Lithgow’s Halloween has gone off without a hitch once again and made National Media with major metro newspapers and television coverage of the event.

NEWS FROM THE EDITOR A big thank you from me this week to all that came out for my opening last Friday night.

My Fallen Idols show is this year dealing with my music idols the have been lost to suicide, and as a creative work, it was difficult to execute because of the close to home nature of the subject manner.

We are raising funds for the Resilience 2018 festival through profits from the show and I invite all to visit A Reader’s Heaven over the next week to view the works, and if anything takes your fancy make a purchase that will assist a great local initiative.

Lithgow Council’s General Manager took steps today to correct misinformation published on the Lithgow Mercury’s website concerning allegations that Council’s Administration refused a request by Clr Ray Thompson for information concerning monthly reports to the Office of Local Government at the last meeting of Council.

“Both myself and the General Manager confirm that the request was not refused and an offer to provide the voluminous reports was made to all Councilors but not taken up” said Clr Thompson.

“The Council transcript of the discussion supports this and is reproduced below and confirms there was no such refusal as alleged.” said Clr Thompson.

“These monthly reports are operational reports focused on the progress of strategies agreed with the OLG to assist Council become fit for the future…they are not monthly financial reports as has been reported. Council continues to work closely with the Office of Local Government and is anticipating at this time a material improvement in its position in the short term” said Mr Faulkner.

Signs of Yesteryear in Portland Portland’s Wallnuts Weekend has been a great success for another year.

32 traditional sign writers from all over Australia visited the town to continue adding to the impressive collection Signs of Yesteryear on the walls of building throughout the town.

There was a lot of work to be done over the weekend with all participants working into the early hours of the morning over the 4 days creating the unique artworks.

Traditional sign writing is becoming a rare art form in this modern age, but these enthusiasts keep the art alive and well in the small town.

This event on the last weekend in October could not be done without the generous donations of local businesses including The Coronation Hotel and their awesome staff, The Country Women's Association Portland, The Portland RSL, Foodworks Portland, Portland Real Estate, Portland Post Office, Portland Community Group, plus many more.

Cr John Medcalf, Chair of Centroc is horrified at the implications of the recently announced NSW Government Future Transport 2056 Regional Services and Infrastructure Plan seeking comment from communities across regional NSW.

“We live in the forgotten country and it’s up to all of us to shout out loud and clear that this draft plan is not acceptable,” said Cr John Medcalf, Chair of Centroc and Mayor of Lachlan Shire Council “Infrastructure Australia recognise this region as being the 7th largest for Gross Regional Product in 2033 in the nation and yet we still can’t get a solution from the State for efficient freight to port. Transport links, particularly freight into Sydney from our region are our biggest constraint. So much for a decade of decentralisation,” said Cr Medcalf.

“Ironically the plan touts that it is adopting a new approach of connecting NSW east to west. Bad luck if we live in Central NSW and want to connect to Sydney – this is not the plan for us. What we want is the REAL WestConnex – connecting greater Sydney especially the rapidly growing western Sydney region – to Central NSW,” said Said Cr Medcalf “The current draft plan says The Blue Mountains will continue to challenge transport access to Greater Sydney from our region. This is after the millions of dollars of expenditure to secure a corridor for a future upgrade of the Bells Line,” said Cr Medcalf “The plan also aims for safer roads. This region worked on good faith with the people of western Sydney and over the mountains and identified safety as our biggest issue.

That led to big safety upgrades on the Bells Line. This has also been dumped,” said Cr Medcalf “With all the technology being touted in this plan you would think that in this day and age getting freight from Central NSW to Port of Botany by either road or rail would be achievable,” said Cr Medcalf “Unfortunately Central NSW has gone 20 years backwards in this plan. There is no mention of securing the corridor for a future upgrade of the Bells Line. There is no recognition of our pattern of settlement. There is no recognition of the growing need for a link between our communities and western Sydney or into other ports or Canberra.

Its not just about links to international ports though, whether you are delivering food to Sydney, or visting our beautiful region, there is no solution offered in this draft plan,” said Cr Medcalf “It is a great pity that our powerhouse growth, vision and liveability are not recognised in this plan. At this rate we will just plan for being the 7th largest contributor to the nation’s GRP by skipping Sydney,” said Cr Medcalf “I encourage every business and family in Central NSW to respond. ‘’ said Cr Medcalf.

FUNDING BOOST FOR WALLERAWANG AND OBERON MEN’S SHEDS

This week I was delighted to announce two grants for the Wallerawang and Oberon Men’s Sheds.

The Wallerawang Men’s Shed has only been operating for less than three months but is already making a big difference in the community and has more than 20 members.

I presented a $4,963 cheque to President Des Francis and the other members, and the funding will go towards new tools and equipment.

The Oberon Men’s Shed were also successful under the Federal Government’s National Shed Andrew and members of the Oberon Men’s Shed.

Development Program and received $3,172 which will go towards specialised woodwork tools and equipment.

Congratulations to President David McMurray and the team!

Lithgow and its surrounding districts are certainly on a roll with the hugely successful Back to Hartley drawing bumper crowds on Sunday. Thank you to Cr Steve Ring, NSW National Parks and Wildlife Service and all the volunteers on a job well done.

Last weekend I attended the official launch of FootGolf at the Lithgow Golf Club.

It's basically golf with soccer balls (without the clubs) and anyone can play.

It was my first time trying this new game, and I can report it was a lot of fun!

POSTAL SURVEY UPDATE The Australian Government’s same sex marriage survey closes at 6pm on Tuesday, November 7th.

How people vote is a personal choice and there is a variety of opinion out there. The most important thing is that this debate remains respectful. For the most part, I think it has been in our part of the world. Like many, our family has discussed the issue around the kitchen table.

My wife Tina voted yes and I voted no.

If the no vote succeeds, the matter won’t be considered in this Parliament. End of story.

If the yes vote succeeds nationally all Coalition MPs will get a conscience vote in Parliament (Labor MPs will vote how they’re told).

A number of the highest profile no campaigners have indicated that they will respect a national yes result by facilitating the passing of the legislation.

This means that they are planning to abstain (not vote) on the floor of the Parliament.

That’s fair enough but for me not voting doesn’t sit well.

I’ve followed the debate closely and consulted widely with our communities. There are issues of freedom of speech, religion and choice that folks are legitimately concerned about and which would have to be addressed and sorted. I would want to have a say in that debate.

However, my conscience is telling me that, if the country votes yes, there will be a need for the nation and all Australians to come together and unify and that I should vote in Parliament accordingly.

LITHGOW LGA BUSINESS SURVEY Department of Premier and Cabinet and Lithgow City Council Joint Initiative.

Lithgow City Council and NSW Department of Premier and Cabinet (DPC) are conducting a survey of Lithgow Businesses as part of the development of the Lithgow Regional Economic Development Strategy. The survey follows recent discussions between DPC and Lithgow Council resulting in Lithgow being approved as a standalone “Functional Economic Region” (FER) when such regions are normally an amalgamation of neighbouring Local Government areas. Lithgow now has unique funding potential for its regional economic strategy because it is now stand alone, and Council is asking all businesses and any other interested parties in the Lithgow LGA to participate in the survey via the link https://www.surveymonkey.com/r/LithgowCityCouncilSurvey.

READING YOUR METER Lithgow City Council water meters are read on a quarterly basis, this information is then used to calculate usage charges for your water account.

You may like to read your own meter to see how much water you use, or to confirm that the meter reading on your water account is accurate. You can also read your water meter if you suspect your property has a water leak.

The dial on the most common type of meter is divided into two parts – kilolitres and litres. There is a row of up to eight figures on a white background. Some numbers are black, while others are red.

The black numbers register kilolitres of water and the red numbers show litres.

The reading on this meter is 1234 kilolitres and 567.8 litres, 1234.5678 kilolitres.

Council only charges for Kilolitres used.

Water Pricing Structure Residential customers will be charged a quarterly tariffed consumption rate. Youth Scholarship Program - Supporting Youth Education and Aspiration Young people in Lithgow can now apply for a $500 scholarship to help them with the cost of further study.

The Youth Scholarship Program, established by Lithgow Youth Council and funded by Centennial Coal, is now open to all local students aged between 16-25 years who are attending Tafe or university in Lithgow, Bathurst or the Blue Mountains.

The scholarship offers $500 to young people experiencing financial hardship who wish to undertake further study.

“The scholarship aims to support local students enrolled at Tafe or university with the cost of fees, internet connection, books or other course related materials,” said Lithgow Mayor, Cr Lesslie.

“I congratulate Youth Council for developing this

program and hope it will lend a helping hand to young people while they study. I would also like to thank Centennial Coal for getting behind this much needed program,” concluded Cr Lesslie.

Scholarship applications will be open year round and awarded on a case by case basis. The program is flexible and allows students to apply at any time and on more than one occasion.

The missing piece of the recycling puzzle Get the whole story this National Recycling Week As Australia’s population and waste levels continue to rise, recycling matters now more than ever.

This year Planet Ark’s National Recycling Week (13 – 19 November) highlights why recycling is only part of the battle. To help win the War on Waste consumers and businesses need to properly close the recycling loop by purchasing products that contain recycled content.

In the 20 years to 2015, Australia’s population increased by 28% and waste levels grew by 170%. The good news is that recycling is growing at an even faster rate than waste.

What happens to those materials once they have been recycled and how everyone plays a part in the process is a key focus of this year’s National Recycling Week campaign.

Currently the Australian manufacturing economy is predominantly linear, which can be summarised as ‘take, make, use and dispose’. This is not sustainable. A circular economy on the other hand, replaces ‘dispose’ with ‘recycle, reuse and repurpose’ and keeps important materials from being wasted in landfill.

“Since the introduction of kerbside recycling in the 80s and 90s Australians have really embraced recycling. But to truly close the recycling loop, and keep valuable resources like plastic, metal and paper in circulation and out of landfills, we need to buy back the products that have been made from our recycling,” says Ryan Collins, Planet Ark’s Recycling Programs Manager.

New research from Planet Ark’s new guide What Goes Around: Why Buying Recycled Matters shows 88% of Australians already purchase products that contain recycled materials, and 70% said they would be more likely to purchase products and / or packaging if they contained recycled materials. Most Australians also have high awareness of some products that can be made with recycled materials including office paper (83%), toilet tissue (75%) and paper towels (78%).

However, the new research also shows there is less awareness about other products that can be made using recycled materials, such as road surfaces, printer cartridges, paving and carpet underlay.

“We’re actually surrounded by products made from our recycling, and people may be surprised by some of the recycled products out there, like wallets and purses made from tyre inner tubes; surfboard fins made from ocean plastic; eye glasses made from milk bottle lids; fencing made from printer cartridges; as well as shampoo bottles and shopping bags made from recycled PET plastic and even pet litter made from recycled paper. Also, inspiring discoveries from research and development projects are finding more and more ways to utilise waste, so the list of products made from recycled materials will continue to grow,” Collins says.

Some of those innovations include using the unique qualities of problem waste, like tyres, to create synthetic hockey or soccer pitches, or even green steel, which reduces electricity consumption and delivers productivity improvements. Other inspiring stories include research into new uses for glass, which can be used in road bases and construction.

“When consumers and businesses purchase products that are made from recycled materials, they create a

demand for recycling, which supports Australian industry, allows new recycled manufacturing opportunities to flourish and creates jobs. As well as being good for the environment, the financial benefits of this closed loop cycle are significant. It’s estimated that by 2025 the circular economy in Australia could be worth $26 billion,” Collins says.

High consumer support for products that contain recycled content will grow that market and strengthen the circular economy in Australia. To make it easier for consumers and businesses to buy recycled, Planet Ark has created a handy online directory to raise awareness that these products are available and plentiful.

This year Planet Ark is also launching a new annual event. Buy It Back Day (Sat 18 Nov) encourages the community to celebrate National Recycling Week through mindful purchasing by buying something secondhand or buying a product made from recycled materials.

Shoppers are invited to share their purchase on social media with a photo and hashtags #BuyItBack and #NationalRecyclingWeek.

Schools can take the Naturale Schools Recycle Right Challenge with free, fun and interactive teaching resources. A school from each state and territory will win a Replas outdoor seat made from recycled soft plastics worth $439, with three runners-up receiving an eWood Garden Bed as part of the schools competition.

From 30 October everyone can test their waste knowledge with the online Recycle Right Quiz. All participants go into the draw to win one of ten Plastic Free Starter Kits worth $84 donated by Biome, which includes a glass KeepCup, a five pack of Onya bags, a stainless steel straw, plus more.

PCS at Portland Spring Fair Spring is here and minds are blooming at Portland Central.

This was the theme of the eye-catching float students from Portland Central walked behind as part of the Portland Spring Fair Street Parade last Saturday.

It was a great opportunity to share the wonderful innovative and creative opportunities students are exposed to at the school.

Staff also held a stall with face painting and scrumptious bacon and egg rolls keeping the energy levels up for the large crowd.

It was a beautiful sunny day with many families enjoying the rides, market stalls and cars on display. Due the kind donations from the following businesses Williams and Son’s Butchery, Sunnyridge Meats, Prime Meats, Sunshine Bakery, Woolworths Lithgow and Coles Lithgow, the school raised an amazing $1300.

This was an amazing effort and we would like to extend an enormous thank you to these businesses for making it all possible. The money raised will go towards our Community Garden and playground beautification.

Mindfulness Course for Women

Lithgow Information and Neighbourhood Centre and Blue Mountains Women’s Health and Resource Centre are getting together to offer a highly popular five week course in Mindfulness for women who are caring for children.

The course will give participants the opportunity to learn and practice a range of gentle techniques for introducing and developing a greater awareness and attention to the present moment. No prior experience is needed.

Mindfulness is has benefits which include mental health improvement, particularly for those who experience anxiety and depression, and can assist improve alertness, focus, energy levels, manage and reduce stress, and reduce emotional reactivity and tiredness.

The course will be facilitated by Kim Scanlon and Erica Want at Lithgow Information and Neighbourhood Centre, for 5 Friday mornings from 10th November and finishing 15th December.

$100,000 NSW GOVERNMENT FUNDING INJECTION FOR CEMENTA FESTIVAL Arts and culture in the Mid-Western region will receive a $100,000 boost thanks to funding from the NSW Government’s Arts and Cultural Development Program.

Member for Bathurst Paul Toole said he was thrilled to deliver news of the funding to support the wonderful work that Cementa Inc. deliver, with the Mid Western Region fast becoming a hub of artistic and cultural talent.

“This funding will support the Cementa Festival in Kandos and assist in delivering a program of residencies, workshops, internships, forums and special projects throughout 2018.

“I am proud that within a regional area both artistic and theatrical pursuits are supported and fostered, and look forward to seeing what is delivered again next year,” Mr Toole said.

This funding is a key commitment under the government’s new Create in NSW 10-year policy framework to extend the reputation of NSW as the leading state for arts and culture, while supporting job creation and the visitor economy.

The NSW Government is committed to providing people with access to a diverse range of arts and cultural experiences, no matter where they live.

Movember at Lithgow Library Lithgow Library will be holding a “Boy’s Day In” event in November in conjunction with the Movember Foundation to raise much needed funds to help inform and educate men about their physical, emotional and mental health.

Movember brings the community together each year in a fun event. This year we have a volunteer losing his facial hair and, well-known head of the Lithgow Living History group Ian Rufus, is volunteering as a living example of men’s grooming as demonstrated by Tim from Tough Grind, Lithgow’s only barbershop cafe. There will also be a speaker on men’s health and well-being.

COMMUNITY Nominations Now Open for the NSW Local Citizenship Awards Council is calling for nominations for the NSW Local Citizenship Awards which recognise the achievements and contribution of local people to the Lithgow community, with awardees to be announced at the Australia Day Ceremony on 26 January 2018.

“The Citizenship Awards are an important opportunity to recognise the contribution and achievements of individuals and organisations within our community,” said Lithgow City Council Mayor Stephen Lesslie. “I encourage everyone to nominate a colleague, friend, community leader or organisation.”

The NSW Local Citizenship Award categories are: • Volunteer of the Year Award (Young Citizen and Open Citizen) • Achievement Award (Young Citizen and Open Citizen) • Service to the Community – Organisation Award • Recognition of Outstanding Event Award The Volunteer of the Year Award is for people who have given their time freely to help the community within the Lithgow LGA. The Achievement Award is for those who have excelled in their chosen field which may include academia, business, the arts and sciences or community service.

The Young Citizen Category of the Volunteer and Achievement Awards is for people between the ages of 16 and 26 while the Open Category is for all ages over 16 years.

The Service to the Community – Organisation Award is for organisations which aim to enrich the lives of the people in the Lithgow area. This organisation does not have to be a volunteer organisation.

The Recognition of Outstanding Event Award will be given in recognition of the many events in Lithgow that are making such a difference to our town. Once nominations have been received, the public will be asked to vote on their favourite event with the results to be revealed on Australia Day 2018.

Nominations will close on Monday 27 November.

Voting for the People’s Choice Event of the Year will open on Friday 12 January 2018 and close on Friday 19 January 2018. Winners of all awards will be announced Friday 26 January 2018 at the Australia Day Ceremony.

Lithgow Celebrates Grandparents Day Outstanding Effort for the Operation Christmas Child Appeal

Lithgow City Council hosted a special story-time session at the Library on 1 November 2017 to give thanks to grandparents and older people for their commitment and contribution to the local community.

“Grandparents Day is the perfect time to recognise and celebrate the vital role grandparents and older people play in improving local life,” said Lithgow City Council Mayor, Councillor Stephen Lesslie.

“Grandparents are some of the most selfless members of our community, and it is important for everyone to acknowledge them for all they do and continue to do.”

To celebrate Grandparents Day, Lithgow City Council held a special story-time session at the Library with grandparents and their grandchildren on 1 November 2017. Grandparents were invited to sit in the reader’s chair and read a story to all the grandchildren in the audience.

The story-time session was followed by an arts and crafts activity in which the grandchildren made a key holder for their grandparents. A scrumptious morning tea was also served to guests and the atmosphere was buzzing with energy and fun.

“On behalf of Lithgow City Council I would like to wish all the grandparents out there a very happy Grandparents Day - you deserve a day off from all the wonderful ways you love and support your families and community,” concluded the Mayor.

The last OCC Packing Day for 2017 was held recently. A band of hard working enthusiastic volunteers managed to bring our final number of boxes for our district to 909, an all-time record! Well done!

These shoe boxes will be sent to children who live in our near Pacific and South East Asian neighbourhood.

What a wonderful opportunity to share God’s love unconditionally, regardless of colour or creed. The first of many containers, including some of our boxes, have already been sent to Madagascar and Cambodia from the Kings Park Warehouse.

Again, members of the Lithgow Men’s Shed contributed generously to this charitable cause, making a large assortment of brightly painted, hand crafted, wooden toys for placement in boys’ boxes together with something from each of 6 categories… clothing, school, hygiene, a soft toy to love, to play with and a special something. It seems boy’s boxes are harder to fill than girls so we are especially grateful for their efforts.

We pay a special tribute to a keen packer, Terry Cartwright, who passed away recently, leaving many sewn library and marble bags in readiness for next year, a wonderful achievement in her last days.

As our final pick up for Lithgow and surrounds, happens on 29th November, boxes and financial contributions ($10 per box is needed to get the shoebox packed with love to needy children) can still be dropped off at the Professionals in Main Street.

Fairways Restaurant in Portland

Saying thank you to Grandparents

The Fairways Restaurant Portland Golf Club is coming up to 6 months since its re-opening and they will be busy with a number of special events and fun activities leading up to Christmas.

They are also gaining a reputation for delicious quality food made from seasonal produce from local suppliers.

Making their own sauces, gravies and desserts, their weekly specials are becoming popular, featuring a dish around seasonal meat and vegetables from local farm producers and suppliers, and they also get high praise for their freshly battered fish & chips in the English tradition. The Restaurant have even started making their own icecream ready for the hot summer months, which was tested on the Portland Film Society at their last community screening at The Crystal Theatre on the 21st October, to much delight. The Classic French Vanilla and the French Chocolate Silk icecreams proved the most popular made from ingredients supplied by The Little Big Dairy Company in Dubbo, which has some of the richest cream available from free-range grass fed cows.

The Fairways Restaurant also had a stall at the Spring Fair to promote awareness of the Restaurant with flyers, cards and cd's along with a selection of delicious healthy sandwiches including Vegan, Vegetarian and Gluten Free. They donated a three course meal for 2 as part of The Spring Fair prizes, and as a further donation from the Restaurant, they helped feed the Wallnuts on Sunday at the Crystal Theatre.

Throughout December leading up to Christmas the Portland Golf Club and The Fairways Restaurant will be hosting night golf every Friday evening as a fun family activity using glowing golf balls and serving free healthy and delicious snacks for all children who come to play.

The Portland Golf Club itself is also very busy with memorial golf days and competitions nearly every weekend - one of their biggest annual events is The Portland Open being played on Sat 2nd and Sun 3rd December, and well worth coming along to even as a spectator where you

NSW Grandparents Day celebrates the role grandparents and older people play in our society – both the things they have done, and the things they keep doing. It's a day to spend time with older loved ones and connect across the generations.

Ice creams decorated by the students were enjoyed along with lots of fun activities recognising the special values grandparents have and celebrated the wonderful moments shared together.

Students sang two themed songs to the large audience and shared their thoughts and memories of their grandparents during an assembly.

Portland Central would like to both acknowledge the important role grandparents and older people play in the lives of all their students and thank you for joining their celebrations.
