worked hard to support the industry’s efforts with a range of measures including lifting curfews to allow supermarkets to operate their loading docks and receive their deliveries 24 hours a day,” said Minister Toole.

It’s no time to be complacent

The Western NSW Local Health District (WNSWLHD) has urged local residents to come forward for COVID-19 testing, even if the symptoms they have experienced are mild.

“This is a really critical time for people like us who are living in western NSW,” said WNSWLHD Chief Executive Scott McLachlan.

“It’s very likely that there are some people in our community who have COVID-19 but have symptoms that are mild enough that they haven’t really noticed or been too concerned about it.

“We need those people to be tested so we can support them, reduce the potential for COVID-19 spreading, and to better understand just how prevalent the disease is.

“The symptoms associated with COVID-19 can be very much like those you might experience with a cold or hay-fever – a sore or scratchy throat, a cough, shortness of breath, or fever.

“If you have those symptoms, or have experienced them in the last couple of weeks, we

want you to ask about being tested.”

Mr McLachlan said that there were a number of places where testing was available for people with mild symptoms including: • General practitioners (call ahead) • Respiratory Clinics being established in several communities by the Western Primary Care Network • Fever Clinics at Bathurst, Orange and Dubbo Hospitals • Testing clinics at smaller rural hospital (call ahead).

Mr McLachlan said the WNSWLHD was also working on establishing a mobile testing service.

“If you’re unsure of whether you should be tested, or where to go, contact the Western Public Health Helpline on 1300 066 055.

The test involves taking swabs from the back of your nose and throat. It isn’t painful and only takes a couple of minutes. Those swabs are then sent away for testing.

“If you’re tested in a NSW hospital there is now a SMS service. If your test is negative, you’ll get a text message within several hours of the results being known.

“If your test is positive, you’ll be contacted by a person from NSW Health who will talk to you about how to isolate to prevent spreading COVID-19 and they’ll also talk to you about who you’ve been in contact with.

“It’s important to remember that for most people, COVID-19 will be a mild illness – but for older people, or people who are already sick, it has the potential to be very serious.

“So far across our District

there have been around 5,000 people tested since the start of the pandemic, with 45 cases confirmed, none of which remain active under care in the community or hospital.

“We all also need to continue to practice good social distancing. Just because there are no active cases doesn’t mean that COVID-19 isn’t in our community, or that we’re ‘safe’.

“Leave your home only for essential purposes and while you’re out, keep your distance from other people and maintain good hand hygiene. This applies if you’re at work, when you’re walking through the supermarket – everywhere.”

While the focus lately has rightly been on dealing with the COVID-19 pandemic, the devastation of drought has not been forgotten and our farmers will continue to be supported by our government.

Primary producers and small businesses already receiving support payments, subsidies, waivers and fee relief from the Emergency Drought Relief Package do not have to reapply.

This funding brings the NSW Government’s total drought support and water security commitment to close to $4 billion.

NSW TO EASE RESTRICTIONS THIS WEEK

New changes to restrictions will allow NSW to fire up the economy, while allowing more personal freedoms.

From Friday 15 May, the following will be allowed in NSW, in addition to measures already announced: • Outdoor gatherings of up to 10 people • Cafes and restaurants can seat 10 patrons at any one time • Up to 5 visitors to a household at any one time • Weddings up to 10 guests • Indoor funerals up to 20 mourners, outdoor funerals up to 30 • Religious gatherings/ places of worship up to 10 worshippers • Use of outdoor equipment with caution • Outdoor pools open with restrictions The chief health officers of the Commonwealth and States supported by experts have prepared advice on the way forward.

As we take this next step we need to continue to work together – governments, community, business and NGOs – with high rates of testing, social distancing and adherence to other public health measures like handwashing and staying at home if you show even slight symptoms.

A Red Alert level warning indicates that people should not undertake recreational activities at Chifley Dam where they may come into direct contact with the water, such as swimming, as well as domestic use including showering and washing. Contact with the water may also pose a threat to livestock and pets.

Chifley Dam is closed for all water related activities.

Across New South Wales, all Heritage Week programmes for 2020 have been cancelled.

HERITAGE WEEK IS usually celebrated in April or May of each year, but this year, because of COVID-19, Bathurst Regional Council, and a number of historical associations including the Bathurst Branch of the National Trust and the Australiana Society have had to put events and awards on hold until 2021.

Many similar events in Australia’s regional country towns have been postponed.

However, one award can still take place.

It is the inaugural Central West Heritage Award for the owner/s of a heritage or historic building in the Central West of NSW area which has been saved from demolition, despite an adverse engineer’s report.

A Committee of heritage advocates in Bathurst will oversee the annual award, with the winner receiving $1,000, courtesy of Lee and Richard Steele who have saved several cottages from demolition in Bathurst. They know the extra work and cost involved and wish to acknowledge owners for making the decision to renovate a cottage or building that would otherwise in the course of time fall down, or be demolished. Often these buildings have had an adverse engineer’s report which would support demolition.

These heritage buildings are often important elements of streetscapes in and around towns such as Bathurst, and will maintain the heritage value of such places for both residents and visitors.

For 2020, the award is presented to 219 Peel Street, Bathurst. The owner, Mrs Siobhan Kelledy has indeed gone the ‘extra mile’ to save this cottage from demolition. When she became the new owner of the 1890’s house, it needed much work, and after many months, the cottage is now ready for the next 100 years.

All possible heritage items in the property have been saved, while the rear of the cottage has been extended and modernised to enable it to be appropriately used as a family home.

The house has an important social history too.

It was built by Thomas Dalton in about 1893 and from 1904 various members of the Henry King family have lived there. In 1969 the cottage was purchased by Mrs Nancy Louise Hunt, wife of Walter Gibbs Hunt. Nan was a well known children’s author, her books include Whistling up the Chimney and A Rabbit Named Harris.

Due to the Covid-19 restrictions, the Award is not able to be formally presented to Mrs Kelledy, however the Committee send their congratulations to her for the work she has done on the cottage.

As students are returning to our schools across our community this week, I’d like to thank our teachers for all their hard work in what has been a very stressful time. It’s been a hectic time for our educators, but they have more than risen to the challenge.

COVID-19: Bathurst and Lithgow to win from $9m justice upgrade stimulus package B

athurst MP Paul Toole said the stimulus projects will boost local economies that have been hit hard by COVID-19, bushfires and drought.

“The NSW Government is accelerating tender and planning approval processes and is committed to prioritising local companies and suppliers where possible,” Mr Toole said.

“It means tradies will be on the tools in record time, creating vital job opportunities for locals who need our support more than ever during this tough economic period.”

The upgrades in the Bathurst Electorate will deliver improvements to both Bathurst Court House and Lithgow Court House.

Mr Toole said this includes $73,000 for general maintenance

Mr Toole said this package aims to provide a swift and significant injection into regional economies and to that end, the majority of projects will begin this

Federal Government launches new awareness campaign as part of the $150 million Domestic Violence Support Package THE FEDERAL GOVERNMENT is rolling out extra measures to ensure people experiencing domestic, family and sexual violence know where to get help during the coronavirus pandemic.

The Help is Here campaign will include advertising across television, digital, social media, radio, magazines and newspapers as well as in shopping centres, hospitals and GP surgeries.

Calare MP and Minister for Decentralisation and Regional Education Andrew Gee, said the campaign is important in protecting such a vulnerable cohort of the community.

“Central West residents have responded to the call to ‘stay at home’ during COVID-19,” said Mr Gee. “It’s devastating that home is not a safe place for some, so this campaign will raise awareness of the support available for people who need help.

Those suffering from, at risk of domestic violence or of inflicting it are encouraged to call either

of the two national helplines 1800RESPECT (1800 737 732) or MensLine Australia (1300 789 978) to speak with a trained counsellor, confidentially, 24 hours a day, over the phone or via online chat.

“It’s critical that we do everything that we can to stop the cycle of domestic violence, and these resources are in place to help anyone who feels at risk, either as a victim, or perpetrator,” said Mr Gee. Since the pandemic began more than 15 per cent of contacts for MensLine Australia have been COVID-19 specific, while 1800RESPECT has seen an 11 per cent increase in people accessing support compared to the same time last year.

These national services are available and accessible to all people located in Australia, including those on temporary visas, as well as people with disability.

Spotted in the Railway Milltown Precinct by a humble truth advocate – May 2020

D.J. Healey opened his general store on the corner of Havannah and Lambert Streets around 1915 and it became a Milltown institution. Purpose built as two shops, with D.J.’s monica proudly emblazoned across the side parapet. Today D.J. Healey’s General Store is the “Time Warp”.

The building itself is heritage listed as it should be. It has two excellent original recessed shop fronts still there, once common in Bathurst, but now a rarity, and the original shop signage moulded into the building fabric.

D.J.’s has escaped the ravages that beset the central CBD because it is a bit out of the way – thank goodness.

NSW GOVERNMENT HELPING MAKE GETTING ‘UPSTAIRS’ THAT MUCH EASIER

Bathurst MP Paul Toole today announced funding of $15,000 towards installing internal disabled access to the Reliance Building in Howick Street.

SNOWY PARK WHILE HEAVY SNOWFALLS right in Bathurst seem to be getting further apart, there have been some over the decades beautifully captured on film.

The overnight storm of July 17 2015 was a joyous surprise to locals as they awoke. The photo with this article shows a much earlier daylight fall in 1921 from a postcard of the time.

The band rotunda and surrounds in Machattie Park are covered by a reasonable dusting of powder.

Beyond giving a year the picture is not dated but a reasonable guess is that it shows the fall of Wednesday August 3 of 1921.

That year saw other difficult weather conditions including snow on surrounding uplands especially in August plus floods and a hailstorm in May. On the day of the photo however cold driving rain came across the city in the late morning and snow

started settling in the streets about 1pm. By 3pm there was a white mantle across the landscape just in time for school students to enjoy the occasion after being let out.

Shoppers stayed home though groups of youths stood at street corners ready to throw snowballs at each other and passers-by.

“Telephonic and telegraphic services” to Sydney were cut though there is no record of the train being stopped.

Many residents recalled that the 1921 fall compared poorly against the major weather event of 1900. In July of the year the city was up to 3 feet deep in snow and forty verandahs collapsed under the weight. Plumbers worked for months to repair damage and the train was snow-bound for 24 hours between Tarana and Locksley. The lighter dusting shown in the photo is much more benign and can be enjoyed for its passing beauty.

pstairs, a regional incubator hub for start-up businesses, is located on the first floor of the premises and is a success story in the making.

Mr Toole said the funding was made available following representations from Upstairs.

“In 2017 Upstairs Regional Incubator Bathurst was set up as an independent not for profit entity with seed funding from the NSW Government, Bathurst Regional Council, Charles Sturt University and Reliance Bank,” he said.

“Since then Upstairs has grown its reputation as a leading organisation in encouraging jobs

growth and participation in the Start-Up space, not only in Bathurst but also across the Central West.

“Upstairs now has 25 full time equivalent seats occupied which represents a wide diversity of subjects and people.”

Mr Toole said that to continue to encourage diversity, Upstairs had an aim of installing internal disabled access so movement within the premises is nonrestrictive for the disabled and visitors alike.

“The current configuration of the premises restricts access to the Pitch and Event space at Upstairs, which is integral to the whole Start-

Up learning experience,” he said.

“The good news is the NSW Government has now committed $15,000 towards the $40,000 project with pledges of support also coming from Bathurst Regional Council ($5000) and Reliance Bank ($5000).”

Upstairs are also lobbying the Federal Government for funding to help allow the project to become a reality.

REPORT FROM: MY DESK STORY FILED: MICRO FICTION #9 Hi people it’s Leo here. Today I’d like to tell you a story.

Breaking News A box has been attacked in a house in an urban suburb, by none other than the dangerous terror-kittycat Miko.

Locals reported a loud disturbance in the neighbourhood which started with the sound of an angry cat, chewing loudly on cardboard. We were lucky to get an interview with some of the eyewitnesses.

In their description of the event, they said that they were going out to lunch, when a small cat with a sledge hammer walked into a house (known to be the house of Mr Cardboard Box). Then, the sledge hammer flew out of the window and the cat that had gone into the house, came running outside with Mr Cardboard Box over her head and she ran down the street.

We can assure you that dangerous terror-kittycat

Miko is now in custody of the relevant authorities and that there is nothing to worry about.

Now that dangerous terror-kittycat Miko is safely tired-out, the kittycat will face court later this afternoon in order to see if she gets any dinner tonight.

Campaign to prevent littering from vehicles COUNCIL HAS JOINED NSW Environmental Protection Agency (EPA) in its long-running litter prevention campaign which aims to deter people from littering from vehicles.

The ‘Report to the EPA Service’ is part of a comprehensive NSW State Government anti-littering program. More than 45,000 people from across NSW have registered with Report to EPA to report littering from vehicles.

Almost 60,000 reports have been made, and more than 40,000 litter fines have been issued by the EPA. In Bathurst there are currently 220 registered and in the past year 195 of littering were made.

Mayor Bobby Bourke encouraged residents to register with the service provided by the EPA. “Our community deserves a clean and safe environment, so we are asking people to think about the consequences of littering and report any incidents to the EPA. By having our community support this campaign, it sends a strong message that littering is not tolerated,” he said.

The EPA can issue fines of $250 for an individual and $500 for a corporation for littering from a vehicle, based on reports from members of the public.

SECURITY UPGRADE FOR BATHURST PRISON Bathurst Correctional Centre will benefit from a $200,000 security upgrade as part of the NSW Government’s COVID-19 stimulus package.

inister for Counter Terrorism and Corrections Anthony Roberts said the funding would be used to upgrade CCTV from analogue to digital in the older section of the prison.

“This $200,000 is in addition to the NSW Government’s $3.8 billion investment in safer prisons, which includes the 220-bed expansion of Bathurst Correctional Centre,” Mr Roberts said.

“The expansion created dozens of construction jobs for the region, as well as 65 ongoing roles at the centre. The CCTV upgrade will bring security in the older part of the prison in line with the technology that was installed in the new expansion.”

Member for Bathurst Paul Toole said work on the CCTV upgrade was expected to begin this month and would be undertaken by local contractors.

“This is a win for Bathurst because the security technicians working on the project all live locally,” Mr Toole said.

“The expansion, which is very close to completion, also employed locally and at the peak of construction had 150 tradies on site.”

ARA Security general manager Jamie McNaughton said his company was proud to employ locally.

“We received an order to upgrade the systems and we have reinvested that in our local networks of staff that live in the Bathurst area,” Mr McNaughton said.

“Employing locally has ongoing benefits, because if the prison requires technical support, our security engineers are right there, on the ground, in some cases just five minutes from the prison.”

PILLARS OF BATHURST • George Basha (1921-1996) • Mary Basha (1927-2016) In 1938, at the age of 17, George Moses Basha left his native Lebanon to begin a new life in Australia, initially in the Riverina. Not long after arriving in Bathurst in 1945, he established the Aussie Fish Café on George Street, followed in 1948 with a new business venture as a “draper and mercer” (manchester and clothing). With radio and newspaper ads declaring George Basha The Prices Smasher!, his shop at 79 Keppel Street soon prospered.

Mary Anne Sarkis, a dressmaker, who had also migrated from Lebanon in 1938 lived nearby. George and Mary married in 1950, with no.79 providing both their family home and business premises. In 1952, they expanded their business to include fruit and vegetables.

George and Mary continued to run their mixed business until retirement in 1973.

George often said, “Australia is a land of opportunities for those who worked hard”. A view proven not only by his and Mary’s success, but also by the many neighbouring businesses run by other migrant families, coming from as far afield as China, England, Greece – and Lebanon. George and Mary Basha were truly Icons of Keppel Street. Their story is an important chapter in the history of their street.

• Haydn Larnach (1918-2011) Haydn Kenneth Larnach was born in Bathurst and grew up in Newbridge. A baker’s apprenticeship brought him to Bathurst, where during World War II he became the sole qualified bread dough maker serving the entire town, as well as the gaol and army camp. His daily commitment to his essential work as the town’s baker, which included training the army’s bakers, was physically exhausting.

Haydn was a passionate photographer, his talent recognised with an Australian Portfolio Photographic Society award in 1958. For his community, the lasting legacy of his camera lies with his photographs of Bathurst life last century, now in the Bathurst District Historical Society’s collection. His knowledge of cameras led to his invention, and manufacture in Bathurst, of an innovative photo finish camera, the Race-O-Graph, for horse and greyhound race tracks.

Hayden’s invention was taken up by race tracks across Australia and as far afield as Hong Kong. Hayden also lent his creative talents in 1967 to the making of a replica Holterman nugget, the sculptural centre piece of the fountain outside Council Chambers, still appreciated by locals and visitors over fifty years later. Through his skills and talents, Haydn Larnach gave a lifetime of service to his community.

• Ivan Cranston (1934-2007) Born in Bathurst, Ivan John Cranston overcame childhood illness to become an all-round sportsman who went on to represent Bathurst in tennis, cricket, table tennis and squash at state level.

Ivan is fondly remembered by Bathurst’s sporting community as a coach and mentor who over many years willingly shared his sporting knowledge and skills with hundreds of Bathurst children (and adults). A vivid memory etched in the minds of many is their Sunday morning sessions with Ivan at the Bathurst City Tennis Courts. There, clad in tennis

whites, the hopeful tennis stars would be lined up to perfect their “serve”. His voice would ring out, “One! Two! Three!”, and, although the exercise was hated by some, the “Ace” would be served. Ivan’s own amateur sporting career began while at Bathurst High School, where he participated in the Astley Cup. His sporting interests continued into adult life, with his family remembering travels around the state accompanying Ivan to sporting events. Ivan could be relied upon to deliver centuries in cricket and awesome tennis rallies, with his lightning agility overwhelming many a squash and table tennis opponent.

A true sportsman, Ivan Cranston made an important contribution to the story of sport in Bathurst.

• Judy Webb (1925-2018) Born Judith Weaver in Grenfell, Judy came to Bathurst in 1949 as a resident doctor at Bathurst District Hospital, earning special acknowledgement for her work in obstetrics and family care in Bathurst’s Migrant Camp. Married in 1950, Judy was appointed Medical Officer at Bathurst Teachers’ College in 1960.

With a passionate interest in history and architecture, Judy was a driving force for the conservation of heritage buildings in the Bathurst region. She was a foundation member in 1974 of the National Trust’s Central West Women’s Committee, and was instrumental in the donation of Miss Traill’s House to the National Trust in 1976. A prolific writer, Judy wrote the text for Bathurst Sketchbook (1975) and prepared numerous Trust leaflets for Open House Inspections over thirty years. In 1973 the Bathurst Action Committee to Secure Unified Planning was formed, with Judy taking an active role in the townscape survey and study of two key city blocks. The BACSUP report, with its photographs, is considered an invaluable record of Bathurst’s heritage.

Recognised through State and National Trust awards for her dedication to local heritage, Judy Webb was an inspirational advocate in many ways. Her contribution to our community continued until her death in 2018.

• William Browne (1816-1893) Born into a lacemaking community in Derbyshire, England, William Browne’s arrival in Australia was the result of extraordinary circumstances.

Around 1840, William, a machine fitter, joined the thriving English community employed in the lacemaking factories of Calais, France. The 1848 Revolution saw their flight from France, with many assisted to relocate to Australia. William, with wife Lydia and their young family, in the company of other refugees, were sent to Bathurst. Through his previous experience installing and maintaining lacemaking machinery, William brought hands-on technical skills much needed to develop Bathurst’s fledgling industries.

William’s versatile knowledge and reputation for perfection led to a variety of ventures. He soon found employment supervising George Rankin’s steampowered flour mill and later assisted in erecting Ranken’s famous bridge.

Employment as a brewer and maltster at Reliance Brewery included building a malt-kiln. William returned in the 1860s to managing flour mills. In the 1870s, before taking up employment with the

railway, his practical skills were engaged in George Fish’s foundry. William also established a farm at Duramana, which remains in family ownership. The respect the Bathurst community held for William Browne might be measured by the number, some 700, who attended at his graveside.

• Major General Leslie Beavis CB, CBE, DSO (1895-1975) • Lieutenant General Sir Reginald Pollard KCVO, KBE, CB, DSO (1903-1978) Educated at Bathurst government schools, these Bathurst-born career soldiers excelled at RMC Duntroon, with Beavis topping the 1915 graduation class and Pollard receiving the 1924 sword of honour. Leslie Ellis Beavis served with distinction on the Western Front in World War I, where he commanded the 53rd Battery, and was awarded the DSO. In World War II, he served in increasingly senior positions in the Middle East, New Guinea and Australia, overseeing essential logistic support for the army. As MasterGeneral of Ordnance from April 1942, he coordinated wartime production with the army’s supply and operational needs. Retiring in 1952, Major General Leslie Beavis served as Australian High Commissioner to Pakistan until 1954.

Reginald George Pollard served with distinction in World War II. In 1941 he was with the 7th Division’s headquarters in Libya and later commanded the 2nd/31st Battalion in Syria. He was awarded the DSO for service in New Guinea. In 1945, he was a deputy director of military operations at Allied Land Forces HQ. During 1953, he commanded the Australian Army in Korea. In 1963, then Chief of the General Staff, Lieutenant General Sir Reginald Pollard retired from the army. He was Australian secretary to Queen Elizabeth during her 1970 visit.

• Leo Grant (1917-2012) Born in Canowindra, Leo George Grant came to Bathurst as a student at St Stanislaus’ College. In 1943, he was ordained a priest for the Diocese of Bathurst. In 1944, having been asked

by Bishop Norton to “do something for the young people”, Leo set about doing just that. Father Leo Grant established a club, St Patrick’s Catholic Young Men’s Society. St Pat’s, as the society came to be known, proved to be a great success in the pastoral care and development of Bathurst’s young people. Under Leo’s guidance, St Pat’s provided a range of youth activities such as monthly dances, musical events, a club newspaper (Uncensored) and sporting events, including a football team. The club provided much needed opportunities for young people to engage in activities that fostered health and well-being. In the 1960s, he responded to another calling, that of a missionary to Peru, where he served for almost 25 years.

Following retirement, he returned to live in Bathurst. St Pat’s, the club he established over 75 years ago, remains his lasting legacy. Monsignor Leo Grant’s concern for the needs of young people, and his work to address those needs, has earned him the gratitude of the entire community.

• PJ Moodie (1881-1963) Born in Talbot, Victoria, Percival James John Moodie and his young family came to Bathurst in 1913. A registered pharmacist since 1903, he established a pharmacy which soon became a community mainstay and continues today as Moodie’s Pharmacy, Bathurst’s oldest pharmacy. Known to all as Percy, or more commonly as PJ, he soon became a leading figure in his adopted town. From 1922 to 1962, PJ served continuously, and with dedication, as an Alderman on Bathurst Council, including twice as Mayor. His promotion of tennis, at which he excelled, saw the building of community courts, one of his many lasting legacies. Although not a licenced pilot, PJ was passionate about aviation and the opportunities an aerodrome could offer Bathurst. He knew, and flew with, the great pilots of his day, Kingsford Smith and Ulm among others.

In 1929, with their support, Western Aero Company was formed, with PJ as chairman, but the venture soon failed.

To paraphrase PJ’s own words, “he was a little ahead of his times”. His strong representations did though in time help achieve a modern aerodrome for Bathurst. In 1963, Percival Moodie’s contributions to local government and his community were acknowledged with the award of the OBE.

• Patric O’Brien (1922-2016) Born in Bathurst, Patricia (Pat) Maria O’Brien began her training in General Nursing in 1945 at Mater Misericordiae Hospital in North Sydney. It was there she changed her name to Patric as there were several O’Briens on the staff answering to Patricia and Pat. It was an act of duty before self that would characterise her nursing career.

Initial nurse training was followed by Maternity and Mother Craft training.

Patric went on to become the Night Superintendent at Mater. She returned to Bathurst in the early 1950s to join the nursing staff of the Bathurst District Hospital, taking charge of the Maternity Section. In 1958, she became the hospital’s Deputy Matron. In 1966, Patric took up the position of Matron/ Director of Nursing, a position she held for 16 years until retirement in 1982.

Patric’s achievements were recognised with her appointment as a Fellow of The Institute of Nursing Administrators of NSW and ACT. Patric played a key role in the transition of nurse education from hospital training to a professional university degree course at Mitchell College (now CSU).

In retirement, Patric O’Brien continued to serve her community through her work with Bathurst’s initial Palliative Care Group and, later, Daffodil Cottage.

• Arthur Budden (1832-1922) Born in England, Arthur Blake Budden arrived in Sydney in 1855. By January 1857, he had set up as a storekeeper in a bark hut at Caloola. In 1858, Arthur moved to nearby Rockley, the emerging centre for the area’s mining and agriculture. There he opened a store, The Rockley Stores, in a stable, later followed by a weatherboard store and residence.

In 1859, he married Sarah Stanger and, following her death, her sister Emily.

Their father, Joseph Stanger, a fellow Wesleyan Methodist, partnered to build Rockley’s flour mill, opened in 1862.

Rockley’s growing prosperity called for a bank, which Arthur Budden provided in 1876 with an agency in his store. The agency evolved into a branch of the A.J.S. Bank with an impressive bank building and manager’s residence, with Arthur as resident manager until 1891. His business ventures included a mail coach service to the Cow Flat copper mines.

Equally involved in community matters, he helped fund the building of Rockley’s school and establishing its School of Arts. Arthur Budden’s role in the development of Rockley is recognised in the naming of Budden Street, along which his mill, now a museum, and his bank and residence are located.

• Harry Hodge (1904-1973) • Brian Hodge (1930-2018) Alfred Harold (Harry) Hodge and his nephew Brian Colin Hodge were instrumental in recording the goldrush and later periods of Hill End and Tambaroora history, based on their personal and family memories and meticulous scholarly research in the Mitchell Library. Their exemplary work forms the basis for subsequent research by family and local historians. Harry, born in Hill End, committed forty years to researching the history of the district, culminating in his trilogy, The Hill End Story (1964, 1965, 1972), together with a guidebook for visitors. In 1971, Harry Hodge was awarded the MBE for his “valuable contributions to historical research, notably in the Hill End district”.

Brian Hodge was equally prolific as an historian, publishing six local history books, beginning with Valleys of Gold: The Goldfields Story 1851-1861, Book I (1976), soon followed by a second volume, Frontiers of Gold (1979). His final book was Golden Hill End (2009).

Both Harry and Brian followed successful careers in teaching which took them away from Hill End, but they returned whenever possible to their roots.

Together with their books, they have left a rich trove of manuscripts and research notes that will prove to be a wonderful legacy for future historians.

ARTS OUTWEST MICRO GRANTS ANNOUNCED Arts OutWest has announced the recipients of $20,000 in micro-grants to assist individuals and organisations in the local arts community during the Covid-19 crisis.

T

wenty-nine local creatives and groups will receive quick turn-around grants of $200 to $1000 each to support activities that help them make art or run their activities in new ways. Arts OutWest received close to 40 applications during the one-week application period. The regional arts development organisation provided the grants from money they haven’t been able to use on their core program this year.

The successful applicants will use their funds for activities including building online stores or websites, purchasing specialised equipment, paying freight costs, online training, developing online resources, improving parkland spaces, and materials for creating new work.

Recipients come from 10 local government areas in the Central West, stretching from Lithgow to Lake Cargelligo.

“We hope that these micro-grants will not only help some people during this period, but will produce outcomes which can continue beyond the current crisis,” Arts OutWest executive

director Tracey Callinan said. ‘We really look forward to seeing and sharing the new work people create.”

“Many of the applications came from artists and creatives who have never come forward to us before for funding, people who found themselves asking for support for the first time,” Ms Callinan said.

The funding was open to arts related requests from individuals, organisations or arts-based businesses in the Arts OutWest region. Projects had to offer direct ways of improving the negative effects of Covid-19 on the applicants’ arts practice or community.

Funding applications were assessed by a panel including Arts OutWest Board members, in a similar format to the annual assessment for the Country Arts Support Program.

Funds will arrive in bank accounts this week with activities completed by the end of June “We’re very happy to be in a position to offer this special funding and in such a short time frame. As Arts OutWest is an organisation

independent of, but supported by, federal, state and local government, we can be more nimble, more flexible and respond directly to specific local needs,” Ms Callinan said.

“We would love to offer more micro-grants and will keep looking for funds. Certainly, donations to the Arts OutWest Cultural Fund can be used in this way this year,” Ms Callinan said. Donations to the cultural fund are tax deductable, see the Arts OutWest website for how to donate.

This artist will provide information about how to take good photographs in several methods. A small exhibition will be held late 2020.

WASTE 2 ART will be held online this year. The 2020 exhibition has a focus on aluminum and steel cans; however, artworks do not need to include these.

A range of categories and prizes will be on offer, with winning artworks having the opportunity to be entered in the 2021 Regional Exhibition.

With the event moving online, participants are encouraged to get creative from their homes. Entrants must create an artwork including some element of recycled waste that would’ve otherwise been considered useless. The competition is open to all residents of the Bathurst region.

This Aussie beef pie recipe goes from humble to gourmet with the addition of rich beer gravy.

TAFE NSW Tourism and Hospitality Teacher, Robyn Ward said this simple pie will soon become a firm favourite this winter.

“A steak and ale pie is a comforting classic and this recipe is full of large tender chunks of beef. The pie is delicious on its own or even better paired with steamed vegetables or chips.

Ingredients • 2 tbsp olive oil • 1kg chuck steak, cubed • 2 brown onions, chopped • 2 cloves garlic, crushed • 4 sprigs thyme • 2 bay leaves • 375ml beer • 500ml beef stock • 8 chat potatoes, quartered • 2 tbsp corn flour • 2 tbsp water • 1 cup fresh or frozen pees • 2 sheets store-bought short crust pastry • Beaten egg for glazing

Method 1. Heat oil in a saucepan over a medium-high heat and add beef.

Cook in batches until all the meat is well browned and set aside.

2. Add onion, garlic, thyme and bay leaves, cook until onion is soft, then add the beer and cook for two minutes to reduce slightly.

3. Return the beef to the pan and add stock, potatoes and cover pan simmering gently for one hour or until the beef is tender.

4. Remove from heat and add peas and cool the mixture before

dividing among six one quarter cup capacity pie dishes or ramekins.

5. Preheat oven to 200 degrees, cut pastry lids to fit dishes, place on top of pies and brush with beaten egg. Bake for 20 minutes or until the pastry is golden.

Jeyda also recommends; • Ensure you wash your hands every time you go in and out of the house or if you have encountered an object someone else has touched. Adhering to the Government advice, wash your hands with soap for at least 20 seconds, or the equivalent time it takes to sing Happy Birthday twice.

• Keep 1.5m distance from everyone – and particularly the elderly • Greet the elderly correctly – this could be with a wave or a nod instead of a touch, handshake or hug.

• Participate in contactless delivery – deliver the things they need to their doorstep and stand 1.5m or more way to ensure they collect it safely.

You can then follow up with a phone call to chat them through any concerns.

CHECK IN ON THEIR WELLBEING “One of the most important things we must remember is checking in. This can be an incredibly isolating time for many people and anxiety can be high. Make sure you are calling them to just have a chat, encouraging them to do the things they enjoy and engaging in small acts of kindness, whether it’s taking their bins out, cooking them a meal or grabbing them some essential groceries. Kindness can go a long way at this time and it’s important that Bathurst sticks together as a community!” Jeyda says.

Financial education to help young Aussies survive economic shock

The motorsport heritage of Holden will be celebrated at Bathurst in November, with the addition of a one-off, Holden-only category to the newest event at the world-famous Mount Panorama.

T

he Holden Bathurst Revival will see up to 100 racing Holdens descend on the mountain for a series of sessions within the Bathurst International event, run by Australian Racing Group (ARG).

The event, scheduled for November 13-15, will also feature the Hi-Tec Oils Bathurst 6 Hour for production cars that was postponed recently due to the coronavirus pandemic.

“Following the announcement earlier this year of Holden’s impending closure, we felt it was important to acknowledge the unrivalled contribution that the marque has made to Australian motorsport, and the passionate owners and drivers of Holden race cars throughout the country,” said Matt Braid, CEO of ARG. The Holden Bathurst Revival will pay tribute to all eras of the ‘The General’s’ motorsport history, from competition variants of the first ever Holden model the 48-215 - through to modern V8 touring cars.

“There is no better place to celebrate Holden’s racing heritage than Bathurst, and we are delighted to be making the Holden Bathurst Revival a feature of our flagship event in November this year,” said Mr Braid.

Eligibility extends to Holdens from almost every circuit racing category that the marque has been represented in, including grass roots categories Group N and Improved Production/ Club Cars, as well as series no longer contested such as V8 Utes, Commodore Cup and Future Tourers.

The event will offer participants a unique and affordable opportunity to drive their racing Holden on Australia’s most iconic racing circuit, with 60 minutes of track time on offer.

HOLDEN HERITAGE TO BE HONOURED AT BATHURST IN NOVEMBER

NEW RESEARCH SHOWS that financial literacy should be introduced as a standalone high school subject to better prepare Australians for major financial shocks, such as the COVID-19 shutdown.

A paper by Queensland University of Technology (QUT) academics Ryan Menner and Chrisann Lee, commissioned by the Financial Basics Foundation, highlights the need for teenagers to have a formal financial education.

Mr Menner said the earlier children were taught about earning, spending, saving and investing, the better they were able to handle their finances as an adult.

“Young people under 25 often lack financial experience, education and income, which can make them particularly vulnerable to financial hardship,” Mr Menner said.

“Financial literacy is covered in parts of the Australian curriculum but it’s optional and usually included as part of economics or business classes. It needs to be a stand-alone subject.”

Mr Menner said at least 14 states in the US had moved to compulsory financial education in the senior school curriculum.

With so many families spending time at home during the COVID-19 pandemic, the Financial Basics Foundation and Suncorp have launched the Financial Rules of Thumb, a free online resource kit to help parents talk to their children about money.

Foundation Chair Brigid Leishman said Australian children deserved every chance to learn the fundamentals of money and the new online resource would help.

“As communities feel the shocking effects of COVID-19, hundreds of thousands of young people have lost their jobs, families are being forced to prioritise their spending on essentials – it’s a very tough lesson,” Ms Leishman said.

Suncorp Bank CEO Lee Hatton said the aim of launching the Financial Rules of Thumb kit was to equip young people with the right education to take charge of their financial future.

“Australian teenagers are tech savvy, so we’re bringing learning to life through digital to give them hands-on experience in budgeting, investing or paying bills,” Ms Hatton said.

“Educating children about the financial basics helps build their confidence, so that they can navigate opportunities and challenges ahead.”
