North Carolina will soon have a new law, effective October 1, 2024, that prohibits local governments, state agencies, the judicial branch, and the legislative branch from allowing pornography to be viewed on their networks or devices. The law, found at Section 7 of S.L. 2024-26, establishes a deadline for government employees and officials to delete any pornography from their government devices, creates reporting requirements for unauthorized viewing or attempted viewing of pornography, and requires

public agencies (including units of local government and public school units) and the judicial and legislative branches to adopt policies governing the use of their networks and devices. It also contains some important exceptions for employees and officials who might need to view pornography (as that term is defined by this new law) as part of their official duties.

Amanda Moss started working in Public Safety on June 12, 2024.

Jerry Noland started working full time in Public Safety on June 12, 2024 (he was working for us part-time).

Eric Schleich started working in Public Safety on June 26, 2024.

At the June regular Council Meeting, Chief Joshua Gibson presented Lieutenant David LaPlante with his Advanced Law Enforcement Certification from the NC Department of Justice.  This is North Carolina’s highest honor for law enforcement officers awarded by the NC Criminal Justice Education and Training Standards Commission.

The professional certificate program recognizes the level of competency for officers serving government agencies throughout NC.  Eligibility is determined by a formula that combines formal education, professional training, and work experience.

As of July 6, 2024, LaPlante has worked for VBHI for eleven years.

In June, Deputy Chief Paul Homick and PSO Dylan Matthews attended the F.A.S.T. Symposium (FlightBridgeED Air and Surface Transport System) in Wilmington. They received skills training and practice with cadavers and attended lectures on the latest and greatest medical research and technology for emergency medicine.
On June 11, PSO Peter Joyce was sworn in as a law enforcement officer. Congratulations, Peter!
On June 14, PSO Kasey Leonard was sworn in as a law enforcement officer. Congratulations, Kasey!

The DPS helped the City of Southport during the NC 4th of July Festival. Over three days our officers assisted city law enforcement mostly patrolling on our bikes. The festival draws 40,000 to 50,000 people a year.

On July 2, the Village received a U SAFE buoy. The U SAFE is a self-propelled, remotely controllable rescue device capable of quickly reaching a person in distress. This will increase our water rescue capabilities and allow us to rescue safely under the most adverse conditions.
