New Green List policy boosts automotive aftermarket skilled sector

THE GOVERNMENT, IN A MOVE TO IN A MOVE TO FORTIFY THE COUNTRY'S ECONOMIC RECOVERY AND TACKLE TALENT SHORTAGES, HAS ANNOUNCED A CHANGE IN IMMIGRATION POLICY, PUTTING SKILLED TRADES IN THE FAST LANE TO RESIDENCY

Effective from 18 August 2025, the policy introduces ten new trades occupations to the Green List’s Work to Residence pathway, notably including key roles within the automotive aftermarket sector such as panel beaters and vehicle painters.

Immigration Minister Erica Stanford underscored the substantial impact skilled workers have on the vitality of the manufacturing sector, including the automotive industry. The

lack of adequate personnel has led to a slowdown in productivity and stalled business growth, putting considerable strain on the economy. “We know how important skilled workers are to the resilience of the manufacturing sector. When we don’t have enough people to fill these roles, productivity slows, business growth stalls and the economy feels the pressure. These changes will help bring in the talent we need to keep things moving,” Stanford says.

The additional occupations on the Green List, including Panel Beater and Vehicle Painter, are designed to mitigate these challenges. Small Business and Manufacturing Minister Chris Penk highlighted the manufacturing sector’s significant contribution of approximately $21.8 billion to the economy annually. Despite recent economic pressures and a tough climate, these policy changes are a strategic response to the skill shortages plaguing the sector, with the objective of lifting productivity and fostering growth. “Business confidence is improving as inflation and living costs ease, but I’m hearing from manufacturers that some roles crucial to day-to-day operations are still proving difficult to fill,” Penk says.

MTA'S ADVOCACY FOR SKILLED WORKER IMMIGRATION

The Motor Trade Association (MTA) has welcomed the addition of panel beaters and vehicle painters to the immigration Green List. The MTA has been advocating for such changes to support businesses within the automotive sector. According to James McDowall, Head of Advocacy at the MTA, the collision repair industry, in particular, has suffered from a skilled worker deficit for several years. “While it’s overdue, it’s good news. The collision repair has been affected by a shortage of skilled workers for several years. Everyone would like

to hire local, but the reality is there are not enough homegrown workers coming through to fill the gap. Skilled, hard-working immigrant workers have much to offer in addressing the shortfall and contributing to the community and industry,” Mr McDowall says.

ELIGIBILITY CRITERIA FOR RESIDENCY UNDER THE NEW POLICY

The change means eligible workers in these roles will be able to apply for residence after 24 months of employment in New Zealand, provided they meet the wage and other eligibility criteria. The eligibility for residence after 24 months of employment under the new policy not only opens avenues for addressing the skill gap but also reverses a previous Government decision that had removed these roles from the Green List before it was implemented. The previous Labour Government had added the roles to the Green List, but the National-led Government removed them before it could come into effect. “That was shortsighted, but we argued hard for the change and are pleased that Government has now listened to us,” Mr McDowall says.

INDUSTRY OPTIMISM

This policy alteration has been met with optimism, not just by the MTA but also by the Collision Repair Authority (CRA), which sees it as a constructive step towards remedying the shortage of trained technicians in collision repair. General Manager Stewart Gibb emphasised the ongoing priority to address both the immediate and long-term technician shortages faced by the industry. “Addressing the immediate shortage of trained technicians in collision repair as well as longer-term supply is still a high priority for the CRA,” Mr Gibb says.

ONGOING EFFORTS TO ADDRESS SKILL GAPS IN THE AUTOMOTIVE SECTOR

This policy change, coupled with continued advocacy for the inclusion of automotive trades in skilled migrant pathways, signals a positive direction and acknowledges the invaluable contribution of immigrant workers to the industry. The labour shortage is not just limited to the collision repair sector, and Mr McDowall says MTA is working closely with Immigration Minister Erica Stanford on further changes to benefit the automotive industry. “MTA members often highlight the difficulty in finding skilled staff as one of the biggest challenges they face,” he says.

Streamlining New Zealand’s land transport rules

TRANSPORT MINISTER CHRIS BISHOP HAS EMBARKED ON COMPREHENSIVE REFORM AIMED AT ALLEVIATING THE REGULATORY BURDEN ON BUSINESSES AND INCREASING PRODUCTIVITY AND EFFICIENCY ACROSS THE TRANSPORT SECTOR

From suburban families to freight operators, the changes are set to benefit a wide array of road users, including key players in the automotive aftermarket industry. At the heart of the reform is the desire to modernise and simplify existing regulations, many of which have become obsolete due to technological advancements.

“The rules are full of nonsensical or outdated requirements. For example, the Road User Rule doesn’t currently permit e-scooters to use cycle lanes or young children to ride their bikes on the footpath. Several rules require hardcopy letters to be posted instead of sending emails, which last year alone resulted in 14 million hard-copy letters, reminders, and labels being posted at a cost to the taxpayer of $16.8 million. While some of these letters will still need to be printed and posted, the rules reform programme will make it possible for many of these services to be modernised,” Mr Bishop says.

An announcement earlier this year outlined proposals to decrease the frequency of Warrant of Fitness (WOF) or Certificate of Fitness (COF) renewals for private motorhomes and vintage vehicles. This approach of applying common sense to regulation is now being extended across the transport rules spectrum, with a series of reforms planned over the next

18 months as part of the Land Transport Rules Reform Programme.

The Land Transport Rules Reform Programme includes seven streams of work:

1. Reducing the frequency of vintage vehicle and motorhome WOF and COF inspections, as previously announced.

2. Considering additional safety requirements for vehicle imports including a possible phased introduction.

3. Reviewing WOF/COF frequency and inspection requirements for light vehicles.

4. Simplifying heavy vehicle driver licencing, weight thresholds, and freight permitting to improve efficiency and productivity for the freight sector.

5. Enabling digital driver licences and, digital alternatives to WOF/COF/rego stickers, allowing NZTA to electronically collect, store and send regulatory notices, enabling online theory tests, and simplifying identification requirements for NZTA customers.

6. Improving lane use and use of traffic control devices, and minor system improvements, which will include enabling e-scooters in cycle lanes and children to ride bikes on footpaths, minimum overtaking gaps when passing cyclists, horses etc, and requiring

vehicles to give way to buses exiting bus stops.

7. Overhauling the vehicle regulatory system to make it more efficient, effective and adaptable, including simplifying and refocusing import requirements and streamlining recognition of overseas standards.

“The work delivers on commitments in the Government Policy Statement on Land Transport and the Road Safety Objectives document to review the vehicle regulatory system to improve safety, reduce regulatory burden, and ensure our domestic rules are fit for purpose, investigate our warrant of fitness system to more effectively and efficiently target risk, and investigate new safety requirements for vehicles entering the fleet. The programme includes some longer-term pieces of work that will not be complete within the 18 months, such as overhauling the vehicle regulatory system to reduce complexity and better align with other jurisdictions’ requirements. Another longer-term piece of work will be reviewing the Vehicle Dimension and Mass rule because requirements have not kept up with changes in the international automotive industry,” says Mr Bishop.

Public consultation is planned from October 2025 on additional safety requirements for vehicle imports and adjustments to WOF and COF inspection standards. These consultations, extending into early and mid-2026 on various topics, offer the sector an opportunity to provide feedback on the proposed changes.

Patch and Kerri’s 1959 Chevrolet Apache has come a long way from its humble roots hauling rubbish around Fort Bragg, California. For the last few years, it was used as a beater by its last owner Brent — often being seen cruising the streets with his dog riding shotgun. The truck caught Patch’s eye in late 2019 when he saw it up for sale, and after inspection from one of his mates in Sacramento, he brought it back to NZ.

Now, since 2024, Patch has given Real Rides the task of turning it into something a bit more deserving. They’ve thrown a cammed (and supercharged, of course) LSA into it, and paired it with a six-speed manual, with a fabricated nine-inch diff out the back. They’ve heavily reworked the chassis with a C-notched front and rear, and set it up to accommodate a set of massive 22x12-inch Schott rear wheels with 20x9-inches up front. With custom tubs, a

Torana Rebirth

This 1974 LH Torana SL/R is going to be a beauty of an L34 resto-mod tribute. Originally purchased in Melbourne back in 2014, the car sat in storage while its owners, Justin and Kelly, stockpiled parts for it. Then, in 2023, it was carted back to New Zealand along with a treasure trove of said parts, including a Brown-Davis drop tank, and a full factory-spec interior, done based on the ID tags, by Cools Auto Trim in NSW. While looking at the VIN for

compliance, they also found out that this car used to be a Holden Sales and PR vehicle — so they’re going to be restoring much of it back to match the ID tags on it — including the exterior paint.

Now sitting at Real Rides in Silverdale, there are a pile of tasty parts that are about to go into it. It’s currently harbouring a Holden 304 that’ll be stroked to 355ci; with a set of Yella Terra heads and roller rockers, plus a Torque-Power inlet manifold, all put together

redesigned actuating deck, and a raft of other modifications, this Apache is destined to be a real head-turner.

Patch and Kerri are mainly looking forward to cruising the streets in this truck, and intend to put many miles on the clock when it’s done. It sounds like Patch has enjoyed going wild with the Real Rides team, and in Patch’s words it’s going to be “one of the coolest Apache ’59s around”. We don’t doubt that one bit. The car holds lots of sentimental value around Justin and Kelly’s time in Australia, so having it restored to a high level by the Real Rides crew, and then being able to enjoy driving it, will be an incredible feeling.

Eight-Second Van

There’s nothing subtle about Karl’s WB Holden panel van build, and that’s exactly the point. Currently under the knife at BNR Engineering in the Waikato, the goal is simple: run eights at the track without giving up the ability to hold a WOF. Power comes from a 540ci big-block Chevy built by Smeding Performance in Texas — punching out a dyno-proven 1003hp with room to grow.

Backing the burner is a Turbo 400 transmission built by Scott Murray at SNB Automatics in Hamilton, built tough, to hold up when the power goes to ground.

Getting this much engine under the bonnet and through certification is another story entirely. The front crossmember is being cut and re-engineered to let the big-block sit lower and further back in the bay, in an attempt to

This ’32 Ford Roadster build is a clean, well-thought-out take on a classic shape, with lots of potential shining from its unpainted steel — especially sitting inside the shop at Kruzin Kustoms ready for its next step. It started with a fresh Brookville Roadsters body out of Ohio, now sitting two inches lower thanks to a body channel job. Power comes from a blown 383ci small-block Chevy, running a Haltech ECU for modern tunability, matched up

to a 700R4 four-speed auto.

Underneath, the car runs Kugel Komponents independent suspension front and rear, with a Winters quick-change out back. It’s not the usual solid-axle setup, the owners will likely be dialling in suspension setups until it handles like a little demon on the roads.

A Dick Rodwell windscreen keeps the front classic and tidy, and the body’s already had a decent amount of work in all sorts of areas —

avoid these modern bonnet projection cert issues.

Out the back, the factory floor’s been removed, and a new rear clip is being put in, which will cradle a Tin Soldiers Racecars rearend assembly. This car is going to roll on radial tyres, and will receive a full roll cage, as well as proper tubs — with the guards being stretched to help keep things low but legal.

It’s a no-nonsense build with a clear deadline: Father’s Day Drags, 2026. Having had the car for over 20 years, and mucking around with other panel vans for most of that time, Karl decided that it was finally time to build a seriously quick vehicle. Here’s hoping he makes that 2026 date.

New Zealand’s productivity woes have been a topic of concern for years, placing us at a disadvantage when compared to other nations. A recent study by CPA, spanning 11 countries, had New Zealand ranked at the bottom of the list across various metrics for small businesses. This trend isn’t new but an ongoing issue that demands attention.

The government’s recent introduction of the ‘Growth Budget’, specifically the Investor Boost Scheme, aims to tackle this challenge. But does it hold the key to rejuvenating the nation’s productivity, especially for the automotive aftermarket sector?

INVESTOR BOOST SCHEME EXPLAINED

In simple terms, the scheme accelerates depreciation claims for purchases of new assets, whether brand new or newly introduced to New Zealand. By allowing for a more substantial tax deduction in the first year of purchase, it theoretically incentivises business investments in new equipment.

However, a deeper dive into the numbers suggests that while there’s an immediate tax deduction benefit, it’s not as significant in the long run. For example, on a $50,000 asset with a 20% depreciation rate, the scheme provides a $917 cash saving over five years. While beneficial, it’s hardly a game-changer for most small businesses.

A MISSED OPPORTUNITY FOR TECH ADOPTION

One can’t help but wonder if the focus on physical assets might be slightly misplaced. Insights from Xero and the NZ Institute of

Economic Research point towards a different approach: pushing businesses toward tech and automation to boost productivity. The budget also tweaks Kiwisaver, cutting government contributions and increasing employer ones. While not directly related to productivity, it hints at a broader issue — the financial sustainability of our ageing population and the national superannuation scheme. With superannuation costs projected to rise significantly, addressing national savings is becoming more critical.

THE VERDICT

While the ‘Growth Budget’ and the Investor Boost Scheme show a commitment to tackling productivity issues, the focus might be too narrow. For New Zealand, especially the automotive aftermarket sector, adopting more tech and automation seems to be a more viable path to improved productivity. Coupled with a broader strategy for national savings, we can start to address the systemic issues that have held back our productivity for too long.
