Harrisburg Water Restrictions

Animal Ordinance

The City of Harrisburg is contracted with the Sioux Falls Area Humane Society in Sioux Falls. Any lost animals or animals in violation of city ordinances will be brought to SFAHS, (605) 338-4441.

Owners of any dog, cat, or other animal held as a domestic pet shall license their animals annually and keep their shots up to date the cost of a license is $5.00 per pet per year. Licenses and tags may be obtained at City Hall.

Owners of any dog, cat, or other animal held as a domestic pet shall not permit such animal to run at large at any time. A leash is required at all times. If found, these animals are impounded and expenses and fines are paid by the owner.

The City and Sheriff’s Department receive many complaints of barking dogs. These cases may be considered a disturbance of the peace by animals. Please take necessary steps to prevent this to avoid being fined.

When walking your pet, please carry a bag with you to clean up after your pet and dispose of properly.

You may find a copy of all the current City Ordinances on the city website www.harrisburgsd.gov. Check out the city’s Dog Park located at 805 Kent Street.

City of Harrisburg Water Restrictions are in effect year round. Watering restrictions apply to the sprinkling, watering, or irrigating of lawns. Trees, shrubs, flower and vegetable gardens may be watered as needed.

These restrictions are strictly enforced and failure to abide by them will result in up to a $200.00 fine.

Currently we are at a Level 2 Restriction which limits watering or irrigating of yards to 2 days per week using the last digit of your physical address. Water use shall occur before 10:00 a.m. or after 5:00 p.m.

If your address ends in: 0, 3, 6 - you may water on Monday and Thursday 1, 4, 7 – you may water on Tuesday and Friday 2, 5, 8, 9 – you may water on Wednesday and Saturday No watering is allowed on Sundays or between the hours of 10:00 a.m. and 5:00 p.m.!

Should the level of restriction change, notification will be done by the following methods: city website, Tiger Times publication, and on your monthly water billing.

Harrisburg City Compost Site

To establish a new lawn, new sod and seed watering permits are available for a one-time, two week period. The permit is $50.00 and can be obtained from City Hall. Please contact City Hall at 743-5872 in advance if you are interested in obtaining a permit.

The Harrisburg City Compost Site located at 801 S Prairie Street – Harrisburg Maintenance Facility will be open Monday – Friday, 8:00 a.m.

Harrisburg Community Library Corner PHILIP OLINGER Harrisburg Community Library is looking forward to summer, so please come down to 200 E Willow Street and check out our vast selection of books, DVDs, audio books, E-Readers, and Blu-Ray Discs. Please visit our FaceBook page and “Like Us” to stay up to date with library happenings. We are always adding new material and we have just started offering educational classes to the community.

The library is gearing up for the summer reading program and we are excited to announce that this year’s theme will be “Super Heroes”. The summer reading kickoff will be May 28th at 1:00 pm with a puppet show. This program will help provide valuable incentives to keep children reading throughout the summer months.

Ribbon Cutting And Open House – Harrisburg City Hall On March 19, 2015 the Harrisburg City Hall held an open house and ribbon cutting. It was attended by members of the Harrisburg Economic Development and Chamber, City Council, staff, residents, Stockwell Engineers, American Legion members, Mayors from Worthing and Canton and several others. It was an excellent opportunity to show off the city hall that was completed in 2014.

Eggsellent Turnout for 3rd Annual Harrisburg Easter Eggstravaganza It was a breezy March afternoon, but that didn’t stop the children of Harrisburg from dashing after Easter prizes at the third annual Harrisburg Easter Eggstravaganza.

An estimated 500 children and adults turned out at Heartland Park on Saturday, March 28th for what has become a Harrisburg tradition. Children had the opportunity to hop through the grass in search of Easter goodies, visit with the Easter Bunny, and bounce around on the large inflatable structures. The event was sponsored by the Harrisburg Chamber of Commerce.

“I was so pleased to see the great turnout at the Easter Eggstravaganza. We are fortunate to live in a community where the local businesses are committed to providing events like this for our residents,” said Adrienne McKeown, president of the Harrisburg Economic Development Corporation and Harrisburg Chamber of Commerce.

McKeown said that in addition to providing fun events for the community, the Chamber’s goal in sponsoring these activities is to show how vital it is to support local businesses. “It’s easy to take these activities for granted, but someone has to provide the resources in order for the events to happen. We hope that people think about their local businesses and choose to patronize them so that the businesses continue to thrive and can continue to support community events.”

JORDANN KROUSE At Sertoma Butterfly House & Marine Cove, they have everything you need for a fantastic volunteer experience. Sertoma is a non-profit organization which relies on volunteers and donations. With 12 volunteers working daily, there are plenty of chances for acceptance, even if you have no experience.

Work with the public in furthering our knowledge of sea life in the marine cove, with attractions such as the Touch Tank, a tank where visitors can touch certain sea creatures such as anemone and starfish.

Or explore the Tide Pool where you can interact with stingrays and sharks. Don't worry, they don’t bite!

You can also relax in the beautify Flight Room, which is home to more then 800 butterflies and moths. Not to mention the dozen of tiny button quails running around everywhere. At Sertoma, there is something for everyone. And volunteering there is a fanatics experience that will be sure to leave you with knowledge and skills for a lifetime.

Harrisburg Days - Celebrating 125 Years!

We want you to join the Harrisburg community as we celebrate our 125th birthday by attending Harrisburg Days, June 12th-14th. Do You Know Your Harrisburg History?

The city we now call Harrisburg has been located in several different places in north Lincoln County and gone by several other names.

In 1871 Harrisburgh (yes, spelled with an ‘h’ on the end) was first established with a post office several miles east and south of our current location on the 9 Mile Creek. Some maps and documents also refer to this place as Harris.

In 1880 the post office at Harrisburgh was moved to a site south of current Harrisburg and went by the name of Selina.

In 1883 a new post office was established north of current Harrisburg and the proposed name was again Harrisburgh, however the name was rejected by the postal service and was instead called Springdale.

Sometime between 1880 and 1883 the rail road depot in Canton, SD was sawed in half and part of it was moved to the same site as the Springdale post office. In 1890 the depot in Springdale was moved to the current site of Harrisburg. In 1892 a post office was opened at the current site of and called Harrisburg. Also in 1892 the Chicago, Milwaukee, & St. Paul Rail Road filed the first plat for Harrisburg. In 1893 and 1894 the post offices in Selina and Springdale were closed.

There are two competing stories for how Harrisburg got its name. The first story is that we received our name from the Harris family whose homestead was the location for the first Harrisburgh post office on 9 Mile Creek. The other story is that we received our name from a conductor on the rail road named Harris.

For the purposes of celebrating our Centennial our city leaders chose 1890, the year the rail road depot was moved to current day Harrisburg, as our founding year. This year we continue that tradition by recognizing our 125th Birthday or Quasquicentennial.

Alvin Dempewolf - Harrisburg Hero Did you know Lake Alvin was named for Alvin Dempewolf, the only World War soldier form Harrisburg who died overseas.

Lake Alvin is great for fishing, kayaking, and swimming.

Stacy’s vision of Harrisburg’s School District is that there will be more houses, apartments, schools, roads, businesses, and overall growth, which will bring more children to our district to take a part in our growing educational system. Some of the priorities she finds important in the future includes continued safety of our students because the safer they feel, the better they perform. She would really like to create a family and community atmosphere for our schools as well.

Due to Stacy’s belief that Special Olympics help both the special needs students and their peer volunteers emotionally, physically, and academically, increased Special Olympic opportunities are also on Stacy’s priority list. Our district appreciates Stacy’s passion and dedication.

The Harrisburg School District welcomes its newest school board member, Stacy Haber. Stacy is a stay-at-home mother of three who grew up in Sioux Falls and graduated from USD. She believes that Harrisburg is a growing family and community that has made substantial progress in the past decade. Her main motivation for running for the Harrisburg School Board is to help facilitate solutions in the Harrisburg education system. Stacy also possesses political experience and feels comfortable with voicing Harrisburg’s concerns in Pierre. Since Stacy believes that the school board has done a commendable job in the past of promoting our schools and our community, she is eager to become a part of this committed group.

In addition, she also would like to try to make sure that there are open-minded people on the board in the future so that our board can determine tough decisions head on when it faces them. She thinks that taking on the task of representing everyone throughout the entire district is a very serious matter.

District Looking Ahead JOEY STRUWE, ACTIVITIES DIRECTOR I can’t believe that the school year is almost over already! I want to thank everyone at Harrisburg for making this such a wonderful year. The students, staff, coaches, and administrators have been so great to work with and have made me feel welcome. I am looking forward to next year as we continue to work in concert to provide positive, successful opportunities for our students.

As the school year begins to wind down, I want to let you know about several planned changes and improvements we have planned for next year. I just want to put these on your radar so that it doesn’t take anyone by surprise.

Physicals for students in grades 7-12 for the 2015-16 school year can be taken at any time. This year all registration material will be available online, links to registration materials and instructions can be found on your school website. https://harrisburghs-oar.rschooltoday.com/ Follow the steps at

this link to obtain all the paperwork you need for the physical and to fill out the registration form. The only forms you will need to take with you will be the pre-participation history form and the physical form itself. The physical form needs to be either uploaded to this side after it is complete or returned to the school office of the school your child attends.

We will be changing our calendar system to a more streamlined system that will incorporate school activities and outside group activities to one merge in to one place to make it easier for our staff to coordinate efforts. This change will be made at the end of this school year and more information will be posted to the web site at that time and published in the June issue of Tiger Times.

In order to help medical personnel identify possible concussions and protect our students, all students who will be participating in any sport (712) next year will be required to have a baseline ImPACT test on file. These will be given at times throughout July and there will be more information posted to the web site when school is out and in the June and July Tiger Times.

Student Congress Season Begins JORDANN KROUSE As the end of the year rolls around, the new season of student congress is just beginning. With high school students who are involved in debate/speech participating, this is sure to be an exciting competitive experience. Students from all over the state will meet in Pierre, SD on April 10, to debate and discuss bills that they submitted earlier. The topics of the Bills can range anywhere between something as fun as colonizing the moon, to more serious ones involving ISIS. No matter what the bill is, students are encouraged to put all their effort into researching and analyzing the topic. They then present speeches on whether the congress should pass the bill or not. It is a very knowledgeable experience that provides insight into how our nations government works.

Summer is getting closer and many Harrisburg High School students will not be participating in any form of summer time physical activity. Physical exercise is crucial for teens as it boosts self-confidence, promotes a healthy lifestyle, and develops a solid work ethic that many teens lack.

The best place for athletes to achieve all of these benefits is right here at HHS during the summer workout and lifting program.

The program covers all elements of physical fitness including lifting, cardiovascular, and abdominal exercises. Most days start with a brisk warm-up, followed by an intense lift, and end with a plyometric, agility, or form running exercise. With all the instructors guiding the program, participants don’t need much background knowledge in lifting techniques beforehand because the coaches are there to teach correct form and to encourage development. Athletes will also be able to see the progress they made through the pre-test and post-test periods at the beginning and end of the summer that demonstrate how much stronger and faster they have become.

With the summer lifting program, athletes lift with their sports teammates and fellow students, not only making the program a physical one but also a social one. Nothing builds a team better than going through intense physical activity. Also, high school and middle school coaches run the program, so it’s a great opportunity for athletes to show them their physical ability and dedication to the sports programs.

Summer comes only once a year, and Harrisburg students should take full advantage of it by getting stronger, faster, and most importantly healthier through the Harrisburg High School summer workout program.

Summer Employment Opportunities EMMA BOLGER As the school year approaches an end, high school students are starting to look for summer jobs. Some of the benefits to a summer job include earning extra money, taking part in activities during the day, and learning the importance of responsibility. While some students may get a job, other students may take part in an internship. This opportunity helps the students get a feel for what they like as they start finishing up their high school career.

According to the South Dakota Department of Labor and Regulation, the youth minimum wage for employees under age eighteen is set at $7.50 per hour. The counselors at Harrisburg High School provide job options and post them online for the students such as Monsanto, Trail Ridge Retirement Home, Tea Aquatics, Wild Water West, Bakker Crossing, Pizza Rev, Nyberg Ace, and nannying. Some students might also consider volunteering with the Red Cross or Humane Society. These are just a few of the opportunities that students can consider as they progress and advance through high school.

High School State Art Show TRACY BIRD The weekend of March 20th the first annual High School state art show was held at the Denny Sanford Premier Center. Over 200 pieces of artwork from students all across the state were exhibited. Artwork was judged based on originality, creativity, quality, presentation, and the artist statement, which accompanied each piece.

Of the nine entries from Harrisburg, two received a place medal in the AA division.

Senior Gabe May received 3rd place for his sculpture of a carved dog and Junior Emma Jordan received 3rd place for a watercolor painting of a seascape. Gabe May also took home the People’s Choice award for his hyper-realistic charcoal drawing of the Afghan Girl, a well-known photograph from the cover of a 1984 National Geographic.

FFA Excels At State Convention TODD MARKS & TARA FASTERT, ADVISORS The Harrisburg FFA chapter finished another successful year at the 2015 South Dakota State FFA Convention held at SDSU on April 12-14. 58 members of the Harrisburg chapter participated in workshops, proficiency awards, and Career Development events at the convention and returned home with many honors.

Ten different Career Development Teams participated at this year’s convention. The top three teams receive a plaque and the top 10 individuals receive medals in each CDE. The Nursery Landscaping Team of Kailyn Mutsch, Sydney Gibson, Austin Harris, and Grant Paulsen had the best performance for Harrisburg by bringing home the 2nd place, state runner up award! Individually, Mutsch finished 4th, Harris 8th, Gibson 9th and Paulsen 11th out of the 59 individuals in the competition.

Two teams from Harrisburg brought home 3rd place honors. The Milk Quality team of Connor McAllister, Alyvia Ahnberg, Marianne Bishop, and Chase Jensen set a HHS FFA record by placing 3rd out of 45 teams. This is the first time in school history that a Milk Quality team finished in the top 10! Of the 152 individuals in the event, McAllister placed 8th and Ahnberg placed 10th. Also placing 3rd was the Food Science team of Noah Hovorka, Nicole Hudson, Grace Aasheim, and Morgan Lanier.

Hovorka brought home 8th place individual honors out of 63 competitors. Our agronomy team placed 5th out of 35 teams with Noah Hoback finishing 11th out of 116. Brady Samuelson, Cassidy Rippentrop and Sydnee Lewellen rounded out the agronomy team and all three placed in the top 25. The meats team and the Vet Science teams also finished well by placing 8th and 14th respectively.

FFA Proficiency awards are based on a members Supervised Agricultural experience program.

Eleven HHS members were recognized in 14 different proficiency categories. Winners at the state level receive a plaque, and cash prizes of $250 for first, $100 for 2nd and $50 for third place. State first place winners this year for Harrisburg were Shelby Strand; Equine Science Placement, Amanda Jandl; Grain Production Placement, Anna McAllister; Home and Community Development, Sydney Hirschkorn; Fruit Production, Nathan Harmer; Outdoor Recreation, and Sydney Gibson; Nursery Operations. The FFA Star awards are also based on a members Supervised Agricultural Experience program as well as their overall involvement in the FFA. This year, Ashlynn Beninga was recognized as one of the four Star Greenhand Finalists. The Star Greenhand program recognizes sophomore members who have started a strong SAE program and who have been very active during their first year of membership. Ashlynn won the District 7 Star Greenhand award and her application was selected to advance to state competition where she received a plaque and $25 prize money for being a state finalist.

Nine senior FFA members received the highest degree of membership that the state association can bestow upon a member.

The State FFA Degree is the equivalent of All-State honors and the following HHS members received their degrees. Jonathon Bolte, Jordan Brock, Danielle Eckert, Sydney Hirschkorn, Sarah Hotchkins, Amanda Jandl, Morgan Lanier, Anna McAllister, and Karlie Westall.

Harrisburg Chapter President, Anna McAllister applied for and competed for one of the six State FFA Officers who were elected to manage the state organization for the 2015-16 school year. After a lengthy interview process, Anna was not elected but gained valuable experience, business contacts and great memories of her senior state convention.

The week of March 23rd the sixth grade team worked on activities that focused on being yourself and your own unique characteristics. The week started off watching the movie titled Temple Grandin, which is a biography about her life and her struggles that she had with autism. On Tuesday the students made puzzle pieces labeling their own piece with their own individual qualities. These were linked together in the vortex. On Wednesday the improv group from the high school came and performed for the sixth grade class. They focused on bullying, and acted out social situations that sixth graders might face. The students were involved in the performances and had a great time. On Thursday the students rotated through the sixth grade advisories and were involved in different activities.

The kids learned a lot about themselves and others and gained valuable knowledge on the golden rule.

North Middle School students had a chance to participate in a miniNFL combine during the month of March. Some of the combine events correlated nicely with the students’ 4th quarter fitness tests. These events included the 20-yard dash, Pro-agility, Broad Jump, Bench Press, and Vertical Jump. Combine events are designed to look at participant’s speed, agility, and strength. Due to time constraints, some of the tests were limited so listed below are the top three boys and three girls in the 20-yard dash, Pro-Agility, and Broad Jump. Hopefully we will be able to make the combine an annual event at North with support from local college football programs.

North Encore ENCORE STAFF The North Encore Team is entering their last rotation and wants to let you know that we have loved having your students in class!

Your students have enjoyed learning healthy eating habits in FACS class, combating heat disease in Health, exploring Hispanic artists in Spanish, launching rockets in TechEd, and firing their original clay designs in Art. We hope that through the exposure to non-traditional classroom experiences, your students will not only become more well-rounded learners, but also find life-long hobbits and hobbies. Thank you for sharing your kids with us and we look forward to our final rotation with them!

Shakespeare Up North HEIDI STREIT, KELLY ANDREWS, AND AMANDA OLINGER While William Shakespeare was most active in the sixteenth century, he is alive and well at North Middle School in the Enrichment ELA classes. From sixth to eighth grade the students will all get a taste of the Bard in some way from reading and acting out one of his works in its entirety to reading parts of his works; we are all getting our fill of Renaissance works.

In Advanced 8th grade the students will be reading “Romeo and Juliet” and acting out portions of the play. They will also analyze the different ways that film directors have interpreted the world’s greatest tragic love story and to end, the students work with their acting troupe to present a scene from the play.

In Advanced 7th the students will be analyzing the comedy of Shakespeare by analyzing a few select scenes from “A Midsummer’s Nights Dream.”

The unit starts out with a strong analysis of humor and humorous elements, and then they continue that analysis by analyzing the humorous elements present in the play while also performing a scene from the play.

In Advanced 6th grade the students focus on presenting monologues and working with stage directions. Then they prepare and perform a dialogue from “Twelfth Night.” The unit starts off with a focus on monologues, it moves into analyzing poetry for performance, and then the students analyze Shakespeare in text, in film, and in performance as they act out a dialogue on stage.

We really enjoy that our curriculum is vertically aligned and provides a progression from 6th to 8th grade. We also appreciate that all of our students are having a fun and educational experience with the infamous William Shakespeare.

Our student group will also travel to Arlington National Cemetery which is one of the oldest cemeteries established during the Civil War. We will visit the Kennedy Gravesites as well as the Challenger Memorials. Four students from North Middle School will also be chosen to participate in the wreath laying ceremony at the Tomb of the Unknowns.

We will start off the morning witnessing the inauguration on Capitol Hill by listening to the Oath of Office and the President’s first address to the nation. Later that afternoon, we will watch the inaugural parade and participate in the celebrations welcoming in the newest President. Computer Coding Club

One example of a coding set students worked through with Mr. Hartzler was building an online version of “rock, paper, scissors.” At the conclusion of the exercise, students play an online version of the classic schoolyard game against the computer. Several students noted how empowering it was for them to create programs—on a minor scale—that operated like major websites they’ve interacted with in life.

South Middle School South Middle School Welcomes Student Teacher JASON DONNELLY This spring, the 6 grade team is excited to have Justin Cook on our team.

Mr. Cook will spend seven weeks student-teaching with Mr. Donnelly and Mrs. Plaine, teaching 6th grade math and science classes. He will be teaching a variety of units and projects with both the general and advanced 6th grade math and science students. Mr. Cook says, “I am enjoying my time at Harrisburg South Middle School because the students are full of energy and are excited to learn. The staff works hard to provide them with opportunities where they can grow and become leaders who are ready for the future.” th

Mr. Cook is a student at Augustana College in Sioux Falls. Mr. Cook has been involved in track and field at Augustana and is active in the Augustana College Education Association and will graduate in May with a degree in Elementary Education with a minor in Reading and English as a New Language. He recently finished an elementary education placement working with 4th grade students in Luverne, Minnesota. Mr. Cook is originally from Lakefield, Minnesota. Genius Hour ~ The Possibilities Are Endless 8TH GRADE TEAM What does writing an app, designing a cabinet, building a rocket and organizing a fundraising for a homeless shelter all have in common? These are three of the many passions of eighth grade students at South Middle School. During the Spring Semester students have had the opportunity to explore these passions through Genius Hour. Genius Hour encourages creativity and exploration by allowing students choice in what they learn for a given period of time.

Each week for one class period students worked on a Genius Hour project of their own choose. Ranging from designing a football helmet to creating a stop motion video, the possibilities of topic choices were endless. After brainstorming and settling on a topic students sought out experts to serve as resources throughout their project. Each project then took on a life of

its own. At the end of fourteen weeks students then brought all of their research and final projects together to share with their fellow classmates.

A portion of the students also present their Genius Hour Projects to the community at Show Case night. So the next time you come across eighth grade students, ask them about their Genius Hour project and watch their passion overflow.

“Go West” EXPLORER 5TH GRADE TEAM Explorer Elementary 5th Graders performed their final Spring Music Concert March 26th, at the North Middle School Auditorium. They performed a musical entitled “Go West” which featured songs about pioneers traveling to the western frontier. Students were led by our outstanding music teacher, Mrs. Short. This was an extra special musical for Mrs. Short, because it was her final show! Mrs. Short ordered “Go West” a few years ago but was unable to perform it because of class sizes in Explorer being too large, and then too small. “Go West” was an excellent choice as students were learning about the frontier in Social Studies at the same time. Students were able to make connections to their roles in “Go West” to the historical figures in the texts. This is Mrs. Short’s last year here at Explorer, and we are sad to see her go. She has done exceptionally, and always demands the best performances out of her students. Mrs. Short’s shoes will be difficult to fill, but we know retirement will treat her well.

Freedom Elementary Fourth Grade KATHLEEN PETERSEN & DANIELLE PLACE As the school year winds down, it’s time for the Freedom fourth graders to get down to business. Each of the students is putting their hard work and skills gained throughout the year to test by creating a wax museum. They work hard to complete the research steps during the last month and a half of school with the goal of presenting it to their parents and fellow students of Freedom Elementary. In the end, each student will present on and dress up as a wax figure.

Both fourth grade classrooms are given the chance to choose an influential figure from history that they would like to learn more about. The students go through the process of researching their figure, organizing their ideas, creating a rough draft, and writing a final draft. When all of these steps are complete, students create a speech from their research as well as design and display a poster to show pictures and interesting information about their figure.

This will be the third year in a row that the fourth graders have created a wax museum. It is a lot of hard work for the students, but they always enjoy showing off their research and talents!

Liberty Elementary The LPTO Holds Fun Events For Our Liberty Students MRS. ENEBO, MRS. GRAFF, AND MRS. HANSON The Liberty Parent Teacher Organization has held many fun events for Liberty Elementary this year. They started the year with Pizza Bingo and a 50’s Themed Sock Hop. They hosted their annual Carnival on Saturday, April 11th in the Liberty Elementary Gym and Commons Area. It is one of Liberty’s biggest fundraisers. There were many fun games, wonderful prizes, and a Candy Walk in place of the Cake Walk. Each classroom was responsible to put a themed basket together to raffle off at the end of the carnival. A few of the basket examples were pamper baskets, a gift card basket, a Lego boy and Lego girl basket, and many family fun baskets. The LPTO would like to thank all of the volunteers, the classrooms for the baskets, the vendors, and all that made donations to make the carnival a success.

The LPTO’s next big event is the Belle of the Ball, which is also known as the Father Daughter Dance. It is scheduled for May 1st. Tickets are on sale now and all elementary girls in the Harrisburg District have been invited to attend.

A dinner from Harrisburgers of chicken strips, potato wedges, dinner roll, and a beverage is being served at 6:00 and 6:30 for purchase. The dance starts at 7:00 and the cost is $5.00. The balloon drop is at 7:15. There will be a photographer taking pictures. Volunteers are needed for this event!

They need people to help with serving dinner, serving desserts and punch, ticket takers, photographers, and chaperones. They also need desserts to be served at our event. Please be sure they adhere to the peanut policy.

Desserts can be dropped of to the Liberty Office between Thursday April 30 and Friday, May 1. Please see your child’s Tiger Tuesday Website for more information.
