or the first time in 20 years, the Board of Trustees of the Village of Phoenix will be without the services of Trustee Albert Kirklin. Trustee Kirklin has decided to become a full time retiree. Mr. Kirklin has always been one of the hardest working men in the Village. While employed with Ford Motor Company, and even after his retirement from Ford, he would be found working in the village. He has served in many different positions. Mr. Kirklin is one of the founding members of the Phoenix Park District. He also served on the Police and Fire commission. In 1995, he became a member of the Village Board of Trustees. As a Trustee, Mr. Kirklin chaired various depart-

ments, most recently, serving as the Public Safety Department Chairman. Trustee Kirklin set the bar for the new trustees to measure up to. Whether it was cutting grass or plowing snow, Trustee Kirklin could always be found with the guys. He took pride in maintaining the beauty of our community. Trustee Kirklin served this village with pride and passion. We take this time to salute retired Trustee Albert Kirklin! We salute you for the many, many hours of dedicated service you provided this village. We also thank Doris and your children for sharing you. We want you to know, we love you and we thank you! Work coveralls off, dancing shoes on! Happy Retirement!

PHOENIX RISING

FROM MAYOR TERRY WELLS

I

pray that all is well with you and your loved ones. This past year has been full of ups and downs for our small community. The biggest issue is the passing of so many prominent people from our community. These people have helped shape Phoenix; it will be difficult to replace the leadership and guidance provided by these individuals. Our thoughts and prayers go out to the families. HIGH POINTS IN 2015

August 2014 was one of the high points in the history of this community; Governor Quinn paid us a visit and announced that we would receive a one million dollar grant to build a Recreation Center. Although this was good news it has proven to be a major source of frustration. In fact, I can honestly say that it has been the most frustrating project that I have ever worked on. The project was funded then taken away, then funded again, then suspended. The new Governor, Bruce Rauner, has since suspended all projects until the General Assembly can agree on a budget, and at this point the chances of funding this project are very slim. I have included a timeline on page 5 to further illustrate the peaks and valleys as-

sociated with this grant. I would like to thank members of School District 151 who worked out a complicated land swap that allowed the village to acquire the land to build our facility. For those of you who are not aware, the land at 155th and 9th avenue did not belong to the Park District but to School District 151. I want to thank Dr. Theresa Hill, Patrice Burton, Jessica Bucker, Mr. Anthony Bryson and Loretta Wells for supporting the land swap. This will allow the village and Park District to apply for other grants for that site.

MAJOR PROJECTS

We have a couple of major projects that are currently underway in the village. With the help of Cook County and the Illinois Dept. of Transporta-

tion, 151st street from Halsted to 2nd avenue will be resurfaced. The road will be improved to handle the heavy trucks that enter Sterling Lumber. We also plan to resurface 7th Avenue from 155th to 153rd street; we hope to begin this project in August if the budget is passed in Springfield. Our police department has been lacking adequate space for years, and we are pleased to announce that we will begin an expansion program by connecting the police and fire stations thus providing additional space for our public safety departments. It is our hope that this project will be completed next spring. We have been awarded a grant from the federal government for sidewalk replacement, and that project will begin next spring as well.

NEWLY ELECTED OFFICIALS

I would like to congratulate all of our newly elected officials. Trustees Mahaffey and Loggins were reelected to four year terms this past April. I would also like to congratulate our newest Trustee, Mr. Benny Williams. Mr. Williams has served for the past six years as a member of our Police and Fire Committee and is a welcome addition to the board. PHOENIX RISING CONTINUED FROM PAGE 3 public servant Trustee Albert Kirklin. When I was elected Mayor 22 years ago, I needed someone to replace me as village trustee. My choice was Albert Kirklin, and I could not have made a better choice. Trustee Kirklin has chosen to retire. He will truly be missed. A few months ago the Southland Regional Black Mayors Caucus was created. It is an organization of African American Mayors in the south suburbs. We meet on a regular basis and support each other when we have events in our communities. My fellow Mayors have been in attendance at several events in Phoenix including our Phoenix Fest and our Fest Breakfast. I am proud to be part of an organization that demonstrates the spirit of cooperation, unity and respect for our neighbors. We are planning more events in the near future so stay tuned. See photos of on page 15. It’s summer so you know it is fest time. We will have our fest this year, but due to budget and manpower issues you will notice a scaled back festival. We have not raised the kind of money that we have in the past and the number of volunteers have dwindled significantly. We will make do with what we have. We have never allowed lack of money to diminish our festival. Have a wonderful summer, and I wish you all the best. Sincerely,

Terry Wells

TIMELINE FOR RECREATION CENTER GRANT FEBRUARY 2014 We were informed that a grant was available to build a Recreation Center.

FEBRUARY 2015 Governor Rauner suspended all state grants and state renovation projects

With limited time to complete the application the park district President suggested that the village complete the application for the Recreation Center alone, due to time constraints of meeting with the park board.

MARCH 2014 The grant application stipulated that in order to apply we must own the land. We met with School District 151 and asked them to donate the land to us. A decision was not made at that time.

MARCH 2015 The Village of Phoenix approached School District 151 with a proposal of a land swap. After lengthy discussions, School District 151 voted 5-2 to approve the land swap. We received a letter from the state saying that all state projects had been cut, but, NOT the Phoenix Recreation center grant.

An anonymous letter was sent to the governor’s office saying that the Village of Phoenix had illegally applied for the grant. This unsigned letter claimed that the only body that could apply for the grant would have been the park district.

AUGUST 2014

NOVEMBER 2014

We were informed that Governor Quinn would like to visit Phoenix with a bit of good news.

Governor Quinn came out and personally made the announcement that Phoenix would be awarded a one million dollar grant for the recreation center. The village would be responsible for a 10% match. (photos on page 7)

Governor Quinn lost the election

APRIL 2015

MAY 2015

JUNE 2015

AUGUST 2015

The Governor and the General Assembly began debating the budget and once again the Governor suspended all state grants.

Mayor Wells asked the Phoenix Park District for a letter of support for the Recreation Center to be sent to the governor’s office. As of the date of printing Phoenix Rising, no letter had been received.

The village of Phoenix completed the grant application, but with another location for the building with a stipulation that we may eventually change the location.

We finally closed on the property at 155th and 9th avenue, the property now belongs to the Village of Phoenix. We can apply for grant and loans to improve the property; this is something that we could not do before.

We continue to wait for word from Springfield.

PHOENIX RISING

BEYOND THE BADGE By Chief George Johnson

What Makes Phoenix Special? So what makes this little village of ours so special? Is it the location? The residents? The local government? The traditions? My vote is for: All of the above! Speaking of traditions, let’s talk about ways we can we make our summer and fall traditions safer and more enjoyable for everyone.

PETS

SAFE DRIVING

Children and Teenagers

SAFETY AT HOME

We’ve had a number of loose dogs to contend with lately. Some of these dogs have been vicious, others have just been lost. In either case, they disturb the public peace and can easily be injured or hurt others while on the loose. Please make sure that your dogs are properly secured and tagged. You can purchase a license for your dog at the Village Hall during normal business hours for a nominal fee.

Have you taken your kids to visit the Barack Obama Library yet? It is the first public building in the country named after our 44th president and is a great place for our youth to do work on research projects, catch up on homework and find productive reading. Want to burn off some energy? We love to see all of our community kids at the Phoenix Park District. (As long as there are peaceful, orderly games going on, the police tend to allow the courts open later than the posted times!)

Along with the warm weather comes foot traffic. If you are talking on the phone while driving, can you stop in time for a kid running out into the street? Why not pull over to make that call? It will make for a safer community, a more pleasant conversation and it will help you to avoid a $120 citation!

With the warmer months come open windows and doors… after all, who doesn’t enjoy fresh air? Be careful to not leave ground floor level windows open when you sleep or leave home. Also, consider the purchase of an alarm system, security cameras or a dog for an extra measure of security. Always remember, the Police are here to serve you and make your home life more enjoyable. Help us by reporting suspicious activity WHEN YOU SEE IT. Hearing about it later offers little benefit. We want to help you when you need help, so call us! Together we can work to keep your family safe and have the best summer possible!

“Always remember, the Police are here to serve you and make your home life more enjoyable.”

he Village of Phoenix is a village that strives for excellence. We are continuously looking for ways to make our great community better and to benefit each person in it. Due to the water rate increase imposed by South Holland, the village had to make the tough decision to increase our water and garbage rates (see the Village Clerk’s report for the new rate). It is important that as a resident, you pay your water and garbage bills on time. Should a hardship arise, you contact Mrs. Johnnie Lane; Village Clerk, immediately to discuss plans for a payment arrangement. If you fail to pay your bill or make a payment arrangement, we will have no other choice but to shut off your water. The Mayor and the Board of Trustees wish you a safe and prosperous year. nce again, the Phoenix Park District was awarded the Youth Recreation Corps grant from the Illinois Department of Natural Resources. The 2014 grant allowed the Park District to employ 55 youth for the summer and as a result afforded the Park District the opportunity to implement another successful summer camp. The summer camp participants enjoyed indoor and outdoor recreational activities along with arts & crafts and educational exercises. Breakfast, lunch and snacks were provided. The summer youth workers also operated a concession stand from the field house, where the neighborhood kids and those utilizing the basketball courts were able to purchase a variety of snacks.

The year 2014 marked the 50th anniversary of The Phoenix Park District. In recognition, the Park District hosted a holiday celebration on Saturday, December 20, 2014 at the William Hawkins Multi-Purpose Center. The highlight of the celebration was a children’s fashion show. The kids strutted their stuff on the runway, showing off their outfits. The finale featured a parade showcasing the kids all decked out in their Christmas holiday accesso-

ries. During the evening, there was also a jump rope demonstration by the park district’s own Phoenix Phase, DJ music by Kelvin Smith, pictures with Santa by Juan and a raffle. The MC for the evening was Corey Holliday. In a show of appreciation, the Park District presented plaques to their community partners and supporters. Among them were the Village of Phoenix, Phoenix Fire Department, Thornton Township Supervisor, Frank Zucarelli and School District 151. The evening culminated with the guests enjoying light food, punch and a special happy anniversary cake. There were many in attendance and the Park District would like to thank all who came out to help them celebrate this great milestone.

PHOENIX RISING A Year of Amazing Success

T

hank you to everyone in Phoenix for making this first year an amazing success. Together with our outstanding village officials and department heads we have made several strides in technology, infrastructure, law enforcement, safety as well as community and economic development. We have our sights set on the future of our growing community. With the support of our library and park district, the Village of Phoenix will continue to assist in the development of youth and recreational programs.

I would also like to take the time to introduce the newest member of our Phoenix staff. Last year my wife Valeaka gave birth to our first child Donalisa. She has been an awesome addition to our Village Hall. She even helps Mrs. Ferrell and Ms. Lane with their reports (when she’s not crying of course). Our family continues to pray for our great community. Thanks again. Keith Freeman, Village Administrator #teamworkmakesthedreamwork

From The Village Treasurer MELBA N. FERRELL

I would like to introduce the newest member of our Phoenix staff.

W

e are always looking for ways to make things convenient for our customers. As Treasurer, I recognize our community’s growing demand for technology. As a convenience, we now offer several fast and easy bill payment options available via internet, phone and mobile devices. That is why we have searched around and found a company called Payment Service Network (PSN). With PSN you will have the convenience of viewing your water account balances, opting out of a paper invoice, paying for your vehicle stickers and building permits as well as rentals of the Multi-purpose Center. We are working hard to add e-z pay stations in our police department lobby where our customers will have 24 hours access to make payments. Terminals will be near our ATM machine for those who may not have known. Please go to our website, villageofphoenix. org. At the top of the page to the right, you will find PSN. Click on the icon. For now, this will take you to the original pay service E-Pay system. On August 1st you will be able to register with PSN. Follow the instructions to make online payments. If you want to come in the office to make a payment, we accept Visa, MasterCard, American Express, or Discover. You can always pay with cash, checks or money orders. We have also upgraded our water software. Your invoice may look a little different. We appreciate your patience in this endeavor. We hope that you find this service convenient and easy to use. Thank you.

PHOENIX RISING

PUBLIC WORKS Department of

Ernestine Proctor-Harris, Chairperson

The Public Work Department continues to maintain a safe environment for the residents of Phoenix. Please continue to help us keep our community clean and safe.

Street Sweeping

Residents will be notified when the streets will be swept. Please do not deposit leaves and waste into the drainage areas. This may prevent the streets from draining properly, and is in violation of Village ordinances. Residents are asked to remove their vehicles from the street when the sweeper is in the area to allow the sweeper to clean more thoroughly along the curb.

Street Lights

Damage to streetlights or streetlight outages should be reported to Public Works. Please provide the location of the problem. Reports are especially critical if the pole or fixture has been damaged in an accident that has left wires exposed and where there is a danger of electrocution. During the hours when the public works is closed, the Police Department should be contacted to report such outage

Protecting Utilities

Residents must contact the Village before beginning to dig in any utility easements where street light cable. This may also be located along the front, side or rear of the property. In case of such error please contact JULIE simply by dialing 811 or you can still reach JULIE through their toll-free number (800) 892-0123.

PHOENIX RISING

A Special Little Village By Trustee Benny Williams A little over 15 years ago, I went to visit one of my co-workers and friends in a place called Phoenix, Illinois. She and another friend had recently purchased homes in Phoenix. I never heard of this little village prior to learning about it from my friends. I grew up on the Westside of Chicago which is quite a different environment than Phoenix. A year later, I realized I was about to become a father and I vowed not to raise my child in the type of environment I was raised in. I recalled the conversations I had with friends about Phoenix so I searched for and bought my first home here. Although many may say why Phoenix is not perfect, I think it is a special little village. It is quiet and peaceful. There is not a lot of loud music, fights, and large crowds of people hanging out all night. It is a safe place for children and senior citizens. Most of the residents did not migrate here like I did, they were born and raised here and they love their community. Generally, Phoenix natives are friendly neighborly people who love the village.

The Phoenix Fest

The first time I experienced the Phoenix Festival, I witnessed how the residents enjoyed each other’s company and how much they loved the community. Even people from neighboring communities enjoy the Phoenix Festival and they enjoy being with the people from Phoenix.

Village Administrators & Elected Officials

The administrators and elected officials are all educated professionals who desire to help maintain the peace and safety of Phoenix. Although they are all working or retired professionals, our administrators and elected officials are not a bunch of whitecollar workers and bureaucrats who are out of touch with the community. The administrators and elected officials know the community, know their neighbors and work within the community to help keep Phoenix from falling victim to some of the negative things other small communities have fallen victim to.

Doing a Lot with a Little

Recently I was on the Metra platform conversing with a city worker from one of our neighboring cities. The gentleman did not know I was from Phoenix, but when I mentioned Phoenix he said, “They have no money.” He then boasted about how much money his city has compared to Phoenix. I told him that I was from Phoenix, and that I would rather be in a town with limited resources whose needs are being met, than to live in a big city with lots of money but are under constant investigation because the needs of the citizens are not being met and workers not being paid. It is true, Phoenix does not have as much money as some of the other towns. However, I have witnessed Mayor Terry Wells and the Board of Trustees do a lot with alittle to continue progressing the village. I have been in Phoenix for about 14 years now and I realize that Mayor Terry Wells and the Board of Trustees have a genuine love for the village. I have also witnessed our Mayor get involved in many of the smaller matters that most mayors would not leave their comfortable office to do. He looks after the Senior Citizens like I have seen no other elected official do; not just the Senior Citizens of Phoenix either, but others throughout the Thornton Township. Police Chief Johnson and Fire Chief Smith are constantly seeking out and training the right personnel that are a good fit for public safety departments in Phoenix. These are some of the things that make this little village special! On May 12, 2015, I was elected as Village Trustee. I am proud to be a trustee of the Village of Phoenix and Chairman of the Village Financial Committee. I may not have been born and raised in Phoenix, but my children were born here and are being raised here, and I love this town just as a the natives do. However, too many Phoenix residents do not know me and I want to get to know more of them. I invite all of Phoenix to stop by for a Meet, Greet and Eat; August 15, 2015 from 1:oo p.m-3:00 p.m. at the Multi-Purpose Center in the Mayors Room. See the ad for more details 
