ALUS Celebrates 10 Years In The County Of Vermilion River

For 10 years, Alternative Land Use Services (ALUS) Canada has been working with farmers in the County of Vermilion River to promote riparian health and conserve wildlife in the area.

The county’s partnership with ALUS came about when councillors wished to address surface water issues within the county. The County of Vermilion River was the first to create a relationship with ALUS in Alberta. ALUS had previously worked in Manitoba and Ontario working in different areas relating to environmental and agricultural sustainability.

“We were the first to try it in the municipal context,” said ALUS Program Coordinator Chris Elder, “ALUS was there as a partner to come alongside and provide technical, moral, and financial support and to acknowledge that farmers and ranch-

ers have a very important role to play in improving the environment.”

ALUS functions as a charitable organization that provides a per-acre annual payment for participants in stewardship projects. Farmers and landowners approach ALUS with project ideas involving wildlife and environmental conservation so ALUS can provide them with information and resources needed to use land that would otherwise be unproductive.

ALUS projects primarily aim to improve riparian health and facilitate habitats for wildlife and has been quite successful with its local conservation agreements. These projects range from the establishment of eco-buffers to creating watering systems from wetlands for cattle.

The first ALUS participant was Sean McGrath of Round Rock Ranching.

McGrath’s projects include prairie seeding, tree planting, and wetland fencing.

The total of eight projects that McGrath has initiated with ALUS has improved wetland water quality, increased water storage capacity, increased biodiversity, and provided wildlife habitat. McGrath’s projects have increased the total score, it increased from 70 percent to 86 percent including a 31 percent jump in the vegetation rating. Health scores and vegetation rating evaluations are typically conducted

by Cows and Fish Alberta or by ALUS employees following the Cows and Fish model.

In total, ALUS has a total of 42 partici-

pants in the County of Vermilion River who have dedicated a total of 3295 acres of land to ALUS projects.

“We are proud to celebrate 10 years of success in the County and look forward to many more years to come,” commented Elder.

OLGA BABYN July 9, 1931 – December 12, 2020

With profound sadness, we wish to announce the passing of Olga Marie Babyn (nee Bykewich) of Derwent, Alberta on Saturday December 12, 2020 at the age of 89 years.

Olga leaves to mourn her passing son Leonard (Susan “Bonnie”); granddaughter Olesia; great granddaughter Aryssa; sisters Ellen and Emily; brother Orest; as well as numerous nieces,

nephews, and cousins.

She was predeceased by her husband Mike; parents Eva & Emil Bykewich; and brother Mike Bykewich.

Olga loved the peace and quiet of farm life. She was so proud of her granddaughter Olesia and great granddaughter Aryssa who brought great joy to her life. She was passionate about nature and loved to garden, plant flowers, and feed the hummingbirds. Her furry companions Pumpkin, Mya and Ginger provided her with much love and comfort. She was a gifted artist. Her family and friends were often the recipients of one of her beautiful paintings. She was a member of the UCWL and Vermilion Art Club for many years. She had excellent culinary skills and her table was always precisely set and thoughtfully decorated. Her guests were always wowed and well nourished.

A private Divine Liturgy of Christian Burial will be held at Ascension Parish with Very Reverend Father Nykiforuk officiating. Interment to follow in the church cemetery. Vermilion Celebrates Completion Of Water Main Project

On December 18, the Town of Vermilion celebrated the completion of the water main project with a photo op including Mayor McCauley and various previous mayors who have contributed to the project.

Over 25 years ago, former Mayor Judy Woyewitka and council put into motion a project that would replace water main lines in the Town of Vermilion. Previously, water main lines were made of clay and cast iron, which break down over time and cause various issues that can contaminate fresh water going into homes. Just recently, the Town of Vermilion finished replacing the last piece of case iron pipe with much more durable PVC pipe. The project was funded fully by taxpayer money.

“We are probably one in a handful that can claim we’ve actually got this done,” said Mayor McAuley, “it’s really a relay race. A COVID Christmas

It’s beginning to look a lot like Christmas, but I reckon a lot of people are feeling more like ‘Bah Humbug,’ ‘I’ll Be Staying Home For Christmas’ as the government announced in no uncertain terms we can only celebrate the holidays with our immediate household members. I guess we didn’t need the Ghost of Christmas Future to foresee this coming!!

Though really is it a surprise to anyone?

I would think not. I guess we didn’t learn our lesson back in the spring when this

all started; when we had to stay away and businesses were shut down. We should have known that if we didn’t keep the curve bent the government would impose tough restrictions again. Now, we all face what I’m calling the “Dreaded COVID Christmas.”

The year where Christmas pretty much got sucked down the proverbial toilet. The year we were ordered to stay away from our loved ones just because we didn’t live in the same household, and then on top of that they suck away the one chance of seeing our immediate family in person when they stripped away the outside gathering of 10.

Some are lucky to still have their children

living at home, and I am happy for them. For people who live alone and look forward to the visits from friends and family this could end up being one of the loneliest times of year. For those whose children are grown and moved out with or without their own families it is going to be very disappointing not to be able to have their children and grandchildren gathered for the holidays.

Yes we can all do the Zoom thing, but let’s be realistic it just isn’t the same.

So, what can we do this year? You can go skating at an outdoor rink, or you could take the family skiing as both of these activities are still allowed, you just have to maintain the physical distancing rules and on a

bright note, it will help keep the extra kilos off from all the holiday baking.

You can take your immediate family out tobogganing, you can have a snow ball fight, make snow people anything that is outside and you are able to physical distance. So all I can say is make the best of this holiday season and do all you can to get in touch with individuals you know are spending the season alone, a phone call can make a world of difference. You could also do up a goodie bag and place it on their front step as a surprise.

Christmas songs like Blue Christmas, and I’ll be Home for C hr i s t m a s, i f o n l y i n my d r e a m s a r e coming to mind.

This year many people in Alberta and Saskatchewan and all across Canada will not be able to spend Christmas with their family, that does not live with them. While there can be zoom calls and phone calls its not really the same.

In my last phone call with my 7 year old granddaughter she said: “It doesn’t make sense, I can go to school with all different people I don’t know, but I am not allowed to see you for Christmas” “I know” I said. She went on to say, “and Grandma people can go out and shop and work, but I can’t see you for Christ-

Large gatherings have been a problem with outbreaks, so forgoing them, this Christmas may hopefully help decrease the spread of COVID, and decrease the severity of this second wave that we are in.

This Christmas we will all be doing our part in reducing the spread of Covid and missing out on this special time of family celebrations. This year the Christmas season is an important time to reach out to those that are alone, making sure that they know that they are cared for. It is a time to focus on hope. We must be more intentional on keeping our spirits up, and protecting our psychological well being. Our heavenly Father that loves us is only a prayer away. In spite of having a loss

of several freedoms and social interactions, we must remember that our life still has an important purpose. The good thing about bad times is that they don’t last. We need to embrace the positive now more than ever. This ancient proverb may provide some insight “A happy heart does good like a medicine, but a broken spirit dries the bones.”. So, lets be happy anyway. Let’s choose to be happy in spite of this situation. Christmas is bigger than our traditions and circumstances. The Christmas story is that Jesus is the reason for the season.

God was born as the baby Jesus. Wise men still seek Him, and He will be found by those that diligently seek Him. That my friend, is a very good reason to have a Merry Christmas.

Christmas Celebrations In The Vermilion Area

school board then met at the school to fill candy bags and make sandwiches for the Christmas celebration.

These celebrations involved many families. Parents would often supply the lunches for the concerts, build the platform to perform on and even supply sheets for curtains. It was clear that the concert was a community affair.

At one school, a student’s father would move the piano from his home, four kilometres to the hall where the Christmas concert would be held. This was done for eight years until measles hit the district and cancelled the concert.

Christmas concerts at the various schools were very big deals and often the biggest event of the year for some schools.

Concerts would be held on different evenings to allow parents and young people to go to as many concerts as they could. As a result, teachers in the area developed a

Since the early set tlement of the Ve r m i l i o n a r e a , Christmas has always been an important celebration. Whether it was a simple Christmas dinner at someone’s home, to the many Christmas concerts held at various schools, I wanted to look at the various Christmas celebrations held through the years.

In 1927, the Alandale School held its Christmas concert and to raise money for it, they put up a Christmas Concert fund which allowed the school and the teacher to buy a box of apples, three boxes of oranges, 10 pounds of candy, eight loaves of bread, four pounds of nuts, four tins of salmon, two pounds of coffee, two pounds of sugar, two yards of muslin and a Christmas tree. Possibly the first Christmas in the district was celebrated by Dr. Hector, who was on the Palliser Expedition and stayed at a small creek in the area in 1857. He would say in his journal: “As we had come very fast all day, and had made about 33 miles, both dogs and men seemed rather tired but as it was Christmas Eve, we did all we could to enjoy ourselves under the circumstances. The night was bitterly cold. The thermometer at 4 p.m. was nine degrees below zero.

There is a Chinese saying which reads: “May you live in interesting times” The saying is not intended to convey goodwill, and I’m sorry to report that we are living in interesting times.

I would like to be clear regarding my own position regarding the Covid19 restrictions and the governments general handling of the pandemic.

I fully support the actions of my UCP government, for the following reasons.

The first priority of a government is the protection of its people.

To achieve this in respect of Covid19 we have consulted openly with the appointed Public Health officials and, in accordance with their advice and the context of what is manifesting in Alberta, have adjusted course to meet the challenge as it presents.

There is a sharp polarisation of opinion regarding the pandemic. What can be agreed is that the virus is real; what is disputed is how best to respond.

Alberta is not unique in the polarised opinions it is producing; they reflect those seen throughout the world.

Medical advice is often contradictory and, I’m sorry to say that, I notice some people hold views based on what is convenient for them rather than from an objective assessment.

I have been an advocate for the application of the least restrictive measures possible, but only against the backdrop of credible public health and medical advice.

In Caucus we debate the circum-

stances and the possible measures available. From MLAs we hear a range of views between the two polarised positions. Caucus’ opinions are taken forward to the Priorities Implementation Cabinet Committee (PICC) a combination of Public Health officials and Cabinet members. Here a final decision is made on action to be implemented.

Despite the range of views presented what I observe is a respectful and open dialogue. Even those I disagree with I know are arguing with goodwill. This is also true of many constituents who write to me expressing their views.

Because of this goodwill I am content to accept the will of the majority in the final decision making, despite it not necessarily reflecting my personal opinion.

I sincerely hope that these new measures are affective. It is incumbent on us all to follow them closely. If they are ignored we cannot know if they would have been effective.

The government’s reaction to the virus is not all restrictions and measures. We have been looking at both the here and now and the future and putting in place things which should help us recovery quickly.

One such action, targeting the present, is the setting up of a Civil Society Fund.

This fund is part of the government’s commitment to harness the power of civil society.

Civil society plays a critical role in the well-being of Albertans and contributes significantly to the economy. An

effective recovery for civil society will contribute to Alberta’s overall recovery.

We believe civil society organizations, such as charities, not-for-profits and volunteer organizations, can effectively address social challenges because they know best what their communities need.

T h i s n ew f u n d w i l l p r ov i d e $ 2 0 million over three years, with $7 million budgeted for 2020/21 to support an effective, lasting recovery for civil society from the impacts of the COVID-19 pandemic.

Civil society groups, including notfor-profits, charities, First Nations and Metis Settlements, can submit onetime funding proposals for projects that expand civil societ y organizations’ capacity to innovate and collaborate more effectively in their efforts to address social issues in our diverse communities.

Civil society groups and organizations are encouraged to visit alberta. ca /civil-societ y fund.aspx to review the fund guidelines and download the application form. Applications are due on January 20, 2021.

A forward-looking and broader action is contained in the Alberta Recovery plan. There are many aspects to this plan, which has committed some $14 billion in support, and includes: • Over half a billion dollars for our health care system • Support for long term care homes, and those who work in them • Emergency isolation payments, so sick workers could stay at home

• Up to $200 million in small business relaunch grants for those who had to close • Sup p or t for homeles s shelter s, women’s shelters, and food banks • $50 million in COVID related mental health support for those struggling to cope • Funding to help day care operators re-open • Deferrals on utility bills, education property taxes, student loans • A c c e s s to c r e d i t fo r s t r u g g l i n g employers • Policies to protect both renters and commercial tenants You can see more detail by following this link: https://www.alberta.ca/assets/documents/alberta-recovery-plan.pdf I’m not writing here to persuade you of anything. A Genius Marketing Plan For Local Restaurant

The current COVID restrictions have forced many businesses to change the way they operate.

Restaurants were ordered to close their doors for in-dining services on December 8 and operate strictly with takeout, delivery, or drive-thru which all too often reduces revenue to the point that staying open isn’t a feasible option, forcing them to close their doors until the restrictions lift.

wasn’t about to let the in-dining restrictions take them out and came up with two genius events to help boost their sales during the new COVID health measure order.

Their first event titled ‘’Fair Days was held on Dec 10, 11, and 12 where they aimed to bring back the nostalgia of the Fair which is held every year at the Vermilion Ag Grounds and create some extra foot traffic to the restaurant. During the three-day event the MacPhees’ had on offer dry ribs, wings, deep-fried pickles, zucchini sticks, mozza sticks, and jalapeno poppers; items they would

serve from their shack each year at the fair. During the first two days of the event, they sold out and had to cancel the Saturday due to an overwhelming response.

“So having a bright idea and having fair days was supposed to be a bit of fun and generate a bit of extra foot traffic here and there for takeaway, little did I know that people would have to wait sometimes over an hour for their food, due to the overwhelming response, and we had to cancel the Saturday because we ran out of food,” explained MacPhee.

The second event held by Anthony’s Classic Grill was Ponderosa Days which the duo held on December 15, 16, and 17. The couple offered the Bonanza Burger items along with French fries and onion rings which were originally on the menu of the Ponderosa restaurant that

was once located in Vermilion years ago and a favourite for many.

“We sold out each day of the event and while there were some hiccups along the way like our phone died one day, it still turned out to be a great event, it was chaotic but in a great way. Tally and I would like to thank everyone for the very overwhelming response,” said MacPhee.

He also went on to say that while the two events were to help increase foot traffic for the restaurant their main goal was to also help lift people’s morale and spirits during a time of gloom and doom surrounding COVID, “We wanted to help people forget about COVID for a while and add some joy and fun in the town and help them remember a long lost memory,” added MacPhee.

Santa Anonymous Switched Gears This Year

For many years the Lions Santa Anonymous program has collected toys and provided food hampers to help families in need within Vermilion, Mannville, Minburn, Islay and Clandonald, but this year they had to switch gears and find an alternate method of helping families during the holiday season due to the COVID-19 pandemic.

“This year we abandoned the idea of collecting toys or provide food hampers, but instead ask the gracious members of our community to donate cheques, cash, and gift card donations,” explained Lions member Barry Clampitt.

Donation boxes were set up in the banks, drug stores, grocery stores, and other retail businesses and remained there until a few days before Christmas.

“We did very well again this year and with the donations received we provided gift cards from Cornerstone Co-op and AG Foods in place of providing the food hampers and we also purchased chamber bucks from the donations so the recipient could go buy the toys or clothing or whatever they wanted for their children,” said Clampitt. He also went on to say that he thinks it was a great alternative.

This year the gift card and chamber bucks were mailed to the recipient instead of being distributed personally.

“One reason we changed the distribution method was to allow for the physically distancing measures due to COVID. A lot

of our distributors are above the age of 60 and we thought mailing it to them would be the safest way to do it,” added Clampitt.

The number of recipients was up a little from last year with 79 families, approximately 208 individuals receiving help from the Lions Santa Anonymous. Clampitt also went on to say that they hope to return to the usual way of the program of collecting toys etc., but that they would like to know the thoughts from people on how it was executed this year.

Real Estate Sales Increase Due To COVID-19

According to the Canadian Real Estate Association (CREA), 2020 has been a record year for strong levels of activity in the housing market.

2020 has also been a record year for home sales in Canada. Although COVID19 has created a historically low inventory, sales and activity have set records in 2020. Approximately 511,449 homes have been sold over Canadian MLS Systems, up 10.5 per cent from the first 11 months of 2019. It was the second-

highest January to November sales figure on record, trailing 2016 by only 0.3 per cent.

“Covid has many, many downsides to it but the one upside is people have more time in their usually busy life to enjoy home and family. As a result people are doing reno’s and some are upsizing and some are downsizing with more time to think. As a result real estate continues to keep us somewhat busy. Mount Joy Snow Resort Opening Early January

The resort has started producing snow and with the new upgrades to the system have been able to produce and cover a larger area without the weather affecting snow production.

“Over the last week, we have put through about 850,000 gallons of water through our system. We can do about 100,000 gallons in about 12 hours with the rates right now. We still need more snow, mother nature was good and gave us a good base earlier in the season and then she took it away. The nice weather was great but it caused havoc on our snow base,” chuckled Bogue. He went on to say, “we are scrambling now, but our snowmaking crews are working around the clock 24 hours a day, when we can, to get some fresh snow back on the runs.’

With the new upgrades, Mount Joy was able to have three new trails which they call the Glades and according to Bogue, they are quick little paths that

go through the wooded areas and come back out. The trails are narrow and make for a quick run and are best suited for intermediate to advanced skiers.

Mount Joy snow resort is operated and maintained by volunteers and while they have quite a few volunteers they are still looking for more to help with the new season.

“We do have a fair amount of volunteers right now, but we could always use more, we certainly won’t be turning anyone away. They can go to our website mountjoy. ca and sign up as a volunteer,” said Bogue.

While there are strict regulations to follow Mount Joy is expecting its season to be very busy.

“With the way the bicycle industry has

Season passes and gift cards are on sale now online and they will soon be adding lessons so people can sign up for lessons beforehand. In the event of a government shutdown before January 24 a full refund of season passes will be issued minus a $25 admin fee. After that date, no refunds will be issued.

“This year one of the biggest changes we are doing is going paperless. There will be no cash transactions on the hill whatsoever, you can still use visa, debit for concession, and we are stressing very heavily that tickets are prepurchased online,” stated Mount Joy Snow Resort, President Chris Bogue.

Private lessons and group lessons will remain a service but with a maximum of five people in each group and the ski school will be offered with a maximum of six people per group.

“We go under Alberta rules and our group sizes are allowed to be up to 10 but we are still going to try and keep our group sizes small just in case they do change group regulations,” Bogue commented.

The chalet will be open for pick up only, guests can go in to pick up their food and walkthrough. The rental shop will be open, but it will be by appointment only so they have time slots that Snow Canons producing snow at Mount Joy Snow Resort.

Mr. Beecroft’s 5B class made yarn ornaments this past week. The students enjoyed the process and each took a couple ornaments home when they finished. Mrs. Tupper’s 4B class geared up for a special dress-up day on December 15, after working together to earn positive points. The Grade 4B students chose an 80’s day for their theme and came to school dressed in their best swag. Creative Kids Club had fun using their new macrame skills to create Christmas tree ornaments.

During the last week of school, the division 2 classes found a way to get together and build school spirit each day with the Countdown Until Christmas. They used google meets to make this happen. Two activities called Would You Rather and Rock Paper Scissors had students doing exercises beside their desks. Elf or Rudolf had students dabbing, sitting and standing; Six-Corners was a cooperative game in which classes had to choose numbers and hope their number didn’t get called or they would have to shut off their camera; Bingo; and finally a movie and hot chocolate. As much as it was done virtually, the students

thoroughly enjoyed seeing one another and participating in each activity.

On the last day before the break, students and staff showed up at school in their pyjamas or their Christmas sweaters. It was so awesome to see all the participation in this school wide dress up day.

As was recently announced by the Alberta government, all students in ECS-Gr. 12 will learn from home from January 4-8. This may be difficult for some, as it may bring back negative memories from the spring and summer of 2020. We would

encourage everyone to try and look at it from a positive perspective, recognizing that it means parents get an extra week to have their kids at home with them.

There will be no School Council Meeting in January. The next School Council Meeting is scheduled for February 8 at 7:00 pm.

It will be done virtually, so stay tuned for a link to join the meeting.

Hours Are Changing At The Food Bank

It has been a year of trial for everyone, but our community has responded and has put us in good stead for the coming year. And thank you especially to our wonderful group of dedicated volunteers who have persevered through challenging circumstances.

hours of the food bank will be changing from 1:00-3:00 pm on Fridays to 12:302:30, so please tell anyone you know who may be affected. It is not a large change but we do not want people to miss getting served. Also, anyone coming to the food bank must wear a mask (disposable masks are available if needed). If possible, we would ask people to register upon arrival and then wait outside or in their vehicle for the food to be brought out. This will help us maintain a safe operation.

The use of the food bank has been

consistent during the past few months.

Donations of food and money directly serve those people and families who live in the Vermilion area. All monies donated to the food bank are used to purchase food or supplies required to serve this food. Our group is entirely run by volunteers. Charitable receipts can be issued if donations are made through the Catholic Parish of the Holy Name.

Who Are HEARTS AND HANDS And What Are We About?

Submitted HEARTS and HANDS is an unregistered not for profit charity serving the Town of Vermilion and the surrounding communities exclusively. We are run by a coordinator and at present have 11 volunteer drivers and one face book manager.

We have professionals we consult within the community. We are not a food bank, but instead can provide about a month of personal items such as shampoo, condoms, deodorant, sanitary napkins, tooth care, toilet tissue, soap and cleaning products, baby formula, baby food, and diapers; school lunch needs; and staple foods such as flour, baking soda and baking powder, salt, pepper, cooking oil, oatmeal, rice sugar, crackers, cereal, bread, including canned, frozen and fresh fruits and vegetables; a good variety of meats; milk, margarine, cheese,

and eggs...in an emergency situation or when people are in dire straits.

We can provide a community service directory and a simple cookbook of basics on request. We keep statistics for information only of male/female/senior, work status, disability and health issues, children’s ages and specific diets and needs, knowledge and use of the local food bank (encouraging them to do so), and if they are in need of supper that night. Statistics are for tracking trends and client’s name, phone or address is not indentified on them.

Since our beginning in Jan. 2016 until Dec. 2020, we have had the privilege of serving 216 families or individuals.

In 2019, we expanded our service by asking the community to donate winter coats and winter wear to be given out FREE to anyone needing it. It has been overwhelmingly successful. The coats and other items are washed or cleaned before being displayed in a donated

space. This year we were able to provide for the needs of 83 adults and children in the almost 2 months we were open.

With COVID we had to shut down the ‘store’ early but continue to make coats, etc, available by meeting the client in an open area with a choice of 2 coats.

COVID-19 Vaccine And Update

The first rollout of the Pfizer-BioNTech COVID-19 Vaccine in Alberta was issued on December 15 to frontline workers and other individuals particularly vulnerable to the virus.

The Pfizer vaccine is the first COVID19 vaccine to be issued in Canada. The vaccine is administered in two doses 21 days apart. Studies show that this vaccine is 95% effective in preventing COVID19 after 1 week of the second dose. The vaccine is approved for ages 16 and up and side effects are that of a common vaccine: pain at the site of injection, chills, fatigue and feeling feverish, according to Canada. ca.

The Moderna Vaccine is another vaccine that has been shipped to Canada, however, has not yet been approved by Health Canada. In contrast to the Pfizer vaccine, the Moderna vaccine is does not need to be frozen, making it much more convenient to ship and distribute.

According to Chief Medical Officer Deena Hinshaw, the first phase of vaccine administration should be completed through the first quarter of 2021, prioritizing those at the most risk depending on occupation and age. Phase two will include more health care personnel and is expected to be administered in April 2021.

The time at which COVID-19 vaccines will be widely available to the public is unclear at this time.

COVID-19 cases continue to rise at an alarming rate across the province. As of December 17, the Central Zone of Alberta has 5,072 active cases of COVID-19.

The County of Vermilion River has 45 active cases, the County of Minburn has 48 cases, the M.D. of Wainwright has 29 cases, the M.D. of Provost has 10 cases, the County of Two Hills has17 active cases, the County of St. Paul has 89 active cases, the M.D. of Bonnyville has 48 active cases.

There is a total of 19,165 active cases in Alberta, with 9147 cases in the Edmonton zone.

The Town Council held a regular meeting virtually except for three councillors in the chambers on December 15.

Director of Finances Brian Liebel presented the auditor appointment for the fiscal year. Audit fees were proposed at $24,500 and Donald L. Isaman Professional Corporation, who audited the town for the 2019 fiscal year, was appointed as the external financial auditors. Liebel later provided a brief update on the possibility of grant funding to help transition the town’s electronic file system into a cloudbased system to make working from home easier for town employees. Liebel is pursuing grant funding and exploring the town’s best options.

Community Services Director Kevin Lucas provided a brief update about playground inspections for 2021 as due to COVID-19, the town was unable to certify a staff member to conduct inspections as all certification courses had been cancelled. Lucas did confirm that the town will get at least one staff member certified to carry out playground inspections in 2021. He hopes to have certification completed by the first quarter of the year.

Lucas also mentioned that the town is still hoping to expand the Veteran’s area of the Cemetery.

COVID -19 cases have become a concern for the recycling program, as Infrastructure and Planning Services Director Derek Young mentioned that the town’s contractors for the recycling program cancelled one of their pick-up days. Young will keep in contact with the contractors to ensure that any COVID-19 mitigation measures will be implemented before any last-minute cancellations.

MLA Garth Rowswell joined the meeting to provide an update about his work and in legislature relative to the Town of Vermilion. Rowswell mentioned that parts

“It was one of the more controversial parts of the Bill that were passed,” commented Rowswell. The Bill will allow for hospitals to exchange patient information across the Alberta-Saskatchewan border if passed in each province.

Currently, as the bill is passed in Alberta, health information acquired in Alberta can be more easily available for patients seeking care in Saskatchewan, however, until the bill is passed in Saskatchewan, Albertan hospitals cannot acquire patient information from Saskatchewan as easily.

Rowswell has been appointed to the Prairie Northwest Economic Region, which covers northwestern states and western Canadian provinces, and looks forward to working with the town discussing economic development as he fills that role. Rowswell will be further informed on his role on December 17. Pulyk also inquired about COVID-19 vaccinations for Alberta. Rowswell confirmed that the vaccine will be rolled out to the most vulnerable and exposed to the virus and work its way down based on age.

“The first injection went into an arm in Alberta today, so that’s good to see,” Rowswell said.

Rowswell also spoke to the various COVID-19 restrictions such as the closing of gyms and independent businesses such as massage therapists, hairdressers, and restaurants.

“The data that I’ve seen shows that not much of covid transmission was at restaurants, it was at homes,” Rowswell said. Rowswell assured council that he is continuing to lobby for these types of businesses.

A motion presented by the Broadband Committee Report was carried which recommended that the Town of Vermilion enter a sole source contract with Connect Mobility lasting until March with the option of continuing through month-to-

month payments. The contract ending in March will consist of a one-time payment of $34,900.

Councillor Young of the Transportation and Utilities Committee mentioned that organics were added to the town’s recycling contract. The town sent out a request for proposal for a new recycling and organics program tender and were met with three submissions, of which the council decided on Integrity Waste Solutions. Partnering with Integrity Waste Solutions will allow the town to keep their pre-existing garbage and recycling schedule. Integrity Waste Solutions will enter a 64-week contract to provide these services to residents and businesses of the town. Councillor Young also confirmed that Integrity Waste Solutions emphasized their priority of consistent service and pick-up times.

According to Councillor Young, collection for the recycling program will begin at the end of December, with the regular, two-week cycle beginning the following week. Commercial pickup would begin in February to allow for time to get bins manufactured and delivered to businesses. Organics pickup will start in April to allow for residents to learn about the program. Additionally, the cost of waste management, recycling, and organics will remain the same as it previously has been due to the Transportation and Utilities budget; however, later in the program the cost will be determined by whether residents choose to use the organics and recycling programs.

“There is a per-ton cost processing fee on the organics side,” Young noted, “We’re hoping that we’ll get good uptake on that.”

“We believe that at the committee level that we should take that money that’s already been paid and try to eliminate as much of the increase that we might have to do down the road,” Councillor Clint McCullough added.

Councillor Thompson presented a recommendation to reappoint members of the Environment Committee. Members Bonnie Walsh, Francey Repp, and Nancy Shalay were re-appointed for a two year term and member Chris Elder was reappointed for a three year term. Thompson also provided an update on the Re-Use Shelter project. The re-use shelter project had already been in the committee’s consideration, and the committee was approached by the Rotary Club who had also planned to begin a similar project. The Rotary Club will attend the next Environment Committee in January to discuss the possibility of partnering with the committee to build a re-use shelter.

“At the ver y least, the committee thought that it would help our case to have such a strong community organization supporting us, even though our environment committee with the exception of myself is all public members,” Thompson explained.

Mayor McAuley provided a brief update for the Vermilion & District Housing Foundation committee regarding a new representative member from the Wainwright area, as the committee will govern senior’s housing in the M.D. of Wainwright starting on January 1, along with Dewberry.

A Ministerial Order was sent to include a member for the M.D. of Wainwright once the committee takes on Wainwright housing units in the new year.

“This is a significant accomplishment for VDHF,” commented Mayor McAuley, “It’s a significant increase of responsibility for the organization.”

According to Mayor McAuley, taking on housing in the M.D. of Wainwright and in Islay has increased the portfolio of the organization by approximately $2,300,000.

The Vermilion & District Housing Foundation has also recently added new public member Karen Selte to the board.

Alberta’s Rat Control Program Operating For 70 years

Alberta’s Rat Control Program was formed in 1950 to protect Albertans from the economic, environmental, and health risks rats pose.

According to Alberta.ca, Alberta is one of the few jurisdictions in the world that are rat-free due to its proactive reporting system and rat control program.

“Our Rat Control Program is a madein-Alberta success story to a worldwide problem, a model for other provinces,

states and countries facing the threat of these destructive pests,” said Minister of Agriculture and Forestry, Devin Dreeshen.

Alberta has a rat control zone that is 29 kilometres wide on the border that stretches from Cold Lake to Montana, which makes municipalities in this area the most responsible for rat control.

In the past two years, Alberta’s rat control team have identified only a handful of rat infestations and a few singular rats, despite having launched 230 inves-

tigations in 2019 and 411 investigations in tify rats on Alberta.ca’s “Identifying Rats” 2020. Reported infestations and singular page. rats are dealt with efficiently to ensure rats do not create permanent populations within the Albertan border. “ We owe our rat-free status not only to the hard work and dedication of Agriculture and Forestry’s rat control staff, but also the vigilance of farmers, municipalities and counties,” Minister Dreeshen commented.

Alberta Government Extends Relaunch Grant

The Alberta Government made the decision to extend the Small and Medium Enterprise Relaunch Grant to help Alberta businesses that have been affected by the new COVID-19 restrictions.

Initially the grant was only $5,000,

however www.alberta.ca has stated that the extended grant has new qualification measures, such as, lowered 30 per cent of revenue loss, which was previously 40 per cent, and a second payment amount of $15,000 for eligible businesses to receive, which makes for a total of $20,000. The Government of Alberta has put $500

million in funding for this program.

In order for businesses to be eligible for the second payment, they must be operating in a region that is affected by the public health orders that were brought into effect on December 6, and must have been required to close their doors by those public health orders. Businesses
