Spraying For The Ice Plant

In an effort to help fund the Town’s ice plant, many have come together to donate to help replace it. The Grow the Ice Plant initiative is a combined effort of a few local businesses. Earlier this year, the Hard Red Spring Wheat seed donated by Syngenta was planted for the 2021 growing season in the land Shawn and Dean Jacula provided for the 2021 growing season. Jacula when asked about his involvement earlier this year

stated, “The Curling Club has been an important facility for my parents and has continued on to our generation.”

Thanks to Agland who donated their time, effort and machinery the field was seeded and ready for the season.

Webb’s Machinery has been keeping the field well maintained by spraying it with chemicals donated by Bayer and FMC and fertilizer donated by Nutrien Ag Solutions. On August 30, Webb’s continued this service by giving the wheat field another spray. Regardless of the low

amounts of rain in this area the field has grown at a decent rate, although, at this time it is unknown when harvest on the field will begin.

Agricultural Producers Need Tailored Mental Health Support

Adelle Stewart of the Do More Agriculture Foundation is trying to bring awareness that political parties must make concrete commitments to improve access to mental health service for producers.

“Producers have been giving everything they’ve got to deliver the harvest this summer despite the challenges of COVID-19 and severe drought, but they are exhausted physically and mentally,” said Stewart.

Stewart also noted that farmers are among the most vulnerable when it comes

to mental health issues, and that it is clear that they are at their breaking point.

“We want to work collaboratively with all parties to build better access to specialized mental health,” explained Stewart.

Do More Ag is currently seeking federal support to fund a one-year pilot project of a national, bilingual, mental-health crisis hotline called “Ag Talk” for Canadian farmers. Reports from the University of Guelph, Farm Management Canada, and the Standing committee on Agriculture and Agri-Food state that they have previously called for a 24-7 agriculture-specific mental health support line for producers.

It is said that the agriculture industry is an industry that has a deep foundation with rural roots, hard work, resilience, strength, and community, and to uphold that image producers let those traits become barriers to speaking up and seeking help when they are struggling.

“As farmers are more likely to participate in programs offered by providers familiar with their industry, Do More Ag calls on political parties to commit to specialized mental health support to offer relief and support to producers,” said Himanshu Singh, Board Chair of Do More Photo submitted Ag.

Ellwood Meeko Alfred Hill September 25, 1921 - August 26, 2021

On August 26th, Ellwood was called to be with the Lord.

He passed away peacefully, with his three children at his bedside. He was just a few weeks short of his 100th birthday.

He will be lovingly remembered by his son Don (Janet) Hill, daughter Caroline (Norm) Maze, and and another child that wishes to stay anonymous; grandchildren Leslie (Stu) MacDonald, Jordan Hill, Ryley (Val) Maze, Courtney (Chris) Lewis; great grandchildren Cassandra Nater, Brian Nater, Elizabeth MacDonald, Brynley Maze, Mackenzie Maze, Kai Maze, Cameron Lewis, Nate Lewis and great great granddaughter Stella Nater, as well as numerous other relatives and friends.

He was predeceased by his wife of 71 years, Doris (nee Scheuerman); parents Frank and Caroline Hill; his two older brothers and their spouses, Mahan (Mildred), Wendel (Jessie); his two younger sisters and brothers- in- law, Velma (Phil) Wilson, Tunny (Allan) Krause.

Ellwood grew up on a farm south of Vermilion. After high school, he attended Bible school in Calgary, to begin training for Christian ministry. This training was interrupted in 1942, after Canada had joined the Allied forces of WW II. He entered the army and trained for service in the medical corps. He then served his country as a medic in WW II, from 1942 to the end of the war. He is a veteran of D-Day and served in the liberations of France, Belgium, and Holland. After the war, in 1945, he returned to Canada, completed Bible school, and was ordained as a minister.

He met Doris while he was traveling with a singing group from Bible school and on September 4th, 1948, they were married. Shortly after their marriage, they moved to Longview Alberta to pastor a church there and to start their family. Eventually they raised three children.

Over the course of his 32 years in the ministry, following their time in Longview, he also served in the Wainwright area, and as a church pastor in Whitehorse, Yukon and Innisfail, Alberta.

Throughout his ministry, his focus was bringing people to a saving knowledge of Jesus Christ.

He led, taught and mentored individuals from all walks of life on how to learn and grow in their walk with the Lord. A memorial service, celebrating his life, will be held on Saturday, September 25 at 1:00 pm in the Parkview Alliance Church in Vermilion, Alberta. That date also marks the day he would have turned 100.

Two Raptor Taekwondo Students Receive Black Belt Promotions

Throughout the past 20 months, Raptor Taekwondo, owned and operated

by Greg Haslehurst felt the aches and pains of the pandemic like so many other sports organizations. Haslehurst who is a 5th Dan Black Belt started his Taekwondo journey in 1983 and began teaching in 1985. In 2005, Haslehurst opened Raptor Taekwondo in Vermilion and while there are several styles of Taekwondo he specializes in World Taekwondo which is the official Olympic style.

Raptor Taek wondo classes were located in the Vermilion Elementary School gymnasium but due to the pandemic, they had to alter their location and the way the classes were presented according to COVID restrictions and regulations.

“When COVID hit we had to move our classes from the gym to a location in the Vermilion Veterinary Clinic building, and then when in-person training was prohibited we had to present our classes over Zoom, which did have its challenges but we worked our way through them,” explained Haslehurst. He also said, “A positive result of COVID was that I was able to attend training seminars via Zoom which had previously not been offered.

One seminar was taught by the current world champion located in Korea and presented via Zoom.”

Since its inception, Raptor Taekwondo has completed 30 gradings in Vermilion and 13 students have achieved their black belts.

In the 2020-2021 season, Haslehurst perservered through COVID and completed a June colour belt and black belt grading for his students. Due to COVID regulations, Raptor Taekwondo held its first-ever outside grading which included two blackbelt students. Korey Hemauer tested for his 2nd Dan black belt and Rebecca Zajic tested for her 1st Dan black belt.

Korey Hemauer started Taekwondo with Raptor Taekwondo at the age of 6 and is currently 16-years-old. He stated that he started Taekwondo because it looked like fun and he joined with a couple of his other friends; and that while he did have some challenges with the flexibility required he continued to do extra stretching to help him through the challenge. He also said that one of the best things about Raptor Taekwondo is, “It’s a lot of fun and Sah Bum Nim Haslehurst tries to make it fun. Taekwondo helps you perform well in other sports and it teaches self-discipline and control. It also teaches you that you can’t have everything immediately in life, you have to work hard for it.”

For his 2nd Dan black belt grading Hemauer had to perform two mandatory Poomsaes and was allowed to choose

one Poomsae while Haslehurst chose a surprise Poomsae for him to perform for a total of four.

“I chose Taegeuk Sa Jang Poomsae because it was more technical and has more advanced techniques. Master Haslehurst chose the Taegeuk Ee Jang, it was like a pop quiz,” said Hemauer. He also noted that while it was nice to do his grading outside it did have a couple of challenges.

“It was different trying to do everything on the grass instead of a gym floor, and I had to not let the outside distractions break my concentration. It was different only having me and Sah Bum Nim Haslehurst there,” explained Hemauer.

Rebecca Zajic as a young adult did a of couple months of Taekwondo, and also a year of Karate when they moved to Bonnyville. In 2014 Zajic and her son joined Raptor Taekwondo when their family moved back to Vermilion.

“My sister-in-law is a black belt in Raptor Taekwondo so we joined it as well.

My brother and his two girls have also joined the club. I have always wanted to do it and this is a great thing to do as a mother and son,” explained Zajic.

Zajic is a life-long figure skater as well and said that one of her biggest challenges after joining Taekwondo was with her muscle memory from her figure skating training.

“In figure skating, you have to point your toes a lot and well if you point your toes doing Taekwondo kicks you will end up breaking your toes. You have to bring your toes back, so, that was an adjustment I had to make,” explained Zajic.

She went on to say that one of the things she likes about Raptor Taekwondo is the family atmosphere and the great working environment as it has a very positive atmosphere.

Like Hemauer, Zajic will be glad when in-person training begins this year as training through Zoom did have its challenges but was glad to have the opportunity.

“I’m glad we had the opportunity to do it by Zoom because it would have been hard not doing it for a full year. The real challenge was the space we had in our basement, the angle of the camera was sometimes off and Master Haslehurst wouldn’t be able to see what we were doing fully and the lag-time was sometimes hard when we had to do the counting. It’s going to be awesome to be able to train in person, it is not the same atmosphere doing it by Zoom so we are really glad it is going back to normal,” said Zajic.

For her grading Zajic also had to perform four Poomsaes, with two mandatory, one chosen by her and one chosen

by Haslehurst.

“I completed my grading outside at Master Haslehurst’s house and we were

so lucky that the weather was nice and it didn’t get too hot, of course, there were some challenges because the ground wasn’t always level and you would get grass caught in your toes, but my Mom wouldn’t have been able to watch from a distance if we had done it by Zoom,” said Zajic.

Both students plan on returning this year to continue advancing their skills and progressing in belts.

Registration for ages 4 to adult is open with lessons beginning on September 12. Child classes will start at 5:30 p.m.

on Sundays followed by teen and adult classes. COVID protocols will continue to be followed this year.

This year Raptor Taekwondo will have the addition of a new piece of training equipment called the Armour 20/20.

“It is a special chest protector with electronic sensors that can measure and track data. It can measure reaction times, power, and the number of kicks and punches delivered. I’m excited to use this technology to track student improvement throughout the year, “said Haslehurst.

RBC Foundation Donation Supports Leadership In New Ag Tech Degree

(Vermilion, Alta.) Lakeland’s new agriculture technology degree will provide students with enhanced leadership and work-integrated learning opportunities thanks to the support of the RBC Foundation.

RBC Foundation’s donation of $250,000 to Leading. Learning. The Lakeland Campaign. will be used to support the development and delivery of the Innovation Leadership in Agriculture course, part of the new degree program. The course will focus on communication, teamwork and critical thinking skills that are important to the 21st century workplace.

The funds will also be used to offset costs related to the operations, measurement and evaluation of the work-integrated practicum component of the degree, which is a key catalyst for student success.

“With this donation, RBC Foundation will have a direct impact on every graduate

from our agriculture technology degree,” says Josie Van Lent, dean of agriculture technology and applied research. “At Lakeland, we are committed to going beyond the classroom in everything we do, providing our students with experiential learning opportunities where they develop the technical and leadership skills they need to thrive in the workforce. We are so grateful to RBC Foundation for supporting us in this endeavor with their generous gift.”

Over the next five years, 150 students in the agriculture technology degree program will benefit from this donation. The majority of work placements and practicums will be in Western Canada, with opportunities for both national and international placements as well.

I t ’s t h e t i m e o f year that you need t o l o c k yo u r c a r s , or the next time you go to it, you might find a zucchini in it. Along with an abundant zucchini a n d c u c u m b er h ar ve s t , o ur f i e l d s are ready to be combined, and with continuing good weather, we hope to soon be finished. I just got back from running supper out to the combiners.

I have been making zuc chini cake since the end of July, and I always love the moistness of a zucchini cake, I hope you do as well. I have done this recipe with as little as a 7/8 cup of sugar and it is fine, but for those that like their cake a lit tle sweeter t h e 1 a n d a 1/4 c u p o f s u g a r w i l l suit you better, and provides lots of sweetness. This is my favourite relish

recipe. I am hoping to use up some garden cucumbers and make some homemade cucumber relish tomorrow. The taste of this relish will bring back lots of memories of a relish you may have had at your grandmas, or that your mom used to make. I am wishing all the farmers and their families a safe and bountiful harvest.

Chocolate Zucchini Cake 1/2 cup olive oil or canola oil 1 1/4 cups sugar 4 eggs 2 teaspoons vanilla 1 cup water 1 teaspoon instant coffee 1/3 cup cocoa powder 2 cups flour 1 teaspoons baking powder 1 teaspoon baking soda 1/2 teaspoon salt 2 – 3 cups grated zucchini Beat together the eggs and olive oil add in the sugar and vanilla together.

Add the cup of water and the coffee.

You c an al s o u se 1 c u p of c of fe e instead of the water and instant coffee. In a separate bowl add all the dr y ingredients including the cocoa and mix well. Add the dry ingredients to the liquid. I use a held mixer for all of it except the zucchini which I stir in at the end. Bake in a lightly greased 9 x 13-inch metal pan for 40 minutes at 325 degrees. The lower bake temperature helps protect the benefits of the olive oil, and increases the moisture of the cake.

Cucumber Relish Cucumbers the equivalent amount of 7 English cucumbers 4 large onions 1/4 cup pickling salt 2 cups sugar 1 teaspoon each celery seed, ground ginger, turmeric 2 tablespoons dill weed

3 cups of vinegar 1 cup water 6 sterilized pint mason jars, with 2-piece lids Using a food processor or grater, g r ate t h e c u c u m b e r s a n d o n i o n s.

Place in a large bowl and mix in the salt, allow to set for 2 – 10 hours.

S q u e e ze t h e m o i s t u r e o u t o f t h e cucumber mixture, in a large pot add the vinegar water, and 1 cup of sugar and bring to a boil. In a separate bowl add the remaining dry ingredients, stir to blend, and then whisk the dry ingredients into the hot vinegar. Add in the cucumber & onion mixture to the pot and cook until heated through. Do not use high heat as the sugar will burn.

In a small pot place the snap lids and bring to a boil for 5 minutes. Fill jars using a canning funnel, and wipe rims clean, then add the snap lid and the screw top. Process in boiling water for 10 minutes, with jar lids covered.

Teaching Australians Canadian Harvest Techniques

It is a well-known fact that Albertans are excellent farmers and ranchers, and some of the best are found in the Vermilion area. That skill is a reason that some from other countries come to the area to learn.

This happened in September of 1961 when two young Australians who ran cattle, sheep and wheat farms in New South Wales, spent a week in Vermilion learning farming methods during the harvest season for Vermilion.

Geoff Ingall and Graham Fenham wanted to learn about mixed farms with sheep and cat tle raising, and they decided before they started their venture, they wanted to learn from farmers elsewhere in the world.

After traveling to British Columbia to see where Hereford cattle were raised and living there for four months, they then went to Lethbridge. It was in Lethbridge that they were advised to travel to Vermilion to learn from the farmers in that area. Taking the advice, they then travelled up to Vermilion to learn more about farming. Fenham was also

a graduate of a three-year program at an agricultural college in Australia.

While the visit was not for long, the two men were able to learn a great deal about harvesting. They were also popular around town too. The two men were guests at a Chamber of Commerce luncheon where they were introduced by the agricultural school principal.

During the luncheon, the two men gave a description of their trip and provided vivid details about their life in Australia, literally a world away from Canada. They were also guests at the

Rotary Club where they were served dinner and also spoke about Australia and what they had learned so far in Canada.

Making Insulin More Affordable

constitute 40 per cent of heart attacks, 50 per cent of dialysis cases due to kidney failure, and 70 per cent of non-traumatic amputations. Diabetes is a serious health hazard, and for someone with diabetes insulin is the one thing that allows them to live. Unfortunately, the cost of insulin is quite high, people in Canada can pay around $35 for a single vial, not including the needles or other devices for administration, and considering people need between 3-6 vials a month that can add up quite quickly. Even though Canada’s price is still lower than what it is in the United States it is still much higher than what it should be considering manufacturing cost is around $2. In America, a single vial of insulin can cost as much as $300, which is 10 times more than in Canada and is enough to convince people to try rationing their insulin (something no one should try and will result in being hospitalized or possibly even death).

The Open Insulin Foundation is a non-profit that is creating the means for communities to have access to safe affordable insulin all around the world.

What began as a project for a small group in 2015 has since grown to have dozens of volunteers working from places all

around the world. The current way insulin is produced is failing, large companies hold a monopoly on this essential item and continue to raise prices. As the nonprofit states, “no one should be deprived of access to life-saving medicine.”

The price of insulin has more than doubled since 2002. The three main insulin producers control 90 per cent of the market and unfortunately they found a way to exploit the system. By abusing the system of legal documents designed to protect the rights of inventors called patenting, they have found a way to prevent competitors from creating similar products by continually renewing their patents this allows them to completely control the price of insulin on the market as the three largest companies, rather than compete for lower prices, and can continue to raise their prices together.

So, how is insulin produced, and what is the Open Insulin Foundation doing to change things? Well, insulin is produced by a process called recombinant DNA, scientist take the human gene responsible for creating insulin and place it into a loop-like microstructure found in bacteria called a plasmid. Once this bacteria, containing the new insulin gene is allowed to grow and reproduce it will, in turn, produce insulin as a byproduct.

Scientists can then harvest that insulin and purify it so that it is safe for use. Typically insulin has been produced in large quantities, in what can be described as a large brewery.

Once the bacte ria have multiplied to a large enough scale, a vir tually endless supply of insulin is the result.

The problem with this system is that it is incredibly expensive to startup and the process of getting the drug approved by the FDA is long and not well thought out. Considering insulin is a much more complicated drug than something like Tylenol creating a copy is nearly impossible. This means that even if someone is able to create a similar working version of insulin, those few changes in the chemical formula are not enough for the FDA to treat it like an entirely new drug, causing years of delay. This prevents people from attempting their own clinic as risking millions of dollars to begin producing just to be halted years while the drug is getting approved is not a sustainable business. The Open Insulin Foundation knows this market’s hurdles and has ideas on what is needed to change. They rethought the insulin production process and rebuilt a lot of systems from the ground up, replacing large factories, they made small-scale insulin production; and made the information of how they did it freely available.

By making these systems smaller and by providing literal instructions they have made it possible for local insulin producers to start showing up around the world.

They are taking away the exclusivity of insulin production and are making it cheaper in the process. The Open Insulin Foundation estimates that it will only cost around 200,000 dollars to set up a lab with their methods rather than the multiple millions it has cost in the past.

These labs will be capable of sustaining around 10,000 individuals’ monthly insulin needs and should be able to lower the consumer price per vial to around $5 a piece. They also want to make it possible in the future for individuals to produce their own medical-grade insulin hopefully at a very low cost to entry. But even as of now they are changing the medical landscape of insulin production.

Kitscoty, “The Tomb In The Woods”

The Village of Kitscoty, situated just west of Lloydminster is said to have been named after a relic in the County of Kent, England. The relic which consists of four slabs of stones (one on top of the other three)

totalling roughly 30 tonnes in weight is a cromlech known as Kit’s Coty House. A cromlech in England is a circle of standing stones, which are thought to have been tombs from prehistoric times. The Post Office opened in 1907 and the Village was incorporated in 1911.

BTPS Welcomes Back Students

Submitted The first day of school is always an exciting day! BTPS schools welcomed back our students on September 1st. There were lots of smiling faces (both students and staff) as our schools opened up for the 2021-2022 school year.

This year our Back to School Plan includes mandator y masks on busses for all students as per the provincial health order, visitors must wear masks and fill in our BTPS COVID screening app, daily screening for staff and students, staying home when sick, enhanced hand hygiene throughout the school and physical distancing where possible. Our

custodians will also be doing enhanced cleaning throughout the day and the facilities department will double the annual cleaning of our ventilation systems. Please remember that the plan is a fluid document and is subject to change.

Our BTPS Back to School Plan is not a ‘onesize-fits-all’ approach and schools are able to set additional guidelines. The Back to School Plan takes a measured approach, representing the diversity of perspective within our communities, and is the best path forward to begin our school year.

Our staf f are working hard to ensure that the star tup is safe and that we are able to continue learning face-to -face in our schools. BTPS appreciates our supportive families. We are stronger when we work together!

OP-ED, Dr. Verna Yiu Addresses Protests Outside AHS Facilities

OThis week, we saw some small but angry protests outside a handful of our healthcare facilities.

I am proud to live in a country that supports the right to peaceful protest, and I also support the right for people to voice their opinions.

However, I was very frustrated that some of those protests turned into personal attacks on our physicians and staff.

I am aware of instances where AHS employees were yelled at, and subjected to harassment. Some did not feel safe walking to and from their workplace.

We are also aware of some patients and families who were obstructed as they entered facilities to receive care.

That is uncalled for and extremely unsettling.

Our healthcare workers are doing all they can to care for Albertans, and they deserve the utmost respect and support.

If you oppose masking, vaccinations, or any other measures taken to prevent COVID-19 transmission, that is your right. But to target healthcare workers with

anger and vitriol is not acceptable, particularly now.

It has been a long pandemic, our physicians and staff are under a lot of stress, and their work is exhausting. Many are feeling burned out and impacts are immeasurable. They are stepping up once again, as we face a fourth wave exacerbated by the highly transmissible and virulent Delta variant.

Now more than ever, our physicians and frontline teams need your support.

We have certainly heard from many, many Albertans who have reached out to thank healthcare workers, and we are always grateful for that.

Our physicians and staff – and our hospitals and healthcare facilities – are very busy and the pressure is enormous. We should be there for them, just as they are there for us.

Please do your part to help. Get immunized as quickly as you can, consider wearing a mask in public, indoor settings where physical distancing is not possible, and please, stay home when sick.

New Regulations Started September 4

Due to rising numbers of COVID-19 the Alberta government has implemented temporary regulations to protect the health care system and to reduce transmission. It has been said that more than 80 per cent of COVID-10 cases in hospital were unvaccinated, including 91 per cent of patients in intensive care.

Dr. Deena Hinshaw said, “As I have always done, I use the best currently available evidence from Alberta and around the world to inform my recommendations to protect the health of Albertans. With hospitalization rates rising it is important that we take additional steps to help reduce the spread of COVID-19. My ultimate goal continues to be to shift from pandemic to endemic and put more focus on the complete health of Albertans – we must learn to live with COVID. Getting vaccinated today is the best possible way for us to get there.”

Minister of Health Tyler Shandro noted that while we do not need to return to the same extreme and dramatic measures that were implemented earlier this year, unvaccinated Albertans in particular are still at risk and are placing a heavy load on the health care system. He also said that they are implementing a new incentive program to encourage Albertans to get vaccinated.

The new temporary measures in place as of September 4 at 8 a.m. are, masking in all indoor public spaces. Schools are not required to implement masking but school boards will continue to set COVID-19 management policies. Restaurants, cafes, bars, pubs, nightclubs and other licensed establishments will be required to end alcohol service at 10 p.m. Albertans are encouraged to limit in-person contacts. To support this, the province strongly recommends that unvaccinated Albertans limit their indoor social gatherings to close contacts of only two cohort families up

to a maximum of 10 people, and lastly, it is also recommended that employers pause their plans to have staff return to work and instead continue with work-fromhome measures. If employees are working on location, employees must mask for all indoor settings, except in work stations or where two-metre physical distancing or adequate physical barriers are in place.

Shandro also outlined the new vaccine incentive program.

“Between September 3 and October 14 a one-time incentive of $100 is available to all Albertans aged 18 or older who receive a first or second dose of vaccine,” stated Shandro.

After vaccination, eligible Albertans will be able to register online with Alberta Health validating registrations against provincial immunization data. The website will be available starting on September 13.

ous waves and if changes in transmission cause greater spread, these numbers could be exceeded.

Also due to the increasing COVID hospitalizations AHS is postponing scheduled surgeries and procedures across all zones. All patients who are affected will be contacted directly by AHS. In the North zone, surgical postponements of up to 60 per cent are expected next week.

In the Edmonton zone, postponements of scheduled surgeries and procedures will increase to up to 50 percent. Central zone will be postponing up to 40 percent of endoscopy procedures and up to 30 per cent of scheduled surgeries, and Calgary zone and South zone are postponing up to 30 per cent of scheduled surgeries, endoscopy and outpatient visits.

AHS will maintain urgent and emergent procedures, as well as prioritized cancer surgeries.

Meet The Candidates For Lakeland Riding

Canadian voters will be hitting the polls on Monday September 20, and there are five candidates who want to be the voice of the Lakeland Riding. Incumbent MP Shannon Stubbs (Progressive Conservative), John Turvey (Liberal), Desiree Bissonnette (New Democratic Party), Ann McCormack (People’s Par ty of Canada) and Fred Sirett (Maverick Party) are all vying to represent Lakeland in Ottawa. This issue, the Voice would like to introduce its readers to three candidates, Ann McCormack, Desiree Bissonette and Fred Sirett.

Each candidate was asked two questions: 1) What do you feel the constituents of Lakeland Riding should know about you?

2) As the elected MP for the Lakeland Riding, what issue for this riding will be your priority to address?

NDP Candidate Desiree Bissonnette.

Ann McCormack (PPC) responded by saying, “I believe people should know that I fully support and want to represent the principles of freedom that are the foundation of the People’s Party of Canada.

I can and will represent the values and policies that the party believes in. The priority for me will be the handling of COVID mandates, and how they are affecting our families and our children. I support the party policy about informed consent regarding vaccinations, the removal of mandated testing, and the repealing of travel passports. These authoritative measures have no place in a rational response to the pandemic. I am also a strong believer in the party’s want to decentralize the Federal Government in Canada.”

Desiree Bissonette (NDP) stated, “I am a worker, I come from a working class family. I understand the struggles of the working class individual, includ-

ing the inability to pursue a wanted formal education due to costs. I have worked throughout the riding, and am familiar with many of the local communities. I am known as a pusher, I am not afraid to put things forward within the party, I was raised to never give up on the things that are best for my community.

I am an environmentalist, and believe we can find a way to balance sustainability in both agriculture and the oil and gas sector. Working on developing and encouraging regenerative farming is a key factor in moving towards creating long term sustainability. In the energy sector, we know that the focus is moving away from fossil fuels, so we need to be focusing on supporting our workers in that industry. Investing in those workers with both training and competitive wages to encourage embracing the changes in the energy sector that are coming. The

NDP believes in prioritizing people over profits, and that is a principle I support fully.”

Alberta 2030: New Micro-Credential Opportunities

According to a press release Alberta’s government is creating new, flexible learning options to help people take the next step in their profession or explore new career opportunites.

Alber ta’s government in par tnership with industry, employers and postsecondary institutions will be investing more than $5.6 million in a pilot program to create dozens of new micro-credential learning opportunites in priorty sectors and high-demand or emerging industries.

These specialized programs will be available to Albertans this fall and will help those affected by the downturn in the economy re-skill quickly or upskill and have access to new employment opportunities. These new learning opportunities are part of Alberta’s Recovery Plan to help ensure that Albertans have the

skills they need to find success and businesses have access to the talent they need to grow.

“From artificial intelligence to animation to specialized agriculture and more, micro-credential programs empower Albertans to quickly advance or pivot in their careers. They also ensure employers have access to the specialized skills and talent they need to grow their business and compete in a rapidly changing economy.” commented Demetrios Nicolaides, Minister of Advanced Education.

Mike Mahon, President and vicechancellor for the University of Lethbridge said that Alberta’s micro-credential approach will create a suite of intensive and meaningful experiences, allowing Albertans to upskill quickly and get back to work. Alberta’s post-secondary institutions are collaborating directly with industry to create programs that

are relevant to and recognized by businesses within expanding sectors, getting them access to the talent they need to continue growing.

While Veronica Yeoman, President, Students’ Association of Medicine Hat College said, “Micro-credentials represent an opportunity for Alberta students to re-skill and get back into the workforce quickly. While this has never been more important for Alberta, we have to ensure micro-credentials are developed with the needs of students in mind. Providing opportunities for holistic learning through micro-credentials supported by a strong students’ association will lead to student success and economic recovery.”

According the release the successful pilot program will serve as a model to support and expand future micro-credential programs and develop a framework that meets individual and indus-

try needs in all corners of the province.

The pilot program will provide students from across the province with access to 56 different micro-credential programs, in partnership with 19 post-secondary institutions. Some examples of microcredential programs include: Machine learning and artificial intelligence, intelligent supply chain, leadership in future technology, animation, permaculture design, solar energy, strategic sustainability and sustainable energy technology, creative industry talent accelerator, health technology, software engineering, tourism and hospitality management, agri-business, data privacy and security, and blockchain fundamentals.

Alber tans will be able to access programs beginning this fall, and are encouraged to reach out to their local post-secondary institution(s) for more information.

We sincerely hope each and eve r y o n e o f yo u had an amazing summer break and are eager to be starting another school year here at VES. The excitement of the first day of school never really goes away, whether it be for students or staff.

We are sure it’s much the same for parents. While Covid-19 has not gone away, we will start the year under a different set of restrictions than we had last year. The staggered re-entry was very much welcomed by our staff last year, so we opted to go with it again.

It was much easier for teachers to get

students settled into their classrooms and make those positive connections with a smaller group of students. For those students new to our school, we hope you feel welcome. We are happy to have you join our VES family.

It is with mixed emotions that Mr. Anhorn announce that he will be leaving Vermilion Elementary School. He has accepted a position in another school jurisdiction with a November 1 start. His last day at VES is yet to be finalized, but should become more clear in the coming weeks. Mr. Anhorn has thoroughly enjoyed the past three plus years at VES and will greatly miss all the wonderful students and families. He has been able to greet all bus students

at the start of each day and send them home at the end of each day, as well as teach all the students in one of their physical education classes each week.

His replacement will be coordinated by BTPS and further information will be forthcoming in the weeks ahead.

Operation Education began in 1984 as a way to support schools to raise funds for school-related ventures.

Ember is our most recent unique fella here at the Shelter.

This 4-year-old Bearded Dragon came to us due to unforeseen circumstances in his previous home but is more than ready for his new forever home.

Unfortunately, Ember had a spout of Tail Rot so he did have some of his tail amputated, but his stitches will be out soon and he’s ready to show it off! Ember’s favorite past time is eating crickets and bell peppers with a side of spinach, and this is something he enjoys Daily. Not only does he enjoy his veggies daily, but they are also required. Firearm Regulation Changes Not Wanted By Everyone

Many firearm owners and pro-firearm groups are expressing frustration with the implementation of Bill C-21: An Act to amend certain Acts and to make cer tain consequential amend ments (firear ms). Ef fe c tive July 7, the Government of Canada expanded mandatory firearms licence background checks to cover the lifetime of an applicant (including childhood) and reinstated the requirement to seek Authorization to Transpor t (AT T) for restricted and prohibited firearms to most locations. Also, on June 21, Minister of Public Safety and Emergency Preparedness, Bill Blair, tabled proposed regulations that will in theory prevent people who are not authorized to possess a non-restricted firearm from obtaining one, and help law enforcement trace guns used in crimes. Hoping to bring these regulations into effect this fall, the government believes that requiring individuals or businesses who are selling or transferring a non-restricted firearm to confirm the buyer has a valid firearms licence, will aid in reducing the sale of non-restricted firearms to those without valid licenses. They state that the regulations would also help standardize best practices of firearms businesses, resulting in easier access for law enforcement to records of sales and purchases, to aid in the investigations of firearm crimes.

The ministry proposes that expandi n g b a c kg r o u n d c h e c k s t o c o ve r an applicant ’s lifetime (rather than the previous five years) is another measure that will protect Canadi ans by helping to prevent individuals who are not authorized to possess a firearm for any reason – such as a history of domestic violence, harass-

ment including a restraining order, or a risk of harm to any person – from obtaining a firearms licence. L aw enforcement would only be able to access business records on reasonable grounds, and upon presentation of a judicial authorization, and neither the Canadian Firearms Program nor the Government of Canada would hold information on the firearm transferred. The government believes that the requirement to seek Authorization to Transport (ATT) for most locations will provide Chief Firearms Officers (CFOs) with more oversight into how restricted and prohibited firearms are transpor ted, other than to and from a shooting range or home after purchase. The theory is that this will provide a safeguard for the movement of these firearms within a community, and provide information about transportation patterns and confidence that these firearms are being transported for a “good and sufficient reason” as required by the Firearms Act. These changes and proposed regulations are part of the Liberal Government ’s firearms strategy to protect p u b l i c s a fe t y. T h i s s t r ate g y a l s o included: a prohibition on assaultstyle firearms and implementation of a buyback program; bolstering funding for gang-prevention programming at the local level to counter the social conditions that lead to criminalit y; and $86 million given in 2018 to the Canada Border Services Agency and the Royal Canadian Mounted Police to tackle firearms smuggling, which included increasing the number of detector dog teams and handheld x-ray s c anner s, and b o osting the capacit y of the National Weapons Enfo r c e m e nt S u p p o r t Te a m. In a press release this month, the Honoura b l e B i l l B l a ir, M i n i s ter of Pu b l i c

Safet y and Emergency Prepared ness stated; “We are moving forward on our promise to make our streets safer and our communities stronger.

Canadian firearms owners take gun ownership and firearms safety very seriously, and lifetime background checks and verifying the validity of a firearms licence will help to keep firearms out of the hands of people who should not have access to them.

Increasing law enforcement’s ability to trace guns used to commit crimes, an d c l osely re g ulat ing t he m ove ment of restricted and prohibited firearms within a community will further enhance the safety of our communities.”

It has not been a smooth path for firearm owners since the enactment of the Firearms Act in 1995, with every new government, something about the act has been altered, or removed, and in some cases, brought back.

The 1995 Firearms Act had stipulations that included mandatory registration of all firearms and licensing for firearm owners; a national registry for all weapons; background checks; and verification processes and controls on ammunition sales. In 2012, Bill C-19 eliminated the registration of unrestricted firearms and erased the data from the national registry. 2015 saw Bill C-42 and the relaxation of controls on restricted and prohibited weapons. In 2018 the Liberal Governm e n t i n t r o d u c e d B i l l C -71 w h i c h came into effect in 2019, reinstated the provisions from 1977 by requiring dealers to keep records and make them available to police. Screening provisions were also strengthened.

In 2020, through an order-in-council, the federal government banned more than 1,500 models of semi-automatic rifles under the Criminal Code. This

year, Bill C-21 An Act to amend certain Acts and to make certain consequential amendments (firearms), was introduced in Parliament.

In Ca n ad a , t h e Ca n ad i a n Fir e arms Program (CFP) administers the Firearms Act, and it is the Federal Government that is responsible for upholding the regulations. Provinces can appoint a Chief Firearms Officer (CFO) and if they do not have one, the federal government fills the role.

A firearms licence, called a Possession and Acquisition Licence (PAL), is required for an individual to possess and use firearms, including those c l a s s i f i e d a s n o n - r e s t r i c te d. T h e licence indicates which class of firearms and ammunition a person can own and transpor t. These licences must be renewed ever y five years.

Before an individual can apply for a PAL , fir st-t im e a p p li c ant s mu st pass the Canadian Firearms Safety Course. People who want to acquire restricted firearms, which in Canada includes all types of handguns, must also take the Canadian Restricted Firearms Safety Course. There are only a few permit ted purposes for which individuals may be licensed to acquire or possess a restricted firearm: target shooting competitions; as part of a collection; use in connection with one’s lawful profession or occupation; or to protect life. A registration certificate, which identifies a firearm and associates it to its owner, is needed for both restricted and prohibited firearms; these are not necessary for non-restricted firearms. Effective July 7 of this year, owners once again require an Authorization to Transport (AT T) to move restricted firearms from one location to another; these are issued by the CFO. County Of Vermilion Protective Services August Update

detoured while crews worked. Another motor vehicle accident brought Kitscoty Fire Department out the door at 4:53 p.m. for a single vehicle rollover on highway 619 on August 11.

A hay bale stack fire called out Dewberry Fire & Rescue on August 12 just outside the Village of Dewberry. It was reported that smoke could be seen billowing from several miles away and that the fire was spreading in multiple directions, with wind conditions fanning the flames. This prompted tones to drop to Clandonald Fire for support. County engine, Tanker and Rescue were dispatched and County #9-1 Chief Huges also arrived on the scene and requested a 3rd alarm assignment from Kitscoty Fire Department for their County tanker, with a fourth alarm going out for another tanker and crew from Blackfoot Fire and Rescue. Despite the larger resources in action on this fire, the County was in safe hands with Marwayne Fire covering the north direction, Vermilion Fire covering the northeast and Paradise Valley able to jump into service with their tanker if any station in the east needed water. At the highest peak of the fire over 30 emergency responders were on scene working the call with most of them being volunteers. The same day a boater spotted a fire on the south side of the North Saskatchewan River at 10:49 a.m. sending Dewberry Fire & Rescue out the door, due to the location of the fire it was perfect terrain for the County’s new Wildland and tones dropped at 11:03 a.m. for Islay Fire to attend with Wildland #3-4.

Dewberry Fire with help from local farmers with a dozer, cut a path to the site and worked to extinguish it. Islay Fire stood down and County firefighters made quick work of the blaze.

On August 13 a grassfire was reported towards highway 619 and 897 at 4:09 p.m. which sent Kitscoty Fire and Paradise Valley Fire & Rescue, with two County Engine /Pumpers, two County tankers, Wildland, Rapid and County #9-1. Farmers with a quick response and preparedness were able to put the fire out them-

selves but crews proceeded to check for hotspots and to soak down any areas of concern. August 14, had Vermilion Fire & Rescue out towards highway 16 for a transport truck fire at 10:15 a.m. Crews worked quickly and managed an aggressive attack on a fully engulfed transport truck.

Paradise Valley Fire & Rescue was called out for a crop fire sparked by a passing harvesting combine on August 16 at 6:31 p.m., along with Kitscoty Fire Department at 6:48 p.m. A deer and vehicle strike sent Kitscoty Fire Department out on the evening of August 17, with County #9-1, County Bylaw and RCMP also on scene. On the same day, in the morning Kitscoty Fire responded with County Engine, Heavy Rescue, and County #9-1 for a single vehicle that hit a guard rail several times before stopping. For a third time in 36 hours Kitscoty Fire Department and County #9-1 were called out, this time it was for a single vehicle accident where a car left the highway, traveled down a steep embankment breaking through a cattle fence and narrowly missing a waterfilled pond. The patient was treated by EMS and transported to hospital in stable condition. The weeks for the last half of August was busy as well with a fire call for Kitscoty Fire Department on August 20 where County Engine, Tanker and Rapid were dispatched to discover a fully engulfed pickup. The fire was considered suspicious and the matter was turned over for investigation. A medical call was also received by Marwayne Fire for a significant medical event and one patient was treated by Marwayne Fire and transported by EMS to Lloydminster. Another medical call was sent to Blackfoot Fire and Rescue and one patient was treated and transported by WPD Ambulance Care to Lloydminster hospital. August 21 a fire call came in sending Vermilion Fire & Rescue out for a baler that caught fire and was fully engulfed. August 26 a crop fire started by a spark from a harvester sent Vermilion Fire & Rescue out. August 27, a request for urgent medical aid sent

The County of Vermilion Protective Services was once again fairly busy for the month of August and are currently looking to recruit dedicated and motivated individuals who live, work or are able to respond promptly within one of the following communities, Blackfoot, Clandonald, Dewberry, Islay, Kitscoty, Marwayne and Paradise Valley. They seek applicants who can respond to emergencies when available, with a preference to those that are free during day-time hours. During the week of August 8 to 15 there were numerous calls for service. On August 8 Dewberry Fire and Rescue had two back to back calls with the first tone dropping at 9:48 p.m. for a single vehicle incident with a bear. The second call was for a medical incident north of the Village and County Rescue, Engine/Pumper and County #9-1 attended the call alongside RCMP and Prairie EMS. On August 9, Marwayne Fire & Rescue were called out for a medical call at 11:02 p.m. and marked the 9th call for service for County Firefighters within 72 hours.

The next day, Vermilion Fire & Rescue, the RCMP and EMS were called out at 7:05 a.m. August 9, Blackfoot Fire and Rescue and Lloydminster Rescue Squad responded to the report of a two vehicle collision in the east bound lane on Highway 16 and Range Road 21, County resources were dispatched alongside Kitscoty RCMP, County #9-1 and WPD ambulance. Also, on August 9 a request for a medical first response was received at 11:02 p.m. which Marwayne Fire & Rescue responded. According to the County of Vermilion Protective Service August 10 was a busy day for first responders in the County as they received three calls for service before noon. The first call was at 7:50 a.m. which sent Vermilion Fire & Rescue, the RCMP and EMS out towards highway 619 and range road 54. A transport truck and tanker were involved in an accident that put the truck on its side. Traffic was County Firefighters battling blazes within different areas of service. Photos submitted

Although services of the departments under the umbrella of the County of Vermilion Protective Service are utilized often for emergent situations they also participate in non-urgent situations as well. On August 23, Blackfoot Fire and Rescue became the proud recipient of a new set of Genesis electric extrication tools. These tools; cutters, spreaders and a ram, will increase the level of service provided to our residents during technical rescue situations, particularly as it involves motor vehicle collisions on our rural roads and main highways and workplace accidents in one of our many industrial parks. Alongside these tools, County firefighters stationed at the Blackfoot Fire Hall will be receiving advanced training on the use of the tools, scene stabilization, cribbing and rescue.

August 29 County Firefighters from every station in the CVR attended a live fire training weekend hosted at Lakeland College - Emergency Training Centre.

Under the watchful eye of Chief Training Officer Cam Stevenson, firefighters were put through their paces in simulated residential structure fires, industrial complex fires and oil refinery fires.

Crews rotated tasks as skilled instructors, including; County Chief Kirk Hughes, Vermilion Deputy Chief Anton Krys and Islay Fire Chief George Steiner looked on.

Multiple scenarios were successfully completed and dozens of candidates were signed off on their competencies for certification through the OFM. County Peace Officers alongside other law enforcement agencies conducted a strategic traffic enforcement along higway 897 after public complaints of excessive speeds, especially entering reduced zones in the Village of Kitscoty and Marwayne.

On October 15 Kiscoty Fire Department will be hosting their Steak Fry at the Kitscoty Community Hall, with a silent auction and dancing.

Some political parties also believe Bill C-21 will not be effective, a spokesperson for the People’s Party of Canada stated that the Bill, “targets sport shooters and hunters instead of the real criminals, who by definition don’t bother respecting gun regulations.” Advocates for private firearm ownership point out that weapons used in violent crimes aren’t bought legally, they are purchased in back alleys out of the trunk of a car. In a CBC news interview, Jooyoung Lee, a University of Toronto sociology associate profess o r a n d au t h o r i t y o n g u n ow n e rship and gun violence, stated that it is time for the federal government to take an active hand in suppor ting community-based programs and

Instead of focusing on a registr y and tracking of firearms, Lee points out that; “This is the kind of stuff that has a better track record in terms of reducing gun violence,” he said, arguing the “symbolic” and “performative” measures outlined in the Liberals’ plans won’t do much to counter gun and gang violence.

Many associations including hunting and sport shooting groups, support the use of lawful firearms in Canada and protecting the rights of firearms owners. Pro-gun lobbyists argue the bans and prohibitions violate Section 8 of the Canadian Charter of Rights and Freedoms, which prohibits he unlawful seizure of prIvate property.

On August 26, the Alberta Government announced that in an effort to implement the recommendations to the Fair Deal Report, it is asserting provincial authority by appointing a

chief firearms officer to stand up for the rights of law-abiding firearms owners.

Teri Bryant will be Alberta’s first Chief Firearms Of ficer, and her role will include determining licensing eligibility, compliance with legislation, overseeing the administration of firearms safety courses and other duties that previously fell to the federal government. She will advocate for responsible federal firearms legislation to deter criminals, respect property rights and make sure Albertans continue to live in safe and secure communities. Minister of Justice and Solicitor General, Kaycee Madu stated; “I am delighted to welcome the province’s first-ever designated chief firearms officer.
