I realize that I am standing on the shoulders of past presidents and other community leaders who have paved the way in helping businesses to thrive in the 21st Century. This community guide stems from a strong urge to show what the Bellwood Chamber has to offer its community.

My hope is that, after over 8,000 copies are submitted to households and businesses, every resident would consider shopping locally, supporting local establishments and reinvesting their money locally.

I am proud of the Chamber’s rich history of serving the Bellwood community for over 60 years. We understand that our longevity is due to our foundation, which also ensures that we have a bright future ahead of us. I am proud to be part of an organization that plays such a large part in the community and that helps businesses grow while promoting a “shop local” mentality.

There are numerous networking events that have recently gotten off the ground and

that are destined to encourage, support and increase profits for businesses. We also plan a range of important events, such as ribbon-cutting ceremonies, business resource fairs, chamber luncheons and joint chamber events There’s also our Eggs and Education series, and of course our Breakfast with the Mayor series. This chamber is one of the most active and welcoming chambers around.

In a nutshell, as I refer back to our Chamber mission and vision, we seek to organize a healthy business ecosystem and advocate for its prosperity and sustainability.

In the future, be on the lookout for some new developments. One of our goals is to have a chamber executive director to join the board. We are also looking for office space to call our home so that we can continue to be impactful and effective at helping businesses prosper for at least another 61 years.

The Bellwood Boys Club, which is now the Boys and Girls Club. I was in there quite a bit from around 9 years old to 14 years old.

What are some W things that have things surprised you as surprised mayo or? mayor?

Bellwood has so many places to offer. At the risk of getting into some trouble with some establishments, I’ll just say that my granddaughter (Saniyya) can’t get enough of Mickey’s hot dogs. For coffee, I’m at McDonald’s (in Bellwood, of course) pretty much every morning. I used to buy shrimp on Goose Island on the North Side before Captain B’s came to town, so ioacthey’ve been great. My family loves the chicken at Shark’s. G Gioacza and Stacey’s is a nice sit-down restaur rant chino’s has great pizza restaurant ents. I can go on. that my family frequents.

My parents moved here ere in 1969, when I was 5. We were the first African American family on our block, so naturally I was udents enrolled among the first black students at District 88. New Residents guide A guide to applications, licenses and permits ❒ Multiple family building (each):

Permits and/or licenses are required for various activities, events or projects within the village, including applying for a Business License.

$200 plus $10 per unit

Building Permits Visit the village’s website if you desire to establish a new business in Bellwood; whether the business is being operated from the home or a commercial building.

Those wishing to make certain repairs, remodel or engage in new construction on their property must apply for a building permit. The Application for Building Permit must be submitted along with the work contract and/or copy of plans.

Any outside work requires a plat of survey. Proposed jobs must comply with building and zoning codes and additional inspections may apply.

Issuance of a building permit requires approval by the Building, Finance and Police departments. Thus, there can be no outstanding water bills, code violations or parking tickets.

If a contractor will be performing the work, an original or copy of the contract between the parties must be produced. The contractor must be licensed and bonded plus have a current Bellwood contractor’s license. If the homeowner does his own work, The Homeowners Completion Statement must be filled out and submitted.

Depending upon the type of work being performed, one of the following types of permits is issued (classified by type and color): ❒ General (Red) ❒ Electrical (Blue) ❒ Plumbing (Yellow) Fees vary and are calculated based upon the work being performed.

to show proof of their electrical certification or proof of passing the electrical test. The annual fee of $175 is due May 1 and a contractor’s card is issued.

Garage Sale Permits

Sale of a Property

Citizens wishing to sell their possessions at a garage or yard sale must receive permission by filling out an Application for Garage and Yard Sale form. This permit is free of charge and valid for two consecutive weekends on Friday, Saturday and Sunday.

Sale hours are between 9 am and 8 pm. The pink sign must be clearly posted in the vicinity of the sale.

A pre-sale inspection is required for the sale of a house or commercial business. The Pre-sale Inspection Program Application must be completed and returned. Appointments for an inspection can be made in person or by telephone.

Anyone representing the owner must have an authorization letter signed and notarized or authorization on the company letterhead prior to ordering any inspections.

Contractor’s License All contractors must be licensed with the Village of Bellwood and provide a $10,000 license and permit bond. Plumbing and roofing contractors must also submit a copy of their state license. All electrical contractors are required

❒ Single family home: $175 ❒ Duplex single family: $200 ❒ Commercial/Industrial Property: ❒ up to 5,000 sq. ft. $225 ❒ over 5,001 sq. ft. $225 ❒ Single multiple family dwelling: $125

Once the inspection has been completed by the inspector, the inspection report will be prepared and mailed to the owner or owner’s representative. Pre-sale inspections are good for six months, however amendments to the original report will be made when a situation warrants. When violations or upgrades exist, the seller has two options. In option one, the seller may request the use of an affidavit and/or escrow account. In option two, the seller may make repairs and upgrades and schedule a reinspection. Should all corrections be in order, a compliance report will be prepared.

Once a pre-sale inspection has been prepared and existing upgrades and violations have been addressed, a final water reading must be scheduled with the Finance department. All fees and certifications plus the final water inspection are required before a transfer tax stamp is sold. This stamp is $5.00 per $1,000, or a fraction thereof of full value consideration. Stamps are $10 per $1,000 if closing is done prior to purchase of the Transfer Tax Stamp.

Renting a Property A property owner who wants to rent their property is required to have a rental inspection. There is a $35 fee for residential properties and a $50 fee for commercial properties. Once the initial inspection has been performed, the report is sent to the owner to make them aware of any violations. Once the violations have been addressed and a re-inspection has been performed, a letter of compliance will be issued.

In memoriam The Bellwood Chamber of Commerce honors the memory of these influential community members who recently died. Their lives made the village better.

Joseph Kenneth Beard A graduate of Proviso West High School and Triton College, Joe was a Bellwood police officer for 23 years who had a personality and spirit that would brighten any room and embraced life and everyday people. He was humorous and always armed with a joke. Joe embodied the spirit of optimism and community that makes this village so vital.

Eugene Cernan Eugene, the 11th, and so far, last man to walk on the Moon, grew up Bellwood, and attended Proviso East High School. He was an officer in the U.S. Navy, an engineer and a fighter pilot. As an astronaut, he traveled to space three times from 1966 to 1972.

The Cernan Earth and Space Center at Triton College was named after the famous astronaut and native son.

James Eric Davis Sr. James, a part-time Bellwood police officer two decades, was a loving father, husband and an ever-present community member who spread positivity wherever he went. A military veteran and recruiter for the Illinois National Guard, James brought a high-minded, serious sense of purpose to the police department that was wrapped in his glowing smile.

J.W. Scott J.W. Scott, a decorated Korean War veteran and purple heart recipent, went from driving cabs part-time while working at Campbell Soup Company to founding People Cab Co., based in Bellwood. Scott was wellknown in the community for his great work ethic and his legacy as an employer of many Proviso Township residents over the years.

Last year, the village of Bellwood renamed a portion of roadway near St. Charles Rd. and 30th Ave., Honorary J.W. Scott Ave.

“I make sure I keep all of my records in the event that I’m audited by the IRS,” says Shettima.

“I don’t want to have the IRS come knocking at my door,” says James.

In order to cross all of your T’s and dot all of your I’s, hiring an accountant is essential. For

James, his accountant is helping him navigate through the new federal tax laws, which could substantially affect how he operates his nascent establishment. He said the new laws even affected when he and his accountant would apply for an LLC. “We wanted to do it in 2016, but we decided to do it the beginning of February of this year, after that law took effect,” he says.

“There are a lot of positives and negatives in the new tax laws, which could affect my tipped employees. There are also a lot of

The church without walls From God’s House of Brotherly Love to Christian Unity Church to Bellwood resident Bishop Dr. Reginald Saffo, houses of worship and religious leaders in Bellwood are known to place an emphasis on a Gospel not confined to the four walls of physical churches.

“This is good ground to sow in,” said Pastor Annette Barker, of Christian Unity, during a summer Gospel fest held in 2017. “The reason I’m so passionate about taking this church out into the streets is because I can remember about 10 years ago now, we were out there ministering and I was praying and we were singing.”

“There was this lady sitting on her porch and she heard the Gospel songs and the prayers that were going forth,” Barker recalled. “She got up off of her porch steps and she made her way to the church. She joined the church and she’s been here ever since. That makes this all worth it.”

“We are pledging that we are goBishop Dr. ing to better our community and that Reginald Saffo we need to be accountable for our Longtime community and village,” said Bishop Bellwood resident Pam Lawrence, of God’s House of Brotherly Love, during a festival her church held in summer 2017. “I think you are a better community when you come together like this.”

Bishop Reginald Saffo, a longtime Bellwood resident who pastors a church and heads up a Bible college in Maywood, is a leader in urban ministry (he’s even based an entire curriculum on it).

“We believe the church has to have an impact,” Saffo has said in the past. “We’re just believing God to change the people and when you change the people, you change the community.”

Bishop Glenn E. Miller, the pastor of Life Christian Center in Bellwood, exudes that impact. The church regularly engages with the community by inviting local leaders into its four walls and convening leadership conferences — all to empower area residents to live with purpose.

“A purposeful life means a life that is enjoyed and not on hold,” Miller said. “One of the worst things you can do is live with regret.”

The BorgWarner Bellwood plant was established to produce coil and flat springs for the automotive industry. In early 1941, the original 39,000-square-foot plant was built in Bellwood in only 50 days. We employed just 48 people then.

Like the rest of the automotive industry, we supported the war effort during World War II. We produced spring clips for ammunition cartridges and springs for land mines, earning 5 Army-Navy Production Awards for our outstanding service. The Bellwood plant continued to support the military for the next 30 years.

After the war, we resumed production for the automotive industry. In 1950, we worked with Ford to develop the first 3-speed automatic transmission.

Today, over 500 employees work in our 500,000-square-foot facility in Bellwood, manufacturing transmission components for automakers around the world.

Over the years, we’ve earned a reputation for outstanding quality and delivery from many customers such as John Deere, Ford, General Motors, Fiat Chrysler and Toyota, just to name a few. In fact, we recently received a 2015 quality award from GM. Employees at our facility have also been recognized for their strong safety record.

Our reputation is well-deserved. The Bellwood facility is an industry leader in developing and manufacturing friction products for automatic transmissions.

For Frank Sangiacomo, the second-generation owner of Mickey’s Hot Dogs in Bellwood, the reason the restaurant has been around since 1959 is simple.

“Our secret to success is we give people good food, good service and a fair price — and that’s what we’ve continued to do over 55 years,” Sangiacomo said during a YouTube video shot by Vienna Beef some years ago.

The restaurant, which was inducted into the Vienna Beef Hall of Fame in 2006, was founded

by Mickey Sangiacomo, Sr., and his wife, Ann, whose dream it was to go into the hot dogselling business.

Mickey, Sr., had bought an old ice cream store that he hoped to turn into a used car lot in Bellwood. Ann had other plans. She went to their good friend, Jimmy Faruggia, the inspira-

tion behind the Original Jimmy’s Hot Dogs, and convinced him to talk her husband into opening a hot dog stand.

“My mom said, ‘What are we going to call the place?’ My father’s name was Mickey, I was Mickey, Jr., and the label Mickey’s got put up on the sign and that’s how we started,” said Mickey, Jr. in the Vienna video.

For Frank, Mickey’s was more than a brickand-mortar building. It was a way of life.

“Everyone in the family worked here,” he said in an interview earlier this year. “When I was young, I’d act like I was sick so I wouldn’t have to go to school. My mom would bring me here.”

Frank’s sister met her husband at the restaurant. One of Mickey Jr.’s wives was an employee.

His brother, Allen, met his wife at the venerable hot dog stand.

“I met both of my wives here,” Frank said.

“This was our social life, but it’s also been a

staple in Bellwood. We’ve been here longer than any policeman who is still on active duty.

All the cops that started when we started are all gone by now.”

Life — which would not be complete for many Bellwoodians without Mickey’s hot dogs and Italian beef — goes on.

When Mickey Sr. and Ann died, the restaurant’s survival was left in the hands of their children, who picked up where their parents left off.

“In the way we do business, my mother taught us how to work,” Frank said. “She would say, you do whatever you have to, no matter what it is. If you have to wash dishes, wash dishes; if you have to mop the floor, pick up a mop.”

Businessman wants renters to reap what they sow

According to a December 2016 study produced by the Consumer Financial Protection Bureau (CFPB), an estimated 26 million people in the U.S. don’t have credit histories with any of the three national credit reporting companies. Less than three months ago, Leonard Dew, 46, was among them.

“I had never in my life used credit,” said Dew, an auto mechanic who owns a body shop in Chicago. “When I was younger, I had child support to pay and once they run your credit and see you got child support nobody wants anything to do with you. So I always paid cash — for everything.”

Two months ago, Dew overheard West Side businessman Marseil Jackson, 29, (pictured in photo above), talking to a mutual friend of theirs about a new company Jackson had started called Rental Harvest, which allows renters to build their credit histories by applying the past two years of rent payments to their credit reports. In order to apply for the service, landlords or property managers are required to verify the rental payments.

For a one-time reporting fee of $99.95 and an additional $14.95 a month for a monthly subscription — which entails the company reporting ongoing rental payments and offering assistance with resolving past rental issues — Dew might be able to come into the light at last.

Initially, he said, the prospect sounded too good to believe. But as with many of Jackson’s clients, the serial entrepreneur’s pedigree allowed Dew to take a leap of faith.

Bellwood Mayor Andre Harvey said the two-day event, which started on Aug. 5 and happened along Washington Blvd. (between Eastern and 25th Avenues), was perhaps the biggest event of its kind in nearly two decades, attracting a crowd he estimated may have been around 5,000 strong over two days.
