FROM THE VILLAGE CLERK f a homeowner is performing construction work, he too, must complete an application and let the building inspector make the decision as to whether or not a permit is required. Some contractors have had their license revoked by the State of Illinois due to complaints filed with the Better Business Association. The Attorney General files those complaints with us if the contractor has been issued a citation and is not allowed to work in the State of Illinois. Therefore, we can pass that information along to our citizens.

2005 VEHICLE STICKERS The deadline to display 2005 vehicle stickers is February 15th. The late fee in the amount of $10.00 will be added to the regular price. The fee to purchase stickers are as follows: Passenger vehicle $20.00; Senior Citizens and Disability $10.00 (with proof of age and or proof of disability); Trucks according to size $25.00, $30.00 and $35.00.

DOG LICENSE All dogs are required to be licensed in the Village. A dog tag can be purchased from the CLERK’S OFFICE. The fee to purchase a dog tag is $3.00.

GARBAGE PICKUP DAYS FOR THE VILLAGE OF PHOENIX IS TUESDAYS The scavenger service picks up garbage in the Village of Phoenix, every Tuesday. The only time this will change is, if the company observes a holiday that falls on Tuesday.

PUBLIC WORKS DEPT. Hello residents: By the time you read this article, it will be the New Year. The public works personnel and I, wish you and your family a prosperous New Year.

During the past year, 2004, public works department has worked very diligently to keep our village clean, safe and Trustee Albert Kirklin, appealing and also a village that we’re all Chairman proud to be a resident of. The following information is designed to keep our community clean throughout the year.

It will also provide a safe and healthy environment and easy access of all streets and entryways.

On snow days, please move your vehicles off the streets, where possible, so the plows can remove snow and ice for your convenience. Tuesdays are the regularly scheduled garbage pickup day, with the exception of Monday holidays; it will then be a Wednesday pickup. If in doubt, after a holiday, please call the Village Hall for proper pick-up day. Garbage and debris should not be put on curbside until Monday evening or the evening before pickup day. Refuse provider has a contractual agreement of pinking up only one large item per week. Containers and other refuse equipment should be off curbs or parkway by 12:00 noon the following day after pickup. The seniors and the physically challenged can call the Clerk’s office for special assistance on snow removal and refuse pickup.

May the service and assistance provided by the public works department give you, the citizens, a comfortable, safe and healthy lifestyle. Looking to serve you even better in the year 2005.

THE FOLLOWING HOLIDAYS ARE OBSERVED BY OUR SCAVENGER SERVICE: New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day. We encourage our citizens to dispose of tree limbs, branches and shrubbery by cutting the limbs and branches into lengths no longer than 4 feet, tie them into a bundle and place them out with your regular garbage. The scavenger service is not responsible to pick up construction material. You must get a dumpster for disposing of construction material.

OFFICE HOURS The Water Department and Clerk’s Office is open 6 days a week, Monday, Tuesday, Thursday and Friday from 9:00 a.m. to 5:00 p.m. and Wednesday and Saturday 9:00 a.m. to 12:00 noon.

The Village of Phoenix holds REGULAR BOARD MEETINGS twice a month on the 2nd and 4th Tuesday of each month.

All Board Meetings are open to the public and are held in the Village Hall, 633 East 151st Street, at 7:00 p.m.

e hope and pray that all is safe with you and your loved ones.

In the past six months, we have experienced many positive things happening in our community. Last summer we had what many feel is our best Phoenix Fest yet. The crowds were large and the weather cooperated. We had something for everyone including the first carnival in Phoenix in over 30 years.

During the fest, we honored our service men and women who are stationed overseas. We also dedicated our new park that was completed just before the fest. We are proud of this new facility and we hope that you are too.

We recently received a letter of thanks from School District 205 for our support for the referendum last April. Even though the referendum failed, it passed overwhelmingly in Phoenix with 68% of the residents supporting the measure.

The referendum was placed on the ballot a second time in November where it also failed. The support given by the voters in Phoenix goes to show our commitment to educating our children.

Due to the budget cuts at District 205, the school has cut the Construction

Trades Program. This program allowed students in the various shop classes to build a house in the Village of Phoenix.

See page 22 for photos of the student-built homes. Even though we lost this program, we were able to partner with South Suburban College to design a similar program so that we will still have students building houses in our community instead of high school; it is college students. The students are currently building a 2200 square foot house at 151st Street and Sixth Avenue. If you get a chance, please stop by and check it out.

In October, we had over 150 volunteers visit our community for Comcast Cares Day. Comcast selected Phoenix for a oneday cleanup of the homes of senior citizens. Along with Comcast employees we had students from Coolidge School, FCEA, Phoenix Fest Committee and Club 22. These groups helped to cut grass, trim hedges, paint and make minor repairs at the homes of seniors. A special thanks to Comcast and those who helped to make this day a huge success.

Greetings Continued from page 3 our public safety department, we will begin the renovation of our Fire Station. Although the building is in need of a great many repairs, we currently have funding for the most serious problems. This winter, we will replace the roof and the heating and air conditioning units in the building. The other needs will be addressed when we obtain more funding from Cook County Planning Department. We would like to thank President John H. Stroger for his help in securing this funding.

We will begin the construction of our new Public Works Facility this winter. The new building will house all of our street department equipment. We are hoping the facility will be open by early summer.

The Village of Phoenix is proud to announce a partnership with LevCon

Corporation. This company will begin building single family homes in the Village of Phoenix. This marks the first time in over 5 years that a developer has built homes in our community. The sale prices of these homes will range from $150,000$170,000.

We are also proud to announce that we are currently negotiating with a company to build a strip mall in the Village of Phoenix.

We have prime real estate along Halsted and Vincennes and a local developer has shown interest in building a strip mall at this location. More details will be coming soon.

A special thanks to Dave Bartlett of South Suburban College for the beautiful historical wall erected for the Village of Phoenix. The wall will be unveiled in March. The exhibit will be on the third floor. If you get a chance, please visit this exhibit located on the 3rd floor of the college.

Our new water billing system is now in place.

From now on, you will receive a bill from Blue Star. The system will allow you to use a wider variety of payment methods such as credit card payment, direct debit payments in addition to cash and check payments. This automated system will save the Village time and money.

With all the positive things that are done, negative news always gets the most attention.

On November 6, 2004, a young Phoenix resident, Krissy Long-Johnson, was shot and killed as she walked home from the store. We, the Village of Phoenix, offer condolences to the Long, Johnson and Hawkins families on their tragic loss. This is the first time in 10 years that we have had a fatal shooting in our community and we hope that it is the last. This only underscores the need for our community to continue to work together to support and nurture our young people. We need the help of all segments of the community; schools, churches, parents, and elected officials to prevent this type of tragedy from happening again.

reetings residents, from the Fire Department Personnel. We would like to say thank you, for all of your support that you have given us this year. We are hoping to help you in any way we can in the near future. You are more than welcome to visit us at any time. Our station is being remodeled and we hope that you can come and see the work that is being done.

Here are some safety tips that will help keep you and your family safe. Now that fall is over, you really need to check your batteries inside your smoke detectors.

Be sure that your heater is in good working condition. Inspect exhaust parts for carbon buildup. Make sure it has an emergency shut off. Keep all space heaters away from clothing and furniture and TURN THEM OFF before going to sleep. Never use the top of your range or the oven to heat your home.

We will come to your home and do a free home fire inspection just give us a call.

When you get ready to put your Christmas lights up, use a power strip to avoid an overload on your plug.

The Village of Phoenix Fire Department is currently accepting applications for the position of POC Firefighter. To become a POC Firefighter, you must be willing to give your time and hard work to the Phoenix Fire Department. You must be 18 years old and willing to work hard to learn about the fire service. The Fire Department has training every Wednesday night 7:00 p.m. until 9:30 p.m. and it is mandatory for all cadets.

Residents are welcome to observe the training. So if you are interested, please feel free to stop by the fire station and pick up an application.

would like to start by mentioning that the crime statistics for the Village of Phoenix has significantly decreased during the yea r of 2004. Curfew and loitering ordinances have been strictly enforced, inoperable and abandoned vehicles have been towed and the Tact Team has been conducting "street sweeps" in order to help make this community a safer place to live.

The Police Department has also implemented a new and improved detective division that consists of highly trained and knowledgeable officers. I am very proud of the time and effort put forth by this division.

Lastly, I would like to reiterate the importance of your help when it comes to solving crime. Please report any and all criminal activity, criminal leads and news tips to the Police Department in order to assist us in our continued effort to make greater strides servicing this community.

Phoenix Police Department New Cadet Program T

he law enforcement cadet program is a voluntary program, run through the Village of Phoenix Police Department. It is for anyone who is interested in a career in law enforcement or who just wants to get an idea if a career in law enforcement is what he or she really wants. The cadets are able to get a first hand look at daily police work as they ride along with patrol, learn the fundamentals of the law, learn defensive tactics, arrest procedures, investigation, and other job performances.

Most importantly, it is the mission of the Phoenix Police Department to use this program as a vehicle for providing positive interaction between community youths and police officers. This program is open to both males and females and is designed to both reinforce the actions and efforts of exemplary youths, as well as to steer problem teens away from gangs, drugs and the lures of the streets.

The requirements for being a Village of Phoenix Police Cadet: • be at least 15 years old, but not have reached your 19th birthday • subsequent to appointment, maintain at least a 2.0 G.P.A. • pass a background check • attend monthly meetings • volunteer a minimum number of hours of service a month, including working certain city run events, such as the Phoenix Fest • avoid gangs, drugs, truancy and teens who engage in such conduct Some of the duties of the Cadets are: • traffic control • security at Coolidge Middle School Recreation Activities • assisting Police with natural disaster or unusual occurrences • providing assistance with city run events throughout the year Ride-Along-Cadets ride along with police officers for an entire shift, participating in radio communications, field interviews, ticket writing, map book reading, and much more. Traffic ControlCadets are often in charge of controlling intersections during parades, fairs, and other special events.

Vice-Cadets, may assist detectives in the vice unit in controlling the illegal sales of alcohol and tobacco in two major ways. 1. Shoulder Tap Operations- Cadets request another person to buy them alcohol after informing him/her that they are under 21.

Security-To work security, Cadets become the

eyes and ears of the police officers. Since officers cannot be everywhere at once, Cadets fill in by looking for any suspicious or illegal activity, and then immediately report it on the radio.

Community Events- Cadets are often requested for parades, festivals, and fairs to show their support of law enforcement.

How To Join • Come to Police Department 629 E. 151st Street on the second Monday of the month at 6pm. A Cadet recruiter will meet you in the lobby of the main entrance. At this meeting you will receive more information about the Cadet Program and have the chance to talk to Cadets or a Cadet Advisor in person.

• You will be given a basic 20 question multiple choice test on reading comprehension, spelling and direction.

• Once you pass the test, you will provide information about your background that will be collected upon completion.

• A background package will be sent with you prior to the end of the meeting.

• When finished with your background package, contact and meet with your Backgrounds Investigator. (The name and all contact information will be given and explained to you) • If you pass your background investigation, you will be scheduled for an interview conducted by a Police Sergeant, and two Cadets that will be similar to a job interview.

• Upon completion of an acceptable interview, you will be enrolled in the Cadet academy.

All cadets will be required to be in uniform.

We are the Village of Phoenix Police and Fire Board of Commissioners. Our current Board Members are:

•Joda Boykin •Martina Lane Mahaffey •Benny Williams •Roosevelt Williams Board membership is attained by appointment from the Mayor and Board Commissioner Martina Lane-Mahaffey of Trustees and this is a volunteer position.

What do we do?

The Board of Commissioners is responsible for the hiring of all Commissioner police and fire personnel, Benny Williams excluding their respective chiefs. The Board conducts a panel style interview for each potential candidate.

Successful candidates are then presented to the Mayor and the Board of Commissioner Roosevelt Williams Trustees for final approval.

The Village of Phoenix Police and Fire Board of Commissioners would like to encourage. our Village residents to apply to the Police and Fire Departments!

FCEA Abstinence The Ambassadors Education Highlights On March 28 through April 1, 2005, the Family Centered Educational Agency is sponsoring their annual Spring Break College Tour. Students will have the opportunity to visit the following colleges: Jackson State University, Tougaloo College, Southern UniversityBaton Rouge, Xavier University, Dillard University,

Fisk University and Tennessee State University. Students will also visit the Civil Rights Museum (in Memphis, TN) to observe historical facts of the Civil Rights Movement and receive vital information on the profound leaders who paved the way for the African American community.

The Abstinence Education Program of FCEA has developed a new and exciting component entitled the Ambassadors. Their mission is to provide information on the benefits of healthy living to youth and adults in their community. Future endeavors of the Ambassadors includes

workshop facilitation, community service projects, and public awareness campaigns. The Ambassadors will also host a leadership summit as well as coordinate a rally entitled "How I’m Living" for School District 205 in May. Look out because the Ambassadors are on the move!

The Residents of Phoenix Deserve the Best!

From the Board President: Greetings and Happy New Year!

On behalf of our entire board, it is fitting at this time to publicly thank our Mayor for his support and contributions to our renovated park at 155th Street & 9th Avenue. Even though the renovations were completed in August 2004, we are thankful and our residents were thrilled when the final product was completed with a brand new basketball court and new playground equipment. This was the first renovation that we have had in 30 years and I am happy to be a part of it!

Our community deserves the best and I am confident it will be well used and enjoyed for years to come! Our park board unanimously decided to rename the park. The new name is the Terry Wells Community Park & Playground. It’s winter now but spring and summer are just around the corner and we’re asking all citizens to become "Eagle Eyes" and help to protect our new equipment that our youth deserve.

It’s not too early to start planning for family reunion picnics and outdoor birthday parties at the Pershing Broome Family Pavilion at 151st Street & 9th Avenue. This area has spacious park grounds, a barbeque pit, a kitchen, and restrooms. The rental fee is affordable and reservations can be made for dates during the 2005 operating season, from May 1st until October 1st. People You Should Know T

erry R. Wells, Village President, is a lifelong resident of the Village of Phoenix, Illinois. He was elected Village President in 1993 and is currently serving his third term. Prior to being elected Village President, he served ten years as a Village Trustee and President of the Phoenix Library Board.

Mr. Wells have worked as an educator at Coolidge Middle School located in Phoenix, Illinois. He now teaches History at nearby Thornton High School. He currently serves as a member of the Board of Directors of South Suburban College.

He holds a Bachelors Degree from Illinois State University and a Masters Degree from National Louis University. President Wells and his wife Loretta have two children, Terry Jr., and Brianna.

J

ohnnie M. Lane, Village Clerk, has been a Phoenix resident since 1961. She and her husband, Aubrey, have four children and ten grandchildren. She is a member of Daniel Chapel A.M.E. Zion Church and is an active member of the Senior Usher Board and Steward Board.

Through her interest in the welfare of the community, she has been involved with the University of Illinois, taking classes toward becoming a certified municipal clerk.

Mrs. Lane has served as a member of Cook County Health Department and as a member and Treasurer of the Southwest Municipal Clerk’s Association. She has been a member of United Way of South Cook County, serving as a Board Member in the past. Also, an active member of the Phoenix Fest Committee since its inception and continues to work with the Village officials for continued growth for the betterment of the community. She has 23 years of experience as Village Clerk. She was re-elected to her sixth four-year term in 2001.

lbert Kirklin is a 45-year resident of Phoenix, Illinois. He was re-elected to his third, 4-year term in 2003. He is Village Trustee and chairman of Public Works Department. He is employed at Ford Motor Company as a carpenter leader for the past 36 years. He was president of Phoenix Park District for 7 years. He was educated at Thornton High School, South Suburban College and the Allied Institute of Technology. He and his wife, Doris, have three grown daughters and five grandchildren.

J

oseph Duval Ross is a 36-year resident of Phoenix, Illinois. At the age of 46, he and his wife, Joyce, cherishes a 27-year marriage with three children. He is Village Trustee in charge of Police and Fire. He was re-elected in 2003. As an employee of ComEd for over 21 years, his approach to problem solving has developed through projects such as, Vision Through Quality, Team-Fest and United Way. He is a 1972 graduate of Coolidge Junior High School and a 1976 graduate of Thornridge High School. He is a member of St. Andrew Temple Church Of God In Christ located in Harvey, Illinois. He serves as an Elder in ministry.

D

orothy Carter has been a resident of Phoenix for the majority of her life. She is the widow of Oliver Carter and the mother of Derrick and DeAnne. She is a member of Daniel Chapel A.M.E. Zion Church. Her education includes course work from Governors State University, Chicago State University, as well as

Thronton Community College, where she received an Associate of Arts Degree.

Mrs. Carter was elected Village Trustee in April 2001. She is currently the Secretary of the Phoenix Library District. In this capacity, she is responsible for filing reports with the County Clerk’s office, corresponding with the Board’s attorneys, and keeping all Board records updated. Mrs. Carter has involved herself in community activities such as serving on the Technology and Centennial Committees.

Mrs. Carter, before her retirement, was employed at Thornton High School as a Para-Educator in English/Reading. She also coordinated an after school community-based program, 21st Century Community Learning Center. Through her Union activities with the Illinois Education Association as President, Vice President, Grievance chairperson and building representative of the Union of Support Staff, Mrs. Carter developed organizational and leadership skills.

A

rthur T. Burton, Jr. (Art) is a lifelong resident of the Village of Phoenix. Art, who is no stranger to the Village of Phoenix, has served as Park District Commissioner from 1981-1985 and Village Trustee from 1985-1995. He has served as Police and Fire Commissioner. Ins 2001, Art was again elected Village Trustee. He and his wife, Patrice have one daughter, Aisha.

Art is employed at Columbia College in Chicago as Director of African American Cultural Affairs. He also is an instructor of African American Arts at South Suburban College in South Holland, Illinois. In his spare time, Mr. Burton has published two books: "Black, Red and Deadly" and "Black, Buckskin and Blue".

erome Ferrell, Jr. is a teacher, preached, husband and a father. He has been working in education as a substitute teacher and a teacher for about eight years.

He presently teaches sixth grade math and science at Coolidge Middle School in Phoenix, Illinois. At Coolidge he is the chess coach, a basketball coach, one of the student council advisors and one of the black history advisors.

Jerome is a trustee in the village of Phoenix where he has resided all of his life. He is presently one of the overseers of the Phoenix Water Department. He is a member of Friends 4 Life Ministries in Flossmoor, Illinois, where he is the youth director and a praise and worship leader.

Jerome enjoys spending time with his best friend, his wife. Whenever he is not teaching, preaching or handling community business, he and his wife, Genice, delight in a quiet evening together playing scrabble, reading a book, or talking to each other.

aNita Stewart is Village Trustee in charge of Ordinance and Resolution. She was elected in 2003. She is a 4th and 5th grade teacher at Madison School in School District 151. She has been a resident of Phoenix, Illinois for 31 years. She entered the work force as an employee of Allstate Insurance Company. After 5 years of service, she joined the world of education. She plans to make a difference in the lives of our children. She attended Coolidge Junior High School and Thornridge High School. LaNita also attended Illinois State University in Normal, Illinois, where she received her Bachelors Degree. She received her Masters Degree in Education in June 2004 at Chicago State University.

Family Reading Night

ovember is designated as “Reading Month” in the state of Illinois. The PHOENIX PUBLIC LIBRARY DISTRICT participated in “Family Reading Night” on November 20th. This was the third annual Reading Night.

Students from District 151 were recognized with certificates and gift bags. These students had read a required number of hours and books. Other activities that are offered by the Library District: Safety Day, Movie Days, Spring Break activities, trips to the Harvey Library and a reading room.

The “reading room” has many books for all ages. The students may check out books or come and complete homework assignments on Wednesdays.

Three Years of Giving 2004 marked the third year the Renegade Riders Motorcycle Club has presented gifts to local children

he meetings are held every first Saturday of each month at 11:30 a.m. at the William Hawkins MultiPurpose Center, 650 East Phoenix Center Drive (151st Street and Fourth Avenue,) Phoenix, IL. The dues are $15.00 annually.

Each year the club awards a scholarship to an outstanding student who will be graduating from high school and have been accepted by a college or

university. The interested students must fill out a scholarship application and submit the academic information requested along with the application.

The scholarship application forms for 2005 scholarship will be available May 2, 2005.

The 2004 scholarships were awarded to Ji’Nal Thompson and Danielle Coopwood.

Lorae Harper received her Bachelor of Science Degree with Accounting as her major from Governors State University on June 6, 2004.

She was on the Dean’s List with a GPA of 4.0.

Karla Beard is now appearing with Richard Chamberlain in the American Premiere of "Scrooge."

She plays the part of Bess. The production opened Tuesday, October 19, 2004, at Chicago’s Ford Center for the Performing Arts/Oriental Theatre and ran through November 7, 2004. Karla will go on a national tour with "Scrooge" Company.

Quincy Goodwin is 2004 Homecoming King at Thornton High School. Quincy, a senior at Thornton, is a member of the basketball team and has been on the honor roll every semester.

His GPA is 3.4.

June Ferrell graduated from Western Illinois University, in McComb, Illinois on May 8, 2004, with a degree in economics.

This was his first book signing in New York City. Trustee Burton’s third history book, Black Gun, Silver Star: The Life and Legend of Frontier Marshall Bass Reeves, will be released next fall by the University of Nebraska Press.

The Lady Tigers Go Downstate The seventh grade girls basketball team from Coolidge middle school won the regional and sectional championships. The team advanced to the Sweet Sixteen State Finals.
