Portland Christmas Festival kicked off last weekend with the lifting of the Christmas Tree on Sunday night. With St Josephs and Portland Central School both serenading the audience with Christmas carol it was a wonderful evening for the small town.

in Bridge Street between Tank Street and Mort Street. No interruptions to water supply should be experienced during this time.

During the time while cut ins and mains works are being undertaken traffic control management will be in place to direct traffic and protect workers.

The section of Bridge Street between Mort Street and Railway Parade will be closed during these times on the 4th.

The intersection and roads from the Bridge Street overrail bridge to Union Lane will be shut on the 5th and 9th. All works will have traffic control and detours in place whilst the work is undertaken The water mains renewal project is looking to be completed and finalized prior to Council’s Christmas shutdown.

Council apologises for the ongoing interruption it has caused and would like to thank the community for their patience. Please observe all road rules, obey signage within the area and drive to the conditions.

The Portland Business Association Inc has decorated the main streets and business shopfronts with lights to give night time visitors to the town a festive feeling as they make their way down Wolgan Street.

Santa arrived in a trusty Fire Truck with the local fire brigade just before the winds came up and left everyone in attendance wondering where the summer weather had escaped to.

The festivities continue this weekend with Carols by Candlelight in Saville Park on Saturday evening.

Santa arrived with a lollypop for all the children in attendance, and some big kids as well.

MEN’S BREAKFAST ON AGAIN BEFORE CHRISTMAS

The Portland Men’s Brekky is on again on Saturday 14 December, this time at the Portland Community Centre on Villiers Street.

The breakfast is hosted by a group of Christian men to come together and have chat and some brekky. There is some music, a great blokes breakfast and last month a talk by Andrew Neville from Ant Fitness.

There is a small cost to cover catering expenses, however, it is a great chance for the men to get together outside of a church setting and have a yarn.

BUSINESS COUNCIL OF AUSTRALIA CALLS ON GOVERNMENT TO MAKE THE REGIONS A PRIORITY FOR A STRONGER AUSTRALIA, AND THE CENTRAL WEST TICKS ALL THE BOXES

Over the last two years, Ms Westacott has toured the country with the CEOs and leaders of some of the largest employers in the country, visiting everywhere from Townsville to Geelong, and even stopping close by in Bathurst. “We’ve badged this initiative Strong Australia because we do not believe we can have a strong country, if our regions are not strong,� said Ms Westacott.

This is not news to regional communities, however the tour left the organisation feeling like there are two very different countries when regional communities are compared to their metropolitan cousins. “We must make sure the economic story, the social story and the opportunity story is about all of Australia, not just some parts of it. We must unleash the potential of our people and places across the whole of the country,� said Ms Westacott.

There was a clear lack of direction and spending in the regions when compared with the metropolitan infrastructure boom and regional communities right across the country are left wondering where the next wave of jobs will come from for their children and future generations to be able to live a fulfilled life. “We can build momentum by fine-tuning our economic policy settings to make sure Australia is competitive and open for business. And finally, we can build it by fundamentally rethinking the way we plan and prioritise infrastructure, create jobs and provide services in all the places of Australia.

I have never been more convinced that Australia possess all the essential ingredients to supercharge our economy,� said Ms Westacott in her speech.

It is feasible that Lithgow along with its Central West neighbour Bathurst could tick all the boxes. The region is well located and accessible by train, road and even air to Sydney, has great infrastructure being developed, but there is always more that can be done.

2020 is the start of a new decade and it could well be a golden era for a business boom in the states Central West.

To Do list for a stronger Australia: • Audit the strengths and weaknesses of key regional areas. • Target infrastructure dollars to regional centres with the best potential to grow. • Consider incentives such as fast-tracking planning approvals to encourage businesses to set up shop and invest in regional Australia. • Make sure regional centres are connected to other cities with good transport links for people and freight. • Make sure regional Australia has fast and reliable digital connections, including the National Broadband Network. • Urgently reform the post-secondary education and skills system. • Remove the cultural and funding bias against vocational education and training by moving to a single funding model for both VET and higher education. • Set up a single information platform so students and workers have a one-stop-shop to find out about jobs in demand, potential earnings, what to study, how long it will take and what it will cost. • Give every Australian a Lifelong Skills Account to pay for their training and education needs through their working lives, allowing them to choose where, what and when they study. • Create a national apprenticeship system that encourages employers to take on young workers.

JP HONOURED FOR 50 YEARS OF SERVICE

Bathurst MP Paul Toole has congratulated Portland resident Heather Fitzgerald for 50 years of service to the community as a Justice of the Peace.

“Heather is one of the longest-serving JPs in the state, who has donated countless hours to helping local people,�

Mr Toole said. “Just about everyone needs a JP at some point in their life - such as when they buy a house or access their superannuation – and Heather has always been happy to lend a hand.�

Heather is among more than 250 NSW JPs who are celebrating their Golden Jubilee of service.

Many of the JPs attended a recent ceremony at NSW Parliament where they were presented with a commemorative certificate. “During the 50 years Heather has been witnessing documents and has also witnessed profound social changes and advances in technology,� Mr Toole said. “The way people find a JP is among the many things that has evolved, with people now more likely to search online than rely on word of mouth.�

Mr Toole said the NSW online register of Justices of the Peace has been upgraded to make finding a local JP faster and more convenient than ever. “The revamped system enables JPs to specify the dates and times they are available and what languages they speak,� he said.

JPs act as independent witnesses to documents people need for a variety of purposes. Their main functions are to witness affidavits and statutory declarations, and they may also certify copies of original documents.

JPs provide their services on a voluntary basis.

CEMETERY LAWN SECTIONS

Council would like to remind visitors of the cemeteries to not place any ornaments or flowers on the lawn within the local cemeteries. Glass jars and Solar Lights are not permitted.

It should be noted that any items placed on the lawn will be removed by Council.

EXPRESSIONS OF INTEREST

45 PETRA AVENUE, CLARENCE, BEING LOT 2 IN DEPOSITED PLAN 719201 (the ‘Property’) Council has identified 45 Petra Avenue, Clarence as surplus property and is calling for expressions of interest to gauge the level and nature of interest in the Property.

Following the expression of interest period, Council will determine whether to: - sell the Property; or - offer a long term lease of the Property at a nominal rent for a suitable and viable purpose.

About the property The Property is classified ‘operational’ and is 6,828m2 in size.

While it is zoned R5 Large Lot Residential under Lithgow Local Environmental Plan 2014, the minimum lot size for a dwelling house, dual occupancy or secondary dwelling on land in R5 zone is 2ha. Therefore, the Property does not have a residential dwelling entitlement and its use is limited.

The Property comprises a dilapidated demountable building with a covered veranda and a concrete water tank and septic system. It is not known whether the water tank and septic system are in working order. Also, the land is overgrown with vegetation.

The Property is not presently in a safe and usable condition and would need to be put in a safe and usable condition before it can be utilised.

Due to pressing priorities and budget limitations, Council is not in a position to expend funds (or resources) on the Property. Therefore, expressions of interest must be made on the basis that the interested party will bear the responsibility of doing all things necessary, at its cost, to put the Property in a safe and usable condition.

Lithgow City Council wishes to advise the temporary closure of Wallerawang Landfill on Tuesday 10th December 2019 to allow waste compaction operations to take place safely.

The temporary closure is necessary to allow the safe use of large machinery to place, compact and cover the waste.

Residents affected may use the Portland landfill on the day of the scheduled closure or the Lithgow solid waste facility to ensure there is minimal inconvenience.

AUSTRALIAN LOCAL GOVERNMENT WOMEN’S ASSOCIATION NSW Australian Local Government Women’s Association NSW received a warm welcome in the Hawkesbury over the weekend.

The Hawkesbury region is a hidden gem at Sydney’s doorstep and the town of Windsor is only 89Km from Lithgow.

Lithgow City Councillor Cassandra Coleman, NSW State President of the Australian Local Government Women’s Association (ALGWA NSW) and the executive were hosted by the Council for their final meeting of the year. “ALGWA NSW protects the interests and rights of

women in Local Government, we encourage participation by women as a career option or as an elected representative� said Cr Cass Coleman.

The Hawkesbury City Council Mayor, Cr Barry Calvert warmly welcome the executive and revealed that the Council has currently 12 Councillors and is of equal representation.

LITHGOW ROADS RECEIVE MORE FEDERAL FUNDING Local road maintenance in the Lithgow City Council area will receive a $569,800 boost thanks to funding under the Australian Government’s Roads to Recovery Program.

The funding was part of the latest round announced last week, which will deliver over $139.6 million to 310 local government

authorities nationwide for safer and better-maintained roads.

The Roads to Recovery funding in Lithgow will allow councils across the area to progress a number of high-priority projects, using local knowledge to deliver the best local roads.

Roads to Recovery projects which have been identified under the latest round of funding include the following:

✓ $1.5 million towards Stage 1 of the Oberon Tarana Heritage Railway project

•Widening of Sunray Ave Little Hartley to seven metres •Resealing Hampton Road Rydal

✓ $1.135 million for Lithgow Blast Furnace

•Replace kerb and gutter in Tobruk Street Lithgow

✓ $1.24 million for the extension of Three Tree Lodge

•Resealing Pine Grove Ave Wallerawang

✓ $1.06 million for headspace services in Lithgow

NSW FLAG FLYING PROUDLY AT WALLERAWANG A new NSW flag is set to be flying proudly at the Wallerawang War Memorial.

Bathurst MP Paul Toole presented the flag from the NSW Government to local War Memorial committee member Danny Whitty OAM last week. “The old flag had lasted two and a half years after we received it from Mr Toole in May 2017,� Mr Whitt said. “However, it had become tattered and torn due to the harsh local climatic conditions and the fact that it flies 24/7.�

Mr Toole said the NSW flag flies on the second flagpole

installed by Lithgow City Council, allowing both the State and Australian flags to be on show. “It’s great to see such pride across the Electorate in the enhancement and maintenance of these special sites,� he said. “I congratulate the Wallerawang War Memorial committee on their efforts to bring this special place of significance and remembrance to where it is today.�

The Wallerawang War Memorial was originally erected in memory of those from the district who served in World War I. Two flanking sandstone walls were added to the memorial in 2011 to commemorate those who served in World War Two and later conflicts.

Thousands of NSW small businesses and households will face gas shortages or significant cost increases if action is not taken on gas supplies, according to a new report by the state’s peak business organisation, the NSW Business Chamber.

The Report, Running on Empty, prepared by EnergyQuest, further explores AEMO’s latest forecast that NSW will face serious gas supply shortfalls by 2025. “NSW gas users have already seen prices triple over recent years. Poor planning and a lack of action to develop significant gas resources in this state have resulted in NSW suffering the most expensive gas in mainland Australia and the least certainty with respect to gas supply security,� said Western NSW Business Chamber Regional Manager Vicki Seccombe. “This report provides sobering reading and urgent action must be taken to protect NSW businesses, otherwise businesses will be forced to move closer to where the gas is,� Ms Seccombe said. “As an example, the report identifies cost increases of $26,400 per year for a typical commercial bakery, $66,000 per year for a galvanising plant or $369,600 per year for a tomato processor based in NSW, compared with an equivalent business located in Queensland. “At least 300,000 jobs in NSW, including up to 250,000 in manufacturing industries, depend on adequate and affordable gas supply. Proven reserves currently available in NSW would meet demand for just 35 days, yet gas resources known to be in the ground across the state could supply the same level of demand for 174 years. “The report calls on the NSW Government to: (1) rapidly approve the Narrabri Gas Project, subject to Planning Commission endorsement; (2) support the proposed LNG import terminals at Newcastle and Port Kembla; and (3) begin a program of upgrades to ageing gas pipeline infrastructure across the state. “These initiatives are urgent as it will take around four years to get production to levels required to meet demand. “In less than six years, NSW is projected to face serious gas shortages. If additional gas supply is not sourced, NSW will face crippling price rises, forced business closures and job losses right across the state. As a minimum, costs that gas-using businesses incur from gas price rises will be passed on to their customers or will erode their profitability. “Inaction on gas and energy security is now holding the future of businesses in NSW to ransom, threatening employment losses and reduced investment. Now is not the time for further reviews but a time for action to ensure NSW has energy security to power our homes, our businesses and our future,� Ms Seccombe said.

This delightfully offbeat British movie starring Bill Nighy and Sam Riley and directed by Carl Hunter has asurprisingly light touch and manages to be emotionally moving without being overwrought.

Sometimes Always Never is eccentric and stylised enough that it’s unlikely to appeal to a broad audience, but those who do seek it out will be rewarded. Alan [Nighy] has been searching for his son Michael for some time. Years earlier Michael walked out of the family home after an argument over a game of Scrabble. FROM KMART CLIPPERS TO A BUSTLING BARBER SHOP TAFE NSW alumnus, Timothy Miller was working as a structural draftsman at an engineering firm in Sydney, when he realised his heart wasn’t in the job. He had been cutting hair on the side and decided it was time to turn his passion into a career by studying barbering at TAFE NSW Granville.

Now, he is the proud manager of the bustling Lithgow barber shop and cafĂŠ, Tough Grind Barbers which employs six barbers, five baristas and has clients booking their appointments six weeks in advance.

TAFE NSW alumnus, Timothy Miller’s love for barbering started with him experimenting on friends and family using a pair of Kmart clippers. Now, he is the proud manager of the bustling Lithgow barber shop and cafÊ, Tough Grind Barbers.

Mr Miller was working as a structural draftsman at an engineering firm in Sydney, when he realised his heart wasn’t in the job. on friends and then paying customers. I realised then that I had found my passion and needed to turn it into a career, which saw me enrol in the Statement of Attainment in Barbering to upskill. “The hands-on skills I learnt at TAFE NSW provided me with an incredible foundation in my barbering skills that I use everyday. I remember showing off my self-taught skills at TAFE NSW, only to learn that I was holding the clippers incorrectly.� “I committed to one day a week away from my job to complete the course, and as I continued my nine to five job as a structural draftsman, my passion for barbering grew, making my current work become less and less fulfilling.� said Mr Miller.

After a weekend away in the Blue Mountains, Mr Miller jumped online to find a job in the area. Almost immediately a job popped up looking for a barber and shop manager to start up a premium barbershop in Lithgow. “I pulled together my CV, cover letter and some of my barbering work, and after two months of planning I handed in my resignation and moved to Lithgow. “Before I knew it I was on the shop floor cutting hair from 8.00 am to 7.00 pm with my wife, Sarah, serving coffee and

managing the administration for the business.� said Mr Miller.

In 2018 Mr Miller went back to TAFE NSW Granville further develop his skills by completing the Certificate III in Barbering. “I was able to complete the course within three to four months, as I gained credit for subjects that I had completed in my previous TAFE NSW course, and recognition for the skills I was able to demonstrate through my management position at the barber shop.�

Three years on Tough Grind Barbers employs six barbers, three who are completing their training through TAFE NSW Granville, five baristas, and has a large clientele booking their appointments six weeks in advance. “Our barbershop is a warm, friendly and inclusive environment, where people come not just for a haircut and a coffee but for a friendly conversation. “We take our trade very seriously and, thanks to the experience we’ve received from TAFE NSW, have high standards for our work at all times.� said Mr Miller.

PORTLAND CENTRAL SCHOOLS VISITS TABULAM Portland Central School shared kindness with Tabulam Cottage residents this week during a Christmas visit.

Each resident was given a card and a small bag of chocolates from the Year 6 and 7 students who also took the time to chat with them.

Pictured are students Ashley Pattison, Shannon Stewart, Penny Cavill-Low, Danielle Reid and Harley Tonkin with Tabulams oldest resident, 100 year old Ethel Wright.

HAVE YOUR SAY - DROUGHT COMMUNITIES GRANT FUNDING PROJECTS Lithgow City Council has been advised that it is eligible for a further $1million under the Drought Communities Program and is seeking community input into suitable projects to be undertaken during 2020.

According to Senator the Hon Bridget Mckenzie, Minister for Regional Services, Sport, Local Government and Decentralisation the projects to be undertaken should “provide immediate short-term support to communities facing hardship arising from drought. It will fund projects that provide local employment, keep money flowing through local shops and suppliers and support drought-relief�.

In accordance with the guidelines, Council is seeking input from the community to identify projects that: - provide work for people whose employment has been impacted by drought - stimulate local community spending - use local resources, businesses and suppliers - provide a long-lasting benefit to communities and the agricultural industries they depend on.

Eligible activities must directly relate to the project and can include: - repairs, maintenance, upgrading or building new community facilities - repairs, maintenance, upgrades, construction and fitout of community spaces - employing local contractors to undertake repairs and maintenance - holding events and - undertaking other drought relief activities (including water carting for human consumption).

Council has worked closely with community groups and organisations across the LGA to implement the 2019 round of the Drought Communities Program.

We are pleased to note that despite the short time-frame to complete, we have achieved a great deal and are on track to having completed the program by 20 December.

GLEN MUSEUM THANKS ITS VOLUNTEERS The Glen Museum held a Xmas lunch at the Coronation Hotel in Portland to recognise its first year in operation with the invaluable help of some 20 plus volunteers.

The Glen Museum has some unique items in its collection that need care in handling, tagging and setting up in a specialised database.

Fortunately, the Glen museum was successful in obtaining a grant from the Museums and Galleries NSW for the vital training its staff in the management of a collection. This marks the start of putting the Glen Museum on a professional footing.

Again, the Glen Museum was fortunate to obtain a Stronger Communities grant which will enable wheelchair access around the present museum and to the proposed new exhibition area and warehouse at the rear of the museum.

In 2020 the big task will commence of moving the Charlie Pinch Collection to the Glen Museum. The staff are now trained and the warehouse is ready.

Story Submitted by John Fitzgerald The Portland-based business, under ownership of Annika Kowalski, has been the sponsor of the Midwest Rugby League competition for the last six years, and the new owner is keen for this sponsorship to continue and is pleased his company is still to be associated with local sport.

There was a buoyant mood among the large contingent of club representatives at the recent Midwest Rugby League annual general meeting with the possible inclusion of more teams for the 2020 season.

Next season is already looking stronger with the proposed return of the Kandos and Blackheath teams and interest from another two new clubs which would boost numbers to an eight-team competition again.

If all clubs are accepted into the Midwest fold it will be the strongest the competition has been for a number of years, with only four clubs competing last season.

The results of voting resulted in Dallas Booth retaining the presidency, Wayne Morgan gaining the position of vice-president, Lauren Stevens as secretary, and Craig Parsons treasurer. Evan Jones from NSWRL was in attendance, and the referees’ representative was Terry Sarhyoun. Clubs represented were Kandos, Lithgow Bears, Blackheath, Orange Barbarians and CSU, with attendance also from two clubs whose inclusion in the Midwest group is pending.
