Growing up in Harrisburg has provided a great foundation in many vital categories of life. Many appreciate this much greater, only after they have “escaped” the small town environment. After military experience and other travels, I’m convinced Harrisburg is one of the best places to grow, work and raise a famIly. The common goal of maintaining a sense of community, is thriving more and more each day. It is a blessing to be back and it’s my desire to give back as much as possible.

One way of giving back is to facilitate ZUMBATHON fund raisers for a variety of groups in the community throughout the year. If there is one thing I have recently learned, it is that this community LOVES ZUMBA. If you think it would benefit your organization, we welcome anyone who is needing funds raised for their group to reach out to us and schedule a ZUMBATHON. 100% of the proceeds will go to the organization like; Church youth groups, special Ed department, FFA,FHA, Basketball, Cheer, Cross Country, Choir, Band.......

It is unlawful for any person under the age of 16 years to idle, wander about with no specific destination, stroll, play, congregate or otherwise be present in any public place, either on foot or in a motor vehicle after the hour of 10:00 p.m. or before the hour of 5:00 a.m. on any Sunday, Monday, Tuesday, Wednesday or Thursday, or after the hour of 11:00 p.m. or before 5:30 a.m. on any Friday or Saturday, unless accompanied by a parent, guardian or custodian.

The foregoing notwithstanding, it shall not be a violation of this section for a juvenile to be present in a public place if the juvenile can establish that the presence is necessary to perform an errand or other specific activity at the direction of the juvenile’s parent, guardian or custodian or to travel in the most practical and expeditious route from 1 non-public place to another non-public place at the specific direction of the juvenile’s parent, guardian or custodian.

5.0404 Parents’ Responsibility. It is unlawful for the parent, guardian or custodian of any juvenile to permit or suffer by negligent or inefficient control of the juvenile to violate any provision of this section. It shall not be a violation of this section for the parent, guardian or custodian of a juvenile to direct and permit the juvenile to be present in a public place for the purpose of carrying out a specific errand or other specific business activity or to participate in a specific activity of any church, school, club or organization, or to direct and permit a juvenile to travel from one nonpublic place to another nonpublic place by the most practical and direct route and means.

5.0405 Procedures. Law enforcement officers are directed to follow the following procedures in enforcing the ordinance codified in this section: A. A law enforcement officer, upon finding a juvenile in a public place during the prohibited hours, shall ascertain the name and address of the juvenile, shall warn the juvenile that he or she is in violation of this section, and shall direct the juvenile to proceed directly and at once to his or her home or usual place of abode. The law enforcement officer shall make a written record of the contact and warning and shall report the contact to the juvenile investigation section of the Police Department, which shall notify the parent, guardian or custodian of the juvenile by telephone or by letter.

If a juvenile refuses to comply with the direction of the law enforcement officer, or refuses to give the law enforcement officer his or her correct name and address, or if the juvenile has been warned on a previous occasion, the juvenile shall be taken into custody. The parent, guardian or custodian of the juvenile shall be notified to come and take custody of the juvenile. If the parent, guardian or custodian cannot be located or fails or refuses to take custody of the juvenile, the juvenile shall be remanded to the juvenile authorities.

JEN NUNCIO, PARK NATURALIST Good Earth State Park at Blood Run is having a great summer. With the warm weather, exciting programing and our wonderful welcome center over 10,000 people have visited us. August will surely continue to provide a great park experience.

August will be the last month for Little Naturalist Programs on Thursdays.

Each Thursday in August from 10:00 a.m. till noon, children from ages 7-13 can enjoy a program with a different theme each week. All of the Little Naturalist camps offer an interactive lesson, craft, activity, a hike, and games. Themes for August include 8-3 Turtles, 8-10 Oneota Trade, 8-17 Good Earth Flowers and Grasses, 8-24 Native American Stories, and 8-31 The Animals Nobody Loves.

Registration is not required, and lanyards will be handed out to participants starting at 9:30 a.m.

New Employees Join City Of Harrisburg Staff The City of Harrisburg would like to welcome three new employees this year: Jill Johnke is working at City Hall with water billing.

Brian Hassler as a compost site monitor. The Compost Site is open Mondays and Wednesdays from 5 pm to 7 pm. The Compost Site is open to Harrisburg residents only, please bring a water bill to prove your residency.

Please remember that all of the park programs are free to attend with just a park entrance needed to enter the park.

You can purchase your park entrance licenses at the visitor center, during normal business hours or at the self-sell kiosk as you enter the park.

Saturday August 12th is a fun packed day with Dutch oven cooking at 2:00 p.m.

Then we will learn and play several Native American Games at 7:00 p.m. Finally, we will have a star gazing party beginning at 10:00 p.m. For the star party, we will meet at the east entrance of the visitor center and walk out to the center overlook deck.

This date is also the peak of the Persied meteor showers, so we hope to see many of them as well.

The Tuesday after Labor Day September 5th the visitor hours will be changing.

Starting that day the visitor center will be open Monday – Saturday 9:00 a.m. till 4:00 p.m. and Sunday 1:00 p.m. till 4:00 p.m. The park is open 6:00 a.m. until 11:00 p.m. until October 1. Then the park will close at 9:00 p.m.

Monday August 21st there will be a solar eclipse. South Dakota is just north of the complete eclipse but we will still see part of it. To make this unique occurrence we will be doing some sun viewing from 11:00 a.m. until 1:00 p.m. DO NOT LOOK DIRECTLY AT A SOLAR ECLIPSE. The park will provide viewing glasses to share for the event. There will also be some alternative ways to watch the eclipse.

Animal Ordinance The City of Harrisburg is contracted with the Sioux Falls Area Humane Society in Sioux Falls. Any lost animals or animals in violation of city ordinances will be brought to SFAHS, (605) 338-4441.

Licensing of Pets - Each Pet License Application shall be submitted with a license fee according to the following schedule: Neutered/spayed cat or dog: $ 5.00 Unneutered/unsprayed cat or dog: $ 10.00. Licenses and tags may be obtained at City Hall.

It is a violation for any person who owns or who has under his care any animal to allow said animal to run at large.

Any animal shall either be on a leash or tether controlled by a person, or properly secured to a leash which has been tied to an immovable object, or confined within an enclosure sufficient

to keep said animal restrained from escaping such enclosure. The fine for an animal running at large is $100.00.

The City and Sheriff’s Department receive many complaints of barking dogs. It is a violation of regulations for any person owning or possessing any animal to permit such animal to disturb the peace and quiet of the neighborhood by barking, howling, crowing, crying, or making other loud or unusual noises.

The person in charge with the care or control of any animal, shall remove and dispose of in a sanitary manner any excreta deposited by such animal upon said person’s property no less frequently than every three days and upon any public or other person’s private property immediately after excretion.

Anyone walking an animal on public or private property other than his own must

carry with him visible means of cleaning up any excreta left by the animal.

The fine for not promptly removing and properly disposing any excreta is $50.00.

Try not to water on days when the wind is blowing. The wind negates any benefits of lawn watering.

They began their summer with a park campfire and will end it the same way. Saturday evening on August 5th join the summer staff at 8:00 p.m. for a good bye campfire. Treats, stories and games will be played.

Any excess water that your irrigation system applies during a rain event will simply run off your yard and down the gutter.

Harrisburg Water Restrictions City of Harrisburg Water Restrictions are in effect year round. Watering restrictions apply to the sprinkling, watering, or irrigating of lawns. Trees, shrubs, flower and vegetable gardens may be watered as needed.

Failure to abide by these restrictions will result in up to a $200.00 fine.

All In JAY UGOFSKY, TIGER NATION PRESIDENT Wikipedia defines a parent Booster Club as “an organization that is formed to coordinate events and raise money for an associated club, sports team, or organization.” Tiger Nation IS a parent booster club however the public perception of this organization has been skewed over the years. It doesn’t matter when or how the perception changed but what is important is the reason to take those first steps and work to change the perception through action. The reason is easy: The goal of every one of us since our children were first held in our arms was to make their lives better than ours. To give our children access to the opportunities and experiences that we as young adults did not have. That is what a booster club can and must do! Provide experiences, opportunities, and expertise to help our children grow in to wellrounded adults in the place where they spend a significant part of their young lives, Harrisburg High School.

The goal of Tiger Nation is to provide the best education for students of the Harrisburg School district both in the classroom and beyond. For our children to have the best opportunities, the Tiger Nation committees continue work hard to organize fundraisers such as the

Tiger Bowl, SD Youth Track and Field Meet, Tiger Nation Golf Tournament and the Tiger Nation Banquet. 100 percent of the funds raised at these events are awarded to athletic teams, fine arts and other student development organizations.

Examples of opportunities provided to our children because of Tiger Nation fundraising are as follows: New camera equipment for Tiger Vision, New golf cart for the Stadium, the purchase of a new tiger mascot, better known as Harris, various camps, trips all over the United States, uniforms, assistant coaching fees, financial support when participating in State level competitions, and so much more.

It is time for people in our community to come forward and be involved in our children’s educational experiences at Harrisburg High School. The first step is to become a member of Tiger Nation.

After becoming a member, YOU can begin making a difference by donating your time and talent at the fundraisers.

You can be an ambassador and spread the word about all the wonderful things the funds raised by your child’s parent booster organization allows your child to be a part of.

New Beginnings BRAD SEAMER ASSISTANT HIGH SCHOOL PRINCIPAL My name is Brad Seamer and I am excited to join the Harrisburg community as the new assistant high school principal. During my twenty-two years in education, I have worked with every age of learner and been blessed to work in several outstanding school districts in South Dakota. Before joining the Harrisburg School District, I served as the secondary principal for the McCook Central School District in Salem. Prior to becoming an administrator, I was a technology coordinator, a K-12 computer teacher, and middle school math/science teacher.

I have a simple educational belief that all students can learn and every child deserves a world class education. I have a strong background in traditional and customized educational programs, and I believe strongly that all learners should have the freedom to choose a program of study that fits their individual needs. I look forward to working with students and teachers in both programs, and I am excited to meet the parents and community members of the Harrisburg School District.

Harrisburg FCCLA Members Attend National Leadership Conference And Win Gold NATIONAL FCCLA AND REVISED BY MRS. TRACY KERN Harrisburg FCCLA joined more than 7,500 FCCLA student leaders, members, and advisers at the Music City Center in Nashville, TN, July 2nd-6th to participate in the annual FCCLA National Leadership Conference (NLC).

The conference provided students opportunities for listening to inspiring speakers, attending learning sessions, competing on the national level, and networking with other leaders. The theme of this year’s conference was “Unlimited Possibilities,” which inspired attendees to discover the unlimited possibilities within their reach while exploring career opportunities, developing leadership skills, and growing personally while making difference in their families and communities.

“We were thrilled to have an attendance of over 7,500 members, advisers, partners, and guests who were committed to discovering the unlimited possibilities available through FCCLA. The relationships and skills developed during this conference have inspired students to make a difference in their own communities and to discover the unlimited possibilities within their reach,” said Sandy Spavone, executive director of Family, Career and Community Leaders of America.

Brooklynn Gross, Lindsey Thomas, and Serenity Stack participated in one of 30 Family and Consumer Sciences related Competitive Events offered at NLC, including STAR (Students Taking Action with Recognition) Events and the FCCLA/LifeSmarts Knowledge Bowl. These events support foundational, leadership, and workplace skills in areas such as advocacy, culinary arts, and entrepreneurship. Competing with over 4,200 STAR Event participants in Nashville included the following HHS FCCLA members: Brooklynn Gross achieved

Gold Rating in Advocacy STAR Event; and Lindsey Thomas & Serenity Stack achieved Gold Rating in Chapter in Review Display Star Event.

“I’m extremely proud of these young ladies. Their competition scores were among the best in the nation.

Harrisburg has a lot to be proud of,” said Mrs. Tracy Kern, Harrisburg FCCLA adviser.

Venturing Crew Provides Leadership And Adventure To High School Students ADAM BISHMAN Looking for fun, adventure, and friendship? Venture Crew 171 is looking for few good people. Venture Crew is a co-ed branch of Boy Scouts of America that is all about exploring your passions, making new friends, and discovering the world. You’re always looking for an adventure. Rappelling a cliff. Perfecting your shot. Designing a robot. Kayaking into the sunset. Exploring your faith. Volunteering at an animal shelter. The choice is yours! Each activity provides an opportunity to shine and learn more about yourself and the world around you. Venturing is youth-led and youth-inspired. You’ll acquire life skills and gain experiences that will prove to be valuable regardless of where your future takes you, all while having a blast: leadership, event-planning, organization, communication, responsibility – the list goes on!

Some of the things that we are currently planning are a camping trip to Rochester, MN, a group gathering to play Gaga Ball for an afternoon. In the past we have camped at Newton Hills state park and next year we’ll be heading to Boundary Waters.
