The Vermilion River Naturalist Society Held Christmas Bird Count

Reporter

Cold weather conditions didn't deter birdwatchers from participating in the 122nd Audubon Christmas Bird Count on December 18.

Up from last year, this year 26 birders participated in the count and covered a 24 kilometer diameter circle around Vermilion.

"We had 12 feeder watchers and 14 field observers and this year some of the big flock species made an appearance, like Snow Buntings, Bohemian Waxwings and Common Redpolls,” commented Iris Davies.

"We have birds from up north that actually come down here, like Snowy Owls and Red Polls and they consider that as migrating, we are like their winter vacation area, so keep your feeders full, the birds that belong here will be really grateful," Davies said with a chuckle.

Davies noted that so far they counted 26 species and there was 3826 individuals seen. Last year the group recorded 26 species with a total of 1,282 individual birds.

More Boosters, More Restrictions

With the Omicron variant becoming the dominate strain in Alber ta, Premier Jason Kenney, Minister of Health Jason Copping and Chief Medical Officer of Health Deena Hinshaw has yet again announced new public health measure (restrictions) aimed at lowering the number of exposures.

Starting December 24 at 12:01 a.m. venues in the restrictions exemption program are required to reduce their capacity limit by 50 per cent if their current capacit y limit is above 500 occupants, as they are deemed superspreader events. There is also an order that no food or drink consumption in seated audience settings or during intermissions is allowed in the above-mentioned venues. There is no change to events that only carry

a current 500 occupant capacity or under.

Restaurants, bars and pubs has o n c e ag ain b een hit wit h t he new restrictions stating that maximum table capacity is 10 people and no mingling allowed between tables. There is also no interactive activities allowed for example, dancing, darts and billiards etc. Facilities offering liquor must now stop liquor service at 11 p.m. and close by 12:30 a.m.

Indoor and outdoor social gathering restrictions continue for weddings, funerals, places of worship and businesses. It is now recommended that workplaces should refrain from social gatherings. Masking remains mandator y in all public spaces, including facilities participating in the restrictions exemption program. It is also recommended that Albertans with risk

factors for severe outcomes should wear medical masks in settings outside their household.

Premier Kenney stated that these new measures will hopefully lower the risk at large events, but also went on to say, “Our small ever yday actions can have a big impact. This is why I appeal to all Albertan to reduce their number of contacts by half over the coming weeks, follow the guidelines already in place, and get the vaccine booster as soon as they are eligible.”

I urge all Albertans to step up and protect themselves and the health- care system with a booster as soon as they can,” commented Premier Kenney.

All Albertans aged 18 and older at five months or more from their second dose can book appointments for third doses online with participating pharmacies or AHS by using the Alberta vaccine booking system or by calling AHS at 811.

Town Of Vermilion Council Approves Budget

A regular Town Council Meeting was held on Tuesday December 21, and here are some of the decisions made. Deputy Mayor for January and February 2022 will be Councillor Conlon. The council defeated a motion by the Parks, Recreation and Culture Board to have council amend Bylaw 5-202.

The Town’s Retail Development Incentive Program was approved to assist Perfectly Mentionables, a new business in Vermilion in setting up their location. It was moved by Councillor Robert Snow “That Council for the Town of Vermilion pre-approve Perfectly Mentionables for up to $15,000 under the 2021 Retail Development Incentive Program providing 1.

The exact incentive to be paid once renovations are complete and all receipts are submitted to the Economic Development Committee for review. 2. Payment of the Incentive will occur before June 30, 2022.

3. Perfectly Mentionables understands their acceptance of the incentive payment through the Retail Development Incentive Program is a one-time payment only.

4. The cost of the program plaque will be taken out of the incentive paid.”

Council had the second and third readings of the 2022 Operating and Capital budget, and voted to approve it. In a press release on December 22, the Town broke down the basics of the budget.

“Administration for the Town of Vermilion proposed a 2022 Operating and Capital Budget with the goal of ensuring that Council’s highest priority programs are maintained, the right generation is paying the costs, and any changes in tax and other rates are as predictable and stable as possible while supporting the Town’s financial sustainability. An operating surplus of $10,371 not including amortization is budgeted in 2022, as well as Capital expenditures of $2,070,000 in 2022 are included in the proposed budget.

The proposed budget includes streamlining staff efficiencies as well as numerous other measures to reduce costs in contracted services and supplies. Coun-

cil has encouraged Town Leadership to reduce costs where possible and Management has carefully reviewed all expenditure areas from the standpoint of materials, supplies, contract services and personnel costs.

With non-discretionary expenses including RCMP contracted costs, insurance, utilities, inflationary increases in numerous expenses, decreased revenues and decreased provincial funding there was still a net revenue shortfall. The increase in RCMP contracted costs accounted for 50 per cent of the required increase in property tax revenue.

The shor tfall will be funded by a $115,861 increase in municipal property tax revenue. For every $2,000 in municipal property tax paid by residents this will amount to a change of $44 annually, $66 for municipal property tax of $3,000 or $88 annually for municipal tax of $4,000.

For the average resident, whose property tax consists of the provincially managed education propertytax requisition, Lodge (Vermilion & District Housing Foundation) requisition, library requisition and a combination of changes in assessment approximate municipal portion of their total property tax bill is 70 per cent.”

During the round table discussion at the end of the meeting, Councillor Whitlock expressed his uneasiness with the approved budget, and the increase to Town Councillor income listed in it. Councillor Whitlock disclosed that he will not be accepting the increase in pay allocated to council members in the 2022 Operating Budget, as he believes that in these times when people are shutting their doors and having to downsize, a pay increase is not appropriate at the present moment.

Council Meetings are at present available to the public by electronic means only as per COVID-19 Recommendations as per Public Meeting Procedures (COVID-19 Suppression) Regulation. You can continue to watch Council meetings through the Town’s YouTube channel which you can access through their website. The next regular Council meeting is January 4, at 7 p.m.

In a heavy bottomed pot, over medium heat, bring the corn syrup and coconut oil to a low boil and boil over medium heat for 2 minutes. Stir in the white chocolate chips, continue cooking on medium heat, stirring for 5 minutes. Stir in the coconut, and turn out into your pan. Press mixture in to distribute it evenly. Cool thoroughly.

You can serve these squares as is or finish with an icing of melted dark chocolate, thinned with a tablespoon of butter or coconut oil. Cut into squares when cooled.

Are Electric Cars Ready For The Canadian Consumer?

When compared to t h e r e s t of t h e world, Canada is falling behind in the adoption of Electric Vehicles (EV). As of recent statistics, Canada does not even make the top 25 countries in EV adoption. So, why is it that Canadians seem hesitant to switch from gas? Are their concerns justified, or just misunderstandings?

Well, one concern that many Canadians have is that the cold weather in Canada would not suit a vehicle that runs exclusively on a battery, as we already have trouble with getting our gas vehicles going. It is reasonable to fear that

I’ve been reading up on the reasons behind a few of the bet ter- k nown New Year’s Eve traditions, and several from other countries I’ve never heard of before. So hang on to your shiny paper hat because now you’re going to hear ‘em too.

Let’s start with the best-known: fireworks and noisemakers. This custom was founded from an ancient fear of evil spirits. Everyone, particularly Stephen King, knows only the foulest of wicked treachery lurks in the shadows, waiting to pounce on us unawares. And who needs that problem hanging around as we usher in the New Year? Enter horns, whistles, and bright, flashing lights. It was believed that loud noises and sparkling explosions, set

the bat teries would not last as they are known to lose their charge at cold temperatures. Although that concern was one I shared for many years, I have recently learned that it may not be the case. In fact, just like with gas-powered vehicles, EV’s when plugged in will keep the engine (or battery) warm. Of course, the batteries range may still be reduced some by the cold temperatures. In order to protect yourself from running out of range, it is recommended that buyers find a vehicle that is capable of doing double the distance that would be used on an average day with a single charge. This is so even in the worst-case scenario the vehicle will still be able to make it safely back home.

Actually, in some ways, EV’s can even beat gas-powered vehicles. For exam-

ple, Electric vehicles when plugged in will always keep the passenger area in a vehicle heated. This is great for people who don’t want to have to worry about starting their vehicle ahead of time. This is one feature that gas-powered vehicles will never have, as, in order to run the heat, they would also produce fumes.

One more concern for electric vehicles is that they cannot travel as far as gas.

For some, this could be an issue, but for many will not be a problem, considering the average Canadian commutes around 57 km one way, or 114 km round trip each day; even a base Tesla model with its 272 km range would be enough. For those who travel further distances, or don’t live in a big city, there are still options that can go up to a 500 km range. So, the range of EV’s should not be a limiting

In Denmark, it’s customary to throw dishes against the doors of friends and neighbours. If you wake up to a huge pile of smashed crockery on your doorstep, you’re not only popular, you’re set up for good fortune throughout the coming year. Actually, I think I might try this. I’m going to take a box of old plates over to my brother’s house at midnight on New Year’s Eve, stealthily tiptoe onto his deck, and hurl them, one-by-one, at his door.

Goodness knows he could use a year of luck. Of course, I might also need luck, to escape when he furiously lunges outside to clobber the fool at his door.

Putting New Meaning Into New Year Celebrations

The first day of January brings a new beginning for us all. But the New Year celebrations often leave us with the feeling that they were exactly the same as last year: eating, drinking, dancing and talking. In order to bring some originality intothe proceedings why not try some of the following suggestions which could become rituals for all your family?

The first one will, perhaps, be familiar to you as it’s already very popular in some families. Get together with all those who wish to participate and identify ten outstanding events of the past year, no matter what aspect of your life it concerns.

In this way, you will have the opportunity to learn more about family members who you don’t have the chance to see during

Write these events habit and at last manage to keep at least one New Year’s resolution! down on pieces of paper and place them in a small container with all the participant’s signatures and, if possible, some relevant photographs. Now it’s up to you to decide how many years you will allow to go by before you all look at these memories once again. One thing’s for sure though, it will be an emotional occasion.

Another ritual is the making of resolutions to abandon bad habits and this should be done as seriously as possible.

What are you feeling entering 2022?

Deep sorrow, sadness and a sense of loss? This is called Grief.

Grief is the result of experiencing a loss – change /change –loss. How many have felt that deep sorrow, that loss and change that 2021 has brought?

Are you struggling to navigate a journey, having never experienced such a loss?

What emotions, physical symptoms, and behaviours are you wrestling with and questions “why” am I feeling the way we do?

The unwanted guest in our life could be; sadness, depression, seeking isolation, physical illnesses, sleep less or more, eat less or more, confusion, anxiety, anger outbursts, increase in substances and alcohol, when the pain seems too much to bear.

Perhaps you are one of the many who are experiencing symptoms but have had no one die. One of the biggest “life” losses we have faced in 2019-2021 could be due to COVID – 19 . Loss of

our “normal,” loss of a constant and structure, isolation due to restrictions, and at the time of a death the loss of support. The physical contact that is so important, a need we were created with, to have physical support of one another.

Thought- One strand of wheat straw is easily broken but a handful is much harder to break. We as humans are like that. Alone we can be broken but when we support each other we can stand stronger.

Moving into 2022 the desire is to address our emotions, our losses, both physical and life losses and find skills to empower.

What COVID Can’t do: COVID can’t cancel; Sunshine, spring, love, relationships, reading, naps, devotion, music, dancing, imagination, kindness, conversation, or HOPE. FRIENDS are not cancelled.

Fear does not stop death, it stops life.

Worrying does not take away tomorrow’s troubles it takes away today’s peace.

To make a difference in someone’s life you don’t have to be brilliant, rich,

beautiful or perfect ... you just have to CARE Wa l k i n g T h r o u g h G r i e f S o c i e t y -Wishes for your new year as you navigate your grief journey. : HEALTH – Being conscious of your symptoms of grief and acting on them to resolve.

HE ALING - Moving through your grief and seeking someone to companion with you and to listen to you and support.

HOPE- That each new day moving through the pain of your grief, will lessen with intensity and you will become stronger with a new focus.

Canadian Soldiers Honoured On Christmas Eve

Holten Canadian War Cemetery in the Netherlands is the permanent resting place of 1,394 Canadian Soldiers who helped in the Allied victory over 70 years ago during World War II. Every year, hundreds of Danish community members, many of them school aged children, gather on Christmas Eve at the cemetery to honour those fallen soldiers and say thank you for the liberation achieved so many decades ago.

This Finnish tradition of lighting and placing a candle on each grave was introduced to the region in 1991 by a Finnish woman who lived in the area, and has occurred every year since then.

Sin c e 2012, the lo c al bran c h of Stichting Viering Nationale Feestdagen (SNVF) (Foundation Celebration of National Holidays) has sponsored and funded the event, and it has been local school children who place the candles on the headstones.

Due to the onset of the COVID -

19 pandemic, the tradition has had to alter how it occurs. Volunteers from the SNVF instead will continue this solemn tradition on their own, quietly, and out of the public eye.

In a press release on Christmas Eve from the SNVF they stated, “Yearly pupils of the Holtense primary schools place candles on Christmas Eve at the graves of all the fallen ones buried at the Canadian cemetery in Holten. Just like last year due to the Corona measures this ceremony will unfortunately not be

able to take place with the public.

As a board of the Foundation Celebration of National Holidays (SVNF) we are sorry that we cannot organize a memorial this year. It would be irresponsible to be with a lot of visitors this evening. Of course, our organization will be placing candles at every grave on December 24th.

While placing the candles, the area around the cemeter y is temporarily closed to the public. Starting at 17:00 o’clock, in accordance with the stated Corona measures and at your own risk, you may visit the Canadian cemetery to honour the fallen and see the memorial lights burn.

The SVNF hopes for your understanding and wishes you good health in these difficult times. We also wish you Merry Christmas and a happy New Year.”

Hopefully this wonderful tribute to Canadian soldiers can go back to its long set tradition next year.

Ron Moses Chrstmas Dinner

Due to COVID-19 the Ron Moses Communit y Christmas Dinner was once again offered by delivery only.

Gracious volunteers helped prepare and deliver the well known and appreciated dinner to 151 individuals in Vermilion and surrounding communities.

“It was a great success again this year and it certainly can not happen without all the help from the many

volunteers each and every year, and I would like to thank Sharon and Dave at Mrs. J’s Catering in Clandonald for preparing the meal,” commented organizer Lynda Moses.

The Moses Christmas Dinner has been a tradition in the community for over 25 years and began as dream of Ron Moses.

The most meals they have served were 235 in 2015 with 177 in the hall as well as 58 deliveries to towns, some 40 miles away.

Laura Waterfield – F’Lauran Company Greenhouse Wins Award

Over the past seven years, it has always been Laura Waterfield’s priority to provide her customers with high-quality locally grown product, and her hard work and dedication to the craft has been recognized by her peers.

Waterfield’s hard work was recognized by her peers in September, 2021 when her name was initially put forth to the Alberta Greenhouse Growers Associaton (AGGA) for the Grower of the Year by Christie Pollock owner of Christie’s Gardens and Greenhouse Ltd in High Prairie. Additionally, Waterfield was nominated by Nadine Stielow owner of Theil’s Greenhouse in Bruderheim, Debbie Foisy owner of Deb’s Greenhouse outside Morinville, Michiel Verheul owner of High Q Greenhouses Inc by Morinville. Dr. Mirza who acts as a consultant and educator for AGGA also nominated her for the award.

According to Waterfield, the awards are traditionally presented at a banquet during AGGA’s annual Green Industry Show and

Conference, but this year the conference was virtual due to COVID. Regardless she is honoured to have been choosen as the Grower of the Year.

“Over the past seven years, I have gotten to know many people in the industry whom I admire and respect as a direct result of my involvement with the AGGA. I feel very honoured to have been chosen from among them to receive the AGGA Grower of the Year award for 2021,” stated Waterfield.

Waterfield explained that it has always been her intention to provide her customers with the best locally grown product and that doing so requires a lot of time and energy behind the scenes.

“I would not have been able to accomplish what I have if it wasn’t for the hard work and dedication of my staff and the help of my family. Thank you to the AGGA for recognizing our efforts, and for the work you do to strengthen our industry. I would also like to say thank you to our customers for your continued support,” said Waterfield. She added that winning the award confirms that her business is heading in the

right direction and that it shows their work is valued.

Waterfield has not yet been physically presented with the award due to the conference being held virtually but says that the board intends to present the award in person during the 2022 conference.

Waterfield commented that the AGGA is an association of growers, educators, and allied tradeperson who promote and strengthen the horticulture industry in Alberta. The organization delivers educational workshops and seminars for its members and supports greenhouse research by providing direction and funding to research groups.

“The AGGA also assists with the formation of agricultural policy as it relates to horticulture, and it represents the industry of the Alberta Agricultural Food Council (AFFC) and the Council of Alberta Horticultural Industries (CAHI), The Assosiation was formed in 1980 and currently has approximately 170 members. I have been a member of the AGGA since 2014,” explained Waterfield.

The Rogan Family: A Lakeland Legacy

The Rogan family legacy at Lakeland College began with Anne Rogan (nee Garnett) in 1946 and has continued throughout the generation. It is said that the Class of 1947 alumna’s children and grandchildren has attended Lakeland College, where they met their future spouses and worked at the college, and they are also coaching and mentoring each new crop of students.

According to a release Anne passed away in the summer of 2020 at the age of 93 and while her family went through her belongings they found one of her report cards from 1946. Her son Alan said she was enrolled in home economics.

Lakeland’s athletics director Alan stated that she was the first in the family to go to college. “She finished in 1947 and started working in the kitchen as a cook assistant.

month. She was even more excited the next year when she moved up to pastry chef and was paid $70 a month. I can still remember her telling me how it was just super,” explained Alan.

Alan and his family reminisced about how the majority of their family were connected to college, following Anne’s passing.

“We were laughing about how we should start charging a finder’s fee for the students we send,” Alan says. “Lakeland is like a family. It’s not too small, not too big.

My brother’s girls were impressed that the faculty knew who they were. They weren’t just student numbers in a book, they were actually a person to their instructors. At Lakeland, it’s personal. It’s family.”

As the next generation came of age to attend college Alan’s brother Neil went to Lakeland from 1991-1993 where he studied crop technology and met his wife Gisela.

Gisela was also a student and completed the herd health and livestock program. Their three children- Marlis, Lana and Spencer have all been or are currently Lakeland students as well.

“My parents went to Lakeland. My sister went there and now my brother. I had heard such good things about it,” Lana explains.

“And it was close to home. So I took early learning and child care there.”

Living up to her family’s legacy wasn’t much of a concern for Lana during her time at Lakeland.

“My experience definitely lived up to theirs,” she says. “My favourite part was the connection to the instructors. They

know you so well and actually care about you, both as a student and the other parts of your life. The rest of my family had good experiences with their instructors too, so I wasn’t too worried about having to follow in their footsteps.”

The connection remained when Alan’s sister Karen married Peter Chapa, a fish and wildlife graduate from the Class of 1979.

Alan did not attend Lakeland, but has been with the college since 1986 where he began working in the shipping and receiving before transferring to recreation and athletics. Alan met his wife Denise through her twin sister, who played on the volleyball team; since being married Denise attended Lakeland College as well.

Alan and Denise’s son Jesse is said to have been practically raised in the gym at Lakeland College and has completed the interior design technology program and graduated in 2020.

“We are very blessed, very fortunate, to have Lakeland. My sister’s husband still talks about his experience and is still in contact with some of the people he graduated with.

My wife is still connected to her teammates from the college volleyball team. My brother still has some great friendships from playing for the Rustlers,” Alan says. “I’ve been around the college for 35 years and we’re starting to see second generation studentathletes coming through our program. It’s so neat to see our family among them, attending college and becoming involved the way my generation was.”

County Of Vermilion River Proclaims Support For Upgrade Of Medal

In a media release on December 15, the County of Vermilion River announced that they voted to support the efforts to have a Canadian Soldier’s Star for Military Valour upgraded to a Canadian Victoria Cross. If successful, the campaign to have Pte. Jesse Larochelle awarded the medal would make Larochelle the first person to receive the honour, which was created in 1993 to replace the British Commonwealth Victoria Cross. A Victoria Cross has not been awarded to a Canadian since World War II. On October 14, 20 0 6 Pte. Laro chelle was engaged in combat with Taliban insurg ents near Pashmul, Afghanistan. While operating a very critical heavy machine gun, Pte. Larochelle was struck by a rocket propelled grenade. The blast knocked him unconscious. When he came too, he realized two members of his section had been killed and the remainder wounded.

the heavy machine gun to get rounds down range and suppress the advancing enemy while under sustained enemy small-arms fire. Being on the flank of his company, he was in a crucial position in the firefight – without his defence all soldiers were in danger of being overrun.

The heavy machine gun was rendered inoperable by the explosion, Pte. Larochelle scanned the area and discovered 15 unused M72 single-use rocket launchers nearby. Disregarding his safety, as these rockets may explode due to unseen damage from the same blast that knocked him out, he pulled the rubber stoppers off the tubes and fired them at the enemy fighters. Seeing the devastation that the explosive rounds caused, the insurgents halted their advance and retreated. Pte. Larochelle, treated for his injuries, suffered a broken back and severe head trauma. Pte. Larochelle’s actions, while seriously injured, changed the course of the battle that day, and saved countless Canadian lives.

The motion was brought forward to Council by Director of Protective Services Kirk Hughes, on behalf of Captain Mike Harrison (Ret’d) and “Valour in the Presence of the Enemy” (a non-profit group

whose mandate is having a Victo ria Cross awarded), as well as several high profile Canadians such as General Rick Hillier and veteran advocacy groups like the Royal Canadian Legion.

“The County of Vermilion River adds its voice to the growing and steady support for Pte. Jesse Larochelle’s upgrade from the Star of Military Valour (SMV) to the Victoria Cross (VC)” stated Director Hughes. “The County of Vermilion River has several veterans on their staff, and with our neighbours at CFB Wainwright and CFB Cold Lake so close by, we thought this gesture would aid in promoting the request brought forward under Petition #e-3636”.
