FROM THE DESK OF THE VILLAGE CLERK uring the year, many citizens have construction work performed by a General Contractor.

Unfortunately there are some citizens who believe that a Contractor should not register with the Village. But believe me, it is for the benefit of the homeowner to have the contractor complete a building permit and have it approved by the Building Inspector and Electrical Inspector, before commencing work.

Also, if a homeowner is performing construction work, he too must complete an application and let the building inspector make the decision as to whether or not a permit is required. Some contractors have had their license revoked by the State of Illinois due to complaints filed with the Better Business Association. The Attorney General files those complaints with us if the contractor has been issued a citation and is not allowed to work in the State of Illinois. Therefore, we can pass that information along to our citizens.

2004 VEHICLE STICKERS The deadline to display 2004 vehicle stickers was February 15th. The late fee in the amount of $10.00 will be added to the regular price. The fee to purchase stickers are as follows: Passenger vehicle $20.00; Senior Citizens and Disability $10.00 (with proof of age and or proof of disability); Trucks according to size $25.00, $30.00 and $35.00.

DOG LICENSE All dogs are required to be licensed in the Village. A dog tag can be purchased from the CLERK’S OFFICE. The fee to purchase a doe license is $3.00.

FISHING AND HUNTING LICENSE The Clerk’s Office sells fishing and hunting license. All license are available for sale starting April 1, of each year. The fee to purchase a license is set by the Department of Conservation. See advertisement posted in the Village Hall Lobby.

GARBAGE PICKUP DAYS FOR THE VILLAGE OF PHOENIX IS TUESDAYS The Scavenger service picks up garbage in the Village of Phoenix, every Tuesday. The only time this will change is, if the Company observes a holiday that falls on Tuesday.

THE FOLLOWING HOLIDAYS ARE OBSERVED

BY OUR SCAVENGER SERVICE: New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day. We encourage our citizens to dispose of tree limbs, branches and shrubbery by cutting the limbs and branches into lengths no longer than 4 feet, tie them into a bundle and place them out with your regular garbage. The scavenger service is not responsible to pick up construction material. You must get a dumpster for disposing of construction material.

The Village of Phoenix holds REGULAR BOARD MEETINGS, twice a month on the 2nd and 4th Tuesday of each month. All Board meetings are open to the Public and are held in the Village Hall at 7:00 p.m.

he Phoenix Water Department is in the process of consulting with some companies for the possibility of doing a major upgrade of the services we offer from our water department. In, fact it will be the most awesome upgrade in the history of the water department.

Residents, you can look forward to having

several options to view and pay your water bill. You will be able to see your account online as soon as your bill is posted and you will have an option to pay online as well. You will be able to pay by phone using your credit card or checking account. This new system will not only enhance our water department, but it will enhance our communication with the residents.

trust that all of you and your families are blessed. In the past year, we have seen several positive events to take place in our community. We were honored last year by a visit from Governor Rod Blagojevich. His visit marks the first time in the history of this community that a governor has visited our town. We also had a visit from Barack Obama, who is hoping to become the only African American in the United States Senate.

It is good to see that powerful elected officials are paying attention to our small town.

Several major public works projects were completed last year including the resurfacing of 153rd Street and the paving of the parking lot at the Hawkins Center. The work at the center will allow the building to be more accessible for our handicapped residents. The resurfacing of 153rd Street will allow smother traffic flow in that area. We hope to resurface 155th Street next year thus completing our resurfacing of our main streets. Later this year, we will begin the rehab of our fire station. That work is expected to begin in April and last throughout the summer. With the completion of this work, we will be able to enhance the ability of our fire department to keep our community safe.

This summer the Phoenix Park District and the Phoenix Board of Trustees will work on a project to rehab our park at 155th Street and 9th Avenue. We plan on repaving the basketball courts, replacing the old park equipment and replacing the lights. It is our hope that we can complete this project by mid summer. This will be the 40th anniversary of the Phoenix Park District and what better way to celebrate than to

n the fall of 2004, our plan is to complete our Public Works garage that will be located just south of our fire station. The building will have two bay areas for our trucks and tractors and storage rooms for the rest of our street department equipment. Our Public Works department has been working for a long time without proper space to repair and maintain their equipment. This project will alleviate the problem.

Our computer lab is now open five days a week for no charge. If you need to complete research for school or type a job resume, the computer lab is open for your convenience Monday through Friday from 9 a.m. to 5 p.m.

We also have computer classes available several times a week. If you would like to enroll, please see the computer section of this newsletter.

Some classes are in our computer lab at the William Hawkins Multi-Purpose Center while some are at other locations. There is no charge for these classes. This program was made possible by a grant from School District 205 and Dr. J. Kamala Buckner.

The Village of Phoenix is currently working on several pieces of technology that will enhance the ability of our Police Department. We have installed surveillance cameras at various locations throughout the Village to aid our Police Department in fighting crime.

These cameras will allow us to also monitor activity at several of our business establishments and our schools.

Mr. Arthur T. Burton, Sr. celebrated his 100th year birthday on September 13, 2003!

Ms. J. Kamala Buckner, Superintendent of School District 205, recently completed her doctoral dissertation. She now holds the distinguished title of Dr. J. Kamala Buckner.

Bradena Wendy Payne, a former resident of Phoenix received her Masters of Business Administration degree from Purdue University. In May 1997, she received her Bachelor of Arts Degree from Michigan State University. She is presently working for IBM in Mt. Kisco, New York.

Elaine King-Payne is attending Columbia College in Chicago majoring in Marketing Communications.

Her GPA is 4.0. She is on the Dean's List and a member of Phi Theta Kappa, Columbia College Marketing Club (CCMC) and American Marketing Association (AMA).

Jerome Ferrell, Jr., Village Trustee, recently received his Masters Degree from Chicago State.

Nick Smith a former resident of Phoenix, is a reporter for WCIA TV in Raleigh North Carolina!

Sensai Norman J. Beasley, son of Jannie L. Beasley, is now teaching at the Isshinryu School of Karate in Phoenix, Arizona.

He has studied the martial arts since January 1977. Norman studied under Sensei Roland Rose at Governors State University, where he received his First Degree Black Belt. He currently studies under Sensei Richard Hamilton in Phoenix, Arizona, where he received his 2nd Degree, 3rd Degree, 4th Degree and 5th Degree Black Belts.

DeAnne Carter, daughter of Trustee Dorothy Carter, has relocated to Switzerland. She has taken two years leave of absence from Thornton High School where she taught English. While in Switzerland, she is teaching writing at a college that is equivalent to a 2-year college in the United States. Ms. Carter will be completing studies toward a doctorate in English at the University of Bern.

“Eyes in the Sky” The Phoenix Police Department consistently searches for ways to better serve and protect the citizens of this community. In upcoming months, the Police Department will have surveillance cameras installed at various locations throughout the Village in order to “patrol” selected areas on a 24-hour basis. These cameras will be monitored from the police station and any suspicious or unusual activity will be recorded and used by the Police Department for investigative purposes.

Citizen Involvement The Police Department is asking that you help us to keep the Village safe. If you suspect that any criminal activities are occurring on your block, or if you witness any type of suspicious activities elsewhere

throughout the Village, please call the Phoenix “News Tip” hotline at (708) 339-3939. Someone will be available to answer your calls 24 hours per day. If you have access to the internet, you can also leave news tips at detectives@ppdil.us.

All information will remain anonymous and confidential.

Curfew Ordinance Attention!!! Curfew hours for the Village of Phoenix have changed!

The new curfew hours are as follows: Sunday through Thursday 9:00 p.m. Friday and Saturday 10:00 p.m. All children under the age of 17, who are outdoors after curfew, and are not accompanied by their parent of legal guardian, will be escorted home by the police. For each curfew violation after the first initial contact with police, parents or legal guardians

will be issued a $50.00 citation.

Leash Law Ordinance The Police Department does enforce the Village’s “leash law” ordinance. All dogs must be kept on a leash and wear current tags.

Owners who allow their animals to run free throughout the Village will be cited and fined. For blatant repeaters, Cook County Animal Control will be called to permanently remove the animal from Village streets.

Residents Vehicles All residents must have current state registration and a current Village sticker. Vehicles out of compliance, whether on private property or not, will be ticketed and eventually towed at the owner’s expense.

Keep Phoenix Beautiful Residents must satisfactorily maintain the upkeep of their property.

The exterior must be of sound structure with gutters and remain free of rubbish. Garbage must be kept in proper containers at all times. The Police Department does issue citations to residents who do not satisfactorily maintain their property.

Chaplain’s Corner The Police Department would like to show much appreciation to their Police Chaplain, Joseph “Duval” Ross, for always “lending an ear” and constantly speaking kind words to many police personnel throughout the station. “When times get rough, we can always depend on Chaplain Ross. May God bless you and your family.”

Our Seniors have Blazed the Trail and our children are on the right path he meetings are held every first Saturday of each month at 11:30 a.m. at the William Hawkins Multi-Purpose Center, 650 East Phoenix Center Drive (151st Street and Fourth Avenue,) Phoenix, IL. The dues are $15.00 annually.

We have been blessed with six new members. Our bake sale went well.

Thanks to all who gave their support.

Each year the club awards a scholarship to an outstanding student who will be graduating from high school and have been accepted by a college or university.

The interested students must fill out a scholarship application and the judges will determine which student will receive the scholarship. The scholarship application forms for 2004 scholarship will be available May 3, 2004.

A Helping Hand ur heartfelt thanks go out to Pastor Bob Roach and the congregation of River Oaks Community Church.

On December 14, 2003 they served Christmas dinner for the less fortunate. The dinner was held at our William Hawkins Multi-Purpose Center. They served 500 people from the area towns and gave gifts to children 12 years old and under. The adults and teenagers received door prizes.

any thanks go out to President Eddie Robinson, and the members of the Renegade Riders Motor Cycle Club for their generous donation of Christmas gifts to children in our Village. One of the members, Mr. Ramon Honore, is a Phoenix Police Officer.

Who makes the best barbecue in Phoenix?

You cannot give the name of a family member.

Who bakes the best cakes in Phoenix?

We know that your mother bakes the best cakes but you can’t use her. This way she can’t get mad at you.

Herbert Boykin: His specialty is barbecued turkey legs.

Mrs. Ruth Barr: Her lemon cake is the best I’ve ever tasted. Her cakes are so good that she can’t just bake one she have to bake two or three because everyone wants a piece.

Billy Humphrey: When the boys get together during the summer, we all agree that Billy Wayne should be doing the cooking.

J.B. Browning: He has passed away. But I always enjoyed his Que. His ribs were excellent but I enjoyed his BBQ turkey legs the most.

Arzellia "Beannie" Motley: His Que was so good that some people wanted him to open a restaurant.

William "Tiny" Allgood: Back in the day Tiny was so good that people would hire him to do the cooking at family picnics. As much as he likes to talk the one secret that he will not tell is what was in his sauce.

Edward Brown: His Que was so good that it didn’t even need sauce. His ribs were so tender that they would fall off the bone.

Michael Lane: His tips and links are out of sight. But I think the real secret to his food is his sauce. He once gave me the recipe but it didn’t taste the same. I’m sure he left off certain ingredients.

Hubert Clark: He passed on a few years ago, but his sauce was so good he actually bottled it and sold it. He used a lot of hot peppers in his sauce but it was so good you didn’t realize how hot it actually was.

Jimmie Mitchell: We didn’t know how good his ribs were until he started cooking at Phoenix Fest. His food is the fastest seller at Phoenix Fest.

GO WILDCATS! Good Luck to the Wildcats as they begin the IHSA basketball tournament. The team features several talented players from Phoenix.

Junior Brandon Dagans leads the team in scoring, steals and assists while, sophomore, Joevan Catron leads the team in rebounding and is second in scoring. The Wildcats are currently ranked 10th in the Chicago land area and 18th in the state. Other Phoenix residents on the team include London Dagans and Calvin Lewis, Quincy Glover.

Mrs. Alma Lawrence: It’s hard to believe that she is 90 years old and can still make that famous rum cake. But if you think her cakes are good now, you should have tasted them years ago.

Mrs. Trunetta Johnson: Not only does Mrs. Johnson bake the best pound cake in town but she will make you hurt yourself by adding a scoop of homemade ice cream with it.

Mrs. Etta Banks: She has passed on now but her cakes were known throughout the south suburbs.

Mrs. Sarah Garrett: She bakes the best tasting pound cake. She doesn’t bake the regular size cakes. Her cakes are big ones and when you have eaten that first slice you cannot resist a second slice.

Mrs. Aretta Ellison has passed on but her lemon cocoanut and her chocolate cakes were indescribably delicious.

Mrs. Eva Parker: She doesn’t bake much any more, but her cakes were the best in town.

Mrs. Evelyn Dagans: I would bet that if we had a neighborhood cake-baking contest, she would win easily.

Mrs. Mildred Herron: You will not find anyone in Phoenix who could match her pound cake.

Mrs. Sally Arnold: People may not remember her cakes because she does not bake as much as she used to but she was the best cook in Phoenix.

Mrs. Hattie Taylor: Her specialty was her pound cake.

She had a special lemon icing that she would spread on the top. Now that you’ve got me thinking about it, I’m going to go over and ask her to bake one.

The purpose of this list was to generate arguments between friends. We are sure that as you look at this list, there have been people who were left off. If you can think of someone other than your mother or father who should be on this list, give us a call and we will print it in our next issue

he Village of Phoenix is proud to continue its partnership with School District 205. This is the 10th house completed by students under this program. This is the largest house built by the students thus far. If you are interested in purchasing this fine home, please call the Mayor’s office at 708-331-1455. The estimated completion date is June 2004.

D.I.V.A.S with a New Attitude

T

he Demoiselle 2 Femme (D2F) Program of the Family Centered Educational Agency has re-defined the attitudinal term DIVA with D.I.V.A.S.Demoiselles Implementing Virtue and Sisterhood. This innovative program was developed for continuing Demoiselles who have participated in the Abstinence Celebration but are seeking a greater level of leadership within the community. The DIVAS will be trained in the PRIDE curriculum developed for D2F, facilitate workshops to 8th grade females who can enroll in a new pilot program at Coolidge Middle School, and represent the program on regional and national levels. After a rigorous application and interview process, six continuing Demoiselle 2 Femme members were selected to pioneer the way for D.I.V.A.S. The young ladies selected were: •Jasclyn Coney–honors senior at Thornridge High School (3rd year participant in D2F) •Tiffany Hampton–honors senior at Thornton Fractional North (2nd year participant in D2F).

•Nicole LaRue–honors senior at Bremen High School. (3rd year participant in D2F) •Chalimar McAllister- honors senior at Thornwood High School (3rd year participant) •Celeste Starks–honors senior at Thornridge High School (3rd year participant in D2F) •Marlesa Shields–honors senior at Thornton High School (3rd year participant in D2F).

n February 28, 2004 The Family Centered Educational Agency’s Upward Bound Program hosted the 2nd Annual Taste of Upward Bound at the Hawkins Multi-purpose Center in Phoenix, IL. This year’s theme was, "Celebrating Our Past by Providing for Our Future." The proceeds from this event are used to provide care packages for our college students. In addition to great soul food prepared by the parents and staff, those in attendance were able to enjoy entertainment, games, opportunities to win prizes, and purchase merchandise from our community vendor tables.

•Upward Bound students began ACT prep courses February 21st.

Also, on February 21st Upward Bound students and parents joined other TRIO students and professionals as we honored a strong supporter of TRIO programs, Congressman Jesse Jackson, Jr. at Governors State University.

•Upward Bound Students engaged in a cultural outing and examined historical artifacts at the Field Museum on February 16, 2004 and visiting DePaul University on February 27, 2004. We also walked the campus of Northern Illinois University on March 1st.

•Upward Bound will salute 26 high school graduates in May, as they journey on to higher education.

The Village of Phoenix joins the families in remembrance of their loved ones.

Arthur "Art" Riley, a former resident of Phoenix, departed this life Monday, September 22, 2003. He graduated from Thornridge High School and attended Northwestern College and also USC College. He played football for the Minnesota Vikings and the Philadelphia Eagles. His services were held in Honalulu, Hawaii.

Gloria D. Walker departed this life August 2003. She was Community Development Block Grant Director for the Village of Phoenix and a member and Treasurer of the Phoenix Library District for a number of years.
