Design Contest- Clarifications Q1 – DO other key experts besides the Team Leader and the MEP Engineer/s have to be warranted? It is hereby being clarified that the composition of the Team is the prerogative of the bidder. The bidder is to ensure that the expertise and composition of the team will ensure the successful implementation of the project. As explained in the brief, only for those professions where a ‘warrant/license (as applicable) as per current legislation’ to exercise the profession is required need to be presented for the particular key expert/team member. This does not apply for those professions whereby the legal framework of a warrant/license is not in place.

Q2 – Do team members have to have a Masters Degree os is an MQF Level 7 equivalent just as valid? ALL members of the team need to have an MQF Level 7 qualification.

Q3 – Does the 5 years professional experience mean 5 years’ experience after the qualification of a Masters has been awarded? The five years professional experience is calculated from the date of achieving the warrant/license where applicable. Where no warrant/license exists, this applies from the date of achieving the MQF Level 7 qualification.

Q4 – Are the Design Contests Organizers able to provide details of land in Marsaskala that is owned by government of the local council/. If not, would the Contest Organisers indicate who at provide this data? The proposal needs to be within the confines of the site as identified in the brief and included in the provided drawing. As clarified during the meeting, the bidders are not to enter into the merits of ownership at this stage of the process and present designs/ideas within the site delineation as issued with the design contest document. Therefore, this information is not relevant at this stage.

Q5 – Can the Contest Organizer obtain and distribute data regarding traffic flows through the streets within the locality? If not, would the Organizers let us know who may provide the data? We are not aware that such data is readily available. The Design Contest organisers (MTA) are making enquires regarding this information. Should this information be located the design organisers will make this information available on this page.
