PORTLAND FAMILY FUN DAY The sun was shining and the community came out to enjoy the Portland Family Fun Day last Wednesday.

Hosted by LithgowCares, the day gave a range of service providers in the Lithgow District the opportunity to connect with the community and explain more about their services, whilst also offering hours of fun and entertainment for kids of all ages.

There was a free BBQ by the Lithgow Lions, a chance for children to see a fire truck up close and games and activities to entertain the large crowd.

As far as school holiday activities go, it was a great free day for the local community in Portland to enjoy.

Letters to the Editor In reply to Clrs Thompson and McAndrew In Village Voice 27/9/2019. I don’t speak for Clr Stephen Lesslie – he can speak for himself.

Clrs Thompson and McAndrew say that it’s easy for myself and “those not affected by transition” and climate change to talk. Well, I’d have to echo Greta Thunberg and say to Clrs Thompson and McAndrew, “How dare you?”

Everyone on this planet is affected by these two issues.

One of them – transition to a clean economy – is the solution to the other – climate change – which affects us all in the most fundamental way. I, like Clrs Thompson and MacAndrew, have an emotional investment in the future – children and grandchildren. I am affected, to the core of my being, by my concern for their futures.

To assert that coalmining communities like ours are going to “pay the heaviest price” in relation to climate change is quite offensive. Communities, even nations, are already paying a very heavy price. The peoples of the Pacific Islands which are under dire threat from rising sea levels don’t currently have jobs that pay well. They can’t plan for the future. They feel that they have no future. I think that they may just be worse off than our miners. The people of Bangladesh would probably rightly feel that they are currently paying a heavier price than the Lithgow community.

Our community has been warned for many years that the need to transition was on the cards. How have Clrs Thompson and McAndrew approached this problem? By denying it. By telling the coal miners and power workers that their jobs are secure for a long way into the future.

Maybe that’s okay for ordinary citizens or union officials, but it’s not good enough for the Councillors who need to plan for Lithgow’s future.

They say that they are “strong advocates for jobs in our area not related to mining and power generation.” We are yet to see any firm evidence of that as they both voted simply to ”note” the Destination Pagoda proposal. They showed no interest in its potential for jobs and tourist dollars. Maybe their view was clouded by their obsession with coal and power generation.

I say again that Clrs Thompson and McAndrew, and the majority of Lithgow’s Councillors, need to seriously come to terms with transition and climate change. The community that they represent will not thank them for ignoring the most urgent issue of our time.

As a Lithgow resident and rate payer i would like to respond to the letter printed in the Village Voice on 27/9 by Mayor Thompson and his former deputy Wayne McAndrew.

Firstly i would like to asked both of you why you are so hostile to the term and process of transition , as the points raised in previous letters by Stephen Leslie and Susan Gregory are valid concerns for many in the community.Where do you see Lithgow in 2043 when Mt Piper shuts down.This is when children at our schools now will be entering the workforce or will that be no longer your concern.

Your letter mentions the the unemployment rate and transition outcomes in the Latrobe valley.At the closure of the Hazelwood power station in march 2017 the Latrobe valley unemployment rate stood at 10.3% it is now 7.1%(small area labour market figures to the end of the march quarter 2019 compiled by the aust gov.)in this same period Lithgow unemployment went from 6.66% to 7.17%..Morwell a city in the Latrobe of similar size to lithgow also has a 500 job electric vehicle manufacturing plant due to open in 2021,this was negotiated through help of Vic government as a TRANSITION industry.Maybe you shouldn’t have cancelled the councillor study trip to the Latrobe.

Your letter also refers to the Australian chief scientist Alan Finkel emphatically stating that the move to renewables will take decades.Your tone misrepresents his position.Mr Finkel is quoted in the guardian newspaper on 14/10/18 “we have to look squarely at the goal of a zero emission planet,then work out how to get there while maximising our economic growth,it requires an orderly transition, and that transition will have to be managed over several decades.”The only thing he is emphatic about is that there will be transition.

Chief scientist Finkel also stated during the Zunz lecture at the Powerhouse museum on 3/11/18 “ securing the supply(electricity) does’t mean locking in the status quo-on the contrary it means being able to navigate change”.If as you say you prefer to listen to Prof. Finkel you may like to take heed of another quote from the same lecture”change is very rarely convenient,its not linear and its never unopposed “ and later “ultimately people will follow and people step forward to lead,not because we berate them but because they choose a better future” The challenge for your council is will it lead or will it stick with status quo.Change is inevitable and Lithgow seems hopelessly behind other regions in making itself prepared.

RECREATIONAL FISHING GRANTS UP FOR GRABS

Recreational fishers, fishing clubs, councils and community groups can now throw a line in for funding to improve recreational fishing in NSW.

Bathurst MP Paul Toole has announced that applications are now open (closing October 31) for the popular NSW Recreational Fishing Grants program.

“We know that recreational fishing is hugely popular in NSW, with the industry contributing more than $3.4 billion to the State’s economy and accounting for more than 14,000 full-time jobs,” Mr Toole said.

“Each year, funding collected from recreational licence fees is re-invested directly into the industry through the recreational fishing grants, for the specific purpose of improving fishing opportunities and experiences throughout NSW. “There is no project that is too big or too small to be considered for funding and I encourage anyone who sees an opportunity for improving the industry to apply now.”

Approximately $16 million is collected every year from the sale of recreational fishing licenses and held in the Recreational Fishing Trust. Projects up to a value of $300,000 will be funded in this year’s round.

Mr Toole said past projects funded included everything from building or refurbishing fishing platforms and fish cleaning facilities, to installing artificial reefs and improving aquatic habitats.

“Fish restocking programs have also been supported, along

with boat ramps and education or learn to fish days,” he said.

“More than 750 projects have been supported by recreational fishing grants since the program started, ranging from recreational fishing education to improving fishing access and facilities as well as undertaking industry projects.”

FREE FARMER’S LONG LUNCH AT CAPERTEE

A long lunch will be held at the Capertee Royal Hotel on Sunday 13 October. Starting at 11am the event will be a chance for drought effected local farmers and residents of the region to get together.

The long afternoon is one of a series of drought relief social and community events organised collaboratively by Lithgow City Council and Rural Adversity Mental Health Program (RAMHP).

Colin Seis, a fourth-generation farmer and recipient of several awards including the Bob Hawke Landcare award will be presenting his “Pasture Cropping Technique” which he pioneered in 1983 with Daryl Cluff. Since that time, Colin has fine–tuned and improved the technique on his property Winona at Gulgong. Colin is passionate about improving farming techniques in order to move our communities forward into a sustainable future.

“Colin is a wealth of information and is very well regarded in drought effected and farming communities” said Mayor Ray Thompson. “Come along and enjoy a fully catered lunch at the Royal Hotel, free activities for the family, a series of speakers and information on farming, health, coping with the drought and taking care

of ourselves. There will be lucky door prizes and treats for the whole family including a band so we can dance into the night.

“Whenever we get together as community or a group, we should use it as an opportunity to check in with each other. This is especially important in times of hardship, farm families don’t often see stress as a health problem, but as a farm problem which means we are less likely to seek professional help. We should see these events as a chance to look after our mates and ourselves, to ask the question “how are you going?” and to really listen to the response, said and unsaid” says RAMHP coordinator Sonia Cox. This program is funded through the Commonwealth Government Drought Communities Program with the aim of addressing the impact of the drought on the community. The program focuses on the economic impact of the drought and the structural factors that contribute to mental health and well-being in the Lithgow LGA. DRAFT COMMUNITY PARTICIPATION PLAN

Lithgow Council is seeking community feedback on its Draft Community Participation Plan which covers council’s engagement strategy regarding functions under the Environmental Planning and Assessment Act 1979.

In 2018, the Environmental Planning and Assessment Act was amended by State government requiring all councils to create Community Participation Plans. Community Participation Plans aim to make the process of how local communities have their say on development applications, planning proposals and strategies simpler and clearer than before.

The Draft Lithgow Community Participation Plan sets out: What is community participation?

What planning functions can the community have their say on?

How the community can provide comments on proposals.

How and when the community will be notified on upcoming proposals “Getting the community involved in the planning process ensures that individual people’s voices are heard and their concerns are thoroughly considered” said Mayor Ray Thompson.

“I encourage the community to view the draft Community Participation Plan and provide any feedback that they think would assist in future consultation on Planning and Development matters” added the Mayor.

The Draft plan will be placed on public exhibition for 28 days, ending 4:30pm on the 25th October 2019.

EXPAND, INVEST, INNOVATE AND HIRE PEOPLE In his speech to the Armidale Business Chamber last week, Reserve Bank of Australia Governor, Philip Lowe, said that “we will all be better off if business have the confidence to expand, invest, innovate and hire people”.

Words by Vicki Secombe, Western NSW, NSW Business Chamber Few would disagree with that statement. The problem facing the Governor though – and policy makers more generally – is that business confidence isn’t just reliant on lower rates. A number of factors are important - like international headwinds and geopolitics, weak household disposable incomes and of course the drought. All of these weigh on confidence and create uncertainty about the future.

That’s why it would be naïve to assume that further interest rate cuts will restore business confidence, boost economic growth or lift employment. Recent interest rate

reductions certainly don’t appear to have had an impact on income levels, investment or confidence.

What we need more than just interest rate reductions, is structural reform. Structural reform, such as lower taxes, water security, equitable water policies, greater short-term infrastructure projects and affordable, reliable energy are far more important.

It is these kind of reforms that the NSW Business Chamber believes will support the economy during, not only these turbulent times, but also longer term by increasing the capacity of the economy, creating more jobs and delivering stronger regional communities.

So the pressure is on the state government to deliver infrastructure that will improve transport, provide reliable energy. They must also fulfil their election promise to spend snowy hydro and leasing asset proceeds in regional communities.

Their federal counterparts need to step up and undertake a thorough review of how we manage water in this country before our currently framed water plans irreparably damage our regional communities.

The real risk is that without reform, businesses will continue to delay making significant investments. At the end of the day, this is not a great thing for job creation either here or elsewhere in NSW.

LITHGOW RAIL 150 ANNIVERSARY CELEBRATIONS The 150th Anniversary of the arrival of the railway in the Lithgow local government area is to be celebrated on Saturday 19 October with events around the district.

The Lithgow district has some world class industrial heritage attractions and engineering masterpieces worth celebrating, none more so than the arrival of the railway which was extended from Mt Victoria through to

Bowenfels in 1869, encompassing the engineering feat of the great Lithgow Zig Zag. To commemorate this historic achievement Lithgow Council is collaborating with Transport Heritage NSW on Saturday 19 October for the Lithgow Rail 150 celebrations.

Lithgow Mayor Ray Thompson said today “Such a milestone needs to be celebrated and there are some fitting festivities taking place around the district on Saturday 19th October. Transport Heritage NSW will be bringing the famous ‘Garrett’ steam locomotive and Lachlan Valley Railway will be running shuttles between Lithgow and Wallerawang Railway Stations.”

Official commemoration will take place at Bowenfels Railways Station which will also include live music,

exhibitions and roving entertainment. Lithgow Visitor Information Centre and Gang Gang Gallery will feature exhibitions and Eskbank Railway Station will have a model railway display. A delicious Devonshire tea will be on offer at Lithgow State Mine Heritage Park Railway aboard the air-conditioned 1940’s Dining car, as well as viewings of the historic diesel motor.

All museums will be open on the day so get your cameras at the ready and immerse yourself in the world of steam.

LITHGOW IN TRANSITION

Lithgow City Council is seeking expressions of interest from community members to participate in a Working Party formed to develop an engagement strategy with various agencies/businesses in Western Sydney as Lithgow continues to transition its economic base.

“The Working Party will convene for three months only, with the objective of developing an engagement strategy with various interest groups in Western Sydney and other areas capable of assisting Lithgow’s integration into Western Sydney’s growing commercial environment” said Council’s General Manager Graeme Faulkner.

“Newcastle, Wollongong and Lithgow all have similar electric rail access to Sydney with Lithgow more proximate to the Western Sydney area and the north/south rail links in that area, all of which has the potential to benefit Lithgow greatly” said the General Manager.

“The Working Party’s efforts will complement those already in play, with Council’s recent inclusion in the Western Sydney group WSROC” said Mr Faulkner.

MOBILE PHONE COVERAGE

Lithgow City Council is asking residents within the LGA to contact Council if they are having problems with their existing mobile phone cover.

Council is responding to complaints from some residents that mobile phone calls are dropping out and/or mobile phone coverage areas are not as portrayed by some providers.

Lithgow LGA residents experiencing mobile coverage difficulties are asked to access http://www. haveyoursay.lithgow.com/mobile-coverage/ on Council’s website to provide details prior to Council approaching providers for comment.

“If the issues are extensive, then Council will consider suggesting to residents that we attempt to aggregate the demand with a view to searching for a wholesale telecommunications provider that is capable of supplying accessible services” said Council’s General Manager Graeme Faulkner.

Your Country Your Voice NDIS WORKSHOP COMES TO CENTRAL WEST

DROUGHT COMMUNITIES PROJECTS UNDERWAY I am pleased to hear Lithgow City Council is utilising funding from the Drought Communities Program to continue the implementation of the Farmers Creek Master Plan (FCMP), by enhancing the recreational and natural environment along the waterway.

People with a disability in the Central West are invited to share their experiences with the National Disability Insurance Scheme.

Contractors have been engaged to complete weed control works along Farmers Creek. The aims of these works are to control the noxious weeds currently infesting both sides of the creek.

An accessible community workshop will be held in Orange at the Orange Ex-Services Club on 22 October, starting at 10am, to discuss ways to improve participants’ experiences with the NDIS. It is just one of seven workshops to be held in regional Australia.

The works are targeting certain species which have been listed as priority noxious species. The weeds identified are; Grey Willow Black Willow Blackberry

The review will lead to the development of an NDIS Participant Service Guarantee, which will set new standards for the time it takes for key steps in the NDIS process.

This means there will be shorter, agreed timeframes for people to get their access decision, to have their NDIS plan approved and to have their plan reviewed.

Japanese Honeysuckle Contractors began the scheduled works last week and will work through until December.

Residents will be able to observe changes to the condition of the creek far more regularly as the recreational and amenity values of the area improve, encouraging more people to use this important space.

This is a great use of the funding and I look forward to seeing Lithgow City Council continue to roll out projects in the coming months.

Rehabilitation work along Farmers Creek has commenced last week as part of the Federal Government’s Drought Communities Program funding for Lithgow City Council

MORE SUPPORT FOR DROUGHTAFFECTED FARMERS

A new support package will deliver nearly $100 million to drought-hit communities, which is on top of more than $7.2 billion in drought support funding already provided by the Government – the largest investment in drought support in the country’s history.

Supporting drought affected communities remains the most urgent priority and it is delivering $33 million to resume the Drought Community Support Initiative, which will deliver up to $3000 to eligible farming households experiencing hardship due to drought.

We are providing a $13 million extension to the Drought Community Program to deliver support at the local government level where it counts.

✓ $480,000 towards renovations and upgrades at the Wallerawang Community & Sports Club

This latest package of measures will deliver an immediate economic stimulus at the local level as well as jobs for people whose work has been impacted by this prolonged drought.

The NDIS is already proving to be a life-changing social reform for hundreds of thousands of Australians, and the Morrison Government is committed to making it work.

The Australian Government is continuing to support our farmers and their communities with news this week they will have access to more support, more funding, less red tape and an increase in services.

✓ $1.5 million towards Stage 1 of the Oberon Tarana Heritage Railway project

✓ $10,828 for lighting and security upgrades at the Portland Golf Club

I encourage people with a disability, and their families, carers and supporters, to come along to the workshop in Orange to share their views on how to make NDIS processes simpler, quicker and more straight-forward.

Furthermore, there will be less effort up front when applying for Farm Household Allowance.

Couples will only have to tell their story once. This will be a significant step in farmer assistance because 80 per cent of FHA recipients have a partner. This one change is expected to have a substantial positive effect on claim handling times.

The system of farmers estimating their income has proven confusing and alienating – the opposite of what it was designed to do. So we’re stopping that and we’ll have a checking process in the back-end, like other social security payments.

The consultations will be open, inclusive and accessible for all members of the community.

MINISTER CANAVAN TO VISIT COAL MINE I am pleased to note the Minister for Resources, Matthew Canavan, (pictured) will be visiting our electorate next Tuesday, 8 October. As part of the visit he will make a stop at the Centennial Coal facility at Angus Place in Lidsdale.

WELL-BEING - LIVING LIFE TO OUR FULL POTENTIAL

Mental health experts advocate well-being as a way of improving our lives. Well-being helps us stay resilient, build social support and self-efficacy, and cope with adversity. But what exactly is well-being and if it’s so good for us, how do we get more of it?

In positive psychology, well-being is a heightened state that’s beyond just feeling happy or having good health.

It’s a condition of flourishing, where we thrive in many aspects of our lives.

Well-being looks at lots of different elements that make us complex humans tick. It considers how we: • Cultivate meaning and good relationships • Use our strengths • Contribute to a ‘greater’ cause • ind pleasure in losing ourselves in things we find challenging and enjoyable Well-being also explores the deep satisfaction we find in our social connections and in accomplishing things.

Humans inherently want meaning and purpose in life.

One way to achieve meaning and purpose is being a part of something greater than yourself.

A strong sense of well-being contributes to good mental health. It also helps to protect us from feelings of hopelessness and depression, acting as a ‘guardian’ of our mental health. Mental health is not merely the absence of mental illness, rather it’s a state of overall well-being.

The World Health Organisation defines mental health as ‘a state of well-being in which every individual realises

his or her own potential, can cope with the normal stresses of life, can work productively and fruitfully and is able to make a contribution to her or his community.’

Well-being is about making a life where we can contribute to a greater society. It is where we can have a more fulfilling existence with meaningful and supportive relationships. Well-being gives us a way to discover and explore our strengths. It helps us live life to our fullest potential.

• Seek out an opportunity to develop a new skill or area of interest, even if it’s small.

PREPARE YOURSELF AND FAMILY FOR FIRE THREAT THIS LONG WEEKEND

The NSW Rural Fire Service (NSW RFS) is urging those heading away this long weekend to check fire conditions and have a plan in the event they are threatened by fire.

NSW RFS Commissioner Shane Fitzsimmons said travellers should check weather conditions before they travel and know the fire danger for areas they are planning to visit and travelling through.

“With ongoing warm and dry weather, residents and travellers alike need to know what they will do if they are faced with a fire, especially if they are away from home,” Commissioner Fitzsimmons said.

“Fires can pose incredible danger for those not prepared or unaware of their surroundings, like those camping, on holidays or travelling in unfamiliar areas.”

Commissioner Fitzsimmons said everyone needs to take responsibility and know what they and their family will do if fire threatens.

“Along with having a bush fire survival plan and discussing it with your family, it is important to stay up to date with the latest information,” Commissioner Fitzsimmons said.

“Check the NSW RFS website or the Fires Near Me NSW app and listen to local radio for updates.

“I also encourage people to set watch zones in the Fires Near Me NSW app. In a few short steps you can receive push notifications for fires close to you, such as the area you are visiting or your home location.”

Commissioner Fitzsimmons also reminded anyone camping or planning to light a cooking fire to be extra careful at this time of year, as a small fire can quickly escalate into a major incident in hot and windy conditions.

“Campers should also check if a Total Fire Ban has been declared and on days of Severe, Extreme or Catastrophic fire danger, consider whether trips to fire-prone areas should be postponed,” Commissioner Fitzsimmons said.

“A further list of rules regarding Total Fire Bans, including the use of BBQ’s is available on the NSW RFS website.

At last week’s Lithgow City Council meeting, Councillor Steve Ring was elected as Deputy Mayor by lot, after a vote between Clr Wayne McAndrew and Clr Steve Ring was tied after a second round of voting.

Clr Steve Ring is a first term councillor, but after 3 years in the job, he has seen some of his goals starting to

be realised as the Council continues to push a strategy to navigate itself into a solid foundation for the future.

“Before joining Council, I was on the Tourism committee, and when I asked some simple questions about costings and was unable to get clear answers, I felt that was something that needed to change,” said Clr Ring.

Since joining the ranks as a councillor, Clr Ring has always worked towards a whole region strategy, trying to

“I think that if Council is more transparent and tells people the facts, then the residents will understand why their particular road may not get fixed immediately,” said Clr Ring.

Councillor Ring’s vision for Lithgow is best summed up in his article we published earlier this year: “Our economy and community are both strong and unique. This is why Lithgow has been established as an independent economic region by the NSW Government (rather than being grouped with several other councils) – we are already transforming our economy and our future. The exhibition and art prize is a celebration of the first steam train to traverse the Great Zig Zag Railway and arrive in Bowenfels.

Artists residing in NSW were invited to enter up to three artworks for consideration in the exhibition with a prize of $1500 awarded to the most outstanding entry along with a $500 People’s Choice Award.

They were encouraged to explore the theme of the Great Ziig Zag Railway through their favourite medium for their entries in the exhibition.

Mr Toole said there are many aspects of the railway being covered in the exhibition, from its construction, the trains that run on the line, the viaducts and stations, passengers and train staff to name a few.

Lidsdale Fire Shed was the venue for the Thank a Firefighter Afternoon Tea last Sunday with over 100 local residents bringing cakes and sharing their thanks with the Rural Fire Service volunteers who beat the recent bushfire. Local Jim Whitty said the RFS guys and girls did an amazing job containing the fire in the valley and

stopping it spreading to the escarpment where it could have threatened Lithgow. “Smoke was so thick that people hosing down their houses couldn’t even see the road.” said Mr Whitty.

Brigade Captain Ernie Hughes said although a few sheds were burnt no housing was lost. Fire fighters also had difficulty accessing the fire because of the thick pine forest.

The RFS gratefully accepted a $1,700 donation from Lidsdale locals.

Volunteers are always needed, with the Wallerawang Rural Fire Brigade meeting every Wednesday evening at the Lidsdale Fire Shed, 94 Wolgan Rd, Lidsdale.

CHEAPER MEDICINE FOR OVER 500,000 PATIENTS

Cheaper medicines have commenced for more than 500,000 patients from October 1, with price reductions for common scripts and new medicines added to the Pharmaceutical Benefits Scheme (PBS), in some cases saving over $100,000 per patient.

Medicines to treat lung cancer, lymphoblastic and acute leukaemia, and nausea associated with chemotherapy are now available to patients on the PBS for just $40.30 per script, or $6.50 with a concession card.

A further $390 million in mandated price reductions across 175 medicine brands will also flow through to patients, making medicines more affordable.

Prime Minister Scott Morrison said the Coalition would continue to list medicine on the PBS as quickly as possible.

“Our strong budget management means we can give Australian patients with access to life-saving and lifechanging medicines quicker than ever before, without raising taxes,” the Prime Minister said.

Member for Calare, Andrew Gee, welcomed the announcement, saying the “new affordability will save more lives.”

“This is a significant announcement that reinforces the Australian Government’s commitment to a healthier Australia,” Mr Gee stressed.

“These price reductions will put more money back in Australian’s pockets. Patients will save and taxpayers will save.”

The new or extending PBS listings include: · Tecentriq® and Avastin®, will be extended on the PBS to include first line treatment of patients with stage IV metastatic non-squamous non-small cell lung cancer. Without PBS subsidy it would cost patients more than $11,400 per script (around 16 scripts per course of treatment); or more than $189,100 per course of treatment.

An average of 755 patients per year (for six years) could benefit from this listing. · Besponsa®, will be extended on the PBS to include patients with relapsed or refractory Philadelphia chromosome positive B-ALL. Without PBS subsidy, patients would pay more than $44,500 per script (around 3 scripts per course of treatment); or more than $122,900 per course of treatment without subsidised access through the PBS. An average of 16 patients per year (for six years) could benefit from this listing. · Blincyto®, will be extended on the PBS to include

patients with relapsed or refractory Philadelphia chromosome positive B-ALL. Without PBS subsidy, patients would pay more than more than $74,900 per script (around 2 scripts per course of treatment); or more than $122,900 per course of treatment. An average of 16 patients per year (for six years) could benefit from this listing. · Aprepitant Apotex®, will be made available through the PBS for the treatment of patients with Nausea and vomiting associated with chemotherapy. Without PBS subsidy, patients would pay more than $80 per script (around 1 script per course of treatment). In 2018, 7,269 patients accessed a comparable treatment for this condition.

Minister for Health Greg Hunt said, “every six months, prices on a range of PBS medicines are also reduced as a result of the Government’s Price Disclosure Policy.”

Fifteen common medicines - sold as 175 medicine brands will be cheaper for general (non-concessional) patients, and these include: · Pregabalin: around 208,000 patients per year who have seizures or nerve pain will now pay $28.27 per script for 75 mg capsules, a saving of up to $5.11 per script. · Ezetimibe: around 60,000 patients per year with high cholesterol levels will now pay $33.86 per script for 10 mg tablets, a saving of up to $6.44 per script. · Ezetimibe with Simvastatin: about 245,000 patients with high cholesterol levels will now pay $37.77 per script for 10 mg tablets, a saving of up to $2.53 per script.

Every medicine was recommended to the PBS by the independent expert Pharmaceutical Benefits Advisory Committee. By law the Federal Government cannot list a new medicine without a positive recommendation from the PBAC. From 1 January 2020 the threshold to receive free or further discounted medicines through the PBS will be lowered by 12 scripts for pensioners and concession card holders and the equivalent of 2 scripts for non-concession card holders.

Since 2013, the Australian Government has listed over 2,100 new or amended items on the PBS. This represents an average of around 31 listings per month – or one each day – at an overall cost of around $10.6 billion.

LA SALLE YEAR 12 GRADUATION MASS & AWARDS CEREMONY

Year 12 students were farewelled on Thursday 26th September at St Patrick’s Catholic Church with a Graduation Mass and Awards Ceremony. We are very proud of all our graduating students and congratulate them all on completing thirteen years of schooling.

At the Graduation Mass our School Captains, Tess Sheather and Patrick Woodrow were able to present both charities with $1,000 each. Julie and Leo Murnane accepted the cheque on behalf of Bear Cottage, and Leanne Walding accepted a cheque on behalf of Walk ‘n’ Talk For Life Lithgow.

The Major Academic Awards went to Patrick Woodrow who was announced as Dux for 2019, Caitlin Graham was second place and Grace Thompson was in third place. We were delighted to have our three Principals present these awards - Mrs Renae Dunleavy from St Patrick’s Primary, Mrs Sue Kearns from St Joseph’s Portland, along with Mrs Joyce Smith from La Salle Academy.

HOSKINS AMBULANCE SHIELD

An ambitious plan proposed by the Lithgow Six-Hour Day Committee to hold an ambulance competition for bona-fide members of any ambulance brigade in New South Wales was to attract nominations from only two local teams from Lithgow’s St John’s Ambulance in its inaugural year. The competition was held in conjunction with the sports carnival at the new recreation ground following the annual Six-Hour Day procession down Main Street in October 1926.

The No 1 squad consisted of Corporal E Putland, Privates G Purdie and J Walker, Hon Sergeant W T Maker and Mr W Evans who acted as the patient. The No 2 squad contained all privates – Messrs G C Purdie, A Roach, R

Lewis, R Muir and L Eckford (patient). No 1 squad was the winner of the shield presented by Messrs Hoskins Ltd for perpetual competition.

The squads were awarded points for first aid and improvised work including stretcher drill and fractures, questions on fractures, haemorrhage and dislocation and other ambulance subjects.

The following year the competition attracted nominations from Lithgow Railway & Tramway Ambulance squad and a crack St John Ambulance team from Glebe. This team were Australian and New Zealand Champions and came with prepared materials. The Lithgow team was outclassed having to improvise their own gear, even pulling their shirts off and utilising them to make a stretcher from raw materials they secured on site. Overall, the adjudicators assessed Glebe’s effort at two points higher than that of the local team.

Glebe St John’s ambulance returned in 1928 to defeat two local Lithgow teams, scoring 404 out of a possible 435 points.

The competition was suspended in 1929 and the Hoskins Shield was placed on display in the Council Chamber until 1930 when six teams entered. A team from Merrylands-Cabramatta (representing Fairfield & District St John Ambulance) defeated Paddington-Woollahra.

Lithgow No 1 St John Ambulance took third place, proud that they were the only team to secure full marks for obstacle surmounting. The remainder of the teams in descending order were from Marrickville, a ladies’ squad from Bathurst, Lithgow No 2 squad, St George and Bathurst Men’s Squad.

Lithgow won the shield in 1931 from two other teams yet declined to nominate in 1932. Despite letters to nearly every ambulance division in NSW by Mr Leggatt the Sports Secretary, Six Hour Committee, St George Ambulance & Sydney Municipal Council Ambulance Division (St John Ambulance Brigade) were the only teams to nominate that year.

Four Lithgow District teams nominated in 1933 including Dept of Transport (Light Power and Mechanical Branch – loco depot), Portland Ambulance, Lithgow St John Ambulance Brigade and NSW Railway & Tramway Service (Lithgow Guards squad). The fifth team to nominate, Sydney Municipal Council Ambulance Division (St John Ambulance Brigade), retained the Hoskins Shield when they defeated Lithgow St John Ambulance Brigade.

Portland Ambulance Division were the only team to compete against the Sydney Municipal Council Ambulance Division (St John Ambulance Brigade) in 1934. Considering that the Sydney team had won three major competitions in 1933 and was unbeaten in all competitions in 1934, the judges congratulated the members of the Portland team who came within 10 points of their opponents’ winning scores.

After the Awards Ceremony our graduating students along with their parents and families, were invited back to La Salle Academy for a celebration brunch.

We wish all our Year 12 students all the best for their HSC exams which commence on 17th October.

It appears that the competition for the Hoskins Shield was suspended as, despite repeated requests and a letter of demand from the Lithgow Six Hour Committee, the shield was never returned to Lithgow for further competition.

The whereabouts of the Hoskins Ambulance Shield remains a mystery to this day.

THE ART OF LUNCH Art, Food and Music. A few of my favourite things.

The Art of Lunch, which is a feast for the senses, was held Sunday 29th September at the Gang Gang Gallery in Lithgow.

This local event, Artful Alchemy themed, showcased five amazing talented artists, presenting a totally different perception of the Blue Mountains environment.

Forty guests enjoyed a taste tingling cuisine created by multi-award winner Darley’s Restaurant head Chef Roy McVeigh.

If that wasn’t enough, the Kate Woolfe trio delivered a smooth sophisticated jazz format which worked in beautiful harmony with the art, which was admired.

“Gang Gang Gallery, which has a sincere growing connection with the local community, constantly provides opportunities to meet and celebrate art,” said Mrs Sharon Howard, the gallery owner. “We are so very pleased how well this event has been received. We didn’t have a seat spare; it was completely sold out.”

On a glorious Lithgow Spring day, the Art of Lunch held at the Gang Gang Gallery was an absolute delight.

Councillor Cass Coleman said, “I would like to congratulate both Sharon and Ross Howard for once again hosting an event which stimulated our imagination. I was fascinated by how each artist’s vision and depiction of the natural environment was so unique.”

“I am very much looking forward to the next Gang Gang Gallery event, which is The Zig Zag Steam Exhibition and Art Prize on the 5th October,” said Councillor Cass Coleman.

“This will be an opportunity for me and a number of other guests to dust off our steampunk top hats.”

HISTORICAL BITES - LABOUR DAY MARCHES IN LITHGOW Monday October 7 is a Public Holiday in NSW but do you know what for?

Story Submitted by Dennis Gilbert It’s Labour Day, the annual holiday to celebrate workers achievements that is celebrated around the world, although on different dates.

Labour Day has its origins in the Labour movement, specifically the Eight-hour Day movement, and celebrates the eight-hour working day which was a victory for workers in the mid to late 19th century. The Eight-hour Day movement advocated that each worker should have eight hours labour, eight hours recreation and eight hours rest.

In the early 19th century most labourers worked 10 or 12 hour days six days each week. The 1850s brought a strong push for better conditions and on 21 April 1856 Melbourne stonemasons and building workers staged a well organised protest, downing tools and marching from Melbourne University to Parliament House. They wanted an eight-hour day, with a 48 hour week to replace the 60 hour week. The government capitulated and agreed to an eight-hour day for workers employed on public works, with no loss of pay.

Over the next two decades, one by one, the states brought in the eight-hour-day although the working week was still officially six days until 1948 when it was changed to five days.

Eight-hour Day marches were regularly held in Lithgow in the late 1800’s and early 1900’s. Around the world Labour Day is often referred to as May Day or International Workers Day.

WILDFIRES CRICKET REPORT

The Wildfires travelled to Mittagong on Sunday 29th September, 2019 to play cricket against the Southern Highland team.

They played at a lovely oval called Charter Oval nestled in the outskirts of Mittagong, privately owned picket fence oval. Wildfires bowled and fielded very well with the bowlers of David Hicks took 1/10, Steve Walsh 1/12, Nev Castle 3/8, Barry Fitzgerald 1/6, and John Reynolds 1/9.

The strong Southern Highlands team was restricted to a score of 151. In response the Wildfires were only able to make a score of 70 with John Reynolds being 22 not out and Clive White 17. This game gave the Wildfires a good chance to bat and bowl all their players before the upcoming state titles being held in Maitland beginning on the 13th October, 2019.

We wish the Wildfires team the best of luck for the state titles.

THE EVOLUTION OF SONG Two of Australia’s most adventurous classical musicians, Simone Slattery (violin) and Anthony Albrecht (cello), are performing their beautiful multimedia show, Where Song Began at the Gang Gang Gallery.

Based on Tim Low’s bestselling book, this performance tells the story of the evolution of song, featuring music spanning 300 years, stunning visual projections and an immersive soundscape. The experience has been described as “like being sung to by the country”.

The performance will take place on Sunday the 13th of October as part of an ongoing tour of over 50 concerts around regional Australia.

Doors will open at 5:30pm for a 6:00pm concert, and tickets include a complimentary glass of wine.

SUSTAINABLE FARMING WORKSHOPS FOR CAPERTEE AND HAMPTON Colin Seis will be the special guest at a series of events to be held in the Lithgow LGA during October and November.

A fourth generation farmer himself and recipient of several awards including the Bob Hawke Landcare award, Colin is passionate about improving farming techniques in order to move our communities forward into a sustainable future.

“We are so pleased to have Colin Seis here in the Lithgow region. His many years of experience will bring wisdom and some diversity to these huge issues we are tackling together throughout our drought affected communities,” said Mayor Ray Thompson.

Colin Seis and Daryl Cluff pioneered “pasture cropping” in 1993 and since that time, Colin has fine–tuned and improved the technique on his property Winona at Gulgong. Due to this, it is now possible to grow many different types of winter and summer sown crops, without destroying the perennial pasture base. The practice has now spread to all states of Australia and in a growing number of countries worldwide.

In contrast to conventional cropping that is sown into bare soil or stubble, ‘Pasture Cropping’ creates and exploits temporary competitive niches in the root ecology of the perennial pastures to enable the optimal growth of the short-term annual grain crop.

‘Pasture Cropping’ avoids the need to kill the competitive pastures prior to sowing the crop thereby maintaining living plant cover of the soil so as to enhance its biological health, water retention and their protection from wind and water erosion relative to conventional crop practices.

Colin Seis has seen the need for ‘fast tracking’ improvement in degraded soil and grassland as well as producing crops for human consumption and /or stock feed. Since 2010 he has been developing ‘multi species pasture cropping’ with the aim of producing better quality

forage and improving soil health.

‘Multi species pasture cropping’ uses all of the methods used in ‘pasture cropping’ but with the addition of 10 or more compatible annual crops that are sown at the same time. The mix of species improves soil microbial health, soil structure, nutrient cycling, as well as producing excellent stock feed. It has the added advantage of being able to harvest a grain crop after the multi species crop is removed by grazing.

Colin will also be teaching about grazing management, soil, pasture, grasslands, weeds, and how to manage our properties to generate more profit, and less risk, with fewer inputs of fertiliser and pesticides.

NOTRE DAME FAREWELLS 2019 MEDICAL STUDENTS

University of Notre Dame students spend final year of study in Lithgow.

Opened in 2011, the University of Notre Dame Lithgow Rural Clinical School has recently farewelled its 6 permanent and many rotating medical students in their final year of medicine. Students and guests were entertained by local cellist Georg Mertens and celebrated all the achievements of the last 12 months. Head of the School Associate Professor John Dearin thanked everyone who had contributed to making the year a success and wished the students a wonderful career in medicine. “Who knows, we may even see you back in Lithgow one day”.

Notre Dame’s Rural Clinical School campus is located on the grounds of Lithgow District Hospital. The complex is a state-of-the-art learning environment complete with 120 seat lecture theatre, consulting rooms, tutorial rooms and training area as well as accommodation for rotating students. The medical students are immersed in all aspects of hospital and community medicine including prison medicine at Lithgow Correctional Centre. Students participate in daily ward rounds, general practise, palliative care, surgery, anaesthetics and at the maternity unit.
