2014 In Review MAYOR JULIE BURKE-BOWEN As we start our new year with new goals and vision for the city, it is nice to look back at some of the city council and city staff’s biggest accomplishments in 2014: The first is the completion of our new, completely debt free, city hall. If you haven’t stopped in to see it yet, we welcome you to visit.

The second is the completion of the Columbia Basin Project, which was a multi-year, $3.5 million upgrade to our wastewater and storm drainage systems. Due to the topography and gravity flow of Harrisburg, this project was a very integral piece of infrastructure that will allow us to continue our growth and development.

Third, the staff worked very hard with an engineering firm to update our wastewater facility plan. This allows us to make educated and informed decisions on how to address our existing pond capacity and smell with the most cost effective and environmental friendly solution.

2. We strive to continually grow and change in all facets to better our business.

3. Our employees and customers have made our company what it is today. We are determined to be the industry leader, not only of our products and services, but in compensation for work well done. For our furry residents, our Park Board designed and completed the addition of the dog park located by Freedom Elementary.

Substantial improvements were also made to the Legendary Estates park.

This year we also completed a very important housing study that is helping to determine Harrisburg’s housing and demographic needs. We already have had numerous compliments on the execution and documentation produced from this study.

We also responded to the growing needs of taking care of the streets, snow removal, parks, mowing, and general other city improvements by hiring two additional maintenance staff.

As we look forward to 2015, we look to accomplish and complete many other projects that will continue to help Harrisburg stay the most amazing city in South Dakota!

Harrisburg Community Library Corner PHILIP OLINGER As the cycle of freezing and unthawing continues over the South Dakota plains, come warm up with our selection of books, DVD’s, and Blu-Ray discs at the Harrisburg Community Library in Liberty Elementary. Not only can you check out hard copies of titles, but you can also access a digital library full of titles along with six Nooks that patrons can check out. In addition to all the items you can check out, the library offers a story hour for children at 10 am on Tuesdays and Saturdays. You can always stay current with events going on in the library on our Facebook page.

The library is also looking for a few great people to help boost the library with finances and education opportunities.

Snow Alert Policy The City of Harrisburg will declare a “Snow Alert” when an accumulation of 2” is either forecast for the city or should the city have no prior forecast warning, when the snow plows are dispatched. This could also include blowing or drifting snow that would require plowing.

All on-street parking shall be prohibited on both sides of the street, regardless of the directional run of that street until it has been plowed curb to curb. Section 14: Obstructing snow removal and street cleaning.

No vehicle shall be parked in such a manner or for such a period of time as to unreasonably interfere with or obstruct the removal of snow from, or the cleaning of, the streets in the city. Parking may resume when streets have been cleared of snow completely from curb to curb.

Ticketing will begin when plows are dispatched which could be anytime after the snow alert is issued. Towing of vehicles, trailers and other appurtenances will begin approximately 24 hours after the ticket has been issued.

It is each resident’s responsibility to keep your sidewalks clear of snow and ice. Blowing, pushing, shoveling or placing snow onto the roadways is not permitted. These policies will be enforced on a per-call basis.

Please exercise common sense during the winter plowing season and respect the plows.

2015 City of Harrisburg Water and Sewer Rates Water - $11.64 + $5.76 per one thousand gallons of water used per month Sewer - $15.91 + $6.89 per one thousand gallons of water used per month TOTALS = $27.55 (no usage) + $12.65 (per 1000 gallons) The City of Harrisburg has approximately 1,900 residential customers. For a residential home with a family of 3 the monthly average household usage is 4,000 gallons equaling a monthly bill of $78.15.

Animal License Renewal Renewing of animal licenses is required every January. Cost of an animal license is $5.00 and tags can be obtained at city hall. Shots should be up to date. Please remit payment and any new information to the Harrisburg City Hall Office, 301 E Willow Street, PO Box 26, Harrisburg South Dakota 57032.

The City of Harrisburg currently contracts with the Sioux Falls Area Humane Society.

Any lost animals or animals in violation of the city ordinances will be brought to SFAHS (605) 338-4441.

Owners of any dog, car, or other animal held as a domestic pet shall not permit such animal to run at large at any time.

A leash is required at all times.

If found, these animals are impounded and expenses and fines are paid by the owner.

When walking your pet, please carry a bag with you to clean up after your pet and dispose of properly.

District Proposed science standards will prepare students for STEM success DR. MICHAEL AMOLINS, HHS SCIENCE My name is Michael Amolins. I am a parent, science teacher, school curriculum coordinator and administrator. I am also an active research scientist at Sanford Research and Augustana College in Sioux Falls. These experiences led me to volunteer as a member of the Science Standards Work Group that helped construct the proposed K-12 South Dakota Science Standards.

I want nothing more for the children of South Dakota than for them to be prepared with the best possible STEM education we can offer. I want nothing more, but in fact expect nothing less.

As a parent, I have an obligation to my son to provide him with a future full of hopes and aspirations.

As a teacher, my job is to translate the desires of parents into palpable results that make our children capable and competitive in the STEM-centered global economy of the 21st century.

The work group established a protocol that ensured we constantly reassessed our purpose and asked ourselves whether or not the standards we were authoring were in the best interest of our state, and more importantly our children. Throughout the writing process, we used multiple resources, including the Next Generation Science Standards, to help reach those end points. Below are some key questions that helped drive our efforts: · Does this document contain guidelines that are in the best interest of our children? · Would the practices and skill sets within these standards prepare our children to be competitive for STEM careers in our communities, state and region? · Would the implementation of these standards teach our children the critical thinking skills necessary to be curious, informed observers of their world?

Finally, looking at this as a professional research scientist, I have the expectation that this state will prepare our future workforce to be competent problem solvers, hard workers and logical thinkers. I would expect that if I hire scientists from South Dakota, they would be just as capable as scientists from out of state. In addition, I would expect a graduate from Rapid City to be just as capable as a graduate from Pukwana, Wilmot or Wessington Springs.

The proposed standards are not content focused, but skills focused.

Essentially, they are dedicated to helping students develop the mechanics, laboratory technique and intellectual prowess to become competent, independent problem solvers.

The guidelines established provide local teachers and administrators the flexibility to adopt curriculum that adheres to the needs and interests of their communities, while also asking them to shape that curriculum around the concepts of experiment design, data assessment and time management. This represents a significant conceptual shift from previous versions of this document. The proposed standards would cease to be a checklist of specific content we require all children to learn, and instead become a means by which children develop problem solving skills any high school graduate needs to be successful in a world where STEM dominates forward progress.

These proposed standards provide the necessary guidance to prepare our children to become successful, contributing members of a society driven by science and technology.

The voluntary certification process included a thorough evaluation of the candidate's educational background, experience, NIAAA Leadership Courses and professional contributions. It is culminated with a practical written project.

Joey is one of a very elite group of interscholastic athletic administrators nationwide to attain this level of professionalism.

The NIAAA is a national professional organization consisting of all 50 state athletic administrator associations and more than 8,000 individual members. High School ’Tis The Season to Help Our Community CASEY LINT, HARRISBURG FCCLA PRESIDENT This year, the Harrisburg FCCLA (Family, Career and Community Leaders of America) Chapter has focused our efforts towards families in our school district and our surrounding communities. We have completed a “Cozy All Over” Project in which FCCLA Chapter members collected winter clothing attire (especially coats) and donated to Tiger Cubs Closet at Liberty and to other schools within the district. We have also completed the Angel Tree this year, helping 18 families in our district and receiving about $5,000 in donations. A HUGE thank you to those who helped that become possible. Also, FCCLA members and FACS students spent time at the Avera Queen of Peace Retirement Center playing bingo, decorating cookies/gingerbread houses and making Christmas Tree Ornaments, spreading Christmas Cheer. FCCLA members also spent time at LifeScape (formerly known as Children’s Care Hospital and School) working with students. In addition to this, FCCLA members also collected canned food items with the help of FFA, HOSA, Student Council and DECA.

HHS Debaters’ Season of Success Continues The Harrisburg HS debate team has been an active traveler over the winter months, attending tournaments in Des Moines, Okoboji, Brookings, Lennox, and Sioux Falls Lincoln. The latest tournament was the Silver Bowl hosted by SFL. The team had an outstanding tournament with the JV public forum teams leading the way. Grace Aasheim and Marisa Morris finished as runnerups in the division with Landon Dinger and Hayden Cole receiving a semifinalist award. Morris was awarded the top speaker award in the division, with Aasheim also receiving recognition for her skills.

The novice PF teams were not to be outdone with the team of Audra Nickel and Rachel Nelson finishing as runner-ups and the team of Evan Papka and Allyson Kowalski finishing as semi-finalists. Nickel was the topperforming speaker in the division and Nelson also received an award for high speaker points.

Finally, the novice extemporaneous speakers finished second and third in the final round, with Jordann Krouse a spot above her teammate Landon Dinger.

The first weekend back from the holiday break had the team compete in Lennox at the Central Forensic Conference meet. Hayden Cole and Landon Dinger finished second in novice public forum and Jordann Krouse and Manaal Ali placed third in varsity public forum. Krouse was also the novice extemporaneous speaking champion while Dinger was a finalist in the division. Claire Tufty was a finalist in the novice oratory category, and Ali finished second in varsity oratory.

The team also competed on the weekend before the holiday break at the Brookings Bell tournament. The novice debate team of Claire Tufty and Rachel Nelson finished first with an undefeated record, while Landon Dinger and Hayden Cole finished fourth.

Six team members traveled to Des Moines in mid-December to compete at the Dowling Catholic Paradigm. Seniors Ann Marie Anderson and Alex Cain qualified for elimination rounds and made it to quarterfinals out of the 80-team field. Freshman Landon Dinger and Hayden Cole made it to the semi-final round of the novice breakout.

The team will begin the latter part of their season with tournaments at Watertown, Yankton, SF O’Gorman, SF Roosevelt and two tournaments at Harrisburg. The team will host others at the annual invitational on February 12th and 13th, and will also host the SDHSAA State Debate and IE tournament March 6 & 7.

HOSA Happenings ROSS LANIER, HOSA VICE PRESIDENT Happy new year HOSA! Now that it’s second semester, it’s time to finalize events and begin preparing for the State conference in April. In December, some events like Health Education and CPR/First Aid met with the advisors to plan out their preparation. Also, throughout the month, HOSA competed with Student Council, FFA, FCCLA, and DECA in a canned food drive. The rankings were calculated by the number of cans brought in per member in each organization. The competition was close but HOSA came out on top and won a pizza party for its members! This year we are starting off with a few field trips. On January 16th, 30 lucky students will get to tour Vance Thompson and explore the worlds of optometry and ophthalmology.

Later, we also have a field trip planned to visit the Sioux Falls crime lab.

Also, Science Saturdays will be resuming January 24th and will continue all semester. In other news, parents have been requesting to learn more about what the events their children participate in. That’s why April 7th HOSA will be hosting a showcase where members can present their events to parents who attend. Students will be able to present their projects, like their career health displays or health education projects, to an audience and receive feedback before the state competition. This will be a great opportunity for our members to improve so we hope to see you all there.

South Middle School SMS Spanish REBECCA HURLEY As part of the Seventh grade Encore Spanish at South Middle School, students learn the words for various family members in Spanish. They begin to consider their roles in their own family as well as completing a “brain teaser” family tree where they must work with a partner to create a family tree based on only partial information about the relationships between family members.

Finally, students create their own family tree using new Spanish vocabulary.

Some students say that they don’t know the names of their extended family.

While they are only required to do what they know, they are encouraged to go home and talk to their parents about their families. Hopefully this sparks good discussion and brings up meaningful and entertaining stories from the past. We always enjoy learning more about each student’s family as we share the family trees in the end.

Historians Of Revolutionary People

Mystery Words Uncovered

During the first two weeks of January, students in Ms. Persson’s 8th grade U.S. History class were historical researchers on Revolutionary times. As part of a large research paper and project, students first chose one person from the Revolutionary War time period that peaked their interest. The next step required them to answer a series of questions about their chosen figure and cite their sources. When the notes were completed, students then created an outline to help them write their final research paper. In the process of writing the paper, they created a thesis and supported it with the research they had done. The last step in the process required students to create a presentation from the information in their paper. They were allowed to present in any format they chose. They presented their research in exhibit style around the classroom and received feedback from fellow classmates. Here is what some of the students had to say about their chosen Revolutionary figures:

What does that word mean? For sixth grade ELA students at South Middle School, answers can be uncovered with a new program called Mobymax. com. Mobymax is an online curriculum focused on building vocabulary through a series of introduction, practice, testing, and reviewing of words.

To start, students are assessed for their current knowledge of words. Once a level has been determined, they learn new words, their definitions, and how the words are used in different context. As a reward for practicing and learning new words, they can earn time to play a variety of games that peak their interest.

Overall, our vocabulary is improving by leaps and bounds! Within the first month of use with almost daily exposure, ninety-two students learned over 21,092 new words. Recently some ELA students have been setting monthly goals to learn new words. To watch them challenge themselves and achieve their goal has been very exciting to witness. They are discovering that learning new words is limitless in the English language.

Liberty Elementary Liberty Kindergarten December Happenings BONNIE BRENDEN, NIKKI OTTEN, AND FAYTHE YERDON The Liberty kindergarten classes celebrated the holiday season with many fun activities. Students in Mrs. Brenden’s class could be seen summarizing their learning about communities by building gingerbread houses. Mrs. Otten’s class read and compared several variations on “The Gingerbread Man” including “Gingerbread Pirates” and “The Stinky Cheese Man”.

Mrs. Yerdon’s class retold the story “The Gingerbread Man” by making gingerbread men cookies.

The Liberty kindergarten students enjoyed performing their winter concert “A Merry Holiday” on December 4th for their families. Mrs. Passick did a superb job preparing the students to sing such selections as “Jingle Jive”, “We Wish You A Merry Christmas”, and “Wintertime”. The kindergarteners at Liberty have so much musical talent!

Reading buddy time is a favorite for kindergarten students at Liberty.

Each class buddies up with an older grade class to read and do special activities. In December, Mrs. Brenden’s kindergarten class did reading and movement activities with their reading buddies from Mr. Komorouski’s third grade class. Mrs. Otten’s class could be seen spreading holiday cheer by caroling throughout Liberty with their reading buddies from Mrs. DeHaven’s third grade class. Mrs. Yerdon’s class made holiday cards for friends and family with their reading buddies from Mr. Yerdon’s fourth grade class.

Fun was had by all at the kindergarten classes at their winter parties where students could be seen making crafts, playing games, reading holiday stories and eating snacks. Thank you to all the Liberty parents that donated items and volunteered at our Liberty winter parties. You helped make the celebrations a success. Liberty is very fortunate to have such supportive parents!

3, 2, 1….Lift Off! MRS. NICHOLE DREXLER AND DR. LAURIE WENGER Robotics, engineering, programming….students in the Tiger Reserve program from Liberty and Endeavor Elementary schools participated in a robotic mission simulation on January 16th in the Liberty Elementary library (see picture, Page 8). Second through fifth grade students were put into groups after Christmas break where they needed to create a LEGO robot, then program the robot to navigate multiple missions on specific coarse tracks. The goal for the robotics unit was to have all Tiger Reserve students actively participate in a problem-based robotics challenge that parallels an existing NASA Space Mission. They learned to think critically about the programming of their robot to accomplish certain tasks. They also learned about the New Horizons Mission to the Outer Planets and beyond. The challenges and tasks asked students to demonstrate their understanding of math and science concepts as well as the ability to work collaboratively and persevere even when frustrated. Tiger Reserve students were expected to actively engage in the challenge, create a LEGO robot and programs for it to follow, investigate the tasks and break them down into doable parts, work effectively as part of a small team, and explore the actual New Horizons Mission. Students were then judged during a friendly completion of their mission and if their robot could successfully maneuver specific courses. Students used a variety of skills to complete their simulation: collaboration with group partners, critical thinking skills and problem solving. These are all life long skills in which students are using everyday.

Liberty Students Of The Month NICHOLE DREXLER Each grade level teacher at Liberty Elementary has the responsibility of choosing a ‘Tiger on TRACK’ every month that depicts a characteristic such as putting forth the best effort, being a great listener and resolving conflicts.

This program is a spin off to student of the month in which many schools across the state and throughout the nation do. Liberty had three siblings receive the same honor for the month of December ‘Tiger on Track – Most Helpful’. All three students are in different grades. Teachers do not know who is nominated until the day of the announcement. Congratulations Jenessa, Brysen and Treyton! The Liberty Family is proud of you and we know your family is too!

Explorer Elementary Kindness, Caring and Community MRS. IKEN, MRS. HOLT, MRS. SAMUELSON, & MRS. MILLER A big part of being a Second Grader is learning not only about your community but learning how to be a good citizen. The Second Grade Students at Explorer Elementary are learning just that!

In the month of December students helped their community by entertaining patients at the Avera Heart Hospital as well as the residents of Trail Ridge Retirement Center. The students, under the direction of Mrs. Helen Short, sang a variety of Christmas carols from around the world.

Carols from around the world tied to the CHRISTMAS AROUND THE WORLD days the students were having in their classrooms. Students packed their bags and earned stamps in their passports as they traveled from country to country learning how different cultures in our world community celebrate the holiday season. Students learned about LaPosada in Mexico, Sinterklaas in Holland, tannenbaum traditions in Germany, and La Befana in Italy. The students enjoyed treats, and stories from all the countries as well.

Additionally, students were learning how to give back to their community through participating in the 6th annual Scholastic Great Bedtime Story Pajama Drive. Instead of having a gift exchange during the classroom Christmas party, students and their families were encouraged to donate a pair of pajamas to the drive. For each pair of pajamas that were collected, Scholastic donates a book to the same organization. In all, 37 pajama sets were donated and delivered to the Children’s Home Society. Way to go Second Graders!

Students will continue to learn about their community and how to be a productive citizen for the remainder of the year through such programs as Junior Achievement and Wells Fargo’s Reading First program.

Freedom Elementary Freedom Elementary 1st Grade The first graders at Freedom Elementary have been very busy lately working on their animal research projects. Students have been able to look through books as well as go to the computer lab and look at animal websites, such as National Geographic for Kids and the San Diego Zoo website, to find information about a chosen animal. All of our students were also able to include their parents in the research process. Some classes wrote reports, while some classes went back to the computer lab to make a book about their chosen animal. We can’t wait to complete the project and show our parents all of our hard work!
