A Special Census Is Coming In April: Be Counted!

MAYOR JULIE BURKE-BOWEN Have you ever heard or said these words: “I want to make sure that I am heard!” or “Does one person really make a difference?” Well, this is the time to ensure that you ARE heard and DO make a difference!

The special census that Harrisburg will be holding will start April 1st and continue until completed, which is expected to take several weeks and finish in late April. During that time, you can expect to have someone stop at your home and identify himself/herself as a census worker. This person will need approximately just 10 minutes of your time and have some basic questions about the number and age(s) of the people who lived in your home on April 1, 2016. This information is strictly confidential per Title 13 and all census employees, including those hired on a temporary basis, swear under oath that they will not disclose any information gathered about individuals or businesses. Additionally, all information collected by the Census Bureau is used only for statistical purposes--no one can obtain

personal identifiable data from the Census Bureau. If you are not home, they will leave information on your door with a phone number to contact them.

This census is extremely important to the residents of Harrisburg. Once we prove that the population exceeds 5,000 people, we are eligible for federal road money and outside retailers take more consideration to move here. It is crucial to attract more businesses to town so residents can patronize our businesses (ie “shop local”) which in turn increases our sales tax revenues and allows more road construction, parks, trails and other amenities.

Important - Harrisburg Consumer Water/ Sewer Bills The following ordinance will be enforced and payment arrangements on utility bills will no longer be honored.

All utility water/sewer bills are due on the twentieth (20th) day of the month.

If bills are not paid by the due date, a twenty (20) percent penalty shall be assessed the following day. If a bill for utility services is not paid in full the customer shall be given notice by mail or by personal service by posting on the property that service shall be terminated within five (5) working days of the date of posting. Failure to pay all charges and penalties will result in disconnection of services. All utilities disconnected for nonpayment must pay a reconnect fee plus payment in full of the amount owed on the account before any utilities will be reconnected. Reconnections will be made only during business hours, 8:00am to 5:00pm, Monday thru Friday.

2016 City Of Harrisburg Water And Sewer Rates Beginning with the April 2016 water/sewer bill, the new rates will be: Water = $11.64 base charge plus $5.76 per one thousand gallons of water used per month (no increase)

Harrisburg Area Food Pantry Neighbors Helping Neighbors In order to better serve our community, our days/hours of operation have changed and expanded. Our normal business hours are now: 1st and 3rd Tuesday of each month 4:00 – 7:00 pm.

1st and 3rd Thursday of each month from 10:00 – noon.

Please note, these will not necessarily be in the same week, depending on the dates these days fall.

In addition, we are typically open an additional day each month, usually a Saturday. This changes every month. To access that information, you can check our Facebook page: facebook.com/harrisburgfoodpantry. While you’re there, be sure to ‘Like’ us!

Checking our Facebook page is also a good way to find out if we have received a surplus of any items available to you. In those instances, even if you have shopped recently and it is not yet time for you to return, you can stop by to pick up just those items. If you have not shopped within your normal 60 day period, you could do so at the same time.

Census almost April, the Special Census will be knocking!

Snow Alert Policy The City of Harrisburg will declare a “Snow Alert” when an accumulation of 2” is either forecast for the city or should the city have no prior forecast warning, when the snow plows are dispatched. This could also include blowing or drifting snow that would require plowing.

All on-street parking shall be prohibited on both sides of the street, regardless of the directional run of that street until it has been plowed curb to curb.

Section 14: Obstructing snow removal and street cleaning. No vehicle shall be parked in such a manner or for such a period of time as to unreasonably interfere with or obstruct the removal of snow from, or the cleaning of, the streets in the city. Parking may resume when streets have been cleared of snow completely from curb to curb. The City has been issuing snow alerts with a beginning time and ending time to help residents know when it is safe to park on the street again without being subject to a parking ticket.

Ticketing will begin when plows are dispatched which could be anytime after the snow alert is issued. Towing of vehicles, trailers and other appurtenances will begin approximately 24 hours after the ticket has been issued.

It is each resident’s responsibility to keep your sidewalks clear of snow and ice. Blowing, pushing, shoveling or placing snow onto the roadways is not permitted. These policies will be enforced on a per-call basis.

Please exercise common sense during the winter plowing season and respect the plows.

The City of Harrisburg is not responsible for repairing or replacing any mailboxes damaged due to snow removal. We request that you make sure your mailboxes are completely upright and are properly maintained.

Remembering Alysen JACOB RUMER Alysen Voss was a unique figure among the students of HHS in the fact that she touched many people’s hearts and minds, helping them aspire to be the best. I had the honor of knowing her since middle school and she was my best friend since. She was given a gift of art, and as many knew she wanted to be a tattoo artist. She told me how much she aspired to be like Kat Von D, and have her own tattoo shop where she could make her art come to life on her canvas.

Alysen was an open-hearted, spirited girl who made others happy when she smiled or when she laughed. She had lived her life to the fullest extent, never letting obstacles break her down, and being the best human being she could be. Her love for life and adventure were some of her best qualities, next to her stunning smile and curiosity for the unknown. She always wanted to find meaning for everything she did and made her time spent on something full of passion and quality. She had a great love for a wide range of her activities from tattoo design, to being a great clarinetist, to a great hostess, to her artwork, to just helping people every day. She often helped people when they were down and made sure that they always knew that she was there to help them. Alysen was the most beautiful girl on the inside and out, and that’s how I’ll remember her.

MRS. TRACY BIRD Alysen was a very gifted young artist. She was passionate about drawing. She loved the black and white affect as you can see by most of these works. These examples of her works were done in Drawing I and Drawing II freshmen and sophomore year. Her ability had grown even greater in the past year with continued practiced on her own.

Even though Alysen was not currently taking one of my classes, she was still in my room on a regular basis seeking guidance with whatever drawing she was currently working on. (She always had multiple drawings in the works. She often drew for other people who would ask her to.) Alysen was always so thoughtful and considerate of others, and had a very kind and gentle spirit. Her presence in the halls of Harrisburg will be greatly missed.

TODD MARKS Kind, respectful, and putting others ahead of herself are what I think of when I think of Alysen Voss. I have literally know Alysen all of her life and even as a little girl, she was always cheering for the underdog. She would listen to everyone’s problems, and often try to help solve them. Alysen was always helping a friend, no matter how much of an inconvenience it was to herself. Just a couple of weeks ago, Alysen was in our 7am Ag. Leadership class and she asked if she could leave 20 minutes early so that she could give a friend a ride to school. I thought this was an outrageous request but when I thought about it, this was so much of who Alysen was. Alysen showed the utmost respect for the FFA and our program. Alysen was her own person and expressed herself in many ways, different, hair colors, temporary tattoos, and piercings. But when we had an important FFA activity or event, Alysen would change her hair color back to normal, hide or remove her piercings and wear the FFA jacket and official dress with pride and enthusiasm. This past October, I had the privilege to travel with Alysen to Louisville, KY to attend the National FFA Convention. Alysen had a great time, worked hard on community service projects while in Louisville, and was an excellent representative of Harrisburg High School. Alysen could always make me laugh and help me smile when my day wasn’t going the best. As the song says, “Only the Good die young” and this is truly the case with Alysen Voss. I will miss her greatly and pray for her family and friends and I will try to be a kinder, more helpful person to keep her memory alive.

Thank You We want to thank the Harrisburg School District staff, students and community for all the prayers and support for Chad, Tammi and Zachary Voss when we lost our precious granddaughter. You all became very special to us. Alysen will always be in our hearts and she will be missed dearly. She was one special young lady.

Acknowledging Distinguished Administrators LAUREN VOLK The Harrisburg School District is proud to recognize two administrators, Dr. Lein and Mr. Rollinger. Principal Dr. Kevin Lein is being honored with Principal of the Year Award as well as Mr. Ryan Rollinger being honored with the Assistant Principal of the Year Award. As part of the award, Dr. Lein and Mr. Rollinger will both get to attend a National Education Conference in Florida. Dr. Lein will also get to meet the President this coming fall. Dr. Lein explained, “Yes, any citizen who would attempt to do the job of President is a hero, and I admire anyone who has held that role. In particular, with the incredible difficulties President Obama has faced during his tenure, I believe he is one of our greatest presidents, and it will be another undeserved and poignant moment in my life to meet him.” Dr. Lein and Mr. Rollinger deserve this award because they both believe in a good education, want what is best for each individual student, and encourage students to do their best. To present the award, the Harrisburg High School student body snuck into the gym, sat down, and had to be quiet. When Dr. Lein walked in to the gym,

everyone began to clap. Dr. Lein was very surprised. He commented, “This award is really not mine - it is the entire student body and staff of Harrisburg High School. I am not worthy, but our school certainly is. The best award was the surprise on Friday - having all of my favorite people in one place celebrating is a moment I did not merit but will take with me always.” They are both very deserving of this award, even though Dr. Lein had said he hopes that the work really is credited to the staff and the entire student body.

Wrestling Update TIM HOMAN The Tigers have finished the regular season with a 4-9 dual record and a 6th place in the ESD dual season. They wrestled in 7 tournaments placing usually in the top half to top third of the teams in the tournament.

Leading the team with 30 wins going into Regionals are Jacob Hanssen (10)

and Michael Kumlien (10). Close behind with 27 wins is Nick Schirado (10). Taylor Dalen (11) has 25 wins and Nolan Hoback (10) has 20 wins on the season.

Students and faculty across the state of South Dakota will join others across the nation during the month of February to celebrate national Career and Technical Education (CTE) MonthTM. This year’s theme is Opportunities for Career Success! CTE Month provides CTE programs across the nation with an opportunity to demonstrate how CTE makes students college-ready and career-ready, and it prepares them for high-wage, highdemand career fields.

CTE encompasses 94 percent of high school students and 13 million postsecondary students in the United States, and it includes high schools, career centers, community and technical colleges, four-year universities and more. CTE is a major part of the solution to high national economic and workforce problems, such as high school dropout rates, a weakened economy, global competitiveness and massive layoffs. At a time when opportunity for employment is so critical, CTE programs in every community are ensuring that students are equipped with the skills to successfully enter the workforce.

“The activities planned over the next month will illustrate the rigor and relevance CTE courses offer our students,” said Mrs. Tracy Kern, the CTE teacher at Harrisburg High School. “By partnering with the business community, CTE programs are investing in students and providing them with the latest technology and skills that will prepare them to become successful employees and future leaders.”

When asked about her involvement with CTE, Arianna Feller a high school junior at Harrisburg High School and Sate FCCLA (Family, Career, and Community Leaders of America) President stated the following: “I think the benefit of a CTE course is that you gain real word knowledge. In your typical science and math classes, you don’t learn that. A CTE course prepares you for the future and teaches you the meaning behind things you do in your daily life. FCCLA Members Attend The District IV FCCLA Meeting MRS. TRACY KERN, HARRISBURG FCCLA ADVISOR Family, Career and Community Leaders of America chapter members recently participated in the 2016 District IV FCCLA Meeting, held at Harrisburg High School on Monday, February 8, 2016. The theme of the meeting was “EmPower MePower: What is Your Power?”

Workshops were presented by State FCCLA Leadership Team members and Mrs. Renee Rebnord. Members also had the opportunity to compete in District IV Quiz Bowl and make tie blankets for local agencies in Sioux Falls and Yankton. Harrisburg Quiz Bowl participants included: Rachel Lubbers, MycKenzie Kuchar, Jordynn Schwartz, Lindsey Thomas, and Serinity Stack. Harrisburg Voting delegate was Regan Yseth. Alaina Ford and Kayley Klinkel were in charge of district community service project. Pierre Celebrates CTSO Legislative Shadow Day SOUTH DAKOTA DEPARTMENT OF EDUCATION February is national Career and Technical Education Month. As part of the celebration, nearly 40 student leaders came to Pierre February 10-11, for the South Dakota Career and Technical Student Organizations’ Legislative Shadow Day. Students, legislators, cabinet members and state agency staff kicked off activities with an evening social February 10. On February 11, students shadowed legislators at committee meetings and watched House and Senate floor sessions.

Cheerleading Take Over JACI PIETERS It’s always a good time to try a new concept, and this year’s HHS Cheer Team is raising the bar as they introduce new aspects to the program. This year, the team has a new coach, Eve Becker. The reason Coach Becker wanted to become a cheer coach is because she was looking for an opportunity to become more involved at the high school by taking on a coaching role.

She has always loved cheerleading and dance—and loves sharing that passion with high school athletes while teaching leadership, responsibility, and teamwork.

One of the changes Coach Becker has focused on this year is increasing student attendance at the basketball games. With support from Tiger Nation, the cheerleaders are now, for the first time ever, naming a “Fan of the Week” each week. This award goes out to the most positive and most cheerful fan in the student section that week. The cheer team is doing this to try to keep a positive environment at all basketball games, get the fans involved, and provide a loud and exciting atmosphere in the gymnasium.

If students are interested in becoming more involved in extracurricular activities, FFA is a great choice; being a member of FFA looks great on college applications. Miss Fastert, a Harrisburg FFA advisor, is most looking forward to seeing how the agronomy team competes, as they have several returning members. Another component of spring CDEs Miss Fastert is looking forward to is Nationals this year in Washington.

“Nationals is a great experience not only for the kids but also for us as advisors. We all learn so much,” said Miss Fastert. This is just one opportunity that students would get to look forward to when joining FFA, along with volunteering, competing, and applying for scholarships. If students want to join, talk to Mr. Marks or Miss Fastert down in the agriculture rooms.

All HOSA parents are invited to the Parent State Showcase on Tuesday, March 22nd from 7:00-8:00 pm in the high school commons. Students will demonstrate the skills they’ve learned in their events or the projects that they have created over the year.

Most importantly, the peak of the HOSA year, the State Leadership Conference kicks off at the end of the month on March 31st and April 1st. Students who score high enough, and place in the top 3 competitors at the state conference, qualify to compete at the National Leadership Conference in Nashville, Tennessee at the end of June. HHS HOSA has over 90 students competing at the State Leadership Conference! We look forward to sharing our successes in next month issue of the Tiger Times. game. There is always a set theme at each game. Some of the themes that the cheerleaders have chosen are black out, Hawaiian Night, red white and blue, and neon. The best dressed at each game gets some sort of prize from the cheerleaders. Some of these prizes have included gift cards, candy, and free pizza.

Another way they are allowing people to win prizes are during halftime challenges. While this is a newer activity at basketball games, it seems like not only the people participating but also the crowd are enjoying these events.

Some of the other fun ways the cheerleaders are getting the crowd involved is by having five points of silence and the student section receiving popcorn if the team is ahead at the end of the first quarter. Five points of silence is when the crowd is completely silent until the team scores five points; then the crowd goes crazy! This is an enjoyable activity for the crowd because they are actively involved and closely pay attention to the game.

Coach Becker says she already sees a change happening in the school and community of Harrisburg. “The girls are working so hard to earn the respect of the student body, staff, and community. I see the team having fun at events, trying new things, and breaking out of their comfort zones to get the fans on board with what we are trying. Change is a process that does not happen overnight, but I know we are on the right track for building this program up, finding success, and earning the respect that the cheerleaders deserve. I am very proud of them this year,” states Coach Becker. Come out to a game sometime and see all the work the cheerleaders have put in!

Debaters Peaking At Right Time The Harrisburg HS debate team entered the last part of the season on a roll with numerous students placing at area competitions. The team hosted twenty schools and over 400 competitors and coaches on February 12 at HHS and South MS for the 6th annual Rushmore Challenge Speech and Debate Contest. Sophomores Landon Dinger and Hayden Cole and their first place finish in varsity public forum debate led the team. They went undefeated and had the highest opponent win percentage to win the undefeated team tie-breaker. HHS teammates Jordann Krouse and Lucas Davis finished in fifth place. Krouse was also the highest rated speaker in the division. With 90 students competing, she was the only one to receive perfect speaker points for the entire tournament. She also placed third in the foreign extemp speaking division. Two HHS team also placed in the novice division of the tournament. Shelby Specht and Liz Ocegueda finished fourth and Kenadee Taylor partnered with Noah Bunger for fifth place.

The team has had a number of strong finishes at other local tournaments.

Jordann Krouse placed first in the foreign extemp division at the Watertown Speech Fiesta, while the teams of Krouse-Davis and Hunter Dunteman and Ben Menke finished with 4-1 records, just outside of the semi-final bracket.

Evan Papka and Cody Schriever placed first in the junior varsity division of the Lewis and Clark Invitational at Yankton HS, while the teams of DavisKrouse and Cole-Dinger narrowly missed breaking to semi-finals again with 4-1 win-loss records. At the Central Forensic Conference meet in Brandon the team was led by KrouseDavis finishing third in varsity public forum.

The team will have concluded their season with the national qualifying tournament at Sioux Falls Washington February 19-20 and at the State Debate and Individual Events contest in Aberdeen March 4-5.

HHS’s Newest Addition: The Glass House TROY KNECHT As many of you know, there are some pretty big changes going on at Harrisburg High. Since the district has been growing so quickly, the school board took action and voted to add an addition to the high school. The addition is on the west side of the building; the whole front, which faces south, is basically one large window, hence the term “The Glass House.” While this area is under construction, the many high school students are using the current space, which is very limited right now. This addition is going to be completely for educational purposes. Harrisburg’s principal, Dr. Lein, answered a few questions about this. One many people are wondering is, “What’s inside of the new addition?” Well Dr. Lein, stated that it will be filled with classrooms, including Science, Math, and Communication Arts classrooms, along with a large, open space, similar to a commons area, in the center for students to hang out, work on assignments, and meet with teachers. Dr. Lein also mentioned that he is most excited for the space that we are gaining for the students and staff, with the new office and classrooms going in. Dr. Lein said that it will benefit the staff, students, and, faculty. This addition to the high school has sparked excitement not only in the community members but also in the students. We can’t wait to start using it.

Wellness Addition Widens MALCOLM MACDONALD The wellness wing of the school has been a subject of much excitement and mystery to student athletes at Harrisburg High School as they awaited the completion of two varsity locker rooms and a new weight room, complete with new, high-end lifting equipment and free-weights. The new addition on the west side of the school was, for the most part, finished on February the 4th. Until the Wellness addition was finished, the tennis courts were the only new additions that had been completed.

The addition also has a varying number of effects on the pre-existing parts of the school; the previous weight room will be more dedicated to cardio exercises like running, jump roping, and biking. However, it will still house some of the previous weight machines. Even though there are new locker rooms, the old locker rooms will still be used and either devoted to a certain grade or a specific team during a certain season; we will also be able to better accommodate visiting teams for multiple events. Students that are enrolled in Wellness class will also be able to get much use out of the new weight room.

Both the weight room and the two additional locker rooms, will be well used to say the least. Assistant basketball coach and wellness instructor, Andy Kleinjan, has said that the aspect of the new facility that he is most excited by is “the newfound or renewed interest in which students and athletes have found in weight-lifting.”

When asked about how the new addition would benefit the varying programs in Harrisburg, Mr. Kleinjan replied by saying it will help with coordinating times, optimizing performance, and encouraging students to use the resources and coaches available to them throughout the school.

North Middle School Poetry Slam

In February at Harrisburg North Middle School, the eighth graders in Mrs. Olinger’s class explored the world of poetry. After the unit, they created a poetry project to express their knowledge about poetry. To add a fun twist, they presented the poetry anthologies in class and gave an dramatic poetry reading during a poetry slam. This included bongos and some light jazz music to set the mood. The students each read a poem and analyzed how the poet’s style related to the theme of their project. The students also enjoyed some cookies and hot cocoa as they enjoyed the poetry.

In late January, North Middle School eighth graders hosted a grade-wide debate over whether social media is beneficial to the United States. Our sixth and seventh-period semi-finalists were Reese Anderson and Owen Schweitzer from Mrs. Olinger’s Advanced English Language Arts class.

The debate was between Reese Anderson and Owen Schweitzer against Cade Wallace, Matthew Krouse, and Rudy Renville from Mrs. Weideman’s class. Reese and Owen had been assigned the pro side, while Cade, Matthew, and Rudy had the con side. The debate was close with the votes totaling up 1-2 from the teachers. Although the audience preferred the con case, Reese and Owen took the win. Very soon the semi-finalists will be competing against the winners from Mrs. Snyder’s English class, Breana Arnoldy, Britta Larsen, and Brooke Aden. We wish luck to both of them as we come up on the final round!

Spike Your Way To Mini Camp MEGHAN KRULL Harrisburg players and coaches are putting on an elementary volleyball mini camp in April. Sydney Fikse, a Harrisburg senior, has decided to use this mini camp as her senior project. She has been busy making t-shirts, creating flyers, and planning drills. Sydney explained, “I’m most excited to see how many girls we have signed up for the camp. This year we are including kindergarten through 2nd graders, which is something new.” This camp gives young athletes the opportunity to strengthen their skills and increase their volleyball knowledge. Since this is Sydney’s first time organizing the camp, she used ideas from the previous camps to design the shirts and organize the drills. Camp for kindergartners and second graders is on April 11th, and camp for third through fifth graders is on April 12th. Although Sydney is organizing the camp, coaches, along with middle school and high school players, will be there to help. Girls attending will get to meet the coaches and players; this is a great opportunity for those that want to play in the future. Skills like passing, setting, and serving will be the main focus of the camp.

Getting a better feel of the court and becoming better all-around players is just a small part of what this camp has to offer. Attendees are welcome to come down to the gym right after school; parents can pick up their children at 5:30. Hope to see you there!

Third Grade Happenings MS. STETTNICHS, MRS. HANSEN, & MRS. MATHIESEN Wow, are we ready for some nice weather!!! The third graders at Freedom have been very busy preparing for Smarter Balanced testing. We have been working on Math skills, such as multiplication, fractions, and geometry.

In Reading we have been working on reading skills, like main idea, details and story retelling.

To prepare students for the typing portion of the Smarter Balanced assessment we have been working on a program to make us better at typing.

In March, the third graders will be going on an early field to the Washington Pavilion. We were chosen from a lottery to be able to attend this trip.

The field trip theme for the day is Ag Day which is very good enrichment for our Social Studies curriculum.

Liberty Elementary Empowering Students Through Inclusivity & Understanding: SPECIAL EDUCATION STAFF K-5 Speech Therapy: Harrisburg’s most recent full day in-service featured Dave Burgess’s Teach Like a Pirate professional presentation. Dave Burgess focuses on presenting new innovative ways of promoting inclusion for students, and teaching with techniques that provide optimal student engagement. In response to Dave Burgess’s presentation, Mrs. Decker (Speech and Language Pathologist) has implemented “notebooks” focused on articulation and/or language.

Each notebook is full of activities that address the individual goals for each student. At the end of each session, the students are asked to color in their percentage of accuracy on their respective accuracy graph(s). This approach has proven to be a great visual representation of their progress and presents with opportunities to discuss why a student/students may be coloring “less than the top” (100%) and how they can achieve that in future sessions. The students have also been working on their goals through all modes - arts, technology, etc. Thus far, the tactile approach through creative activities has decreased the need for immediate reinforcement and has resulted in students being more engaged and interactive!

Resource Room: The Liberty Elementary students have been practicing student led individual education plans (IEP’s.) Through this process, students work on their presentational skills by utilizing a power point to present their educational goals and ways in which they plan to attain them! The student’s have

First grade students transitioned to each classroom to create a picture and writing activity when given a “100” cut-out. They also painted gumball machines with 100 gumballs and cut out “100” glasses. The day in 1st grade was made complete with a visit from Liberty’s “Zero the Superhero,” Mr. Yerdon. gained an immense amount of empowerment through this process and it gives them the tools and necessary knowledge they need to feel confident in their strengths and to understand where they still want to work to reach their fullest potential! The student led meetings are something that has just been implemented for the upper grades this year, but is something that we hope will be expanded into all grades next year as it has been such an influential tool for students who need extra help in any area!

Exceptional Learning Classroom (ELC): The ELC classroom serves students who need additional support with academic and functional life skills. A variety of communication modes are empowering students to be more active participants in the regular education classrooms here at Liberty Elementary School! Sign language, communication devices, and visual picture books have all been used in the classrooms to help students communicate.

Peer helpers have also been utilized as a fun way to foster social interactions. Peer helpers provide support and encouragement to students in the regular classroom, during lunch and recess, and in specials’ classes throughout the school day.

Recently, students celebrated Valentine’s Day with parties in their gradelevel classrooms. Students enjoyed passing out treats to their friends and wishing everyone a “Happy Valentine’s Day”!
