding board, a listening ear. Where we could, we signposted operatives to external sources of help that could be useful.

To ensure we reached those who, for their own reasons, didn’t interact during the Care Call campaign, we published the details of agencies who could assist with the sorts of issues that we were hearing about in the calls, in our December newsletter.

Another key point was the need for sensitivity – we weren’t looking to interrogate anyone, just provide a chance for them to talk about any issues they were finding difficult to deal with. Maybe they hadn’t realised it was ok to talk about these things, and that it could help make dealing with them easier.

What did your operatives talk about?

It’s been really varied, but calls revealed worries about: feeling isolated not being able to control certain situations financial worries about being unable to provide the basics loved ones’ health and wellbeing their child’s education drugs and alcohol domestic violence.

How has the service affected your culture at Vital?

As our experience of the care calls evolved, it made us all rethink how we interact with our colleagues on a dayto-day basis. We want people to understand how much it can mean when you ask someone how they are – not just because it seems the right thing to do, but because you genuinely want to know.

So we’re now encouraging ourselves and others to ASK TWICE when greeting someone. Take the conversation further, maybe by asking how their family’s keeping, or by recalling something to encourage them to engage in conversation, and then when it feels appropriate ask again, ‘So how are things really going?’ By asking twice, we are letting others know that we are not asking for the sake of it, but because we have a genuine interest and will listen to what they have to say.

Is it working?

We’ve had some great feedback which suggests that Vital Care Calls is really helping people: From managers: ‘Just want to say a massive thank you for the work you do identifying operatives who may be suffering due to the times we are in.’

‘The calls are going a long way to getting the guys to understand we are here to help and what they are going through is as important to us as it is to them.’

From the operatives themselves: ‘The work you have done is nothing short of marvellous and we know that you’re only a phone call away if any of us are struggling.’

‘I will call you tomorrow so I can get started and sort some of the issues out. Thanks for helping, hopefully my mum will get back to work soon and that will help massively.’

Vital Projects Rail AEDs According to the British Heart Foundation (BHF), 30,000 out of-hospital cardiac arrests happen each year in the UK and 9 out of 10 are sadly fatal. A cardiac arrest can affect anyone at any time, whether you’re at home, work, or out in public. Investing in a defibrillator (AED) could be a lifesaving decision.

Automated external defibrillators (AEDs) are portable, life-saving devices designed to treat people experiencing sudden cardiac arrest, a medical condition in which the heart stops beating suddenly and unexpectedly.

The combination of CPR and early defibrillation is effective in saving lives when used in the first few minutes following collapse from sudden cardiac arrest.

There are two main types of AEDs: public access and professional use.

Public access AEDs can be found in airports, community centres, schools, government buildings, hospitals, and other public locations. They are intended to be used by laypeople who have received minimal training.

Professional use AEDs are used by first responders, such as emergency medical technicians (EMTs) and paramedics, who receive additional AED training.

Director of Rail Projects, Scott Mayle said “In Vital, our teams are as close as a family. Just as we would seek the best for kin, I sourced two AEDs for our workforce”. He added, “It’s great to see a business install AEDs at depots or offices, however our people are on site so it may sense to have an AED unit where the work is taking place”. Scott said, “we can provide care where our people are”.

Vital Projects and Rail also recently heavily invested in training around 2 dozen First Aiders. Scott explained “We have the tools, (AEDs), and the Operatives now have the appropriate skills to be able to intervene immediately and offer the optimum chance of a good outcome for anyone in our worksites who needs help” Vital Operations Manager for Scotland, Andy Kelly, supported Scott’s comments, adding “We want our Operatives to understand how seriously we take their care and wellbeing. Having such a bit of kit as near to where the work takes place could make all the difference between life or death” Concluding thoughts from Scott were “we will not refuse to assist a casualty if he works for another firm, my team are fully committed to using the training and kit for anyone that has need. Vital’s investment can benefit a wider community of Rail Workers at the point of need.

Safety in the sun Advice for adults and children on sunscreen and sun safety in the UK and abroad.

Sunburn increases your risk of skin cancer. Sunburn does not just happen on holiday. You can burn in the UK, even when it's cloudy.

There's no safe or healthy way to get a tan. A tan does not protect your skin from the sun's harmful effects.

Aim to strike a balance between protecting yourself from the sun and getting enough vitamin D from sunlight.

Sun safety tips Spend time in the shade when the sun is strongest. In the UK, this is between 11am and 3pm from March to October.

Make sure you: spend time in the shade between 11am and 3pm make sure you never burn cover up with suitable clothing and sunglasses take extra care with children use at least factor 30 sunscreen What factor sunscreen (SPF) should I use?

Do not rely on sunscreen alone to protect yourself from the sun. Wear suitable clothing and spend time in the shade when the sun's at its hottest.

When buying sunscreen, the label should have: a sun protection factor (SPF) of at least 30 to protect against UVB at least 4-star UVA protection UVA protection can also be indicated by the letters "UVA" in a circle, which indicates that it meets the EU standard.

Make sure the sunscreen is not past its expiry date.

Most sunscreens have a shelf life of 2 to 3 years.

Do not spend any longer in the sun than you would without sunscreen.

What are the SPF and star rating?

The sun protection factor, or SPF, is a measure of the amount of ultraviolet B radiation (UVB) protection.

SPFs are rated on a scale of 2 to 50+ based on the level of protection they offer, with 50+ offering the strongest form of UVB protection.

The star rating measures the amount of ultraviolet A radiation (UVA) protection. You should see a star rating of up to 5 stars on UK sunscreens. The higher the star rating, the better.

The letters "UVA" inside a circle is a European marking.

This means the UVA protection is at least a third of the SPF value and meets EU recommendations.

Sunscreens that offer both UVA and UVB protection are sometimes called broad spectrum.

How to apply sunscreen Most people do not apply enough sunscreen.

As a guide, adults should aim to apply around: 2 teaspoons of sunscreen if you're just covering your head, arms and neck 2 tablespoons if you're covering your entire body while wearing a swimming costume If sunscreen is applied too thinly, the amount of protection it gives is reduced.

If you're worried you might not be applying enough SPF30, you could use a sunscreen with a higher SPF. If you plan to be out in the sun long enough to risk burning, sunscreen needs to be applied twice: 30 minutes before going out just before going out Sunscreen should be applied to all exposed skin, including the face, neck and ears, and head if you have thinning or no hair, but a wide-brimmed hat is better.

Sunscreen needs to be reapplied liberally and frequently, and according to the manufacturer's instructions.

This includes applying it straight after you have been in water, even if it's "water resistant", and after towel drying, sweating or when it may have rubbed off.

It's also recommended to reapply sunscreen every 2 hours, as the sun can dry it off your skin.

Swimming and sunscreen Water washes sunscreen off, and the cooling effect of the water can make you think you're not getting burned. Water also reflects ultraviolet (UV) rays, increasing your exposure.

Use water-resistant sunscreen if it's likely you'll sweat or have contact with water.

Sunscreen should be reapplied straight after you have been in water, even if it's "water resistant", and after towel drying, sweating or when it may have rubbed off.

Children and sun protection Take extra care to protect babies and children. Their skin is much more sensitive than adult skin, and damage caused by repeated exposure to sunlight could lead to skin cancer developing in later life.

Children aged under 6 months should be kept out of direct strong sunlight.

From March to October in the UK, children should: cover up with suitable clothing spend time in the shade, particularly from 11am to 3pm wear at least SPF30 sunscreen Apply sunscreen to areas not protected by clothing, such as the face, ears, feet and backs of hands.

Safety Award Winners Vital Operatives step up and step in to assist a distressed member of the public There are many unseen and unreported acts of kindness that frequently happen amongst the rail family. We are an industry that prides itself on caring for our colleagues.

As we know so well, the bulk of rail maintenance works must be delivered during the dark hours when most of the population is at slumber.

Occasionally, we have an opportunity to engage with Members of the Public (MoP) and frequently, this can offer challenges none more than a recent incident involving two of our stalwart safety critical colleagues, Dougie Ramsay and Billy McFarlane.

Dougie and Billy noticed a young person wearing inappropriately light clothing in sub zero temperatures approaching the location of active works.

Conditions were so concerning that Vital’s vigilant pair kept an eye on the MoP’s progress and reacted immediately when they realised the person was making for the track.

Although a possession was in place, this was a busy site with Road Rail Vehicle movements other potential hazards that are typical of an active environment.

Dougie approached the MoP, who was standing in the 4-foot, offered assistance and was told by the MoP that the intent was to end their life.

Vital’s Director for Rails Projects, Scott Mayle stated, “I am delighted to present Dougie and Billy with Vital safety awards”, adding “it is attitude and actions such as you both displayed in a high stress, high stakes situation that does a credit to you both as thoroughly decent human beings. I am delighted to have public spirited people such as you both working for Vital.

It would have been all too easy to have called 999 and stood back believing that was enough. Both of you kept cool and calmly defused an extremely delicate situation with admirable professionalism. On behalf of Vital, I offer my sincere gratitude and thanks for your actions”.

Scott concluded by saying that “Vital actively supports Mental Health First Aid and is keen to publicise our support for the Samaritans. Always call 999 in extreme emergencies

Vital Resourcing Manager, Shaun Gallacher commented, “What happened next is truly admirable.

Dougie and Billy had the presence of mind to coordinate actions, Dougie engaging the MoP in conversation, Billy scanned the workplace to ensure the situation was controlled to avoid immediate harm.

Both the operatives showed a calm control of the situation treating the MoP with great respect and dignity.”

Shaun went on to say, “It could be a daunting prospect hearing that someone wants to take such a massive step, however the operatives recognised that this was a serious as it gets and did not flinch from helping the distressed person”.

He added, “The operatives talked the MoP away from track to a place of safety, offering a warming cup of tea and comforting chat” British Transport Police (BTP) were alerted, arriving on the scene very quickly and took over. Later, BTP advised that the person was identified as having vulnerable circumstances and was being appropriately cared for.

The police viewed this as a serious intent, by the MoP, to end life.

RAC: How to get more from your tyres Poorly-maintained tyres could affect your car's efficiency and performance, as well as having serious safety implications too.

With a range of things to consider the RAC have developed this guide of need-to-know tyre maintenance information to ensure you get the best performance and value for money out of your rubber.

It’s impossible to put an exact figure on the shelf life for a tyre. The amount of time it will last depends upon a whole list of factors, chiefly: The quality of the tyre itself The road conditions it's used on How well it’s looked after (both from a maintenance and careful driving perspective) However, there’s a useful rule of thumb to bear in mind. Tyre experts Michelin recommend that, after five years or more on your vehicle tyres should be inspected at least once a year by a professional.

Then, if they’re still on your car ten years after they were manufactured then they should be replaced anyway, as a precaution.

Miles wise, you should be able to get at least 20,000 miles out of your front tyres and double that for those one the back of your vehicle although, again, this depends on the factors above.

It’s worth noting that it is also illegal to be driving with tyres that have a ‘tread’ below the legal limit. The punishment for this is £2,500 per tyre and three penalty points on your driving licence.

The tread of a tyre is the bit of rubber that actually makes contact with the road. The legal minimum depth for this rubber is 1.6mm across the central three-quarters of the tyre and it must meet this measurement all the way around the circumference.

However, it’s worth noting that the performance of the tyre will deteriorate once this gets below 3mm.

Balance You might feel your tyres ‘wobble’ a little once you travel above 40 or 50mph and this – along with uneven wear and tear – can be a sign that your wheels need to be rebalanced. This can be fairly simply fixed fix by a tyre specialist and prevent further deterioration of your tyres.

Driving style When it comes to your vehicle the upkeep is important but so too is the way that you drive.

Avoiding driving too fast or heavy braking and abrupt cornering will be better for your tyres in the long run.

By making sure you are calm when behind the wheel and drive smoothly at all times you could prolong the shelf life of your tyres.

Inflation If your tyres are under-inflated then their ‘rolling resistance’ increases, which means that you need more fuel and energy to push your car along and therefore spend more money on petrol or diesel.

Under-inflated tyres are more likely to blowout, causing you to breakdown, while they can also reduce the performance when braking, cornering or accelerating – especially in wet conditions.

You can find out the pressure that your tyres should be inflated to by looking in your vehicle’s manual or by consulting the sticker placed on most vehicles, usually inside the door.

Tread Your tyres are the only contact between your vehicle and the road surface, so when they wear down you put this at risk.

Network Rail's Life Saving Rules Network Rail developed the Lifesaving Rules after extensive research, which covered the entire industry and focussed on the key areas where people’s lives were most at risk. This helped to identify where the risk of having a life-changing or fatal injury could occur. Over 1,300 people within the Rail Industry helped to write the Rules. Working responsibly Always be sure the required plans and permits are in place before you start a job or go on or near the line

Never undertake any job unless you have been trained and assessed as competent

Always use the equipment that is fit for its intended purpose

Never work or drive while under the influence of drugs or alcohol

Working with electricity Always test before applying earth or straps

Never assume equipment is isolated always test before touch

Driving

Never use a hand-held or hands-free phone or programme any other mobile device while driving

Always obey the speed limit and wear a seat belt

Working at height Always use a safety harness when working at height, unless other protection is in place

VHRL Notices Requirements for signing in on site Effective immediately, all Operatives must be compliant when attempting to sign into every work site.

You must have: Full Orange PPE, including boots, safety glasses, hard hat, and gloves PTS Card/Sentinel Induction card (if required) Without all the above, Site Access Control will refuse entry to site. You will be logged as a no show and no payment will be offered for the shift.
