Lightford eyes run for Senate President Sen. Kimberly Lightford, of Maywood, wants to replace outgoing president John Cullerton

Two local state senators are among the leading candidates to succeed the retiring John Cullerton as the president of the Illinois Senate.

Sen. Kimberly Lightford (D-Maywood) and Don Harmon (D-Oak Park) spent last weekend on the phone, calling colleagues trying to line up support for their respective bids to become the leader of the state Senate.

Cullerton (D-Chicago) set off the scramble when he made the surprise announcement on Nov. 14 that he would retire in January in the middle of his term. Cullerton’s successor as Senate president will be chosen in January after he resigns in a vote by the members of the Senate.

Maywood meatpacker recalls 500K lbs. of pork

USDA says Morris Meat Packing was selling items that weren’t subject to federal inspection

Morris Meat Packing, 1406 S. 5th Ave. in Maywood, has recalled approximately 515,000 pounds of raw pork products “that

were produced without the benefit of federal inspection and outside inspection hours,” according to a statement released Nov. 21 by the U.S. Department of Agriculture’s Food Safety and Inspection Service.

The statement notes that the “raw, intact pork items were produced” on Saturdays from Nov. 25, 2017 to Nov. 9 of this year. The FSIS said that they discovered the problem See MORRIS MEAT on page 3

Broadview library’s ‘One Book, One Proviso’ dialogue a success The Broadview Public Library has wrapped up its fourth and final book discussion on the One Book, One Proviso selection Black Against Empire: The History and Politics of the Black Panther Party by Joshua Bloom and Waldo E. Martin, Jr. The series of discussions, held on Thursday evenings from September through November, was led by Dr. Quincy Johnson, a family member of slain Black Panther and Maywood native Fred Hampton.

During the last night, held Nov. 21 at Broadview Wesleyan Church, 2218 S. 18th Ave. in Broadview, Johnson masterly guided the roughly 20 attendees through the final sections of the book, which was selected to commemorate the 50th anniversary of Hampton’s 1969 assassination at the hands of local, state and federal law enforcement officials.

Read an excerpt of Johnson’s engaging discussion. We pick up at him describing the Black Panthers’ fatal mistake.

“What was their mistake? What did underestimate, my brother?” Johnson asked.

“The deviousness of the forces against them,” an attendee responds.

“I don’t think they appreciated the level the opposition would go to. At this point, no one knows that an offshoot of the FBI called COINTELPRO — Counter Intelligence Operations — knows they exist. And since no one knows they exist, no one knows what they are doing. But the entire time the Panthers are trying to move forward, these individuals are trying to undermine everything the Panthers are doing.

They begin raiding various Panther centers, claiming that gunshots were fired or that the Panthers had dynamite and weapons.

They go in, search for those, don’t find anything, tear down all the paperwork, destroy any papers they find, destroy anything they can, do as much damage as they can, and they leave. But no one is sending a check to pay for all the damage done. This became

Hall would eventually go on to become a soloist with the New York City Ballet. He was the first African American dancer at NYCB to perform as Apollo during the company’s prestigious season-ending program “Dancer’s Choice.”

Hall retired in 2016 and is now a ballet master with the company. Recently, he came out of retirement for a night to dance with Misty Copeland — the first African American woman promoted to principal dancer in the American Ballet Theatre’s 75-year history — during the American Music Awards, which aired Nov. 24 on ABC. “I know that I have the experience and the capabilities to lead my colleagues and my caucus,” Lightford said in a telephone interview on Nov. 18.

On Nov. 16, Harmon announced his intention to seek the post of Senate president at a special meeting of the Democratic Party of Oak Park (DPOP), which Harmon leads.

In a telephone interview on Nov. 18, Harmon slightly hedged his intentions.

“I would love the opportunity to serve as Senate president,” Harmon said. “I ran for the office 11 years ago when John Cullerton was first elected, and I expect that I will be a candidate again this time. I’m just still working my way through talking to a handful of colleagues I haven’t connected with.”

But on Saturday morning, DPOP volunteers were urged to go to the far South Side of Chicago to gather signatures for the nominating petitions for state Sen. Jacqueline Collins (D-Chicago) to put her on the ballot for the March primary. DPOP volunteers helping Collins get on the ballot could influence Collins to vote for Harmon as Senate president in January.

DPOP volunteers, guided by Harmon, have been sent to help out many Democrats across the state over the years.

“My colleagues recognize my track record and experience in helping others,” Harmon said. “That’s what a good Senate president

And as we go into redistricting and the 2022 election when all the senators will be on the ballot, that’s a critical skill.”

The new senate president will be voted on by the 59 members of the state Senate, 40 of whom are Democrats, so the race is essentially will be determined by the Democratic senators.

“It is the most unusual election in that we are competing against our colleagues and friends,” Harmon said. “Our colleagues in the Senate will have to assess whose strengths in the race are best suited for the job at this time.”

Lightford, who serves as the No. 2 Democrat in the Senate as majority leader, says she would bring needed diversity to leadership of the General Assembly, noting that the four current leaders of the General Assembly and the governor are all white men.

“I bring an entirely different perspective,” Lightford said. “I bring the women’s perspective, I bring the mother’s perspective, I bring the African-American perspective. I bring diversity.”

Lightford, 51, has served in the Illinois Senate since 1999 and has built a reputation as a leader on education issues.

The race for Senate president comes at a time when three Senate Democrats are involved in federal investigations. Sen. Tom Cullerton (D-Villa Park), a distant cousin of John Cullerton, has been charged with embezzlement in a federal indictment claiming that Cullerton was a ghost payroller for the Teamsters Union. Tom Cullerton has pleaded not guilty.

enforcements officials in September and he has stepped down from his role as chairman of the Senate Transportation Committee. He has not been charged with any crime.

And, Sen. Terry Link (D-Vernon Hills) reportedly wore a wire and taped then state Rep. Luis Arroyo offering him a bribe to support legislation in the Senate. Arroyo resigned from the General Assembly after being indicted on bribery charges and Link has denied being an informant.

“We’ve got like this big black cloud over our caucus right now and a lot of investigations that I believe we should address,” Lightford said. “I want to go in a new direction.”

Harmon, 52, also said that he would address the ethical issues facing the General Assembly should he be chosen Senate President.

“I’d like to think I can bring a policy expertise, a commitment to deliberate and steady change and improvement in the environment in Springfield along with the political experience necessary to protect our majority and, thereby, protect our policy victories over the years,” said Harmon who currently serves as an assistant majority leader and has been a powerful, often behindthe-scenes player in the Senate, especially influential in developing policy, since being first elected to the Senate in 2002.

Harmon was mentored by former Senate President Phil Rock, who died in 2016.

Harmon said that if he is selected as Senate president he would model his leadership on Rock’s inclusive style.

“Phil Rock was absolutely my mentor and certainly my role model,” Harmon said.

“He was an extraordinarily effective senate president and his prevailing virtue was fairness.”

Lightford said Monday that she has the support of a couple other senators who had been talked about as possible contenders, Sens. Andy Manar (D-Bunker Hill) and Heather Steanes (D- Chicago).

Other potential candidates include three Chicago Democrats, Sens. Tony Munoz, Elgie Sims and Emil Jones III, as well as Sen. Melinda Bush (D-Grayslake) and Sen. Napoleon Harris (D-Chicago).

One senator said he has received calls from a number of contenders seeking his support.

“I would say that the activity among all the potential candidates has been brisk,” said Sen. Steve Landek (D-Bridgeview).

Landek hasn’t decided yet whom he will support for senate president.

I’m not committed at this point,” Landek said. “They’re all fine candidates. We’ll have to see how it shakes out.”

Both Lightford and Harmon said that it is somewhat awkward to be running against each other.

“He’s also another member that could very well lead the caucus,” Lightford said of Harmon.

But Lightford said competition is good.

“It brings about lots of conversation to help bring out issues that we need to address,” Lightford said. “A lot of differences of opinion at the table is always very helpful in coming up with a sound conclusion.”

Harmon said that after the leadership battle, Democrats will have to unite.

“We’re each going to have our supporters and when this is all done we’re going to have to come back together and work together as a caucus,” Harmon said.

Bellwood D88 honors ‘super honor roll’ students The Principal’s Scholars earned 4.0 GPAs during first marking period

During a ceremony held Nov. 21 at Thurgood Marshall Elementary School, 2501 Oak St. in Bellwood, Bellwood District 88 administrators honored the district’s Principal’s Scholars — those students who obtained 4.0 GPAs during the first marking period.

“This is the first time we’ve done this,” said D88 Supt. Mark Holder during Thursday’s event.

Holder said that Larry Shapiro, Congressman Danny K. Davis’ suburban liaison and a Bellwood resident, came up with the idea to do the event in the district after many years of doing it in MaywoodMelrose Park-Broadview District 89.

“These students are really our super honor roll students year in and year out,” he said. “We said this year we’ll recognize them and invite their parents to come out.”

There was soft background music, tables decorated banquet-style and rows of chairs in front of the gymnasium stage where the honorees and their parents sat.

“Today we celebrate your accomplishments and the impact you will have on the world in the future,” Holder told those gathered.

“This is important for me,” Shapiro said of the occasion. “It’s important that you realize and understand what your achievement means.”

Sondra McClendon, D88’s school board president who also attended school in the district (first McKinley and then Roosevelt Middle School), lauded the students, parents, administrators and teachers for the achievement.

People Cab in Bellwood opens title loan business Owner David Scott says his payday lender will offer financial counseling, as well as cash

According to the Illinois Attorney General’s website, payday loans are often marketed as convenient solutions to shortterm cash flow problems. The reality, however, is much different.

“Payday loans are an extremely expensive form of borrowing money,” the website states. “They often carry triple-digit interest rates and include all kinds of hidden fees.

One payday loan can quickly snowball into too much debt for one family to handle.”

David Scott, the owner of People Cab, 200 30th Ave. in Bellwood, is quick to acknowledge the downsides of payday loans, even though he’s now in the business himself.

“We’re not trying to engage the public that these loans are the best thing in the world for you,” Scott said during the Nov. 23 grand opening for People Loan Club, 238 Mannheim Rd. in Bellwood. “You need to understand that these are high-interest rate loans and our community has been infiltrated by these loans.

We are an alternative and a last-case scenario.”

The maximum interest rate on a 13-day title loan is 404 percent, or $15.50 per every $100 that’s borrowed. The typical payday title loan is $1,000 or less.

Scott said that People Loan Club will offer a 398 percent interest rate, in addition to credit counseling.

“We’ll be showing people the value of money,” Scott said. “We [as African Americans] were raised to work hard, but not to think about our financial status; therefore, we work for money, we don’t know how to let money work for us. We got it backwards.”

Scott said that he wants to do more than collect interest on loans — he wants to help

people get their finances straight in order to avoid taking out payday loans in the first place.

“Most people on a fixed income don’t have enough money to make it from point A to point B, so they use payday loans as a gap in their income,” he said. “But between that gap, the water pump or the furnace may go out. They already couldn’t make it as it is. Now, they’ve got a $400, $500, $600, $800 problem. It’s a vicious cycle, because if you’re on fixed money, that’s not going to ever change.

So, before you take one of these loans out, you have to have a real, though-out plan on how to care of that underlying situation; otherwise, you’re digging a deeper hole.”

Scott, who said that he’s the only African American in the state with the required licensing to start a title loan business, explained that he originally wanted to start a different lending business.

“I was trying to do a loan club, where people are members and it would hardly cost them anything, but the state wouldn’t let me do it, because of the regulation,” he said. “That’s something I’m going to work to change.”

Scott said that it took him a year navigating “a lot of red tape” in order to acquire the licenses and four months to get the requisite software. Scott said that most of his competitors are giant franchises.

The pivot toward finance comes 37 years

First Student bus drivers, monitors join Teamsters Employees at company’s Maywood location vote to switch from SEIU

Around 220 bus drivers and monitors who work at the Maywood location of First Student, the Cincinnati-based school transportation company, voted overwhelmingly last week to join the International Brotherhood of Teamsters Local 777. The workers had previously been members of Service Employees International Union Local 73, said Kara Deniz, the Teamsters’ press secretary.

In a phone interview on Nov. 21, Deniz said that the workers switched unions, in

part, because of the Teamsters’ national agreement with First Student, which is a subsidiary of FirstGroup, a transportation conglomerate based in Scotland.

“That was very appealing to the workers,” Deniz said of the national agreement, adding that the Teamsters have “a good relationship with SEIU.” In a statement released Nov. 19, Jim Glimco, the president of Local 777, lauded the move and congratulated the First Student workers.

“Congratulations to everyone who worked hard to increase their wages and benefits by voting overwhelmingly to join the Teamsters,” Glimco said. “We are thrilled to

welcome them into our union family.”

According to the release, the First Student workers will “immediately be covered under the First Student National Master Agreement, with a supplemental agreement to be negotiated in the near future.”

The First Student drivers and monitors transport students on buses for Chicago Public School students and suburban students.

Chrystal Echols, a First Student driver, led the workers’ effort to join SEIU, said an employee of First Student when contacted by phone. Echols and a First Student representative could not be reached for comment on Friday.

“I have friends at some of the other First Student yards who are Teamsters and they are so grateful for it,” Echols stated in the Nov. 19 release. “I can’t wait to join them!”

“They’re hitting ground running and planning ahead for the future,” Deniz said. “They already started their proposal meeting, which is where workers get together to talk about what they’re seeking in contracts. They get certain protections from the national agreement and anything they negotiate will be above and beyond that. This is still new, so there’s some work to be done there.”

NEWS brief PAEC ‘quiet rooms’ appear in Tribune/ProPublica investigation A recent Chicago Tribune/ProPublica Illinois investigation found that in Illinois, “it’s legal for school employees to seclude students in a separate space—to put them in ‘isolated timeout’—if the students pose a safety threat to themselves or others. Yet every school day, workers isolate children for reasons that violate the law.

“Children were sent to isolation after refusing to do classwork, for swearing, for spilling mil, for throwing Legos.

School employees use isolated timeout for convenience, out of frustration or as punishment, sometimes referring to it as ‘serving time.’”

Proviso Area for Exceptional Children (PAEC), 1000 Van Buren St. in Maywood, is among the schools the investigation focuses on. The newspaper even diagrammed what it said is an isolation room at the school, where 97 percent of its elementary and high school students have developmental disabilities.

The room, the investigation shows, is fivesided. The largest side is 5 feet, 6 inches while the smallest side is 4 feet, 1 inch.

In 2015-16, 215 seclusion incidents and 69

secluded students were reported at PAEC, according to U.S. Department of Education data that the Tribune shared. According to PAEC records, from fall 2017 through Dec. 6, 2018, 370 isolated timeouts were documented, with the median timeout at 25 minutes. Seventy-nine percent of those timeouts did not follow a documented safety concern, data shows.

State school board to make emergency rule changes in response to isolation room report SPRINGFIELD — The state’s board of education announced emergency rule changes on Nov. 20, in response to the Chicago Tribune and ProPublica investigation into the overuse of “isolation rooms” in Illinois.

The investigators analyzed thousands of pages of records from Illinois schools which showed “every school day, workers isolate children for reasons that violate the law.”

There were more than 20,000 documented incidences of isolation used in the state

from the start of the 2017-2018 school year through December 2018, according to the report, which also relied on more than 120 interviews to detail the harrowing experiences of the children involved.

In Illinois, it is legal to isolate students if they pose a safety threat to themselves or others, the report found, but the practice is used far more than in such situations.

The report also found that while schools must document isolation instances, that documentation often goes unread, and the Illinois State Board of Education, or ISBE, does not collect any data on the practice.

On last Wednesday afternoon, ISBE announced the implementation of emergency rules to “end the use of isolated seclusion in Illinois schools.” A news release said the changes would be made at the request of Democratic Gov. J.B. Pritzker.

“That story, and what’s happened according to that story, are appalling,” Pritzker said of the ProPublica Tribune report at an unrelated news conference Wednesday morning. “…Upon reading it, my entire governor’s office and our administration began to move against that.”

The ISBE release said the board will ban the use of isolated seclusion in “any educational entity serving public school students in

Illinois,” and will begin collecting data to “increase accountability and transparency for all instances of timeout and physical restraint.”

According to the release, the board will amend rules to allow timeouts with a trained adult in the room and with an unlocked door, “but only for therapeutic reasons or protecting the safety of students and staff.”

The new rules will ban physical restraints that “could impair a student’s ability to breathe or speak,” and will institute strict parameters under which restraint is allowed. The board will also collect data of any instances of physical restraint or timeouts being used during the current and past two school years.

In the future, educational entities will be required to submit data to ISBE within 48 hours of any instance of physical restraint or timeout being employed.

School districts will also now be required to provide detailed information to parents and guardians when timeout or physical restraint is used. Regional Offices of Education will also begin to monitor the timeout spaces during regular monitoring.

State court votes down social media ban for sex offenders Illinois Supreme Court calls ban unconstitutional

SPRINGFIELD — Illinois’ highest court ruled Nov. 21 that it is unconstitutional to ban convicted sex offenders from social media sites.

Conrad Allen Morger was convicted of sexually abusing a minor and sentenced to four years of probation by a court in McLean County. That came with a binding condition he not use specific internet sites, such as Facebook, Twitter, Instagram and LinkedIn. During oral arguments, held in September in Godfrey, Morger’s representative said the ban is a violation of the U.S. Constitution’s First Amendment fundamental right to freedom of speech.

“Certainly I recognize that there is a government interest here, in helping to rehabilitate offenders, in reducing recidivism, and of course keeping our communities safe, particularly our most vulnerable members of our community — children. But as the Illinois statute is written, it doesn’t meet all of those goals,” Zachary Rosen, assistant appellate defender, said.

The Illinois Supreme Court agreed in a unanimous decision among the six participating justices. Chief Justice Anne Burke “took no part in the consideration or decision of this case,” according to the opinion.

Morger was a teenager when he committed the crimes and did not use the internet, Justice Lloyd Karmeier wrote in the decision.

When Joshua Schneider, the state’s representative, was asked during oral arguments how barring Morger’s access to certain websites would help him reintegrate into society, he said the mandatory probation condition would erase the “temptation to reoffend.”

“That answer might carry some weight where a defendant is one who has used social media to orchestrate and ultimately commit his crimes; however, a host of offenders — this defendant included — do not fall into that category,” according to the opinion.

The law “broadly sweeps the latter in with offenders who have used social media to prey upon others.”

The court ultimately decided the “protective value” of a prohibition on access to certain websites does not outweigh “the impairment to the probationer’s constitutional rights,” including those to freedom of speech.

Karmeier noted the statute does not make an exception for a justifiable use of social media websites by a convicted sex offender at a time he or she could be supervised by a probation officer.

In a footnote, he added he and his colleagues were “not persuaded that [the law] provides rehabilitative value … that outweighs, in many circumstances, its detriment to rehabilitation.” Instead, Karmeier wrote, counseling and treatment might be better options to “more likely ensure successful rehabilitation.”

In an emailed statement, a spokesperson for the attorney general’s office said, “We are reviewing the decision.”

Rosen did not return a request for comment last week.

Lawmakers move to boost online sales tax compliance Measure could help state realize $380M in annual tax revenue

SPRINGFIELD – Lawmakers passed a legislative fix during the recently adjourned fall veto session which proponents say could help the state realize $380 million in annual tax revenue by increasing compliance with existing online retail transaction tax laws.

Supporters say the new law will ensure the state’s full 6.25 percent sales tax rate and any locally-imposed taxes will be collected at the point of destination on sales made through online marketplaces or by remote retailers that do a certain amount of business in the state.

That means retail products purchased online and shipped to Illinois addresses will generate the same tax revenue as products purchased locally in stores no matter where they are shipped from.

While the state has already been collecting the revenue on several transactions,

proponents say the recently passed bill is aimed at increasing compliance with an existing law created in response to a 2017 U.S. Supreme Court decision, South Dakota v. Wayfair Inc., which paved the way for state taxation on out-of-state retailers.

The Illinois Retail Merchants Association was one of the most vocal backers of the online sales tax measure. Rob Karr, IRMA’s president, said the change passed in the veto session would shift reporting requirements away from individual sellers, therefore streamlining tax remittance.

The new measure would require online marketplaces to collect and remit the tax to the state on behalf of the sellers that utilize their platforms, including third-party sellers.

“The marketplaces asked to do this because it’s just easier,” Karr said. “And it’s easier for the department of revenue and others to do it because now instead of having to monitor, audit every single

marketplace seller, they now just do that for the marketplace facilitator.”

For remote retailers selling independent of online marketplaces, the tax would apply to those that do $100,000 or more worth of business or complete 200 or more separate transactions annually in Illinois, as they would be considered under law to be maintaining a place of business in the state. Karr said that threshold was deemed reasonable by the Supreme Court in the Wayfair decision.

Per the new legislation, these sellers would have the option to contract with certified service providers, which are companies that collect and remit the tax to the state.

Those providers would retain the retailer’s discount of 1.75 percent of the taxes remitted, which the sellers would otherwise have been entitled to under state law.

The new legislation also reinserts use tax language which was removed when the original budget implementation bill passed

in June. According to IRMA, the language is needed to protect state revenue in the event of an “adverse court decision” regarding the retail tax.

Per IRMA estimates, the added compliance resulting from the legislative fixes could result in more than $460 million in combined state and local revenue in fiscal year 2021, which begins July 1, 2020, and ends June 30, 2021. That sum breaks down to $200 million from remote retailer provisions for state government and $40 million resulting from locally-imposed taxes, and $180 million from state marketplace sales with $45 million generated for locally-imposed taxes.

The measure was passed as part of Senate Bill 119, a broad-ranging follow-up to the budget implementation bill passed in June.

It had bipartisan support in both chambers and has been sent to Gov. J.B. Pritzker.

She’s very humble about what she does and has done it while raising two kids of her own — both now in college.
