From The Clerk’s Office The regular day for garbage to be picked up in the Village of Phoenix, is Tuesdays.

Garbage should not be placed out for pick up before Monday evening.

Holidays the Scavenger Service observes are, New Years Day, Memorial Day, Independence Day, Thanksgiving Day and Christmas Day.

The Scavenger Service does not celebrate all holidays, but if they are observing one of the holidays listed above, our garbage will be picked up on Wednesday. Each homeowner is allowed to place out for pick up (1) large item per family per week.

The bags can be purchased at any hardware store. Tree limbs and shrubbery should be cut in 4 ft. lengths, bundled, tied and placed on the curb the same day that garbage is picked up. White items, such as stoves, refrigerators, washers and dryers will not be picked up by the Scavenger service unless you make prior arrangements with the Scavenger service and pay a fee of $25.00.

VEHICLE STICKERS Vehicle stickers go on sale December 1 and can be purchased for the regular fee of $20.00 for passenger vehicles, $10.00 for Senior citizens and Disabled citizens, with the proper ID. Trucks fees are $25.00, $30.00 and $35.00 according to size. After February 15th, a late fee of $10.00 is assessed on all stickers.

HUNTING AND FISHING LICENSE Hunting and fishing license are sold in the Clerk’s office. The fees to purchase these licenses are set by the Illinois Department of Natural Resources and are on sale each year from April 1st.

DOG LICENSE Citizens are reminded that dogs should be registered and a Phoenix dog tag should be obtained from the Clerk’s Office. The fee for dog tags is $3.00 per dog.

NOTARY The Village Clerk is a Registered Notary in the State of Illinois.

VOTERS REGISTRATION Voter Registration is open and will remain open until 30 days prior to any Election.

Office hours Monday, Tuesday, Thursday and Friday 9:00 a.m. until 5:00 p.m. and Wednesday and Saturday 9:00 a.m. until 12:00 noon.

Public Works Department Your Public Works Department has begun to clean and make all alleys accessible. This is to ensure our public safety in the event of our police, fire or utility providers having emergencies that require usage of the alleys.

There is no definite date of completion, but this task will be ongoing until all usable alleys can be accessed if needed.

The Mayor and Board know there is a dire need for our Village to purchase a street cleaning device. We are currently pursuing the purchase of a used sweeper and vacuum that is in good working condition.

Debris such, as leaves, cut grass, dirt, etc., can clog inlets and cause water to stand which leads to flooding. We’re asking our citizens and Public Works employees as well to please clean up and blow grass clippings off the streets when cutting their lawn or maintaining parkways. Not cleaning our curbs puts a tremendous strain on our drainage system. Please allow us to do our part in helping keep rainwater flowing into

our curb inlets.

The Village Board has secured a C.D.B.G. award to refurbish deteriorated sewers, manholes, and inlet basins. Albert Kirklin, We may be Village Trustee inconvenienced by this project, but we’ll benefit enormously at its completion.

As of date, the Village does not have access to a shredder for tree branches and other shrubbery. Therefore, we cannot pick up branches and limbs that we place out on parkways.

However, our waste disposal provider will pick up these items with regular garbage pickup if the citizens will lay or tie branches, brushes and other shrubbery in 4 ft. or 5 ft. lengths.

It is indeed a pleasure to serve the citizens of this beautiful community.

Phoenix Public Library District

T

he Phoenix Public Library District held a "Family Reading Night" on November 9, 2002, at the Hawkins MultiWilliam Purpose Center. The event was well attended by the citizens.

Students and parents were invited to participate in storytelling, games and meet our local authors. The students received books of their choice along with other games.

The local authors who attended were: Arthur Burton, Jr., Rita CoburnWhack, Sheree Victorian and Joclyn Rials-Hamilton. The authors shared their experiences and hardships they encountered with the book.

Each author received a plaque that expressed the appreciation of the Board.

We would like to encourage all citizens to please go to the Harvey Library and get a library card for each member of your family and read everyday!!!

Greetings from Terry Wells I

realize that it has been a while since we have published a newsletter. But we don’t always have the staff or information to publish a newsletter on a regular basis. If you are interested in volunteering to help please give my office a call

Over the past year, the Village has made many changes that we feel has made our community a better place. We purchased our new fire truck, which is the first new truck purchased by the Village in over 20 years. We also purchased two new police cars, which will enable us to have four excellent vehicles for our police department.

In other areas of improvement, we have completed street reconstruction for 151st Street from Halsted Street to 4th Avenue. South Holland will complete the area from 4th Avenue to 9th Avenue hopefully next year. We have also completed the area of 151st Place, which will allow for a better flow of traffic in front of our senior building. We also replaced the sidewalk and widened the street to allow for more parking and beautification of the area. We will reconstruct our parking lot at the MPC, which will hopefully allow for more parking for the senior building and the MPC. We have completed our water and sewer project, which has upgraded 60% of water and sewer lines in the Village. This has resulted in a greater efficiency of our water usage.

The renovation of the MPC is completed. If you visit the MPC you will see that the heating and air conditioning has been replaced. The roof and floor has been replaced. We also painted the entire building to make it a more pleasant place for conducting business.

Our new Village Hall has been completed and will house the Police Department, Clerks Office, Water Department, Mayors Office and City Council Chambers. We would like to thank all of the residents who joined us on Oct. 26, 2002, for our grand opening. It was truly a proud event for our community. If you have not visited our new facility, please stop by. I think you will be impressed. Continued on page 4

News Greetings Continued from page 3 On a personal note, I would like to thank all of those who provided house-warming gifts for our new building. These residents did not do this for recognition, but because they are proud of this community.

Beasley Virginia Kirkland I would also like to introduce all of our residents to our new Police Chief, Melvin Davis. Chief Davis has served the Village for many years as an investigator. He is no stranger to the Village of Phoenix and knows this village quite well. The promotion of Mr. Davis was due to the resignation of Darryl Neil who had served the Village of Phoenix for many years.

Mr. Neil resigned so that he could devote more time to completing his Master degree at Governors State University. The Village would like to thank Chief Neil for all of his effort and wish him the best.

We would like to congratulate Mr. and Mrs. Gibson for their grand opening in October 2002. It is our hope that it will spur other businesses to locate in our community. We are pleased to say that Gibson’s

service station is the only black owned service station in the south suburbs.

In the next few months we have several projects that are due to begin in the Village of Phoenix. We will begin reconstruction on 153st this summer. We will also begin computer classes at the MPC building and the Village Hall, please call my office for more details.

As you can see it has been a very busy year. We thank you for your help and support and May God continue to bless each and every one of you.

Village of Phoenix is proud to have a partnership with District 205. We have now completed 8 houses over the past years. The 9th house is available for sale.

Remarks By Chief of Police Melvin Davis

I

started my law enforcement career in the Village of Phoenix. I have experienced some trying times while working through the ranks. Having hands on experience gave me a very good insight on what it will take to make the Police Department more effective to serve the community that I have grown to love as my own.

The police department’s main focus is to establish a better relationship with the Citizens of Phoenix, by implementing inventive ways of communicating more effectively, through programs such as I-Watch, which is already in place however; with the help of the police department I-Watch will become a better tool. Walk and talk and bike patrol by police officers will take effect as soon as the weather permits, this will allow the police to become more familiar with the citizens concerns which will enable the department to better address the needs in a timely fashion.

All police personnel are required by the state of Illinois to be certified through the Illinois State Training Board. At present 95% of the police personnel are State Certified police officers. In addition, police officers are constantly being trained in various fields of law enforcement. Qualified police officers are exactly what this community deserves.

Thanks to new Technology for Law Enforcement, we have the upper hand on crime in the 21st century.

Village Mayor (T. Wells) aggressively searched out and secured funding for high tech equipment needed to combat crime. The Phoenix Police Department now has the necessary tools to go along with a brand new facility that holds three adult cells and one juvenile detention cell. The new station also includes a state of the art dispatching center, where professional, and cer-

tified staff are working 24 hours a day to serve this community. With a joint effort from the entire Village, we are on track in our impetus for a successful law enforcement agency. A special thanks to our Village Clerk (J. Lane) and her staff for all the support they have given the police department during the transition.

This is a perfect example of a community that is working together for one common goal.

As Chief of Police, I am confident that I can take the police department to a higher level of professionalism, respect, honor and integrity. No nonsense is the message I am sending to my staff. I am soft spoken but firm and believe in fairness and that fairness is the best policy. Our staff of professionals continuously contributes to the common good of the department.

One of the best things you can do in any business is surround yourself with good trustworthy people. Our new Deputy Chief, Robert Cook, a 32 year seasoned Chicago Police Officer, complements me with his skill and aptitude. He has adapted to the smaller style of policing and will continue to make a major impact on the changes that take place on a daily basis to improve the inner functions of the police department. Cook is no stranger to the Village of Phoenix because he has relatives who were born here. He states that he is glad to be part of this growing department and law enforcement is still in his blood even after his retirement

MORE POLICE NEWS Zero tolerance to drugs Drugs destroy families, neighborhoods and communities and will not be tolerated in the Village of Phoenix. Any buyers, sellers or users will be arrested and prosecuted to the fullest extent of the Law. New Police Cadet Program starts in March 2003.

Applicants must be between the ages of 14 to 21 with no police records or arrests. Also must maintain a C+ grade point average.

Phoenix Police Tactical Unit will be involved in a cross training program with surrounding departments to enhance the skills needed by this specialized unit. This will make our streets safer and better patrolled.

If your car will not start because it needs a jumpstart, call the police. We not only protect, we also serve.

The Bike Patrol Unit of the Phoenix Police Department is very effective in patrolling the streets in your neighborhood and serving the needs of the community.

Parents who are having trouble with their teenagers can contact our juvenile officer about counseling sessions and boot camp programs.

Catch the problem early and maybe it can be corrected.

Fire Safety tips: 1. Make sure that you change batteries in all smoke detectors in your home.

2. Put a fire extinguisher in your home in case of small fires.

3. Make sure emergency phone numbers are by the phone at all times.

4. Never store lawn equipment inside your home.

5. Always keep chemicals out of children’s reach.

6. When you have finished your 2-liter pop bottles, fill them with water and put them in your closet.

In case of fire and you cannot get out of your bedroom, wet a towel or sheet and place it under the door so smoke and hot gases cannot get into the room.

7. In case of power failure, never use candles for light, but instead use a flashlight.

8. Keep all space heaters away from material that can burn.

We asked several residents to answer this question, do you agree with their answers?

Who is the best singer you ever heard in Phoenix?

Dorothy Carter: The most beautiful voice I ever heard was that of Mrs. Dorothy Miller. I just loved to hear her sing. My favorite song was, "I’ll Fly Away".

Joda Boykin: I think that Harold Jones had a great voice and still does. His voice has an opera quality about it. In fact, I think that he did sing opera years ago. Bill Ivy is another one who had a great singing voice.

Terry Wells: I have always been impressed with Sheree Victorian. I just love to hear her rendition of "Lift Every Voice and Sing". Otis Webster is another singer who I really like. He has a down home style which is a combination of gospel and blues. And of course, I cannot forget Trustee Duval Ross. He made a gospel CD entitled "He Came" which did quite well. As good as Trustee Ross is, his daughters, Tiffaney and Chanae may be even better than their father. In high school we all marveled at Roche Hill she had the looks and the voice, with the right breaks she could have been a star. The best has to be Robert Jackson, he sounds as good today as he did 30 years ago. He has truly stood the test of time.

Justine Hagler: The best I ever heard was Eloise Treadwell, I would sit on the step of my house and listen to her sing. Her singing was so good that she made me join New Covenant Church.

Selena Parr: I have heard several very good singers from Phoenix. Two that come to mind are former Mayor Jan Belmont and Juanita Roberts. They have beautiful opera style voices. Also Mrs. Barr has a beautiful voice. She put a lot of feelings into her singing.

a beautiful voice. I always enjoyed the singing of Effie and Ruby Long. Effie would play the piano while Ruby would sing. Together they were awesome. The best male singer had to be Robert Jackson. He is old now (smile) but you should have heard him when he was younger. He was something to hear.

Ruth Barr: The best I ever heard was Fred Carraway. When he sang, he did it from the heart. Everyone in the church could feel whatever emotion he was feeling. Mary Butler was another person with a beautiful voice.

Eddie Brown: No doubt in my mind, Harold Jones was the best. This man went to New York and became an opera star. No one in this area could touch him. The second best would have to be Robert Jackson. Any time there was a function and they needed someone to sing, they would always call on Robert. It didn’t make any difference if the piano player showed up or not. He didn’t need anyone to accompany him. He would just pat his foot and set the place on fire.

Robert Jackson: My choice would have to be Jessie May Williams. She could bring you to your knees with her singing. Years ago, we actually had a singing group called "The Jackson Singers". We recorded a song entitled "These Are They". The group consisted of Sonny Banks, Robert Jackson, Cornelius Stoudemire and Jesse Williams.

Leatrice Brown: The best singer I ever heard had to be Harold Jones. I remember he came to Thornton High School to sing and simply turned the place out. He had such a strong booming voice. The best musician had to be Daniel Banks. He mastered that piano like no one I have ever known.

Inez Watkins: One of the best singers had to be Cornelius Taylor. She had such

A Helping Hand The Village Of Phoenix in conjunction with the South Suburban chapter of Operation PUSH assisted families this past holiday season by distributing food baskets.

CNN Phoenix Senior Nutrition Site Linda D. Cole, Site Manager The senior site is located in the William Hawkins Multi-Purpose Center.

It has been at this location since June of 1980. Lunch is served promptly at 12:00 noon Monday through Friday at a suggested donation of $1.75 to seniors at least 60 years of age and older. We are currently serving hot home cooked meals.

Real Ballers!

Congratulations to Coach Rocky Hill and the Sophomore Basketball Team from Thornton High School. The team finished the season with a record of 23-1. The only loss suffered by this outstanding group was a one-point overtime loss at Evanston.

Most of the starters on the team are from Phoenix.

The Phoenix residents on the team are as follows: Brandon Dagans,* Landon Mack, London Dagans, Quincy Goodwin, Zack Tompkins, Lavonta Greenwood Joevan Catron,** Eric Smith *Brandon Dagans was moved to the varsity team for the last 6 games of the season. **Joevan is a freshman that played the entire season on the varsity team. He is the first Thornton freshman to start for the varsity team in ten years and only the fourth freshman in the history of Thornton to start.

Best Wishes to Mr. William O’Neal, Principal of Thornton High School. He will be retiring on June 30, 2003 after 10 years of service to District 205.

he club meetings are held the first Saturday of each month at 11:30 a. m. at the William Hawkins Multi-Purpose Center, 650 East Phoenix Center Drive, Phoenix, IL. Membership dues are $15.00 per year.

The club had its Eighteenth Annual Black History Celebration and Seventh Year Scholarship Award dinner and program on Saturday, February 15, 2003. Our heartfelt thanks to all who gave their support.

Each year the club awards a scholarship to an outstanding student who will be graduating from high school and have been accepted by a college or university. The interested student must fill out a scholarship application and the judges will determine which student will receive the scholarship.

hornton Township High School has a great program called The 21st Century Community Learning Center. Each day after classes are completed, every student has the opportunity to receive extra help. The 21st CCLC offers: tutoring, mentoring, discussion groups, career planning, ACT/SAT/PSAT Prep, technology classes, and recreational activities. Studies have shown that after-school programs assist our students to improve academically, keep them safe and assist our working families. Field trips have included: Bulls games, plays, dinner, skating, bowling, mother and daughter outings, father and son outings, motivational speakers, and Cook County Sheriff’s Youth Division speakers. The field trips are planned for fun and to keep the young people informed. Family Centered Educational Agency (FCEA) is also partnered with 21st Century Community Learning Center (CCLC). Through this program the students will be able to attend a College Tour.

AMBER MASON won the Henry Vandenburg Award at Thornton Township High School. She graduated ranking #5 in her class and is attending Spellman College in Atlanta.

TIAUNNA DICKENS graduated 17th in her class from Thornton Township High School. She was a winner of the Bob Watson Scholarship and is attending Fisk University.

ELAINE PAYNE recently graduated from South Suburban College with a 4.0 grade point average, majoring in marketing and communications.

PATRICE BURTON was recently appointed President of the School Board of District 151.

MICHAEL BERRY, an All Star Football Player at Thornton Township High School, accepted a scholarship to play football at Ohio University.

MAYOR TERRY WELLS, was appointed to the Board of Trustees of South Suburban College.

would like to thank the students from Coolidge Middle School who represented the Village of Phoenix by decorating a Christmas tree at Thornton Township Hall. The students also had a food drive and the items of food was dropped off at Coolidge Middle School at 155th Street and Seventh Avenue and at the Village Hall 633 East 151st Street.

he Mayor and Board of Trustees of the Village of Phoenix would like to thank the "Real Deal News Team" of Bryant School, for their donation.
